The New Democrat who ran locally in the last federal election is hopeful Jack Layton’s legacy will create a more optimistic, solution-driven national political scene. Canada’s first NDP leader to reach that status of official opposition leader died just after 4 a.m. Monday. Layton succumbed to cancer. Eric Burton, NDP candidate for RenfrewNipissing-Pembroke, was carried ahead of the Liberal candidate for the first time in riding history thanks in part to the “orange crush” started in Quebec by “Le Bon Jack’s” popularity. Burton heard Layton, 61, speak on several occasions, saying he filled the room with inspiration. “He didn’t use teleprompters or notes. He spoke from the heart,” Burton said, adding that Layton didn’t practice the cynical, politics-of-division many MPs have engaged in recently. “Jack was an active optimist. He showed us it was possible to do it successfully. And Canadians responded in record numbers. It’s an approach to politics where everyone wins.” The former Arnprior town councillor also met one-on-one with Layton. They agreed to do everything they could to save both Renfrew County railways. Burton anticipates the ideas and principles Layton championed will help build a more fair and just society. See ‘GALLANT’ PAGE 2

There are plenty of firsts at the second annual White Pine Festival, set for this weekend. The OPP Golden Helmets will be downtown Saturday, at 10 a.m. They’re a first. Dragonboat races at 11 a.m. on Sunday are new to Arnprior, too, though just eight teams signed up when organizers were hoping for at least three times that number. However, with only a few weeks
to pull the event together, it’s no surprise teams of 22 or more couldn’t be found on short notice. Another new event is the children’s festival hosted by Pineridge Day Care in Robert Simpson Park from 10:30 a.m. to 3 p.m. “It’s our contribution to the cause,” said owner-operator Barry Blier. “Parents are great to us, the community has supported us, and I’m on the White Pine committee. Security, liability concerns make beer gardens a risky business JOHN CARTER john.carter@metroland.com
The expense and liability of operating a beer garden gave the Arnprior Optimist Club pause before deciding this week to go ahead with holding a beer garden again for the White Pine Festival. However, the club has decided against running a second beer garden in McLean Park in conjunction with a ball tournament being held for the festival. “We had no trouble last year, but we’ll be assessing it this year to make sure it makes sense (in the future),� said Optimist president Robbie Burton.
The increased responsibilities and expense involved with running a beer garden prompted the Arnprior Agricultural Society to make a last-minute decision to withdraw its application for a beer garden during the Arnprior Fair. The situation was upsetting to society members, who noted it likely adversely affected the gates for the evenings, especially Friday’s Platinum Blonde concert. Society director Lynn Grinstead said the board would have organized a different type of entertainment if it has known there would be no beer garden. The new supposedly relaxed beer garden rules that came into effect June 1 did not make
running the beer garden are experienced and all have Smart Serve training. “We adhere to all the rules.� Burton said the OPP have relented somewhat, not making the club pay for seven security officers like last year. The club will be paying for four officers, two at time. The Optimist beer gardens are aimed at “making money for the kids,� so if security becomes too expensive, it wouldn’t be worthwhile running a beer garden, he noted. “At our meeting in the first week of September, we’ll certainly be talking about how it went.�

At his very first Association of Municipalities of Ontario (AMO) conference, Mayor David Reid finds himself speaking on behalf of many towns and cities to some of the province’s most powerful politicians. Reid is leading a large delegation on an issue impacting the budgets of many towns and cities: the soaring costs of policing. Held this week in London, Ont., the annual conference is chance for municipalities to pose their various challenges to the provincial government, along with forming partnerships. A briefing document titled “Costs of Ontario Provincial Police Services to Ontario Municipalities” created by a delegation of more than 21 municipalities, will be presented by Reid to Community and Safety & Correctional Services Minister Jim Bradley and Minister of Municipal Affairs Rick Bartolucci, along with opposition critics from both the PCs and NDP. First among several issues related to policing is rising costs. “The average OPP cost increase since
2006 is 62.3 per cent, with some municipalities seeing over 100 per cent increases in the same time frame,” reads the document. “This rapid rise in yearly increases cannot be sustained nor can they be anticipated, making budgeting next to impossible.” The delegation takes aim at the government for unilaterally granting a wage increase to the OPP of more than five per cent for three years, and proposing to increase it by eight per cent by 2014. In Arnprior’s case, had council signed the 2005 contract it would have paid an additional $2.1 million. That is $430,000 per year, or a seven per cent tax increase; for a town in a province with decreasing crime rates. However, the issue goes beyond rising costs. Reid and the delegation are concerned with not just the rising cost of policing but the system the OPP uses to decide how much money it should get. The group has determined a 144 per cent variance in costing among its members. Reid said if there were some towns paying 144 per cent more in health care costs than others, the province would step in to correct it. He’s hoping that will happen with policing.
Another problem for the group has to do with “deployment models” or the number of officers hired. “Many municipalities have experienced significant increases in policing costs,” reads the paper, “and in the absence of rationale and supporting documentation to confirm standard costs, municipal councils are unable to provide justification for the cost of policing to their residents.” They also charge the OPP is inconsistent with the number of officers it expects in a given town. “There appears to be little standardization of resources throughout the province, despite the OPP’s use of a deployment model,” reads the document. The final issue is a lack of transparency and accountability. “Municipalities continue to express concern that requests for more information to create transparency to the process are met with resistance or simply ignored,” reads the report. “Municipalities need to understand the information and calculations used in determining policing costs in order to determine value for money and to be able to explain it to constituents.”
AMO is expecting the province to change OPP costs, formulas and deployment models with the help of municipalities. “This is not an indication of the level of service we are getting from our detachment,” Reid said. “This is budgetary on a global level. It has to give somewhere.” UPDATE A press release issued Tuesday morning revealed the delegation secured a commitment to discuss the impact of OPP costs on municipalities. “Mayor David Reid of Arnprior, on behalf of the delegation indicated he was pleased with the outcome of the meetings today in that all three parties understand the impact of these policing costs on municipal budgets and agreed to work cooperatively with the municipal sector to seek solutions to these financial challenges,” it reads. “The municipal coalition secured a commitment to work collaboratively to improve communications between the OPP and the host municipalities. Most importantly, it is anticipated that further discussions will occur between AMO and the province.”

About a dozen residents and township employees gathered at the newly-created Braeside Beach for a clean-up day Saturday, Aug. 20. Coun. Aldene Styles was there to rake up clam shells and debris, and to explain the township wanted the beach open for this summer but wasn’t able to do so. “We had lots of inquiries from nearby residents wanting the beach reopened,” Styles said. “Burnstown is doing really well now. When we do something we want to do it right. And it wasn’t quite ready for this year.” Styles said the Burnstown beach is known to attract bathers from Ottawa who often contribute to the local economy while in the region. She expects chip
stands and other businesses in Braeside village will reap the rewards of having a beach nearby. The beach off Usborne Street near River Road was the site of one of the region’s largest log booms back in the days of the Gillies and Tembec mills. Remnants of the mill remain. The former Gillies Bros. Lumber Co. offices overlooking the area, converted into Gillies Landing restaurant in the 1990s, is sold and expected to become condos. Boy scouts continue to meet in the woods above the beach. Braeside recreation director Geoff Patterson said work will continue on the beach, which could reach around a westward bend to stretch about one kilometre in length. “This is a first step to getting it on its feet,” he said.
RECYCLE FOR MONEY Arnprior council recently voted to return residential garbage pick-up to once a week. The once every two weeks, meant to save money and increase recycling, was no longer palatable for most councillors. It’s a different story in McNab-Braeside when the waste management report was tabled. “The more we recycle the more money we get (in provincial grants),” Campbell said. The Lorlei Drive landlocked property, above the Stewartville dam, is inherited land but will cost Thomas about $70,000 to make it usable, he estimates. Two levels of government could meet in a costly Ontario Municipal Board (OMB) hearing unless a problem is headed off soon. The Township of McNab-Braeside is providing contradictory information to the provincial Ministry of Municipal Affairs and Housing. Its comprehensive zoning bylaw and official plan have different geographic data. The contradiction came up when the county used new software in doing aerial surveys of the township. The more precise information was not included in the official plan, because the last council “wanted to ignore” the new data, said Mayor Mary Campbell. She has long favoured recognizing updated results, and is non-too-pleased at the notion that prospective developers – let alone government bodies – could get mixed messages.

“Oh, gosh, I can’t even put it in words,” said Arnprior driver Janet Dunlop, who looked in her rear-view mirror to see a horrific accident on Philip Shrive Bridge Monday morning. “It’s something I’ve never pictured before. It was loud enough … I was wondering why they (other drivers) were all moving over (to the side of the road).” Paramedics, the OPP, and members of two fire departments rushed to Philip Shrive Bridge late Monday morning following a collision involving three vehicles and at least five drivers or passengers. Carole Lemieux, 53, of Hearst, Ont., who was driving eastbound in a charcoal-coloured Chevrolet Equinox, was extricated from her vehicle by mem-
bers of the Renfrew Fire Department. The extrication occurred after her car bounced off the side of a halfhouse being transported by a truck. Lemieux apparently had pulled to the left to avoid hitting the braking transport truck also headed east on Highway 17. After hitting the wide load in the other lane, her car returned into the eastbound lane, where the Equinox was hit from behind by a silver Pontiac GT. Lemieux was transported by Ornge air ambulance to the Renfrew Victoria Hospital, then to the Ottawa Hospital, where Tuesday she remained in serious condition. Her injuries are serious, but not considered life-threatening. Two passengers, Lemieux’s husband and daughter, suffered minor injuries and were transported to Renfrew Victoria Hospital.
The driver of the Pontiac, Elizabeth Westover, 25, of Pembroke, also suffered minor injuries. Ronnie Jones, 49, of Chesterville, Ont., who was pulling a half-house with his 2002 International truck, was uninjured and remained on the scene. Truck driver John Heuff of Newington, Ont., who was following Jones when the first collision occurred, were both headed to Sault Ste. Marie with their half-house wide loads. “It all happened so quickly,” Heuff said. “Instead of avoiding the other (vehicle), I think she pulled from (my left) and hit the house. “We were on this side of the (centre). I think someone else saw the wide load (on Jones’s truck) and got nervous and there was a chain reaction.” The OPP rerouted traffic through Renfrew. The bridge wasn’t reopened until about 7 p.m. Monday.
Car stolen, car in ditch in McNab-Braeside District Memorial Hospital by paramedics. Following breath tests at the hospital, a 40-year-old Whitewater Region man was charged with impaired driving. He was issued an appearance notice for court in Renfrew on Oct. 5. In all, the Renfrew OPP Detachment responded to 206 calls for service last week. Among them was a call Aug. 16 that has police investigating an allegation by parents who say their 6-year-old daughter was sexually assaulted by a 14year-old male babysitter. During the past week, Renfrew OPP officers investigated 12 domestic disputes.

OPP are looking for a car stolen from a home in McNab-Braeside. Sometime after 11 p.m. on Tuesday, Aug. 16, a red 2009 Pontiac G5 with Ontario licence AFBL 072 was taken from a garage. It had keys in it. The Forensic Identification Unit attended the scene and assisted with the investigation. Renfrew OPP Constable Jeff Cassidy is investigating. On Saturday, Aug. 20 at 11:30 p.m., Const. Cassidy responded to a report of a car in the ditch against a tree on Golf Course Road at Usborne Street in McNabBraeside. The male driver of the car was injured and taken to the Arnprior and

Salvage time for CP rail through Valley Kansas City and Manitoba companies dismantle century-old tracks STEVE NEWMAN steve.newman@metroland.com
The Manitoba company, Cando Ltd., will be working in upper Ottawa Valley into late October to help salvage equipment from Canadian Pacific’s abandoned rail bed. A&K Railroad Materials, through its Canadian subsidiary Canadian Rail Track Material, won the salvage contract for the rail line that runs from Smiths Falls to Mattawa. A&K, which is based out of Kansas City, has subcontracted out the dismantling and salvage of railway equipment, including the ties, anchors, spikes and other steel components, to Cando Contracting. A&K is noted for its rail train that transports continuous-welded rail, which is located along many sections of the line between Smiths Falls and Mattawa. Cando Ltd., based in Brandon, is involved in a variety of railway-related activities. These include the operation of the Barrie-Collingwood Railway in Ontario, industrial switching, and the dismantlement of rail lines in Alberta.
based manager of inventory control and track rationalization for Canadian Pacific. “We want two trains of material collected by Sept. 1, with more to come (in the fall).” Cando’s specific work for this contract involves three major types of equipment − wedging and lifting of the actual rails, prying out of the railway spikes, and collection of the spikes, plates and anchors. The latter is commonly referred to as ATM, or Other Track Material. The ATM is being transported by
rail car to the Town of Renfrew where it is dropped at the end of Railway Avenue. At that location, an excavator operates a large magnet to pick up the ATM and drop it in a bin beside a crew of five workers. That material runs along a conveyor belt, from which the workers hastily collect and drop the reusable steel into nearby containers. The uncollected material fills a container at the end of the conveyor built. “We’ve been recycling for over 30 years, even before it was popular,”
says Ann Lintott, an administrative assistant with Cando. The firm’s onsite supervisor is Alex Burr. Cornay, of Canadian Pacific, suggested much of the salvaged rail will find a home on other rail lines across North America, and not have to be melted down, because it’s in such good condition. Many plates and anchors will be relocated, while many of the spikes and rail ties will likely be sold. The track itself is in very good shape, said Cornay, indicating some of it was only laid in 2006.
SOME OTTAWA VALLEY WORKERS More than a dozen Manitoba-based workers with Cando are on the job, between Cobden and Renfrew, to help with the dismantling process. The company has also hired another 10 or so workers from the Ottawa Valley. The goal for 2011 is to collect 25 miles (or 40 kilometres) of the rail line. “The pick-up of the rail may be done by the end of September,” said Anne Cornay, the Calgary-

A news conference Tuesday announcing about $12 million in funding for dialysis treatment for the area was full of joy, appreciation and tears. The most emotional moment came shortly after Lori-Anne Hudson of Cobden told the story about how she gave birth to an extremely premature daughter after learning that she required dialysis treatment to stay alive. Olivia was born weighing just one pound, seven ounces, but the nearly two-year-old girl walked into Monday’s news conference at the Renfrew Victoria Hospital. There she heard her mom say she’d soon not have to undergo dialysis treatment because she’ll soon receive a kidney transplant. Hudson cried when she told her story, but regrouped to say, to laughter from the crowd, that she was pleased she won’t have to continue to be part of the dialysis program at the hospital. The big news came eight days earlier, Aug. 15, when Ontario Minister of Health and Long-Term Care Deb Matthews phoned Renfrew Victoria Hospital CEO Randy Penney to say her ministry would be funding the hospital up to $12 million to build a new two-storey dialysis facility. This represents 90 per cent funding, with the hospital required to foot the remaining 10 per cent of the construction cost. The funds are part of the Ontario government’s 10-year capital plan that will permit the hospital to add about 5,600 dialysis treatments per year. “This is a game-changer, ladies and

Patients here will benefit from a rural-based centre of excellence that oversees the treatment of chronic kidney care, said Alex Munter, CEO for the Champlain Local Health Integration Network (LHIN), which distributes ministry funding for health care in the region. Munter also noted that hospital CEO Penney is respected as a leader who has been a tireless advocate for the project. Munter also praised Yakabuski for his support for the same project. Munter was joined at the speaker’s podium by Wilbert Keon, founder and former head of the famed Ottawa Heart Institute. Now Champlain LHIN’s board chair, Keon said board members were convinced of the value of the project during a visit earlier this year. A vote in March 2011 to support the project came, said Keon, after seeing
the dire need for more dialysis treatment in the area. It’s an important project for LHIN because it brings services closer to residents in rural Ontario, where they are best delivered, as opposed to relying on patients to commute practically daily to Ottawa for dialysis. Keon, who says he worked closely with RVH for years when he was at the heart institute, says the money is a great example of how the growing needs of the public are met with the help of the ministry. Penney also called it a great day for the hospital, with the Ministry of Health showing confidence in a smaller hospital despite tough economic times. Since the RVH dialysis program in 1993, there have been more than 150,000 dialysis treatments. The number of treatments has also grown over time, to the point where capacity had reached about 100 per cent, instead of a preferred 85 per cent, said Penney. As a result, some Renfrew County residents were being forced to commute to the city for treatment. “Dialysis that is week in, week out, year in, year out, is just is too much of a pressure on patients and their families,” said Munter. “The exodus was starting, and you could see where it was headed (with more city commutes for treatment).” The new dialysis facility will also increase treatment capacity by more than 30 per cent, with the number of treatment stations jumping from 14 to 20. At present, RVH and its satellites treat 109 patients at 26 stations. Another six patients receive home peritoneal dialysis treatment.

It’s been years in the making, but now a judge will decide the fate of people living near the Braeside quarry. A $25,000 lawsuit leveled by nine residents - along with Ecojustice Environmental Law Clinic, affiliated with the University of Ottawa - against The Miller Group, is expected to last two weeks. The residents charge that the large construction company has exposed them to offensive odours, forcing them inside their homes. They also say noise from the quarry keeps them awake at night. The group is not raising threats to its water; the law is not interested in speculative arguments. And they aren’t bringing up blasting, which in the past has damaged homes. Nonetheless, Ecojustice lawyer Linda McCaffrey is confident
they have a sound case. “Courts have been saying for 200 years that people have the right to reasonable use and enjoyment of their property,” McCaffrey said. McCaffrey and Ecojustice are in high demand. The Braeside Ridge residents consider it a bit of a coup to get them. The case likely wouldn’t have gone ahead without their guidance and pro bono publico work. This week has McCaffrey putting residents on the stand to hear anecdotal evidence. McCaffrey is particularly primed to hear from Bill MacMeechan, a former Miller employee who says the quarry was better for residents when it was locally owned by the Smiths. Miller is expected to cross exam all McCaffrey’s witnesses in attempt to punch holes through their arguments. Next week the company will present its witnesses, including an official from the ministry of the environment (MOE).
McCaffrey isn’t about to disclose her line of questioning, but says she is “very, very confident” of her strategy. She would have named the Ontario government as co-defendant except that the case would have proven too expensive. She also hopes the government can play a “neutral” role in the dispute, even though it is testifying on behalf of the company. The residents say $25,000 split nine ways isn’t the main point. It is forcing Miller to put housing around its noisy generators and use wet scrubbers to capture the noxious fumes. If they win and Miller does nothing, the group could take their case to superior court in short order where the penalty is much greater: a full shutdown. MOE faces no official charges of regulatory negligence, which would spark systemic changes with province-wide implications. Miller declined comment.

Jack’s great hope: we can make the world a better place J
ack Layton died Monday, in the early hours of the morning. A giant, his death was felt across the country. Canadians nationwide poured out their grief for Jack. The widespread admiration felt for him – some because of his views, some despite them – is among the man’s finest legacies. He is widely remembered as a fighter, a man of strong ideals and a person you’d be happy to call your neighbour. Politicians of all stripes recalled their fondest memories and favourite qualities of the NDP leader, a true achievement in a climate pock-marked by partisanship. Though he couldn’t keep his promise to return to the House of Commons in September, he made another pact in his final message to us. In Parliament, it will be as powerful a presence as his empty seat. By crowning a decades-long political career with the landmark success of his New Democrats in the May 2 election, Jack secured his status as that party’s greatest leader.
But it was in his final letter that his great spirit shone brightest. For almost 30 years, from Toronto City Council to Parliament Hill, he chose his battles with his heart and fought them with limitless guts. Optimism and integrity are remembered as hallmarks of his career. It was with words of hope, however, that he chose to make his exit. In a letter to Canadians published hours after his death, Jack wrote that hope is a precious commodity in our world, and promised us we can change the world, if only we believe in its power. Those who “are on journeys to defeat cancer and live their lives” must maintain their hope and determination, he wrote. “Don’t be discouraged that my own journey hasn’t gone as well as I had hoped.” Those in his party, and those in his caucus, he implored not to lose faith in their cause, but to recommit to it with even greater energy and determination. And to those young people, who look out at their futures and see an array of overwhelming challenges,

To the editor: I must respond to your letter to the editor found in the Aug. 18 edition of The Chronicle Guide. How embarrassing to read people trying to defend themselves over and over again hoping that people will believe something to be factual, when in reality it is not true. A one-minute phone call to Judy Dobec, the general manager of the Renfrew Agricultural Society, was very revealing. How big is your midway in Renfrew this year I asked her? “Eightee rides this year, which also includes the ferris wheel,” she told me. Arnprior was charging people $30 for an all-day ride bracelet for 15 rides. Renfrew will be charging people $35 for an all-day ride bracelet. I am going to make a leap of faith and assume the higher price is due to the larger midway of 18 rides. We all make mistakes and thin-skinned politicians need to do their homework and admit when they make one. The Chronicle Guide editorial found in the Aug. 11 edition was well written and factual and did not even identify the speaker, which I thought was very courteous. Congratulations are in order for the largest midway in Arnprior’s history, and that’s the truth. Doug Smith Arnprior

who are more and more engaging in politics with their dreams and frustrations, he implored them not to lose hope that they have the power to change the world for the better. But it was his final words – powerfully capped with the inclusive “We” – that touched so many, and will keep his spirit alive and fighting for years to come. “My friends,” Layton wrote. “Love is better than anger. Hope is better than fear. Optimism is better than despair. So let us be loving, hopeful and optimistic. And we’ll change the world.” As the day approaches where 307 members will enter a House of Commons that feels remarkably empty, let us not forget Jack’s great spirit that bridged political chasms and stared cancer, humanity’s great leveler, square in the eyes. And let’s not forget Jack’s great hope: that we can make the world – in which “life’s highs and lows are inextricably linked,” as he once prophetically wrote – a better place.
To the editor: I had the honour and privilege of representing the Renfrew-Nipissing-Pembroke New Democrats three times under leader Jack Layton. I was at the convention when he became our leader and watched him build our party from the ground up. I rejoiced in the unprecedented success in the last election and am heartbroken at the loss of a true leader. It is so sad that he won’t get to enjoy the fruits of his labour as leader of the opposition and live in Stornaway. More than that, I also knew him as a friend and mentor and I grieve his loss. My condolences go out to his wife Olivia, children Mike and Sarah and grand-daughter Beatrice. They shared him with us all these years and now we share their pain and loss. He will be missed. To the editor: I love/hate politics! At times my opinions about people in politics and their particular visions collide, but I have a respect for all politicians regardless of their party stripes because they are in the public eye, often take more than their share of criticisms from people like me, and others. But I believe each and every one of them do their best and they do it publically. It is a tough assignment they take on, but in this country of ours we are blessed to have the democracy we have and we really do appreciate what politicians try to do on our behalf. My political beliefs are not important in this letter. Suffice to say, however, that I am not a member of the New Democratic Party. But the NDP had a leader who was true to his calling and his mantra. He was unwavering in his belief for social justice as he saw it, and he really ‘walked the talk’. At least I believe he did. I met Jack Layton once. In the Arnprior area. It was on a golf course called Sumac Grove; the executive length course that is part of the Madawaska Golf Club. It was in the late
summer of 2010. I had finished my 18 holes and was near the first tee of the ‘little guy’ as I call it, when I saw a lone male person limbering up. He looked familiar. He was casually dressed and pretty dapper looking as I recall. As I passed him he said “Hi.” I looked at him and responded by saying: “I don’t know if this is a compliment or a curse, but you look a lot like Jack Layton.” His response was: “That’s because I am Jack Layton.” I was taken aback a bit in surprise, but he went on to say: “I am an Ottawa Valley boy who grew up in the Rigaud area of Quebec. This little course I refer to as my ‘blue collar special ... I am 45 minutes from my office and I get up here when I can to enjoy the ‘Valley’, get some fresh air, think about ‘stuff ’ and I’m back with Olivia in less than three hours.” He then asked me how the course was playing? I stumbled through my answer, but as I recall I said something like the greens are in good shape but a few of the fairways needed a fresh cut. He laughed and said something else
I don’t quite recall, but it was something like everything needs a close shave once in awhile, but you make do with what you have. I wished him well and he responded in kind. On my way out of the golf course lot, I saw him on the third tee. I thought “there is no grass growing under his feet.” He also was a straight hitter and was right on the green. There he was ... playing a round of golf on his ‘blue collar course’ and being just like the rest of us ... he paid his green fees and was making it happen. Jack Layton, from what I know of his life was a very straight shooter ... not much grass grew under his feet ... he was friendly ... and never lost sight of those he fought so hard to protect. Canada has lost a fine son much too soon. But he won’t be forgotten. Why do I say this? I picked up on his golf swing and my game improved. I think most people who picked up on Jack at some point in their lives had their game improved as well. He was a fine person ... and a darned good golfer too! Thomas Charbonneau Arnprior

To the editor: We would like to take this opportunity to thank all of the people who made this season of the Sunday Concerts in the Park possible for the third year in a row. Wonderful performers drew consistently steady crowds to Robert Simpson Park on six Sundays beginning June 26 and wrapping up with a final performance Aug. 14. Fortunately, the weather cooperated for all but one of the concerts, so everyone was able to enjoy some beautiful, sunny days relaxing and listening to the entertainment. This year’s series featured some repeat performers, including Just Two Guys and Dennis Harrington and Valley Heritage, and, as always, spectators enjoyed their shows immensely and we appreciate their commitment to sharing one or more of their Sunday afternoons with us for the past three seasons of the series. In 2011, some new performers including The Edsels, Simon Clarke, Ball & Chain and The Heartbeats did an excellent job entertaining the crowds with a wide variety of music styles. We will be sure to extend an invitation to all of these groups and more in upcoming seasons of the series. Police Crime Stoppers and the Renfrew Detachment of the Ontario Provincial Police need the public’s help to solve the theft of a distinctive racing car and trailer. On July 31, a 20-foot-long homemade trailer was stolen from a home on Lochwinnoch Road in Horton. The trailer had a galvanized steel door and a painting of a blue house on the side. Inside the trailer was a 1980 Chevrolet Monza racing car. The car had a custom paint job, mainly yellow and red with the words ‘SPYDER VENON’ painted on the sides. The hood also had a breather with a spider painted on it. Crime Stoppers Pembroke/Renfrew County believes someone may have information that could assist police in solving this crime. If you have information on any criminal offence that results in charges being laid, you qualify for an award of up to $2,000.

Man charged in Internet luring case
A 22-year-old Barrie area man has been charged for his alleged Internet relationship with a young Upper Ottawa Valley girl. Members of the Ontario Provincial Police Child Sexual Exploitation Section, OPP Electronic Crime Section, Renfrew OPP Detachment and York Regional Police Service have arrested and charged the man following a six-month on-line child pornography investigation. On Aug. 17, police executed a search warrant at a Sutton residence and seized
prior. On Aug. 15, officers received information that the motor may be up for sale. The officers met with the two suspects. Upon verification that the motor was indeed stolen, the pair were arrested and charged. Charged are a 20-year-old Orillia man and a 27-year-man from Ramara Towhship. Both were held in custody to appear in Ontario Provincial Court in Perth Wednesday for a bail hearing.

Afghanistan vets to be honoured in new event

Legion branch 174 in Arnprior is planning a new, special event for Afghanistan war veterans during this year’s Legion Week being held from Sunday, Sept. 18 to 24. Legion Week is celebrated by the military-related club with everything from games to gala events almost every day and evening. Al Tobio, first vice president of the branch and chairman of the Legion Week committee, encourages the 200 or more members to sign up early for the events, allowing time for the committee to be sure there is adequate space and food. He said branch 174 enjoys great support from members and even non-members alike. For proof, he pointed to a recent campaign that raised $21,000 for roof repairs. The money was raised in about three short months. “We are trying to include as many people as possible to Legion Week events especially because of the great support we have received,” Tobio said. “We have done very well this year.” The week kicks off with the Veterans Dinner on Sunday at 5 p.m. About 100 veterans are expected to fill the Daniel Street building for the meal and entertainment. The Ottawa Valley Concert Band will play war era and beyond songs while army cadets serve dinner to the guests. Mayors David Reid and Mary Campbell are expected, along with other local dignitaries. “It’s going to be quite an affair,” Tobio said. Monday at the usual Bingo night from 7 to 9 p.m. there will be an extra $500 game added to celebrate Legion Week. Tuesday the weekly euchre games will take place in the afternoon from 1 to 4 p.m., hosted by the Golden Valley Seniors. And

This is in appreciation of all the support and contributions local businesses give to the Legion. That evening is Sports and Games Night. Darts euchre and a board type game of Horse Races will begin at 7 and run to 10 p.m. Pizza will be served. Thursday from 7 to 9 p.m., the Ottawa Valley Concert Band will be back for the Wine and Cheese gala. This event is for all the volunteers that do so much for the branch. Friday the usual delicious lunch of hamburgers will be available. On Saturday, the monthly breakfast will be served as usual and a bake sale will take place during that time. With the provincial election less than two months away, look for parties to argue over the pros and cons of competitive bidding for home-care services. At an Aug. 17 news conference in Renfrew, local physiotherapist and Ontario Health Coalition spokesperson Sue McSheffrey called for the elimination of that bidding process. She was joined by Ontario CUPE (Canadian Union of Public Employees) president Fred Hahn and Toronto-based personal support worker Connie Ndlovu in the drive to eliminate competitive bidding for homecare services in Renfrew County and across the province. McSheffrey said 30 per cent of home-care services is spent on administration. She said this money could be better used to improve wages and benefits for personal support workers, especially since most in Ontario are paid about $13 an hour, receive no benefits, are not guaranteed full work weeks, and most pay for their own gas mileage between appointments. Only about 8,300 of 30,000 personal support workers in Ontario belong to unions. From a local perspective, McSheffrey said personal support workers have to pay for their own mileage expenses, and are not paid for time to travel between visits, even though appointments may be as far apart in one day as Griffith, Arnprior and Eganville. The New Democratic Party supports the move to end competitive bidding (or compulsory contracting) of home-care ser-
vices. On the other hand, CUPE and the Ontario Health Coalition representatives say the Conservatives are supporting even more privatization and the Liberals haven’t addressed the situation. At present, five agencies are contracted to supply home-care services in the Renfrew and Arnprior areas, says McSheffrey. All these workers are parttime. According to McSheffrey, of the $182 million budget in the Champlain region (distributed by Champlain LHIN) $127 million is for contracted services. This includes $58 million for personal support work and $35 million for nursing. “The answer is to stop this competitive bidding that makes profits more important than patients,” said McSheffrey. Recent Renfrew County statistics show about 3,500 clients receive care under the auspices of the Community Care Access Centres, including children with special needs, palliative care patients and hospice residents. In the face of continued competitive bidding for homecare services, the Toronto Star reported last year that homecare services in Ontario are feeling the squeeze. “Community Care Access Centres, the government agencies charged with co-ordinating health services in the province, have been forced to refer only the most needy cases for help,” said the Star. “That means other outpatients who need services such as occupational therapy or speechlanguage therapy must go without or pay for themselves for private service.” Evidence, said the Star,

Across Ontario, said McSheffrey, 18,500 hospital beds have closed since 1990, including 600 last year. “For years, we were told that homecare was supposed to step in and cover for the cut hospital services. “For years, we were told that homecare would become a vital part of the health-care system,” said McSheffrey. “But, instead we find that there are very inadequate services in the community.” A large part of the problem, she says, is the competitive bidding process that began with Premier Mike Harris’s Conservative government in 1996. Fifteen years later, McSheffrey says Ontario’s homecare system continues to be plagued by inadequate and rationed ser-
vices, high administrative costs and staff shortages. “That’s no way to run any kind of industry, let alone health care,” said CUPE Ontario president Hahn, who said competitive bidding has resulted in bad working conditions, high turnover of workers, extreme administrative costs, and unpredictable and irregular working hours for home-care workers. CUPE says the steps needed include the end of competitive bidding and direct hiring of care staff by the Community Care Access Centres. Regarding home care in Renfrew County, McSheffrey said, “The most important thing is what it’s done to the workers and, by result, the patients. They’re just not getting the care they need anymore because the profits come first. “So workers have seen their wages drop, and we see a big turnover in staff, and that’s not good for patient care.”

A new service for children with special needs will be opened this Friday, Aug. 26 in Kanata. Megan’s Place will officially be opened as part of the 30th anniversary celebration of the Children’s Place, a non-profit childcare service run by executive director Terry MacIver of Braeside. From 4 to 8 p.m., visitors will have a chance to view the new facility. The official ribbon cutting is scheduled for 5.30 p.m. Megan’s Place, a dedicated building for Junior Kindergarten to school-age and youth programs, is named after Megan Momtahan, who was born with Infantile Refsum’s, a disease that left her deaf, blind and with cognitive and physical impairments. Leaps & Bounds children benefit from summer students Arnprior and District Child Care Services (ADCCS) has benefited from the Canada Summer Jobs program over the years, and was delighted to be able to hire Abby Brown for the second time. Leaps & Bounds Children’s Centre, the centre run by ADCCS, welcomed Abby as a teacher assistant this summer, working with children from 12 months to 12 years of age. The children, families and early childhood educators welcomed an extra staff to help with the busy summer programming that took place. Canada Summer Jobs is a Government of Canada initiative that provides funding to help employers create summer job opportunities for students. It is designed to focus on local priorities while helping both students and their communities. Canada Summer Jobs: • Provides work experiences for students; • Supports organizations, including those that provide important community services; • Recognizes that local circumstances, community needs and priorities vary widely.

Canada Summer Jobs encourages notfor-profit organizations, public-sector employers and small businesses with 50 or fewer employees to create jobs that not only meet their needs, but also benefit students looking to gain work experiences. Canada Summer Jobs funded the extra position at Leaps & Bounds for 12 weeks at minimum wage. ADCCS increased the pay up to their regular teacher assistant wage, and included an additional week, to give the student a full summer of employment. In return the centre was lucky to have Abby. She brought with her experience as a past dance teacher and as a student teacher, but most importantly she has a natural ability to make children feel welcomed and special. Abby continues her studies this fall at Nipissing University working towards a
career in teaching ADCCS also hired three additional students this summer. Krysten Meyers, an Early Childhood Education student, was hired to help out the Kinder and School Age Programs for July and August. Labour Day means back to school and back to a full work schedule. Gone are the lazy days of summer spent on holidays with the family pet. PAKENHAM - It was a happy ending for Johanne Labelle of Pakenham, as she saw a member of her online community for German Shepherd lovers rally behind a member with a sick dog. The dog, named Kain, who lives with his owner in Ohio, caught a contagious disease called parvo. After the owner returned from the vet, she posted that she was between a rock and a hard place – she didn’t have enough money to pay for the necessary treatment for the 5-month-old puppy, and asked for some home remedies to try. Kain made it home from the hospital Tuesday, much to the delight of the many donors, from all over the world, who banded together to help the puppy. “It was a story that was just crazy, the electricity was in the air just to save that puppy and get him in the hospital before he died,” Labelle said. It was a great moment for Labelle – who has six dogs of her own, five of which are German Shepherds. She didn’t imagine that starting an online page slightly over a year ago, would save a dog’s life. The group decided to continue to raise extra funds, and sell t-shirts through Labelle’s website, in order to create an emergency fund for German Shepherds who may need the same financial help in the future.

The weekend of Aug. 13 and 14 saw the club’s 2011 championship, sponsored by Sue Howe and Arnprior Co-operators Insurance, played under great conditions. After two days of competition, Kevin Mulvihill maintained his Club Champion status for another year while a new Ladies Club Champion was crowned as Mary Jo Wertwyn took top spot for 2011. Stephen Hass is the 2011 Junior Club Champion. Peter Duffy is the 2011 Men’s Senior Champion and Christine Lafortune is the Ladies Senior Champion. In other results, Terry Lampole is this year’s Men’s B winner, Ken Graham the C winner and Gerry Pulcine the D winner. Marion Graham is the Ladies B Champion and Carol Scarff the Ladies C Champion. On Aug. 17, the club hosted the 2011 Blakely Cup competition an annual event featuring teams from Arnprior, Mississippi, Deep River and Pembroke Golf Clubs. Attack win bronze in provincials The Ottawa Valley Attack fastball team has won a bronze medal in the provincial championship tournamemt. The NeilCorp Homes/West End Forming-sponsored girl’s squad is made up of players from several Ottawa Valley communities, including Pakenham, White Lake and Arnprior. The team headed to St. Catharines to battle the top tier two teams in Ontario for the provincial championship. In five tightly contested games, the Attack fought their way back to a bronze medal in the double knockout event. In their first game against the Guelph Gators, they ran into a hot pitcher and came out on the losing end of a 3-1 pitching duel. Jean Cardona was solid for the Attack in the pitchers circle, but the offense never made it up
to speed. Then in the losers bracket and one loss from going home, the girls had to dig deep. In their second game, the Attack faced the Bramalea Slam. The two evenly matched team battled until the last out before the Attack pulled off a game ending double-play. Offensively, Cardona, Tawny Godin, K. O’Connor and Maharaj were all 2 for 3 and accounted for all five runs scored. In game three, the Valley girls played the Stratford Flames. In another pitcher’s duel Cardona came out on top 2-0. Game four was between the Attack and the host St. Catharines Storm. Another tight game had the Attack up 2-0 in the sixth inning before they finally blew it open for the 8-0 win.
Now guaranteed a bronze medal they would face the Scarborough Rays for silver. Another tight game ensued between the two evenly matched teams, but this time it was the Attack who had runners on second and third in the seventh but failed to score losing 4-3. Cardona, who pitched all five games for the Attack and was the team’s top hitter on the weekend, was named provincial MVP. Tawny Godin was given honourable mention for being the only player to hit a home run over the 240foot fence. After six tournaments, the Attack has claimed one gold and three bronze medals. The 51 games the team has played has produced a 38-win, nine-loss and four-tie record and first place in the Canada’s Capital Fastball League.

The Ottawa Valley Muskie Club tournament, to be held during this weekend’s White Pine festival, has a goal to give away $2,500 in prizes. “We’re getting good donations from area business,” said organizer Bill Craig. “Even the town has agreed to waive the $10 launch fee at the marina.” The cost to join the tournament is $50 per person. Start time is daylight Saturday, finishing at 5 p.m. Digital photos of fish with time and dates embedded will be used to tally the inche count. Craig had 10 boats signed up last week, but is expecting more on registration day. Participants are asked to sign up Friday evening, between 6 and 7 p.m. at Antrim Truck Stop. Results will be announced between 7 and 9 p.m. at East Side Mario’s on Saturday night. Craig said muskie fishing is excellent this year.

Bighorns capture playoff crown The Arnprior Bighorns upset their cross-town foes to win the Men’s Tuesday Night Baseball League playoff crown Aug. 16. The broke a 5-5 tie with three runs in the fifth inning to defeat regular season champions Arnprior A’s 8-5 at the McLean Park diamond. The A’s finished the campaign with seven wins and a tie, while the third-place Bighorns’ record was 4-3-1. However, in the playoff showdown, the Bighorns jumped out to a 5-0 lead after two at-bats. However, the As rallied to creep to 5-4 in the bottom of the second inning, then tied it in the third. The Bighorns moved ahead 8-5 in the fifth and Kyle Campbell, who followed Brandon Firlotte and Jim Anas on the mound, shut the door on the A’s in the sixth. There has been a lot in the news about the hazards of concusions in football and hockey players. The sport of curling has now responded by developing a line of gel-filled headbands, which cushion the impact of a fall to the back of the head in particular. These devices range from $40 to $60 and come in different styles. There are also similar bands for men. A stick was designed to allow a curler to deliver the rock while standing up. The stick is particularly helpful in allowing curlers with mobility problems to continue curling without having to bend down. The Arnprior Curling Club is hoping these improvements and innovations will encourage new curlers to join, especially if the person has some reservation with respect to falls and or mobility problems.
The Arnprior Curling Club will be holding two registration dates this season. People can sign up Sept. 13 and 14 from 6 to 8 p.m. and Oct. 12 and 13 from 6 to 8

Beloved wife of the late A.H. “Art” MacIntyre (1983). Dear mother of Malcolm ”Mac” (Sandra) MacIntyre of Galetta and Philip (Gayle) MacIntyre of Thailand. Dear grandmother of Jonathan (Kelly), Douglas (Bonnie), Lisa, Jennifer (Martin) and Christine (Paul). Great grandmother of Hayley, Cameron, Emma and Tyler. Predeceased by brother John Dumbrell and sister Winnifred Bicknell. Daughter of the late John Dumbrell and Daisy Turner. A private family service was held in The Boyce Chapel Wednesday August 24, 2011 at 11 a.m. Final interment in Arnprior Albert Street Cemetery. SCHNOB, Maurice (Retired – Bell Canada) It is with sadness that we announce the death of Maurice on Tuesday, August 23rd, 2011 at the age of 87 years. He was predeceased by his parents, Exilia Clouthier and Telesphore Schnob. Maurice was also predeceased by 6 brothers: Telesphore, Archie, George, Henry, Delmer and Charlie; 2 sisters, Clarisse Martin and Yvonne Genereux as well as several infant brothers and sisters. He will be sadly missed by his sister-in-law, Hazel Schnob of Arnprior as well as his many nieces, nephews and other relatives. Maurice retired from Bell Canada in 1983 after 42 years of service. Family and friends are invited to the Pilon Family Funeral Home, 50 John Street North, Arnprior for visitation on Thursday evening from 7 to 9 p.m. and after 8:45 a.m. Friday. A Funeral Mass will be celebrated in St. John Chrysostom Church, Arnprior on Friday morning, August 26th at 10 o’clock. Interment Malloch Road Cemetery. In memory of Maurice, a donation to the St. John Chrysostom Church Memorial Fund would be appreciated.

Police report that sometime during the overnight hours of Wednesday, Aug. 10, thieves hit the McAllister Ford dealership. They stole four sets of tires with rims and a spare from a 2011 Ford pickup truck. A staff member discovered the theft when he went to work on the truck and discovered the original tires had been switched with a set of used tires and rims.
