PRESIDENT’S COMMENT
INTRODUCTION
From the President
Rebuilding the state’s economic growth!
T
he NSW Government’s 2020/21 budget delivers a record infrastructure and investment program that is designed to improve the State’s economic growth and productivity. A record $107.1 billion in capital expenditure is planned over the four years to 2023-24, including transport infrastructure (road and rail — $72.2 billion) hospitals and health facilities ($10.7 billion) and schools and educational facilities ($7.7 billion). The establishment of the ‘Restart NSW Fund’, has been set up to finance and deliver highpriority infrastructure projects such as the New Intercity Rail Fleet, Western Harbour Tunnel and Parramatta Light Rail. Over $4.4 billion in Restart funds is reserved for future projects, including regional infrastructure. The Budget supports recovery from natural disasters and positioning regional economies for economic growth and prosperity, and includes commitments to construction of transport, health and education projects.
Infrastructure Spending Includes: Sydney Gateway ($2.2 billion over four years); Sydney Metro West ($2.1 billion);
This Budget announces a further permanent increase in the payroll tax-free threshold from $1 million to $1.2 million (3,500 NSW businesses no longer having to pay payroll tax).
Sydney Metro West - Airport ($810 million); Parramatta Light Rail – Stage 1 ($655.6 million); Spring Farm Parkway – Menangle ($90 million); Mamre Road – West Sydney ($28 million); and New England, Newell, Pacific and Princes Highway upgrades ($3.9 billion). Construction of Health Facilities Includes: Royal Prince Alfred Hospital ($750 million); St George Hospital – Ambulatory Care Precinct ($105 million); Sydney Children’s Hospital, Randwick ($60 million); Shellharbour ($51.5 million), Shoalhaven ($438 million), Eurobodalla ($200 million) and Tweed ($82.7 million) Hospitals. Spending on Education is also substantial and includes: Googong, Murrumbateman and Edmondson Park schools ($320 million); Regional schools renewal program – 600 schools State wide ($120 million);
Members would recall, in May 2020, the NSW Government brought forward by one year the increase in payroll tax threshold to $1 million.
The NSW Government will also cut the payroll tax rate from 5.45% to 4.85% from 1 July 2020 for two years. Through the Skilling for Recovery program, the NSW Government will significantly increase the apprenticeship intake across Transport for NSW. It will also provide $80 million in support for apprenticeships and cadetships in the community housing and construction sectors and a further 300 traineeships will be created across NSW public sector agencies. It is clear that the building and construction industry is a signature point for the budget. Our industry, and the cascading impact it has on the economy is recognised as one of the major sectors that is being called upon in post COVID-19 environment to rebuild the nation. Simon Pilcher MBA NSW President
LED light replacement program ($157.8 million); Goulburn Police Academy ($60 million); Upgrades to courthouses and correction facilities ($100 million).

EXECUTIVE DIRECTOR’S COMMENT
INTRODUCTION
From the Executive Director
Is it time again to say ‘enough’?
T
hirty-five years ago, the Prime Minister of Australia addressed the National Parliament. Here are parts of his speech.
“… Mr Speaker, The Bill now before the house is a unique and I believe especially important piece of legislation. It stems directly from the Government’s conviction that no Government can tolerate, or in any was acquiesce, in the forms of unionism perpetrated by unions as the BLF. As I said when foreshadowing this legislation last week: “The BLF’s complete disdain for the law, their frequent resort to practices of thuggery and physical coercion, have no place in our society.” The BLF has forfeited any claim it might otherwise have had either on the community at large or on the trade union movement. The Government believes that over many years the BLF has demonstrated nothing but contempt for the system and values of Australian society. There should now be no basis upon which it can hope to elicit any measure of protection or support from our society. I know of no sense in which the trade union movement can regard the industrial thuggery practised by the BLF with anything but profound disquiet. The BLF consistently now has put itself out of line with the mainstream of what legitimate trade unionism is about. It is for this reason the government expects that the legislation now proposed to this house will get – indeed already has got — the necessary level of support from the trade union movement. The Government for its part is determined
to create a new industry environment in the building industry, an environment of greater peace and substantially improved industrial relations • With benefits to both workers and employees and for employers; • And for the economy as a whole The Government has not begun lightly this legislative initiative against the BLF. To propose as we now do measures which could result in the cancellation of the registration of the Builders Labourers’ Federation under the Conciliation and Arbitration Act, or the effective equivalent of such deregistration in parts of Australia, is a major step – not least for a Labor government. But there comes a point at which Government has to say – enough. And we have done that. We and other involved with industry have shown indeed considerable patience in the face of repeated failure by the BLF to adhere to industrial agreements.
would also expect employers to honour their obligations in relation to an appropriate standard of industrial behaviour – including by adherence to procedures of the building industry agreement, by refusing to pay for time lost during strikes and other industrial action, by ensuring that safe working conditions are applied and by seeing that employees are enrolled in building industry superannuation. What builders need to understand is that in the longer term their interests, and the interest of the community, depend upon having a rational system of industrial relations within which there is, as there appropriately should be within a democracy, the opportunity for legitimate trade unions to put points of view and for there to be rational interchanges between employers and organised workers. This relationship obviously hinges on the parties to the relationship being able to rely on there being civilised behaviour within the industrial environment. We intend putting an end to this situation.
There are many aspects of the BLF approach that are thoroughly reprehensible by the standards of contemporary society.
I suppose, Mr Deputy Speaker, it doesn’t need to be emphasised, but I do make the point with the background I have in the trade union movement it gives me no pleasure to have arrived at this situation. But it is a necessary position that we have reached now, and we intend to take the action which is necessary in the interests of this society.
The Government will require the assistance of employers, the ACTU and other building unions to ensure the success of its proposals.
We do so in the name of the country as a whole and look to this house for full and unqualified support in the action now proposed.
There will be a particularly heavy onus on employers in the industry to take a firm stand. Too often in the past employers have been prepared to do separate deals with the BLF against the best interests of the industry as a whole.
I commend this Bill to the house.”
The actions of the BLF have posed a continuous threat to the stability of the building industry, the employment of other building workers, and to the prices and incomes accord.
Further, employers have adopted industrial relations practices which have facilitated the success of the BLF’s tactics. Employers can help by not only refusing to abide the behaviour of the BLF, but even more importantly doing nothing to lend solace or succour to its position. The Government
—The Honourable Robert J Hawke, Prime Minister of Australia. This speech says it all. Thirty-five years on since the deregistration of the Builders Labourers Federation (BLF), the industry is still experiencing many of the same issues. Brian Seidler MBA NSW Executive Director

ver 10 million Australian adults are estimated to know someone who has died by suicide. Every second person is impacted by suicide by the time they turn 25. The latest Australian Bureau of Statistics (ABS) data shows that around nine (9) lives are lost per day to suicide. These statistics, based on 2019 data, was released by the Australian Bureau of Statistics on 23 October 2020. • 3,318 Australians died by suicide in 2019, which is 12.9 deaths per 100,000 people. • 6% increase compared with the 3,138 suicide deaths reported in 2018. • 9.1 deaths per day compared to 8.6 deaths per day in recent years. • Suicide was the 13th most common cause of death • Suicide was the leading cause of death among people aged 15-49 Younger Australians • As with 2018, suicide was the most common cause of death for young people aged 15-24 years. Suicide was also the most common cause of death for adults aged 25-44. Aboriginal and Torres Strait Islander Peoples • In 2019 195 Aboriginal and Torres Strait Islander peoples died by suicide.
• The rate of deaths by suicide amongst Aboriginal and Torres Strait Islander peoples over the past five years was 24.6 per 100,000 – compared to a rate of 12.5 for non-Aboriginal and Torres Strait Islander peoples. • Suicide is the fifth leading cause of death for Aboriginal and Torres Strait Islander people. Males • Males accounted for 75.4% of deaths by suicide (2,502 deaths), while females accounted for 24.6% (816 deaths). • Consistent with previous years, males are around three times more likely to die by suicide than females. • The highest rate for males in 2019 was observed in those aged 85 years and older (32.3 deaths per 100,000 males)
Other statistics • 65,000 suicide attempts each year (est.) • Each year, around 100,000 Australians attempt suicide, and it is estimated that more than 500,000 Australians have attempted suicide at some time in their life. Understating Mental Health and Suicide In The Building and Construction Industry Knowledge about mental health in the Australian Building and Construction Industry has been steadily improving – interestingly, more significantly in small business awareness and regionally. There have been relatively few systematic and evaluated programs to address mental health and suicide in the Building and Construction Industry. In response to this, the Building and Construction Industry has stepped forward, and developed programs

and support mechanisms that are genuinely innovative and see the industry positioned at the forefront internationally of work to address suicide and mental health through the workplace. Helping Shape The Culture Of The Construction Industry – For The Better Through Suicide Prevention Gatekeepers Training By building a network of appropriately trained suicide prevention gatekeepers in the Building and Construction Industry, we can strengthen our local safety net. Mental health and suicide prevention are everyone’s business, and when all of us look out for our mates, we are protecting the essential commodity in our industry, it’s people. Importance For Master Builders To Roll Out Suicide Prevention Gatekeepers Training Across The Construction Industry For workers in the Building and Construction industry, suicide seems to be a part of the reality of working in the industry. Work within the sector is highly transient with most workers employed on a project by project basis, for periods from a few weeks, to a few years. NSW Building and Construction industry
recognise that it experiences significantly higher rates of suicide and mental health issues amongst our workers when compared to other sectors.
Master Builders NSW received an overwhelming response from members and their employees residing in the Sydney metropolitan area and regional areas.
There are over one million (1,190,700) construction workers in Australia. Construction workers are six times more likely to die by suicide than through a workplace accident. Apprentices in construction aged between 15 and 24 were ten times more likely to suicide than other young people their age.
Master Builders NSW aims to deliver Connector (safeTALK) as a robust and evidence-based content. The training program focuses upon educating young people, youth mentors and adults working with young people about suicide, challenging attitudes, and teaching the fundamentals of proper engagement and suicide intervention skills.
Improving mental health is an essential part of making sure that skills obtained by construction workers in New South Wales are retained in the industry and used as efficiently as possible. We need to ensure the Building and Construction Industry represents a sustainable and safe workplace which attracts and keeps workers on their career pathways. Master Builders NSW, in partnership with the NSW Ministry of Health and Mates in Construction NSW, aims to target approximately 3,000 participants. These participants will represent as Master Builders NSW trained gatekeepers for the NSW Building and Construction Industry. Stepping Forward In Construction To Receive Training As Suicide Prevention Gatekeepers
Empowering apprentices as a community and worksite gatekeepers is an effective way of promoting mental health, resilience, and helpseeking amongst young people. The course empowers apprentices with the skills they need to recognise and help with mental health problems and crises in their friends, and to get the help of an appropriately trained adult quickly. Research shows us that young people often turn to each other in times of stress and upset. Friends often attempt to support each other in ways that mean they try to take a lot on. The structured, evidence-based program teaches them not to seek to take on these problems alone, and when they should get a trained adult involved.

Knowing the signs of suicide allows young people to serve as a potential lifesaver not only on construction worksites but also anywhere and in many situations in their lives. Master Builders NSW Is An Avid Supporter Of Suicide Prevention Gatekeepers Training We recognise though that more needs to be done to ensure that the whole industry aligns to the goals of reducing the tragically high rates of suicide and delivering better mental health outcomes for all in the industry. Gatekeepers training has shown to positively affect the knowledge, skills, and attitudes of individuals regarding suicide prevention. Gatekeepers training is successful at imparting knowledge, building skills, and moulding the perspectives of individuals. Cohort studies have reported promising results with a significant reduction in suicidal ideation, suicide attempts, and deaths by suicide.
• 95% of participants said that they were either very confident or mostly confident to help someone at risk of suicide
Response From Participants Having Completed The Suicide Prevention Gatekeepers Training To date, Master Builders NSW has trained four hundred and seventy (470) participants from a variety of backgrounds and experience. Our trained participants are domiciled in a broad range of geographical locations, i.e. Sydney Metropolitan, Central Coast, Newcastle and Port Macquarie. • 50% of the participants trained were trade apprentices; • 99% of participants intend to tell others that they will benefit from gatekeepers training; • 90% of participants said that they were
The Suicide Prevention Gatekeepers Training sessions will recommence in 2022 at Master Builders Head Office, Forest Lodge, other Master Builders NSW regional offices and various TAFE NSW campuses. The Suicide Prevention Gatekeepers Training session is also deliverable at Master Builders members preferred worksites (minimum of 10 participants). The cost of attending a safeTALK workshop is FREE as the NSW Ministry of Health fully funds it. Licensed builders and swimming pool license builders will receive 4 CPD points. lectricity is identified as a high-risk harm in the SafeWork NSW Building and Construction Work Health and Safety (WHS) Sector Plan to 2022, as contact with live electrical equipment is a major cause of serious injuries and fatalities in NSW workplaces. Workers compensation data over a three-year period to 2016/17 shows that when it comes to contact with electricity, there were:
• five fatalities • 1,504 claims at a total cost of $8.7 million • a total time lost of 3,141 weeks.

Employers can ensure workers are protected when working around electricity and at heights by ensuring:
SafeWork will also be working closely with Fair Trading on these site visits to ensure that electrical work is being conducted in accordance with the Wiring Rules and associated standards for solar installations.
• all electrical work on-site is conducted by a licenced person
Below are some tips to help you have a safer site for your workers. Each site is different, and hazards could differ from site to site.
• falls from heights protection equipment required to do the job safely is identified at the time of quotation and in place before work commences
• all electrical equipment used is tested and tagged and is used in conjunction with a residual current device (RCD or safety switch)
The construction industry accounted for 20.1 percent of contact with electricity claims, with electricians and other miscellaneous labourers the two leading occupations impacted. Electrical Safety in Construction — Site Visits from November 2020 From November 2020, SafeWork inspectors are visiting construction sites state-wide, targeting general electrical safety. Inspectors will be visiting construction and demolition sites to assess compliance with WHS laws and Australian Standards AS/NZS 3012 — Electrical Installations — Construction and Demolition Sites. Inspectors will be talking with principal contractors, health and safety representatives, and workers, focussing on temporary power installations, interactions with overhead and underground services, electrical testing of power tools, leads, and other site equipment and checking that electrical work is being completed or supervised by licenced workers. Where necessary, referrals will be made to Fair Trading for further action. Safe Solar Installation — Site Visits from November 2020 Solar installation work is increasing in NSW due to rebate opportunities from the federal and state governments and the technology getting cheaper. We looked at 37 serious incidents reported to SafeWork NSW between 2017 and 2020 involving roof-top solar installation and found that most involved falls from heights — off ladders, through skylights, and off roofs. There were also a number of electrical and falling object incidents. Inspectors will be visiting sites state-wide to check compliance and talk with solar installers and their workers on how to work safely when installing roof-top solar. Inspectors will focus on using the hierarchy of controls when it comes to falls protection, including ensuring roof rails or scaffold is in place as the preferred protection, and where this is not practicable, compliant harness-based systems of work are implemented. UPDATING STANDARDS
WORKPLACE, HEALTH & SAFETY
ISO 45001
Update on ISO International Safety Standards ISO 45001:2018 is the international Standard for Occupational Health and Safety Management Systems. It is the base document in the ISO 45000 suite of OH&S Standards.
Occupational

ince its publication on the 12th March 2018 and its National adoption 17th October 2018, a flurry of sibling documents has flowed freely.
health and safety
To date they consist of: • ISO HB45001: Handbook for small organizations: a simple language explanation of how ISO 45001 can be applied by smaller organizations. This will benefit OH&S performance in the SME sector, where OH&S competence can be limited, and OH&S performance is consequently poor.
ISO 45001
• ISO 45002: The formal guidance standard for the implementation of ISO 45001 will provide generic guidance, including for larger and more complex organizations. • ISO 45003: This guidance standard on psychological health and safety at work will help organizations manage psychosocial risks more effectively, reducing poor health outcomes and extended periods of absence. Improving this aspect of OH&S management, to bring it more in line with the management of physical safety and ill-health, will deliver health and economic benefits • ISO 45004: A new standard being developed on OH&S performance evaluation will enable organizations to better measure and evaluate their OH&S performance, identify if their performance is effective, facilitate wider benchmarking and help individual organisations to target OH&S improvements. This international project is forecast to run for 36 months commencing Jan 2021. David
Solomon (Executive Officer Safety & Risk) was endorsed by the international committee (ISO TC283) responsible for OH&S Management to convene the development of the document through to completion. • ISO 45005: Managing OH&S in a pandemic: Guidance on preparing for and managing OH&S in a pandemic will help share knowledge gained from the 2020 crisis and help organizations to operate in such a way that the OH&S risks related to pandemics are mitigated and workers are protected. It will be of particular benefit to organizations
in countries where local guidance is limited and will provide an international framework of good practice. Over the coming months ISO Technical Committee (TC283) will continue to work remotely via zoom meetings with over 200 register Standards Experts from 78 countries around the world. In normal circumstances TC283 committee members meet in person twice a year with the location determined by nominating organisation such as a Certified Accreditation Body or a National Standards Body. https://committee.iso.org/home/tc283

his year homeowners have spent more time at home than ever before with plenty of time to plan and organise those much-needed renovations. Thanks to the HomeBuilder scheme launched in June there has been a huge boost for home renovations demand in New South Wales. Over the three months to August 2020, there was $672.6 million worth of home renovations building work approved across the state — with the value of August approvals leaping by 23.2%. According to Master Builders Australia Chief Economist Shane Garrett, “the pipeline of home renovations work in New South Wales is set to remain strong for a number of years to come. Research shows that houses in the 30 to 35year age bracket are the most demanding in terms of the need for renovations work. This is due to detached house building reaching its highest volume on record in NSW during the late 1980s, meaning that a very large number
of houses in the state will come due for repairs, maintenance and major renovations jobs over the next few years.”

A NEW ERA FOR SHOWERS IN AUSTRALIA
Thermostatic showers popular in the UK and many European countries for nearly 30 years are now available in Australia through Therm-Oz Showers Pty Ltd. The Australian standard for this type of shower valve (AS4032.4) is now in the WaterMark scope and the AS/NZS3500.4:2018 Plumbing code. The Therm-Oz thermostatic shower valve is fully WaterMark approved, Licence WMK26224 and can be legally installed, with a five-year guarantee. A thermostatic shower mixes water to a set constant temperature, even if other taps, toilets or washing machines are in use. If the cold-water supply to the shower were to fail, the shower will instantly shut off, preventing any chance of scalding. The shower is turned on with a simple twist of the right handle, using a quarter turn ceramic disc valve. The temperature is controlled by rotating the left handle and limited to 38째C as a safety feature by an override stop button. Depressing this safety button allows the user to rotate to
ADVERTORIAL a higher temperature up to 45째C maximum, or rotate the handle in the opposite direction for a cooler shower. Cool-Touch technology ensures a low surface temperature of the valve, safe to touch or hold while showering. The surface temperature will not exceed 20째C when operating at 38째C. Therm-Oz is ideal for families with young children, the elderly as well as those who require assistive care while still giving that desired European styling for family bathrooms and ensuites. This new product is a safer choice for your home and more water efficient, as water is not wasted while manually adjusting temperatures. There are no electrics; it is simply a far more efficient way of mixing hot and cold water. The Therm-Oz thermostatic shower valve is available with or without the chrome slide rail, handset, hose and soap dish. There are many choices of shower kits and combinations available such as overhead rain heads with a diverter for a handset. For new building projects the thermostatic shower valve is supplied with a fixing bracket that allows the positioning of the shower on the wall, giving

Therm-Oz also offers a Reno Kit that replaces any two-tap manual shower over to thermostatic with no pipework or tiling alterations. It can be fitted vertically or horizontally and is suitable for all tap spacings between 230mm down to 80mm apart. These are RK-CT100 without slide rail and handset kit, and RK001 supplied with slide rail and handset kit. Therm-Oz Showers is a WA based company, supplying nationally to the plumbing merchants of Australia. rom the structural and reinforcing steels used in the construction of buildings, bridges and other infrastructure, through to the reinforcing steel used in piling cages or precast concrete components, ensuring that the construction steels being used conform with all relevant Australian and New Zealand Standards and Building Codes - irrespective of their country of origin - is of paramount importance. Notwithstanding the potential issues that can result from using non-conforming construction steels - including structural failure and the serious health and safety ramifications - in these days of widespread litigation and strict ‘chain of responsibility’ legislation, using materials that don’t conform with all of the relevant Standards and Codes can spell disaster for engineers, specifiers, suppliers, builders and contractors in more ways than one. Importantly, when it comes to conformity of construction steels, it’s not only about the steel manufacturer. Philip Sanders, CEO, Australasian Certification Authority for Reinforcing and Structural Steels (“ACRS”), explained: “When designers and procurement officers specify steel to particular standards, steel suppliers, builders, and building surveyors not only need to actively confirm that the steel they receive and sign-off for is the right steel - they
also need to confirm that this conforming steel was cut, bent, and welded so it is still compliant when it is delivered and installed on the project.”
just for reinforcing and prestressing steels, but also for structural welded sections manufacture, covering CC1 to CC3 to AS/NZS 5131, which are increasingly used in construction.
“In short, even the best steel in the world can easily be ruined by inappropriate processing or fabrication - and if the steel was the wrong steel in the first place, the best steel processing, or fabrication won’t make it right… and that’s why ACRS 2-Stage steel certification is so important,” he added.
Philip Sanders commented: “You cannot just accept certification of the steel mill (Stage 1). You need to know what arrives on site. Is all the steel you expect? If it is, has it then been properly processed or fabricated?”
THE BENEFITS OF ACRS 2-STAGE CERTIFICATION Adapted for Australian and New Zealand conditions from European best practice for high-risk building materials, ACRS’ integrated, 2-stage certification system certifies both the steelmaking at the mill and again the last point at which the steel properties can be changed before delivery and installation in the structure. Known as a “bookended” system, the type of 2-stage certification is far more robust than a single point certification of either just the mill, or just the processor or fabricator (or of one stage being certified by one certifier and the second stage by another). As ACRS steel certification covers both ends if the supply chain, the ACRS 2-stage system inherently includes full materials traceability - not
“Historically, Australia and New Zealand have accepted a more relaxed product verification regime at the processor or fabricator (Stage 2) level than most developed countries, and these less onerous requirements have saved builders significant time and money in checking and testing costs.” “However, in today’s dynamic market with global sourcing and supply, we can only maintain our traditional approach by the use of expert and independent certification systems to provide the minimum necessary assurance of both steel manufacture and equally the supply of that steel to site,” he added. “If not, as shown increasingly over the past few years, there will be more poorly performing structures as non-conforming materials are substituted for those the customer, and the public have been led to expect.”

Legal Expenses Insurance Legal Expenses Insurance is an emerging product in the Australian insurance industry, and Master Builders Insurance Brokers would like to help you understand how this cost-effective insurance solution can protect your business.
L
egal Expenses Insurance provides coverage for the costs associated with legal representation. This policy is not just limited to cover defense costs but can also be used for pursuit of a claim relating to contractual disputes, property ownership, occupation, and more. How often have you been left with a dispute at the end of a project, be it with a property owner, subcontractor or supplier? We hear too many stories of our builders being caught in contractual disputes, with little way out other than to front the costs themselves or undertake legal action. This policy allows builders the opportunity to obtain legal representation for these issues, to recover monies owed and successfully defend against litigation. With contractual disputes and litigation increasing in recent years, especially within the building industry, further support for legal representation is essential. Differing to your Contract Works and Liability Policies, Legal Expenses Insurance does not rely on third party property damage or injury for
the cover to respond. It is also not restricted to claims that will arise out of your liabilities for costs and damages but can cover other legal issues your business may encounter outside of these matters. For example, a Contract Works and Liability Policy can insure against the resultant damage caused by faulty workmanship or defective materials – but will exclude the defect itself. Legal Expenses Insurance could then be used to enforce the debt you may be owed by the subcontractor that performed the faulty works. In summary, the policy protects you and your business from legal expenses (up to the sum insured value) associated with: • Breach of contract with suppliers/ manufacturers/ subcontractors • Payment disputes • Unfair allegations of faulty workmanship/ not complying with the contract • Workplace prosecutions The policy requires a merit of success assessment and also has a co-insurance clause, meaning a percentage of the legal fees are payable by the builder. These measures assist both parties to settle disputes in a reasonable timeframe and maintain a financial incentive in finalizing the matter. Legal Expenses Claim Scenarios 1. A builder was engaged for a residential renovation. The usual quality standards were in place and the project was delivered
on time, however the final invoice remained unpaid by the due date. Upon follow up, the owner refused to pay the final invoice claiming poor finishing. The builder offered to review, however the owner refused access to the property and ceased further communication. The only option left the insured was to undertake legal action against the owner to recover the final payment. They were successful in court for recovering damages of $45,000 with the legal costs coming to a total of $17,000. 2. A builder had an agreement with a supplier to bulk buy a large volume of roofing tiles for some upcoming projects, securing a significant discount. Part-way through the agreed period, the supplier terminated the contract and ceased to supply the tiles to the original specification. The builder was forced to seek a replacement supplier who charged significantly more. The insured sued the original supplier for breach of contract and sought damages of $32,000, being the additional cost resulting from the breach. The legal costs came to a total of $11,000 in pursuing the original supplier and obtaining an out of court settlement. Master Builders Insurance Brokers can source both $100,000 and $250,000 limits of indemnity for this cover. Create raised floors on balconies, podiums and green roof tops Designed for creating raised floors in external applications, such as balconies, terraces and green roofs, Buzon’s Award Winning Pedestal system can be used with any type of concrete or stone paver, timber decking of all types and metal or fibreglass grid systems. The PB pedestal is suitable for many different types of applications and designs. They are perfect for creating both residential and commercial spaces and the design makes it easy to adjust and allows quick and sturdy installation of natural stone pavers, porcelain tiles, concrete pavers or decks made of timber or composite decking. A key benefit of this innovation is the patented slope correction device. This gives up to five percent fall compensation achieving a perfectly level floor finish, simultaneously allowing for positive water run off at structural slab level.
range of interchangeable spacer tabs of 2mm, 3mm, 4.5mm, 6mm, 8mm and 10mm, allow for precise gaps between pavers and provide positive drainage without any concern for ponding or flooding. Using the Buzon Pedestal replaces the use of sand and cement when laying pavers, therefore eliminating efflorescence and algae and reducing weight-bearing loads on the building structure. In addition the pedestal also improves thermal insulation and reduces sounds transmission. In commercial urban environments where space is at an ever-higher premium, a building’s roof level is potentially a rich source of usable

NSW President’s foreword
Our salute to an industry that builds excellence
W
elcome to the Master Builders Association of NSW Excellence in Construction Awards for 2020 — a very different Awards presentation, yet an extremely important celebration of what is the best of our industry. During these difficult times, when the Association’s main focus has been keeping our industry open, viable and working safely, and now rebuilding the nation in a post COVID environment, this recognition of excellence will allow all of us to share the extraordinary ability of our industry. It is most satisfying to advise that this year, the judges considered all entries, safely and carefully, noting our industry has once again produced magnificent construction outcomes. I thank the judges who freely donate their time and experience — to examine, evaluate, deliberate, and make very difficult decisions when considering all entries. The winners were announced on Friday 20th of November, hosted by television personalities Johanna Griggs and Peter Colquhoun.
All projects entered were considered for the Master Builders Association major award — the 2020 Outstanding Construction Award. This year, the prestigious award went to Richard Crookes Constructions for the UTS Central Building Project at Ultimo. Congratulations to Richard Crookes Constructions and all entrants and winners in this year’s awards. I thank the sponsors who continue to support this great industry and the Awards Presentation. So, to an industry, that employs more full-time people, engages the largest number of small businesses, and trains more apprentices than any other sector across the nation — Master Builders salutes you and your achievements. We hope you enjoy the Awards. Simon Pilcher MBA NSW President

OUTSTANDING CONSTRUCTION AWARD RICHARD CROOKES CONSTRUCTIONS UTS Central Building, ULTIMO
The judges chose the UTS Central project as the overall winner of the 2020 outstanding construction award. It is an expression of innovation and sustainable design excellence. Key features of this modern 5-star, Green Star-rated, Smart building include the twisting cantilevered tower with curved double-glazed facades, the double helix access stairs, plus the high-spec integrated fitout of facilities and the Hive Super Lab. Green roof spaces and terrace with interconnected winter gardens complement the building design. UTS Central Smart building (Coforge) features intelligent sensors, which inform the system’s decision to adjust the air-conditioning to suit the occupants in a space. The technology also manages the various room bookings, notifying meeting attendees if they have been reallocated rooms based on the actual attendance at the time of the event. This system has future potential for predictive changes using Bureau of Meteorology data, which would see the building sense weather changes and intuitively adjust. The Richard Crookes team, working in conjunction with UTS management, the architects, consultants, and subcontractors, collaboratively delivered this world-class building with exceptional finishes. Congratulations Richard Crookes Constructions and all who were involved in this showpiece project.

RESTORATION / ADAPTIVE RE-USE OF AN HISTORIC BUILDING $1,000,001 – $5,000,000
Carfax has completed this restoration with obvious care and sensitivity to not only upgrade the interior of the two-level cottage to suit its heritage roots, but also fit for occupancy by renters who want to enjoy the experience of the 1850s Neilson Park cottage with modern bathroom facilities. All the trade work blends well with the original finishes including stonemasonry, carpentry and joinery, termite repair, dampcourse replacement, plus repair of hardwood floors and ceiling restoration. The work took four months, with careful sequencing of specialist work to avoid damage to works already completed.
Lowy Institute for International Policy, SYDNEY The Lowy Institute occupies a 137-year-old heritage-listed building in Bligh Street, Sydney. Originally, it was ‘The NSW Gentleman’s Club’ and is a well-known colonial landmark. Dynamic Projects has restored the building to its former glory and upgraded it so that it can be used as a modern working office. This included a new platform lift for the disabled and careful modification of the external sandstone entry. Internal décor has been preserved with careful French polishing of the timberwork and restoration of the heritage wallpaper and feature ceilings. This restoration exhibits great workmanship lovingly carried out.

RESTORATION / ADAPTIVE RE-USE OF AN HISTORIC BUILDING $5,000,001 – $10,000,000
RCC INTERIORS Darling House, DAWES POINT Darling House was originally hand-built by convicts in 1844, is state heritage listed and located in Sydney’s historic Rocks area. It had become a run-down hostel consisting of two buildings. RCC Interiors partnered with Morrison Design Architects to transform the buildings into a three-level, boutique aged care facility for eight residents. Major structural works were initially required to enable the building to conform with modern safety and fire regulations and ensuites have been incorporated into each apartment. The new building finishes have been carefully installed to match the prevailing 1920s décor. The quality of the finishes, joinery and overall attention to detail are all excellent.

RESTORATION / ADAPTIVE RE-USE OF AN HISTORIC BUILDING $10,000,001 – $50,000,000
HANSEN YUNCKEN Inner Sydney High School, SURRY HILLS The project involved the internal refurbishment and upgrade of three heritage buildings along with site-wide infrastructure upgrade, heritage facades and all DDA-compliant interface accessways. The project team was required to plan all material handling activities, as the three heritage buildings relied on a single tower crane. Additional to this, there was significant lead paint and dust remediation exercise required prior to works commencing. The internal demolition had to be completed under the strict supervision of the heritage architects and structural engineers. Service upgrades were completed supplying the entire building with a ducted air-conditioning system, ICT, AV, electrical substation, and sprinklers. The fitout was a major feat in that all heritage elements were left intact. All external heritage windows had acoustic treatment applied. These treatments, along with the internal finishes, were designed and installed to provide compliant acoustic ratings for teaching spaces. The Hansen Yuncken team has overcome significant challenges to deliver a one-of-a-kind project.

ADAPTIVE RE-USE OPEN PRICE CATEGORY
The David Jones department store has been a Sydney icon for more than 100 years. The challenge was to modernise the building while maintaining normal trading and to increase its area from 26,000m2 to 34,000m2 — consolidating two buildings into one. The client wanted the building to be “the best department store in the Southern Hemisphere”. Mainbrace has achieved this — classic ambience prevails everywhere. Most work took place at night and involved the progressive strip out of each new floor and the provision of new escalators and upgraded lifts and stairwells. New services and a complete fire upgrade were required, along with a new air conditioning plant and substation.
Ballarat House, SURRY HILLS This five-storey commercial building was originally constructed in 1916. Beach Constructions’ works included the total restoration and recreation of Level 5, adding a mezzanine level. Little working space existed for the builder, who completed the works in less than 12 months while all other floors were occupied. This was particularly difficult as the roof had to be removed as part of the two-level solution. The works involved the complicated rearrangement of heritage structural timber, steel plates and beams, plus patching and repairing the old hardwood timber floor. Specific fire solutions were also developed and implemented, as with the additional mezzanine floor, the building exceeded 25m minimum height. Patterson Building Group was appointed by the Office of Environment and Heritage as head contractor to undertake the refurbishment of the Minnamurra Visitors Centre and Lyrebird Cafe. The project involved the refurbishment of the existing visitor centre including upgrades and improvements to the main entry, removal of internal walls and staff accommodation. The works incorporated new kitchen facilities, toilets, roofing upgrades, services, feature timber walls and ceilings. New washed concrete pavements were added to the exterior of the building. The works required the complete strip out of the old building, leaving only the structural-steel skeleton.
2 Market Street, SYDNEY This project involved the refurbishment of the lower floors and foyer to both Market and Kent streets. The Ground Floor lobby works comprised increasing the gross floor area by moving the building entrance towards Kent Street and filling in a large double-height void space with lobby area. The gross floor area was extended towards Kent Street, enabling a large café and dining. The large void space was in filled with a large steel structure, housing the business centre and amenities. Throughout Level 5 and 7 a new stone floor and wall cladding were installed, with lift upgrades. The project was undertaken in a fully occupied building, with approximately 5000 people transiting through the building’s spaces each day.

Following a successful early contractor involvement period, the design and construct project was undertaken across eight commercial levels and two basements as well as conversion of the vacant roof into a rooftop garden and entertaining facility. This project involves a base building refurbishment and fitout, including façade glazing replacement, structural-steel installation and some basement excavation works. Structural works consist of new service risers and infill stair penetrations. In addition, the works incorporated new lifts, lobby area, windows, amenities, end-of-trip facilities, rooftop garden works and extension of the fire stairs. The works were well executed, and the standard of finish was consistent.
Angel Place Lobby Upgrade, SYDNEY The refurbishment comprised five stages to modernise the internal and external portions of the building’s lobby and façade. The project was split into two overall phases, with phase one being the northern lobby, characterised by a high-level feature lattice ceiling, Rosso marble, plant life and multi-use spaces. Phase two focused on the external façade, street entrance and new automated entry doors. This project’s difficulty was due to the office building having some 4000-plus staff travelling through the entry every day. The finishes were highly specified and required significant research to ensure the construction was completed in the shortest possible timeframe and to the highest standard.

The main works were the upgrade and reconstruction of the Western podium, which included the creation of a new end-of-trip facility accessible from the basement, new ground floor office space with large skylight, rooftop breakout space for commercial use and new retail tenancies in King Street, a bespoke glass façade upgrade and new lobby space with a double-height atrium, collaboration spaces and café. Major plant and equipment replacements required full shutdown of Kent Street on two occasions to set up a 400-tonne mobile crane to lift the new plant. Other works included new base building security systems, and some service and compliance upgrades to achieve a five-star NABERS rating.
The Locker Room, Sydney Olympic Park The Locker Room is a significant addition to the Sydney Olympic Park precinct, bringing a premium hotel to both the growing local population and the Sydney sporting community. Challenges were access off the iconic Olympic Boulevard, the relocation of all existing inground services before project site commencement and the existing concrete stair demolition. The innovation and installation of the curved glass facade required extensive planning and preparation. The facade offered an alternative architectural approach to the Locker Room Hotel and positioned it as a landmark. The glass is complemented by the use of external monument fin louvres, which capture the correct amount of heat and sunlight.

BUILT Sovereign Resort Expansion, PYRMONT Built was engaged to design and construct the extension of the Sovereign Resort incorporating world-class VIP gaming facilities. The project consisted of three major phases: an early works phase relating to high-risk column strengthening and foundation upgrades across multiple levels; the main works — demolition of existing indoor gaming and outdoor areas, a new structural extension including 1700 tonnes of structural steel, concrete topping slabs and infills to create a single-level floor plate extension; and a highend fitout. The fitout has high-level features that underwent detailed planning, design, and quality workmanship. The ceilings, a key feature, involved installation of fibreglass and plaster moulds to ensure the highest level of quality and consistency. A new “Reflection Pond” was installed as the centrepiece at the main entrance along with a smaller water feature within the internal landscaped areas, all above existing gaming areas. The Built team adapted quickly and worked with precision to carry out these complex works in the midst of a challenging 24/7 live environment.

FDC undertook the construction after half of the structure had been completed by others. There were various complexities to the delivery of this project regardless of the change in contractor. The challenges were in the curved ‘dimple’ handmade brick façade, three-storey-high curved Cross Laminated Timber timber bell ceiling in the performance space, 33 rhomboid hood gallery ceiling and skylights, atrium construction and the extensive bespoke finishes throughout. The judges were very impressed by the programming and tight access control of the site during construction as well as the commitment to resolving and providing the very high level of detail in finishes and complexity in the use of materials.

The SHOR Project involved the construction of a 27,000m2 A-Grade Office Building over 10 levels that enabled the co-location of 11 government departments in one purpose-built metropolitan office. The judges found the construction methodology and access during construction were exceptionally well resolved. Construction, while being a straightforward design despite the V columns, was very well completed and the finishes and fitout for the offices extremely well resolved.
The Glasshouse, MACQUARIE PARK The Glasshouse comprises 38,500m2 GFA over seven storeys. The SMART building utilises new technology to increase energy efficiency, comfort, building management and security. Being the first of five proposed buildings on the site, it had very good access for excavation and construction. The structure of the 6000m2 floor plates was complicated by the atrium voids with 10 large skylights 35 metres above the ground floor. The integrated fitout of the offices for Transport NSW, including the Masterchef kitchens, the Winter Garden and the Town Hall Meeting Space, have been constructed to a very high level of finish.

MIRVAC CONSTRUCTIONS The Foundry, EVELEIGH The Foundry has earned the title of Mirvac’s first ‘groundscraper’ in reference to its large-scale, low-level design. The building spans 51,000m2 NLA and 85,000m2 GBA over six storeys with floorplates of 9000m2. There are five atriums in total, surrounded by three kilometres of balustrade and 2500m2 of prefabricated skylights that weighed 15 tonnes each. The Foundry is a composite steel frame building, consisting of approximately 8000 tonnes of Chinese-supplied structural steel. Floors are post-tensioned Bondek. The judging panel was very impressed with the Design for Manufacture and Assembly (DfMA), which is the integrated process of virtual planning and scheduling using the project’s BIM model for ease of manufacturing and assembling of components that will be for the final product. The DfMA process significantly reduces reliance on the contractor shop drawings review and coordination process. The building’s overall detail, complexity and high quality of finishes make it a clear winner of this division.

COWYN BUILDING GROUP Ravenswood Senior Learning Centre, GORDON This distinctive building is situated prominently on the school campus on the corner of the Pacific Highway and Cecil Street, Gordon. The standard of construction, both internally and externally, is extremely high, with the whole feel of the building being one of calm, befitting students in their last years of secondary school. The builder’s attention to detail is noticeable, with quality timber joinery internally and precise weathered copper screens fixed to the outside of the building. These copper screens, which were slow and painstaking to erect, when completed, effectively locked off the facade for man and materials access during the latter stages of construction. Additionally, being positioned on the Pacific Highway, access to the site was limited by traffic constraints and also by the limited site area, effectively allowing no real materials storage on site, and no access for trucks and trailers. Finally, this modern standout building was connected to two other older existing buildings, for student/teacher access, with the builder working very closely with the school to minimise school disruption.

NOVATI CONSTRUCTIONS St Augustine’s College – Sydney Design and Technology Classrooms & Goold Buildings Redevelopment, BROOKVALE This complex project was completed in two stages. Stage One involved the redevelopment of the school’s existing library space into a new technology and applied studies design and technology facility involving a major footprint extension. Stage Two involved the redevelopment and extension of two existing buildings into a large hub of general and specialist teaching spaces. The extension also allowed for the integration of a new ‘vertically distributed’ library spanning across all levels. Several construction difficulties were encountered. The main concerns were the manufacture of curved elliptical louvre screen elements, the design and manufacture of largeprofile custom facade louvre blade elements and the evolving and elaborate joinery design process. This is a building of architectural merit that presented unique challenges for the Novati team. It met and overcame the challenges by delivering and outstanding facility for the teachers and students.
It’s an example of our belief that high-quality and sustainable construction has the power to positively shape human experience, now and for the future. Working closely with architects, Neeson Murcutt + Neille and the client team, Prime Constructions completed the complex structure to an award-winning standard, on what was a challenging site. When your project is of significance, choose the construction partner with the collaborative approach, technical skills and attention to detail that will create lasting quality.

PRIME CONSTRUCTIONS Barker College – Rosewood Centre, HORNSBY The Barker College Rosewood Centre is a stateof-the-art three-storey indoor sports complex. This precinct houses five multi-purpose sports courts constructed to international standards, 12 classrooms, staff rooms, gymnasium, strength and fitness centre, corporate-style function room with kitchen facilities, viewing areas to both the indoor courts and external playing fields adjacent, a commercial cafe, and car parking for 150 cars. The facility provides the ability to showcase sporting events, hold full assemblies to the greatly expanded school, as well as a space for the wider community for weekend sport. The project was constructed in a conventional sense, however, combined the ability to stagger stacked pours to the southern structure, which enabled the remaining northern car park and courts structure to proceed concurrently. The facade’s variety of elements required specific sequencing that had to be completed prior to the fitouts of the sports courts and detailed finishes to the learning areas. This was followed with the tensioned fabric awning over a space frame steel structure.

WESTBURY CONSTRUCTIONS Woodcroft Community Centre The judges were very impressed by this nononsense bespoke building with a very complicated roof in a parkland setting. The building consists of the main community hall, kitchen, plant room, furniture storage, office, foyer, meeting room, toilets and courtyard plus external landscaping. The roof is of particular interest with its dominant curved and multi-planed structure of curved steel beams, freeform roof sheeting and rolling gutters. The high quality of detailing throughout was evident but mostly by the ceilings, by Austratus, with timberspaced battens following the flowing roofline. The construction process was well managed and well executed, with a very happy end-user group.

The new precinct has replaced a significant portion of the western side of Taronga Zoo. The total build site measures 2.7 hectares, replacing the outdated giraffe, zebra and meerkat facilities. The new precinct has created new exhibits and back-of-house facilities for lions, giraffe, zebra, ostrich, meerkat and fennec fox species. As with all zoo projects, the issues of noise, materials handling, access, and timing were critical to the success of the project. The glass lion viewing areas required 40mm-thick glass to resist a 200kg lion. The judges were impressed with the builders’ achievement of successfully completing a project of this complexity to such a high level of detail and authenticity within the built environment of the zoo.

ARENCO (NSW) AND DARACON CONTRACTORS (JOINT VENTURE) Lachlan’s Line Pedestrian & Cycle Bridge, NORTH RYDE The bridge is a complicated variable-diameter helical steel structure spanning the M2 Motorway and Delhi Road, and was positioned in four segments. All up, 350 tonnes of steel plate was fashioned into curved box section components as the primary structure, resulting in 320 unique individual members, which then supported 170 tonnes of high-grade stainless-steel decking/ walkway. The structure was temporarily erected in segments in the steel manufacturer’s yard, then dissembled and reassembled on site before being lifted into place during weekend and night road closures. The segments were transported to the bridge position by a purpose-built low loader and then lifted into place. No two pieces of steel were the same, which added to work-flow difficulties both in fabrication and assembly. Even with very restricted works due to road closures, the bridge was completed in 112 weeks, which included specialised painting. The result is a spectacular work of art and engineering masterpiece.

CARFAX COMMERCIAL CONSTRUCTIONS AGC Northern Driving Facility, ROSEBERY The project involved the construction of a new high-tech driving range facility in the centre of the Australian Golf Club’s golf course, to replace the existing building. The new facility promised protection from the weather for golfers’ practice and training in addition to increased amenities, two new tech coaching labs, gym, office, and lounge area. The construction consisted of unique high-end finishes, Aramax roofing (milled on site), German Equitone façade panels, imported tiles and carpet, and Australian blackbutt timber. A detailing problem with the Aramax roofing required an on-site solution, resolved by Carfax, thereby minimising impact to the project. The builder had to work closely with the club, with access being tightly controlled, and via another construction site, which added further limitations. This resulted in every delivery having to be precisely planned. The builder, in solving several high-end detailing issues, introduced value-adding measures. The design presented many challenges which Carfax managed well and resulting in a well-finished project.

The main works consisted of the construction of a new structural-steel roof system and roof covering, sports lighting upgrade and broadcast infrastructure service upgrades and seating etc. The project had a tight six-month delivery program to facilitate the ATP Cup. The project was delivered within a live sporting precinct in two stages; Stage 1 involved roof construction, services upgrade, new seating, and sports lighting prior to the ATP Cup. Stage 2 incorporated enclosing the building with operable doors at the higher level, providing removable timber flooring for netball events following the completion of the ATP Cup. The demolition of the existing roof structure had to be carried out in a careful structural sequence to ensure stability throughout. The new steel work was partially assembled on the ground and lifted into position to speed up construction and ensure a safe working system.

LENDLEASE BUILDING Bankwest Stadium, PARRAMATTA Bankwest stadium is a new 30,000-seat football stadium that replaces the Parramatta ‘Pirtek’ stadium. Demolition commenced in January 2017. Temporary works engineering was undertaken to safely demolish the existing roof. A concrete crusher was set up on site to crush and reuse all existing concrete from the site. Three months of civil and remediation works were undertaken to reshape 90,000m3 of spoil around the site. A combination of insitu concrete works on the west side seating area incorporating function rooms, private boxes, and general back-of-house facilities. The other three elevations, primarily seating, were built with structural steel and precast concrete. Preassembly of roof frames allowed for reduced work at heights for riggers. The adoption of bolted flange plate connections and open sections in the structural design enabled an automated ‘beam line’ approach to steelwork fabrication. 4500 tonnes of structural steel, all made in Australia, was used in the project. The overall design incorporated steeply raked seating areas to maximise the sightlines and spectator experience. Overall, the tight timeframe was achieved.

The refurbishment works included a full re-work of the existing entry zone, creating connectivity from the lobby to the restaurant and bar. The project was undertaken in a live hotel environment, one of the busiest hotels in Australia, resulting in hoarding changes to suit the hotel requirements and implementation of stringent dust control. Detailed planning and execution were required for the delivery of materials using only one loading dock in common with the hotel, noisy and dust-producing works which could only be carried out within strict timeframes. Meetings were held daily between the client and Growthbuilt to ensure that co-ordination and successful execution was achieved. The finishes were well executed and of a high standard, demonstrating a high level of skill to achieve the desired result in a very difficult working environment.

FUGEN CONSTRUCTIONS Cheers Bar Refurbishment, SYDNEY The refurbishment of the Cheers Bar in busy George Street, Sydney was undertaken in the midst of the light rail construction. The refurbishment involved a complete demolition of the pub including all ceilings, joinery, floors, and services. During the project, the gaming area was relocated, and the basement restaurant/bistro continued trading. Access due to the light rail construction was mainly through a narrow passage shared with an adjoining restaurant. The multistage construction program changed following the arrival of COVID-19 and the client requested the full refurbishment be completed swiftly due to the shutdown of the establishment. An agile and adaptable team approach was successfully adopted. Latent conditions greatly impacted the works when the existing floors on mezzanine and ground were found in very poor condition, requiring the introduction of new structural-steel support beams and new CFC flooring throughout. The low ceiling heights produced difficulties with the services and were overcome with detailed planning. The works were well executed to a high standard under difficult conditions.

Numerous detailed finishes required a high level of design and coordination input to achieve the result to Australian standards and the client’s global standards. The focus is the spiral staircase enveloped by the integrated transparent curved LED screen — the world’s first. The vehicle lifts to raise vehicles to the first floor is achieved with concealed rails and a lightweight aluminium industrial castor arrangement. Other features include the handapplied plaster wall finishes and the black metal grillage forming the high ceilings. The site was challenging, with the location in the busy Sydney CBD, and overseas design and co-ordination with Australian standards that required resolution of numerous buildability issues. The fitout has been finished to a very high standard which reflects the future of further fitouts for the client internationally.

A curved staircase leading off the ground floor forum and up inside the atrium provides a secure connection to levels 1 and 2. A large video wall extends over two levels. The new reception, façade modifications and awning upgrade works were completed behind hoardings and often out of hours to minimise disruptions to the building’s operations. Complicating the process was adjacent residential apartments, with the existing café remaining in operation throughout. The spiral stair being the central feature creates a “forum” feel to the space, the construction of which was a standout due to its level of finish. The bespoke joinery, wall and floor finishes were particularly impressive and well executed, demonstrating a well-coordinated project and displaying skilled workmanship. Interconnecting stairs are used throughout all the levels, with four sets of stairs connecting the top six levels and a complex spiral stair linking the two client-facing floors. The works were staged to ensure a smooth transition with the base builder and the relocation of 700 Norton Rose Fulbright employees. The complex spiral stair gives impressive impact upon entry. Due to the access restrictions to the floors and the shape of the stair itself, the skeleton of the stair was constructed by individually welding 1m-wide curved steel sections together to create a single solid steel structure. The stair treads and risers were then infilled and clad in timber. The surrounding curved plasterboard spandrel and the circular steel have been finished to a very high standard. The floor and wall finishes and the integration of services which are required for an office of this type have all achieved the desired result. The details and attention to those detailed finishes is commendable and impressive.

The project has a 6-star Green Star Design rating. Structural steel was used to frame the building, with difficulties in the curved facades. A moulded patterned precast concrete panel of varying sizes clads the external and upper facades. All floors were exposed concrete with varying degrees of success. Being a greenfields site, access for construction and material handling was not too difficult, but there were still some problems that needed resolving and Quasar Constructions dealt with them very well.

INTEN CONSTRUCTIONS Orange City Centre Redevelopment Project The Orange City Centre is located in the Orange CBD on the town’s main street. The redevelopment project encapsulated the space vacated by the major tenant, Myer, and provided the remaining newer section of the centre a vital thoroughfare from the main retail district. The history of the building dates to 1849. The project encompassed the complete demolition of the building’s interior and rebuilding a new, shared retail space while maintaining the significant heritage-listed building elements. Demolition took more than half of the construction period due to the structural instability of the façade and more than 40 new steel columns were erected to support the building and façade. The completed re-building of the space as a single storey with many retained heritage elements, including new doors and windows to the façade and retention of some original columns, has created a comfortable balance between the old and new. The judges have awarded this building due to its difficult retention of the unstable façade, the meticulous finish of the heritage items and overall quality of finish and construction detail.

MAINBRACE CONSTRUCTIONS North Rocks Shopping Centre Coles Redevelopment Eight months of enabling works for the North Rocks Shopping Centre Coles Redevelopment included a new fire control hub, substation removal, three new external transformers plus a new switch room, a new compliant sprinkler system, the rebuilding of security and communications rooms and restrengthening the old structure with earthquake bracing and carbon-fibre reinforcing to slabs and columns. Then, the new upgrade could start. The complexity of this project required more construction techniques on one job than many would encounter in a lifetime. It was a technically challenging project in almost every aspect.

ADCO CONSTRUCTIONS Roselands Shopping Centre Refurbishment The refurbishment of the existing old and outdated 1960s Roselands Shopping Centre while it was fully trading was never going to be easy. Significantly, the complexity of the refurbishment is unseen to the naked eye, the structural frame reinforcement and modifications were substantial, the modernisation of the services to current code and operational requirements were extensive and affected all operational areas throughout the building. Refurbishment adapted the existing centre into a contemporary mall space. Flanked by leading food retailers, Roselands has been transformed from an outdated complex to culinary destination, offering a convenient and authentic fresh food experience. This was accompanied by an additional 45 new retail tenancies, new anchor tenants in the form of Aldi and Woolworths, a new fresh food mall concept and major upgrades to entries and malls. The award goes to ADCO for its meticulous programming and technical construction management of all the difficult and complex issues within a fully functioning shopping centre.

FUGEN CONSTRUCTIONS St George Hospital – Birth Unit, KOGARAH Fugen was commissioned to design and construct a custom-built birth unit for St George Hospital, Kogarah. This was to be inclusive of water immersion facilities to improve the hospital’s overall birthing environment and capacity. All construction works were completed within a fully operating hospital environment. Construction work was carried out above the current birthing centre and Fugen had to ensure minimal disruption to staff by maintaining a safe and calm environment for patients. Structural modifications were required to increase the capacity of the existing Level 2 concrete slab. The work posed many challenges due to working within a live operational hospital environment. There were several major services affected that were impacted, with unplanned interruption to the existing hospital facilities considered unacceptable. Careful planning of the site access was required to ensure that access to the site was coordinated with the hospital operations. The site appears to have been well managed and the project completed to a high standard of finish within a tight program time under conditions of restricted access.

GLEDHILL CONSTRUCTIONS Meriden – Lingwood Campus, STRATHFIELD Gledhill Constructions worked closely with Meriden School and its architects to create the Lingwood Campus, a state-of-the-art learning facility for Pre-Kindergarten students. The project, which includes two new buildings housing four new classrooms, also incorporated the restoration of the beautiful Lingwood House, an 1880s heritage-listed house which was transformed into the administration and library facility. The Lingwood Campus was built according to the German Passivhaus principles which reduce the building’s carbon footprint by decreasing its reliance on artificial heating and cooling through a combination of high-performance glazing, insulation and quality door and window fixtures. Reverse-cycle air-conditioning is used in each classroom, with a reduction of energy inputs of 75 per cent to 90 per cent compared to a building of standard construction. Hot water is provided for washrooms and staff facilities from gas instant heaters. Rainwater is collected from the roofs into a 20,000-litre storage tank, for use in toilet flushing and landscaping.

QUASAR CONSTRUCTIONS (COMMERCIAL) Eastern Creek Quarter Shopping Centre The Eastern Creek Quarter Shopping Centre has achieved a 6-Star Green Star rating for a retail shopping centre. The centre has 1MW rooftop solar, which would generate approximately 1,500,000kWh of clean energy annually. The project recycled most of its construction waste and used more recycled products as construction materials. A 200kl on-site rainwater tank collects roof water, with the re-use system having UV filtration for servicing amenities and landscaping. All lighting is a combination of natural light from lightwells and from LED lamps. The Building Management System (BMS) incorporates extensive energy and water metering, including for the heated and chilled water loops for the air handling units. This is used to optimise the energy and water use within the building and within the individual tenancies. All paints and glues are ultralow VOC to provide cleaner air quality, and the extensively used timbers are low-formaldehyde glue-laminated or ply. Extensive use of thermal insulating materials was used in the roof, ceilings, and walls to control the internal temperatures.

TAYLOR Sydney Opera House Concert Hall Renewal Having to establish access and egress up and down, in and out of arguably one of Australia’s most iconic landmarks is not most people’s idea of fun let alone choice of work. But that’s exactly what Taylor Constructions did deep inside the inner workings of Sydney’s Opera House. Designing safe ways in and around the inside uppermost part of the iconic sails is no easy feat. Bearing in mind that most structural elements of this wonderful building are heritage listed with a bevy of eyes on the inside that rival the ones outside. Having to upgrade and replace critical engineering components, requires time and patience. A well-coordinated approach and cooperative relationship with the trusted custodians was evident, in that the Taylor’s site team was intentionally set up six months ahead of the project start date to take on the problematic situations ahead of them. Throw in a few 24hr real time cameras to capture every motion without any damage or incident and a dedicated engineering team from Austria to undertake the detailed work, makes for a worthy Merit in a competitive field.

Never waste time again using a jackhammer to chip away concrete piles! • Powerfully Efficient, Safer, Quicker • Rapid pile reduction via hydraulic cropping as opposed to traditional manual / jackhammer • All types of concrete piles • Variety of croppers for different piles
Painful piles are a thing of the past! What is a pile cropper and what is it used for? Mounted to a 360 degree excavator, pile croppers are used in all sectors of the construction industry, from housing to commercial, public to private, to utilities, road and rail. When lowered onto the pile itself, the hydraulic system operates the jaw(s) which allows the pile cropper to cut the pile and cause the concrete to break away, leaving a level finish as a result. A pile cropper can also cut precast piles from 150mm to 600mm, ensuring that construction workers can get the job done as safely and efficiently as possible. In addition, some types of cropper will easily fit into tight spaces, making it possible to work efficiently in small areas, and also allow for easy removal of cut piles to a dumper or designated area.

When design is so good that it removes all the traditional workers from the direct coal face and places them in an armoured machine at a distance, it is a pleasure to judge safety in design at its best. With the invention of the pile cropper, manual labour was replaced by machine and in doing so, all the risks associated with pile cropping were also eliminated as low as reasonably practical. Hard to beat, and congratulations to Australian Pile Croppers.

FDC CONSTRUCTION & FITOUT Phoenix Central Park, CHIPPENDALE Phoenix Central Park is a private art gallery and performance space, with a curved ‘dimple’ handmade brick façade — one of the most complex use of bricks. The bricks were custom made, with a whitish residue on the face, by Krause Bricks in Stawell, Victoria. The dimple wall around the large round windows was developed in consultation with the bricklayer, Favetti Bricklaying. The brick ties and connection details were worked through in consideration of the profile of the dimple and frill. As the bricks had no frogs, double rebates had to be cut into the top and bottom of every brick to achieve a bond. Every brick had been drawn individually with window openings worked to brick bond and gauge which were followed meticulously. The result is stunning and faultless and the difficulty clearly obvious to any trained eye.

NSW President’s foreword
Confronting challenges head on has paid off again
I
n March this year, when Australia began to experience the impact of COVID-19, the number one issue for the Master Builders Association was, and continues to be, to keep the building and construction industry open, and that the industry’s status as an “essential industry” is maintained. That is what the Master Builders movement has achieved. The industry is considered an essential industry and I must say the challenges and obstacles the pandemic put before us, were taken head on. The industry worked safely, collaboratively acknowledging and incorporating social distancing practices and protocols at our workplaces. It is worth pointing out that the construction industry is the largest employer of full time employees. Our sector engages the greatest number of small businesses, more than any other industry and the building and construction industry trains more apprentices than any other sector. The construction industry’s contribution to the gross national product is about 9% and we employ around 1.2 million people nationally and about 380 thousand in NSW. As we rebuild in the post COVID-19 environment, we should not forget the cascading impact on the supply chain of our industry which is simply enormous; white goods, carpet, floor coverings, lighting, mechanical services, furniture and the list goes on — not to mention all the resulting employment and small business opportunities which are reliant on the building industry, and which flows into the nation’s economy.
This publication celebrates and recognises what is best about our industry — it showcases the built environment and its contribution to the social fabric of the community — and we should all be very, very proud. This year our industry has yet again produced magnificent quality and exceptional levels of construction, with the judges conducting on-site inspections of the projects worth over $500 million in the Newcastle and Hunter environs. On behalf of the Master Builders New South Wales I offer my congratulations to all the entrants and winners. I thank the judges, who I should add, freely donate their time and expertise to examine, evaluate, deliberate and make very difficult decisions when considering all entries received. I thank the sponsors who not only support the industry but also these Awards presentation. Congratulations! Simon Pilcher MBA NSW President
It is against this backdrop that the industry has once again produced magnificent outcomes for the built environment.

RESIDENTIAL BUILDER OF THE YEAR
ABLIJ Robinson Residence, Bar Beach Phone: 0402 127 897 Architect/Designer: Liquid Architecture Newcastle With elements of the client’s brief that included “no leaks, no squeaks” and “build a submarine”, the challenge was clearly laid out for the builder, in terms of responding to the rigours of a site environment that would be unforgiving when exposed to weather extremes. The test of meeting such criteria was further compounded by the highly architectural design of the building. On the evidence of the finished product, it is apparent that the builder has risen to meet these challenges, thereby delivering an outcome of the highest quality.

SORENSEN & CALDON BUILDERS Harrington Project, Harrington Phone: 02 6551 0445 Architect/Designer: Karen Burke The finished product shows no sign of any compromise in quality that could have arisen from narrow access, around a water tower, and the building being located high on a steep, highly exposed site, that is effectively a sand hill. Though the dwelling incorporates a wide palette of materials, it is the inclusion of first class timber finishes that make the strongest contribution to its character. This is a home that oozes quality.
ABLIJ Robinson Residence, Bar Beach Phone: 0402 127 897 Architect/Designer: Liquid Architecture Newcastle This dwelling is characterised by its highly technical and angular architectural features, which have posed some major and unusual challenges for the builder. The construction of the building also needed to respond to the rigours of a site that is at the front line of exposure to an aggressive coastal environment.

A safer, faster way to trim and crop concrete piles Australian Pile Croppers have been awarded winners of the prestigious Master Builders NSW Site Safety — Civil Construction category at the 2020 Excellence in Construction Awards, run in conjunction with Safework NSW. The award was given for the machine rental options offered by APC which are now available in Australia, and in particular the unique APC Quad Large Pile cropping machine. Australian Pile Croppers offer rental equipment which allows a rapid mechanical system of pile reduction with a proven methodology that saves construction companies both time and costs in addition to a wide range of OH&S benefits. The use of pile croppers allows minimal human interaction with the pile during the breakdown process, which greatly improves safety for workers on site by reducing the number of potential hazards — and in some cases eliminating the risks completely. The unique, and particular patented machine designs are part of, and form, a continuous machine improvement program with regionand country-specific cropper requirements addressed at the design stage. This design philosophy allows agile product development and ensures client expectation is surpassed with innovative, practical machines that do exactly what they are designed to do.
With a wide range of specialist cropping equipment manufactured and proven in the UK`s pile reduction market and now available here in Australia, APC have services tailored to meet their clients’ requirements. APC can provide the next generation, stateof-the-art solutions for all of their clients’ pile cropping needs. APC have croppers for a range of applications including pre-cast piles, augured / bored debonded piles, contiguous and secant piles in a range of sizes from 200mm square up to 2100mm round. “Whilst jackhammers have been useful over the years as an adequate pile reduction tool, the time has come for a giant leap forward in pile reduction, specifically in the manner of working safely and rapidly on manufactured concrete piles,” APC director Jim Hamill said. “As anyone who has performed any process of work methodology, the secret to a perfect finish is all in the preparation. This is the goal
of APC; to advance the breakdown of piles into the most effective method – but this does require prior thinking and planning. “If you can integrate the debonded method in your cage design on CFA or Bored piles then this allows the use of the QUAD machines which we consider will give you the ‘Gold Standard’ in pile breakdown with (among other things) reduced time, reduced dust and cleaner cuts,” Mr Hamill said. APC’s aim is simple — to provide a friendly, knowledgeable and professional service using competitively priced and market-leading equipment. Clients deal directly with the APC team, who are passionate about personal service — they offer the benefit of the best knowledge available within the Australian market. Customer accounts, hire contracts and daily enquiries are handled by APC’s office staff who are glad to help during normal office hours 8am to 5pm; and out of hours, calls will always be answered giving total support. Save time and money with Window Goop Sick and tired of having damaged or dirty windows on the building site? Have you ever asked yourself “how can i protect windows from building debris on the construction site?” The answer is quite simple — window goop.
CR128338AA
Not only is the clean-up time-consuming, it can also be costly – particularly if damage necessitates replacing badly damaged glass – costing both time and money. Window Goop is a cost-effective, water-based peelable protective glass coating designed for the temporary protection of window glass and aluminium joinery during construction. Window Goop has successfully protected thousands of square metres of windows during construction. It is a non-toxic and environmentally friendly liquid glass protective coating that is suitable for glass surfaces including Low E coated glass. Low E glass or low emissivity glass is an amazing product for keeping out heat and UV
light – it can be incredibly expensive to install and therefore expensive to replace should it be scratched or damaged on the job site. With the cost of low e glass creeping up to $400-$500 a square metre, it pays to ensure that it’s protected in the best possible way on the job site. Window Goop is the perfect product to cover low e glass as it’s specifically designed to protect windows and glass from paint, grout, plaster and concrete splatter and the amount used can be adjusted to suit the job. Window Goop is a roll-on, peel off window protection film that protects windows from all manner of material found on a construction site. The fact that it can be rolled on means that
whatever shaped glass you have (square, round or cut to order) Window Goop can easily be applied to the entire surface. Many glass protection solutions often leave a mark or residue when you peel or scrape off the coating from the window; because Window Goop contains cleaning products, this helps keep the substrates it is protecting totally clean during the construction phase. Window Goop has been tested for 12 months external exposure at 100um thickness; this more than exceeds the duration of most construction projects so the windows will be protected as long as the trades are on site. If required for longer protection, WindowGoop may be left longer externally if applied thicker.
