Renfrew, Arnprior MPP named to provincial cabinet TIFFANY LEPACK tlepack@metroland.com John Yakabuski has been named the new Minister of Transportation for Ontario. The Renfrew-NipissingPembroke Member of Provincial Parliament (MPP) was sworn into the cabinet position on June 29 in Toronto. Yakabuski spoke with Metroland Media Friday night as he was making his way back to the riding for the Canada Day long weekend. Yakabuski was both honoured and pleased with the new appointment. "It's an important ministry that touches everyone in Ontario," said Yakabuski who had already had meetings with the new department on Friday afternoon. He says he has been very proud to represent the riding over the last 15 years and said he is proud of the new role as it is for his constituents as well. "Now for us to achieve government, and having been chosen for a very special honour, I will never lose
focus for the people at home. I have taken on some additional responsibilities and I will carry them out as best as possible." During the election campaign the Ontario Provincial Conservative Party committed to put the twinning of Highway 17 into the five-year plan. The next portion of twinning is expected to go from Scheel Drive in McNab/ Braeside to the Town of Renfrew. Yakabuski has worked for the last number of years on the highway expansion project. He will soon receive briefings on every issue across Ontario and then on to a major local issue. "It's a matter to me greatly at home and we will follow through with the (twinning) of Hwy 417 in our very first five-year plan," affirmed Yakabuski. "Eastern Ontario is very well represented," said Yakabuski. He confirmed the government is set to go back in early July, with the first order of business to elect a speaker on July 9, the speech from the throne on July 10. "Follow that we will pass legislature for the priorities for the people of Ontario, that will take a few weeks and then we will recess until September."

Arnprior Fair to double rides, offer flat fee
DEREK DUNN derek.dunn@metroland.com There are plenty of changes to the Arnprior Fair this year, from pricing, to twice as many rides, to new leadership at the board. Organizers plan to bring the house down before pitching a new tent elsewhere in 2019. Set for Aug. 9 to 12 (changed from later date), the fair board has streamlined costs this year. A flat $20 per person will get you through the gate, access to entertainment and unlimited rides at the midway. Children under age three get in free. The price bumps up to $25 later this month or early August. Tickets are available at Home Hardware and B&B Buy Back. Fair board president Brad Runtz said fairgoer feedback lead to the pricing change. Renfrew's recently announced the same. "We respond to com-
ments we get," Runtz said. "This is the direction a lot of fair boards are heading going forward." It means less standing in queues counting money or fumbling for tickets to give operators. It also means more time for fun, which is needed now that the midway is going to almost double in size, from eight rides to 15 - including a ferris wheel. "We're really looking forward to all the rides. This is something never done before," Runtz said. "We need to think outside the box and maybe gamble a little bit." Entertainers include a DJ on Thursday, Riley New Band on Friday, and Fifth Street opening for a yet-tobe-named headliner. Runtz wouldn't give any hints to which they are bringing in, other than to say it will be the best performer they can get regardless of genre. Another new event planned for the fair is, on

Among the talent performing at this year's Arnprior Fair is the Riley New Band on Friday night. Sunday, a massive drive-in bingo. Held on Wednesday evenings this spring for the first time, the bingos drew 25 and 50 cars the first two nights it could be held. Organizers are confident the last one will be the biggest
and best. Bingos are held on site, at 10 Gavin St. However, that property has official sold to Talos Homes. The Ottawa custom builder is planning to build 43 singles, 84 semi-detached and
28 multi-attached, adding up to about 465 new residents. A park, horseshoe road, two entrances (from Daniel and Thomas streets) will proceed after town council approves a zoning change.
At that point, Runtz will reveal how much the fair profited. Suffice to say, it is enough to meet future plans. "It's in the ballpark of what we were asking," he said. "We are happy with what we've got." Once the money's in the bank, the board will go shopping for McNab/Braeside land close to town to start planning the 2019 fair. The changes are mounting and coming quickly, and now that Jeff Desarmia - the fair board leader for some 33 years - stepped aside in March, Runtz and the remainder of the board have their hands full. "They are big shoes to fill. Jeff really knows the ins and outs," Runtz said. "But he's got his horses and he wants to spend more time with his family. And he just thought it was time to hand the torch off. "We'd really like to thank him for volunteering and being associated with fairs since 1976."

The soaring temperature did not entirely scorch attendance numbers at Canada Day festivities in Arnprior and Braeside. Heat warnings were issued for several days in a row. Canada Day saw the temperature break decades-old Celsius records throughout Ontario, reaching the high 30s; much higher when the humidex was factored in. That didn't seem to faze many in Braeside. At least as many kids participated in the annual children's bicycle parade throughout the village. Along with two- and threewheelers sporting the red and white, paper flags were flapping on ATVs and flatbeds carried proud Canadians through the streets. kids to do took place at Red Pine Bay. Arnprior's festivities also started with a kids' bicycle parade down to Robert Simpson Park. The park was fairly sparse compared to previous years, especial last July when the town and country made special efforts to celebrate the nation's 150th. Nevertheless, families gathered under the shade of trees and the gazebo, bottled water was free for the asking, and the splash pad worked overtime to keep kids happy. Entertainment ran all day long in the park. Hyacinth Chatterton and her fellow square dancers stepped down to allow Mayor David Reid to officially mark the day. Before that, though, young performer Thomas Cherney sang O Canada while Greg Murdoch - a wellknown Special Olympian signed for the hearing impaired. Reid also awarded Volunteer of the Year honours to Mel Porter in the senior category and, for the first time, a local youth, which went to Billy Denault; both were on hand for the ceremony. Over at the Arnprior and District Museum, Vicki Brittle gave a live performance. The local singer/songwriter is due to take to a somewhat larger stage on July 8 at Ottawa Bluesfest. Arnprior offered special cooling stations at public facilities. The library was open for drinks and fruits for all. The one area that suffered was the car show in Hydro Park, behind East Side Mario's. Only about a half dozen vehicles had parked it there by noontime. However, it isn't clear that the lower-than-normal turnout was due primarily to weather.

Arnprior council learned that a seniors' organization continues to hum along in town, notching accomplishments and

gional Health's creation of a new nursing home and "seniors' village" at the Grove. Improving accessibility to buildings and outdoor spaces, and increasing transportation options are among its goals. The second area is senior-focused services: Help with independent living; growing social, recreational, and educational opportunities; providing financial support and cost relief; expanding and enhancing health services; and increasing interagency collaboration and resource sharing. The third area has to do with lifestyle: Increasing "the level of engagement" of seniors; having
the business community address seniors' needs; offer programs and services that lessen the generation gap; use technology as a lifestyle enabler; and have service clubs offer programs for seniors. An upcoming project is for a "men's shed" that will offer woodworking class, though a building is needed first. A website dedicated to seniors has shown to be popular. Students interviewed seniors at Arnprior District High School. And a seniors' expo is in the works. "They are doing a lot of good work," Mayor David Reid said. "The success they've had in such a shot period is extraordinary."
Town reeve has council-staff relations report delayed DEREK DUNN derek.dunn@metroland.com It is unusual for Arnprior council to set aside a report for deeper consideration and questioning. Especially if that report doesn't directly relate to residents. Yet that is what happened when the "Council-Staff Relations" report was tabled at the June 25 meeting. "I have a lot of questions and two weeks isn't that big of a time," Reeve Water Stack said. "There's a lot here to digest. I need to look at it and analyze it." The report asks council to pass a bylaw outlining the roles and relationship between councillors and town staff. The proposed policy speaks to promote a respectful and harassment-free relationship by following codes of
conduct. Elected officials will only instruct staff when the collective agrees, not as individuals. Council will have only one "employee" it can direct: The chief administrative officer (CAO). The CAO is responsible for all other employees, either directly or indirectly. The proposed policy points various provincial acts and expert bureaucrats for authority. Mayor David Reid said he is an advocate for the policy, and doesn't hold many concerns. He wants to make sure staff understands that elected officials are a "conduit" for residents. Reid also wants to ensure resident concerns can make it on the agenda for council to discuss; and for that not be hindered. A decision on the policy is expected in September.
Motorcyclist charged with impaired driving On Thursday, June 21 just before 1 p.m., Const. Jason Golds of the Renfrew detachment of the Ontario Provincial Police stopped a motorcycle driver on Mill Street in Calabogie for driving with no licence plate. The investigation revealed several other driving infractions, and that the male driver had been drinking. He failed a roadside alcohol screening test and was arrested. He was taken to the OPP
detachment for further breath tests. Andrew Mikolic, 47, of St Catharines was charged with impaired driving, driving over 80 mgs, driving with no insurance, driving with an improper licence and driving with no licence plates. He was released on a promise to appear in court in Renfrew on July 18 for the criminal charges and on July 20 for the provincial offences. The vehicle was impounded for seven days.
On Friday, June 22 shortly after 5 p.m., members from the Renfrew detachment of the OPP were dispatched to a theft of gas from a gas station in Cobden. A male driving a black fourdoor car pumped gas into the car and left without paying. He struck a witness in the parking lot as he

Man charged after gas theft, crash was attempting to flee. As police were on their way to investigate, they were notified of a serious single motor vehicle collision nearby, on Foresters Falls Road. The investigation revealed it was the same vehicle involved in the theft of gas. The male driver was airlifted to hospital, while the female passen-
ger was transported to hospital by paramedics with minor injuries. Doctors determined the male was not seriously injured and he was subsequently arrested for impaired driving, dangerous driving and theft under $5,000. Following breath tests at the hospital, Michael Koch, 22, of Ottawa was
charged with driving over 80 milligrams, impaired driving, dangerous driving and theft under $5,000. He was released on a promise to appear in court in Renfrew on July 18. The passenger in the vehicle was arrested and charged with theft under $5,000. Hayley MacNeil-MacCrimmon was released

It's hard not to feel it's a profession that's under attack, on the world stage, and in the least, in peril closer to home. The newspaper industry is being battered by digital disruption, as advertising dollars once spent in local newspapers are sucked out of the country by foreign tech giants Google and Facebook, says Unifor, the union representing some of the affected Pembroke employees. It's time we take action. News is not only critical to democracy, but to the health of communities. Let's do what we can to preserve and bolster this vital industry. What a powerful voice speaking out for anyone living with the effects of a traumatic brain injury - a must-read for them, their family, friends, medical and therapy professionals. Our son has been living with the effects of a severe traumatic brain injury for 38 years. During this time, our family has tried to "look into" his brain to see how we could help him in his recovery. In this book, 60 participants and 40 stories take us into the minds of people living with the results of traumatic brain injury caused by concussion, leading us into better awareness and understanding of their situation.
When talking brain injury, you will hear two main descriptions - ABI and TBI: 1. Acquired Brain Injury (ABI) - is the result of a stroke, brain tumour, or other non-traumatic injury to the brain, acquired after birth. This is an injury to a focal point of the brain. Through the years, treatment and rehabilitation have been basically standardized to obtain maximum recovery possible. Depending on the point of injury, certain long-term results can usually be anticipated. 2. Traumatic Brain Injury (TBI) - is a brain injury acquired as a result of an accident - vehicle, sports, farm, household, or military action. Traumatic brain injury is a violent assault to many areas of the brain. Connections are damaged, tangled,

Often lost from memory are relationships; the protocols of social interaction; people, places; identification of everyday objects, food, clothing, animals. The insect that soars like a seed
As you well know, most insects have wings and can fly quite well. Some, like butterflies, dragonflies, bees, and wasps, own two pairs of wings. Flies, on the other hand, have only one pair that powers flight; the other pair is reduced to two little balls on short stalks. These are mechanosensory structures called halteres that serve to stabilize movement during flight. With their wings insects can move to distant sources of food, escape predators, locate mates, deposit eggs in the right habitat, and even migrate to distant lands. But recently I came across an insect with wings that chose a very different way of travelling through the air. When one is lucky enough to glimpse one of these creatures flying between plants in a wetland,
MICHAEL RUNTZ Column it is hard not to mistake it for a piece of fluff or even a small seed carried by a parachute. In fact they are so difficult to see that as soon as you catch a glimpse of one, it usually vanishes before your eyes, leaving you wondering as to whether you really saw anything at all. This unusual insect is a fly known as the phantom crane fly. Now, some of you may be familiar with crane flies. These long-legged flies look like giant mosquitoes; while some species have short mouthparts, others

The extremely long legs of a Phantom Crane Fly help it fly as well as hide. bear a long proboscis like that owned by those familiar biting flies. But before you grab a baseball bat next time you see a crane fly, be aware that even if one has a long proboscis, it
is for sipping nectar, not dining on human blood. Although they both possess extraordinarily long legs and bear similar names, crane flies and phantom crane flies are not
closely related. In fact they belong to two different fly families, the Tipulidae and Ptychopteridae, respectively. A phantom crane fly's body and wings are small but its legs span several times its 10 millimetre body length. The spidery legs are composed of segments that are alternately black and white, a pattern that visually breaks up the shape of the legs, rendering them well camouflaged in the world of dark and light contrast in which phantom crane flies live. The legs do more than render their owners near invisible. The distal segments are large and full of air-carrying tracheal tubes. When the legs are stretched out, the enlarged segments act like balloons and get set adrift by the slightest of breezes. When you watch a phantom crane fly "fly," it slowly and aimlessly drifts a metre or less above the water,
bouncing off plants when the breeze carries it off course. The larvae display a very different lifestyle. They live in the mud, dining on decaying organic material and breathing through a long siphon that, like a periscope, gets extended up to the surface when air is needed. While the larvae do eat, adult phantom crane flies appear to eat very little or perhaps not eat at all. Obviously it doesn't take much fuel for flight that is powered by the wind! Prostate cancer group benefits from car wash
DEREK DUNN derek.dunn@metroland.com A successful car wash by Arnprior Firefighters Social Club means a prostate cancer research foundation will see a hefty donation. The annual car wash took on special meaning this May 26. It was in honour of Capt. Ken Carr, a 50-year local firefighter and community volunteer who died the
previous month. The record-setting total hit $1,600. It was done in three hours rather than the usual four. And it got a nice boost from McNab/ Braeside's volunteer firefighters, to the tune of $150. The money was presented to Colleen Campbell. She is with Ride For Dad's head office in Ottawa. She is also an Arnprior resident and Carr's fellow volunteer over many years.
"This is great. He'd be pretty taken aback and he'd be humbled by this," Campbell said. "We're also pretty proud of the work we do as a small group. It means a lot of research and education." Campbell said one in seven men experience prostate cancer. The sooner it is detected, the much better it is cope with. Getting word out to smaller communities is crucial, she said, to encourage men to get checked.

He was a volunteer with St. John Ambulance from 1948 until 2004 and received numerous certificates of service and a medal from the Queen for service and dedication. Gerry was an avid golfer, member and shareholder of the Arnprior Golf Club and a hunter. He loved Music, the Glenn Miller Orchestra, and was an amazing dancer who could jive with the best of them. Some of Gerry’s biggest smiles came from winning a good game of euchre and some of his angriest moments usually started with “that’s not According to Hoyle”, a phrase those close to him will always remember. A meal never started without his hallmark grace that everyone in the family can surely repeat. He will remain in the hearts and minds of his entire family and all of his friends. Friends were invited to join the family during visitation at the Pilon Family Funeral Home and Chapel Ltd., 50 John Street North, Arnprior on Thursday morning, June 28th from 9:30 to 11:15. Former Harbourmaster, Westport Harbour It is with great sadness that the family of Richard (Rick) Gordon Couper, aged 66, announces his passing at the Perth District Hospital on June 21, 2018 after a courageous long-fought battle with pancreatic cancer. Rick was born in Montreal, Quebec, to Richard (Dick) and Robina (Ruby) Couper and was the eldest of 4 children. Rick will be remembered for his love of boating, of photography, and of finding great deals on really cool gadgets. A proud “Winter Texan”, Rick spent his winters in Rockport TX before his illness brought him home to Westport fulltime. Rick will never be forgotten by his wife and best friend of 40 years, Cheryl (nee Gavigan), and his children Christopher (Michelle) and Danielle Leroux (Steve). Rick will always have a place in the hearts of his much-loved grandchildren Jack and Laura and Nick and Tyson. Rick will be remembered by his brothers John (Theresa), Ian (Leesa), and by his sister Susan (Glenn) as well as his Gavigan in-laws including Wayne (Glenna), Lloyd (Linda), the late Mark (Alice) and Carole (Shack). Rick will also be missed by many nieces and nephews, by his friends, and by anyone who shared his clever wit. Rick helped beat the odds with the help of the wonderful staff at Country Roads Community Health Centre, the Kingston Cancer Centre, Westport Village Pharmacy and was able to die with dignity thanks to the compassionate staff of the Perth District Hospital. Thank-you to everyone who stood beside Rick in his fight. Per Rick’s wishes, cremation has taken place and a Celebration of Life will take place on Sunday July 8th from 1-4 at the Westport Legion.

Norris John Thomas Mitten, loving husband, proud father, faithful brother, died gently in his sleep on June 27, 2018. He will be missed by his wife, Jeanette, whom he loved dearly for 54 years. Together they raised a daughter, Ja’el, and two sons, Jason (Elizabeth; daughter, Allegra), and Nathan (Krista). Norris loved his God, Jehovah, with all his heart and mind. He exemplified and instilled his own zeal, joy, and hope into the hearts of his family, friends, and all those whom he met in his ministry. His family will remember his love of study, travel, photography, nature, Scotch, Looney Tunes, and runs through Disney World at break neck speed every year. A spiritual, reflective, loyal man, Norris was renowned and respected for his empathy towards friends and strangers alike. He is survived by his brothers Ray (Evelyn), Jim (Judy), Alan (Roseline), Brad (Charlene) and sister, Patricia (Jack). Norris was predeceased by his parents Joe and Hazel. Memorial service took place at the Aylmer Assembly Hall of Jehovah’s Witnesses, 1432D Chemin d’Aylmer, Gatineau, 2:00pm, June 30, 2018. Reverend Howard Leo Chabot
1940 - 2018 Reverend Howard Leo Chabot, priest of the Roman Catholic Diocese of Pembroke, passed away on Tuesday, June 26, 2018 at the age of 77. Father Chabot was born in Arnprior, Ontario, on August 28, 1940. He attended elementary and high school in Arnprior, St. Mary’s Redemptorist College, Brockville, St. George’s Novitiate of the Redemptorist Fathers, St. Augustine’s Seminary and the Grand Seminary of Montreal. He recently celebrated the 50th anniversary of his ordination having been ordained to the priesthood on May 4, 1968 in his home parish of St. John Chrysostom, Arnprior, by Bishop William J. Smith. Shortly after ordination, Father Chabot attended the Divine Word International Centre in Scarborough. Father was Parochial Vicar in the parishes of Our Lady of Mercy, Bancroft, and St. Columbkille Cathedral, Pembroke, as well as serving at Our Lady of Sorrows, Petawawa. As parish priest, he served the parishes of St. Paul the Hermit, Sheenboro, Our Lady of Perpetual Help, Braeside, Most Holy Name of Jesus, Pembroke, Our Lady of Mount Carmel, LaPasse and Our Lady of Grace, Westmeath, and Our Lady of Lourdes, Pembroke. In addition to his parish work, Father Chabot served in the diocese as Director of Catholic Social Services, the Office of the Lay Apostolate, the Office of Religious Education, member of the Priestly Life Committee, Zone Chairman of the Pembroke Pastoral Zone and the Office of Vocations. He also exercised his many talents as chaplain of the Pembroke Police Services, as Probation/Aftercare Children’s Services Division of the Pembroke Community and Social Services as well as chaplain to the Sisters of St. Joseph, Pembroke. After such an extended and lengthy ministry, Father Chabot entered retirement on July 31, 2005. However, Father Chabot did not retire to sit quietly: even in retirement from full-time parish ministry, he led workshops and preached retreats and days of recollection in many parishes and smaller groups. Preceded in death by his parents George and Cecelia Chabot (nee Cleroux), by infant brother Joseph, by brother Dalt (Judy) Chabot, and by sisters Doris (Des) Herrick and Mildred (Wib) Clarke. Sadly missed by many nieces, nephews and Clergy Faithfull of the Diocese of Pembroke. All are invited to the Rite of Reception of the Body at St. Columbkille Cathedral, Pembroke, on Monday, July 2nd, at 2:00 p.m. Following the Rite of Reception, friends may pay their respects until 4 p.m. and from 7 to 9 p.m. Mass of Christian Burial, presided by His Excellency, Bishop Michael Mulhall, will be celebrated on Tuesday, July 3rd at 10:30 a.m. also at St. Columbkille Cathedral. Following the funeral liturgy, interment will take place in the Malloch Road Cemetery, Arnprior. As an expression of sympathy, donations to the Society of Saint Vincent de Paul would be appreciated. Honoring Father Chabot’s wishes, the Mission with John Pridmore being held at St. Columbkille’s Cathedral, Pembroke on October 1-3, 2018 will proceed.
