The Opportunity Shop and all its volunteers were given a tip of the hat by the business community when one of its own was given the volunteer of the year award. Teresa Thom puts in 20 hours or more at the John Street second-hand store, which provides revenue to Arnprior Regional Health. The store’s manager accepted the award during the annual Greater Arnprior Chamber of Commerce (GACC) banquet on April 7. Thom’s speech – on stage at Nick Smith Centre – included thanks to GACC and those who got her involved in the Op Shop. A number of fellow volunteers from the store were in attendance to show their support. Thom was raised a Ryan in Pakenham, moving to Arnprior to work in insurance with husband David. They raised to children Joanne and Barry. She spends countless hours volunteering at the Catholic parish hall for weekly bingos, harvest dinners and more. At the Op Shop she organizes the 100-volunteer schedule, and takes shifts on the floor and in the sorting room. She also attends hospital auxiliary board meetings. Along with the town award, Thom received certificates from both MP Cheryl Gallant and MPP John Yakabuski. Arnprior Mayor David Reid presented the award, saying he knows firsthand that Thom stands up for the charity organiza-

The mayor commended the hard work of GACC president Pam Cox and administrative assistant Cheryl Sparling. “It is fabulous to see such a great turnout again this year. This is an evening I look forward to each year,” Reid said. “Growing up my father always reminded me that to be happy and productive that I should always look at the 90 per cent that is good in something or someone, and not to dwell on the 10 per cent that may not be so good. Tonight we are here to celebrate part of the 90 per cent that is good in our community. “The Arnprior area is full of very caring individuals, companies and institutions that truly want to make our town a better place to live. We are very fortunate indeed.” The eloquent and very funny and Jason Marshall of White Lake emceed the event. He shared with the audience his fee expectation and tough negotiation skills. “I will work for food. And if I can reach it, I’ll eat it,” he said. Marshall detailed the exciting developments in town, including the mall renovations and downtown revitalization project, along with new businesses. The station manager at Valley Heritage Radio on Burnstown Road also talked about the natural beauty of McNab-Braeside and how well it is doing. “Good things happen when we work together,” Marshall said. “When the chamber works with the town and township, you will leave a footprint well beyond.” Before the hardware was handed out, GACC director and Kenwood Centre manager Mark Nibourg put on his third hat: physician recruitment committee chairman. He thanked existing local physicians for their running their practices in the area, and being “an integral part of our community.” “You make recruitment much easier with your wealth of knowledge,” Nibourg said. “We send our thanks and gratitude.”

Attributing success to great employees was a theme for many recipients at this year’s Greater Arnprior Chamber of Commerce business achievement awards, and the Giant Tiger manager was no exception. In his acceptance speech after his Giant Tiger store won the Business of the Year Award at the 12th annual Business Achievement Awards and Gala Reception April 7 at the Nick Smith Centre, Mike Marcil said family comes first during. But he was quick to add that hardworking employees are important. “I attribute all my success to my employees,” Marcel said. “I only do about .1 per cent of the work myself. Really – they do it all.” Greater Arnprior Chamber of Commerce (GACC) director Gib McMullen presented the award. He talked about the importance of all aspects of business, including customer service and marketing, contributing to the community and supporting it. “This individual (Marcil) meets all those requirements,” McMullen said. He described Marcil’s personal
and professional history; the 28 years at Zeller’s, moving homes 16 times (the last to Arnprior in 2007), supervising and growing the retailer to the prominence it enjoys now. The record sales, the “extraordinary involvement” in town events and organizations such as White Pine and the GACC: he did it all while raising two kids with his wife Robin. “This is an absolute honour for myself,” Marcil said. “Congratulations to all the others nominated. It is well-deserving.” DENNIS HARRINGTON
Pam Cox presented the GACC President’s Award to the executive director of the Arnprior McNabBraeside Seniors at Home Program. She said Dennis Harrington exemplifies the spirit of neighbour helping neighbour. The organization, which formed in 1980, now has 12 staff members, 150 volunteers and 23 programs dedicated to improving the lives of elderly folks in the region. Hot meals on wheels, transportation needs, and education are among the services offered to 1,500 clients. “In 2002 Dennis Harrington started. He takes care of the day-to-day
operations, reports to the ministry, and does the accounting,” Cox said. She said his compassion, understanding, patience, confidentiality and loyalty are an inspiration to others. Harrington was humble during his acceptance speech. “I’m just one person in a long list of many,” he said. “If we didn’t have volunteers we’d have nothing. I accept this award humbly on behalf of the staff and volunteers.” Renowned as an accomplished fiddler, Harrington said his two passions are music and helping seniors. Emcee Jason Marshall thanked Harrington for volunteering at his work, Heritage Radio. “The mark of a community is how you treat your elderly,” Marshall said. KRAVE BISTRO

Brittle Printing won the Skilled Trade Business Award. Owner Hedley Brittle talked about the past with heavy equipment at the company’s previous location now occupied by Shoppers where he printed guides for his father’s business. “It was lead-based, heavy. Thank God I do not have to do that anymore,” he said. “We are totally computerized. No dirty hands or smells.” He, too, thanked his employees, saying he could not do 10 copies a day without them. “I’ll do it again tomorrow,” he said, “because I just don’t know any different.” See AWARD, Page 5

Thieves damaged two businesses in the Arnprior Shopping Centre on the weekend. Arnprior OPP report that on Saturday, April 9, officers responded to a break-in at the Laundry Mat in the mall. The door from inside the mall to the Laundry Mat was forced open sometime overnight. Once inside, the thieves forced open a coin operated dispenser and coins and laundry detergent was stolen. Also inside the mall, the owner of E-steam reported his kiosk was damaged and products stolen. Several of the glass tops were smashed to gain access. OPP Constable Dallas MacLeod is investigating. It was one of 172 calls investigated by RenfrewArnprior OPP last week. Included were five domestic disputes. In one of the domestic cases, a woman was charged with failing to comply with a probation order and trespassing at night.

County public works director Steve Boland and manager of infrastructure Michael Pinet attended McNab-Braeside council April 5 to provide an update on several road upgradings in and near the township. Councillors were especially please to hear that about design work that will lead to improvements next year to Stewartville Road in the vicinity of McNab Public School. “It’s nice to hear they (county) responded to our concerns (about the condition of the road near the school),” said Deputy Mayor Brian Armsden. “I’m thrilled,” added Coun. Mark MacKenzie, noting the road is “really bad” for both students and school buses. He praised Mayor Tom Peckett for his role in persuading the county to move the project up in the pecking order. The upgrading will be challenging because the road has such a narrow right-of-way, said Boland. He said the mixed uses along the road and drainage problems also need to be dealt with. The plans will have to determine what’s best to service the school and include safety provisions for students walking and cycling down the road. CLAYBANK BRIDGE
Council was also pleased to hear that ClayBank bridge will be reconstructed and widened in a two-year project. Pinet told council the improvements to the narrow bridge over the Madawaska River on White Lake Road have been in the works for some time. The upgrading will make it safer to drive and well as make it easier for pedestrians and cyclists to cross. The 1,300-foot-long bridge was built in the 1960s by Ontario Hydro. Tenders for the project have been prepared and will close in early May. The work will begin next month with the decommissioning of service cables along the bridge in preparation to their relocation to the bottom of the river. Construction on repaving and widening the bridge is expected to begin in early summer.
The repaved surface should have a minimum 30-year life expectancy, Pinet said. He said it is a major project for the county with an estimated $3 million worth of work to be done this year and another $3 million to be spent in 2017. Because of the crest in the bridge, the work will be done in five stages with traffic signals on both ends. Normal vehicle and truck traffic will be able to cross the bridge on the open one lane, but oversized loads will have to go elsewhere. The bridge will revert to two lanes inbetween the two construction seasons. MADAWASKA BOULEVARD
Boland reported that Madawaska Boulevard will be rehabilitated from the McNab-Braeside boundary to the Madawaska Bridge. The project’s tender deadline was March 31. The shave-and-pave project will also include work on manholes and catch basins. As well, there will be prepatory work in anticipation of traffic lights eventually at the boulevard and Moe Robillard Street. Boland said the county has had requests for lights there and the traffic volume is coming close to justifying them. The project will also likely include some joint work with the Town of Arnprior on sidewalks along the route, Boland said. Boland said the county also has plans for improving River Road in the Sand Point area. However, the project will need to go through an environmental review process to help determine the technically preferred solution to improving the road, he explained. Drainage problems will have to be resolved and residents in the area will be asked if they want sidewalks, he said. He said the construction is tentatively planned to start next year, depending on what the environmental scan comes up with. It will likely be a two-year project. Boland said the county will also need to repair or replace a large culvert over Dochart Creek on Usborne Street. After determining how it should be tackled, the work could be done as early as next year.
Arnprior downtown reconstruction to begin in couple of weeks, runs until fall Arnprior’s much anticipated downtown revitalization project is scheduled to begin in earnest in less than three weeks. The makeover and modernization of the downtown will start on or about Monday, May 1, the town announced last week in a news release after council heard an update in a operations committee meeting April 4. The project began last year with the reconstruction of McGonigal Street. A full seven months worth of work is planned for this year. This year’s phase of the project will include construction on Madawaska Street from John Street North to the Madawaska River, John Street North from Madawaska Street to William Street West and McGonigal Street West from John Street North to Hugh Street North. The town anticipates the work in those three areas to be complete on or about Nov. 30. As part of the contract requirements for this project, the town’s contractor will be required to develop and implement a Construction Site Pedestrian Control Plan to ensure the provision of a safe and accessible path of travel for all pedestrians through and/or around the construction site. During various stages of construction however, direct access to various private entrances and laneways, walkways, and parking lots may be restricted for short durations. All businesses located in the project area will remain open during the construction and every effort will be made to minimize inconveniences on both the
businesses and their customers. The town has awarded the two-year phased construction contract for the Arnprior Downtown Revitalization project to Thomas Cavanagh Construction. Town council touts the project as the largest single “self-funded investment” ever made by the town. It will feature the rehabilitation of aging infrastructure and provide an enhanced streetscape and improved accessibility in Arnprior’s downtown core. The project will include the reconstruction of sanitary sewers, storm sewers, water mains, roads, curbs, sidewalks, streetlights and the traffic signals at the intersection of John and Elgin streets. STREETSCAPE UPGRADING
It will bring new life to Arnprior’s downtown streetscape with the placement of new trees, planters, and various forms of street furniture, says the town. The 2017 phase of the project is scheduled to run from May 1 to Oct. 31. It will include construction on Elgin Street West from Daniel Street North to Madawaska Street, McGonigal Street West from Hugh Street North to Edward Street North and Hugh Street North from McGonigal Street West to Elgin Street West. The town points out the project includes aspects that recognize the importance of creating an accessible community in which all residents have access to the services and products they require. The downtown revitalization construction will eliminate barrier steps to about
35 of 90 businesses. In an effort to create an inclusive and accessible downtown to complement the accessible work being completed throughout the downtown revitalization projects in 2016 and 2017, the town is offering an incentive grant program.
This program will assist downtown businesses in becoming more accessible to all patrons by covering 50 per cent of the cost to a maximum of $1,250 each for the installation of an AODA compliant ramp and/or automatic door. “To realize success and create impact on a broader scale, revitalizing downtown Arnprior depends upon a partnership between the Town, local businesses and property owners,” says the town. “It is an opportune time to not only revitalize the public realm, but also capitalize on improving downtown facades with assistance from the town’s Community Improvement Plan (CIP).” The CIP includes financial incentive grants that can assist with the cost of improving downtown building or businesses façades. Town council has committed additional funding to this program this year with a priority on the downtown area. “We appreciate your patience and cooperation throughout this important two-year undertaking, and we look forward to enjoying the results of this project with the residents of Arnprior for years to come,” the town concludes in its message to citizens.

Treat smokers the same I
t took awhile, but Renfrew County council has finally bowed to inevitability by agreeing to ban smoking in all of its buildings. Since it has already banned smoking in its two long-term care homes and is in the process of phasing in prohibition at its social housing units, it’s about time it admitted what is sauce for the goose is sauce for the gander. If it is expecting its tenants to butt out, surely it should do the same for its own employees and elected representatives. But wait a minute. While smoking has been banned not only in the long-term homes but also outside, the proposed no-smoking regulations aren’t as strict for the other county buildings. Which include, by the way, not just county headquarters in Pembroke but Renfrew County Place in Renfrew, the administration building and paramedic base in Arnprior, and public works garages around the county. The proposed butt-out bylaw, to be voted on by county council at its April 28 meeting, will allow, if not amended, smoking on county property as long as it’s not within nine metres of a building’s entrance, walkway or stairway. County officials argue that the compromise is a first step toward a complete ban, which would be more palatable in the future as fewer and fewer county councillors and employees smoke. The county notes that it is well within its rights to have two different rules for its building. It notes the provincial government encourages stricter rules for hospital and other health care facilities, which includes long-term care homes. So the county is within its rights. But that doesn’t make its stand ethically right. That train of thinking tends to penalize those who are most vulnerable instead of smokers who should know better. Most residents of long-term care homes are seniors who blithely started smoking before the hazards of the habit were well-known. To try to force them to quit smoking now under the guise of doing it to protect their health is a bit late in the game. Besides, making them depart the warmth and security of their homes to feed their habit is more often worse for their health than letting them puff away in well-ventilated designated smoking zone. If anything, it is the long-term care residents who should be allowed to smoke on the county (Bonnechere Manor and Miramichi Lodge) properties and not the mostly younger workers who habituate the other county buildings. County council should rethink its bylaw and either ban smoking completely on all its properties or give the folks at the long-term care who smoke a break and let them have the nine-metre rule too.

To the Editor: Re: Snow trails don’t threaten property rights (West Carleton Review, March 24). One of the mandates of the Ontario Landowners Association (OLA) is to educate the public regarding their rights as private property owners. Since we became aware of Bill 100, the Trails Act, we have been actively contacting those that are impacted by Bill 100. This includes local and provincial snowmobile clubs, the Ontario Trails Council, local trails clubs, and property owners. the Bill, which was introduced last May by MPP for Don Valley East Michael Coteau. In discussions with these groups, it appears that no one asked for a Bill that proposes easements, registered on title of private property. Whether you believe that the easements are voluntary or not, this is a bad Bill, which was crafted without input from those affected, or so we are told by the various groups. Nor will these groups be consulted when the regulations that go along with this Bill are designed, or when future amendments are made to the Act. So with all of the uncertainty surrounding the Bill, how can Mr. Robinson promise that
“our snowmobile clubs will not let anything destroy the trust we have earned from our landowners,” even if the Bill goes through? If he has this much say in how this government operates, why will he not join with us in asking the Province to pull this Bill? With this much uncertainty surrounding the Bill and its future impact on trails, how can anyone say it does not threaten property rights? The OLA respects the agreements that have been in effect for decades between recreational groups and private property owners.

A dozen family members filled the stage at this year’s Greater Arnprior Chamber pf Commerce business gala night when Lloyd Cameron was given the Township of McNab-Braeside’s agriculture appreciation award. A lifelong resident who grew up helping out on his parents’ farm, Cameron accepted the recognition during the 12th annual Business Achievement Awards and Gala Reception held April 7 at Nick Smith Centre. He credits family and employees for the success he has enjoyed over the years. “This award is a real privilege. I’ve been blessed to raise my family here,” Cameron said. “Money can’t buy happiness. Be good to your neighbours. Employees are very important.” McNab-Braeside Mayor Tom Peckett presented the award, explaining that Cameron Farms began 21 years ago with 100 acres. Together with wife Gail, Lloyd rented and purchased his way to 2,000 acres. (They also manage a feedlot with several hundred steers.) This year, his 50th in business, he still cultivates and harvests 600 acres. The Camerons ship produce to the U.S., Russia, and United Kingdom. In the 1980s, Cameron took over Valley Wide Septic Pumping, which he still operates. In 1983, he introduced canola to Renfrew County, which caught the eye of Wayne Ronstad who featured him on the CBC show On the Road Again. Cameron also served on township council for 14 years,
and remains involved in township and county agriculture issues. JOHN BRADY
This year’s township Mayor’s Award was presented to John Brady, an Arnprior District Museum volunteer who has worked on projects such as the Marshall’s Bay Flagstop and more recently the history of area residents and their sacrifices in world conflicts. Peckett also announced the winner of the business appreciation award, handed to Tim Flegal of Prior Tire. Flegal began the company in 1994, making a full-time endeavour in 2003. He moved the business to Jackson Lane in 2009. “Tim is married with three children and has volunteered his time in the community for over 10 years,” Peckett said. Many will agree that the current method of negotiating with property owners for trail usage is not perfect, but it works and has worked for decades. The government has no business interfering with these agreements. Bill 100 does nothing for private property owners. Let’s work together to pressure the Ontario Government to pull this Bill. Arnprior raises flag in solidarity with those dealing with autism The Town of Arnprior marked World Autism Awareness Day April 2 by bathing town hall in blue light. The town once again participated in the ‘Raise the Flag’ and ‘Light it up Blue’ initiatives and town council proclaimed April 2 World Autism Awareness Day in Arnprior. Throughout the day, blue light illuminated town hall and the Arnprior and District Museum clock tower. On April 4, the Autism Awareness Flag was raised at town hall in
a special ceremony. The blue light, flag-raising and proclamation aim to foster acceptance for individuals living with Autism Spectrum Disorder, and offer support for the day-to-day issues faced by people with autism and their families. In October, 2012, Bill S-206, An Act respecting World Autism Awareness Day, was fast-tracked and passed in the House of Commons. This means that each and every year April 2 is recognized of-
ficially as World Autism Awareness Day in Canada. Today, 1 in 94 children are diagnosed with autism in Canada. WAter mAiN FLUShiNg – ALmoNte WArD APriL 25 – mAy 20 The Corporation of the Municipality of Mississippi Mills will be flushing the water mains in all areas of Almonte Ward beginning Monday, April 25th, 2016 to Friday, May 20th, 2016, during the hours of 7:30 a.m. - 4 p.m. (excluding weekends). This annual maintenance program is designed to remove the sediment that has accumulated in the water mains to maintain good water quality in the distribution system. This maintenance procedure is required under the Provincial Legislation and may result in temporary inconveniences to you such as reduced water pressure or red (discoloured) water. ➢ Reduced water pressure should only be intermittent as the hydrants are being flushed. The pressure will return to normal once the flushing is completed. ➢ If you detect discoloured (red) water, turn off your tap for 20 to 30 minutes; this should allow work crews enough time to complete the flushing. When work crews have left the area, turn on one COLD water tap for a few minutes to flush the system. ➢ Discoloured water may occur in close proximity to the watermain flushing or many blocks, even kilometre’s away, depending on various factors such as their supply main size, location and demand flows. Unfortunately, it is impossible to predict the location and extent of the customers that may receive discoloured water. ➢ Residents who live in the areas being flushed may want to collect containers of water for drinking and cooking, each day before the flushing program starts. ➢ We recommend that you do not drink or wash laundry with red water. Community Living workers back strike vote as talks continue A first contract for the newly unionized employees of Community Living Renfrew County South in Renfrew and Arnprior isn’t coming easily, or quickly. After voting to join the Ontario Public Service Employees Union more than a year and a half ago, the close to 100 workers have voted 89 per cent in favour of strike action if current negotiations to land a first contract fail to produce a tentative deal. “Our members have spoken loud and clearly: they’re looking for results at the bargaining table, and if that fails, they’re ready to take job action,” said Derek
Ouellette, chair of the bargaining team for Local 472, which represents 96 workers at the agency. The strike vote attracted a turnout of 84 per cent of members. “That so many members chose to participate in the strike vote tells me there’s tremendous unity inside Local 472,” said OPSEU president Warren (Smokey) Thomas. “The employer should take note of that when the two sides return to the bargaining table.” A conciliator will be at the bargaining table when talks resume on April 27. Key issues for the union local include wages, hours of work and job security. In
the latest talks in late January, the union reported progress in entrenching workers rights in a new contract, but reported a deal still needs to be reached on a wage level and grid. Members of Local 472 provide developmental services for people with intellectual disabilities from offices in Renfrew and Arnprior. The workers voted on Aug. 18, 2014 in favour of being represented by OPSEU. They joined the union’s developmental services sector that has more than 10,000 members. At that time Thomas said the goal was to “negotiate for these new members the best possible improvements in their workplace.”

County issues flood warning Organ Recital The Ministry of Natural Resources and Forestry is advising residents of the County of Renfrew that a flood warning continues to be in effect for the Madawaska and Bonnechere Rivers. Localized flooding may occur along the Madawaska River downstream of the Palmer Rapids Dam and on Round and Golden Lakes along the Bonnechere River. Additionally, residents in the remainder of Renfrew County should be aware of water levels as potential for flooding in other areas exists. The Ministry advises extreme caution when using forest access roads for outdoor activities as many are seasonally inundated with water, prone to washouts and may be impassible due to current water levels. Residents who have a historic susceptibility to flooding should take appropriate precautions to protect their property, such as ensuring sump pumps are functioning.

Arnprior Ducks Unlimited banquet boost wetland conservation Staff
The Arnprior Ducks Unlimited annual dinner and auction will be held on Friday, April 22 at the Nick Smith Centre. However, if you haven’t bought tickets yet, it may be too late. The popular fundraiser is known for selling out. Doors open at 5:30 p.m. to allow attendees to view all the items available in the many raffles and silent/ live auctions. Dinner will be served at 7 p.m. The organizing commit-
tee led by Stephen Dolan and Chris Coady reports there is a “wonderful new assortment” of 2016 Ducks Unlimited merchandise including limited edition sporting art, sports memorabilia, firearms and home accent pieces. “This is a great opportunity to have a fun evening out and play an important role in protecting and restoring our wetlands,” they say, adding “the ducks and all their friends will be thankful.” Tickets at $45 per person includes a Ducks Unlim-

Future of Gillies Grove meeting on April 14
Interested in the future of Gillies Grove? The Nature Conservancy of Canada (NCC) is following up its invitation-only meeting on Dec. 3 with a public session today (Thursday, April 14) in Arnprior. The meeting has previously been scheduled for April 6, but the snow storm that made driving treacherous caused organizers to delay the session. The NCC will update the Gillies Grove Property Management Plan in a public information session that will run from7 to 10 p.m. in the Arnprior Public Library’s main room. The NCC says it welcomes public participation in its efforts to update the five-year management plan for the popular sanctuary of old-growth forest straddling the border of
Arnprior and McNab-Braeside. Many Arnprior area residents have a vested interest in Gillies Grove, as they rallied and fundraised to save the area from development in the last 1990s. When a large portion of the area once owned Oblate Fathers was salvaged for public use, the NCC was brought in to manage it as nature reserve. The NCC has depended on local volunteers to help it manage the property and has occasionally asked the municipalities of Arnprior and McNab-Braeside to take a bigger role in the area’s future. The management plan will guide the NCC in setting policies for future use and maintenance of the property.

On Sunday, April 24, you’ll have the opportunity to hear all about the benefits of walking from an expert and then you can take a stroll through the winding, scenic trails of High Lonesome Nature Reserve near Pakenham to enjoy those benefits first hand. Dan Rubinstein is the Ottawa author of the book Born to Walk: The Transformative Power of a Pedestrian Act. At a turning point in his life, Rubinstein decided to combine his love of writing and his love of walking and turn it into a book. He travelled throughout Canada, the U.S. and the U.K., talking to countless people who see walking as transformative, with benefits that go far beyond simple transportation or recreation. The Mississippi Madawaska Land Trust (MMLT) shares Rubinstein’s convictions and feels that nature itself offers similar benefits to humanity. If you combine nature and walking together, you’ve found a very powerful tool to help transform your life. High Lonesome Nature Reserve is a 200-acre wilderness property in the Pakenham hills. The property was donated to the Land Trust by the family of Barry (Sam) Spicer in 2012 and has seen a growing number of visitors each year since. The eight kilometres of trails wind through forests and wetlands, passing through a variety of rich habitats. Who knows what interesting wildlife you’ll see along the way? Registration for this event is at 9:30 a.m. on April 24, rain or shine, with Rubinstein’s presentation starting at 10 a.m. Following the talk, walkers set off on the trails and it’s probably wise to wear waterproof footwear this time of year. The admission fee is a $10 donation to MMLT. To reach High Lonesome, take County Road 29 to Pakenham Village and turn onto Waba Road. Continue west for 2.9 km, turn left on Barr Side Road and travel for 1.6 km. Take the first left at Carbine Road and drive four kilometres to 867 Carbine Rd. and you have arrived. On the prowl for Owls in the early morning hours Every spring I lead an ‘Owl Prowl’ for the Macnamara Field Naturalists’ Club. This annual outing is obviously one in which owls are the target group. As most species aren’t active until sundown, it’s difficult to visually search for owls. But our outing starts just before sunset, so sometimes we encounter a lingering Snowy Owl or a crepuscular hunter like a Shorteared Owl. But those sightings are unusual, and most owls on the outings are detected audibly when they answer back to my vocal impersonations. This year’s trip had been postponed twice because of poor weather. The postponements were not done for the participants’ comfort; owls are reluctant to respond if it is wet, windy, or extremely cold. Initially, the forecast for April 10 seemed ideal: no wind and temperatures just below the freezing point. However, as so often happens, the forecast dramatically changed the day of the outing: snow and wind were now predicted. It was too late to cancel the event for a third time, so we proceeded with it. Despite the new forecast, more than 40 participants showed up. The original starting time (7 p.m.) had been retained, so this year’s Owl Prowl started nearly an hour before sunset. This allowed time to look for Short-eared Owls behind the Arnprior Airport, one of the better locations for this species. Short-eareds get active near dusk and hunt on the wing, flopping like giant moths over weedy fields. A particularly good field borders Van Dusen Drive, so we scanned that field for movement. Hearts jumped when a large brown bird was spotted
Michael Runtz Nature’s Way flying low over the field, but it turned out to be a female Northern Harrier, an owllike hawk. Then we spotted a smaller, gray harrier - the female’s mate. Like owls, Harriers sport “facial disks,” special feathers that function like satellite dishes, gathering sound and directing it to the ear openings. We then visited a wet, cedar area near Claybank, an excellent site for Northern Saw-whet Owls. For 15 minutes I imitated that species’ short whistles, but it was windy and nothing responded. However, we did hear the creaks of a cold Chorus Frog and the chirps of male
American Woodcock performing their aerial displays, which conclude with a loud “beep,” revealing to females where the performer sits, awaiting their arrival. Eventually we reached the Bellamy Road. Running from White Lake to Cedar Hill, this road is my favourite because it is wild and bordered by trees, ponds, and creeks - excellent habitat for owls. At one stop a distant Sawwhet Owl briefly replied to my whistles. After a few minutes of silence, a small shadow passed over our heads. It was the owl, which landed in a nearby pine. Softly illuminated by flashlight, the tiny bird (a mere six inches tall) provided the group with excellent views before vanishing back into the dark. We unsuccessfully tried for Barred Owls and Eastern Screech-Owls at other locations, but if there were owls present, they remained silent. It is with great sadness that we announce the passing of Margaret Elaine, peacefully at the Arnprior Hospital, at the age of 94, on April 6th. Born on February 21st, 1922 in Woldingham, Surrey, England. Daughter of Reginald and Margaret Hanbury, Predeceased by her husband John Charles, and brothers William and Raymond. Loving mother to Robert (Pamela), Mike, Steve (Joan), and Peter (Wendy). Grandmother to Tina (John Paul), Carrie, Seonaid, Megan (Jeffrey), Cindy, and Michael (Nancy). Great grandmother to Mackenzie, Jared, Brandon, Emilie, Karina and Brian. Elaine came over to Canada from Britain in «1946», newly married, where she settled and raised her four sons. She enjoyed nature, her pets, and spending time in her garden. Elaine was an active member of her Church, and will be dearly missed by many. A private memorial service will be held at a later date. His wife, Patricia, and daughter Sarah Jane (Pasquale Nicastro) and son, Christopher John, along with grandchildren, Abby Rose, Hugo and Brandon, and In-laws Jane and Dave Venables, together with their sons, Andrew, Ian and Stuart, extend a warm invitation to his many friends to gather together to help us Celebrate Malcolm’s life on Sunday, 17th April, at 2:00 p.m. at the Galetta Community Centre,119 Darwin Street, Galetta. Malcolm, ex merchant seaman, also trained as a “parachutist” and radio operator and served with the 33rd Light Infantry in the Aden Protectorate. Later he kept the lines running at the Pure Spring/Pepsi plant in Ottawa. He was introduced to the sport of Lawn Bowls in his retirement years and never looked back, eventually being part of a Triples Team from Galetta Lawn Bowls Club which won GOLD in 2014. He also successfully took part in many bowls tournaments in Canada, England and Scotland. His family are eternally grateful for the compassionate care of Drs. FitzSimon and Kurian and the wonderful nurses at the Arnprior & District Memorial Hospital, and the caring nurses of Saint Elizabeth. New Miss Teen Ontario East to be crowned Sunday Kathleen Barr, Miss Teen Ontario East 2015, will crown her successor at the 2016 Miss Teen Ontario East Pageant this Sunday April 17 at the Renfrew Recreation Centre. Eighteen delegates, including Niki Nagy from the Arnprior area, will be arriving today for pageant weekend and will be participating in a series of preliminary judging activities, doing some charity appearances and learning about the Teen Ontario East’s charity platform childhood cancer. The Teen Ontario East Pageant is the only not-for-profit regional qualifying pageant for which all proceeds from the pageant pro-

It is also a time to remember family members and friends lost to cancer and provide encouragement and support for cancer survivors and those still battling the disease. The ADHS Relay for Life was resurrected last year after a four-year absence. About 130 students took part in the 12hour marathon, taking turns circling the track. Inspired by ADHS student and cancer survivor Conor Hogan, the students raised about $12,000. Several Arnprior area business supported their efforts. Organizers said last year’s relay was a good first step to bringing the event back to where it was the previous time it was held in 2011, when about 300 students raised $24,000. CONTACT

It’s time again for the Arnprior District High School music students to show their talents to the public. The ADHS music department’s annual spring concert will be held Tuesday, April 19. The public is welcome to drop by at 7 p.m. in the school’s small gymnasium to hear two hours of top-notch music.
The concert will include performances by the school’s junior and senior bands under the direction of Frank Pecora as well as the vocal group Red Velvet. Many of the music students will also be taking part in an ADHS coffee house today (Thursday) afterschool (2:45-5 p.m.) in the school’s lower library.

Monthly Column – April 2016 Now winter doesn’t want to let go, does it? Green Christmas and snow-covered ground at Easter, the weather hardly makes sense sometimes. Surely when you read this column I think we’ll have turned that corner (for this year, anyway). The recent snow and rain have raised concerns about water levels, hopefully the cooler temperatures will allow for a spring run-off without any more flooding. Speaking of snow, let me talk a little bit about Bill 100, Supporting Ontario’s Trails Act, 2016 which has certainly been the subject of recent discussion not only in my riding, but all across rural Ontario.

The Arnprior-based Prior Chest Nuts are looking for five breast cancer survivors to join their dragon boat team this year. “We need people right now,” said Jeanette Grant, a member of the team. “We’ve lost five people to breast cancer in five years.” A plaque with the names of the deceased is displayed on the Chest Nuts’ boat “so they can keep paddling with us,” said Grant. “They remind us why we paddle.” The team is usually made up of about 20 breast cancer survivors from across the Valley. Members come from Arnprior, McNab-Braeside, Pakenham, Renfrew, and as far as Kanata. Anyone who has had breast cancer is invited to join. “We welcome men as well as women,” said Grant. “If anyone’s had breast cancer and wants to paddle, give us a call.” The motion of paddling is good exercise for those who have undergone treatment for breast cancer, said Grant, adding that the motion really helps to work out the upper body. SPRING TEA
When the Bill was introduced in May 2015, I received next-to-no feedback from those either for the legislation or opposed to it: that all changed a couple of months ago. Opponents of the Bill—primarily the Ontario Landowners Association (OLA)—became more than a little vocal in their opposition to the Bill which resulted in me receiving calls from landowners worried about how this Bill might affect them. While the OLA may disagree with my interpretation (and they are free to do so), I am offering my view based on legal opinions that our caucus has received. The big sticking point in this Bill, according to the Landowners themselves, is the section dealing with easements. The primary concern in my riding is access to trails by snowmobilers over privately-held land. Almost all, if not all of these trails today, are open on the basis of an agreement between the landowner and the local club.

I’m not aware of a single trail through RenfrewNipissing-Pembroke where there is an agreement through easement between the landowner and the snowmobile club. The legal opinion that we have received, quite simply put, is that landowners should not be concerned about protecting their property rights if they continue with the current arrangement. There is no requirement for a landowner to enter into an easement—nor is any snowmobile club interested in having any such arrangement either. Landowners and recreationalists have gotten along quite well under the old system and there is no reason to believe that the system can’t continue regardless of what is proposed in Bill 100. I want to point out that we—through our Tourism, Culture and Sport Critic MPP Steve Clark—requested that the government not proceed with the Bill until all the concerns of constituents had been addressed. If this due diligence had been completed from the beginning, this firestorm which has engulfed us could have been avoided. It is another case of the government proceeding with legislation without properly consulting all affected stakeholders.

The Chest Nuts held their annual spring tea and fashion show on April 9. The parish hall at St. John Chrysostom was packed with more than 220 people enjoying the goodies and seeing the fashions provided by A Dash of Fab. A silent auction, 50-50 draw, door prizes and more rounded out the event, which helps to fund the dragon boat team. The Prior Chest Nuts were founded in 2010 at a breast cancer support group meeting. Since then, the team has participated in numerous dragon boat events, including the International Breast Cancer Survivor Dragon Boat Festival in Sarasota, Florida. Practices are twice a week on White Lake from May to September, and the team participates in various festivals and events throughout Ottawa and the Valley. MPP Clark has proposed on our behalf that the Bill should be amended to clarify completely all the implications of the Bill. The Legislation must state clearly that any agreements by easements must be voluntary. Minister Coteau needs to incorporate the same language into the bill that he used in a statement he released in an attempt to quell the fears of property owners. To quote the Minister’s own words, “An easement pursuant to Bill 100, if passed, would be a voluntary agreement between a landowner and an eligible body or bodies. No property owner would be compelled to provide an easement unless they agreed to do so.” I believe this assurance would be helpful in providing some comfort to landowners. Having said that, I completely respect the rights of landowners. If someone makes a decision to not allow people cross their property, that is within their rights as the property owner. However, I would hope that anyone who has an existing trail on their property would not close it based on any fear that Bill 100 extinguishes their property rights. Arnprior-McNab Devils win gold at ringette provincials Provincial champions. Add that to the many accomplishments of the Arnprior-McNab Devils ringette team. The Devils spent the April 7-10 weekend at the U12 Provincial championships in Ottawa. The tournament hosted divisions with 38 teams and more than 400 athletes. The local girls participated in an opening ceremonies with a Super Power theme at the Aberdeen Pavilion. The tournament hosted an Ivivva Power Yoga party for the athletes, which was an off-ice highlight for many of the girls. The Devils began the season as a regional team and moved up to the provincial level after a strong first half of the season. In the championship tournament, they competed against Upper Ottawa Valley, Richmond Hill, Oshawa and West Ferris (North Bay). The Arnprior girls dominated the round-robin, defeating all four teams in some close matches featuring quality ringette. The Devils’ strong goal-tending, solid defence and great offensive display made for a winning combination. And out of the 38 teams, they had the second lowest penalty minutes. The Devils met Upper Ottawa Valley in the championship game. The evenly matched pairing has been a familiar scenario over the course of the season. Upper Ottawa Valley’s only loss in the round-robin was to the Arnprior squad, in a close 4-3 game. In a previous tournament this season, in Montreal, the two met in the final with UOV overtaking Arnprior to hand the local a heartbreaking loss. This time Arnprior would not be outdone. The girls played a strong game and dominated from beginning to end in a 5-3 victory. The Devils ended the season with provincial gold medals around their necks to go with their winning smiles.

Cup dreams Jason Hunt and Youngjin Han of Arnprior got up close and personal with the Stanley Cup in Renfrew on April 5. Thousands of people showed up to see the cup as well as the O’Brien Cup. Renfrew is considered the birthplace of the NHA, which turned into the NHL and the trophies were on display at the RCAF Wing after they were paraded through downtown.

The weather is changing, slowly but surely, and plans are in full swing for another Arnprior-McNab-Braeside Soccer Club (AMBSC) season. After a great season and the introduction of the successful summer soccer camps last year, the club is continuing to build on that success with a number of upcoming opportunities to help improve youth player development. The club has introduced free Saturday Soccer Academy training sessions through the month of April. To shake out the cobwebs and get a taste of what’s in store, the club invites all youth in the Under-8 to Under-12 year-old age groups to come out and attend the Academy Indoor preseason training. Sessions will be as follows: 8:30-9:30 a.m. U8 (children born in 2009 and 2008), 9:4510:45 a.m. U10 (children born in 2007 and 2006), 11-12:30 p.m. U12 (children born in

2005 and 2004). They started April 9 and will continue April 16, 23 and 30 at the Arnprior District High School gymnasium. What a great way for players to prepare for the upcoming outdoor season. The club is also extending the regular season this year with a target start date of Monday, May 9 and the final day being Thursday, Aug. 18. This will allow more time for the players to learn the fundamentals and put them to use in practice and games at each age group. In addition to the regular season, the club is also continuing its week-long Academy soccer camps that will be made available this summer. More details still to come and schedules will be sent to parents once registration is complete. Final day for registration is Thursday, April 21. New season on the links kicks off 40th anniversary for Madawaska Golf Club Jake Davies
The Montreal Canadians were the Stanley Cup champions, Jerry Pate was the U.S. Open golf champion, Rocky was the Oscar winner and the Madawaska Golf Club opened its doors for the first time. This year the golf club located on the border of Ottawa (West Carleton) and Arnprior will be celebrating its 40th anniversary all season long and staff have already been busy getting the course ready for the big year. “Both courses (Twisted Pines and Sumac Grove) are in great shape and came through the winter in good playing condition,” said owner Rick Munro. “There will be good playing conditions from Day 1.” Course superintendent Martyn Munro and his team worked hard during the winter to improve on the work done last year. Martyn continued his trimming work from last year and now has holes 1, 10, 11 and 18 finished. “It’s pretty much done all the way around now,” Rick said. Martyn has clipped the low

who hit the ‘rare’ errant shot in to the woods. The staff has also worked hard to improve the golfer experience off the course as well. Renovations to the clubhouse have allowed staff to move the
pro shop in to the clubhouse. “It adds some convenience and brings everything together,” Rick said. “There’s better access, it’s closer to the washroom, it just creates a better feel and improves the experience for our guests.” Rick is also pleased to say food and beverage supervisor Debbie Fraser and Pro Shop supervisor Barb Mooney are back and there are no major staff changes this year, “and we think that’s a good thing.” As to special celebrations honouring 40 years as a local, family-owned business – expect big things all golf season long. “We’ve got some big plans for the 40th anniversary,” Rick said. “But we’re keeping that close to the vest for now.” Rick says the driving range is clear of snow and will be open soon for golfers to groove their swing, and Sumac Grove and Twisted Pines will follow shortly after that to put that practice to good use. Casselman Vikings crowned CCHL 2 champions For the third straight year the Casselman Vikings are Eastern Ontario hockey champions. The Vikings won the inaugural Central Canada Hockey League 2 Barkley Cup on April 10 after defeating the Perth Blue Wings four
games to one. The Vikings were the reigning champs for the last two years in the now defunct Eastern Ontario Junior B Hockey League. On Twitter the Arnprior Packers sent out praise for the champions. “Congratulations to the @CVi-
kingsHockey on winning the Inaugural @CCHLTier2 Barkley Cup. Also their third league title in past three seasons!” In the first game of the final series on April 3, the Vikings won 4-1. Perth came back in game two,
winning 4-3. Casselman took control of the series with wins in game three 4-3 and game four 6-4. There was no doubt who the victor was in the final game on Sunday as the champs easily ousted the Blue Wings 8-2.

Two Arnprior sisters travelled to Pickering on the April 2-3 weekend to compete at the Durham Classic Elementary wrestling tournament. The tournament was the first time the pair had been out of the Ottawa area to wrestle, so they had a few nervous moments before the tournament began. But once the day started, the girls were ready. April Toupin was in the Novice Age group in a tough weight class. She won her first two matches with pins. Her final match saw her wrestle the full four minutes with the score ending in a tie at 10-10. Unfortunately two points had been scored against her in the final five seconds, which cost her the match but earned her a second-place medal. Emily Toupin wrestled in the Kids Age group and competed very well, winning her first match quickly. Her match in the finals was much harder and lasted into the second round, as she improved as the match progressed. She ended up losing to a Kingston area wrestler, but also won a second-place medal like her sister. Coach Kevin Mayhew was very happy with how well the girls adapted to their competitors’ different styles and anticipates they will use lessons learned in the matches when preparing for the provincial championships on April 23.

Next breakfast to focus on finances Agnes of Mount St. Patrick (Carol Ann Flannery) presented her one-woman show at the March 23 Breakfast N’ Learn as hosted by Arnprior-Braeside-McNab Seniors at Home at the Galilee Centre. She was a big hit as she told stories of life on Mount St. Patrick and in Renfrew and area. The next Breakfast N’ Learn will be held Wednesday, April 27 with guest speaker Stephane Ferron of Northern Credit Union making a presentation on unique ways of handling financial stress. At the end of the event Phyllis Doherty-Hereford, on behalf of Arnprior-Braeside-McNab Seniors at Home, presented Agnes with a flower pot of ‘Irish’ daisies as a thank you.
Hand-me-down box came with a colourful surprise The Spring hand-me-down box from Aunt Lizzie was waiting for us at the station in Renfrew. The stationmaster had called ... a man of few words, and all he said was, “it’s here.” We knew exactly what he was talking about. It would mean a trip into Renfrew with the flat-bottomed wagon. The wooden box, which had one time held bulk tea and was lined with a heavy silver kind of paper, was much too big for the buggy. So the team was hitched to the wagon, and Father made the 12-and-ahalf-mile trip into Renfrew. It was almost suppertime by the time we saw Father come in the lane. With the three brothers helping, the big box was heaved into the kitchen, where it would sit until our evening meal was over, the

kitchen redded up, and our hands washed. I could never understand why we all had to wash our hands before we could touch an old and badly marked-up box that came all the way from Regina on the CPR train. Very seldom was there anything in the box besides boy’s clothes and well-worn men’s suits and shirts from Uncle Jack. It was like my sister Audrey and I didn’t even exist, as far as Aunt Lizzie was con-
cerned. Sometimes, there was a piece of material for Mother, or a pair of high-heeled shoes, which fit no one in our family. That night, sitting around the box, as Everett pried off the lid with the crowbar, in my mind’s eye, I thought we looked just like my Sunday school class at the Lutheran Church at Northcote ... all in a circle around Miss Kallies. And it wasn’t any more exciting either! Why Audrey and I even bothered to sit and wait for the box to be unpacked was beyond me. Well, were we in for a surprise! Sitting on the very top of the pile of clothes was a big red leghorn hat. (I had no idea why they were called leghorn hats, since I thought a leghorn was a hen running around in the barnyard!) But there it was, one of Aunt
Lizzie’s hats. She loved red, and Audrey said that’s why it was Mother’s least favourite colour. The crown of the hat was mashed down as flat as a pancake by the lid of the box, but the brim was in perfect condition. I thought the hat would be perfect for the days my little friend Velma and I dressed up in our mother’s clothes to play house. Well, Mother had a different idea. It was like someone had just handed her a $100 bill! She went right to the mirror at the back door, wearing the hat. My sister let out a snicker. “Mother, you can’t wear that with the crown all smashed down.” A flat crown was not going to stop Mother from wearing the hat, and she went right to the wood box where a stack of Renfrew Mer-

cury papers were at the ready, and scrunched up several and crammed them into the hat. Right before our eyes we could see the hat transformed into something that would only be seen on the head of one of Renfrew’s richest women! I knew the hat would be going to the Lutheran Church on Sunday! And it did. And it certainly caught the attention of the other ladies. Many complimented Mother, which pleased me no end! We took our pew and Father had to move over from Mother, because the wide brim of the hat caught him square in the face when she turned her head. So I sat beside her, taking many a look at Aunt Lizzie’s hat that had found new life out there in Renfrew county. See MARY, page 36

You could be exposing you and your family to nasty diseases like chagas disease, staphylococcus infections, parasites, meningitis and even bubonic plague, according to a paper being published in a recent issue of Emerging Infectious Diseases. The possibility of contracting a disease was higher in those with a compromised immune system and children. In a report in the Los Angeles Times, Bruno Chomel of UC Davis and Ben Sun of the California Department of Public Health decided to find out. They surveyed the scientific literature and found examples of owners who contracted rare, unpleasant illnesses after kissing, sleeping in the same bed with, or being licked by their pets. dog cause behavior problems? Some dog behaviorists say that allowing your dog to sleep in your bed is allowing your puppy/dog to be on the same level as you. In doggy terms, you should be the dominant member of the pack. By allowing your puppy/ dog in your bed could cause them to question your authority and act out. I do agree that from a behavior standpoint, especially in puppies, sleeping on your bed or at the head of the bed (on your pillow) is asking for trouble. You are teaching your new addition that there is equality in the relationship and that is a big mistake. All pet-related problems stem from a lack of alpha in the relationship and having your puppy sleep on your bed is courting disaster. Famous organist to play Arnprior recital World renowned organist Maurice Clerc will perform a recital in Arnprior on Wednesday, April 20. Clerc, from Dijon France, will be giving an organ recital at 7:30 p.m. at Grace St. Andrew’s United Church, 269 John St. Clerc will be performing to inaugurate the newly completely re-voiced Casavant organ in the church. The $20 tickets are available online at Eventbrite.ca or from the church 613-623-3176 or at the door. As well as being the organist of the cathedral in Dijon, France, Clerc is an interpreter and improviser who has given 1,200 recitals in some 20 countries. He has made 28 tours in North America and in the past 40 years has played such venues as Notre-Dame
de Paris, the cathedral Saint Patrick of New York, the Dom de Lübeck, the basilica Saint Marc de Venise, an Oratory Saint Joseph of Montreal, the cathedral Saint-Paul of Melbourne and the auditorium of the N.H.K. of Tokyo. Born in Lyon in 1946, Clerc was awarded a diploma at the Ecole Normale of Music in Paris under the teaching of Suzanne Chaisemartin, before moving to the Higher National Conservatory for Music of Paris where he obtained, in I975, a first prize of organ in the class of Rolande Falcinelli. Titular organist in France
Clerc is currently Titular organist of the cathedral in Dijon a post he
has had for more than 40 years. He was also a professor to the Conservatory of Dijon and lecturer at the university. Clerc has recorded a dozen CDs, including Bach and the German baroque masters. He has continued to build a reputation in the romantic and modern repertory and is considered one of the world’s specialists of French music. He became associated with the promotion of the major works of Franck, Vierne, Dupré, Fleury, Langlais. His most recent recordings led him to present Cochereau and French transcriptions. Valley Heritage Radio’s annual week-long radiothon is off to a promising start. Sheila Vandekemp kicked off the fundraiser for the non-profit radio station with her old-time country show and it was apparent from the first half hour that Sunday was going to be a special day. When the microphones were turned off for day one of the radiothon, $22,706 had been raised thanks to the generosity of listeners who made donations and bought memberships. Valley Heritage Radio staff and management were delighted by the huge number on opening day. The station also hosted a pancake breakfast, complete with entertainment, at the Renfrew Legion Sunday. The radiothon continues through until Sunday, April 17, when it wraps up with the Roundup dance from 2 to 6:30 p.m. at the
