or App. Council learned at the Sept. 1 meeting that the town will be among the few in Ontario to have an app. "Arnprior is out front on this issue," CAO Michael Wildman said. "So it's all right there at your fingertips. "This is a good news story." It is meant to solve what has emerged as a significant campaign issue in the lead-up to the Oct. 22 election. Most new candidates have said the municipality has a problem communicating with residents. They told Metroland Media during campaign interviews that both the means and message is often found lacking. When the Arnprior App was first floated a few weeks back several people
commented online that it couldn't hurt. Some agreed but said the simple solution was to get a Facebook page (other than the existing Nick Smith Centre page), turn off comments and get messages out quickly to a large portion of the community. The app will link to the town's entire social media presence and will be free to all smartphone users either through Google Play or the Apple Store. A marketing campaign will be underway soon with prizes (downtown gift certificates) for signing up. Reeve Walter Stack asked about turning off notifications. Wildman said eight "beacons" will be installed at various municipal facilities in town. Users will not receive more than one notification on any given topic. They can be turn off notifications, but he recommends keeping the emergency ones on. The app doesn't offer online registration to recreation programing. Eastern Ontario's second-fastest growing community (according to Statistics Canada in 2017) could see a brownfield near Braeside turned into as many as 70 homes over the next few years. The former Gillies Mill property between Usborne Street and the Ottawa River - in the Township of McNab/Braeside - would offer stunning riverfront properties between Sandy Hook and Red Pine Bay boat launch. An internal crescent and cul-de-sac along with a park and six docks for boats would also feature a large pond for even more waterfront. However, when the developer presented his plan to Arnprior town council at the Sept. 10 meeting, a number of challenges were discussed. The property is owned by multinational pulp and paper giant Tembec. It closed local operations years ago and was recently bought out
by Rayonier Advanced Materials. There is no guarantee Rayonier will uphold the land sale to developer Tom Orr, who is partnered with Brian Whitehead of Jp2g Consultants and project manager Mackie McLaren. "We've got a nice plan here," Orr said to council. "We're just waiting on the company to complete the sale." A problem that seemed to preoccupy Orr more is the nearby Arnprior landfill. The town sent a letter to the Township of McNab/Braeside over concerns that some of the 160 or so future residents would complain about noise, odour and dust. The town asked that all necessary studies be done, and the concerns addressed. Orr asked which studies are needed, and how far - if at all the municipality wants to see a setback. He hopes all 70 homes can be developed. Were it reduced to, say, 20, the project would not be feasible, Orr said. "We'd like to know you would even consider getting that close," Orr said. "It's definitely one of our stumbling blocks

right now." Mayor David Reid repeatedly called the proposal an "exciting project" and that he lives nearby and would like to see the property developed. "Will try to co-operate as much as possible," Reid said. "What's good for McNab/Braeside is good for Arnprior." CAO Michael Wildman said the town has no jurisdiction in the township. VICTIM RELEASED FROM HOSPITAL Continued from page 3
volunteer organizations including Arnprior Community Policing (later the now defunct Arnprior Community Safety Partnership). Kirby was arrested about 2:30 p.m. when paramedics and OPP found him along with the injured woman in the bush off of Robertson Line, which runs off of White Lake Road. They were responding to a call to the area. The woman was rushed to Ottawa Hospital. Unconfirmed reports indicated she had been stabbed. After Kirby was arrested he was also taken by ambulance to hospital for a medical condition and minor injuries, report police. The victim was kept in hospital until the weekend, when she was judged recovered enough to return home. Kirby had been released from hospital earlier as he appeared in court Friday to be formally charged. He was charged with attempted murder, aggravated assault, kidnapping and
criminal harassment. He was remanded into custody and scheduled to appear before the Ontario Court of Justice in Pembroke on Wednesday, Sept. 19 for a bail hearing. OPP would not comment on the relationship between Kirby and the victim. However, acquaintances said that he and his partner of 20-plus years had recently separated. In an email message to the newspaper, a family member, who said he spent part of his childhood in the Gunsmith Road area, wrote that he hoped the victim "is OK" and "prayers go out to her and her family." Gunsmith Road is barely better than a dirt trail that runs off Hidden River Road near the Madawaska River between Arnprior and White Lake. Kirby is said to have property in the area and had built a house there many years ago. While a member of various Arnprior organizations, Kirby is officially listed as a Mississippi Mills resident, living on the Ma-
dawaska River between Arnprior and Pakenham. The Renfrew County Crime Unit is leading the investigation, with assistance from the Forensic Identification Services Unit. Anyone with information that might be helpful to the investigation should call the Renfrew or Arnprior OPP detachment offices. An Arnprior ChronicleGuide story about Kirby in October 2011 reported he was a founding member of the Arnprior Civitan Club before joining the Optimists and later the Arnprior Lions Club of which he is still listed as a member. The story notes that his work with Community Policing led to the introduction of the Pumpkin Patrol on Halloween to ensure safety for young trick-ortreaters. He was active in the organization up until this spring when it helped a local student raise money for an Arctic expedition. However, the group recently wrapped up its activities and has ceased to exist. The 2011 story was centred around Kirby's (Arnprior's 'oldest referee') retirement after 27 years of officiating at hockey games at the Nick Smith Centre, where he was "somewhat of an institution." He also coached hockey and was an umpire in the summer.

ONTARIO PROVINCIAL POLICE Renfrew OPP report they have charged a McNab/ Braeside man with sexual assault, human trafficking and drug trafficking after two 17-year-old female victims came forward with complaints to police. Police disclose in a news release that the OPP investigation began in early September when the victims reported the details to police. The victims were allegedly supplied with drugs, sexually assaulted, assaulted and one of them reported being sold for sexual purposes to adult men in Ottawa. At the conclusion of the investigation, the accused
was arrested. A quantity of suspected cocaine was seized at the time of the arrest. Marcus Nicholson, 29, of McNab/Braeside, is charged with three counts each of sexual exploitation and sexual assault, two counts of assault and one count of each of the following: trafficking in schedule 1 drug - cocaine, possession of schedule 1 drug - cocaine, trafficking in persons under 18, living off the avails of sexual services of a person under 18, and making arrangements to commit a sexual offence against a person under 18 years of age. Nicholson was held in custody for a bail hearing
on Sept. 14. Detective Const. Philip Holmes of the Renfrew County Crime Unit led the investigation, with assistance from the Community Street Crime Unit and the Anti-Human Trafficking Investigation and Coordination Team. OPP LAY IMPAIRED DRIVING CHARGES Three people were charged with Criminal Code alcohol-related driving offences between Sept. 6 and Sept. 9, says a report from the Renfrew detachment of the Ontario Provincial Police. On Sept. 6 at approximately 10:15 p.m. OPP Const. Troy Dobbie responded to a single vehicle collision on Division Street in McNab Braeside Township. The investigation revealed the male driver had been drinking and he was arrested for impaired driving. Following breath tests at the detachment, Adam LeCompte, 20, of Kinburn was charged with impaired driving and driving over 80 mgs. He was released on a promise to appear in court in Renfrew on Oct. 10.On Saturday, Sept. 8 shortly after 11 a.m. OPP Const. Amedeo Jean-Louis stopped a vehi-
cle for speeding on Highway 417 near White Lake Road. The male driver had been drinking and failed a roadside alcohol screening test. Following further tests at the detachment Brandon Baldock, 24, of Kanata, was charged with impaired driving and driving over 80 mgs. He was released on a promise to appear in court in Renfrew on Oct. 10.On Sunday, Sept. 9, shortly after 2 a.m. several OPP officers were parked in a parking lot near the intersection of Argyle Street South and Opeongo Road in Renfrew. They observed two people walking toward a vehicle exhibiting signs of impairment. As the officers approached the pedestrians, they entered a parked car and started it. The officers then had a conversation with the driver, and arrested him for impaired care
or control of a motor vehicle. After breath tests at the detachment, Brandon Capaldi, 30, of Lasalle, was charged with impaired care or control of a motor vehicle, and over 80 mgs care or control of a motor vehicle. He was released on a promise to appear in court in Renfrew on Oct. 10. OPP Const. JOHN CARTER john.car ter@metroland.com Renfrew County is looking for alternative sources of funding for Algonquin Trail upgrades after the new provincial government cancelled an infrastructure grant program tied to discontinued cap and trade revenues. Stone dust, the biggest expense, has been applied to five stretches of the 218-km trail along the former CP Rail line thanks in part to the now scrapped Ontario Municipal Commuter Cycling (OMCC) program. Renfrew County and seven municipalities along the route have upgraded more than 23 kilometres of the trail with money from provincial OMCC and Rural Economic Development programs with still about $100,000 of the $800,000 to spend. The cancellation of the
program will cost the county at least $2 million over the next three years. The 118 municipalities already receiving $93 million in OMCC funding have until the end of 2020 to complete their projects. Algonquin Trail advisory committee members are hopeful other funding will become available to replace at least some of the $2 million. Noting that the Ministry of Transportation is looking for ways to move cyclists off Highway 17, Arnprior Reeve Walter Stack suggested it might be a source of trail funding. Some of the $100,000 left will be used for upcoming contracts in McNab/Braeside and Pembroke. The county has tendered out the supply and application of limestone crusher dust for two sections of the trail from Division Street in Arnprior to Wharf Street in Sand Point. The tender deadline is
Sept. 12 with the work expected to be complete by end of October. The county is anticipating having the full Arnpriorto-Renfrew stretch graded and brushed by year's end. The section from the Lanark County border to Daniel Street across the trestle in Arnprior has been completed, with the one-kilometre section through central Arnprior coated with a repurposed asphalt last year as a test case. Also covered with stone dust are sections from the K&P Trail junction to McBride Road through Cotieville in Renfrew-Horton and north from Astrolabe Road in Whitewater Region. That municipality is looking to partner with local organizations and businesses to extend the treated section another kilometre to connect with Turcotte Road. Arnprior council received notice from a town resident who will petition against any proposal to relocate the Arnprior Fair to a spot near Dochart Soccer Park. The fair board sold its land behind Nick Smith Centre and is currently considering several locations near town limits. One is along Duncan Drive in McNab/ Braeside, on former farmland. That doesn't sit well with Patricia MacNeil who penned a lengthy letter to council, signalling her intention to spearhead a petition. She wants to retain a quiet, safe place to walk because of the health benefits. MacNeil said more affordable housing should be built in the City of Ottawa. Farmland should be kept for growing food. "I request a petition for residents of the Town of Arnprior for any proposed development and use of farmland and farm proper-
ty as stated ... be maintained for farming," MacNeil said. Nothing was said at the council table other than Mayor David Reid saying it is important that the letter be kept on record. Fair board president Brad Runtz said the group hasn't even met to discuss the financial results from this summer's fair. Only after that will they begin to discuss a strategy and perhaps an ad hoc committee to investigate a new location. "There are definitely conversations where we could go. (Duncan Drive) has come up. But that's as far as it has gone," Runtz said. "We will be looking at new locations in the very near future." The sale of the former site hasn't been completed yet. It remains conditionally sold until government changes the zoning to residential. "I didn't even know we were locating to Duncan Drive. That's news to me," Runtz said. "There is nothing new to report."

NEW FUNDING SOURCES SOUGHT FOR ALGONQUIN TRAIL UPGRADES
kenham to Arnprior has been finished with the wrapping up of the Waba Road to Highway 417 section by Thomas Cavanagh Construction at a cost of $142,680. It's part of $1.5 million allocated by Lanark County for work on the trail this year. The county has installed four gates along that section of the trail and is planning five stop signs at every intersection. Lanark County is planning an opening ceremony in late October or November, with progress being made on the controversial route through or around Almonte. Renfrew County is also dealing with a disputed section, with a farmer north of Cobden laying claim to the land and even putting a temporary fence across the trail at one point. The county is waiting for the results of court proceedings initiated by CP Rail to clarify ownership. In the meantime, it is working with the Ministry of Transportation to determine a bypass of the disputed area if necessary. With files from Ashley Kulp

MAKE ALL-CANDIDATES FORUMS MEANINGFUL Too often all-candidates meetings are poorly attended with only hard-core supporters showing up to cheer on their favourites. That's unfortunate, for candidates forums can be a valuable tool in ensuring voters make informed choices. That's especially true in municipal elections when, unlike federal and provincial votes, the electorate gets to evaluate the candidates without party politics and leader popularity muddying the waters. Most voters have at least a passing knowledge of party platforms and their leaders' abilities. However, municipal hopefuls, especially newcomers, can be a mystery to many ratepayers. When there are several newcomers in the race, as is the case this year in most area municipalities, it's particularly important to give the electorate a chance to scrutinize them in action on a public stage with their peers. If voters are to choose council members who really reflect their priorities and values, they need to hear firsthand as candidates elucidate their thoughts and views. A discerning voter can learn a great deal from seeing how candidates handle themselves under pressure. That's why debates should not be dominated by speeches. While they can be enlightening, they all too often tend to be full of platitudes and self-evident truths. The audience can better evaluate the candidates through unscripted questions from the audience. Conversely, the public's questions are instructive for candidates in understanding what issues are foremost in the minds of their constituents. However, to make the question period the most important element in a candidate forum as it should be, everyone in the audience should feel comfortable in participating. For an all-candidates forum to be effective, it should be inclusive and welcoming, walking the line between orderly and passionate. It's not easy. Everyone has a role, especially the moderator and his or her support workers. Usually there are far more questions posed than there is time for them to be answered, especially if there are a large number of candidates on stage. So what questions are chosen and how long candidates are given to answer them are important. The moderator and crew need to be knowledgeable enough about the community to ensure relevant questions are asked and understood properly, and quick-witted enough to put a stop to duplications and prevent loudmouths from dominating proceedings. They should be strict enough to keep candidates on topic and time, yet flexible enough to allow them to digress if it helps the audience understand the response and to rebut their opponents if warranted. After all, voters want to know where candidates differ, not so much on what they agree. The audience members can help by asking succinct questions that draw out where the candidates stand on issues of importance to the community. Wandering diatribes, long preambles and unsubstantiated accusations have no part in questions. Time is of the essence at these sessions. In municipalities where the number of candidates reaches double figures, it makes sense to hold two forums, one for mayor and deputy mayor and another for councillors to give everyone time to speak their piece. If voters are to leave the forum armed with enough insight to make informed choices, they need to ask questions and hear answers that allow them to determine which candidates have the right stuff to guide their municipalities for the next four years.

WHO WE ARE LETTERS & COMMENTARY PET SITUATION OUT OF CONTROL IN THE TOWN OF ARNPRIOR To the editor: Arnprior is a great, friendly place to live. My concern is how tourists perceive it. As I walk through town, I see how irresponsible pet owners can turn our town streets into a disgrace. Those who believe their pets, cat or dog, can have the run of the town. The things I see include: loose pets not on leashes; feces in a bag left on the side of a path, sidewalk or road; feces on streets, sidewalks, parks, schoolyards, beaches, gardens - this is not tolerable; disrespectful owners who think 'It's OK if I do it, but if someone else does it, it's not'; barking dogs, fighting cats, especially in the middle of the night, are disruptive. There are bylaws for everyone. Come on now! Be a respectable and responsible citizen and ask yourself: "Would I like to step in fe-
ces or have that feces in my garden or my lawn or under my shoe? Or be awakened by barking dogs or fighting cats?" Do unto others as you would have them do unto you. It's gotten out of hand.

It is of concern to me that impressionable younger people will see this photo and believe it to be OK to go boating without taking the legal precaution required of all persons who wish to enjoy the water in a safe manner. It is incumbent upon all adults - including both your photographer and editorial staff - to set an example they would wish youngsters to emulate. Thank you.

PAUL MOREAU IS NEW RENFREW COUNTY CAO Renfrew County's new chief administrative officer/clerk is no stranger at county headquarters. County council announced Aug. 29 that its director of social services Paul Moreau will replace CAO Jim Hutton when he retires effective Sept. 29. Council passed a resolution confirming the hiring recommendation made by its recruitment committee. Moreau has more than 10 years of municipal experience, including five years as the county's director of development and property from 2011 and 2016 and the last two years as the director of social services. Prior
to coming to the county, Moreau served as the district manager with the Ministry of Natural Resources. "Paul Moreau brings a breadth of experience and leadership qualities to this position," said warden Jennifer Murphy. "I have had many opportunities to work with Mr. Moreau over the last several years ... I have found Paul to be a valuable asset to the County of Renfrew and an outstanding leader; I am confident that he will excel in his new role as the CAO/Clerk." Hutton agreed, noting, "Paul brings a strong level of professionalism, dedication and leadership to this posi-
tion, and I feel confident that he will continue to lead the staff of the County of Renfrew into the future in a manner that delivers the levels of service that residents of the county expect. I wish him well in his new role." He noted that the two will be "joined at the hip" this month as Moreau familiarizes himself with the CAO/ clerk duties before his predecessor leaves. A recruitment committee chaired by Murphy, and comprised of chair and vicechair of the finance and administration committee Walter Stack and Glenn Doncaster and the three most recent past wardens
(Peter Emon, Bob Sweet, Janice Visneskie Moore), was established to find a new CAO. A total of 55 individuals applied for the position, and the committee then interviewed the final five applicants before selecting Moreau. Emon noted that four of the six shortlisted for the job were internal applicants. "It was a difficult choice ... but It's nice to have that level of confidence that four of our own could have performed the role," he said. "It means Paul has a really strong management team working with him with the other three still on board." "I am very pleased with the decision of county coun-

ARH RECEIVES FUNDING FOR 12 NEW ADULT DAY PROGRAM SPACES ARNPRIOR REGIONAL HEALTH Arnprior Regional Health has been awarded funding for 12 new spaces in its adult day program at the Grove Nursing Home. The funding also includes transportation subsidies to transport attendees to and from the Grove via the Champlain Community Transportation Collaborative. The funding is part of the Champlain Local Health Integration Network's (LHIN's) $1.3-million investment in 165 new dementia day program spaces across
the region under the Ontario Dementia Care Strategy, says an ARH press release. The funding also includes transportation subsidies for each space. ARH applied to the LHIN for the funding earlier this year, with the success of the application being announced last week. The funding will also cover one-time operational costs of the additional spaces, such as the purchase of therapeutic equipment and supplies. "This additional funding comes at an opportune time for us," says Eric Hanna, president and CEO of Arn-
prior Regional Health. "With the 36 new long-term care beds and the redevelopment of the Grove that was announced last year, and now with the expansion of our adult day program, we will be well-positioned to serve the growing number of seniors in our community." The adult day program offered at the Grove Nursing Home benefits frail and/ or elderly adults with disabilities or cognitive impairment (Alzheimer's or dementia) who are living in the community by providing social and recreational
programs in an engaging, caring environment. Potential clients or their caregivers should speak to their Home and Community Care case manager to express their interest. Alternatively, they can call the program's manager, Tracey McCormick, at 613-623-6547 extension 228, to book a tour to observe the program in action as the beginning of the onboarding process. "Adult day programs are an important part of the health system, as they provide quality care for seniors with dementia in a nurturing community setting,"
says Chantale LeClerc, CEO, Champlain Local Health Integration Network. "They also offer temporary relief to caregivers, who work so hard to support their loved ones. In its planning role, the LHIN determined that expanding this service in the western part of our region was a priority, and that's why we funded it. Spring is usually thought of as being the season for romance. After the passing of the vernal equinox, hormones start
running wild in the males of many species. By midMay songbirds arrive back from their southern exodus dressed in their finest garb and fill the air with vocal advertisements of desire. Long before their arrival, red foxes and eastern coyotes had delivered their nuptial vows. But some animals do not feel the urge to reproduce until summer is waning. Praying mantids are now in the mating mood. After the females mate, they deposit their eggs inside a foam-like sheath
that protects them through the winter. Walking sticks also mate around this time, their seed-like eggs picked up by ants that transport them underground where they harvest an edible cap off their end, leaving the eggs to hatch in a refuse chamber. Recently I came across two very different animals that were mating or at least thinking about it. I encountered the first while canoeing in Algonquin's Costello Creek. Extensive peatlands border this lovely, meandering waterway and as I paddled up it, mist danced across the water. As soon as the sun broke through and
brightened up the floating edges, tiny white wings began to vibrate atop the plants. Soon there were flickering flashes of wings catching the light everywhere. Then small white moths began to flutter up only to flutter back down, their wings never ceasing to move. Eventually, thousands of moths rose up from the plants, their white forms visible as far as the eye could see. It was a magical sight, one that I had not witnessed before. The moths were chain-dotted geometers, a common species that flies in daytime at summer's end. I soon learned why they were active. Pairs began

Note the male's huge antennae. forming with mating immediately following. Whenever a strong breeze began to blow, the moths settled back down into the plants. As soon as it grew calm, they flew back up into the air. The males had huge antennae for detecting the female's pheromones (airborne love potions) and so likely landed when the wind began interfering with their detection systems. The next morning I walked along the old railbed that forms the northern part of the Mizzy Lake Trail. I arrived before dawn and with a light frost on the ground and mist filling the air I decided to try calling bull Moose. After a few minutes of making female love calls, I heard a stick break across a small pond. Minutes later I heard a guttural moan. Finally, a young bull wandered out of the woods. It thrashed its tiny antlers against the plants
in a vain effort to impress the caller. Even though the rut (the moose mating season) was still a week away, the bull was responsive. I was surprised to see that all of its velvet (the thick skin that nourishes growing antlers) was gone. Usually big bulls lose their velvet first, smaller bulls later. With that loss comes an increase in testosterone and responsiveness to the vocal invitations of females. Or in my case, to those of a female wannabe! The Jim Presley Memorial Vacation Raffle was launched earlier this month, offering a spectacular first-place prize: seven nights at the family's vacation villa in Florida and a $500 travel voucher. Second prize is $1,000 cash. All proceeds will go to Hospice Renfrew. "Dad became a resident of Hospice Renfrew in late summer 2014. During an emotional and physically demanding transition from living with a terminal illness to end-of-life care, Hospice Renfrew's staff and volunteers created a caring, compassionate environment, not only for our dad but to our entire family and
friends," said Lisa Presley, Jim's youngest daughter. "I've lived my adult life away from the Valley and have since lost the small community connection, until I entered hospice." Jim's wife Elaine said Hospice Renfrew will forever hold a special place in the hearts of Presley family members. "The kindness to Jim and our family was overwhelming at this sad and extremely difficult time. And we believe he felt that kindness almost immediately also," she said. "As with many other situations in life, one cannot or does not appreciate such caring until you are faced personally with it." Jim's daughter Jennifer said the end-of-life care her father received, as well as the support for her family, was extraordinary. "Their kind and gentle care, while providing empathy and compassion, brought me great comfort and peace - the endless supply of homemade cookies helped, too," she said. "This fundraising event does my heart good! It not only gives me the opportunity to bring much-needed awareness of Hospice Renfrew, it is a true

memorial tribute to my dad, who was never so happy as he was whenever he was at or could share conversation about Sunshine Villa Orlando - it truly was his happy place." Jim's daughter Tracy praised the staff, volunteers and facility. "I expected it to be a place of doom and gloom, after all, hospice is end-of-life care. Instead what I found it to be was a beautiful, most peaceful place made possible by the amazing staff and volunteers," said Tracy. "Not only did they care for my father and keep him comfortable, they truly made it possible for him to pass with the utmost dignity. I witnessed many, many acts of pure, genuine kindness and caring from the staff and volunteers over the weeks my father was there." Hospice staff and volunteers treated her dad as if he were their own, she said. "My appreciation for all that they are and all that they do will be remembered always!" she said. The NP provides medical care, education and coordination of care for patients experiencing a spectrum of medical issues from new life events to episodic illness to chronic disease. The Nurse Practitioner works closely with our associated physicians, providing care to patients enrolled in their medical practices.

IT'S ALL IRISH AT CELTIC HERITAGE AGM JOHN CARTER john.car ter@metroland.com It will be all about the Irish at the McNab and District Celtic Heritage Society's annual meeting Friday, Sept. 21 at the Arnprior Masonic Hall. Direct from Dublin, Irish genealogist Eibhlin Counihan will be offering pointers on researching your Irish ancestors. Society officials say she is "amazing in her breadth of knowledge of the various counties and their connections with family names." Paddy Gillissee, the Irish tenor enjoyed at the
Celtic Festival in June, will be on hand at the meeting to keep toes tapping. To keep up your energy, an Irish stew/apple dumpling supper will be offered at 6 p.m. after the annual meeting at 5 p.m. Counihan will be speaking at 7 p.m. Gillissee will be entertaining throughout the evening. The speaker and entertainment are free to society members and $5 for nonmembers, with supper costing $10 (children under-10 free). The Masonic hall is located on James Street near the Nick Smith Centre.

Arnprior and District Museum/Submitted Arnprior and District Museum currently has an exhibit of Wildlife Sculptures in Wood by international award-winning carver, Ray Tourangeau. Tourangeau has won international competitions for his realistic wildlife wood carvings and they are a sight to behold. He grew up in Arnprior, and his father, Stan Tourangeau, was a local artist of wide repute. Curator Janet Carlile joins Ray with his wildlife carving display. There will be an informal 'Meet the Artist' day at the Arnprior and District Museum on Sunday, Sept. 23 from 1-3 p.m.
A new exhibit aimed at arousing curiosity about freemasonry is coming to Arnprior and District Museum. Freemasonry: A History Hidden in Plain Sight, is a special travelling exhibit from the Bruce County Museum which promotes the knowledge, appreciation and understanding of Masonic history and its influence on the past to present day. Acommunity project, the new display is made possible by a grant from the Govern-
ment of Canada's Museums Assistance Program, with an important partnership between the museum and Arnprior's Madawaska Lodge No. 196, who are celebrating their 150th anniversary this year. Museum visitors will get an inside look at the regalia, artifacts and rituals of Freemasonry, and the travelling exhibit boasts a portrait gallery of famous Masons from around the world. Augmented with artifacts from local lodges, including Madawas-

ka No. 196, the show will be of interest to people of all ages, high school groups, and especially those attending the Masonic conference in Arnprior in September. "The community at large will be attracted to the exhibit out of sheer curiosity," said museum curator Janet Carlile. "Freemasonry is considered secretive and shrouded in mystery, and is often condemned by conspiracy theorists. We hope to dispel some of the myths and provide a historical context." From Sept. 11 to Oct. 26, the Arnprior & District Museum will be open Tuesday to Sunday from 11 a.m. to 4 p.m. daily for this special exhibit. Admission is by donation. MAPLE COOKIES WERE A TREAT FOR YOUNG MARY MARY COOK SHARES FOND MEMORIES OF ENJOYING COOKIES FROM BRISCOE'S GENERAL STORE MARY COOK Column
You could smell the maple cookies as soon as you opened the door into Briscoe's General Store. Like all the other cookies Mr. Briscoe sold, they were stored in tilted boxes in a row right down the centre of the store, but the cookies shaped like maple leafs were in the first box. Others were wafer thin, some were just round like biscuits, and some were chocolate with white icing. But I could never smell any of the other cookies..only the maples. I used to think it was good planning on Mr. Bris-
coe's part to put the maple cookies near the front door. The wonderful smell helped deaden the reeking stench of coal oil in containers at the back of the store...right beside the little barrel of molasses. There were no covers on the cookie boxes, but when the height of the summer assured you of a good crop of houseflies, in an attempt to keep them away from the cookies, long pieces of wrapping paper were laid over the entire row of cookie boxes. But when you lifted the paper, there were always flies underneath, which didn't seem to affect the sales one bit. I didn't have much use for the thin wafers, which, however, were Father's favourite. When a meal was over, he liked to pick up a wafer and soften it in his tea. Mother thought it was a disgusting habit, but it was just one more thing she had to get used when she moved to the farm at Northcote. Of course, the maple cookies
and the wafers were luxuries we didn't often enjoy. Father often had to go to the store in the middle of the day...he might need nails, oil, or gas, and if that happened when I wasn't at the Northcote School, I was always allowed to go with him, which was a special thrill for me. Any time I could spend alone with Father, he gave me great job. He wasn't a talker, but he had plenty of facial expressions and hand motions I could read like a book. Another reason I liked to go to the store with Father was that he alway bought a few cookies for me. Of course, he never had any money in his pocket, so he would just tell Mr. Briscoe to put them on our bill. Mother, at the end of the month, after selling her wares in Renfrew, would go into the store at Northcote and settle up with Mr. Briscoe. Neither Mother nor Father ever laid out cash when they bought supplies, which I used to think was

just like getting something for nothing. So Father would first do his business with Mr. Briscoe. And then he would go over to the counter and take a small paper bag which was neatly piled in order of size with all the other bags. He always opened it with his thumb, and then put the bag to his lips and give it a hefty blow, and it would open up all the way immediately. He would nod in my direction, and we would head over to the row of cookie boxes. He knew without asking what kind of cookie I would
like. And with his hand that before had come in contact with the cows, the horses, the barn equipment, and the buggy, he would reach into each tilted box of the ones we wanted, and bring out a full fist of cookies! I knew Mother would wonder, if she were there, why Mr. Briscoe would bother covering the cookies with paper in the first place, when any farmer, without the benefit of a good hand wash, would saunter over to the boxes and grab a couple of handsful of their favourite, serving themselves.
But we must have been a healthy lot, because never, all the time Father helped himself to the Maple Leaf and wafer cookies, did I ever hear of a soul in Northcote dying from dirty cookie disease. WABA 'ADOPT-A-GARDEN' TAKES ROOT THANKS TO MILLIKEN JOHN CARTER john.car ter@metroland.com The Waba Cottage Museum and Gardens received a boost this year as local business and township firefighters responded to a call to "adopt-a-garden" at the scenic attraction in White Lake. The Township of McNab/Braeside has issued a "huge thank you to Milliken Landscaping and Garden Centre for adopting a garden at Waba Cottage Museum and Gardens and making it absolutely beautiful. Your work is amazing." The garden centre, located on Scheel Drive in the township, provided flowers, expertise and volunteer work for the strikingly beautiful garden in front of the main museum building. The centrepiece of the park is a reconstruction of the house built in 1835 by the 13th Laird of McNab, acknowledged as the founder of the township.

Milliken also assisted the McNab/Braeside firefighters with plants and materials for their memorial garden that was completed near the Waba entrance, just in time for Herbfest in late July. DEREK DUNN derek.dunn@ metroland.com Arnprior council voted for a new steel roof on the public library, against a staff recommendation to go with a less expensive shingled roof. Two companies submitted bids to the tender, McKay Sheet Metal & Roofing and Clyde MAR Construction, it was learned at the Aug. 27 town hall meeting. The former
came in lower for both shingles ($44,000) and metal ($116,000). Only under extraordinary circumstances do municipalities accept bids above the lowest. "The current shingles were installed circa 2008," reads engineering officer Gordon Gillespie's report to council. "South facing shingles are showing signs of significant deterioration due to exposure to the sun. Shingles on the north side of the building are in
fair condition. The flat roof section was installed circa 2008 and appears to be in fair to good condition." Coun. Dan Lynch was first to say he would want to see the shingles replaced by longer-lasting metal. It could go over the top of the existing shingles, which wouldn't need to go to the landfill. Coun. Tom Burnette agreed, saying asphalt shingles hardly last 10 years. Coun. Frank Dugal said there is less risk with

metal and it will stand up better to the effects of severe storms. Coun. Lynn Grinstead asked that the metal be a colour that complements the building. Mayor David Reid wasn't ready to keep the shingles under metal; best to let the installation experts decide. Were they fibreglass shingles Reid would have agreed with staff. Asphalt don't last long, so he favours metal it should last about 40 years.

Coming home to great care: An update on Arnprior’s largest-ever construction project The plan: What we’ve accomplished and what’s still to come
The design: A home should feel like a home
The announcement of the 36 new beds was just the beginning of a long and complex journey towards the redevelopment of the Grove. A lot of hard work is being done on the town’s largest-ever construction project, even before construction actually begins! We continue to work closely with the provincial Ministry of Health and Long-term Care (MOHLTC) to meet their numerous requirements and ensure we’re building the best possible long-term care facility for our community.
Twenty years ago (almost 20 years after the current Grove was designed and built), Resident Home Areas (RHAs) became the foundation for Ontario’s long-term care home design standards. RHAs are smaller, self-contained units within the home that give residents more intimate and familiar living spaces and support staff in providing efficient care to residents.

The cost: Why the community contribution is so important The approximate construction cost for building the new Grove is $24 million. The total cost of the project will be higher, once additional costs beyond construction are considered. Construction costs also vary with the fluctuating cost of raw materials, such as steel. Because of the way the Ontario government’s contribution is being provided (see below), ARH must cover this up-front total cost of building the Grove, through a combination of debt and fundraising. The MOHTLC’s contribution comes in the form of the Construction Funding Subsidy. This money will not start to be dispersed until the Grove is operating, at a rate of $18.15 per resident, per day, over the course of 25 years. The Construction Funding Subsidy totals $15.9 million. The ARH Foundation has committed to raising $4 million towards building the Grove through the Come Home to Great Care campaign. We’re confident that the entire community agrees about the importance of having high-quality long-term care options close to family and friends in the community they know and love. Although ninety-six beds is a good start, it still doesn’t fully meet local demand. This is a big part of the reason that ARH is also focusing on growing its community programs, like the Seniors Active Living Centre, the Assisted Living program and the Adult Day Program, aimed to keep seniors healthier and in their own homes for longer.

The new Grove will have three RHAs, each including the bedrooms, the bath and shower rooms, dining area, lounge area and program/activity space for those residents. Each RHA must also include staff work space including the documentation area, therapy space, storage for equipment and supplies and utility spaces. Standard rooms will consist of a large space separated by a demising wall, effectively creating two bedroom spaces and increasing privacy for each resident. Even in basic suites, each resident will have hishave or her window. these semi-private rooms, each resident will hisown or her own window. We are currently working with technology consultants to help us identify what up-to -date technology and equipment will be used to improve the resident experience and support resident and staff safety. Dementia-friendly design It is well known that the built environment plays a significant role in the expression of anxiety, agitation, wandering or other responsive behaviours in individuals with dementia. While no designated spaces will be built solely for those with dementia, the facility is being designed with dementia-friendly features in mind that support the unique needs of the whole person beyond custodial and medical needs associated with frailty and impairment. Some examples of dementia-friendly design meant to minimize agitation and confusion:
RHAs are designed so that there are multiple access points to the common spaces, allowing residents to wander through, and if they are participating in a program, have the ability to leave in multiple direction, rather than feeling “trapped”.
Floor finishes are selected to avoid glare and careful consideration is given to transitions between two types of flooring so that a resident doesn't think that there is a step.
Wall colours and artwork will function as cueing for wayfinding. The signage will rely heavily on graphics rather than too many words. Signage will be lower than typical height since most residents with dementia tend to look down rather than up.
The Seniors Active Living Centre (SALC) is a place for seniors to participate in social, educational and recreational programs. The SALC is a proud partnership between the Ontario Ministry for Seniors and Accessibility, Arnprior Regional Health, the Town of Arnprior and the Township of McNab/Braeside.
