HIGHWAY EXPANSION ANNOUNCED JONATHAN MULVIHILL jmulvihill@metroland.com It's long awaited and welcome news. Officials, including RenfrewNipissing-Pembroke MPP John Yakabuski, gathered July 11 at Days Inn in Renfrew to announce the province is funding the widening of Highway 17 from two to four lanes from Arnprior to Renfrew. Yakabuski, a long-time champion of the expansion, along with mayors and representatives from the different municipalities in Renfrew County, were on hand for the news conference. "Our government is getting Ontario moving by investing in key transportation projects," Yakabuski said. "Widening Highway 17 will make travelling easier

In 2012, the county requested the province accelerate the extension of Highway 17 west of Arnprior, which later saw the expansion through to Scheel Drive completed in 2016. In 2017, the previous government had approved the detailed design phase of the expansion through to Renfrew, but did not include it in its infrastructure plan. interchanges. Widening the highway is expected to reduce congestion and improve quality of life for workers, families and businesses in Ontario. Dr. Christian Montgomery is a recent medical graduate who specializes in family practice, and will be joining the Arnprior and District Family Health Team in August 2019. Dr. Montgomery ob-

tained his medical training from Queen's University in Kingston, and did his residency training in Ottawa. In addition to starting a family practice, Dr. Montgomery will be providing in-patient care to those admitted to the Arnprior and District Memorial Hospital, as well as anesthesia services in the operating room. Having grown up in the Pembroke area, Dr. Montgomery is eager to return to the Ottawa Valley and pursue his dream of becoming a rural family physician. LEGION PARK LATEST OPTION FOR SENS RINK DEREK DUNN derek.dunn@metroland.com Maybe the fourth time's a charm. The long-discussed Sens Rink will go at Legion Park off Edey Street, across from St. John XXIII - provided funding remains in place. Town council agreed to the new location for the $330,000 project at the July 8 meeting. The Ottawa Senators Foundation and Optimists Club of Arnprior have raised $215,000; M. Sullivan & Son is committing $50,000 in labour and materials; the municipality chip in $35,000

and assume ongoing maintenance costs. Legion Park was not town staff's first choice, saying many neighbours live nearby and an outdoor rink could interfere with the silence in winter. Staff will have to travel there, and a storage unit will need to be supplied. There is no on-site parking, though Edey and the school are available during evening hours. However, planner Robin Paquette said this "last option" is more central than previous sites under consideration, a nearby watermain to flood the ice, and

Town staff sees good and bad about the site, but the Optimist Club - who is footing most of the bill - considers it their first choice. electricity already exists on the field that includes a light, swing set, and sand. A better light that affects neighbours less would be

installed. The park contains a "puddle rink" already and is also the first choice of the Optimists, who are contributing the vast majority of funds. "We are back talking about the potential Sens Rink," Paquette said. "We spent very little time talking about the Legion Park site as we became more keen on others." Originally, two years ago, staff wanted the "Rink of Dreams" at an empty lot off James Street near Nick Smith Centre. It was easily obtainable

by staff and other recreation facilities are in the area. Public backlash had another location under consideration: Meehan Street near the Fire Hall. It was abandoned when a costly and lengthy environmental assessment would be needed. Next was McLean Avenue Park when the town had a chance at cash and materials from a rink set up on Parliament Hill to celebrate Canada's 150th anniversary. (Gananoque, Ont. won.) And it was shown the soil is too loose there. The concrete slab would have cracked. Town staff said the Legion Park site is ideal for year-round activities. It is now undergoing geotechnical testing. Missing for the vote was Mayor Walter Stack and Council Chris Toner. County Coun. Dan Lynch voted no. The others voted yes.

PRELIMINARY TRIAL WRAPS UP IN STABBING CASE

DEREK DUNN derek.dunn@ metroland.com A two-day preliminary trial in Pembroke was held in a stabbing case that has shocked many in the Arnprior area. Bill Kirby is facing an attempted-murder and 22 assault-related charges after a woman was stabbed in a wooded area off White Lake Road on Sept. 13, 2018. An assault charge dating back to 1968 was dropped at the preliminary trial because it occurred in another province.

The well-known area volunteer who refereed and umpired for many years remains free on bail and attended both court dates on July 10 and 11, as did a handful of other people. "This is a long case with a lot of issues," said crown attorney Caitlin Downing. There is a publication ban on identifying victims. Three spoke in graphic detail in the courtroom to Downing and defence lawyer Adrian Cleaver. Three witnesses for the crown also spoke; two covering the same topics.

The Renfrew detachment of the Ontario Provincial Police (OPP) investigated 311 calls for service from July 1-July 7. A number of impaired driving charges were laid. On July 1officers responded to a motor vehicle collision on Madawaska Boulevard in Arnprior. As a result of the investigation Suzette Cousineau, 57, has been charged with, impaired driving and operating a motor vehicle with over 80mg of alcohol. The accused was released on a Promise to Appear in Renfrew court Aug. 7. On July 1, officers responded to a traffic complaint in Arnprior. As a result of the investigation Gregory Marcellus, 63, of Arnprior has been charged with, dangerous operation of a motor vehicle, impaired driving and operating a motor vehicle with over 80mg of alcohol. The accused was released on a Promise to Appear in Renfrew court Aug. 7. On July 7, 2019 officers were conducting a Reduce Impaired Driving Every-

Vehicle Fire • On July 3, officers responded to a vehicle fire near Leo Lavoie Road in Arnprior. The investigation is continuing. The vehicle involved was a black 2009 Dodge Journey. Anyone who may have seen this vehicle in the area or who has information about this fire is asked to contact the Renfrew OPP.

Domestic Violence Arnprior and Renfrew officers investigated six domestic disputes during the past week. • One accused was charged with assault with a weapon, assault, mischief under $5,000, and two counts of fail to comply with conditions of an undertaking.

Arnprior joins partners McNab/Braeside and Renfrew in this contract. The contract will continue until the end of the current calendar year. "Please note that recycling will be moving to a weekly collection schedule, as opposed to the current bi-weekly collection, for the duration of this short-term service contract," reads a press release. "Until collection resumes, residents may continue to bring their recyclables to the landfill site during the regular operating hours."


BLOCK PARTY HELD FOR FLOOD VOLUNTEERS JONATHAN MULVIHILL jmulvihill@metroland.com It was time to recognize the efforts of many flood volunteers. Homeowners in Lena Street, Chats Crescent and McLean Avenue in Arnprior hosted a Block Party on June 30 to thank those in the area who helped out during the flood starting in late April. Organized by residents Louise Mulvihill and Katherine Anas, the block party was meant to show appreciation toward anyone assisting with flood efforts. "We have a great community here," Anas said. "It's an amazing opportunity to not only celebrate the ending of the flood, but also to thank the fire department and all the volunteers who helped, whether that be with sandbagging or other efforts." Sarah McLachlan, a homeowner on Lena Street,

talked about how she and her family were personally affected by the flood. "Our property directly faces the Madawaska River head-on," she said. "For us, it was a very steady but very quick pace that the river was rising. As we looked out the window, we could tell it was getting closer and closer to the house. So we began the sandbag wall project to try and protect our home." McLachlan said she was amazed at how many people in the community came to help her family without asking. "We always seemed to have enough help at all times to keep the wall maintained and continue building it," she said. "We ended up with about 2,500 sandbags for our property alone. It was quite the process to remove them once the flood had receded. If that wall hadn't have been there, the water definitely would have entered my

home." McLachlan initially planned on hosting a barbecue to show her appreciation, but when she heard there would be another party, they merged the two celebrations together. She chipped in any way she could, but credits Mulvihill and Anas with bringing it all together. Originally from Toronto, McLachlan felt grateful by all the support that her community gave. "Having lived in bigger cities like Toronto, it's truly been humbling," she said. "In a bigger city, people really tend to stay in their lane. There's something that's so different about this whole experience where everyone just dropped what they were doing and gave what they could, even if it was just an hour between work shifts. It made us just embrace and love Arnprior. The community has just been outstanding."

EVERETT LEARNED A HARD LESSON WHILE ABOARD KING HORSE MADE SURE BROTHER'S RIDE WAS A SHORT ONE, MARY COOK RECALLS MARY COOK Column

Playing jacks on the cement at the pump in the middle of the yard, I could see everything going on around me that hot summer day. Our two horses, King and

Queen, were standing in the shade of the barn, swishing their long tails, trying to keep the flies away. Queen was as quiet as could be, but King was something else. Father said he had a mean streak in him a mile wide. My three brothers often got on Queen's back and rode around the barnyard, but no one dared try it with King. That is, until that hot summer day. Everett grabbed a bunch of grass and very slowly made it to the barn, and came out with a halter, and still very slowly, inched over to King. While he fed him the grass, Ev-

erett slipped the halter over King's head and gave him a gentle pat on his back. Everett led him over to the stoop at the barn door, and it was then I realized he had every intention of climbing onto King's back and going for a ride! Well, Everett made it onto King, and had a good firm hold of the reins, and then reached back and gave the horse a gentle tap on his haunches. Well, that's all it took. The horse suddenly realized what was going on, and it was obvious he wasn't going to let it happen. He raised his head in the air, let out a few loud snorts, kicked up his back heels and took off ! King was circling the barnyard, kicking up tufts of grass and dirt, and snorting, turning his head occasionally to take a look at what was straddling his back. Then he started to run - not a gentle trot, but a downright gallop. He circled the barnyard and headed for the front yard by the house, with Everett still hanging on for dear life. King headed for the big apple tree in the middle of the yard, went under the branches, and Everett, in a final act to save his life,

grabbed hold of a branch and was left dangling from the tree about 10 feet off the ground. Everett dropped to the ground, brushed himself off, and said to no one in particular, "By gar, that was some ride." The talk at the supper table that night was all about my brother finally getting to ride King. But Everett wasn't to come out of it unscathed. His backside was so sore, when he went to settle on the bench behind the supper table, he took a cushion off the cretonne couch and, ever so slowly, sat down with a great sigh of relief. portunities. Janice was a friendly, beautiful, engaging seven-yearold. It was to be the beginning of a friendship that lasted a lifetime. She was such a joyous person always reaching out to somebody. She held strong views on all the important issues of life. Janice married a young American pastor who practised his faith by working with the poor and homeless in downtown Toronto in connection with the outreach work of the Anglican Church. Janice worked as a nurse in a Southwestern Ontario city where she was in charge of a floor. Early in her position abortion procedures were starting to be performed. Since she was morally opposed she resigned her position and found other work. Her views were strong. Throughout her lifetime Janice never wavered. She was an incredibly strong woman with high moral standards. It was during the 2015 election

that Justin Trudeau made it a requisite that all caucus members embrace his individual morality and embrace the pro-choice position he so strongly upholds. This was a first in Canadian politics where members of a political party were required to embrace the views of its leader. With an election looming all Canadians need to ask the same question, for example. What has Trudeau and his Liberal horde done for the betterment of Canada as a nation during the past four years? Our financial house is a mess with soaring debt. What has this prime minister done to make us a morally strong nation? This could very well be one of the most important elections in years. It's the democratic way of upholding what we believe to be right and oppose what we believe wrong. It's the best way to speak with a united voice and put Trudeau out to pasture where he belongs.

THE BEER STORE BUZZKILL To the editor: In the year 2019, the policy of the Doug Ford Progressive Conservative government to dissolve the Beer Store monopoly makes fundamental sense. Why should an unprofitable consortium of three foreign-owned companies be privileged with outdated protection from competition (albeit protection previously weakened with the opening of grocery alcohol sales)? What might not make sense however, is opening the monopoly to allow alcohol sales by corner stores. Research suggests that increasing the number of alcohol sales points is likely to increase alcoholrelated illnesses. What most definitely does not make sense, is ripping up an existing contract to dissolve the monopoly. Either Ontario will need to pay significant monetary penalties to do so, or else Ontario will send a chilling message to the business community about the worth and

integrity of government contracts. Such is the PC government's shameless enthusiasm for harming business: make decisions first, worry about the consequences later. Leave it to Premier Ford to turn the potential happy hour of the Beer Store monopoly's demise, into just another buzzkill.

MORAL STANDARDS NEVER WAVERED To the editor: This is a story about a most remarkable woman who left us very unexpectedly on June 29 after a very brief bout with abdominal cancer. Her name was Janice Jeffery. Her roots were in McNab township, where her mother Doris Stevenson was born in 1922, second daughter of the late Stanley Stevenson and Suzie Russett, who operated a family farm on the Braeside road where they raised their children. FAMILY FUN DAY ADDS RWANDAN FLAVOUR TO COMMUNITY JONATHAN MULVIHILL jmulvihill@metroland.com Lots of fun was had during the Arnprior Cares Family Fun Day at Robert Simpson Park on June 22. Children enjoyed many games focused on what people in Rwanda do for fun. This event was part of fundraising efforts to help Jean (whose last name is withheld for fear of reprisal) bring his family to town. They fled Rwanda last year after he was targeted for ex-

posing misappropriation of $11 million at his Pentecostal Church. Jean made it to Canada while his wife and three sons fled elsewhere. Community members are aiming to raise $30,000 to help support the family with resettlement, including basic needs for housing, food, clothes and transportation. Donations can be made in person at Grace St. Andrew's United Church between 9 and 11:30 a.m. on weekdays.

The fifth bite into a sandwich from Zesty Shawarmaz, a quote I'd been ruminating on appeared: "Man has no more tormenting care than to find someone to whom he can hand over as quickly as possible that gift of freedom with which the miserable creature is born," said Fyodor Dostoyevsky. Rather than the freedom to decide between such crucial options as lettuce or no lettuce, we are often under less stress when simply presented with the best version of a sandwich. Slaves, paradoxically, can take comfort in having no plans to make. The much-anticipated Arnprior food truck has settled into a groove these days. Business is good. People are happy. Loyalty is building. So the day I picked up a chicken shawarma and donair wasn't going to reveal any surprises. The service was cheerful and professional (even from what must be hot and cramped quarters). Both were generous in terms of meat and toppings. The shawarma sauce lives up to the business's name. And, crucially,

But where the food truck falters, paradoxically, is in offering too many options. the crunch of pickled turnip adds an important texture contrast. On the donair side, the meat is cut a little thicker than done in the sandwich's birthplace of Halifax. The spice is bang on. But the sauce is as far off as the bread. Pita is no substitute for donair bread. And the sauce isn't the standard condensed milk, vinegar and garlic powder. For 20 years I've searched the Ottawa area for a true donair. Some have brazenly proclaimed a "Halifax donair" then served vacuum-packed meat from a freezer. Zesty Shawarmaz has come closest, but still needs work. My greatest disappointment which is fairly minor, obviously has to do with the options. A donair is served plain or with tomatoes and raw onions (some fancier fellow Maritimers want

cheese). It doesn't come with a choice of lettuce or anything else Subway has to offer. At the risk of sounding soup Nazi-ish: there is no improving upon the donair; you can only ruin it. The soggy lettuce did that for me. Yes, it is my fault for agreeing to have everything on my sandwiches, lettuce included. But in my defence, I thought the cook was presenting me with the best version, not the one with stuff meant for other sandwiches. Don't give customers the option of messing it up. That's why the best restaurants don't have table-side saltshakers. Alas - back to the burden of making decisions and being free. ARNPRIOR RESIDENT AWARDED ARNPRIOR HUMANE SOCIETY HOLDS ANNUAL MEDAL FOR VOLUNTEERISM WALK-A-THON

Renfrew-Nipissing-Pembroke MPP John Yakabuski awarded Porter with the Sovereign's Medal for Volunteers. "Volunteerism is something that, if you live in a small town in Ontario, it's not even an option. It's an absolute necessity," he said. "I can't speak for Mel Porter, but I'm going to bet that as much as he has given to the community, every time he does more he feels the community giving back to him because Mel loves the community. The community gives the love back in return because of the efforts he has made." Porter, a longtime member of the Arnprior Legion as a Veteran Service Officer, is actively involved in many fundraisers and events including the annual ride

It was a beautiful day to enjoy a walk for a good cause. The Arnprior and District Humane Society held their annual Walk-a-Thon on June 23. This year, the event was held at the shelter on Didak Drive. Participants had the choice of walking either a 2km or 5km run. After the walk, there was a BBQ lunch available for all attendants. Volunteer dog walkers for the Humane Society were present to showcase some of the dogs available for adoption. The Arnprior and District Humane Society is a no-kill shelter that takes in animals from Arnprior and the surrounding area. They are a non-profit organization supported through fundraising events, sponsor assistance and donations. They are dedicated to finding loving homes for

JANNEY, Lynda Mary (Firth) June 10, 1949 - July 5, 2019

Lynda Mary Janney was born in Ottawa on June 10, 1949. She was the daughter of Mary Anita Smith and Joseph Edward Firth, and the sister of Lorna Agnes Firth and Martin Joseph Firth. The Firth’s had a cottage on the Rideau River just past Manotick, Ontario which was adjacent to her grandfather and grandmother’s cottage. Lynda, Lorna and Martin spent many weekends and summers there and it was these experiences that shaped her love of the countryside and cottage country. Loving mother to April Rebecca Desjardins (nee Janney) and Douglas Matthew Janney Jr. as well as grandmother to Kevin Desjardins, Bradley Desjardins, Kayla Janney and Alyssa Janney. Lynda attended Immaculata High School in Ottawa and joined the Federal Public Service in 1967. During the 1970s she studied Human Resource Management at Algonquin College and the University of Ottawa. Following this, she entered the Human Resource Management field in the Public Service. She held various HR specialist positions and HR management positions in the Ministry Secretariat of the Ministry of the Solicitor General and in Health and Welfare Canada. She then moved to the Human Resources Branch of the Treasury Board Secretariat as an Executive where she dealt with organizational change at the most senior level and made recommendations to the Treasury Board. In 1970, Lynda met Doug Janney Sr. and married him on January 6, 1973. She shared his enthusiasm for cottage and country living with Doug and her children on Spectacle Lake, in Madawaska, Ontario and became a fishing partner too. There never was a dull moment as Lynda took on the role and responsibilities of not only a wife but also as a mother. During the same time she encountered increasingly more challenging work including being a ‘hockey Mom’ around the hectic and busy hockey schedules of both April and Doug Jr. Lynda was elected President of the Ottawa Women’s Hockey League in approximately 1982. Having owned several antique automobiles, she and Doug were also members of the Historical Automobile Society of Canada (HASC). In 1995 Lynda became involved with the Federal Science and Technology workforce and their HR issues. Lynda was instrumental in developing and implementing a framework and a process which resulted in improved human resources management of the Federal Science and Technology community. This framework and process became the norm for broader policy issues and was a model for other communities in the federal public sector such as the newly created Food Inspection Agency. As a result, in December 1999 Lynda received the “Head of the Public Service Award” presented by the Clerk of the Privy Council for valuing and supporting public service employees. After 35 years in the Public Service, Lynda retired in July 2002. Following the introduction of Bill C-17 on Firearms Safety, Lynda was appointed by Justice Canada and the Chief Provincial Firearms Office of Ontario as an Instructor and Examiner.

Lynda and Doug moved to Renfrew in 2002. Shortly after they became members of the Eganville Baptist Church.

She was also an avid reader and was a member of Renfrew’s “For the Love of Reading Book Club” including being a Trustee on the Renfrew’s Library Board for approximately 7 years, eventually becoming Chairperson. In March 2019, Lynda was diagnosed with stage IV lung cancer which she ultimately lost her battle on July 5, 2019 with her family by her side at the Renfrew Victoria Hospital. There will be a celebration of her life to be arranged shortly where friends and family are welcome.

Nature displays no lack of imagination when it comes to how male animals court members of the opposite sex. Male common terns catch small fish, which they drop in front of a female to demonstrate their skill at catching fish. Male scorpionflies also offer edible gifts to their potential mates; their gifts being dead insects. Some species even wrap the insect in silk so that the female has to unwrap it before enjoying the meal. In my opinion, one of the

Damselflies are close relatives of dragonflies, with most being smaller and seemingly more delicate than their robust cousins. At rest, damselflies close their wings over their back instead of holding them out flat as dragonflies do. If you explore the edge of waterways and see tiny blue and

black, matchstick-sized insects flying around, you are seeing bluets. Not all damselflies, however, are as small as bluets. In fact, one species is actually larger than many dragonflies and is arguably even more beautiful than most. Ebony jewelwings are iridescent green, black-winged damselflies that flit across streams and along shrub-lined shores of

larger waterways. Females are nearly identical to males, except they sport conspicuous white squares near the tips of their first pair of wings, which are slightly less black than those of their suitors. Male ebony jewelwings court potential mates by perching and repeatedly opening and closing their wings to display their magnificence. When a female arrives, the male gives her an aerial performance, repeatedly flying over and around her. The female watches his performance and gives him a visual appraisal. If her wings go flat out, she tells him: "Nice try but go away." However, if she opens and closes her wings held high above her, she is signalling: "Come closer, my dear, you have won my heart." After a positive response, the male lands on

the female and curls his long abdomen so that its tip meets the back of her head. The tip is equipped with two sets of projections called claspers that get inserted into appropriately sized openings. When all feels right, the female curls her abdomen so that her genital opening meets his genitalia situated under the base of his abdomen. This results in a looped position called "the wheel" (although I think it is more of a heart). Prior to this juncture, the male moved sperm to these genitalia from where it was produced near the abdomen's tip. After mating, the pair separates and the female gets to work laying eggs in the stems and leaves of aquatic plants. Back to the scorpionflies. While gift giving might appear to be an example of extreme romanti-

cism, the males present edible gifts for very selfish reasons. Because scorpionflies are predatory insects, a female might well consume an approaching suitor. But if the female is suitably occupied enjoying his gift, the male is able to mate with her and survive the intimate moment. I suppose that is nature's version of safe sex!
