Also, the Arizona Department of Gaming recently reported $43.9 million in Tribal Gaming contributions to the Arizona Benefits Fund for the first quarter of the state’s fiscal year 2025. This amount represents an approximate 3.6 percent increase when compared to the same quarter of FY 2024.
“We are pleased to report yet another increase in the first quarter of the FY 2025, reflecting steady growth in the state’s tribal gaming industry,” said Jackie Johnson, Director of ADG. “This growth highlights the continued strength of the partnership between the state and our Arizona tribal partners. Notably, cumulative tribal contributions to the Instructional Improvement Fund have now surpassed $1 billion, demonstrating the significant and ongoing impact of tribal gaming on education and communities across Arizona.”

In addition, the Tribal Gaming Community in Arizona recently celebrated the Arizona Benefits Fund receiving over $2 billion in contributions since the beginning of the Fund. Now, the Fund has received over $2.3 billion with over $1 billion contributed to Instructional Improvement Fund/Education specifically. Plus, Gross Gaming Revenue in Arizona was at a whopping $2.9 billion during the state’s FY 2024. I can’t wait to see next year’s numbers!

PAYBACK PERCENTAGE
Explaining What It Is & Why It Matters
Q: I enjoyed the FAQs in [a previous issue]. I had heard the mandatory payback percentage is 3%. Is this a true statement?

Hi Maggie! Thanks for your question. No, that is not a true statement. Here in Arizona, minimum payback percentages for Class III gaming machines are set at 80% for games involving no skill (slots), at 83% for games requiring some skill (video poker), and 75% for video keno games.
That info is straight from the Arizona Department of Gaming’s website and can be verified by reading the Tribal-State Gaming Compact and all of the Appendices. By the way, we don’t recommend doing all of that reading. That type of reading can be a great cure for temporary insomnia but isn’t really interesting or fun to most people as it contains a lot of legal and regulatory language in all of those documents!
All joking aside, your question had our team discussing internally to want to revisit exactly what minimum (or mandatory) payback percentage (as it applies to casino games i.e. slots) even means for our readers! So, to begin with, payback percentage is a number which informs us of the relative value of all the wins awarded over the life of the game. And, unfortunately there are numerous misstatements of this definition on the murky “InterWeb” all claiming to be “the truth,” of course!
To calculate RTP% you use some simple math. First, add up the value of all the possible winning outcomes of the slot. Second, multiply the total number of winning and losing outcomes of the slot by the wager in terms of credits. Third, divide the first number by the second. Finally, convert the result into a percentage by multiplying by 100 and incorporating the “%” symbol after the number.
Sometimes this number is referred to as the return to player percentage, or RTP%. Want to know the “return to house” or the casino’s “hold?” Just subtract the RTP% from 100%.
Let’s use a quick, but very simple example. Pretend a very boring slot has only ten outcomes. Nine outcomes are for wins of 95 credits, one outcome is a loss (0 credits) and the slot requires a wager of 100 credits for each spin.
To calculate the RTP%, we first add up all the wins (that’s nine wins of 95 credits 9 X 95 = 855), then count all the outcomes and multiply them by the wager required to generate each outcome (10 outcomes at 100 credits each spin 10 X 100 = 1,000), divide the two values (855 / 1,000 = 0.855), and convert that into a percentage by multiplying by 100 and including the percent symbol. We’ve arrived at an RTP% of 85.5%! This means the casino hold for this particular game is 14.5% (100% 85.5% = 14.5%). This hypothetical slot meets the minimum payback requirements for Arizona and other gaming jurisdictions as well.
Just because the minimum RTP% for slots is required to be 80% here in Arizona does not mean every slot is set to that value. Remember, it’s a minimum. Slots can have very high RTP%s here in Arizona, all the way up to 100%. Not that a casino here in Arizona (or elsewhere) wants to have a slot set to 100% or above. That would mean over time the casino would either not make any money, or lose money on that game. An RTP% of 105% means the hold is negative 5% (100% 105% = 5%)!
Also, what slot players need to understand is that just because several slots have the same RTP% does not mean the games are the same. You have to know a lot more about the slot’s other math characteristics before you can judge if games are the same.
To illustrate what we mean, let’s go back to the boring slot example we just used and create another boring slot based on the same principles. Pretend this next boring slot still has only ten outcomes. Nine outcomes are losers (0 credits) and one outcome is a winner for 855 credits. Sounds fun, right?
Notice how the RTP% for this second slot is still 85.5%! But, it’s a very volatile game in comparison to the first slot where almost every spin is a “winner” of 95 credits.
Let’s create a third boring slot. Four outcomes are winners for 190 credits each, one a winner for 95 credits, and five are losers for 0 credits. What is this slot’s RTP%? 85.5% Anyone?
The slots all have the same RTP%! But as our readers can tell, very different game designs. The first is almost all winners, the second has only one winner, the third is split down the middle with winners and losers. Which slot would you rather play? $

Hot Advice To Keep Your Cool … And Your Bankroll!
G AVOIDING TILT WHEN YOU GAMBLE
oing to a casino is something we relish. If it weren’t, the number of states with legal casinos wouldn’t have boomed from just one back in 1977 to forty-four today. We like games of chance. Just playing a board game can stimulate the release of serotonin, which makes us happy. It can reduce stress and induce feelings of calmness.
But like a pinball machine that gets shoved too hard, we all go on tilt from time to time. Traffic, arguments, dropped calls at the wrong time, and just lousy luck. Life’s a challenge, and it’s hard to stay balanced, especially with casino gambling, which does not induce calmness.
The brain releases dopamine a neurotransmitter during enjoyable activities that we all pay for in some way, such as eating, sex, and drugs. The strange part is that dopamine gets released in our brains when we gamble, even before we know the outcome of our wagers!
Therefore, some people say that the next best thing to gambling and winning is gambling and losing. I don't see it this way, but there is a “high” from the unknown, even if the outcome isn’t what we planned.
CONTROL YOUR DESTINY
Part of the thrill of gambling is the feeling of controlling your destiny. If you enjoy playing and are in control of your emotions and bankroll, you’re doing it right. Gambling should be fun! Going on tilt never is. Avoiding the emotional and financial losses of tilt should always be paramount.
If you’re making good decisions with your gambling but go on tilt and make poor decisions, take a break! It’s the best first step. I always step away from the game when I’m playing table games and burning through the chips. I need a break and some alone time.

I don’t consider going to the bar a good transition, if you notice. Drinking alcohol lowers your inhibitions and slows down your brain activity. Coffee increases brain activity associated with attention and short-term memory, and caffeinated sodas with sugar may do the same.
That walk, I suggest, is a time to let your mind wander. Don’t obsess over your loss. Just go gentle on yourself and accept the fact that you’ve had a setback. You’ll live.
Don’t be in a hurry to jump back into a game. Instead, acknowledge that you are disappointed. That’s alright. You didn’t have your whole nightly budget on the table, right? If you did, head home. If you didn’t, there’s nothing wrong with counting your remaining cash and lowering your next buy-in and wagers.
Going on tilt usually ends with blowing more money. Anger, too, can cost you. Both affect your judgment and short-term memory. Prolonged issues with gaming anger and tilt increase the release of stress hormones. Now breathe deeply, recall what you did before wins, and avoid tilt! $

My Advice To You Based On How I Play
To play a winning game requires skill, study and the ability to count cards. If you sit at a blackjack table making the same size bet hand after hand, and play basic strategy, you will eventually lose. The casino has about a 0.57% advantage over the perfect basic strategy player so, in the long run, the casino will eventually have their edge.
If you master the game and learn to count cards you will have about a 1% long term advantage over the house, almost twice as much as the casino's normal advantage over a basic strategy player. Then it is you, not the casino, that has the edge when you sit down to play!
To overcome the house edge on a six deck game requires you to count cards, and use a 1 to 12 betting spread according to the true count. Counting cards isn’t as difficult as people think. You just assign a +1 value to cards Two through Six, Seven through Nine don't count anything, Ten through Ace count as -1.
You count cards in twos as they are dealt. This gives you what we call a running count. Since a surplus of 12 Tens in the remaining 5 decks wouldn’t be as important as a surplus of 12 Tens in the remaining 2 decks you have to adjust your running count for the decks left to be dealt. You do this by taking your running count and dividing it by the number of decks left in the shoe. If you have a running count of +15 and there are 5 decks left to be dealt your true count is 15 divided by 5 which gives you a true count of +3.
By doing this, you will know the composition of the remaining cards to be played. If the cards left in the shoe have a surplus of Tens this is an advantage to the player so you will bet more, hit stiff hands less, and split and double more often.
Knowing the composition of the remaining cards will also change the way that you play your hands. These are called basic strategy variations. For example, with a true count of 0 or greater it is better to stand on Sixteen against the dealer up card of a Ten. Additionally, at a true count of 0 you will hit a Twelve against a dealer up card of Four. I’ll warn you now, this drives the other players crazy but it is the correct play!
If you are playing at a $5 table with a true count of + 2 you will bet $10, at +3 bet $20, at +4 bet $30, +5 bet $40, +6 bet $50, and +7 bet $60. Since the long term advantage is small you cannot play when your true count becomes -1 or greater. Sit out, take a bathroom break, wait till the next shoe, or change tables, but it is very important not to play in a true count of minus one or greater.
With this manner of play your bankroll can go up and down with frightening speed. It takes a $3,000 bankroll to play this way because you have to be able to absorb the losses if they occur.
If you are playing basic strategy I tell players never to take the Insurance bet. However, if you are counting cards there is a point where the Insurance bet becomes profitable. You will always take the Insurance bet at a true count of +2 or greater regardless of the hand that you have. By taking this bet you will be correct 80% of the time.
The money in blackjack comes in chunks, it is not a slow consistent way to make money. I am not going to lie, this method of play takes practice, but the end result is worth it. $

Established in November 21, 1994, by Arizona tribal leaders, the Association is committed to advancing the lives of Indian peoples – economically, socially and politically – so Indian Tribes in Arizona can achieve their goal of self-reliance. The Association is committed to protecting and promoting the welfare of Tribes striving for self-reliance by supporting tribal gaming enterprises on Arizona Indian lands. Speaking on behalf of its member Tribes with one, unified voice, AIGA serves as a clearinghouse and educational, legislative and public policy resource for Tribes, policymakers and the public on Indian gaming issues and tribal community development. This organization is deeply committed to maintaining and protecting Indian sovereign governmental authority.
AIGA Executive Director, Judy Ferreira, opened the conference with the following remarks: “We are here because of IGRA. The land on which Harrah’s Ak-Chin Casino now stands used to be 40 acres of alfalfa and it isn’t anymore. The land has grown, not just here, but across Arizona, and in many different economic areas. Now, because of gaming, there are endless opportunities. As Tribes, we want to preserve our language and culture. We see our younger generation of Tribal members taking up that mission so that we have something to share. We do all of this to protect tribal gaming and ensure its integrity. And when we come home, back to our land, we acknowledge the path we have taken.” This set the tone for the two days of the conference. Tribal leaders from across Arizona, and the country, reaffirmed the importance of Tribal gaming, the past victories and struggle, and highlighted their hopes for the future.
Arizonans for Tribal Government Gaming President Shelly Cordova, who is also the Chairwoman of the Cocopah Indian Tribe here in Arizona, followed up Director Ferreira's remarks with
the following encouraging comments: “We are here to enjoy, be entertained, be enlightened, and gain insight into Tribal gaming. The Cocopah Indian Tribe has around 1,000 members and our land base is not big, but we are proud. We nurture and we value our friendships. One collective voice is stronger and more impactful than many separate voices. We are one for our people and we are one for all of us. Tribal gaming isn’t the answer to everything, that was never the intent, but it has provided the opportunities we now have.” Chairwoman Cordova’s call for unity, having one voice, and continuing to strive for the opportunities available in the future was echoed by many other individuals across the conference.
Vice Chairman of the Indian Gaming Association, David Bean, spoke on behalf of Chairman Ernie Stevens, Jr. (who was also in attendance) saying, “Tribal gaming continues to bring tremendous economic growth and opportunities which allows us to preserve our culture and language.” David elaborated on his own journey which “began when I was just sixteen and working as a handyman in our Tribe’s bingo hall. One night I was asked to sell pull tabs as the person called in sick, then a few months later, the bingo caller was out sick and I was asked to step in. We all have humble beginnings so we cannot forget our journey and the journey of our ancestors and elders before us. The results of all these journeys provides housing, education, and economic diversity for Tribal members.”
And Ak-Chin Indian Community Chairman Robert Miguel closed out the conference with a heartfelt speech about his own experience as the leader of his Tribe for over 11 years. Among many topics, he raised an important point to “not forget about the Tribes who are not at the table, those Tribes who are small, those Tribes who do not have a voice. Many of our Tribes have a large membership, have a large reservation, have a voice, have opportunity. But some still do not, and we can’t forget about them.”

And second, People’s Choice, awarded to the Chef and their team based on the votes of the AIGA Expo attendees.
Needless to say, this event is not to be missed! The food is incredible and flavorful. The presentation is always impressive and the Chefs are excited to discuss their dishes with everyone. The dishes created by the Chefs frequently feature ingredients and techniques which highlight Arizona’s Indian Tribes.

For our team, we wanted to cast our votes in agreement for one Chef’s dish. As you might imagine this was truly difficult. There was lamb, quail, rainbow trout, chicken, ribs, and beef tenderloin all highlighted in different ways by the Chefs. Of course, all those proteins were accompanied by a plethora of vegetables, mouth-watering spices, sumptuous sauces, and delightful garnishes all presented elegantly in small yet satisfying portions. We were not the only attendees to fill up on seconds. Fine, we’ll admit it, there were some thirds as well!
The Corn-Mesquite, Lamb Barbacoa Taco with Pepita salsa and pickled Cholla buds as presented by Chef Julio and his team from Talking Stick Resort won the Best In Show award. The judge’s panel really made a great choice in selecting this dish and our team agrees with their decision only because the People’s Choice award went to Chef Alex. The team from Bucky’s and Yavapai Casinos served Mesquite smoked Lamb on Maize Sunflower cake with stuffed Courgette Flower with Prickly Pear demi glaze. Both dishes were perfect and we congratulate both winners. Our team cannot wait until the culinary fireworks continue at next year’s Chef’s Challenge.
A secondary highlight which isn’t to be overlooked was Liberty Wildlife who brought to the AIGA Expo one of their wildlife ambassadors, Laddie. She is a 10 year old female bald eagle who sustained severe left wing injuries when she was a chick limiting her ability to fly. Liberty Wildlife is just one of many examples of how money from Tribal gaming in Arizona benefits a long list of programs across the state. The Arizona Benefits Fund, which recently surpassed the $2.3 billion mark in terms of total money received from Tribal gaming, also celebrated another milestone with $1 billion of the $2.3 billion funding education here in Arizona. The Arizona Benefits Fund also receives money for the Arizona Department of Gaming operating and regulatory costs, Emergency services & trauma care, Tourism, Wildlife conservation, Problem Gambling, and Cities, Towns & Counties.

40 YEARS OF GAMING IN ARIZONA
Ba’Ja Bingo On Fort McDowell Yavapai Nation Was First In State
This October 29 marked the 40-year anniversary of the introduction of gaming in Arizona – an initiative led by the Fort McDowell Yavapai Nation when they opened Ba’Ja Bingo in 1984.
The tribal council president at the time was Dr. Clinton M. Pattea, who helped lead the way for the success of tribal gaming not just in Arizona but throughout the U.S. His vision for the future of tribal gaming continues to help guide planning and decision making today.
Dr. Pattea was the father of Sandra Pattea who was inaugurated as president of the Fort McDowell Yavapai Nation this February. Her grandfather also served on the tribal council, illustrating a multi-generational legacy of service and dedication to the community.
THE HISTORY OF GAMING IN ARIZONA
In the early 1980s, after a 5th Circuit Court of Appeals decision eliminated legal obstacles, some tribes around the nation began offering bingo in order to generate revenue. This included the Seminole Tribe of Florida who opened a bingo hall in 1979, and the Oneida Tribe of Wisconsin who followed suit shortly after.
The Fort McDowell Yavapai Nation was the first Arizona tribe to offer bingo, starting in 1982. In 1984, they opened Ba’Ja Bingo, the first bingo parlor in Arizona on the site of the former Fort McDowell Casino to create new jobs and generate muchneeded revenue for the tribe. It was an enormous success right from the beginning. Over time, the facility was greatly expanded to accommodate slots, card tables, restaurants, and more.
GAMING TODAY
Fort McDowell led the way in gaming in Arizona with the opening of Ba’Ja Bingo 40 years ago, and established the legal and market foundations for future expanded gaming in the Phoenix market. Today, the Phoenix market will soon contain 10 Las Vegas-style casinos, showing how far gaming has come over the past four decades.
The new state-of-the-art casino at the We-Ko-Pa Casino Resort, unveiled in October 2020, offers 930 of the most popular slot machines; a variety of table games including blackjack, poker and roulette; sports betting at WKP Sportsbook; and bingo in a 100% smoke-free room that comfortably seats 750. While bingo represents only a small portion of the total gaming revenue, the
tribe remains very loyal to the game that started it all for them.
While many tribal members enjoy playing, most of their bingo players are non-Indians. Bingo remains very popular, particularly among older generations, and continues to provide good jobs for tribal members as well as non-Indians.
“Given our location and small size, it’s always been difficult to implement successful economic development strategies that provide employment for our people, generate revenue to support our tribal government, and provide essential services to our tribal members,” said Sandra Pattea, President of the Fort McDowell Yavapai Nation. “Gaming was a form of entertainment that we felt could anchor other hospitality businesses we had been planning. Our We-Ko-Pa Resort, We-Ko-Pa Golf Club, Eagle View RV Park and Fort McDowell Adventures all contribute to the growth of the We-Ko-Pa Casino and vice versa.”
“To be president of my tribe means that I am following in the footsteps of my father and grandfather who both served on the Fort McDowell Yavapai Nation Tribal Council,” added Pattea. “It is my hope that with my years of professional work experience, I will bring new ideas and lead to make changes that will benefit my community.”
Sandra Pattea is a member of the Fort McDowell Yavapai Nation and a descendant of the Hopi Tribe. In 2016, Sandra retired as a Rear Admiral in the United States Public Health Service (USPHS) after 33 years as a registered nurse and healthcare administrator in the Indian Health Service. She considered it an honor to help her Native American people with their medical needs, plus work with Tribal leaders throughout Indian Country to address their community’s health care services.

Apollo To Acquire IGT Gaming & Digital Business Along With Everi
International Game Technology PLC and Everi Holdings Inc. announced recently that they have entered into definitive agreements whereby IGT's Gaming & Digital business and Everi will be simultaneously acquired by a newly formed holding company owned by funds managed by affiliates of Apollo Global Management, Inc. in an all-cash transaction that values the acquired businesses at approximately $6.3 billion on a combined basis.
On February 29, 2024, IGT and Everi announced that they had entered into definitive agreements pursuant to which IGT would separate the IGT Gaming business by way of a taxable spin-off to IGT shareholders and then immediately combine such business with Everi. Under the terms of the new agreements, the Apollo Funds will acquire IGT Gaming and Everi. Following closing, IGT Gaming and Everi will be privately owned companies that are part of one combined enterprise.
Under the terms of the new agreements, Everi stockholders will receive $14.25 per share in cash, representing a 56% premium over Everi's closing share price on July 25, 2024. IGT will receive $4.05 billion of gross cash proceeds for IGT Gaming. IGT expects significant portions of the cash proceeds to be used to repay debt and to be returned to shareholders.
De Agostini S.p.A., a società per azioni organized under the laws of Italy, the majority shareholder of IGT, has committed to make a minority equity investment in the combined enterprise at the closing of the transaction.

Arizona Lottery Celebrates Delisting Of Endangered State Fish
In celebration of World Animal Day (October 4), the Arizona Lottery highlighted its dedication to environmental conservation showcased by its recent contribution to a major milestone the delisting of the Apache trout from the federal Endangered Species List through funding to the Arizona Game and Fish Department (AZGFD). Arizona is home to some of the most stunning landscapes in the world. The Arizona Lottery helps keep natural spaces beautiful, protect the wildlife that live there, and educate Arizonans on how to help.
One such effort is the Lottery’s support of AZGFD in its 50plus-year effort to protect the Apache trout, one of only two trout species native to Arizona. Found nowhere else in the world, native trout has been at the heart of the AZGFD’s conservation efforts, funded in part by Arizona Lottery revenue, and is an important part of Arizona’s natural heritage and a recreational and economic asset to the state.
U.S. Secretary of the Interior Deb Haaland announced the U.S. Fish and Wildlife Service’s (FWS) decision to remove Apache trout from the federal Endangered Species List at a special ceremony in Mesa, Arizona recently. To commemorate the occasion, Governor Katie Hobbs signed a proclamation designating September 5 as “Apache Trout Day.”
The Arizona Lottery’s impact goes beyond this historic achievement. In FY23 alone, the Lottery raised $10 million for AZGFD’s conservation initiatives, contributing to the preservation of Arizona’s stunning landscapes and wildlife. Since 1993, the Lottery has provided $454 million for environmental conservation programs, demonstrating its ongoing commitment to safeguarding the state’s natural resources. $

What you’ll read next is a selection of letters, emails and social messages I’ve been collecting across the last few months. I wanted to wait to share them with all of you. Each paragraph in italics below represents a different reader. Once you read them all I’ll start my remarks.
I was at [a casino] for Memorial Day and they were doing a $30,000 cash drawing. Only one “lucky” winner was chosen. That’s a really nice sum of money for that ONE lucky winner but it’s not very exciting for all the rest of us who didn’t win anything. Why do casinos constantly do this? Everybody I talk to agrees with me that the large sum of money should be divided into smaller amounts and given out to more people. Why have just one happy customer and the rest of your casino disappointed? Imagine if they gave away $1,000 to 30 people or $500 to 60 people how many players would walk away with a story to tell their friends and family!
I don’t know who visits a casino anymore just because they’re giving away a truck or a car?! In fact, the last time I was at [a casino] and they gave away a BMW it didn’t look any fuller than it usually does on a Friday night. And the winner just picked the cash option anyway.
I’m sick of being at a casino and hearing the same names called over and over again. Drawing entries are usually based on how much a person plays – the more points you make the more entries you have. Well, I can’t compete with the high rollers, but I’m also not someone who just plays one nickel video keno. Winning $500 to someone who bets $25 a spin doesn’t even mean anything to them, but $500 is a lot of money to me. I think the casinos are just rewarding their top players and dismissing all the rest of us.
Instead of doing the stupid drawings all the time that seem like they’re fixed anyway, why don’t casinos ever send out a personalized message with a surprise win amount. “Hi Mary, thank you for being a loyal customer. I was just in Laughlin at [a casino] where the winner of the first place drawing was the exact same winner of the first place drawing at [their sister property] the night before! What is going on? How is that fair? I don’t believe that this guy was so lucky to get first place in both drawings! That’s a lot of money and really hard to believe.
I just got home from [a casino] and they were doing one of their Friday night drawings. Every 30 minutes a name was called that wasn’t there! Then they had to choose another name. And, most of the second
names they called out weren’t there either. Third time was the lucky charm. Drawings used to be exciting but I don’t think it’s something that’s going to make a person go to the casino for anymore and, obviously, not stay at the casino for anymore. Casinos need to come up with something to replace drawings or at least not have them be their primary marketing promotions. That’s just my opinion.
To all of my readers and fans, thanks for being so candid with this topic. I agree. The promotions do become a little tiresome after a while. What never helps the situation is when you (the loyal guest) are there for every drawing and are never called.
Yes, you are correct in complaining about only one prize given out to a packed room of casino guests. That’s no way to structure a “fun” game. But that’s typical for casino promotions! A lot of hype followed by a massive letdown for almost everyone.
Look, there are basically only a few ways to structure a promotion. Drawings, drawings, drawings, and did I forget to mention more drawings, being the primary format. Even if it doesn’t appear to be a drawing, the promotion most likely is. Why? Drawings are a quick and easy way to set up a “fair” game and promote it. But, from the outside, they seem rigged anyway.
As far as promotions being skewed towards VIP customers, you are right. Inherently they will be because of their play. This can be avoided if a promotion is structured correctly. Actually, I think the casinos desperately need my help with their promotions. So, to all you casino executives out there, email me. $
