Guy Bourgon, P.Eng. Director of Roads and Public Works Municipality of Mississippi Mills (613)256-2064 ext. 233 gbourgon@mississippimills.ca This Notice is issued on April 19th, 2018.

Reduced water pressure should only be intermittent as the hydrants are being flushed. The pressure will return to normal once the flushing is completed. If you detect discoloured (red) water, turn off your tap for 20 to 30 minutes; this should allow work crews enough time to complete the flushing. When work crews have left the area, turn on one COLD water tap for a few minutes to flush the system. Discoloured water may occur in close proximity to the watermain flushing or many blocks, even kilometre’s away, depending on various factors such as their supply main size, location and demand flows. Unfortunately, it is impossible to predict the location and extent of the customers that may receive discoloured water. Residents who live in the areas being flushed may want to collect containers of water for drinking and cooking, each day before the flushing program starts. We recommend that you do not drink or wash laundry with red water.

DEREK DUNN derek.dunn@metroland.com Funds totalling just over $2,300 have caused a serious rift between town hall and the Arnprior Public Library. At the April 23 regular meeting of council, a staff report dealing with rental revenue from the building that houses the library "almost offfended" council's representative on the board, Lynn Grinstead. By the end of the discussion the only thing she and the rest of council could agree upon was to describe the situation as ridiculous. The $2,373 was rent paid by the Small Claims Court annually; it held proceedings regularly in the meeting room, but now keeps it as a backup location. Starting next year, the municipality decided to let the library - which falls under provincial authority, not the town's - keep the money from all rental agreements, including the court. But the grant given to the library will be reduced by the same amount. Council can change the grant

amount, even up it by the same amount, during budget deliberations. Grinstead took exception to what she perceives as a revenue loss. She detailed lost revenue elsewhere (email reminds mean fines are down; children's programming is now free in a bid to help the town's poverty problem; charities are not charged for rental space). She added that, unlike the less important museum, the library is an essential service. And that the award-winning organization recently had to sign a lease agreement with the town; the only town with such an agreement, she said. That removed staff from the pay equity grid, though it was later noted there is no impact on the pay equity grid. "Twenty-three hundred dollars is not even a ripple for the town," Grinstead said, adding that the library raised ffunds in the 1990s to help pay ffor renovations, so "the library owns a piece of the building. "It's ridiculous."

Coun. Dan Lynch flatly rejected the last point. "That's our (municipality's) building. That's the end of the story," he said. "We are giving that building more value, so we should get something back." The municipality also pays an annual operating grant, janitorial services, capital upgrades, and more. "It's my building," Lynch said. Reeve Walter Stack said it R shouldn't be a town versus library issue, that it belongs to the people of Arnprior. "It's our building. It's our staff," Stack said. "This is really ridiculous to get divisive over $2,300. We shouldn't be driving such a wedge." Coun. Frank Dugal said library staff is not town staff. Coun. Tom Burnette conceded that the library board raised $300- or $400,000 for the building, but that the volunteer firefighters gave $1.6 million to the town. "I didn't see a problem with the report as it's written," Burnette said.

Grinstead was exasperated by the report's repeated reference to the Town of Arnprior getting space free of charge. She said the library has never charged the town, so why is it an issue now? Mayor David Reid said the $1 lease agreement is "about due diligence. Don't read into it." And that next budget season if the library needs more money, it should approach council. The town has always supported requests from the library. He suggested the move is revenue neutral for both sides. "I'm at a loss why we are arguing about it. It's ridiculous," Reid said. "We are making it R into a big deal and it's not a big deal." Reid said he takes offence R over the assumption the town's grant would not meet the library's needs. Dugal agreed, saying the board should return during budget deliberations, not midway through the year. All but Grinstead voted to pass the report.

Town awards construction contracts DEREK DUNN derek.dunn@metroland.com "You win some, you lose some," Arnprior Mayor David Reid said, following a discussion about price tags on two major projects this summer. At the April 23 council meeting representatives of the operations department asked councillors to approve two tenders: • Resurfacing and more

f several streets, costing for almost $1.7 million • Nick Smith Centre roof replacements, costing just over $628,000 The roadwork - primarily for a section of William Street, but also for Gary, Allan, Edey, Winners Circle, and Michael, along with patching throughout town - was won by Thomas Cavanagh Construction. It was the only bidder under $2 million,

some $155,000 under budget. The extra money will go toward more patchwork. That was the win. The roof replacements - above Glenn Arthur Arena and dressing rooms in the Bert Hall Arena - contract was also awarded to the lowest bidder, Simluc. The problem is staff estimated the work to cost almost $171,000 less. The diffference will come from a

reserve fund. Staff looked into possible reasons for the greater cost: asphalt and other materials are costing more, as is labour among unionized workers. Reeve Walter Stack who pushed for repaving Landrigan and Tierney streets a few years back said patchwork is needed on those streets already. The town should protect its investment, he added.

PROVINCIAL ELECTION

Agnew nominated as Ontario Liberal candidate

Jackie Agnew was nominated April 7 as the Ontario Liberal Party candidate for Renfrew - Nipissing - Pembroke. "I have dedicated my life to social justice and improving mental health services. I hope to be able to do more for our community at the provincial level as your MPP, working on

Premier Kathleen Wynne's team," said AgW new in a release. "My vision for our riding is a place with fair wages, where affordable housing available for everyone, mental health care is easily accessible, education is a priority, small businesses have a voice and tourism is strong. With free tu-

ition, free prescription medication, a $15 minimum wage and major investments in care, the Ontario Liberal government has the policies in place to deliver on this vision." Agnew brings political experience as a municipal councillor since 2014, in Bonnechere Valley Township.

For the past eight years she has worked as program co-ordinator for housing and homelessness with the Renfrew County Housing Corporation. She also worked for the Renfrew County District School Board as both a school support councillor and educational assistant.

Resident opposes new nursing home site

In-OffIce WhItenIng • FREE for New Patients • 50% off for Existing Patients • $450 Value • Until June 30th

DEREK DUNN derek.dunn@metroland.com Arnprior's future nursing home should be built behind the hospital rather than next to the existing one, a neighbour told town council. A mandatory public meeting held in council chambers on April 9 heard ffrom one person. Russ Corbett laid out several reasons why building the 96-bed long-term care facility beside the existing Grove Nursing Home is a bad idea. "It will be a major impact on birds there," Corbett said. "I have concerns with the impact on the environment and ecology of the forest." It will be too close to a national historic site, Gillies Grove, he said. Birds such as the red-shouldered hawk, barred owl,

Transform your smile today!

and screech owl already suffer from climate change; a new building would effectively evict them. Numerous trees from the white pine forest would be cut down to prevent them from crashing into the new two-storey complex. The proximity to swampland will also provide an obstacle if the Ministry of Natural Resources (MNR) remains consistent with past decisions. It won't get built anyway, Corbett suggested. "I'm sure MNR would not approve." Also if the swampland becomes filled in for development, the forest will no longer have an aquifer. He wants Arnprior Regional Health, who is responsible ffor both the local hospital and nursing home, to reconsider. "Has the hospital con-

sidered a property exchange for land east of the hospital they already own?" he said. "I doubt Mrs. Gillies had thought of the impact development would have." Mayor David Reid said the province would do the standard environmental impact study. It should answer most of Corbett's questions. Living nearby, Corbett also asked about potential run-off toward other houses. Other studies will head off problems with flooding to neighbouring properties, Reid said. "It's all part of the approval process," Reid said. "The engineers will decide these things." Council will meet again in future to decide on a zoning exception that would make the south lot line become the front lot line.

Shining a light on youth mental health It's being billed as a week of awareness, support, and self-care. Children's Mental Health Week is approaching fast. Taking place from May 7-13, Children's Mental Health Week allows us to bring awareness to the prevalence of mental health issues throughout childhood, the need for government support and funding for community mental health centres, as well as to recognize all those working in and around the children's mental health industry for their hard work and dedication. This week, both Arnprior District High School and Renfrew Collegiate Institute are hosting events centred around youth mental health. As the lead agency for Children's Mental Health, the Phoenix Centre is hosting a launch event on Monday, May 7 from noon to 2 p.m. in Pembroke, downtown in front of the Phoenix Centre building. They will also be looking to partner with local businesses and organizations to raise awareness, organize events, or sponsor events for the week. For an updated Children's Mental Health Week events calendar, visit the Facebook event page 'Children's Mental Health Week - Renfrew County.' This year, the Phoenix Centre's focus for Children's Mental Health Week is 'embracing self care.' Executive director Greg Lubimiv notes: "Mental Health Week is a time that we can focus on just how important mental wellness is for everyone, young or old. In an often stressful and hectic life it is easy to lose track of what we need to take care of our own mental health so we are focusing on reminding everyone to embrace their own self care." Overall, the week will raise awareness about and look at how kids and adults alike practice self-care and promote resiliency. On Friday, May 11 the county will be "shining green for mental health." Individuals, organizations, and businesses are encouraged to wear green that day and to shine green lights on their houses and buildings at night in a show of solidarity across the county. The Phoenix Centre for Children and Families looks forward to working alongside businesses and organizations across the county to raise awareness about mental health issues in children and youth as well promoting positive mental health practices. Let's work together to push forward vital improvements in youth mental health care.

• LETTERS & COMMENTARY • Efforts must be in place to contain gun violence To the editor: With the rise of gun crime and fatalities in Canada sending families into grief and despair, there must be efforts to contain this. Sadly, according to a recent police report, fewer guns are coming over the border illegally but instead are stolen from private homes. We need to protect our communities. A recent article in the paper described Ms. Gallant and her one-trick pony show. The common-sense gun measures are being proposed to crack down on illegal handguns and assault weapons. No one is going to raid farms and the homes of law-abiding hunt-

ers and farmers to take your guns. I just returned from a visit to the States. The rhetoric which I read espoused in that article was just like the hysteria voiced in the U.S. We know how their lax gun laws have worked out down there. I understand the need for farmers to have guns to protect their livestock and chickens. I respect the hunting traditions here in the Valley where you hunt to stock your freezers to feed your families. I realize some folks enjoy target shooting. These laws will not affect those reasons for gun ownership. However, there is no reason for an ordinary citizen to own military assault weapons, stores of ammunition or increased gun magazine capacity. I dare say an AR-15 or AK-47 will

not leave much meat to consume after the deer has been blasted. The Americans have learned to their peril what happens with relaxed gun regulations. More guns mean more gun deaths and toddlers killing their siblings. Have you read the American stats on those deaths? The increased regulations will ensure gun owners are licensed and no one who is a danger to themselves or others is able to get a gun. We have graduated car licenses. Doctors, dentists, hairstylists and other professionals must be licensed to practice. I cannot understand the objection to tight regulations for owning firearms. Police forces were concerned when the Harper government voted down the long gun registry because when going to a do-

mestic disturbance, it would be nice to know if there were guns in the house. Oh, when that vote was called in the House of Commons regarding the Long Gun Registry, I always wondered why our local MP, who feels so strongly about the issue, did not appear in Parliament for the vote! We do not need Canadian NRA-wannabes turning Canada into the freewheeling gun culture of the U.S. When I am down there, I am constantly on guard for anyone who gets angry or loses their temper in traffic or large crowds. Anyone can be carrying "legal," concealed weapons. I worry about my granddaughters who go to school every day. That is not how we want to live in Canada. Mary-Joan Hale Calabogie

ARH receives funding for seniors active living centre ARNPRIOR REGIONAL HEALTH

Active seniors in the Arnprior Regional Health (ARH) catchment area will soon be able to benefit from a wealth of affordable, accessible programming specifically designed to encourage activity, expand social opportunities and increase their overall well-being. On April 18, the provincial government announced funding for 40 new seniors active living centres (SALCs) across the province. The Greater Arnprior Region seniors active living centre will be run out of both Arnpior and McNab/Braeside, eventually being located at the Rural Seniors Village being planned in conjunction with the redevelopment of The Grove, Arnpior and District Nursing Home. ARH, along with the own of Arnprior and the Township of McNab/Braeside,

submitted an application ffor funding late last year. The application was accompanied by letters of support ffrom the Arnprior & District Family Health Team, the Greater Arnprior Seniors Council (GASC) and the Arnprior-BraesideMcNab Seniors at Home program. "The approval (of the SALC) represents a significant milestone toward our vision: together we will create a healthy community," says ARH CEO Eric Hanna. "More importantly, it represents the collective efforts of our community who came together and demonstrated innovation in responding to goals of the Age-Friendly Community Plan." The need for more services for this group was made loud and clear during the consultation phase for Arnprior's Age-Friendly

Community Plan. Also clear was that financial pressures and having limited or no access to transportation were barriers to participation in social and recreational activities for many seniors in the area. The SALC will support, coordinate and provide transportation at a low cost, as well as provide many noand low-cost activities. "This project truly refflects the spirit of community and co-operation that makes this region such a great place to live," said David Reid, mayor of the Town of Arnprior. "These needs were identified by the community, and being able to provide this type of programming shows that these voices are important and that we're listening to those needs." GASC and McNab/Braeside officials applauded the announcement, as well.

Publisher remembered for humour, dedication The Ottawa Valley's community newspaper world has lost one its biggest champions. Derek Walter, retired Metroland publisher, died on Sunday, April 29, following a battle with cancer. He was 76. The Kingston resident had his family by his side. When he retired in 2008, Walter was a West Carleton W resident and general manager of eight Ottawa Region Media Group newspapers, including the Arnprior Chronicle-Guide and Renffrew Mercury. At that time, the son of Scottish-born parents was celebrated for his nearly 40year newspaper career. He began in the business part-time in the mid-1970s at the Arnprior Guide. That job turned to full-time and through the years his career included positions as a sales manager and assistant editor early on and later positions as editor, publisher and general manager. Some of Walter's first connections with the newspaper industry came through Susan Fenn,

daughter of newspaper publisher Gordon Fenn and his eventual wife. She died of cancer in 1986, but not beffore the two became owners of the Arnprior Guide. They sold the paper in 1985 to Runge Newspapers owner Fred Runge, as the paper was amalgamated with the Arnprior Chronicle to become the Arnprior Chronicle-Guide. When he retired, colleagues said they'd miss his short ties, light-hearted jokes, impish smile and captivating laugh. And he said he'd miss the business and the people he'd encountered in his career. "I've met some fascinating people in all my roles," he said. "The community newspapers are a heart of the communities. They're not trying to be everything to everybody. They're focused on the community they serve." Jason Marshall was among the many who worked for Walter, and paid a final visit, sharing names and stories from years gone by.

"It's sad, for sure, but I'm just very fortunate to have had so many memories with Derek," Marshall said. "For us, it was a sense of humour more than anything else. He was always laughing, and laughing at himself mostly." The publisher who gave him his first job knew many people all over the valley, Marshall said, and was a newsman who cared deeply about telling stories in an unbiased, balanced manner. Walter continued in the W publishing business postretirement having worked with the magazine 'Shoulder to Shoulder.' He loved spending time with family and friends on his pontoon boat, touring visitors around Kingston, and connecting with the local and global community via the HAM radio network. Walter's community inW volvement includes serving as past member of the Arnprior Hospital Board, the Royal Ottawa Hospital Foundation Board, the Social Services Advisory Board, City of Ottawa, and the KGH Board of Gover-

nors. He was also a trustee with the Carleton Board of Education for thirteen years (three as chair). His special love was being an active Amateur Radio Operator since 1974 (VE3HRW) and a member of the executive of the Frontenac Emergency Communications Group in Kingston. Walter is survived by his W second wife, Monika; his daughter Erin McInnis, (Sheldon), granddaughter, Brielle and grandson Owyn; daughter Karina Zimmerman; (Brad), granddaughter, Susie; extended ffamily daughters; Cathy Dovan (Sebastien), granddaughters Tabatha and Cassidy; Barbara Kern (Fred), grandson Ethan and granddaughter Abbie: Helen Thomas (Ben), grandchildren Malachy, Akasha, Micah, Sapphire, and Christopher Caleb. A celebration of Derek's life will be held on Saturday, May 5, 11 a.m.-1 p.m. at James Reid Funeral Home in Kingston. Another is being planned for Renfrew. – With files from Steve Newman, Derek Dunn N

Arnprior ringette wins three medals to close out season Arnprior McNab Ringette Association (AMRA) had some great results at National Capital Region Ringette league championship weekend in March. Championship weekend closes out the season for local ringette, and Arnprior intended to do it with some high notes. AMRA teams are made up of players from across the Ottawa Valley. The Arnprior U19B team was undefeated this season, with an impressive 17 wins

and one tie in the regular season. Their winning streak continued over the course of NCRRL championship weekend, which saw them heading into the final game with three wins. Arnprior claimed the gold over Ottawa in an 8-4 final. The U16C team was also undefeated this year, with almost an identical record to the U19 girls. U16s had 16 wins and two ties in the regular season. They were undefeated in the NCRRL round robin during cham-

pionship weekend, where they played up in the B division due to their strength. But, came up just short against West Ottawa 3-1 in the finals, earning Arnprior a silver medal. U16s played B tournaments all year, and came home with a gold and two silvers for the season. U9 girls had a great weekend at the NCRRL tournament. They were 2-1 heading into the semifinal. They defeated Ottawa 8-3 to secure their place in the fi-

nals. These girls had a great ffinal game, but fell just shy of the gold against Nepean in a 7-5 decision. They brought home the silver medals and some pretty big smiles! Arnprior Ringette would like to thank all of its players, parents, community sponsors and fans for a great season across all our age groups. We look forward to next season, and have already opened our registration at www.arnpriorringette.com.

S ur v e ys a y s . . . Sand Point launches season with an eye on youth O u r r e a d e r sc a r ea b o u t SAND POINT GOLF CLUB

It's been the longest winter ever, but the warm weather is here and it is finally time to get the golf clubs out of the garage. Historic Sand Point Golf Course started welcoming golfers of all ages for the 2018 season on April 30. One of the oldest courses in Renffrew County, Sand Point will be celebrating its 93rd season this year and is putting an added emphasis on youth. For 2018, owner Lynn Reid and general manager Trevor Reid have brought in U.S. Golf Teaching Federation Level III Pro Daniel Guay to lead and develop the Sand Point junior program. Guay has run junior programs in Canada and the U.S. for more than 10 years and looks forward to creating a fun and competitive program at Sand Point. "Kids are amazing," Guay said. "I love being around the kids. They are very focused on learning new skills. They are not complicated. They smile, they are here to have fun." The Reids wants to see the area's youth out on the Sand Point Golf Course this summer and they are putting their money where

their mouth is. Sand Point is offering free memberships for kids 14 years old and under this season, which includes free golf storage. For junior aged players, from 15 to 18, a membership is only $100 and that includes storage as well. The course has added junior tee boxes to the layout and Guay will hold several clinics focused on the youth throughout the season starting May 26 with the Spring Kick Off Clinic for kids aged four to 14. Guay also offers lessons in French for parents who want their kids to work on their language skills as well as their swing. Guay will organize a junior season for members including an Opening Day tournament, club match play and a Junior Club Championship. Guay will also coach a Sand Point Junior Intersectional Team in 2018. While it's Guay's first season at Sand Point, the Eastern Townships native has played the course many times over the years. "The course is challenging, it's mature, the greens are beautiful and fast, it's a great layout," he said. "(Sand Point course superintendent Ryan Muldoon)

There may still be some ice on the Ottawa River but the warm weather is here and, from left, Sand Point head golf pro Steve Hall, Sand Point owner Lynn Reid and junior club pro Daniel Guay are ready for 2018. does such a wonderful job, the course is so well-maintained." Lynn is excited to bring more families to Sand Point. "The juniors are an extremely important part of our club and we're excited to have Dan here to lead that," she said. It's been a challenging year for the family-owned and operated business. Lynn's husband and Sand Point co-owner Robert, a well-known community leader, passed away this winter. The fourth family

member involved in the operation of Sand Point is daughter Cari Reid, who is the food and beverage manager and the chef behind the amazing menu at the Greenside Tavern in the clubhouse. "We're going to miss Robert very much," Lynn said. "With our great staff, we're going to dedicate the 2018 season to him. He loved golf and he loved Sand Point." TIFFANY LEPACK tlepack@metroland.com The British Commonwealth Airbase Arnprior ffirst opened in 1942. Today, it is known as the Arnprior Airport and is a great asset to the area. "It is a jewel in the Valley, until you need it you don't know it is here," said Dan Lynch, the airport manager. On April 19 the Arnprior Airport Commission (AAC), which runs the airport, accepted a $250 cheque from the Renfrew County Supervisors Association (RCSA) toward the preservation of runway 1028. "This runway is the lifeline of the airport and in order to keep it viable, we need to crack fill it every second year," said Lynch. The RCSA recently held a trade show and with the money raised they have been able to make a number of donations, including

to the airport. "The airport is good for the area and it serves the entire county," said Rick O'Brien, secretary/treasurer of the association. The runway needs to be crack filled every two years at a cost of $14 to $16,000. In 2002 the commission was informed if it was not crack filled a new runway would be needed but it is still going strong. "If we lose the base we would have to replace it and that would cost millions of dollars," said Lynch. The AAC receives $60,000 from the Town of Arnprior and of that, $6,000 goes toward crack f filling. On Feb. 20 the ACC made a presentation to McNab/Braeside Township council for a $250 donation. On March 26 the commission was informed the township denied the request.

He was highly regarded in the Forestry business for his knowledge skills, and his enthusiasm. He worked for MNR for years and was also Superintendent of Algonquin Park. He was a loving Dad to his two children, Robert of Toronto and Jenn who lives in Costa Rica. Both of his children are Phd. students which gave him such pride. During his last 10 years with me he built and renovated 6 homes. He loved animals and cats were particularly fond of him. He was such a kind man always ready and capable to help anyone. Larry was a wonderful friend a great supporter of my family, loved having “golden hour” with Sister Sue, Aunt Nance, sister Lo and Rainer. He was always there for my two boys Quinn and Zach and all our friends. I will always love him and miss him terribly. Sally Ackerman

sudoku

THIS WEEK’S PUZZLE ANSWERS IN NEXT WEEKS ISSUE.

HERE’S HOW IT WORKS: Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!
