The Australian Building and Construction Commission (ABCC) has launched an education campaign to raise awareness of security of payments requirements under the 2016 Building Code. The ABCC‘s education campaign will focus on contractors with security of payment obligations under the Code for the Tendering and Performance of Building Work 2016. The campaign was launched by ABCC Commissioner Stephen McBurney.

Mr McBurney said the issue of late payment or nonpayment of subcontractors’ money was widespread and had resulted in many otherwise viable businesses going to the wall and jobs being lost. The campaign aims to educate subcontractors on their rights, how they can report payment disputes and delays. The ABCC material emphasises that payments must be timely and non-payment of due and payable claims must be reported to the regulator. As part of the campaign Mr McBurney has written to more than 1,300 of these contractors and subcontractors outlining their rights and responsibilities under the Code. “To help subcontractors, the ABCC, where it can, will seek payment for the subcontractor as voluntary rectification of Code breaches.” Often a letter from the ABCC is all it takes to ensure the situation is rectified. However at the other end of the spectrum contractors that breach the Code run the risk of a sanction that excludes them tendering for Commonwealth-funded building work for up to 12 months.

“The Code imposes the highest standards of lawful conduct by contractors that want to perform Commonwealth-funded building work,” Mr McBurney said.

ABCC embarks on national security of payments campaign

There are two key messages being promoted by the ABCC

“Regardless of where we are in the economic cycle, the Commonwealth is consistent in its delivery of construction projects and being Code compliant gives you access to this stable and steady work.” A 2017 survey commissioned by John Murray AM for his Review of Security of Payment Laws, revealed 72 per cent of Australian subcontractors in the building and construction industry said at least 40 per cent of their invoices were paid late, with one third saying 60 per cent of their invoices were paid late.

This is a significant penalty given the billions of dollars of Commonwealth funded building work.

Mr McBurney said the ABCC had also produced new resources, including security of payment guides for contractors and subcontractors and new website content. These are available at www.abcc.gov.au/ securityofpayment.

In 2017-18 alone, the ABCC delivered presentations to more than 5,100 building industry participants and responded to 6,932 enquiries and requests for advice from all sectors of the industry.

“In short, we ask contractors to pay their subcontractors on time and if there are payment delays or disputes to sort these out quickly and reasonably,” Mr McBurney said. The ABCC appears to be venturing into unchartered waters by dealing itself into an issue that has plagued many sectors of the industry. The ABCC is more commonly associated with litigation against trade unions, most notably the CFMMEU. It has 40 matters currently before the Courts of which 35 feature the CFMMEU and its officials as respondents.

While the agency has had a focus on education, it has not shied away from taking legal action when the law is broken. In the last financial year, the ABCC obtained Court orders for penalties exceeding $6m with $5.6m incurred by the CFMMEU and its officials. Whether the ABCC can make a difference on a critical issue affecting the industry remains to be seen. But there are already positive signs that the key campaign messages have resonated with subcontractors. Securing better outcomes for subbies, and providing a circuit breaker for payment disputes would be a welcome step forward for the building and construction industry.

The foray into security of payments suggests the ABCC is attempting to fulfil its mandate as a full service regulator. A cursory examination of the ABCC’s website indicates it has an important

House Energy Star Rating training courses online… NatHERS CPP41212 - Certificate IV in NatHERS Assessment. Why pay for a house energy rating when you can do it yourself? The Nationwide House Energy Rating Scheme (NatHERS) is a star rating system (out of ten) that rates the energy efficiency of homes, based on the thermal performance of their design. NatHERS is the most common way to show that a new house or major renovation meets minimum state and territory building energy efficiency requirements based on the National Construction Code (NCC). At Education In Building, we identified this at the onset since the NatHERS introduction in 2013. We have since focussed incredibly hard on being the leader in House Energy Rating, Thermal Performance & Energy Efficiency training online accredited courses. In particular, we are a major training provider of the Nationwide House Energy Rating Scheme (NatHERS) qualification: CPP41212 - Certificate IV in NatHERS Assessment throughout Australia. We are proud to be the only Nationally Registered Training Organisation providing NatHERS software training in all three software tools AccuRate, BERSPro or FirstRate5. Understanding how to use energy rating software is an integral part in the completion of the Certificate IV in NatHERS assessment qualification. EIB includes Energy Rating Software training in the NatHERS course. Who Is Nathers For? This formal NatHERS qualification is designed to enhance a business that operates in fields such as: • Building Designers • Architects • BASIX Assessors • Building Certifiers • Builders • Local Council/Government agencies • Energy Assessors • Pre-Purchase Building Inspectors • Non-accredited assessors What Will Be Learnt? You will learn essential skills such as: • thermal resistance and capacitance of building materials • window glazing values • occupancy patterns (including internal heat loads, typical occupancy times and occupancy behaviour) • window coverings (which are standardised for all ratings, noting they are likely to change during the life of the building) • different types of zones in the house and whether they are conditioned/ unconditioned • thermostat settings (temperatures at which artificial heating/cooling is no longer required to achieve thermal comfort, noting this varies depending on climate zone) • local climate and weather (including temperature, humidity, wind and sun) • shadowing/overshadowing by adjacent buildings and features • size of the building being assessed (noting smaller buildings generally have a larger wall surface area than bigger buildings)

Beyond the basics to design for the future It wasn’t that long ago that solar-powered batteries, voice-activated appliances and electric vehicles were something you might only see in sci-fi movies. Now, this kind of technology is part of everyday life in a growing number of homes, businesses and institutions as technology develops at an exponential rate.

Make way for battery storage Many builders already allow space for solar panels in the roof design of their homes and commercial buildings, but it’s likely that more customers will also be looking for battery storage space in the future.

According to Synergy Energy Solutions Manager, Aidon Thomas, getting ready for a new energy future starts from the ground up, with the design of residential and commercial buildings.

The uptake of battery storage in homes and businesses has generally been restricted by the high upfront cost and having the space to safely store a battery. As the technology continues to develop, it’s likely that battery storage will become more affordable, and more streamlined batteries will be easier to configure into the design of new buildings.

“Things are changing, becoming more efficient, more streamlined and more intelligent, ready for new products, services and tools,” he says. “Residential and commercial customers need buildings designed for the future, to integrate the technology and new ways of living and working it will bring.” Here are Aidon’s recommendations of key things to consider when designing future-proof buildings. Start with the basics The principles of solar passive design have become a fundamental part of any building design – and for good reason. In a residential building, for example, around 40 per cent of a home’s energy costs come from heating and cooling, so homeowners need a home that’s set up to help them save energy into the future. Having the right block orientation, roof and wall materials and effective windows can make a significant difference in keeping the heat out in summer and trapping warmth in winter. Allow for automation Amazon’s Alexa and Google Home are already at work in homes and businesses across Australia – and this seems to be just the beginning for smart spaces.

“Emerging technology suggests that a new intelligent energy future is already here,” says Aidon. “At Synergy, we don’t believe in doing things the same way because that’s how they’ve always been done. Automation systems use wireless internet connections to help manage energy and appliances from anywhere at any time. This technology can help a building to become more efficient by powering appliances only when needed and providing real-time data on how energy is used around the home or business. Builders are increasingly likely to offer future-proof designs which integrate automation systems and the ways the occupants will use them.

Drive ahead with electric vehicles With major car manufacturer Volvo announcing its plan for all new models released from 2019 to be available as either a hybrid, plug-in hybrid or battery electric vehicle, there’s little doubt that electric vehicles will be a major part of our daily lives in the future. Building designs can account for this, for example, by including appropriate electrical cabling in a home garage design to allow for an electric vehicle to charge. Shopping centres, restaurants, entertainment precincts, local councils and workplaces will also find a growing desire for charging spaces and the associated cabling, which can be built into their designs.

EWPAA Certification: The Mark of Confidence WHAT IS THE EWPAA? The Engineered Wood Products Association of Australasia (EWPAA) is a member association for manufacturers of engineered wood products, particularly plywood, laminated veneer lumber (LVL), particleboard and medium density fibreboard (MDF). We also represent a number of solid timber processors. From our office and testing laboratory, based in Brisbane, Australia, we support our membership throughout Australasia, including Australia, New Zealand, Fiji and Papua New Guinea.

The EWPAA is involved in the development of timber standards; education to manufacturers, distributors, and specifiers; and product certification. A significant role of the EWPAA is providing accredited product certification and testing services for our members. EWPAA certification comprises a number of robust Type 5 certification schemes that assess wood products, and the manufacturer’s ability to reliably and consistently make those products in conformity to Australian and New Zealand product standards. WHAT MAKES EWPAA CERTIFICATION DIFFERENT? For the past 50 years, EWPAA certified products have demonstrated and continue to demonstrate that they meet the requirements of their relevant product standards. EWPAA certification is a Type 5 Certification Scheme under the globally recognised standard ISO/IEC 17067:2013 ‘Conformity assessment —Fundamentals of product certification and guidelines for product certification schemes’. All ISO/IEC 17067 certification schemes require an initial determination

of product characteristics and the issuing of a license that attests to product conformity. Some product certification schemes stop there. The EWPAA’s Type 5 certification scheme goes further. It includes ongoing inspection and testing of product in the factory and in the market, as well as auditing of the manufacturing process and management systems. This puts the EWPAA certification scheme among the most comprehensive in the building products industry. WHY SHOULD YOU LOOK FOR THE EWPAA CERTIFICATION MARK? Engineered wood products are high reliability products that protect the safety of human life, as well as building occupants’ health and wellbeing. Floor heating: the ultimate form of winter comfort There are many reasons for the claim that floor heating provides the best form of comfort heating. To begin with, it is a physiological fact that we feel more comfortable in winter when our feet are warm, even if the rest of our body is cool. It then follows that if we are comfortable with an air temperature a few degrees lower, the rate of costly heat loss through walls and ceilings is lower. The advantages don’t stop there. Since it’s hidden and evenly distributed, there are no limitations to furniture arrangement and it’s completely safe for children as there are no hot surfaces to touch. And your dog or cat will love you for it too. In our climate, the rooms given most attention are bathrooms. Once you feel the enjoyment of warm bare feet in the bathroom, you are a floor heating lover forever. Other rooms considered are kitchens, and selected living spaces. It is especially beneficial if there may be children playing on the floor, or where there are elderly occupants who often feel the cold in their legs due to poor circulation.

Although under tile heating is the most common application for floor heating, the use of other floor coverings is virtually unlimited. Heatec can advise on how to deal with a variety of floor construction and covering methods, including carpet, vinyl and timber. For bathrooms, the heating cable is usually embedded in the sand/cement screed that is used to provide a graded fall to the floor waste. An alternative method, and one that is more common in tiled living rooms, is called thin bed heating. This involves sticking the cable to a concrete surface, or cement sheet laid over timber, followed by a 3mm self-levelling material embedment. A heavy duty cable type can also be cast directly into a concrete floor after being attached to the reinforcing mesh. This is best suited for larger well insulated spaces where ideally, it is used for background warmth supplied by a lower-cost off-peak tariff.

Zone control using programmable thermostats is vitally important. Heatec uses separate touch screen thermostat controls for each area. In a bathroom for example, the temperature setting may be adjusted to 22ºC set point at 5.00 am (allowing for at least one half hour warm up) followed by a lower 18ºC set point at 8.00 am. Residual warmth in the floor and the daily temperature rise will carry through to around 4.00 pm, where a higher setting may be used again till around 10.00 pm. In this way, the running cost for an average bathroom would be $5 - $6 per week. Although many clients prefer that Heatec install the cable so that the 10 year warranty applies to the workmanship as well as the cable, there has been a growing demand for DIY kits. This involves the supply of cable, tape, instructions and thermostats. Heatec have been specialist heating cable installers in Queensland and Northern NSW for the past 25 years. Floor Heating for Every Floor Can floor heating be installed under most floor coverings? Floor heating systems are available for most floor installations. The type of floor installation will dictate the system that is best for each particular project. If a bathroom floor is to be heated, usually a 20mm bed of cement is laid under the tiles to ensure all water on the floor runs to the floor waste. The in screed electric cable is best for this installation. If the tiles are to be directly stuck to the floor, the ultra thin electric cable system will be required as this will fit within the 5mm of tile glue used to stick the tiles to the floor. Under carpet and under timber floor heating foil mats are available and these are installed directly under the carpet or floating timber floor over the underlay. All the above systems are quick heating systems and are usually used for bathrooms or renovation projects of larger floor areas.

How are floor heating systems controlled? All the floor heating systems are controlled by thermostats which have floor sensors. This gives maximum control of the system to minimise wasting energy and maximising comfort. Are there floor heating systems that heat large areas in the slab? If a cement slab is being installed, then the size of the slab will dictate the floor heating system. In the case of a small addition to an existing property, an electric in slab heating cable can be installed in the slab. The slab will hold the heat for long periods of time, so this heating system can utilise the off peak rates of electricity available overnight. This makes the running costs of the electric in slab heating more cost effective.

If larger areas of a new home build are being heated, the hydronic heating system will become a preferred option. This system will utilise a heat source to provide hot water to pipes located in the floor. This will then heat up the base slab or a 50mm cement bed topping on a subfloor. The heat source can be varied depending on the services available on the site.

Australian Engineered Fasteners and Anchor Council (AEFAC) The Australian Engineered Fasteners and Anchor Council (AEFAC) is an industry initiative seeking to enhance the specification, selection, design and installation of structural anchors and fasteners in the Australian construction industry. AEFAC was founded in 2012 and is a consortium made up of seven Founding Board Members, namely Ancon Building Products, Hilti (Aust.), Hobson Engineering Co, ramsetreid, Stanley Black and Decker (Powers), Swinburne University of Technology and Wurth Australia; and four Supporting Members, namely Allthread Industries, ICCONS Pty Ltd, Simpson Strong-Tie Australia and United Fastners Australia. Overview of AEFAC

The Australian Engineered Fasteners and Anchor Council has won several awards including The Australian Financial Review Higher Education Award (Industry Engagement) in 2015. The awards are for its work in improving safety standards and training for industry. The collaboration of AEFAC and Swinburne University of Technology has also won Swinburne University of Technology’s Vice-Chancellor’s Industry Engagement Award 2015. This award was to recognise achievement towards fostering deeper engagement at Swinburne, in creating new and innovative opportunities, ideas, relationships and partnerships for the future.

Prior to the formation of AEFAC, the industry was fragmented; different terminology, evaluation procedures for products and design guidelines existed among suppliers, making selection of a fastener confusing to engineers and potentially dangerous to the end user. Frequent construction problems, failures have been encountered in Australia and other similar economies such as in Europe and the US when no guidance for safe design was available. The European and American markets have responded to catastrophic failures by introducing regulation to protect life safety. AEFAC is being pro-active to mitigate such failures by developing a safety framework in enhancing the specifications, design requirements and installation of anchors through the design provisions for

fastenings to concrete. This has been manifested in the publications of Standards Australia SA TS 101:2015 “Design of post-installed and cast-in fastenings for use in concrete” and AEFAC Installer Certification Program. The SA TS 101 is referenced in the National Construction Code (NCC) 2016 providing deemed-to-satisfy provisions for design of safety-critical fasteners. SA TS 101: 2015 has just been upgraded to Australian Standard AS 5216:2018 “Design of post-installed and cast-in fastenings in concrete” which is expected to be referenced in the 2019 NCC. Apart from proper design and product prequalification, installation is a critical aspect in the quality assurance framework for anchor performance to ensure that fasteners can perform as per intended design. Performance of post-installed anchors in concrete and masonry is highly dependent on the way the anchors are installed. Incorrect installation is a leading cause of anchor failures. AS 5216 and SA TS 101 recommend that installation of safety-critical anchors to be done by competent installers such as an AEFAC Certified Installer. AEFAC Student Module As design of anchoring into concrete is generally not covered in typical engineering courses. AEFAC has developed a short teaching module to provide training materials for undergraduate and postgraduate students at universities across Australia. This module aims to provide basic training on key aspects of anchor selection and design for safety critical applications and is in harmony with the SA TS 101 and AS5216. This training should be helpful to graduates as they enter the workforce where such fastening technology is used in many applications. This training module is being considered by various universities across the country.

Installer Certification Program AEFAC has developed Installer Certification Program to verify that certified installers possess the necessary skills to properly install anchors as per manufacturer’s recommendations. The training and certification are intended for safety-critical applications. Safety-critical applications are defined as applications whose failure may cause injury or death to human beings and lead to considerable economic loss. AEFAC has partnered with several universities around Australia to provide relevant training. Currently, AEFAC is developing additional online training program which would be more accessible to the installers and supervisors and will help to increase the certified installers. The AEFAC Installer Certification Program reflects international best-practice for anchor installer competency. Candidates who are successfully certified through the program have demonstrated that they are competent installers of chemical and mechanical anchors for safety-critical applications. Certification requires the installer to demonstrate that they are competent at understanding and safely installing anchors according to manufacturer’s installation instructions and any supplementary information supplied by the specifier, understanding

Professional Locksmiths More than just key cutters!

The origin of keys and locking systems dates back to 4000 B.C. in what was then the Mesopotamian kingdom of Assyria. The wooden designs from this period have some similarities to modern-day locks, with the underlying principle the pre-cursor to what we now refer to as pin locks. Professional locksmiths of today can definitely cut keys – in fact, they do this much better than other people who simply duplicate keys – but they can do a lot more. The professional locksmith can of course open the door to your home or vehicle when you have lost your keys, and they can rekey your property when you have been burgled. There are, however, a lot more things that the professional locksmith can do: • Design, manufacture and install a sophisticated master keying system (many major financial institutions, government buildings, airports, hospitals, etc. are secured by master keying systems built and maintained by locksmiths • Service and install safes and vaults (they can open your safe if you have lost/forgotten the combination too!) • Design, configure and install an electronic access control system for a home or business, including CCTV and alarm systems

• Produce replacement automotive transponder keys, even when you have lost your keys (a very cost effective and convenient alternative to the dealer) Professional locksmiths also have access to a number of restricted security products that are not available from hardware stores and general retailers, they know the ins and outs of these products, and they can install them. Professional security is not something for the home handy person. So if you want to secure the things you love, don’t think DIY. Think DIFM (do it for me), approach a security industry professional and hire a Master Locksmith. About the Master Locksmiths Association of Australasia (MLAA) The MLAA has been the peak body of the locksmithing industry for more than 37 years. The Association acts as a modern Not-For-Profit, and provides a range of services to industry, the general public, the Corporate and Government sectors, and to our Member base which comprises around 700 businesses throughout Australia and New Zealand. The Master Locksmiths Association Australia (NSW Branch) was established by a group of like-minded

and passionate locksmiths in 1967, and incorporated as a National body in 1982. Today, the Association is a resource hub, a lobbyist, a conduit to the TAFE system, a connector of industry suppliers for products and services, a marketer, a problem solver, and more. The MLAA is also an important contact point for the Corporate sector, as well as for Local and State Government departments, providing advice and forging networks. The criteria for a Business to be a Member of the MLAA has always been challenging, however, in 2014 the bar was raised even higher. Members need to meet a number of criteria as a minimum. Master Locksmiths must: • Hold a Security Licence/Registration (in States where there is no Licencing, a police check is required) • Be registered with ASIC or the NZ Companies Office • Employ fully qualified staff to undertake locksmithing activities • Hold a minimum level of Public and Products Liability insurance ($20million in Australia, $5million in New Zealand)

All Business Members are also expected to comply with the Workplace Health & Safety and Industrial regulations for their State/Territory. And if this wasn’t enough, Master Locksmiths must abide by the Association’s Constitution and By Laws, and strict Code of Conduct. Whenever you see the Master Locksmiths Trust Badge you can be confident you are dealing with a industry professional. Locksmith Scammers Locksmith scammers are not new. They have been ripping consumers off all over the World for many, many years, often targeting vulnerable people, including the elderly, and those who have just been burgled. The unfortunate thing is that many consumers don’t realise that they have been scammed after the work has been completed and they need to call a professional locksmith to do the job properly. The scammers are known to intimidate people, and to charge exorbitant amounts for very poor workmanship and low-quality products. Making matters worse is that the locksmithing industry is only semi-regulated. There is no National system of Licensing for locksmithing, with each State having its own set of regulations and licensing requirements. In some States there are no licenscing requirements, and in most States there is no need to be qualified in order to obtain a licence! This makes it very easy for scammers, and poorly skilled persons, to operate as “locksmiths”.

In 2017, the MLAA and its Members took up the challenge to fight Locksmith Scammers by developing a campaign to educate consumers about how the scammers operate, and what they need to look out for in order to avoid being victims of scammers. This campaign involves the use of print material (posters) and digital marketing initiatives. It is hopeful that this campaign will also help in getting the relevant authorities to take a closer look at the licensing of locksmiths, introduce a more uniform set of controls around the licensing criteria, and to look at ways to better enforce compliance. Effective National licensing of locksmiths would significantly reduce the ability of locksmith scammers to undertake locksmithing activities, and ultimately help protect the general public. How to Avoid Being Scammed To avoid being scammed, hire a Master Locksmith. To become a Master Locksmith you need to successfully complete a 4 year Apprenticeship, and all Master Locksmith Businesses must meet the strictest of criteria. Consumers can be confident when they engage a Master Locksmith they are using a security professional who meets the highest of standards, and who abides by the Association’s Code of Conduct. With a striking white façade, tuning fork spires, and lancet-inspired arches, this award-winning development is music for the eyes. SA Precast manufactured a diverse collection of white precast elements, which included curved beams, spires, lattice feature wall panels, columns, and shells. Sydney Skytrain With an aesthetic appeal that sets a new benchmark in infrastructure, the Sydney Skytrain is a new elevated train line that has improved access to employment and services for local communities. Hanson Precast manufactured precast concrete barriers and platform units that serve form and function requirements. The project’s mix of precast and insitu elements called for Nawkaw photocatalyst technology to enhance key features of the structure’s aesthetic appearance. Pacific Highway Upgrade – Woolgoolga to Ballina (W2B) Stage 4 Lying beneath Stage 4 of Australia’s largest regional infrastructure project is a stormwater solution that will deliver more than 100 years of strength and durability. The project involves the duplication of 155 kilometres of the Pacific Highway to a four-lane divided road in New South Wales. Westfield Carousel The Westfield Carousel in Cannington has embarked on a new era of shopping following a $350 million redevelopment. Working at Heights Working in the building and construction industry can be rewarding – but it can also be dangerous. Between 2007 and 2016, 69 people died while working in this industry with almost half being due to falls from height. Although working at height can be risky, there are ways to manage these risks to ensure you, and your workmates, make it home at the end of the day. These risk management steps begin before even putting a foot on a ladder. The best way to prevent falling from height is to eliminate the risk by working on the ground or a solid construction. Prefabricating roofs and wall frames at ground level are good examples of how to do this. However, working on the ground won’t be suitable for some jobs. If that’s the case, there are a number of other ways you can minimise the risk of falling to ensure you and your workmates stay safe while working at height.

Although offering less protection for workers, work-positioning systems and fall-arrest systems can be used where the above methods are unsuitable. An example of a work-positioning system is a travel restraint that prevents workers

Fall-arrest systems reduce the severity of an injury to a worker after a fall occurs. It is always preferable to prevent a fall from occurring in the first place, so fall-arrest systems should only be relied on if other ways to prevent a fall are unsuitable. Ladders offer minimal fall protection and, in fact, are commonly involved in falls from height. Ladders should only be considered if other controls cannot be used. Ladders that are on unstable ground, too short to reach the level where the work is to be carried out, or incorrectly assembled or positioned pose a major risk to workers. One slip is all it takes for someone to be seriously, or even fatally, injured.

The next best option is to use fall prevention devices, such as temporary work platforms. These could be as simple as scaffolding and guard railing which prevent workers from falling from an unprotected edge. The benefit of temporary work platforms is that once erected or installed, they do not require any further maintenance or operation by a worker. Elevating work platforms are also an effective fall prevention device, but for some—such as cherry pickers or boom lifts—workers need to wear safety harnesses. The Blind Manufacturersâ&#x20AC;&#x2122; Association of Australia The Blind Manufacturersâ&#x20AC;&#x2122; Association of Australia is one of the oldest and most active manufacturing representative organisations in Australia and is commonly known as the BMAA. The Association represents Australian manufacturers of blinds, awnings, shutters and components and the Association is justifiably proud of its long history and the list of successes it has achieved in its 70 year history. Originating in Queensland as an organisation to represent the Venetian Blind Manufacturers of Australia, the BMAA has grown into a truly representative trade body that covers every aspect of window covering manufacturing in Australia. Our members range from small family businesses to large national organisations. The BMAA charter is based on supporting the Australian manufacturing industry and to this end has developed a world-class Expo that takes place every three years to showcase the Australian industry.

The Association is currently updating its website to reflect its vastly expanded responsibilities which include administering industry standards, assisting the public in resolving disputes with product performance, as well as reviewing the enormous amount of government legislation that may affect our members. BMAA has been particularly successful over the past ten years in negotiating with government on many areas of legislation from child safety to building cladding, the latter being of particular concern to our members who produce awnings that fit on the outside of buildings. The BMAA has also introduced an Industry Recognition program to reward companies who have supported the BMAA over many years with levels of recognition from Bronze (five years) Silver (10 years), Gold (15 years) to Platinum (over 20 years). These awards are highly valued within the industry and is another way the BMAA supports our industry commitment.

These projects, and the many other projects the BMAA undertakes on behalf of its members, are made more admirable when considering the Association is run by a voluntary board of industry members. There are currently six Board members plus a full time administrator. The BMAA is also particularly aware of public perception of our industry. The Association closely monitors the use of its name in connection with reputable manufacturers with the specific aim of developing consumer confidence and a high degree of public trust, along with an awareness of the high standards that BMAA members strive to achieve. The BMAA has a Code of Ethics for members to adhere to and closely monitors breaches of the code. As a result of a Training Summit that the BMAA held in 2016 to follow on from several years of planning, the BMAA has now developed and implemented a five-year training plan. Quality industry training is being delivered to educate and nurture young (and not so young) industry members to develop their skills and obtain certificates of competency that the industry recognises and values and to boost Australian manufacturing competency. Currently there are over 100 industry members enrolled in the training program with more being added regularly.

The BMAA has also been working on the development of a world-class energy rating scheme to have window furnishings included in energy rating software and systems to improve energy efficiency in building design. This scheme is for use by BMAA members and is now nearing fruition. The BMAA is constantly in touch with other industry bodies in Australia and worldwide and attends conferences regularly in the Energy Rating arena. Energy Rating is becoming a major issue worldwide and BMAA is at the forefront of all developments in this area.

SECURITY SCREENS & DOORS

All you need to know about security screens and doors Window screens and screen doors are common features of construction in most parts of Australia. They allow the circulation of air in hot weather whilst preventing insects from entering premises. However effective they are in keeping insects out, fly screens offer very little security and can be easily broken through. Security screen doors and window grilles on the other hand are strong enough to withstand most attempts at forced entry while retaining the advantages of flyscreens. They can also be installed on all types of windows and doors, including hinged, bifold and sliding. As an extremely popular home security option, security screen doors and window grilles also provide protection in other areas, such as bushfire, falls, emergency escape and cyclone debris, and can improve the energy efficiency of a home through shading. But, how do you know if your window and door screens are an authentic security product?

It is concerned mainly with resistance to forced entry and does not address the important issues relating to egress in the case of emergency. The Standard covers movable and removable security window grilles that can be used in such instances. AS 5039 is intended for use by regulatory authorities and all persons concerned with the manufacture, installation and general requirements of security screen doors or window grilles and gives protection to consumers. AS 5041: Methods of test - Security screen doors and window grilles provides the methods by which accredited laboratories must test products in accordance with. The tests include: • Dynamic Impact Test • Jemmy Test • Pull Test • Probe Test • Shear Test • Knife Shear Test

Australian Standards (AS) covers the security aspect of these products and must be followed when supplying a legitimate security door or screen product. What are the standards? There are three Standards that need to be met for security products: • AS 5039: Security screen doors and security window grilles • AS 5040: Installation of security screen doors and window grilles • AS 5041: Methods of test - Security screen doors and window grilles AS 5039: Security screen doors and security window grilles is the Standard developed to provide both the industry and consumers with specifications covering the general requirements and performance of these products.

This Standard specifies the minimum requirements for the performance of all types of hinged and sliding security screen doors and hinged, sliding, removable and fixed security window grilles used primarily in residential situations.

AS 5040: Installation of security screen doors and window grilles provides installers of security screen doors or window grilles with specifications covering the general requirements for installation of security screen doors or window grilles used primarily in residential situations. If a product is not installed correctly then it will not be secure.

Emergency escape When security screens are installed, it is important to remember that windows may provide a secondary means of escape from a burning home. At least one window in each room must have a release mechanism on the security screen.

AS 1170.2:2011 Structural design actions Wind actions sets out the requirements and test methods for different cyclonic regions in Australia. When purchasing security screens for cyclonic areas, ensure that the product has been tested and complies with the requirements in your area.

Homes with security bars, grilles or shutters covering their windows may be useless in an emergency if the devices on them do not have a functioning release mechanism.

How do you know who to trust or if you are purchasing a compliant product in the security screen industry? Membership of the National Security Screen Association (NSSA) is a good indication.

It is important to select security screens with overriding devices that can be released by an adult. Alternatively, ensure that you select a product that has an emergency egress feature and teach your family how to safely use an emergency egress device in an emergency.

The NSSA is a national association dedicated to supporting the needs of security door and window grille fabricators, retailers, installers and component suppliers and to give protection to consumers.

Ensure keys to all security door locks are readily accessible to enable escape from the home if required. Deadlocks, if engaged, will stop you from opening the security door without a key.

The NSSA encompasses all styles of design and materials used in the manufacture and installation of barrier security products as long as the end product will comply with the relevant Australian Standard that is applicable.

Protection from falls The National Construction Code (NCC) specifies various requirements for the prevention of falls from openable windows. There are also specific requirements in New South Wales for strata title properties.

Products are labeled to show compliance to AS 5039. NSSA members comply with Australian Standards and are part of an independent third party accreditation scheme subject to annual factory inspections to ensure products conform.

Look for these labels, Figures 5 and 6, and compliance certificate Figure 7. AS 5203 Protection of Openable Windows/Fall Prevention - Test Sequence and Compliance Method sets out the methods of test for determining the performance of a barrier screen and a restricted window opening to a level of force specified in the National Construction Code.

Using a NSSA member when purchasing your security screen products significantly reduces the risk of purchasing the incorrect product for your application.

If a window is accessible by a child and the window is not restricted, ensure that tested compliant security screens are fitted to stop your child from accidentally falling through. It is important to remember that a standard flyscreen is not made to protect your child from falling through a window. Using a tested compliant screen for protection from falls on a window, rather than restricting the window opening, gives you the benefit of full ventilation. Bushfire safety If you are in a bushfire area, check that your screens meet the local bushfire regulations and the requirements of AS 3959 - Construction of buildings in bushfire-prone areas. The wrong flyscreens can burn in a bushfire and can be the cause of your home burning. Cyclone debris protection With the occurrence of cyclones being more common in northern Australia, it is a good idea to add another level of protection to your windows from cyclone debris.

Windows in Extreme Bushfire Prone Areas In 2009, Victoria suffered a firestorm like we had never experienced, and this, combined with a spread of more building in bushfire prone areas over recent decades saw a loss of life and property that was devastating. Black Saturday saw fire spread and crown fires so extreme, it redefined the thoughts of the community on what we need to do to be safe. Scientists had been watching this for some time, these more extreme fire events, and a new building standard had been drafted post the Canberra fires in 2003, but deemed too extreme and onerous to implement. Then Black Saturday happened…. In May of 2009, three months after Black Saturday, Victoria and the ACT adopted the new standard, AS3959-2009, Construction of Buildings in Bushfire Prone Areas. 12 months later the other states followed, however with some interesting variations. Most states added extra requirements, generally around ember protection and access. One state, NSW, added a reduction of requirements by way of an NCC amendment for BAL FZ, referring the specification of building requirements to the relevant fire authority, in this case the RFS. The solution for windows allowed by the RFS until the end of 2017, was generally an aluminium roller shutter over a window very similar to a BAL 40 window. This changed as of January 2018 to require tested systems, finally in line with the other states. The barrier to fire provided by aluminium is very limited, as it melts at ~ 680°C. Bushfire flame temperatures range from 1000°C to 1500°C, pending the fire conditions. This is BAL FZ, around 80kW/m2. BAL FZ testing at Exova Dandenong

This heat presents another conundrum. The radiant heat coming through windows in extreme conditions is not compatible with life. As little as 15kW/m2 will peel skin in seconds. This is why the AS1530.8.2 test was added, requiring not only 30 minutes of fire integrity, but 30 minutes of insulation, to less than 15kW/m2 inside (-/30/30). A -/30/- product will offer integrity, but not insulation. With any (normal) volume of glass in a house, 80kW/m2 outside will give ~60kW/m2 inside, and result in internal house temperatures over 200°C, along with the risk of spontaneous combustion of curtains, carpets etc., without a fire breach. This will create a fatal indoor environment in seconds. So as builders, designers, and homeowners embark on this building journey, looking for products to satisfy the requirements should be asking their suppliers for proof of compliance prior to committing to purchase.

BAL FZ rebuild at Kinglake

If a window is going to protect the occupants during a fire, and the rating is BAL FZ, is the product: • Compliant to AS3959-2009 • Tested to AS1530.8.2 • Designed and warranted for the building warranty period as a minimum If there is not a resounding yes to all questions, and documentation to support, then it is probably not compliant and safe. With the courts currently considering who will have to fund replacement cladding on hundreds of Australian buildings, it is a timely reminder to be sure your choice is compliant and safe. So, why stainless? Longer life, lower cost Stainless steel lasts longer and costs less over its lifetime. It achieves these two aims primarily because it is corrosion resistant and durable. Stainless steel is relatively cheap to bend and shape (fabricate). Stainless steel is also strong, defending against wear and tear that increases maintenance costs. The heat resistant advantages of stainless steel also significantly add to its life cycle by decreasing downtime and maintenance. Style and substance Stainless steel has become a feature in homes on refrigerators, ovens, washing machines, dishwashers, benchtops and sinks. Stainless steel appliances and fittings, once confined to commercial situations, have found favour in the domestic market because of its aesthetic appeal.

Stainless steel lasts longer, so stainless steel products are retired less often, lowering the strain on valuable production resources. Stainless steel is an exciting and popular material, and with the right specification, is a product that will continue to perform, with little or no disruption, for many years. Cleaning of exterior stainless steel The visual performance of outdoor stainless steel depends on five interrelated factors: • Surface finish – smooth, clean and free of crevices. • Grade selection - appropriate for environment. • Good design - rain washing and uniform draining. • Maintenance program - regular cleaning. • End-user expectations. This technical article provides suggestions on a maintenance program for cleaning of exterior stainless steel, together with some recommendations for remedial action if stains occur beyond regular maintenance or where such maintenance has not been performed. Maintenance: Routine removal of grime Stainless steel holds its appearance best if it is washed regularly. When washing, use soap or detergent or one percent ammonia solution in warm, low-chloride water with cloths or soft brushes to avoid scratching the surface. Smears will be reduced if the surface is dried afterwards. This treatment applies to bare stainless steel, but care should be taken with coloured surfaces. Coloured and very smooth finished (e.g. BA or No. 8) surfaces subjected to excessive brushing or rubbing may lose gloss or even become scratched. Bleaches are not recommended. Simply wiping with a damp cloth is not adequate as it smears corrosive deposits without removing them. Aside from building a solid following as a stylist and modern alternative, stainless steel is easy to clean and complements other materials in the domestic environment. Environmental pluses We live in an age where renewal and re-use are top considerations with consumers. Stainless steel meets this challenge by being completely recyclable and causing minimal negative impact on the environment. Stainless steel requires no finishing methods post fabrication and installation, freeing the air and waterways from possible pollutants such as paints and solvents.

Grease, oily films and other organic contamination Oils and grease may be removed by alkaline formulations or hot water and detergents or, if

necessary, by hydrocarbon solvents such as alcohol, acetone or thinners or eucalyptus oil. In all cases the surface should be rinsed with clean water and preferably dried. For directionally grit polished finishes, wiping along the polish direction with very hot clean water and a soft, absorbent cloth is a good final step to reduce smears. Heat from a hair dryer or glue gun may soften adhesive remnants from labels or protective films for removal. After exposure to UV degradation from sunlight, adhesives may require similar treatment to grease stains or even abrasion, with the probability of a bright or scratched spot. Adherent scales and mortar Adherent scales and mortar may be removed chemically but NOT using chemicals containing chlorides. NEVER use brick cleaning liquids that contain hydrochloric acid. Hot 25% acetic acid (vinegar) or warm 10 percent phosphoric acid are effective in removing hard water scales and dried mortar splashes. Following the acid wash, the surface should be neutralised with dilute ammonia or sodium bicarbonate solution, rinsed and dried. Remedial work The brown surface stains that can occur on stainless steel during atmospheric exposure are simply cosmetic rust stains. This brown ‘tea staining’ on stainless steels will not progress to potential structural damage as could occur with a carbon steel structure. The procedures outlined below may enable you to remove the tea staining. However, if the progression of damage is beyond these recommendations, it is advisable to employ an experienced contractor. Cleaning rust stained flat surfaces Early action after the onset of tea staining is desirable, before the appearance of the underlying surface is changed. If the surface is pitted, then it is probable that it will require mechanical repolishing. After mechanically cleaning off tea staining, it is preferable to passivate the surface by using a nitric acid gel or, if the item is portable, by immersion in a nitric acid bath. For marine exposures, passivation is very strongly recommended. In contrast to other acids, nitric acid is a strong, oxidising acid cleaner and has the added advantage that it is a passivating agent. The Nickel Institute has suggested that rust may be removed by the use of a 10% phosphoric or oxalic acid followed by a one percent ammonia solution neutralisation and then a water rinse. Alternatively, a mild acid-based cleaner such as sulphamic acid (used in some saucepan cleaners) can be used with some care to avoid local changes in appearance. NEVER EVER use hydrochloric or sulphuric acids.

There are also proprietary chemical cleaning treatments often based on citric acid or other chelating compounds. Although these agents passivate in the sense of removing free iron and other foreign matter, they do not augment the surface oxide film. Use of liquid acids on site is generally unsatisfactory as contact time is short and the acid may run off and damage adjacent components. Unlike the hydrofluoric acid pickling process used after welding, a nitric acid passivation process does not normally change the surface appearance of stainless steel, although it may cloud a mirror polished surface. Careful trials on inconspicuous areas are recommended prior to full scale cleaning.

Electropolishing is also used by some contractors to smooth rough edges and both clean and passivate the surface. It can be carried out on site or, more usually, in purpose-built tanks. Afterwards – Prevention of recurrence If tea staining has occurred, one or more of the five factors outlined in the introduction have not been considered carefully enough when the structure was designed and/or built. To improve the structure, the following steps may be taken to prevent recurrence: • Increase the frequency of maintenance. • Improve the surface finish - mechanical polishing and chemical treatment on-site. • Alter the design of the structure - redesign and replace the affected part of the structure. • Improve grade selection - replace the structure with a more suitable grade of stainless steel. If consideration of the aforementioned steps indicates an uneconomic result, the stainless steel can be painted. Paint systems using lacquers and polyurethane top coats are available and have been used successfully, but care and understanding is required. SUSTAINABLE BUILDING

High Performance Buildings Passive House (passivhaus) by a Builder, Sustainability Consultant and Architect. All around Australia people are designing, and constructing buildings to the international voluntary Passive House standard. This type of construction offers a high level of thermal comfort, excellent indoor air quality and is the perfect starting point for a building to reach net zero energy, net positive energy or carbon neutrality.

The categories, Passive House Classic, Plus or Premium, can be achieved depending on the renewable primary energy (PER) demand and generation of renewable energy. Additionally, there is a new Low Energy standard which provides an additional pathway to Passive House Certification. Each has particular requirements to achieve the various standards. To be successful, the Passive House standard requires a keen understanding of the local site, and climate. The main principles of Passive House are to suit the project with appropriate continuous insulation and high performing windows, continuous air seal layer, elimination of thermal bridges, mechanical ventilation and heating and cooling supply. These need to meet the appropriate passive house standard being sought. Passive House is not limited to cool, temperate climates. Passive House principles are adaptable to every climate on earth; from frigid, dry polar conditions to hot and humid tropical climates. While the principles remain constant, the design will change, based on the climate. In a cool, temperate climate such as Melbourne or Tasmania, high R-value building fabric elements, such as walls, roof and floors, are required to ensure heating and cooling loads are minimised. An airtight envelope, low thermal bridging and a heat/energy recovery ventilator are also required to ensure the building performs to the Passive House standard. Shading of glazed elements should be sufficient to protect against direct solar radiation in summer, and still allow the winter solar radiation to provide passive winter heating. In a warm, humid subtropical climate such as Brisbane, the key principles to focus the design around are: • providing an airtight envelope, to maintain comfortable indoor humidity • minimising glazing elements on East and West facing facades • ensure windows have low Solar Heat Gain Coefficients, and are well shaded to protect against direct solar radiation in both summer and winter; however, double glazing is typically sufficient. To maintain comfortable indoor conditions in a subtropical climate, such as Brisbane, the building fabric R-values need to be high, and thermal bridging needs to be minimised. However, in this type of climate, where ambient dry bulb temperatures rarely deviate more than 10°C from a comfortable indoor dry bulb temperature, these requirements tend not to be as stringent as in cool climates. The construction of a Passive House is all down to the detailing, it does not need to be difficult. “Adding more consideration to airtightness and its application, making sure insulation is installed well and correctly (ie: not squashed between studs and rafters). These are the main differences to how buildings are built now compared to a number of years ago,” says O’Conner.

The documentation for a Passive House project is critical for a builder, as it is a set of instructions on how to construct a building. Incorrect construction made up on site can have a negative impact on the buildings performance. Correct design detailing is vital, so the builder can do what they do best and ‘build!’ A popular misconception of Passive House is around operable windows. Providing an airtight building envelope does not restrict the use of operable windows. A well-constructed, and installed operable window can be airtight, when closed. Providing operable windows for occupants can be key to overnight cooling and ventilation in warm climates allowing building users (this could be automated) to open the building up to allow for natural ventilation.

Seeking carbon neutral certification? “Passive House is the perfect starting point to achieve carbon neutrality. While some carbon offsets will still be required, designing with Passive House principles will decrease the project’s reliance on carbon offsets to achieve carbon neutrality,” says Mason. Comparing this type of construction to standard code construction is interesting, as standard code construction is typically design oriented in its planning. Once being constructed, there is little verification on the air sealing or tightness of the construction. This is offset by air-conditioning systems being oversized to meet general needs, as the volumes used in the calculations are on fixed sealed (meaning we are heating or cooling the galaxy) volumes, which the buildings are not, due to the amount of holes built in with current construction methods. “It is not unlike how the development of high performance vehicles starts in F1 and filters down to all cars, there are various levels of performance, safety and comfort that can be achieved. One could think of Passive House as the Rolls Royce of buildings,” Mills often explains to clients. Exceptional indoor air quality compared using only natural cross ventilation, which means it is ‘comfortable’ year round. Minor upfront costs in Australia are presently due to it being an unfamiliar way of building, however these costs can be offset easily against running costs. A Passive House is verified that they are built as designed during construction, and at completion, present code compliant buildings are not. Placing a value on comfort and long term health benefits is difficult, it is hard to sell something that people cannot see. Words cannot describe the sense of wellbeing achieved when living in a comfortable, dry and healthy environment that can be achieved in a Passive House. Conserve the forest protect the wood Whilst cost is really important, an early consideration when designing with timber is “how long will it last?” Most would agree that a piece of ironbark would last longer in the ground than pine in the same environment. How long a timber species lasts in a specified environment is referred to as its durability and using the right durability timber in an application will not only reduce lifetime costs but also protect the forests because timber in a structure or product does not need to be replaced as a result of premature failure. Proper management of timber durability means our timbers are fit for purpose and can withstand the various fungi (rot), borers and termites that threaten it. Many of our most durable timbers are expensive, however cheaper and lighter timbers can be made more durable through appropriate treatments. Timber will be used inside a building protected from the weather, exposed to the weather but above ground, in or on the ground and in marine environments. Six hazard classes have been identified with each Hazard Class having specified levels of protective treatment. The higher the Hazard Class, the higher the level of treatment needed. Hazard class

Used together with a design that minimises risk and physical barriers, choosing treated timbers appropriate for a hazard class will protect the wood for decades. If timber is sold as ‘complying with the Australian Standard’ (AS1604), it must be branded as set out in the Standard. The brand is a three-part code fixed to each piece of treated timber. The first part of the code tells you where the timber was treated, the second part is the preservative treatment code number, and the third part is the hazard class, which may have a suffix to indicate penetration, preservative or utilisation restrictions. Preservative treatment of the heartwood of timber is difficult, because the cellular pathways are blocked up by the timber’s own growth process to form the structural heart of the tree.

In 2006, use of CCA was restricted by the Australian Pesticides and Veterinary Medicines Authority. It can’t be used to manufacture play equipment, garden furniture, picnic tables, exterior seating, residential decking and hand rails. The restrictions are precautionary as any research done, showed that no children were found to have been adversely affected by CCA. Alkaline copper quartenary (ACQ) is an arsenic-free alternative that provides highquality protection similar to CCA. It turns timber a different shade of green. Another water-based arsenic-free copper formulation, Tanalith E or copper azole, also provides similar protection to CCA. Tanalite E treated timber is a light natural green, that weathers to a warm brown. Micronised copper azole (MCA) uses microscopic particles of copper suspended in water and azole biocides. MCA treated wood has a light natural timber colour, or can have a long-lasting pigment added usually turning the wood an attractive brown colour. Light Organic Solvent Preservatives (LOSP) are systems where the preservatives are dissolved in a light solvent. Unlike the above processes, LOSP doesn’t add moisture to the timber so there is no swelling and therefore no need to re-dry the wood after treatment. LOSP treatments usually contain a combination of insecticides and fungicides, such as permethrin and azoles. Colours may also be added (such as blue framing). Water based azoles are available as an alternative low water up-take system LOSP treatment is ideal for high-value and engineered wood products.” Safety requirements for using treated timbers are identical to non-treated wood. Wash hands before eating, use dust, skin and eye protection and wash clothes after working with treated timber. All external timbers benefit from painting or staining. Although preservative treatment increases the durability of timber, it does not make it maintenance-free and an appropriate schedule will give your structures their longest possible life. Treated timbers should not be burned or used as animal bedding. Check with your local authority about recommended disposal methods for your treated timber. For small domestic offcuts and sawdust, normal waste disposal is fine.

Most long term treatments currently on the market, work by impregnating the timber’s sapwood in a specialised treatment plant in which the preservative is impregnated through the same cellular pathways that once carried the tree’s sap.

For many years, Chromated Copper Arsenate (CCA) treatment was the major option available. A water-borne solution is applied by vacuum and pressure, turns the wood green, and results in a cheap and extremely durable product. Chromium in CCA fixes the preservative to the wood.

Durable timber for all types of harsh climates Kwila is a tropical hardwood found throughout Northern Australia, South East Asia and the South Pacific region. Kwila’s stability and natural resistance to splitting gives the opportunity to provide very durable furniture that can permanently remain outdoors in all types of harsh climates. For many years Kwila has been used for boat building, flooring, decking, marine jetties, mine timber and staircases. It is only in more recent times that Kwila has been used for furniture because the very hardness of the wood made it difficult to manufacture without specialist machinery. ABOUT KWILA Intsia bijuga (formerly Afzelia bijuga syn. Afzelia australis), is a species of flowering tree in the pea family, Fabaceae, native to the Indo-Pacific. It ranges from Tanzania and Madagascar east through India and Queensland, Australia to the Pacific islands of Fiji and Samoa. The timber is a tropical hardwood with a high-level hardness factor of 8.6 compared with other popular timber species such as Jarrah (8.5) and Teak (4.5). Its physical appearance is golden to dark brown with yellow and black flecks. It has interlocked grain and has a texture which is coarse but even.

As trends in outdoor furniture changed over the course of time, Mr Kwila Outdoor Furniture remained true to its original design and loyal customers by continuing to offer a well-constructed solid timber setting; however, as the Australian interest and demand to use Kwila in both a non-structural and structural timber

Australia and New Zealand move on joint trans-Tasman forest management standard Australia and New Zealand are closer to developing a joint trans-Tasman standard for forest management following a joint meeting between the boards of Responsible Wood and the New Zealand Forest certification Association (NZFCA) in Wellington recently.

The New Zealand forest and wood products sector relies heavily on exports with around 70% of production going offshore. Increasingly, the main markets, particularly Australia, North America and Asia, are demanding third-party certification as proof of legality of harvest and quality of forest management.

Responsible Wood and the NZFCA operate PEFC-endorsed sustainable forest management systems in Australia and New Zealand respectively.

The Responsible Wood certification scheme is underpinned by two Australian standard – Sustainable Forest Management (AS 4708); and Chain of Custody for Forest Products (AS 4707). Responsible Wood also manages the New Zealand Forest Management Scheme on behalf of the New Zealand Forest Certification Association (NZFCA). The two standards are Sustainable Forest Management (NZS AS 4708:2014); and Chain of Custody (PEFC ST 2002:2013).

A significant outcome of the meeting between Responsible Wood and the New Zealand Forest Certification Association will be the development going forward of a joint Australia-New Zealand standard for Sustainable Forest Management AS/NZS 4708. “We are confident of getting the right structures in place for the development of a joint standard recognised in both countries,” Responsible Wood CEO Simon Dorries said. The New Zealand Forest Certification Association is primarily concerned with forest-related certification activities and is the governing body in New Zealand for the global forest certification scheme PEFC.

More than 19,800 companies and organisations have obtained PEFC chain-ofcustody certification.

The meeting was also attended by representatives of Standards New Zealand who provided useful feedback and guidance on the joint initiative.

Responsible Wood is the governing body for PEFC in Australia. More than 8 million ha of forests is now certified providing sustainable building materials to architects, builders and retailers, and timber and paper products to craftsmen and all Australians.

Standards New Zealand is a business unit within the Ministry of Business, Innovation and Employment and is New Zealand’s leading developer of standards and standards-based solutions, developed in partnership with Standards Australia.

Responsible Wood is a non-profit standards development organisation, formerly known as Australian Forestry Standard Ltd.

During the meeting, the Responsible Wood board visited the Masterton plywood and LVL operations of Juken New Zealand, 100 km northeast of Wellington.

Get multiple quotes, but remember the cheapest isn’t always the best option, and always compare fairly by checking what is and isn’t included. You don’t want to be hit with another bill later or with having to find another professional to finish off the job. Another example of how the ATFA can help is with quality assurance. One of the most important timber flooring issues is quality assurance and yet often this is not highly valued enough. Typically quality assurance only comes into play after a timber floor is laid and there is a problem with it. At this stage it’s too late to easily fix and it becomes a costly experience to rectify, in turn this often leads to major issues for all the parties involved. For many years we have witnessed products land in Australia that are sold without any regulatory control, only to fail in the home or commercial space. Product failure causes much angst and often results in drawn out court cases or even more likely the company going broke with no recompense for the consumer. This effect snowballs into family issues with budget blowouts and stress as recognised factors. Another issue to keep in mind is that non-conforming products often have additional unsafe qualities, for example they are high in dangerous toxins, formaldehydes or poor manufacturing procedures that create dangerous circumstances.

Creating Employment Opportunities Australia Wide When considering careers, building design as a profession is often overlooked in favour of professions such as architecture, which produce only a very small proportion of building design works carried out in Australia. Building designers have traditionally come from a variety of backgrounds, including draftspersons, builders, engineers, interior designers or others with an interest rather than a qualification in this area. BLENDED OFFSITE COLLEGE ONSITE FLEXIBLE TRAINING WORKS BEST! Biga Training has developed a training model that breaks away from the traditional 4 week block. Biga training will only book apprentices for a week at a time. If they can complete the subjects quicker in that week they will be returned to work or they will be given more subjects. The blended model allows for one on one time with a trainer to pick up on the finer detail and those trade tricks. The Australian Institute of Waterproofing

COMMITTED TO RAISING WATERPROOFING STANDARDS AND TRAINING IN AUSTRALIA The Australian Institute of Waterproofing (AIW) represents the interests of the whole building industry in raising the standard of waterproofing in Australia by becoming the ‘central source’ of knowledge, augmented by members’ experience to mentor continuous change. THE IMPORTANCE OF WATERPROOFING Waterproofing may seem to represent only a small part of an overall project and any later water damage may be considered merely an aesthetically issue, but nothing could be further from the truth. It is for good reason that AIW stresses the importance of employing qualified waterproofing contractors who use the correct products for every project. If waterproofing is not completed properly it can become a major problem for construction companies, developers, owners and property managers. Water leaks cause structural damage which be a serious risk to human life, as evidence by such tragedies as balcony collapse in California in 2015 that killed six people and injured seven others. This devastating case highlighted the importance of waterproofing when the California State Licensing Board subsequently ruled that the collapse had been caused by shoddy material selection and poor waterproofing workmanship, which had enabled dry rot and decay to set in the timber joists.1 THE NUMBER ONE CAUSE OF BUILDING DEFECTS IN AUSTRALIA An often-quoted statistic in the waterproofing and insurance industry is: “Waterproofing is 1.8 per cent of construction cost but accounts for 83 per cent of building defect complaints.” Waterproofing defects and failures, including internal water damage and water entering from the outside of a building, are the number one cause of building defects facing Australia’s construction landscape today.

Defects from ineffective waterproofing represent a huge cost to business. Construction businesses not only have to deal with the frustration of managing water leak issues long after construction is complete, but also losing significant percentage of their profit margins due to waterproofing rectification and remedial services.

Building damage caused by water leaks also impacts many property owners who are required to endure lengthy legal battles for rectification costs or outlay the expense themselves. COMMON CAUSES OF WATERPROOFING DEFECTS The causes of waterproofing damage and defects across building and construction sites are many and varied. Some of the more common causes are the following. Lack of contractor expertise When waterproofing services are overlooked in the planning phase of construction it is frequently due to a lack of contractor expertise. An inadequate knowledge of waterproofing issues can lead to inappropriate waterproofing membrane product selection, and/or incorrect installations that result in failure. A contractor without the right level of expertise can incorrectly diagnose the root cause of a waterproofing problem, which then results in the failure of expensive repairs to fix it. Cost cutting Cost cutting on waterproofing in the building process is, at best, very short sighted. Water leaks and the consequences of extensive damage may lead not only to extensive remediation works but also lengthy legal battles. Waterproofing contractors may attempt to cut costs by omitting recommended primers, or by selecting inferior, incorrect and inadequate waterproofing membrane products. Cost cutting can lead to contractors omitting application and preparation techniques that are critical to the long-term performance of a waterproofing system. The reality is that skimping on appropriate and correct waterproofing in the build phase will inevitably end up costing the builder more. Quick fixes add up over time and are more likely to be more expensive and create more stress than high quality waterproofing properly installed the first time.

Building movement Building settlement, building movement or an inadequate amount of expansion joints, or indeed the complete lack of them, can cause the waterproofing membrane to fail. This may be exacerbated by the selection of an inappropriate membrane, such as a system with inadequate elongation properties to cope with normal movement of a building envelope. Waterproofing membrane at the end of its effective service life Though product marketing may say otherwise, a waterproofing membrane unfortunately does not offer a permanent lifelong solution against water damage. Over time a membrane’s effectiveness will decrease, especially membranes exposed to the harsh rigours of the Australian climate. Knowing when to re-apply or install a completely new membrane is crucial to maintaining the longterm structural integrity of a building. ARE YOU SURE IT WON’T LEAK? A growing problem in Australia is that waterproofing standards and quality are falling as waterproofing shortcuts increase. Many decisions made on waterproofing are based purely on price, and this leads to using cheap labour and unlicensed trades using inferior products. As waterproofing is unlicensed and unregistered in some Australian states, many builders/developers make the fatal mistake of not hiring professional certified waterproofers and instead offering the task to a contractor, who claims to be a waterproofer, and the result is the project is not waterproofed to Australian standards. As far back as 2016, in Victoria’s daily newspaper The Age addressed this problem in, “Melbourne's high-rise nightmares taking a tall toll on residents and investors.”2 The article claims “Waterproofing (or the lack of it) is considered a leading and systemic problem for apartment buildings in Melbourne today, with many who manage the city's apartment towers saying, ‘if it has a balcony, it will leak’.” The issues described in this article are still happening today throughout Australia and New Zealand.

This course is based upon a practical common-sense approach to utilise the Australian Standards at hand and apply the everyday practicable mentality to waterproofing.

The key points raised are: • Residential multi-story, multi-dwelling, apartment buildings are experiencing an alarming frequency of building defects, most commonly caused through waterproofing failure. • Developers were identified as partly responsible for the condition of the building, with a call to be financially responsible. • Balconies were identified as a major cause of waterproofing problems, with the assumption that “proper waterproofing membranes have not been installed,” combined with poor ceramic tiling installation. • Faulty windows and installation process cause considerable water leaks into walls and ceilings. Pressure issues identified as causes were nominated as a failure to pick up defects through the building surveyors inspection process, plus the cost pressures to use cheap (inferior) materials to save money. • The market has inconsistencies in insurance cover, both from building trade cover and the residential owners’ cover, resulting in the building owner having to self-fund the corrections to the building.

The MBAV course is intended to educate personnel involved in the planning or design stage of a project, assist in the selection of material and methods, and the various types of waterproofing used in construction.

AIW supports registering waterproofing trades The AIW supports registration of waterproofing trades to improve the standard of work. Currently in Victoria the full responsibility of waterproofing works is under the control of the Registered Builder, sub-contract trades like waterproofers are not independently liable. Waterproofers are not a category of tradesperson registered by the Victorian Building Authority (VBA). As such waterproofers in Victoria do not necessarily carry correct insurance policies. In New South Wales and Queensland, the State building authorities have registered waterproofers as a trade, and as such, they are subject to building liability with a requirement to meet Standards, ongoing training and compliance checks.

Architectural Door Hardware Association (ADHA) is an association body with members in Australia and New Zealand that represents architectural hardware manufacturers and distributors. But what is architectural hardware? Architectural hardware is a complex arrangement of many products such as mortice locks, door closers, door handles, hinges, door and frame seals, sanitary hardware, key systems and much more. At the turn of the century it was known as ironmongery and in some parts of the world this is still the case. The industry association was founded in the 1970â&#x20AC;&#x2122;s to disseminate information on a wide range of topics relevant to members, and to serve as a source of networking and education. Today, in 2018, training continues to be the core focus of ADHA along with promoting the industry as a career path and playing a part in the development of Australian Standards and applicable International Standards, building regulations, such as the National Construction Code (NCC), and legislation.

We provide a national voice on technical issues through representation on numerous Australian Standards Committees, Residential and Commercial Building Code committees, Committees for Mandatory Energy Requirements and the Housing Industry Association (HIA) Technical Committee.

It is important to understand that while the AWA Accreditation Scheme is not mandatory across the window industry, it has federal government recognition through its NATA (National Association of Testing Authorities) accreditation as an

Since the AWA Accreditation Scheme’s official launch 20 years ago, the AWA has been helping members ensure they manufacture window systems in accordance with Australian Standards, with manufactured products physically tested and verified against the fabrication details in test reports.

WERS follows all AFRC protocols and processes as required by the National Construction Code of Australia and is an accredited AFRC member.

Members must verify their windows’ design performance using a NATA accredited testing laboratory and lodge these reports with the AWA Accreditation Administrator. Members’ windows are labelled with the ‘wind pressure’ and ‘water penetration resistance’ performance data determined by these tests in accordance with the requirements of the Australian Standard, AS 2047-2014 Windows and external glazed doors in buildings - Selection and installation.

The aim of the scheme is to help consumers evaluate the relative energy performance of different types of windows and then make an informed decision suited to their needs. The window’s cooling and heating performance are rated on a separate scale of 0 to 10 stars - no stars shows that the window is a very poor performer and 10 stars shows that the window has excellent performance.

Not only are products tested by a NATA accredited third party to provide independent assurance of technical competence, but audits of member factories are conducted regularly, based on their accreditation status, to verify fabrication details against test reports. The AWA has a small, independent team of senior industry personnel residing in each state who audit the operations and products of member companies. Each of these auditors has decades of experience in the window industry and includes engineers and former managing directors. These auditors provide ongoing mentorship to members; raising awareness of standards and helping members find technical solutions. Auditors come into members’ factories and randomly select products and ask to review the test report. They ask to be shown how the windows are made and check the seals, gaskets, labelling and glass. They then check the final product against the fabrication drawings in the test report. The AWA also conducts market surveillance through the purchase of products from member and non-member companies, which are physically tested to the requirements of AS 2047 - 2014.

The ratings apply to the effect of the whole window including the relative contributions of glass and frame. WERS rated windows and skylights display the WERS logo and each rated product has a certificate which certifies that it has been energy rated. WERS ratings are designed to ‘plug in’ to Australia’s Nationwide House Energy Rating Scheme accredited software, NatHERS. Similarly, the FirstRate house energy rating software from the Sustainable Energy Authority of Victoria will accept WERS data for ‘real’ windows. This enables designers to ‘try out’ different windows during a rating before a final selection is made. WERS is truly international in its foundation and draws on research and development in 15 countries over the last 20 years. It is based on close and continuing collaboration with the evolving energy-rating systems developed by the American National Fenestration Rating Council (NFRC). WERS is an accredited scheme. THE OBJECTIVES OF THE AWA ACCREDITATION SCHEME ARE: • To ensure that members manufacture their products in accordance with the fabrication details on their AS 2047 test reports. • Product ratings and labelling requirements are continuously verified and maintained to provide meaningful consumer comparative product performance information. • To enable architects, specifiers and building inspectors to meet or enforce compliance with Building Codes. • To ensure that manufactured products being supplied to the market are compliant and have passed AS 2047 physical tests. This accreditation program is a proven and nationally recognised method of achieving compliance to assist certifiers, builders, specifiers and homeowners to ensure products selected comply with the Australian Standards regulated through the NCC. COMPREHENSIVE TRAINING The AWA provides comprehensive proprietary training and technical support documents through our training division, the Australian Fenestration Training Institute (AFTI). We hold a national conference annually as well as state and territory member forums. These forums allow the industry to come together as a whole to talk about important issues such as regulations and standards, training and testing, and marketing. About the course The Surface Coatings Association Australia Inc (SCAA) has been the major provider of technical education to the coatings industry for many years. ‘Introduction to Surface Coatings’ is SCAA’s second e-learning course, complementing the ‘Advanced Course in Surface Coatings Technology’. In this introductory course, we aim to give an introduction to the materials, product types, uses and technologies that are used in surface coatings. It is designed for people who work in the coatings and related industries, but who are not graduate professional scientists.

How will you benefit? SCAA’s education programs are well accepted and valued by the coatings industry, both in Australia and internationally. Upon successfully completing this course, you will be able to: • Identify the main reasons for the use of surface coatings • Recognise the main applications or end-uses for surface coatings • Recognise the four main classes of component ingredients used in surface coatings • Understand the main ways that surface coatings are generally classified.

There is no technical background required. We do not discuss the chemistry of the coatings or ingredients in any detail, but rather focus on the fundamentals of the topics.

Course prerequisites and exemptions As this is an introductory-level course, there are no prerequisite qualifications or experience. Given the specialised nature of the course, exemptions will not be considered. All students are required to complete all lessons. Please note that a good level of English language ability is required. As a guide, we refer you to the Sample provided on the website. Course structure The course comprises 13 e-lessons, the first of which is a short introduction to the course. Ideally the lessons should be completed in the given sequence. The early lessons cover the main classes of coatings ingredients which are the building blocks from which coatings are made. Assessment There are no external assessments for this course. Each lesson includes a ‘Final Assessment Quiz’ comprising five multiple choice questions. When you have correctly answered all five, you will have successfully completed the lesson. Then, when you have completed all the lessons, you will be able to print off your SCAA certificate. Within each lesson there are several ‘selfassessment’ questions which do not count toward your Final Assessment Quiz, but are there to help you check your learning during the lesson. Resources All course content is provided online. There are no further reference materials required. After application and payment, you will be issued a unique user id and password with which you can access the course material. The Earth Building Association of Australia The Earth Building Association of Australia (EBAA) is an organisation formed to promote the use of Unfired Earth as a building medium throughout Australia.

The methods and techniques used are as varied as the people of the earth, the resources available to them and the climates in which they are used.

It is flexible because it can be moulded and shaped when wet, rammed and pressed when moist but hardens in the sun so that it is durable.

EBAA is a broad based organisation which has members that include builders, specialist contractors, tradespeople and owner builders, specialist manufacturers and suppliers, architects and designers, consultants, educators and students, with a common interest in the use of Unfired Earth.

There are at least 12 methods of earth building used and these can be further divided into a total of at least 18 techniques.

It can be carved, shaved and sawn when dry. The surface when wetted can be reworked to a polished finish if required. It can be used to create buildings of any shape or style. It is raw and natural and has low embodied energy and can be used to achieve thermal mass and insulation by adjusting its density and thickness. The material is non toxic, non allergenic, controls humidity, is fire, rot and termite proof and therefore earth can be used to create safe and healthy buildings. Earth offers great sound isolation.

The formation of EBAA commenced in 1990 at a gathering held in Maldon, Victoria. A subsequent meeting took place in Mildura, Victoria in 1991 which elected the first Committee of EBAA. Since then the primary focus of the Association has been communicating constructively with all levels of Government concerned with the regulation of Building practice in Australia as well as educating and informing our membership and the public. Our association has a strong national focus and is the peak body for Earth Building practitioners, both private and commercial, in Australia. Membership is open to all with an interest in earth building. Aims and Objectives • To represent the interests of members in the advancement of unfired earth technology within Australia and internationally. • To promote the informed use of unfired earth as a building material within Australia. • To establish an information and referral network for those wishing to use earth within the building industry. • To uphold the interests of earth building in public or private forums. • To act as an information source in any process to establish rules, regulations or code of practice which effect the use of unfired earth as a construction material. • To promote earth building technologies which are environmentally benign. • To liaise with other groups or individuals, both in Australia and internationally, who have interests in promoting earth building. Earth Building Earth Building is the practice of building using unfired earth material. Earth is used to construct walls, floors, roofs and even furniture, fireplaces and ovens. It is a building technology with an 11,000-year-old history and tradition, which is utilised worldwide. Today it is estimated that between one third to one half of the world’s population are housed in earth homes. BUILD IT 2018

The common feature in all earth building techniques is that the earth material is subsoil that is composed of clay, silt, and sand where clay is the binder or cementing ingredient and that the drying process is through the evaporative effect of sun drying.

Earth Building Techniques Perhaps the best known techniques are: Mudbrick/Adobe Mud brick is the most popular name used in Australia to describe bricks made from various compositions of soil and dried at air temperature in the brick production stage. There are almost as many ways of making mud bricks as there are mud brick makers. With puddled mud bricks, the moisture content is quite high and the texture is that of mud or dough. The material is poured or moulded in simple bottomless moulds. The mould is often lifted off immediately and the brick left to dry through evaporation. When dry mudbricks has a density of around 1750kg/m3. Rammed Earth (Pisé) Rammed earth is damp or moist earth, with or without any additive, that is rammed (tamped) in place between temporary moveable formwork. It is a solid masonry wall which does not have, and does not need, any cavity. Since the 1970’s cement has been used as a stabilizer in rammed earth and with the addition of a waterproofing additive stabilized rammed earth has proved itself capable of competing with other forms of masonry walling on price, serviceability and speed of construction. It has become popular with architects and engineers winning many awards along the way. Australia leads the world in modern rammed earth construction, both in quality and volume of projects built. When dry rammed earth has a density of around 2100kg/m3. Whereas traditional Pisé was often rendered to hide the marks of rudimentary formwork modern rammed earth both stabilised and unstabilised are most often left as off form finishes to expose the true natural beauty of the finished earth wall. Appropriate, Renewable, Sustainable Technology Earth building is an appropriate, renewable, sustainable technology. We believe it is exactly what the world needs today to provide safe, durable, comfortable and desirable homes. Those who have owned or lived in an earth home would know and appreciate this. Earth building is appropriate technology because it is simple and available to everyone – poor or rich alike. The material is durable (100 – 400 years plus proven in Australia, Europe, England, Middle East) offering longevity rivalling modern western housing (25-50 yrs, Australia). It is adaptable, being used for footings, floors, walls and roofs utilising many techniques.

Many designs and methods of utilising earth have been developed around the world to suit various climates and cultures. Earth is a very attractive building material, in harmony with the local environment from which the material was found and especially when used with other locally sourced, natural building materials. The aesthetic beauty and also comfort can be enhanced if local vernacular building styles are utilised. Local indigenous or traditional building styles often use climate responsive designs and are appropriate in relation to other environmental factors like weather and natural hazards. Earth Building is renewable technology because the material is often simply borrowed from the earth for the life of the building and can be reused and recycled indefinitely as a building material or returned to the earth. The energy used to dry the earth into bricks or monolithic walls, floors or roofs is solar energy because in earth building the earth is sun dried through evaporation. The thermal mass of earth can be used to store both warmth and coolth, balancing diurnal fluctuations in temperature in all seasons. Earth building therefore uses basic solar technology to produce the building and maintain comfort. Earth building is sustainable technology. The use of raw unfired earth as a building material dates back to 9000BC and today it houses one third to one half of the world’s people. The material is abundant and widespread, uses very little energy in the entire process from raw earth to building, is durable, and its properties make it an excellent choice for climate responsive buildings. These buildings achieve thermal comfort and a degree of free running through consideration and selection of the appropriate method design. As previously stated, earth can be easily recycled and reused. Its sustainability credentials outshine any modern material in any life cycle analysis; from the embodied energy in creating the building through the reduced energy used in its long life, in maintenance, heating and cooling, to demolition and reuse.
