Welcome to the 2016 Innovation & Excellence Awards. It gives me great pleasure to present the 2016 Rider Levett Bucknall (RLB) Australian Development of the Year. We want smart solutions to housing affordability that will tilt the balance back in favour of home buyers. Strong supply pipelines across our capital cities, simpler planning rules, and cuts to red tape are an integral part of our agenda for the year ahead.

Property is both a major part of the household balance sheet and the Australian economy — and one of the few industries enjoying sustained growth.

Tax reform and stamp duty

That is why the right policy settings are essential to let property grow the economy, and create jobs and strong communities. The Property Council of Australia has a clear policy agenda for solutions that can lift growth, create more liveable cities and unlock innovation. With the right tax and regulatory signals, policymakers can harness the potential for the property industry to boost investment, improve housing affordability and build an even more competitive industry. Our advocacy platform is backed by extensive research and analysis which place a clear emphasis on implementation.

Every year Australians pay over $16 billion in stamp duty. Stamp duty acts as a drag on the economy and jobs as well as making housing less affordable. The Property Council will continue to put the case for reform of this bad tax.

Cities Australia’s cities contain 75 per cent of the population and generate 80 per cent of Australia’s GDP. Our national population is growing by one million people every three to four years – most of who will live in our cities. Improving the performance of our cities is vital to national productivity. The Property Council supports better funding of infrastructure and UK style ‘City Deals’ to increase collaboration between local, state and federal governments.

Diversity The Property Council is a diversity champion. Initiatives including the Property Male Champions of Change and 100 Women in Property are being undertaken to increase the number of women in leadership roles in our industry. We are also committed to the Panel Pledge to ensure there is gender balance in Property Council panels and forums. An overall winner — the Innovation and Excellence Awards Australian Development of the Year — is also awarded. To reflect trends in the industry: in 2010 the Retirement Living and Office Fit Out categories were introduced and in 2011 the Sustainable Development category was expanded into two categories which included New Buildings and Existing Buildings. In 2012 the Award for Innovation and in 2015 the Award for Best Affordable Housing Development were introduced. In 2016 the Award for Diversity has been established within the current program. Since 1982 the Property Council of Australia (originally under our former name of BOMA) has been recognising excellence in the built environment through its awards program. Rider Levett Bucknall (formally Rider Hunt) has been a proud supporter of the awards program since its inception. Denis has specialised in the planning, leasing, commissioning, management and sale of major commercial, industrial and retail projects. Denis is the chair of the Property Council of Australia’s Professional Development Committee and, since 1997 has been involved with a range of state and national committees and industry conferences. Andy, retired Woods Bagot Director, is one of the leading design principals in Australia. His proven creative, technical and professional abilities in architecture and interior design are matched by an understanding and appreciation of commercial realties: he is both designer and manager, professional and businessman.

Jill is a Project Director with the Perth branch of APP, a professional consultancy providing diverse services to the Property and Infrastructure industries. Jill holds a joint honours degree in Civil Engineering and Construction Management from the University of Edinburgh, and has 12 years’ experience in construction and property, both in the United Kingdom and Australia.

Adrian is Head of Funds Management at Folkestone. Adrian joined Folkestone in April 2011 following its acquisition of Equity Real Estate Partners, a specialist real estate funds management business which Adrian cofounded in 2009.

Mèdy is the Managing Director of Haus Holdings and is an Adjunct Professor at RMIT. With over 25 years’ experience in the property construction industry, Mèdy Hassan is a highly experienced property professional specialising in development, design, delivery and life cycle management of major special purpose and commercial projects both in Australia and overseas. A Fellow of the Australian Institute of Building, Mèdy graduated from RMIT with 1st Class Honours, with urban design and building economics majors.

Recognised as a skilled leader and manager of multi-disciplinary teams, Andy’s career has been rewarded with 34 design and sustainability awards. His strategic expertise was utilized on major and special projects in Australia, Asia, Middle East, North America and Europe. Andy sits on several commercial and not for profit boards, is a member of the South Australian Development Assessment Commission, and is the current Chair of the South Australian Motor Sport Board.

With experience in projects both privately and publicly funded, and across commercial, residential, industrial, and infrastructure aspects of the property industry, her experience is wide ranging. Being mostly site based, Jill is as happy in safety boots and hivis as she is in any boardroom.

Adrian has more than 20 years’ experience in the funds management and real estate industries. He was formerly CEO Funds Management - UK and US at the Mirvac Group. He previously held senior positions at James Fielding Group, Deutsche Asset Management, Paladin Australia and the Property Council of Australia.

Jill is the recent recipient of the 2014 Stan Perron Young Achievers Award, and sits on the Property Council’s Women and Diversity Committee in WA.

Désirée is the Regional Technical Director for Planning for RPS assuming national responsibility for the planning group in Australia spanning 5 states, 20 offices. She is a planner and development strategy advisor with 20 years’ experience across most development types and with particular interest in large and complex renewal projects, large residential and mixed-use developments. Her focus is on delivering pragmatic and commercial development strategies and approvals for her urban growth clients.

John held an executive role in a professional cost consultancy practice for 32 years and has experience in every major facet of the profession working on projects with the smallest of budgets through to those in the hundreds of millions.

Arabella is a Project Manager with Lendlease in the ACT. With over 17 years in the property and construction industry, Arabella has held diverse roles across Australia. Her industry experience includes government and private projects in commercial, residential, institutional, recreational, industrial and infrastructure projects. Arabella is the chair of Property Council of Australia’s Planning & Sustainability Committee in the ACT. Arabella has been awarded the recipient of the National Association Women in Construction (NAWIC) ACT in 2013, Achievement in Design and the 2015 Professional Woman of the Year.

Bill is a principal of Russell Harvey & Co, a specialist property advisory firm.

Desiree also works with government and the development industry to provide strategic level input into planning outcomes and policy and has been an active member of the Property Council for many years, most recently as a member of the Qld Planning and Infrastructure committee.

His experience covers projects within the major cities of Australia, isolated civil projects and those overseas. He has lectured in cost planning and economics to graduate and post graduate courses and provided expert witness advice in legal disputes. John’s skills lie in a hands-on approach bringing his experience in contractual and cost planning matters together to provide risk averse strategies.

Completed in October 2014, East Village, Victoria Park in Zetland is bound by Gadigal and Defries Avenues, as well as Cooper Place and South Dowling Street. Discerning commercial and retail businesses these days seek excellent levels of sustainability in their environments, efficient and cost-effective energy provision, along with high indoor air quality and ambient work environments. East Village, developed by PAYCE, delivers all this through efficient and sustainable building practices that reduce carbon emissions and protect the environment.

179 Queen Street is at the forefront of modern environmental initiatives in existing buildings. It was the first building in Victoria with a tri-generation plant capable of exporting surplus energy to the grid. Building upgrades include the main switchboard, condensing boiler, electric chillers, controls, pumps and motors, and the installation of a tri-generation plant consisting of a new cogeneration microturbine and absorption chiller. The building achieved a 4 Star NABERS rating and reduced overall energy usage, energy costs and greenhouse emissions.

This is an innovative, commercial partnership between Housing NSW and PAYCE involving the urban renewal of part of an existing social housing estate at Riverwood in South West Sydney. Now known as Washington Park, the project is the first large scale integrated medium density housing project in NSW, a new livable, integrated and socially inclusive community. The renewal involves the replacement of 150 social housing units for seniors and the development of approximately 596 private residential units.

Cornerstone Living is a $600 million, 10 hectare residential community that will create almost 1200 new homes over a 10 year period. The opportunity was identified by the Queensland Government to redevelop 145 former underutilised properties with a range of affordable units and townhouses, public green spaces and local amenity through a project agreement with Consolidated Properties, LJCB Investments and CVS Lane Capital to provide the State with funds to build more appropriate housing where it is most needed across the balance of Queensland.

Thornton has changed the face of new housing in Western Sydney by delivering a range of innovative and diverse housing choices that respond to changing needs and market demographics. It is a landmark project that will be referenced as an industry benchmark for many years to come. The project is a testament to the leadership of UrbanGrowth NSW and Penrith City Council, achieved by developing a shared vision and working collaboratively to overcome traditional barriers in the planning system.

Churchill Road was once an ugly duckling of the suburban road network in Adelaide. Master planning for the road started in 2009 and with Stage 1 2010 – 2014 and Stage 2014-2015 completed in early 2015 transformed this major arterial road into one of Adelaide’s premier transport boulevards for vehicles, new development and higher density living environments. The result is significant improvement to Churchill Road, a staggering number of development applications, increasing land value and attractiveness of this main road.

In 2013, Banyule Council seized the opportunity to purchase three former school sites for $23.2 million. Council’s vision aspired to: Set a benchmark for future higher density redevelopment; Gain ownership of community facilities and local parklands; Create partnerships with the property industry to deliver strong, commercially viable redevelopment options; Council’s Development Guidelines provided certainty and clarity for all stakeholders — the property industry, community and Council. The sale of two sites realised $38 million allowing $7 million to be allocated toward other community facilities.

Westpac’s new Victorian head office located at 150 Collins Street is a prominent identity within the Melbourne market. Located in Melbourne’s CBD within an established heritage precinct, the culturally rich end of Collins Street, and central to exceptional public transport and staff amenities. The internal workplace design was based on a detailed People Design Brief and resulted in a purpose-built workspace offering a choice of work settings designed for a variety of tasks and incorporating enhanced employee facilities.

50 Martin Place may have been designed in the 1920s but its structure and layout provides a perfect starting point for modern high performance workspace. 50 Martin Place offers large flexible side core floor plates with a generous central atrium and northern light well. This gave Macquarie the opportunity to create a workplace in which people are visually, physically and virtually connected across 11 floors. The citrus staircase creates a sense of community, connecting the building’s 11 floors under the naturally illuminated atrium.

Brookfield Multiplex and Woods Bagot worked together to bring to dynamic life an aspirational, forward thinking office design that promotes intelligent and innovative thinking. Providing a workplace that represents the Brookfield Multiplex brand, the design for 501 Swanston Street promotes knowledge sharing and increases staff interaction. Shifting to a fully-open workspace, the design encourages greater efficiency of work flow while offering staff a dynamic place to work and a sense of place and community.

Cloisters was transformed from an outdated retail arcade in the heart of the Perth CBD into a vibrant food and shopping destination featuring more than 2,000sq m of retail space and a new 11 level, A-Grade office building. Sustainability was a key priority of the design and Cloisters has achieved a 5 Star Green Star office V3 rating and a 4.5 Star NABERS Energy rating.

Creating a unified workplace was at the core of Woods Bagot’s interior design of the new GE Springfield Headquarters. The project concept was based around creating a collaborative workplace by providing a menu of work spaces around a centrally located social heart. Co-locating GE staff in one location, the workplace engages team members, encourages dynamic interaction and facilitates the cross-pollination of ideas across the various GE business units.

Shrine — Galleries of Remembrance Birdwood Avenue, Melbourne VIC Melbourne’s Shrine of Remembrance has been expanded beyond a static monument to an exhibition space and education facility. The development includes the Visitors’ Centre, Education Centre, Galleries of Remembrance and offices, all concealed in the Shrine’s vast, previously unused undercroft. Four zigzag-shaped garden courtyards in the surrounding hill lead into the new spaces. The designs are inventive, yet respectful of the Shrine’s historic and symbolic functions. The Shrine can better than ever accommodate activities for the 2014–2018 WWI commemorations.

50 Martin Place is an architectural gem. The original Beaux Arts building is the real hero in the story of the latest revitalisation. The design for the refurbishment was an exercise in rediscovering the original qualities of the building with its light wells, generous ceiling heights and richly detailed interiors. The original stone and terrazzo lift lobbies still service the typical floors and the central atrium has been enhanced to maximise light and air circulation. The heritage quality of 50 Martin Place is evident in every corner of the building.

High costs and competitive centres were putting the future of Melbourne’s GPO in doubt. ISPT invested $10 million into extensive heritage works to preserve this significant Victorian icon, before sourcing a global retailer to open a whole-of-building flagship store. Fashion giant H&M took the opportunity to open their largest store globally, preserving the heritage nature of this grand Victorian building and reigniting the fashion landscape of the CBD.

Port Arthur Historic Site, Arthur Highway, Port Arthur TAS The iconic Port Arthur Historic Site is one of Tasmania’s most popular tourist destinations. During 2014 a significant conservation project was undertaken at the Penitentiary to stabilise the ruin. The opportunity was also taken to improve accessibility, provide protection from storm surge threats, undertake a programme of archaeological research and to commence a staged program of interpretation. In undertaking the works, the client, consultant and contracting teams have set an international benchmark for best practice conservation.

We actively sought an architect with a vision to ensure the building was an appropriate contextual fit, respecting the grandeur of the site’s setting, whilst promoting an unmistakably contemporary and luxurious outcome, demonstrating excellence in every fact of its design and construction. We believe that we have successfully combined a classic 20th century style, as well as a form of design quality principles espoused by SEPP 65, and through application of the latest parametric design tool, created an iconic CBD landmark.

Through a unique tri-partnership agreement between the City of Melbourne, Places Victoria and Lendlease, Australia’s most sustainable civic building, the first 6 Star Green Star rated building and the only CLT public building in Australia was delivered. THE PORTER, NSW As part of the Lendlease managed APPF Commercial’s major refurbishment project to reposition 1 O’Connell Street, Sydney, as a premium building, the team faced the challenge of refurbishing an under-performing retail space at the rear of the building’s lobby. Rather than following a traditional approach in re-mixing the retail offering, the team sought out alternative, innovative uses. The end result, ‘The Porter’, offers users a unique experience in a highly flexible collaborative space, resembling the sophistication of a chairman’s lounge.

FLINDERS AT TONSLEY, VIC

Owen Dixon Chambers West Tower Addition and Integrated Fitout project was the addition of four and a half floors, 4500sq m NLA to the existing 18 storey building at 525 Lonsdale Street. An innovative project, prefabricated and lightweight construction methods were used extensively to minimise on-site labour and to achieve the earliest occupation date for the new floors. Utilising a full curtain wall system, the result is a clean, simple addition that is sympathetic to the existing building.

Flinders University’s vision for Flinders at Tonsley is now realised with a new state-of-the-art $120 million teaching and research facility. It is the centrepiece of the revitalisation of the former Mitsubishi Motors manufacturing site and houses a range of leading edge teaching and research facilities. The six storey, 16,000sq m flagship building brings together education, innovation, business and commercial start-up ventures in one precinct, with a key aim of stimulating economic growth in industries of the future.

A celebration of 50 Martin Place’s unique heritage qualities is largely made possible by innovative design and engineering solutions. Motivated by the desire and need to preserve the building’s unique heritage character, conventional approaches were challenged, resulting in design and engineering features that are rarely – if ever – seen elsewhere. The trading room has a sub-floor and in-desk air conditioning system to ensure the pressed metal ceiling remain untouched. The glass lifts are a first in Australia, minimising visual impact on the ground floor banking chamber. Such innovation is fitting for a building that was at the forefront of design when it was constructed almost a century ago.

“Raising new funding to increase the supply of social and affordable housing…” Homes for Homes is a voluntary scheme established by The Big Issue to raise funds for the supply of social and affordable housing. The scheme enables developers and home owners to make a tax deductible donation of 0.1 per cent of the property price when a property is sold via a permissive caveat. Donations will be distributed by Homes for Homes to existing experienced social housing providers to build and manage accommodation for low income and homeless people. By encouraging property owners to commit to the scheme, Homes for Homes aims to provide a long-term and sustainable source of funds for social and affordable housing. Grocon’s Swanston Square apartment development in Melbourne, completed in 2015, is the first development to apply the Homes for Homes initiative. Daniel and Kat Grollo, owners of Grocon, supported Homes for Homes by making an initial donation equal to 0.1 per cent of the sale price of each Swanston Square apartment at the time of the initial sales.

This spectacular mixed use development located on the Yarra River in inner Melbourne comprises Eden, Haven and Sanctuary. Owen Dixon Chambers West Tower Addition and Integrated Fitout project was the addition of four and a half floors, 4500sq m NLA to the existing 18 storey building at 525 Lonsdale Street. An innovative project; prefabricated and lightweight construction methods were used extensively to minimise on-site labour and to achieve the earliest occupation date for the new floors. Utilising a full curtain wall system, the result is a clean, simple addition that is sympathetic to the existing building.

ONE70 is an impressive five level, 5 Star Green Star, 5 Star NABERS, A-Grade office development. The $27 million project has already won several awards, including Excellence in Waste Management and Excellence in Energy Efficiency in the Master Builders Excellence in Construction Awards. Designed with a plethora of sustainability and ‘green’ objectives, the project is the result of an innovative Joint Venture between the Western Australian Local Government Association (WALGA) and QUBE Property, and is producing sound economic returns for all involved.

Melbourne’s Shrine of Remembrance has been expanded beyond a static monument to an exhibition space and education facility. The development includes the Visitors’ Centre, Education Centre, Galleries of Remembrance and offices, all concealed in the Shrine’s vast, previously unused undercroft. Four zigzag-shaped garden courtyards in the surrounding hill lead into the new spaces. The designs are inventive, yet respectful of the Shrine’s historic and symbolic functions. The Shrine can better than ever accommodate activities for the 2014–2018 WW1 commemorations.

The 17,000sq m Melbourne School of Design (MSD) building is a pioneering state-of-the-art educational facility created out of a shared client, architecture and engineering vision to create a dynamic, sustainable, and transformative teaching environment that exemplifies clever pedagogical design. The MSD is the largest of only twelve buildings in Australia to receive the industry lauded 6 Star rating; out of these twelve, the MSD is the only building to merit all ten innovation points possible during the challenging evaluation process.
