I’m a diamond member of Harrah’s. I believe that with the new Total Rewards program and the extra bonuses I can make 7 Stars this year. The key is to make 2,500 points across 20 days in the year for a total of 50,000 points. This will guarantee I get the 5,000 bonus points during each visit. Then, 20 visits and 5,000 bonus points each time will get me 100,000 free bonus points. By the end I will have the 150,000 total I will need to be 7 stars! M. If you can follow through on your goal of twenty visits throughout this year and earn at least 2,500 points in one day per visit then you should reach the highest Seven Stars Total Rewards player's club tier for Caesar's Entertainment. However, please remember to verify exactly what the timeframe is for a "day" at the Caesar's property you intend to play at. The times used to define a "day" at the casino may actually begin at 3am and run until 2:59am on the next calendar day. The times may also vary from property to property. Also, don't forget to verify the number of points earned with a player's club representative before you leave or head up to your room. My question to you is…you have many times stated that “it doesn't matter what you do, the next spin is already decided." Is that also true on the slots where you can stop the spin whenever you like? We really enjoy producing the magazine and filling it with all the interesting information we have access to! Your question asks about the outcomes on slots offering a "stop spin" feature. Most of the slots on casino floors offer this feature and we can tell you that they function no differently than the slots without the "stop

spin" feature activated. The selection of random numbers occurs at the instant the spin is initiated regardless of if a player presses the physical spin button on the button panel, a virtual button on the slot's screen, or uses the pull down handle on the side of the slot. Once the random numbers are selected for a spin, the images shown on screen are purely for entertainment purposes. The software inside the slot already knows what position the reels will land in once the spin is started and if a player presses "stop spin" the slot is ready to display the result as fast as possible. Pressing "stop spin" does not change the outcome of the spin. Player's can't "catch" a bonus symbol by pressing "stop spin" at the "right moment" in order to start a bonus. If a bonus triggers, or a winning combination lines up, then it was meant to happen when the spin button was pressed whether the player stopped the spin or not. Remember that the monitors in slot machines are just large TV's programmed to respond to what numbers were selected by the random number generator. The "stop spin" button just makes the TV take a player to the end result as fast as possible. And, as a bonus (pun intended of course!), here's where our exclusive insider knowledge of the casino gaming industry lets you in on the secrets and history behind the "stop spin" feature! The "stop spin" feature came about in the late 1990's and early 2000's as a way for casinos to increase the "coin-in" of the games without increasing the wagers on the games. This feature offered players the option to shorten the time it takes to play out a spin allowing players to play faster, pushing more money quicker into a slot, thereby raising "coin-in" (a way for a casino to measure how much money is wagered, in total, on a slot). At that time, slot manufacturers were in awe of how well many of IGT's slots were performing for casinos across the country, and the world, because IGT was one of the first slot manufacturers to successfully implement the "stop spin" feature into a vast number of their games on casino floors. Many slot manufacturers immediately followed suit with "stop spin" features in their slot games as well in order to remain competitive with IGT's performance. In closing, we do not recommend players use the "stop spin" feature when playing a slot. Make sure to sit back, relax and enjoy all the sights and sounds the slot manufacturers built into every spin! Q&A On Everything Gaming Dear Sirs: My husband and I have been playing the video poker game called ACES where if you get four aces in that order spelled correctly, it will pay the same as a royal flush. Unfortunately, we have been playing that game for over 25 years at any casino that offers it and I have only had it twice and my husband has never gotten it. We have gotten four aces in that game but never in the right order to spell it correctly. We play at least twice a week and have done numerous trips to Vegas, Laughlin, etc. My question is what are the odds in getting this? We have gotten numerous royal flushes. My husband got 10 last year but has no luck on getting ACES. Joan Muglia – Fountain Hills, AZ The video poker game ACE$ Bonus Poker can be found on many of IGT's Game King slots installed across the state and the country. However, it's not a "mainstream" video poker game like Jacks or Better, Bonus Poker, Double Bonus Poker, Double Double Bonus Poker, all the versions of Deuces, and so on. Coming across ACES video poker is similar to finding an oasis in the desert! In order to win 4,000 credits on a 5 credit max bet, the equivalent of hitting a Royal Flush, the four Aces have to spell the word "ACE$" in order and consecutively beginning with either the first (leftmost) or second position. The

final five card hand will read either "ACE$–" or "–ACE$." There are around seven times fewer of these ACE$ hands than there are Royal Flushes. As a result, players won't experience that win as often as they experience the Royal Flush. The odds of hitting a Royal Flush for most video poker games, playing with the optimal strategy, is around 1 in every 40,000 hands. For ACE$, the Royal Flush odds range from 1 in 39,000 to 1 in 47,000 depending on the exact pay table the casino offers. The ACE$ hand odds range from 1 in 274,000 to 1 in 299,000 depending on the pay table available to the player! If we assume an average video poker player is able to play around 4 hands per minute, then the Royal Flush win happens sometime in the 166th hour of play, and the ACE$ win will happen sometime in the 1,239th hour of play! In addition, while the strategy for ACE$ Bonus Poker is essentially the same as for Bonus Poker, the ACE$ win does affect how the game is played optimally. For example, players will be faced with situations where when one or more aces appear on the deal in the correct position for the bonused win. Clearly the optimal strategy, more often than not, may require players to hold one or more of those aces and drop other cards, possibly "made" hands, in order to draw for the ACE$ win. For example, players might have a full house with two aces in position and drop the other cards! By the way, great job on all those Royal Flushes last year! $

E

very time we sit at a slot machine or card table, we sit behind a virtual apparatus of regulations, negotiations and security features. For Tribal casinos in Arizona, the system is composed of three separate parties: the Gaming Facility Operator (GFO), the Tribal Gaming Office (TGO) and the Arizona Department of Gaming (ADG). These authorities are in place not just to ensure the fairness of the games, but the security of casino patrons, employees and assets. So what is this apparatus and why is it needed? Let’s start with the basics; many of us are not aware that when we enter casinos in Arizona, we are venturing onto the grounds of sovereign Indian Nations. This means that Tribal laws and regulations are applied here and as such we are obliged to respect them. Although these regulations are under the umbrella of the federal government of the United States, patrons must understand that every Tribe is unique, with its own customs, values and rules. When choosing to enter a casino, we should respect the laws and regulations of the Tribal nation that owns the facility and understand that we are patrons and visitors. Which leads us to a second question: What happens if there is a patron dispute or casino violation? Who should I refer it to? This is where we take a look into the complex machinery which ensures that patrons have maximum protection at all times when they visit Arizona casinos. Most of the Indian Nations have their own political districts, a Tribal council with representatives, and executive, judicial and legislative branches with powers similar to the ones Congress holds, albeit on a smaller scale. Hence, they have their own Police Department as well as Fire Department and healthcare system. So, it is clear they are separate entities from the State of Arizona.

On the other hand, Arizona has its own system of rules and regulations which its citizens enjoy. Therefore, in order for us to effectively implement gaming on Tribal lands in Arizona, certain cooperation and regulatory rules had to be established. First was the Federal Indian Gaming Regulatory Act (IGRA) of 1988, which regulates gaming on the Indian Lands by establishing some uniform regulatory guidelines throughout the United States. IGRA stipulates that the regulation of the Indian gaming industry is to be governed by the mutual compacts between sovereign States and federally recognized Indian Nations. So, we have two sovereign entities - - in this case it can be any Indian Nation which is involved with the gaming industry and the State of Arizona - - which have mutually entered into the compact that regulates their gaming industry. Having provided the big picture and clarified the fact that every time we enter any gaming facility we are on sovereign lands, let’s take a step back and look at how potential issues that might come up for the casino patrons are handled. In case there is an issue between a patron and the casino, and that issue cannot be resolved by the GFO or it is of a regulatory nature, the next step for the patron is to file an appeal with the TGO. The TGO acts as a Tribal regulator for the casino operation, ensuring the integrity of the games. Aside from this task, the TGO promotes the safety and security of patrons and employees on the casino grounds. The TGO also works in close cooperation with the ADG, which is the regulatory arm of the State of Arizona. The two agencies, through their investigative and law enforcement units, see that every potential regulatory violation is properly investigated and resolved through mutual collaboration. The TGO and ADG establish regulatory compliance with Class III gaming in accordance with the compact. They also conduct the

Most importantly, the TGO and ADG work together to ensure the safety and security of all patrons. Should there be a complaint from a patron, the first step is to speak with the managers of the gaming facility. If the complaint cannot be resolved at that level, patrons should file a report with the TGO. In metaphorical terms, the TGO and ADG act as the Consulate offices for gaming between the two sovereign entities. Together with the GFO they form three pillars to support that, on casino grounds the public is protected, the games are fair and that the money goes where it is supposed to go. “It is in everybody’s interest to promote public safety and confidence in the gaming industry,” said Mark Brnovich, Director of the Arizona Department of Gaming. “Ultimately, this is the measure of success for our regulatory structure,” he added. Having said all this, the next time you sit down to play a game in a casino in Arizona, perhaps you will feel more assured knowing the integrity of the game and its finances are supported by three pillar agencies, and that there are certain protections you enjoy even on the grounds of a sovereign nation. $ Mladenka (Maja) Fangiullos is the ADG Public Information Officer Intern. raig Krause, who shares his time between Colorado and Arizona, doesn’t usually purchase Lottery tickets. However, on Friday, March 21, 2013, he was in his local store and purchased five Powerball® tickets for Saturday’s drawing.

Early Monday morning, Craig checked his ticket and was excited that on the top line he had three numbers. He knew that there had been one $1,000,000 Powerball winner in Arizona for March 22, 2013, and that it wasn’t him. Then he continued checking and, to his amazement, discovered two additional matching numbers. At that point, he yelled to his friend in the next room to come look at his ticket, because he had five matching numbers. His friend didn’t really believe him, but came into the room to look. When he also saw five matching numbers, they decided they’d better go to the store and see what the ticket was worth. They didn’t take the ticket into the store, but got a brochure from the counter and found that five matching numbers were worth $1,000,000! At that point, they were so excited they barely made it out of the store and into the truck. Craig never did check the other four lines on the ticket. They were going to come right down to the Lottery, but Craig wanted to go back to his house to get their other friend so both would go with him to receive his check. Craig, who works in the construction field, has been coming out to Arizona for the last three years. In his spare time, he rides his bicycle, swims, and is learning to golf. While in Arizona, he also enjoys attending baseball spring training. He really hasn’t had time to make any plans for his $1,000,000, but he said, “I’ll probably pay off some bills and share with my family.” He also plans to play the Lottery more often.

Playing video poker at a one or two credit bet, rather than the usual five credit maximum bet, is a serious mistake! If you feel too intimidated to play the max, then you’re playing the wrong denomination and you need to go down a level or two. Hitting the Royal Flush while playing the minimum bet of 25¢ on a standard quarter video poker game can pay as little as $60! New Study Positions Tribal Gaming in Arizona as Key Sector of Arizona Economy By Valerie Spicer

I

n 2002, when Arizona passed a proposition to continue gaming on Arizona tribal lands, voters said “yes” to limited and regulated tribal gaming that would benefit all the people of this state. Now, ten years later, the Arizona Indian Gaming Association (AIGA) commissioned a study by the Taylor Policy Group to quantify the impact of that popular vote. The recently published report which was authored by respected national economist Jonathon Taylor, documented that tribal government gaming is generating real numbers, real jobs and real benefits that are improving the lives of tribal people and all Arizonans. Real Numbers Arizona’s economy, historically, was built on 5 “C’s” - cotton, copper, cattle, citrus and climate. The Taylor study demonstrates that a new “C” - casinos - is now a new economic driver. The study reported that casino revenues of $1.7 billion in 2011 were greater than Arizona’s cattle and dairy revenues, greater than cotton revenues and exceeded revenues from citrus. Of the original five “C’s”, Indian gaming today is only surpassed by copper and tourism (climate). However, dollars in tell only part of the story. Under the terms of our compacts, tribes agreed to share revenues with the state,

even though tribal governments (unlike cities, towns and counties) do not receive shared revenues in return. As of October, 2012, the dollars out totaled almost three-quarters of a billion dollars, shared revenues that were deposited into the Arizona Benefits Fund. Nearly half of these dollars are distributed directly to school districts statewide. Since 2002, tribes have contributed more than $356 million to Arizona schools which use these funds to hire teachers, improve reading and math and provide teacher training. Twenty-eight percent of these funds are directed to pay for unfunded trauma and emergency care. More than 60 hospitals receive money that reimburses them for providing these critical, life-saving services. Eight percent of these funds support wildlife conservation and tourism statewide. Still more money flows to cities, towns and counties. Real Jobs The study reported that Indian gaming is responsible for creating more than 15,000 direct jobs. More importantly, these jobs are spread over nine counties, seven of which are rural locations where good jobs with good benefits are non-existent or scarce. In addition, the study identified that our industry generated an additional 2,398 indirect jobs and 4,467 induced jobs, bringing the total number of jobs to more than 22,000. In terms of major industry employment, Indian gaming is significant. It ranks just Continued on page 23

Real Benefits In addition to funding education, trauma and emergency care, wildlife conservation and tourism, substantial revenues flow to city, town and county governments which use these dollars to support a range of activities, from public safety to social services and arts and cultural programs. As a result of these contributions, the study concludes that the revenue investment tribes have made and continue to make in our state have made Arizona better educated, healthier and stronger. Ten years later, because of Indian gaming, Arizona is a better place to live, work and play.

The study concludes that Indian gaming in Arizona is certain to be more than a billion dollars’ worth of gross state product, beneficial jobs, taxes, and revenues. It is fulfilling its promise to help tribes meet social and economic challenges. Because tribes don’t have the resources to produce their own goods and services and must buy them elsewhere, the study pointed out that Indian gaming is generating net new economic activity for households and businesses in state that supply labor, goods and services to Indian governments and casinos. Ten years later all Arizonans are winning big. $

The study also took into account the positive impact of the “bricks and mortar” investment tribes have made in Arizona by building casinos, hotels, resorts, golf courses and other amenities during the past decade. Arizona was one of the worst hit states during the recent economic downturn and projects on tribal lands—including sports facilities, health care centers and retail malls—not only pumped millions of dollars into the econ-

Twin Arrows Navajo Casino Resort, located along I-40, exit 219, just east of Flagstaff, Arizona, will open May 24, 2013. Grand opening events throughout Memorial Day weekend will highlight rich Navajo traditions while showcasing the property’s state-of-the-art gaming, luxurious resort accommodations, fine dining and culturally infused architecture. The 267,000 square foot facility showcases Navajo culture and features commissioned Navajo artists’ original paintings and other artworks. The structure was designed by the Friedmutter Group of Las Vegas – working with Navajo tribal members – and built by Hunt Construction Group. “Twin Arrows will create a new benchmark in gaming entertainment while improving the economic health and prosperity of the Navajo Nation,” said Derrick Watchman, chief executive officer of the Navajo Nation Gaming Enterprise. “As northern Arizona’s premier destination casino resort, our team will provide the best gaming experience in northern Arizona.” Phase one of the $230 million facility includes 1,089 slot machines, 18 table games and 12 poker tables, live Keno, a five-story hotel


with 90 rooms and suites initially, 16,000 square foot banquet and conference center, fully equipped fitness center, heated indoor pool and six distinct dining concepts. The casino will operate 24 hours per day, seven days a week. Additional detail throughout the casino recalls the glittering Dook’ o’osliid, the western mountain where “light shines from within.” At the main entrance of the casino guests enter through a black textured stone vestibule, a contemporary abstraction of the First World. The entrance also contains stone soffits that depict the 1st World of the Insect people, the 2nd World of Bluebirds and Swallow people, the 3rd World of the Grasshoppers, and the 4th World where Man and Woman came to be. A custom chandelier in the rotunda depicts the vertical rise of the people through each world. Hand blown glass rings represent the colors of each world. Droplets of crystal cascade through the rings like water and two chrome tubes in the center of the rings symbolize the reeds that were used to enter through the hard sky of the world. The rotunda floor mirrors the chandelier in an infinity circle reflection. Custom commissioned artwork is featured throughout the resort, casino and conference center. Each restaurant has a different theme celebrating Navajo traditions. The resort is further embellished with the sacred colors of the Navajo Nation and the unique basket weave design. Based on all of the feedback we get here at the Arizona Gaming Guide from all of our wonderful readers and fans, I know that the issue of smoking in casinos is a very hotly debated and “rantable” topic. Whenever we do Facebook posts or articles about smoking vs. non-smoking in casinos, we always have an immediate and vocal response. As an ex-smoker, I find myself swayed by the arguments for and against smoke-free casinos and strongly believe a solution exists when it comes to offering casino gaming to both smokers and non-smokers alike beyond a tiny, open-air, non-smoking slots area or none at all. I do believe everyone is aware of the short term and long term health risks associated with smoking and also with breathing second-hand smoke. As a result, I also have faith a solution exists for all employees at casinos, from the GM to the servers, to have access to a smoke-free workplace.
