Downtown Revitalization • •

The Downtown Revitalization Project is the Town’s largest single self-funded investment ever made towards the rehabilitation of aging infrastructure and will also provide an enhanced streetscape and improved accessibility in Arnprior’s downtown core. This project includes the reconstruction of sanitary sewers, storm sewers, watermains, roads, curbs, sidewalks, streetlights, and the traffic signals at the intersection of John Street and Elgin Street, and will continue to bring new life to Arnprior’s downtown streetscape with the placement of new trees, planters, and various forms of street furniture.

The 2017 phase of the project is scheduled to begin construction on or about April 17, 2017 and is anticipated to be completed on or about October 31st, 2017. The 2017 phase of the project will include construction on the following streets: · · ·

When Walter Stack learned he was to receive the Town of Arnprior’s highest honour, his instinct was to humbly decline. As the snow fell on March 31, it was a sunny day for 123,410 public sector employees. The annual public sector salary disclosure or ‘Sunshine List’ of public employees making $100,000 or more in 2016 was released, including 59 people who cracked the half-a-million dollar mark. The salaries and benefits total nearly $16 billion and the highest paid public employee in Ontario is the chief executive director of Ontario Power Generation, who earned nearly $1.2 million. In the Renfrew area there are more than 250 people on the list. One of the highest-paid on the list is Renfrew Victoria Hospital (RVH) president and chief executive officer Randy Penney, who earned $273,000. Christine Ferguson, vice president of patient services, made $141,613. There are nine

other employees on the list from RVH. Eric Hanna, the chief executive officer at Arnprior Regional Health (ARH) earned $195,030 and vice president of patient/resident services and chief nursing executive Susan Leach made $123,663. There are five other employees from the Arnprior hospital on the RANDY PENNEY list. On the municipal side, a number of local administrative officials made the list. Jim Hutton, the chief administrative officer for the County of Renfrew clocked in at $201,783. Second on the list from the county is acting chief administrative officer/treasurer/ deputy clerk James Kutschke at $144,999; and

the third on the county list is director of emergency services/chief of paramedic services Michael Nolan at $143,097. The highest paid public employee in the Town of Renfrew is fire captain Tim Hill at $132,239 and the fire chief was at $124,050. The town clerk, ERIC HANNA Kim Bulmer earned $111,755. The director of development and works Mike Asselin and treasurer Keray O’Reilly both took home $127,645. Three members of the Arnprior town staff made the list, the highest paid being chief administrative officer Michael Wildman at $166,195. Jennifer Morawiec, general manager

client services/treasurer was paid $114,123 and director of recreation Glenn Arthur $100,609. In McNab/Braeside, Lindsey Parkes earned $102,598 as the chief administrative officer/ clerk. The three local high school principals also made the list; in Renfrew Terry Hughes and Brennan Trainor both earned $127,705 and the Arnprior principal Tom Havey took home $126,658. The three provincial leaders are all on the list, including Ontario Premier Kathleen Wynne who was paid $208,974, Progressive Conservative Leader Patrick Brown made $181,000 and NDP Leader Andrea Horwath made $158,000. The $100,000 threshold has not changed since 1996, and while the premier has suggested she won’t be increasing it because that is still a lot of money, the government notes that if that were adjusted for inflation it would be almost $150,000 and 84 per cent fewer employees would be on the list.

“We wanted to do something for the community. The community has been great for us,” said Dr. Neeraj Bansal, who together with Dr. Saloni Bansal and their team of hygienists and dental assistants have volunteered for the event. “We hope to see between 60 and 70 patients.” All are welcome, of course, but they hope to reach those most in need. It is difficult to determine how many people in Arnprior and surrounding areas avoid dental work due to financial constraint. About 15 to 20 per cent of Dentistry @ clients are on some form of social assistance. Bansal estimates a similar number don’t see a dentist at all. Many believe dentistry work is cosmetic

alone. That couldn’t be further from the truth. The dentist can check for problems that patients may not see or feel. Many dental problems don’t become visible or cause pain until they are in more advanced stages, including cavities, gum disease and even oral cancer. “Heart attacks and diabetes start in the mouth,” Bansal explained, adding that saliva carries bacteria from the mouth down to the blood vessels. “Cancer patients are often sent here first.” Dentistry @ Arnprior plans to make it an annual event, as they do with their free barbecue held in the mall parking lot each summer. Funds from it go to the Arnprior District Humane Society. They also participate with a float in the Santa Claus parade.

During his speech, Stack proudly stated that he has returned every call, made every meeting, and addressed every issue brought to his attention. “The message may not have always been the response wanted but it was delivered,” he said. “As a councillor in a small municipality you come face to face with your electorate every day. They are your friends, neighbours, and your family. I want to thank the citizens of Arnprior for their support for my time at council.” He thanks colleagues at the local and county councils and Arnprior staff, singling out CEO

Michael Wildman for “turning the organization around” and steering it into the future. He also named clerk Maureen Spratt, a friend and source of direction. However, he thanked his wife Barbara first and foremost. She has “somehow found the formula of love and tolerance to be with me” for more than 46 years. He then named his family members. “Joel, Angie, Noelle, and Mack, Justin, Kim, Tessa, and Cooper: All who provide me with love, support and bring so much pride into my life every day,” he said. “I am glad Barb also passed on some of that tolerance for me.”

This includes items such as: paint, oil, antifreeze, pesticides, and batteries. Additionally, non-hazardous liquids should not be placed in your garbage either. The Town’s Waste Management Bylaw states: “No owner, occupant or building owner shall place wet waste at a collection location unless it has been drained, wrapped in absorbent material such as dry paper, and placed in a leak-proof container or bag prior to placement in an approved container.” Containers can leak while waiting for collection at the curbside or they can rupture in the back of the collection truck. These liquids can be dangerous for both waste collection workers as well as pets and children that could come into contact with them if spilled. Un-used Household Hazardous Waste (HHW) can often be returned to the retailer where they were purchased (ie. Rona). If an item can not be brought back to the store, The Town of Renfrew hosts a FREE HHW Depot that Arnprior residents are encouraged use. The HHW Depot is in operation between May - August at Town of Renfrew’s landfill @ 376 Bruce Street.

Distracted drivers still a danger With police services cracking down on fines and horror stories all over the news, it’s a wonder why distracted driving is still an issue on our roads. Recently, the Ontario Provincial Police (OPP) held its annual provincial campaign to counter distracted driving and the results are in: 2,400 distracted driving charges were laid in the province. And the fine isn’t anything to scoff at. Under the Highway Traffic Act, drivers charged with the ‘drive with a handheld communication device’ offence face a fine of $490 and three demerit points off their licence. Is it really worth incurring a $500 fine or worse, endangering the lives of yourself and others on the road just to answer a text message? How hard is it to wait until you arrive at your destination or simply pull off the road, park and then take out your phone to check

it?

Driving requires the user to be alert and at attention. According to the OPP, the driving pattern of someone who focuses on their phone or media player for five seconds is similar to falling asleep at the wheel. So far this year, inattentive drivers have claimed 11 lives in collisions investigated on OPP patrolled roadways; almost triple the number from the same time last year. We live in a world where we feed off of constant communication and are expected to be able to multi-task, but when you’re behind the wheel of a vehicle, your safety and that of others driving, should be top of mind. Upon entering your vehicle, put the phone in your pocket, purse or bag, where it’s out of sight and out of mind. It’s about time to pay attention to the road, not the phone.

Spring is in the air and so is the smell of a pet in need of grooming! With the winter hopefully behind us, our attention now turns to that awful smell coming from our pet. For the long thick-coated dogs and cats, having a professional groomer remove the undercoat followed by daily or weekly home grooming sessions (depending on the breed) will keep the coat in a manageable state in-between grooming visit. For some of you out there, cute and cuddly are the only criteria for making that adoption happen. Most of us adopt on impulse without much thought to the needs of the adopted pet, my kids want a puppy, my kids just fell in love with my neighbour’s puppy or I promised the children when they’re old enough to look after a puppy we will adopt one etc. Unfortunately children lose interest and mom and dad with their busy schedules end up looking after the

newly adopted pet or worse, after a trial and error period the new addition finds itself at a shelter. What would be better for you, adopting a mature pet that has all the vaccinations, is toilet trained and has had all the little quirks worked out or do you adopt a young pet that will need guidance in its formidable years and a whole lot of patience? The simple way of ruling out future problems is to adopt smart. For example, if you live in an apartment then adopt a small less active pet like a kitten or cat or a small dog that does not bark instead of a large dog that requires a lot of room and attention. Helping military veterans into the workforce A number of Canada’s veterans were joined by Parliamentarians and special guests on March 23 to announce the new Veteran Friendly Transition Program (VFTP), a national program to support Canada’s servicemen and women as they transition from service into the workforce. “I had the privilege of leading the men and women of the Canadian Armed Forces at home and abroad for over 30 years,” said LieutenantGeneral (ret’d) Honourable Andrew Leslie, MP Orléans, who hosted the announcement on Parliament Hill. “I know what value these veterans can bring to Canada as civilians and I am delighted to see how this program can help hundreds more get and keep great jobs.” Every year, the Canadian Armed Forces releases about 5,000 men and women from service. Although a number choose retirement, many more want to transition to a civilian career, putting their skills and talents to work in a different way. That transition, however, is not always easy for veterans as they face varying social, academic and financial challenges in finding employment and establishing a new career. “Leaving the military and the men and women that you serve with can be very overwhelming at times,” explained Master Corporal (ret’d) Michael McBride, who was released after 13 years with the military and three tours in Afghanistan. “There are so many complicated things that you have to learn to do as you go through the stages of transition, when all you really want is to provide for your family. For me, going back to school was very important to regain my confidence, to develop new skills and study alongside other veterans just like me. It reminded me of how we worked together to serve this nation.” The new VFTP will combine career counselling, personal and professional support and course offerings, all under one roof, simplifying the transition process for veteran students. Willis College, Canada’s oldest college, will be home to the first pilot. “Willis College is pleased to be the first post-secondary institution in Canada to work with the VFTP,” said Rima Aristocrat VFTP Founder and CEO of Willis College Canada. ”Willis College has a long and proud tradition of supporting Canada’s veterans and is pleased to be a part of this new and important program for our veterans.” The program was announced on Thursday and registrations will begin in late April. Veterans released from the regular or reserve Canadian Armed Forces, Royal Canadian Mounted Police, Provincial Police Forces are eligible to apply.

It’s true! It’s hard to believe but after a five-year drought, the Arnprior Knights of Columbus, who were led by the top two teams of the competition: first place - Jackie Connell\Norma Dewar (38 wins) and second place - Michelle Sauve\Lisa Lewis (36 wins) - managed to win this year’s challenge versus the Arnprior legion, by three games (649 – 646 games 3333-3210 points). The sixth competition high game winner was: Wilma Stewart\Kathleen Girdwood with eight wins eight points. Skunks included Carole Barrie\Freda Dooley; Glen and Lois Timms; Joan Hanniman\Carol Marcellus; and Ed and Diane Bowden. A record 112 competitors played in the last competition. The competitors thank our sponsors: Giant Tiger, Home Hardware, Tim Hortons, and Pilon’s Family Funeral Home for their generosity. Legionnaires “mustered” at the refreshment booth to lick their wounds and to discuss hiring the bus used by the Knights to head for Vegas to sharpen up their card skills. The return of the eagles Fifty years ago the sighting of a bald eagle was cause for celebration. I have fond memories of Sloan Watters taking me to Mountain Chute dam during winter in the 1960s to look for eagles reported there (I didn’t recall seeing one on those trips). Back then bald eagles were more than rare; they made the endangered species list in the United States in 1978 and in Ontario in 1980. Early records indicate that bald eagles were historically common in North America. But sadly their presence was not appreciated. Misconceptions that eagles killed livestock and competed for game abounded, so bald eagles were shot, snared, and poisoned. Some states offered rewards for killing eagles; in a misguided effort to increase salmon stocks, between 1917 and 1952 Alaska paid more than 128,000 bounties (initially, at fifty cents per eagle, rising to $2 a bird). In 1970, on a Wyoming ranch shooters were paid $25 per eagle; 770 bald eagles were reportedly killed. In Ontario, eagles and other birds of prey fared no better. Jack Miner, Canada’s most decorated conservationist, killed thousands of birds of prey under the pretense of protecting “important” songbirds and waterfowl by killing “evil” predators. One common method was a steel trap placed atop a pole near poultry pens. The cruelty of this method was denounced in the first publication (circa 1931) of Toronto’s Brodie Club (a group of respected biologists and naturalists). Eagles, already rare, received another devastating blow from DDT and other organochlorine pesticides. These caused eggshell thinning and severely affected eagle reproduction (as it did peregrine falcons). With all those pressures it seemed extinction was inevitable. But DDT was

Two brothers, together forever

N

icole Chénier looks at two faded photographs and wonders what the two men in the black-and-white copy were like. She never met Olivier or Wilfrid Chénier. If the First World War – and the Battle of Vimy Ridge – had never taken place, she would likely have known her two cousins very well. Olivier and Wilfrid were brothers, growing up on a farm in nearby Buckingham, Que. They enlisted in the Royal Canadian Regiment the same day. They served together, and then died together the same day at Vimy at age 26 (Olivier) and 27 (Wilfrid). Today they are buried side by side, beneath the French soil. Nicole, who today lives in the South Keys area, says her father often told stories, but never had much to say about her cousins Olivier and Wilfrid. “I think my dad was too young,” says Nicole. “He didn’t know a lot about them. I think for some reason (the family) never talked about it.” Nicole has an elaborate package of research about the Chéniers (at one time spelled Chené) and the family’s centuries in Canada. The family dates back to the 1600s in France. Despite the 100 years since Vimy Ridge took the lives of more than 3,000 Canadian soldiers, there are still holes in families – and family histories. Those who died are still remembered, even as the decades pass.

If they had survived the war, Nicole is sure Olivier and Wilfrid would have returned to work on the family’s farm. She would have been much younger than them, but is sure they would have spent time together. “I think the family would have been really proud of them,” she said. “I’m sure they would have been heroes in the family.” – by Nevil Hunt, Metroland

he memorial on the top of Vimy Ridge in France serves as a reminder to never forget those who made the ultimate sacrifice during the First World War. This year, April 9 marks the 100th anniversary of the Battle of Vimy Ridge. A grateful France granted Canada the land where the Canadian National Vimy Memorial rests. Designed in the 1920s by Toronto sculptor Walter Allward, the monument, which commemorates Canada’s contribution to the Great War, took 11 years to build.

April showers mean the grass is teeing up at local golf courses. There are six courses nestled in and around Arnprior and Renfrew. Sand Point Golf Course is located at 38 Golf Club Rd. in Braeside, and the 18-hole course is described as a target-style course spanning 6,106 yards. One hole of note that can misleading is the 91-yard Quarry Hole over looking the Ottawa River, but if you make a good shot you will be rewarded. Mountain Creek Golf Course is celebrating its 25th anniversary. It is located just outside of Arnprior at 311 Mountain View Rd. and is a championship 18-hole layout that winds its way around two lakes and a creek that comes into play on five holes. There are five sets of tees, which are both fun and challenging for all skill levels. This year the golf school will begin in June and will focus on new golfers and short game; they also have a short game area under construction. Mountain Creek expects to be open the week of April 17. Madawaska Golf Course has two courses: Twisted Pines is 18 championship holes with par 70, and Sumac Grove is 18 executive holes with par 61 at 250 Keatley Rd. Twisted Pines is now over 40 years old and offers a challenge to all golfers, and if you have not played it in a couple of years you are in for a pleasant surprise as they have cleared out under trees to help speed up play and increase the

As a familyfriendly course they will be introducing a number of kids’ programs directed by Daniel Guay with two key objectives: to make golf more affordable, and encourage family programs. Madawaska’s tentative opening day is April 14. Calabogie Highlands Golf Resort is located at 981 Barryvale Rd. in Calabogie. It is a semiprivate, 18-hole championship course with challenging elevation changes and spectacular views. The new Class A CPGA pro is Chris Bernard, who will be offering lessons and golf camps. He has joined the Calabogie Highlands after 25 years of various head pro titles in the Ottawa area. Captains of the various leagues have their game plans ready to go with games scheduled to start at the end of April. Dragonfly Golf Course, located at 955 Opeongo Rd., is a natural looking 18-hole golf course with two nines; the back nine is more like target golf and the front nine is a links style. The driving range is tentatively scheduled to open the week of April 6 and the course is set to open the week of April 13. They are very excited to get their league nights going, as enrolment has been brisk. The Renfrew Golf Club is located at 1108 Golf Course Rd. in Renfrew and was originally a nine-hole course created in 1929 on the old Peever farm. Now, this 18-hole course offers golfers of all levels fun, excitement and challenges looking out on the scenic Ottawa Valley.

Audrey said it was nonsense. Spring didn’t smell any different than any other time of the year. And she practically yelled out “smell”. She was in a bad mood because her best friend Iva couldn’t come over that Saturday morning, because she had extra chores to do. But I knew for an absolute fact that the arrival of spring brought with it a special smell in the air. Mud. I could smell mud. It wasn’t an unpleasant smell, but once the snow melted and the ground was wet, I could smell mud. Especially in our long lane where the

melting snow had left deep ruts in the narrow road. And I would know spring would be soon upon us from the smell. And there were other signs too. Just into the new year, Mother would have received her packets of vegetable seeds, ordered from the Steele-Briggs catalogue, and little slat boxes would be sitting all over the house. And I could see sprigs of vegetables pushing up, and what would be flowers coming through the earth. Even though there was still a bite in the air, Mother ordered the windows open while we stripped the beds, dusted the furniture and the floors, and turned the MARY COOK feather mattresses. And wafting through the open window was the smell of spring I soon learned not to tell Audrey the air coming inside smelled differently than it did all winter. But to me it did. And where I noticed it more than any other place, was when I went into the part of the barn where the sheep were kept. New lambs were arriving regularly, as they did every spring. How I loved to spend time in the barn at that time of year. I could smell the wool. To me it had an odour all its own when winter was breaking, and not like the wool on the sheep when they were full grown. And I would think it was the smell of new birth ... the smell of spring. Even the Northcote school began to smell differently. Galoshes weren’t needed anymore, and the boys big rubber boots were exchanged for high top running shoes, so the smell of wet socks was no longer there, and the school took on a ‘cleaner’ smell, enhanced because Miss Crosby would have started leaving the door open for a spell when morning classes began.

There are sixteen Algonquin Negotiation Representatives (ANRs) representing ten Algonquin Communities who are responsible for negotiating a Treaty between the Algonquins of Ontario and the Governments of Canada and Ontario. Elections will be held to elect one Algonquin Negotiation Representative for each of the nine Algonquin Communities listed below. This election process is distinct from the general election for Chief and Council of the Algonquins of Pikwakanagan First Nation held in late March 2017 in accordance with their Custom Election Code. As with the Algonquins of Pikwakanagan First Nation, each of the ANRs for the nine Algonquin Communities will serve a three-year term.
