Arnprior OPP report Stephanie Horst, 27, is charged with sexual assault on a person under 16, sexual interference, and possession for the purpose of trafficking in a schedule 2 drug (marijuana). She was released on a recognizance of bail May 16, at Pembroke courthouse. OPP received a report of an adult female allegedly "trafficking drugs and sexually assaulting teenage males" on May 9. An arrest was made May 16. The court has ordered a publication ban on any information that could identify victims or witnesses. Const. Jodi Burns opened an investigation the same day it was reported, May 9.

Following a discussion that turned into a lengthy debate at the Arnprior council meeting on May 14, the Junior Packers will get to live broadcast games next season. "This is ridiculous. We're talking cents," Mayor David Reid said near the end. It is at least the third time he used the term in the last two council meetings. The disagreement between town staff and a united council was over about $1,000. Last season the (now former) management team of the CCHL Tier 2 club asked to live stream home games. A few other teams are, and the league is mandating it. Technological advancements added to Nick Smith Centre in recent years makes it possible. Staff produced a report showing the municipality should charge the hockey team for ensuring their access to the internet at the arena does not disrupt the town's access. The Packers
should pay for a firewall, and pay to licence and maintain it, the report reads. Separate from the $1,000 capital costs, the Packers would pay a new hourly ice rental fee of just under $162; it would include the licensing and ongoing maintenance costs. That is in line with other area junior teams. The figure is a three-year average of past fee amounts for practices, games, and playoff games, reads the report. Reid didn't like that a private business would own a firewall at the town's civic centre. He suggested council turn down staff's recommendations; assume the capital and ongoing costs for the firewall; and up the hourly ice rental fee to $165. "The firewall will pay for itself in three years," Reid said. "And we'll own it and maintain it. And it keeps everything simple." He added that the team can do it cheaply because of the many thousands of dollars taxpayers put into the building's infrastructure.

Coun. Dan Lynch wanted to know that tournament organizers could hook up their own equipment and live stream games. It is much simpler to do when the municipality owns the infrastructure. Chief administrative officer Michael Wildman was opposed to other teams and organizations wanting the same access, though he didn't use those words. He said according to the report, the Packers would own the firewall. That makes it different. The Packers are also an exception because all players (many of whom are youths) have signed a waiver to permit being videotaped. Other groups may want to videotape young people without first asking consent. That could put the town at libel over invasion of privacy, Wildman argued, if the town owned the firewall. This way, the firewall protects the town from the Packers' content. "Just because people want to video children doesn't mean they can," Wildman said. "And if they are using our network to film minors" the town is at legal risk. He also preferred to arrive at a more exact fee number than $165. At one point, Wildman asked if council was proposing that town staff obtain video cameras and related equipment, and operate it for clients. Council understood that was not possible given staff's training to date. In the end the $165 fee will cover the Packers for use of a town firewall plus expenses. All voted in favour. Reeve Walter Stack was not present.

Car blaze in Arnprior deemed suspicious
DEREK DUNN derek.dunn@metroland.com Police deem an Arnprior car fire as suspicious and would like to speak to anyone with information. No one was injured and no driver was on scene Tuesday, May 15, 1:25 a.m. just inside Bell Park at the intersection of Riverview Drive and Leo Lavoie Lane. OPP Const. Janice Sawbridge said it was a 2006 black Saab. "The vehicle was fully engulfed when emergency personnel arrived," reads an OPP press release. "Police are treating the fire as suspicious and would like to speak to anyone who many have witnessed anything." Arnprior's volunteer firefighters arrived on scene after OPP and "quickly" brought the fire under control, according to Cory Nicholas.

This site in Arnprior contains the remnants of a car fire on May 15. Although the spring fire was near the Bell Park forest, by the yacht club, the fire prevention officer was not overly concerned of it spreading. "They were quick to suppress the fire and turn over the scene to OPP," Nicholas said. "We always have a concern about potential exposure to other buildings or in this case trees, but the crew was able to respond quick

The fire is not related to a half ton truck's trailer fire that happened the day before on Moore Street near River Road. "That one was not deemed suspicious," Sawbridge said. The hospitals in Arnprior and Almonte have a new link, and it is the former's new communication officer. Nahanni McIntosh assumed the role recently. She brings with her a wealth of experience in both the communications and health fields. The Canadian Nurses Association magazine editor is a member of the board of directors at Almonte General Hospital. "Health-care communications is my thing," McIntosh said from her office at Arnprior District Memorial Hospital. "Strategic communications and outreach, both internally and externally; yeah, I love all that stuff. It's all about problem-solving." She also gets easygoing small-town spirit. She lives in a big old home with her husband and young kids.

"I get small towns. I understand what community means," she said. "I know that sounds like a cliché. But it's true." A big part of small town living, she said, doing what you can to better the place you live. That's one reason she volunteers at her hospital. However, pivoting to
a pitch for more volunteers at Arnprior's, she said volunteering can help develop contacts and lead to career advancements. "It is rewarding on its own, but can be excellent experience for your career too," she said. "And you're giving back to your community." A challenge most hospitals face is maximizing use of the limited funds available. Many people don't understand that to give more in one area, she said, is to take away from another. Often something must give, making the decisionmaking process difficult at best. "Hospitals are a little ecosystem; what happens in one area affects everything else." McIntosh is busy already, having attended the recent volunteers' luncheon at Nick Smith Centre. She will oversee happenings at the hospital, but also the Grove Nursing Home, which is gearing up for a major expansion.

It becomes a matter of leadership and it is most important that the person you send to represent you in the Ontario Legislature is the one that knows you the best and will be your strongest voice. People in this riding don't have the luxury of being able to live conveniently without a vehicle and ensuring that they can move within - and outside of the riding is crucial. Affordability in this riding also extends to childcare, healthcare, education, and so many more areas. Province supports project tackling cellular dead zones across eastern Ontario TIFFANY LEPACK tlepack@metroland.com The Eastern Ontario Wardens' Caucus and Eastern Ontario Regional Network welcomed the Ontario Government's commitment of $71 million to improve cell service across the region. Ontario Rural Affairs Minister Jeff Leal announced the funding formally at an event in Belleville on April 23. EORN has proposed a $213-million public-private partnership to improve both the reach and quality of cellular data services in the region. The federal government and the private sector are also being asked to support the project.
EORN submitted a detailed business case for cell expansion to the federal and provincial governments in May 2017. The project is expected to create 3,000 full-time equivalent jobs over 10 years and spur $420 million in new business revenue. "This commitment from the province is a great vote of confidence in the project. EORN is building on the investment we've already made in fibre optics across the region to close the gap in cell services and improve economic growth, quality of life and public safety," said EORN chair J. Murray Jones. EOWC chair Robin Jones added this is a priority.
"Funding for this project has been the EOWC's No. 1 priority. The demand for mobile data is growing exponentially, but our region is deeply lacking the needed infrastructure to keep up. We thank Minister Leal, and Minister of Infrastructure Bob Chiarelli, for their support and for advocating for this project at the federal level. Eastern Ontario's future is at stake." The five-year update to the official plan (amendment 25) was adopted by council at the April session of county council on April 25. The official plan Amendment 25 has been sent to the Province of Ontario for final review and approval. This is the last step in the process of updating the county's official plan (OP). The adoption of the OP amendment comes after consultation with local municipalities, residents, and local community groups. The county held nine open houses, seven public meetings, and two special county council meetings in late March and early April of this year. The special county council meetings provided the public with an opportunity to address county council and make any final adjustments before the plan was adopted and sent to the province for approval. Warden of the County of Renfrew, Jennifer Murphy, shared this, "I wish to thank staff for all their dedication and hard work in compiling this OP while taking into account the input from our residents. This led to a plan that was flexible in nature, maintained the spirit and balance of Renfrew County values, while also addressing Provincial poli-
carrier, nearly two-thirds of the area doesn't have enough capacity to provide high quality mobile broadband service given growing demand. The gaps are the result of market failure. Rural areas don't generate enough revenue for cell carriers to build adequate services. The Canadian Radio-television and Telecommunications Commission recently designated both mobile and fixed broadband as basic services for all Canadians. A public-private partnership would reduce carriers' infrastructure costs, creating a stronger business case to improve services and meet the CRTC's basic services goals.

Hold parties to their future broken promises It's one thing to see a car commercial give us all the glitz and glamour with none of the hard numbers. The company is softening us up, luring us in with speed and flashy colours. Don't think about the ticket price, payment plan, your pocketbook. It's about the dream, not the reality. That's fine until we walk into the dealership. They have to tell us the price then. Why would anyone sign on the dotted line without knowing it? No, we would demand to know the full cost. Yet many appear willing to walk into the voting booth and sign on without knowing the cost of the next government. At one point in the not-too-distant past, parties put out fully-costed platforms. Last November, former PC leader Patrick Brown unveiled his 78-page 2018 election platform, calling it The People's Guarantee. It included guarantees to cut income tax rates for middle- and low-income earners. Hydro bills would be slashed by 12 per cent. There was something for child care, mental health, an accountability act: you get the picture. The party's new leader, Doug Ford, promised a "solid platform that is fully costed," but had yet to release one nearing the midway point of the June 7 election campaign. It seems the plan now is to make a scattering of announcements, each including a price tag. The Liberal Party back in 2003 bragged about their fully costed platform, saying it was verified by a forensic accountant and two bank economists. Of course, once elected, Premier Dalton McGuinty more than doubled the promised deficit spending and raised taxes (in the form of the Ontario Health Premium.) The Liberals have had a platform ever since. It is the government's budget released prior to every election. They are piling onto it with - among other promises - a pledge to ban auto insurance rates based on driver postal codes; an idea they voted against at Queen's Park. So it seems the choice is between a platform that, based on past actions, would be abandoned once the party wins power; or no platform at all, meaning no promises to break, by a party that wants you to vote in ignorance. The difference between a broken promise and no promise? At least we can hold them to a broken promise. The Ontario NDP has offered platforms, including in 2018, and has not broken a promise in decades, if ever. That may have to do with holding precious little time in power, who knows? We could dream a little too. Maybe that car will go as fast and shine as brightly as in the commercials. Maybe cost doesn't matter. Ready to sign? Not until we've seen the broken promise first.

Bill costs disabled workers their jobs To the editor: Once again one of the most vulnerable groups of people has had their quality of life pulled out from under them. People with developmental disabilities are now being told that if they don't earn $14/ hour and receive a T4 at the end of the year, there is no longer a job for them. The sad part about this is most of these individuals cannot produce to the
same level as able bodied and minded individuals, therefore, they no longer are valued or have a job, according to Bill 148. As usual the people at the top making six-figure salaries do not have a clue about the real world for this group of people or their families. No one can know the struggles until they walk in their shoes and please don't say you do as you are insulting the caring families and friends of these individuals who are constantly trying to give their special need family member the best quality of life possible. McNab students visit the villa
TIFFANY LEPACK tlepack@metroland.com It was a day the young and the young at heart will not forget any time soon. On Friday, May 4, Glenda Russett's Grade 5 class from McNab Public School went to the Arnprior Villa for a followup visit. During the first visit the students had shared stories with the senior residents, played board games and cards together ... none of the kids wanted to leave. So on May 3 the students spent the day baking pies and then returned to the villa for a tea party on May 4. The smiles on the residents' faces were evidence that both the seniors and the students were learning a valuable lesson about citizenship and giving back to the community. One of the parents noted the class is an amazing group of kids as the idea to go and spend time with the seniors was entirely the kids' initiative. "This is amazing," said Debbie Visinski, director of recreation. "I don't have any words, the residents will be talking about it for weeks!"

The Ottawa Valley Cycling and Active Transportation Alliance (OVCATA) will be encouraging Renfrew County seniors to get out cycling and walking, with help from Ontario's Ministry of Seniors Affairs. OVCATA is receiving $10,300 from the ministry to fund the project Renfrew County Seniors' Active Transportation. The project will offer education, encouragement and coaching to seniors across the county by working with existing seniors' groups affiliated with the Renfrew County and District Active Aging Network (RCDAAN). "In particular, we want to focus on perceived barriers to participation," said the project's co-ordinator, Kathy Eisner. "We'll be holding education sessions indoors and group walking and cycling events outdoors. Experienced facilitators from OVCATA and RCDAAN will teach and encourage safe participation at events across the county. Through these organized activities, seniors will gain the knowledge and experience to continue safe cycling and walking

Long Live the Canada Jay!
Tenacious research will help restore popular bird's name, Michael Runtz writes Ever since our species developed language, names have been assigned to wild creatures. This was done to communicate the presence of potential meals and imminent danger. This need progressed into the desire to name every living thing, a process that continues today. All plants and animals have two official names. One is a popular name given in the language of the region in which the species is found. The other is a
MICHAEL RUNTZ Column scientific name, usually based in Latin, a name that is recognized around the world. For example, our robin is officially known as the American robin; its scientific name is Turdus migratorius (scientific names are either italicized or underlined). Currently, the North American classification committee of the American Ornithological Society (the AOS) is responsible
for the nomenclature of North American birds. Most of the current names of our birds, however, were assigned by the AOS's predecessor, the American Ornithologists' Union (the AOU). New names are assigned and old names are occasionally changed, the latter sometimes reflecting a change in the status of a species. For example, not long ago we had a species called "Canada goose." It was discovered that a small form of it was actually a distinct species that was named the "cackling goose" so we gained a new species. Sometimes we lost one. Snow goose and blue goose were found to be colour morphs of the snow goose so the two became one species, the snow
goose. But no systems are perfect and mistakes have been made. A case in point involves a bird that is familiar to most of you, at least by name. Gray jays are those giant chickadeelike birds that come to your hand for food in Algonquin Park and all through the North. The gray jay is also the bird that made headlines in recent years when The Royal Canadian Geographic Society chose it as its candidate for Canada's national bird. But in earlier years, the gray jay was officially known as the Canada jay with the scientific name Perisoreus canadensis. Then in 1957 the American Ornithologists' Union changed its name to the gray jay, a title it currently
owns. Although disappointed, Canadian ornithologists failed to protest the loss of one of the few bird names that included a reference to our great nation. But that all changed when Dan Strickland, former chief park naturalist in Algonquin Park and gray jay guru, discovered that there was no basis for the change in name for a species he has studied for nearly 50 years. Dan's tenacity in tracking down the history of the change and lobbying the AOS to restore the bird's name back to its original are worthy of a book. Although the decision of the AOS won't be officially released until July, I've heard through the grapevine that the vote on
the joint proposal put forward by Dan Strickland and American ornithologist Carla Cicero was nine to one in favour of changing the name of gray jay back to Canada jay. Thank you Dan for your tenacity and efforts that will make this year's Canada Day celebrations extra special for many Canadians and likely one northern bird! Stunt driving charge On Monday, May 7 shortly after 2 p.m. Sgt. Derek McLeod stopped a vehicle for stunt driving. The vehicle was on Highway 17 near Goshen Road in McNab Braeside township when the officer observed the speed was in excess of 50 km/hr above the posted speed limit. A male driver, 22, of Whitewater Region Township was issued a summons to appear in traffic court on July 20. His driver's licence was suspended for seven days and the vehicle he was driving was impounded for seven days.

ARNPRIOR FIRE DEPARTMENT It is time once again for the annual Arnprior Fire Department (AFD) charity car wash. The car wash will run on Saturday, May 26, from 9 a.m. to noon, at the Arnprior Fire Department at 67A Meehan St. in Arnprior. As usual, all of the proceeds from the car wash will be going to charity; however, this year it touches a little closer to home for members of the AFD, as the event is being held in honour of Cpt. Ken Carr. Carr recently passed away after a lengthy bat-
tle with cancer. Doting and loving husband of 69 years to Frieda Helene. Son of the late Jan and Waleria Szkarlat (nee Kosecka), and predeceased by siblings Josef, Stanislaw, Maria, Stanislawa, Jan, Franciszek, Tadeausz, and Zdzislawa, all of Poland. Wladyslaw, fondly remembered as “Wally”, will be sadly missed by his wife, Frieda; a brother Ludwik of Poland; his children Edward of Arnprior, Robert (Diana) of Carleton Place, Elsa Scott (Robert) of Arnprior, Henry (Brenda Carter) of Ottawa, Barbara (McKeddie) Szkarlat of Sault St. Marie, Ontario, and Irene Sauvé (Paul) of Arnprior. Wladyslaw will also be missed by his grandchildren: Nicholas Szkarlat, Colin Szkarlat, Katrina Szkarlat (Tom Graham), Jonathan Scott, Ryan Szkarlat (Michelle), Kayla Szkarlat (Wesley Morris), Heather McKeddie, Donny Jr. McKeddie, Brianna McNulty (Ryan), and Nychelle McGrath (Sheldon); and great-grandchildren Connor and Liam McNulty, Paisley and Ava McGrath, Payton, Camden and Ryker Szkarlat, Skyler and Riley Leroux, and a precious greatgranddaughter soon to arrive. Born in Lyczanka, Poland in 1924, Wally spent a several years in a European army as a truck driver. It was there that he met the love of his life. They married in Kiel, Germany in 1948. Wally came to Canada in the 1950’s to work for Gillies Bros. Lumber Mill in Braeside for a number of years, then moved onto the Kenwood Mills (also known as Hyuck Canada, and Weavexx) from where he retired. He enjoyed a good card game with friends, gardening, and time spent with his grandchildren. A private visitation for family took place at the Pilon Family Funeral Home and Chapel Ltd., 50 John Street North, Arnprior. Interment followed at the Malloch Road Cemetery, Arnprior. Celebration of Life held for Paul Dick TARA GESNER tgesner@metroland.com A Celebration of Life was held for former Progressive Conservative MP Paul Dick on May 11, taking place at the Britannia Yacht Club in Ottawa. According to a statement by family, Dick, 77, died of a heart attack at home on May 2. Dick was first elected to the House of Commons in 1972, representing the former Lanark-Renfrew-Carleton riding. Over the next 21 years, he was re-elected five times, holding various cabinet positions. Ultimately, in the redistributed riding of Lanark-Carleton, Dick was defeated in 1993 by Liberal Ian Murray. This general election saw the Progressive Conservatives reduced to two seats. On May 4, former politician and current Children's Hospital of Eastern Ontario president and chief executive officer Alex Munter posted the following on Twitter: "Sad to hear about the death of Paul Dick, Kanata's MP as I was growing up. I later worked with him and appreciated his candid, practical and accessible approach. He will be well remembered." Progressive Conservative MPP for Nepean-Carleton Lisa MacLeod offered her condolences to Dick's family on social media, and she noted he served with "distinction" for five terms. Dick died the same day as Leeds-Grenville, Thousand Islands and Rideau Lakes MP Gord Brown, another long-serving Progressive Conservative. Brown also had a heart attack, succumbing in his Parliament Hill office. "Eastern Ontario has lost another good one," MacLeod noted. During a meeting of Lanark County council on May 9, Warden John Fenik called for a moment of silence to honour Dick, with chief administrative officer Kurt Greaves later commenting on the former MP's lengthy career. "Our condolences to his family," Greaves stated. He noted the former MP was "well regarded as an intelligent, hard working cabinet minister who loyally served the people of Lanark County from 1972 to 1993." The Canadian flag was also flown at half-staff at the county building in Perth. From Kapuskasing, Ont., Dick was a lawyer by profession. After attending Western University, he earned a law degree from the University of New Brunswick. Dick was called to the bar in 1969. Wife Pierrette Cassista and sons Wyatt and Andrew Dick, along with other family survive him. Many friends and colleagues will remember Dick.

She came once a year, and was always dressed in pure white, with a red hat, shoes, and elbow length gloves with a glass ring on the outside. As far as Father was concerned, Aunt Lizzie had taken on airs since she moved West and married Uncle Jack who worked for the CPR, allowing her to go anywhere in Canada for nothing. Father said that was the only reason she came out to North-

Well, there she was. Father spent as much time as he could in the barns. Avoiding Aunt Lizzie as much as possible became his mission for the week. He welcomed the Saturday night house party because that would give him one other night when he didn't have to sit and hear his sister brag about her money in the bank, the big house, and the new car Uncle Jack bought every year. Everything was ready for the party. Neighbours would bring eats, the big white pots were simmering on the back of the Findlay Oval, filled with green tea,
and we five children were dressed in our next-to-Sunday best. Then we heard the roar from the upstairs bedroom. Mother, my sister Audrey and I took the stairs two at a time, and Father never took his eyes off the Ottawa Farm Journal. There was Aunt Lizzie, ramrod straight, half dressed, with something around her middle that had more strings and laces than I had ever seen in my life. She was hanging on to the bed post for dear life, and was so red in the face, I thought she was going to explode. She was asking Mother to pull the laces tighter. I sat on the bed and looked her over from head to toe. I had never seen one of those contraptions before, and I couldn't imagine why anyone would put themselves through such
