While it’s clear Canadians will have the right to ask for

a doctor-assisted death after June 6, it’s still unclear who will be accepted and who won’t. About 60 people gathered in Arnprior recently to dis-

cuss the ramifications of the federal government’s physician-assisted dying legislation for patients and health care professionals. Ethicist Dr. Rob Butcher,

who also held a session for Arnprior Regional Health (ARH) caregivers, updated the group on the legislation made necessary by a Supreme Court of Canada

ruling last year. That struck down the law banning assisted suicide, ruling it infringed on the charter right to life and liberty. Dr. Butcher said that

Police arrested and charged two young males in an Arnprior bank parking lot on April 25. Onlookers gathered to witness the dramatic scene of OPP officers pinning two young male suspects on the ground and placing them in handcuffs on Monday afternoon. One suspect, an oliveskinned man wearing a hoodie with the Louis Riel Public School (in Blackburn Hamlet) logo on it, began shouting out claims of abuse. “Make sure you get this harassment on camera,” said the man in the ‘Rebelles 2014’ sweatshirt. The other suspect, a white male, held up his hands to show the cuffs. OPP spokeswoman Janice Sawbridge said a member of the public called police at

about 3 p.m. and described two youths pointing a weapon at the person on County Road 29. A description of the vehicle was provided and officers made the arrest in the Arnprior Scotiabank parking lot. The vehicle was searched and a firearm found. OPP spokeswoman Const. Janice Sawbridge does not believe they intended to rob the bank. “It had nothing to do with the bank, that we are aware of,” Sawbridge said. Metroland later learned from an eyewitness that a rifle was found on scene in the trunk. The two face charges under the Youth Criminal Justice Act, therefore can not be identified. To protect their identity, Sawbridge would not describe the vehicle or whether the pair were known to police in the past. They will appear in Renfrew youth court on June 1. A judge will be given wide discretion when it comes to punishment, if any. Sawbridge didn’t have many details on the day of the incident because most police resources were concentrated at a fatal collision on Highway 17. “It’s really fresh and we are also investigating the fatal out on the highway,” she said.

Fire department promoting emergency preparedness The Arnprior Fire Prevention Office has been raising awareness throughout the community in the lead-up to Emergency Preparedness Week (May 1-7). As fire prevention officer Cory Nicholas points out, natural disasters may be beyond human control, but there are ways to reduce the risk and the impact of the emergency faced - whether natural or human-induced. Emergency Preparedness Week encourages Canadians to be prepared to cope on their own for at least the first 72 hours of an emergency while rescue workers help those in urgent need. That’s why the fire department is taking a proactive approach to communicate the importance of emergency preparedness to the citizens of Arnprior, said Nicholas. The fire department are distributing ‘Your Emergency Preparedness Guide’ to help people create their own emergency pland as well as building a 72-hour emergency kits. An Arnprior fire department news release explains that Emergency Preparedness Week is a national awareness initiative that takes place each year during the first full week of May and has taken place annually since 1996. It is a collaborative event undertaken by provincial and territorial emergency management organizations supporting activities at the local level, in conjunction with Public Safety Canada and partners. This year the week encourages Canadians to take three simple steps to become better prepared to face a range of emergencies: Know the risks, make a plan and get an emergency kit. The national event is an opportunity for the Town of Arnprior to remind residents

to plan for emergencies. Disasters can strike anywhere at any time, and residents should be prepared to care for themselves, their families and their pets for at least 72 hours in a disaster, and up to two weeks in a health emergency like a pandemic. Being prepared means having the knowledge, plans and tools to cope in an emergency. Throughout Emergency Preparedness Week, the Arnprior Fire Department will work to provide residents with emergency preparedness resources in an effort to encourage citizens to learn about the risks in the community, develop a work and home evacuation plan, as well as make or buy an emergency preparedness kit. When reviewing these public education materials you will see that it is easy to build your own emergency kit, says the fire department. A kit from this website will be on display at the Arnprior Public Library during Emergency Preparedness Week. “As Emergency Preparedness Week is quickly approaching, I would encourage all Town residents to take concrete actions to be better prepared,” said Nicholas. “Experience has shown that individual preparedness goes a long way to help people cope better, both during and after a major disaster.”

Funds raised will be donated to the Canadian Foodgrains Bank, to be used in the work of ending global hunger and helping farm families grow more and better food. “We’re excited about enjoying a special worship service together as a community - but also doing something which is helping others,” says Byron Hermann, music director and one of the worship organizers. “There are many ways to help people who are hungry - a celebration like this is just one of them.” The Arnprior event is one of about 70 similar concerts and celebrations across Canada this spring, all being offered to benefit the work of Canadian Foodgrains Bank. Bill C-14 is the government’s legislative response to the Carter decision of the Supreme Court of Canada, which determined that persons who satisfy the following criterion have a right under section 7 of the Charter to physicianassisted dying: (1) competent adult persons; (2) suffering intolerably from a grievous and irremediable condition; (3) who give their clear consent. “Individual members of the Conservative caucus have the freedom to examine this legislation, determine whether it includes sufficient safeguards, and make decisions on supporting or opposing it on behalf of constituents,” noted Gallant. “It is important I hear from as many people as possible before June 6, which is the deadline set by the Supreme Court for legislation. She said the Conservative party’s priority has been to ensure any legislation includes safeguards for the most vulnerable in society, as well as for the conscience rights of physicians and allied health professionals to not be forced to participate in assisted dying cases. “The dissenting report written by Conservatives, who were on the Special Joint Committee that studied the subject, included recommendations to exclude minors, stringent safeguards to protect those with underlying mental health challenges, and recognize the risks involved with advanced directives,” said Gallant. “We are pleased that these recommendations have been included in the bill. We are concerned, however, on the push by certain backbench Liberal MPs to remove those safeguards. “I need to hear from as many constituents as possible on this issue,” she concluded.

CWLs to hold prayer for palliative care, against assisted death The St. John Chrysostom Catholic Women’s League (CWL) is joining others across Canada in ‘12 hours of Prayer for Palliative Care’ on Wednesday, May 4. As part of the effort, the Arnprior CWL is inviting “all people of faith” to join with them at St. John Chrysostom Church that day from 5:45 to 6:45 p.m. for “prayer and solidarity.” A freewill offering will be taken in support of Hospice Renfrew. The nationwide ‘12 hours of Prayer for Palliative Care’ May 4 is designed to take place during National Hospice Palliative Care Week (organized by the Canadian Hospice Palliative Care Association) as a “profound witness to the sanctity of human life.” The initiative is calling upon the ‘power of prayer’, which Pope Francis has been encouraging all people in the world to embrace. “Let us not underestimate the power of so many voices united in prayer,” he wrote.

With the impending legislation for physician-assisted death in Canada, “the need for all Canadians to have greater accessibility to palliative care has become an urgent priority,” says the CWL. Respect human dignity

The organization points out that palliative care allows individuals who are facing death not to be burdened by pain and suffering. But also to receive the necessary support that respects their human dignity, both physically and spiritually “rather than choosing physician-assisted death as a desperate last resort.” “Together in collective prayer, let us raise awareness, understanding and appreciation that true compassion is found through palliative care and that access to it must be a right for all Canadians,” says the CWL An hour of prayer will also be held from 6-7 p.m. on May 4 at Our Lady of Fatima Church in Renfrew.


New legislation ‘not too far removed’ from current practices Continued from front

However, there are still several interpretations to be worked out. (Dr. Butcher addressed a similar meeting in Arnprior a year ago that attracted only 15 people). Furthermore, it’s likely the legislation passed in the next few weeks will be amended several times over the next decade, he agreed. Dr. Butcher touched on and answered questions on such issues as determining mental competence, defining ‘clearly consent’, handling dementia and advance consent, dealing with mental illness, responding to conscientious objectors, enforcing duty to refer, and setting age limitations. He noted that the doctorassisted dying legislation, although a major step, isn’t that far removed from current practices, that include common ‘do not resuscitate’ orders. Under the Ontario Health Care Consent Act, adult patients can’t be forced to take treatment. For instance, a patient can refuse dialysis or a blood transfusion knowing full well it is almost certainly going to result in death. So some argue health care providers shouldn’t worry unduly about the new legislation, “as it’s close to what they have been doing,” said Dr. Butcher. As one member of the audience asked, in response to the contention that death should be up to God, why should caregivers, families and patients keeping people alive artificially beyond their time and health care professionals helping a dying person pass away in peace be judged differently? The meeting April 14 at the Grove Nursing Home was a timely one, coming on the day the federal legislation was introduced. Dr. Butcher pref-

Polls indicate the issue revolves around the fact many Canadians want control over their lives, including when to end it with dignity, instead of leaving it up to government, he said (a show of hands showed a vast majority at the Arnprior meeting supported having that control). “Dogs have a better death than someone in bed with stage four cancer,” said one member of the audience. However, there are limits, including age, mental competence and undue influence of others that the law has to take into account, said Dr. Butcher. “One of the challenges of the legislation is to protect people who are vulnerable.” For instance, a person who is poor and/or isolated doesn’t have the range of options that someone who is wealthy and has access to a better support system. There is also a debate over the age limit, with some argu-

ing that the ban on those under 18 asking for help to die should be lifted in some special cases. The process puts a great deal of stress on doctors who need to determine whether a patient is making a request freely. Dr. Butcher pointed out that there’s a difference between a caregiver allowing a patient to refuse treatment and actually taking an action, such as a drug injection, that ends a life. However, there is a grey area because good palliative care means no person dies in pain, he said. Yet providing high doses of a narcotic to ease the pain can shorten a life. And that can divide caregivers as well as families. Some feel guilty for upping the dose, while others “felt it was their job” and it is “for the best,” said Dr. Butcher. Doctor and nurse organizations are arguing that their members shouldn’t be forced assist in a death. Others such as pharmacists and even those who clean the room where the person died could feel com-

plicit, he noted. But as “it has been given to people as a right, somebody has to do it,” said Dr. Butcher. “That will be the real puzzle ... who does this.” He said a doctor friend from southern Ontario has had cases where assisted-dying would have been beneficial and a blessing for the patients.

So he’s ready to do it in the right circumstances, but is worried that he could become known as a ‘death doc’. “How a community views it could have a huge impact,” said Dr. Butcher. He notes the issue of having reluctant doctors referring patients to others who are willing to assist in dying brings up a whole new list of questions. Some doctors are so against it they don’t even want to be involved in a referral, although they are obliged to do so, he said. As well, some publiclyfunded institutions, particularly Catholic hospitals and care homes, have maintained they will not be involved is assisted dying. Dr. Butcher noted that transferring the burden onto a colleague or other institution can be difficult, especially in a smaller community. The challenge is to follow the law, yet respect people’s and institutions’ differences, he added. While there is still much “fuzziness” to work through, Dr. Butcher said he thinks the legislation will lead to

improved palliative care. He said the legislation in Europe and Quebec has not led to a deluge of death requests. “It’s not been the slippery slope.” It was noted that many people wanted the option, but few actually took the step. “Another positive thing, the discussion (about assisteddeath) forces people to confront these awful situations,” said a member of the ARH ethics committee. People need to have their affairs in order, including appointing someone trustworthy with a power of attorney over health care, said Dr. Butcher. “Be careful who you pick … but by doing it right you can lighten the burden on your family.” In thanking Dr. Butcher for sharing his insight, ARH vice-president of patient and resident services Susan Leach said the issue is a “little unsettling,” but she is confident a local process can be worked out. Arnprior caregivers are fortunate to have a strong and supportive board and an active patient advisory council to provide advice, she said.

All Ontario Renovates funding taken It didn’t take long for the funds to help qualifying residents in Renfrew County renovate their home to be allocated. The County of Renfrew announced last week that because of the large response it is no longer accepting applications to assist seniors and disabled individuals to access funding for upgrades to their homes. Ontario Renovates is a program that provides financial assistance to homeowners by way of a forgivable loan to repair their home to acceptable standards while improving the energy efficiency and/or increasing accessibility of their unit. Due to the “overwhelming number of applications received,” there is no more money available. Renfrew County Housing Corporation general manager Carol Neill thanked residents for their support for this program. “We were amazed at the popularity of the Ontario Renovates Program. It is encouraging to know that some of our most vulnerable residents were able to access this program in order to improve their home and improve their quality of life.”

Take up the fight against fraud They come on an almost daily basis. Phones calls from scammers, that is. The latest phone scam hitting this area warns the prospective victim that their Visa card has been compromised. Don’t fall for it. Instead, take up the fight against fraud. Each year, thousands of people across the country lose millions of dollars through scams and fraudulent schemes. The way to combat this is through public awareness. Let’s talk about fraud, open up a dialogue and report on the harmful aspects of this type of victimization. According to the Canadian Anti-Fraud Prevention Centre, 66 per cent of Canadianbased mass marketing fraud that took place in 2014 was Internet and email based. Twenty per cent was conducted over the phone and the majority of victims are aged 50 to 70. Fraud is a terrible thing. It preys on honest citizens who are perhaps investing funds to save for retirement, or making a donation to a charity they trust. When the relationships break down and the money is gone, many victims feel shame and embarrassment. However, they can play

an important role in investigating fraud, but the anti-fraud centre says just five per cent report the crimes. If they share their stories, they could prevent other family members, friends or neighbours from falling for the same scams. Lottery and prize fraud schemes are also on the rise, and the CAFC says that in 2014 more than 4,000 Canadians reported prize or lottery fraud and 652 of those lost a total of more than $4.3 million. We should all keep in mind the old adage, “If it sounds too good to be true, it probably is.” Keep in mind that most banking institutions and legal firms don’t send out blanket form emails to people asking for their personal information, so don’t give that information to anyone unless you have verified they are a company you deal with and know. Doing a bit of homework and taking a few extra steps could make all the difference in not becoming a victim of fraud. There’s no shame in doing a good deed or saving for your future. We all just need to be a little more careful where we put our hardearned money.

Alarmists should accept that fossil fuels provide benefits for all To the Editor: Re. Energy East. So the Arnprior Chronicle feels municipalities should be listening to champagne socialists like Stephen Lewis on whether to approve the Energy East Pipeline. For people like Mr. Lewis, climate change (never again to be referred as global warming) has replaced their failed socialist policies, as their new religion. The fact that there has been no warming for almost 20 years, while CO2 continues to increase, requires climate change alarmists to make wild predications of what Mr. Lewis calls an “apocalyptic event between 2030 and 2050.” The problem is that all their previous short-term alarmist predications have all turned out to be wrong. Elizabeth May, Leader of the Green Party, in a speech in 2009 said, “we have only have six years until we do irreparable damage to the earth.” The climate change website 350.org, picked their name because they said it would be too late for the world if CO2 concentrations in the atmosphere reached 350 parts per million. Well we have just gone over 400 parts per million.

Before we wreck our economy by eliminating fossil fuels and search for the new holy grail of a magic, cheap, plentiful non-CO2 emitting wonder fuel to replace oil, what have you at the Chronicle done to reduce the scourge of CO2 (a colorless, odorless requirement for life, that plants love). Do you drive a car, maybe two; flown away on a vacation; stopped heating your house in mid-January; watch TV; use

your computer; play video games; talk on your cellphone; or wear clothes, all of which require some form of fossil fuels? Or do you sit in your home in the dark, for one hour once a year on earth day, and feel really good about yourself. The development of fossil fuels has revolutionized our society. It has given us the best standard of living in the history of the world. A couple of the benefits are what I like to call clean water and hospitals. You talk about being on the right side of history. Once we reach 2050, climate change will be in the historical garbage bin, with its previous world-ending crises, global cooling, the population bomb, worldwide food shortages and my personal favorite killer bees. Don’t despair for likes of a Stephen Lewis in 2050, as there will be a new phony crisis that people like him and Hollywood hypocrites can use to continue to cause harm all over the world. Engaged public helps Arnprior Regional Health improve its care To the editor: In celebration of Patient Experience Week and the great work being done at Arnprior Regional Health to improve patient and family‐centred care, I wanted to highlight a few initiatives that have been achieved this past year: The Patient Family Advisory Council provided insight into our patient handouts such as what to do prior to a scheduled ultrasound and what to expect following hand surgery. They also completed taste testing of our meals and commented “these are like restaurant meals.” At the Grove Nursing Home, the Family Council and Resident Council sup-

ported the development of quality improvement initiatives including a focus of decreasing falls. This year our goal was to reduce falls to 11.1 per cent of residents and, in fact, we exceeded this goal with a rate of 8.1 per cent. While this is an improvement, we recognize a small opportunity remains. Our post discharge phone calls to patients helped to reduce readmission rates. It also provided ongoing information from the patient’s perspective of where we have succeeded in creating a patient and family‐centred environment and confirmed other future opportunities for fur-

ther investigation. Thank you to the more than 1,000 patients who took the time to talk to our team during post discharge phone calls. Going forward Arnprior Regional Health anticipates an increased role for patient and family engagement. We envisage three levels of involvement including: a) personal care and health decisions; b) program and service design; and c) policy and strategy at the governance

level. Our organization has patient/resident and client experience as a strategic priority for next year. ARH has set three strategic goals in the experience pillar, aimed at improving patient/resident/ client satisfaction, experience and engagement: Goal#1 - Increase the “overall rating” top box improvement scores of the patient experience survey for Inpatients and the Emergen-

cy Department by 2 per cent each, for a total of a 4 per cent improvement by Feb. 28, 2017. Goal #2 - Achieve a result of 88 per cent excellent for the percentage of residents who respond “definitely” to the question: “Would you recommend this nursing home to others?” Goal#3 - Improve the percentage of clients in the Adult Day Program and the Assisted Living Services

Program who respond “definitely yes” to the question: “Would you recommend this program to others?” by 5 per cent from baseline in 2015/16 to quarter four of 2016/17. In addition to these goals, we have allocated $50,000 in capital dollars for 2016/17 for building renovations or furniture/equipment aimed at improving the patient/resident/client experience. Editor’s note: Ben Giroux’s poem about living with Asperger’s Syndrome went viral online. ‘I am’ was written for a Grade 5 class assignment, but found many supporters on the Internet. The Plattsburgh, N.Y. boy’s poem was picked up by national media outlets in the U.S., translated into 20 different languages and has been shared by the American National Autism Association. His dad, Sonny, grew up in Arnprior, graduating from ADHS in 1996. “We hope this poem will cause children to embrace being odd,” Sonny said. “Odd is different and different is amazing. By empowering children to believe in themselves, have confidence and embrace their quirks, regardless of what those are, we can help rid schools of bullying by taking away the bully’s power.”

For more than 40 years our community has benefited from the care and medical expertise at CHEO. While some of us have thankfully never had to use CHEO, others have for minor or sometimes more serious issues. The one commonality we all share is a great respect and appreciation for CHEO. We want it to be here for our kids, our kids’ kids and beyond that. That is what Forever CHEO is all about!


Where have all the swallows gone? It seems that only a few years ago swallows were common sights in our area. Every barn and bridge provided shelter for the mud nests of Barn Swallows, and the musical chortles of Purple Martins rose incessantly from oversized birdhouses along the waterfront. During their August migration, swallows gathered to roost in such great numbers that tree branches bent under their weight. So many swallows – estimates ranged from 10,000 to 100,000 - roosted in August in Pembroke that the city declared itself the swallow capital of Canada. By the mid-1990s, only a few years after promotional signs were erected at Pembroke, swallows began to vanish from that area. Several reasons were given for the disappearance: an increase in Merlins, small falcons that eat birds, was one; development next to the swallow roost was another. However, at that time something much more insidious was happening. Swallow populations all through North America were on the decline. The decline was first noted in the 1980s and accelerated through

In 2011, COSEWIC (the Committee on the Status of Endangered Wildlife in Canada) assigned Barn Swallows, at one time one of the most common birds in Canada, a national status of “Threatened,” a status assigned to species that are likely to become endangered if the factors affecting their numbers are not reversed. In Nova Scotia, Barn Swallows have already been assigned a provincial status of Endangered. So why are swallows so alarmingly on the decline? While no one reason has been yet identified, several factors appear to be at play. Swallows forage on flying

insects. Other birds that share a similar diet, birds such as Eastern Whip-poor-wills, Chimney Swifts, and certain flycatchers, are also becoming less common. Thus, one factor would be that flying insects – the food of these birds – are less common. And there has been support for this theory. Most alarmingly, neonicitinoids, insecticides now used widely throughout the world, are being linked to declines in aquatic insect larvae (which become flying insects), and thus indirectly to bird declines. Another factor that has been implicated is that the peak time of activity for flying insects has shifted with climate change. This would have serious effects if the peak of insect activity shifted away from the time ravenous young swallows appear in the nest. Less food for baby swallows would result in lower survival rates and fewer swallows. Additionally, the birds most seriously in decline are all longdistance migrants that spend winter in Central and South America. Habitat destruction and excessive use of pesticides could well be hitting insect-eating birds at the

Thousands of years ago swallows captured the eye of the famous Greek philosopher Aristotle. In his day, the annual disappearance of swallows in the fall and their sudden reappearance in spring was a mystery. But Aristotle astutely observed that swallows in spring suddenly ap-

Time to focus on protecting Canada’s precious water To the Editor: To mark World Water Day (March 22), I am writing to voice my concerns in regards to our right in Canada to clean water. At the provincial level we need standards in our clean water policies rather than the

patchwork of policies we now have. Canada is the only G8 country without legally enforceable drinking-water-quality standards at the national level. We need changes made to give all Canadians the right to clean fresh water.

Sadly, on any given day in Canada there are more than 1,000 boil-water advisories in effect. Places like Shoal Lake 40, Grassy Narrows, and Neskantaga have been under boil-water advisories for decades. This is unacceptable.

We need our federal government to introduce an environmental bill of rights to recognize, protect and fulfill our human right to clean water. Susan Davis Arnprior

Naturalists speaker to talk about ‘bully in the schoolyard’ vine Karen Runtz

DSV, the dreaded “bully in the schoolyard” - threatening, throwing their weight around, putting a chokehold on those in their way, taking over the territory. And an alien species to boot! Yet these thugs look no different than their victims, who suffer in silence and, too often, succumb to the pressure. They may be in your backyard or garden. DSVDog-strangling vine. In recent years invasive species such as Giant Hogweed and other members of the carrot family (like Wild Parsnip) have gotten more local publicity as they have been spreading in our area and can pose real health hazards for humans. Yet back in 2003, a CBC article noted that biologists in Ontario were predicting it could cause more strife to wildlife than purple loosestrife.

“It’s worse than loosestrife because it’s so incredibly difficult to get rid of and because of some of the plant communities it is invading,” said biologist Naomi Cappuccino at the time. Spring forward to the present where DSV is one of the most invasive alien plants in Ontario, overtaking green spaces around the province and elsewhere, including rare habitats. Non-native species are now considered by some experts to be the second most important threat to biodiversity, after habitat destruction. Ontario’s globally rare alvars are especially susceptible. DSV also impacts wildlife that relies on the displaced native species for food or breeding, says the Nature Conservancy of Canada: “The monarch, a species at risk in Canada, lays its eggs exclusively on some native milkweed species. These are the only plants that monarch caterpillars have evolved to

plants die because they don’t have the food they need.” DSV has no natural enemies and is resistant to traditional pesticides. And that’s where Cap-

puccino comes back into the picture. An associate professor at Carleton University, she teaches a variety of courses in the general areas of ecology and evolution.

That’s where the dog-strangling vine first caught her attention. The vine is believed to have come to North America from Ukraine in the 1800s, so Cappuccino’s colleagues went looking for insects on the plants there. They found caterpillars feeding on the vine. People invited to Creativity Blitz Sunday at High Lonesome reserve The Mississippi Madawaska Land Trust (MMLT) is inviting the public to its annual Creativity Blitz this Sunday, May 1 at the 200-acre High Lonesome Nature Reserve outside Pakenham. The event will run from 10 a.m. to 4 p.m. at the reserve, a “natural treasure” conserved in perpetuity by the MMLT. “Nature is endlessly creative. Let some rub off on you,” urges he MMLT in a release detailing the Creativity Blitz. “Spending time in nature fuels creativity, and creativity is valuable in all walks of life. The Creativity Blitz provides a unique opportunity to share the beautiful woodlands, meadows, wetlands and critters of High Lonesome with others who find solace and inspiration from nature.” To help fuel attendees imagination, the MMLT will have creative projects going on, such as a collaborative poem. And people can listen to the undercurrents of the spring wilderness through the MMLT’s soundscaping equipment. Mentors will be available to encourage people in whatever they choose to do. Organizers have identified several ‘wow’ spots as focal points, but people can find your own special spot anywhere along the eight kilometres of clearly-marked trails. Bring the children or grandchildren for a day of hiking and playing outdoors. The youngsters can arrange natural materials into a creative piece or make pictures of something that catches their attention. Celebrate a moment in nature using own art sup-

Moose lands at airport A roving moose is causing quite a buzz in the Arnprior this week. Above, it relaxes in a field off Van Dusen Drive behind the airport at about 4:30 p.m. Monday. She silently slipped away in the grace of her devoted family. She is predeceased by her loving mother, Fran Thomas, and by her beautiful children Jaime Lyn Lewis, Jade and Joshua Schnob, lost so many years ago. Kim is survived by her precious sons Jeremy and Jesse Schnob, her adoring father Maurice Lapierre, her sisters Val (Brian) Brohart and Debbie (Garry) Gierman, and her ever devoted brothers Maurice, John and Greg Lapierre, her nieces and nephews Kelsey and Brandon Brohart, Ryan Gierman, and Sarah and Billy Shalla. Kim also leaves to mourn her doll and best friend Sue (Glen) Guyea and their children Taryn, Sabrina and Devan as well as her extended family and many wonderful friends that have contributed to the overall joy she was fortunate enough to have throughout her life. HOGG Marion Agnes (nee Eady) of Clayton passed away peacefully at the Fairview Manor in Almonte on March 20, 2016 at the age of 92. Mrs. Hogg was born on Feb. 14, 1924 to the late Robert and Marion Eady of Horton Township. She married her husband, Ancel Hogg, on Sept. 6, 1945 in Renfrew. Along with helping on the farm, she worked as a Health Care Aid at Fairview Manor for several years. A resident of the area for 71 years, Mrs. Hogg believed in the New Testament ministry. She was predeceased by brothers Stewart, Harold, James, Duncan, Ralph and Noble. Mrs. Hogg is survived by two sons, Harold (Dianne) of Almonte, Garnet (Helen) of Saskatoon and two daughters Elsie Peterson (John) of Addison and Susan McCartney (late Bill) of Carleton Place, as well as 9 grandchildren and 14 great grandchildren of whom she was very fond. She is also survived by sisters Roberta McLean of Renfrew, Iris Yuill of Clayton and sisters-in-law Vivian Eady of Renfrew and Mary Lane (Russell) of Watford. The funeral service was held at the C. R. Gamble Funeral Home and Chapel on Mar. 24, 2016 at 2:30 p.m. Internment will be in the spring at Guthrie United Cemetery. Gordon Hazelwood and Wayne Van Den Dries officiated the service. Pallbearers were Ken Hogg, Clark Hooey, Dave McCartney, Steve McCartney, Eric Johnston and Wallace Eady. Honorary pallbearers were Russell Lane, Neil Watt and Maurice Fife.

Students from 11 schools gathered at the Renfrew Armouries April 21 for the Grade 8 Renfrew County East Division badminton tournament. Convenor Cathie Fairfield from A.J. Charbonneau Public School has been in her role for 12 years. Along with A.J. students, players came from St. Michael’s Catholic School, Eganville District Public School (EDPS), St. James Catholic School, Cobden Public School, Renfrew Collegiate Intermediate School (RCIS), McNab Public School, St. Joseph’s Catholic School in Arnprior, St. Joseph’s in Calabogie and Walter Zadow Public School (WZPS). At the end of the day, St. Micheal’s was the overall medal winner with five, while Cobden and RCIS tied for second place with three medals each. The tournament consisted of a total of 130 players and referees were provided by the Renfrew Badminton Club. Fairfield explained that semi-final and final games were refereed and semi-final games went to 21 points. The A side final was the best two of three games to 15. The B side final was one game to 21. All other matches went to 15 points and the students refereed

Team with Arnprior connection wins provincial championship A girls’ hockey team with an Arnprior player and parent helper recently won the provincial championship. The Smiths Falls peewee B Cubs won the gold medal at the OWHA Provincial Championships in Toronto. The girls and officials came from different areas of Eastern Ontario, including Kylie and Harvey Ogilivie of Arnprior. Many of them had not played together before this season. They came together as a team and created a force to be reckoned with! Forty wins, six losses and seven ties later led them to the Ontario Provincials in Brampton where they lost just one game and only let in three goals. They came home with the gold! Some girls referred or it as winning an Olympic medal. And a feel good story within the feel good story: the Cubs had a rival team, the Lyndsey Lynx that played in the Cubs’ home tournament. The Lynx

became the Cubs’ biggest cheerleaders. The girls, coaches and parents from both teams made a connection that weekend that went all the way to the provincials. When possible, each team was in the stands cheering each other on. “They showed us what the sport is all about,” Cubs coaches said, “friendships, healthy competition and great people getting together to watch Canada’s sport! They came in our dressing room after the big gold medal win to congratulate the team - it was awesome!” The head coach of the Lyndsay Lynx sent an email to the Smiths Falls association that read: “Hello, Craig Shanks, coach of the Lindsay Lynx PW B team again. Just a very quick congratulations to your PW B OWHA Championship. The team was awesome (players, coaches and parents). If we couldn’t win it, we are glad the Cubs did! “We thoroughly enjoyed your tournament and the

The journey along the palliative care continuum begins when a person is diagnosed with a life-limiting illness. Most people associate the diagnosis of cancer with palliative care, however any chronic health condition including chronic obstructive pulmonary disease, heart failure or kidney disease should rightly be considered palliative illnesses as one is not expected to recover from these conditions. Palliative care does not mean one should immediately begin planning for end-of-life, in fact it is quite the opposite. Palliative care starts with the diagnosis of palliative illness. Your health care provider begins working with you to determine how you can live your life to the fullest and how to stay as healthy as possible for as long as you can. This is considered to be health promotion for people who are dying and is a holistic approach to managing your mental, spiritual, emotional and physical care. Palliative care may be combined with other treatments aimed at reducing or curing the illness. With chronic illnesses treatment may include physiotherapy, pulmonary rehabilitation and medication regime adjustments. All of these interventions are intended to help manage your diagnosis so that you

may live life as fully as possible for as long as possible. With the diagnosis of a lifelimiting illness, you may be unsure what to expect and you may begin to wonder about how you want to die. You may want some control about what you will want or need at the end of life. These things are important for you to discuss with your health care provider and your loved ones - the process is called advance care planning. It allows you to make your wishes and preferences known to those you love and care about well in advance of you not being able to make those decisions at the end stages of your life. Consideration should include where you want to die. You may choose to die at home, in hospital or in a home-like environment that provides specialized care such as a hospice. Recently, there has been much discussion and focus on controversial issues related to end-of-life care, such as euthanasia and physician assisted suicide rather than a focus on accessible and quality end of life care. Fortunately in Renfrew County every resident has the opportunity to access quality palliative care delivered by a specially trained team of health care providers at our residential hospice palliative care home, Hospice Renfrew. Many residents and families

who have lived with us tell us ‘people come to Hospice to live, not to die’, and this is what we strive to achieve in the care we provide each day. Residential hospice palliative care is aimed at relieving suffering and improving the quality of life and dignity for persons who are living with, or dying from, advanced illness. In fact, research has shown that people who choose hospice palliative care live an average of 29 days longer with a better quality of life than those who did not opt for hospice near the end of life. We also recognize that the grieving process begins when a lifelimiting illness is diagnosed and continues throughout the journey from life to death. As such, family care and support continues beyond your loved ones’ time on earth. Palliative care meets not only physical needs but also psychological, social, cultural, emotional and spiritual needs of each person and family. It aims to help people to live out their remaining time in comfort and dignity. Quality hospice palliative care neither hastens death or prolongs life. People choose to come to Hospice Renfrew to receive end-of-life care when it becomes clear that a cure is no longer likely and they want comfort care so they can live as fully as possible until the end. It can be an alternative to staying in

or returning to hospital and some choose Hospice when their care needs exceed what can reasonably be provided by family at home. People also come to our Hospice for short stays or on site assessments for pain and symptom management or respite care with the goal of returning home. Hospice Renfrew is about family, and living and celebrating life bravely, without regret. When you walk through the front door of our home it’s rather like walking into your best friends place. When you enter you feel the warmth and comfort of a beautiful home. It is bright and cheery and each day is filled with the aroma of freshly baked cookies and muffins prepared by our volunteer baking team. You often find the nurses making bacon and eggs for the residents in the morning. We serve breakfast for supper, supper for breakfast and anything in between. What the resident wants, the resident gets, whenever they want it! Our residents often share meals and special occasion dinners with their families and staff at our dining room table. It is not uncommon to see little children playing on our living room floor in front of the fireplace. It causes us to appreciate the full circle of life – from birth to death, involving multiple generations. At Hospice Renfrew we truly do celebrate life.

A short time ago a family called to ask if they could bring in a birthday cake and balloons to celebrate their dad’s 65th birthday, which would be the following Monday. Unfortunately the man passed away over the weekend. Around noon on Monday the man’s young grandchildren and wife came to Hospice carrying birthday balloons and a beautifully decorated birthday cake. His wife had called earlier that day to ask if they could come to celebrate with the staff as it was still her husband’s birthday. She said she considered the staff to be part of their family and they wanted us to enjoy the celebration with them. And so we did, as we often do. The staff and volunteers gathered around our kitchen table and shared with them through their tears and their laughter. This is just one of the many beautiful stories we have to share with you about what hospice palliative care is all about … it’s about living, not dying. $100,000 ticket sold in Arnprior

An area man has won $100,000 on an instant lottery ticket brought at Mac’s Store on Daniel Street in Arnprior. John McGregor of the Renfrew area won the top prize in the Instant 7-11-21 game. “After I scratched the ticket, I realized I won $100,000, but I thought to myself, ‘It can’t be,’” recalled McGregor while at the OLG Prize Centre in Toronto where he picked up his winnings. “I went to the store and scanned my ticket at the

ticket checker. That’s when it started to feel real. I got pretty excited.” The married father of three didn’t want to validate the ticket without his wife. “I called her up and said, ‘You know that ring you always wanted that I couldn’t get for you? Now I can.’ I didn’t say more than that. I just told her to meet me.” McGregor shared a special moment with his wife and one of their kids. “Everyone was so happy.” He is planning to use some for home renovations.

Arnprior Dragon Boat Club invites newcomers to try sport Looking for a different summer sport? Why not try dragon boat paddling. The Arnprior Dragon Boat Club (ADBC) is having its season opener at East Side Mario’s on Sunday, May 15 from 6 to 8 p.m. Join members and find out what dragon boat paddling is all about. The Club will be holding two beginner sessions for new paddlers to come to try the sport of dragon boating. The first session will be held at the Arnprior Marina on Monday, May 30 from 6-7 p.m. and the second on Thursday, June 2 from 7-8 p.m. The sessions are free to any one wishing to participate, so please come out and give it a try. Plan to arrive 30 minutes early to ensure

The Arnprior Dragon Boat Club, based on the Madawaska River at the Arnprior Marina, starts a new season next month. you are sufficiently “warmed up” and are fitted properly with a life jacket and paddle, both of which are provided by the club. The ADBC is again offering two different paddling sessions for recreational paddlers -

a Monday/Wednesday option from 6-7 p.m. and a Tuesday/Thursday option from 7-8 p.m. The practices will start on Monday, June 6 at the Arnprior Marina at a cost of $150 for

the season, which usually runs until Thanksgiving. A club t-shirt is provided as part of the membership fee. If there is enough interest, there will be a composite recreational team assembled to participate in the Arnprior (July 23) and Carleton Place (Sept. 10) dragon boat festivals. The Draggin’ Behinds, the ADBC’s competitive team, will participate in at least three festivals this year - the Tim Hortons Ottawa Dragon Boat Festival at Mooney’s Bay June 25-26, the Arnprior Festival on July 23 and the Rideau Canoe Club festival on Aug. 27. A Grade 11 student at Madawaska Valley District High School, Sophia DeCarle, has been crowned Miss Teen Ontario East. The 10th annual pageant was held April 17 in Renfrew. The crowning came after the 17 contestants, including Niki Nagy of the Arnprior area, had a full night with a number of musical performances, an evening gown show, impromptu questions session and the awards presentation. “All I could think about was the amazing journey I had ahead of me,” said DeCarle. “I cannot wait to start getting out in the community and doing my duties. I am excited.” DeCarle said she feels she had grown a lot over the weekend and is ready for what the year brings. “I have gained confidence to go in my community and start promoting and doing my job,” said DeCarle, who also won the photogenic and evening wear award. The Ontario East Top Model title was awarded to Cricket Guest and Daphnie Rose was crowned Ontario East Ambassador. Rose also won the Lindsay Norton Memorial award and the friendship award. Rinila Haridas took home two awards of the night - interview and talent. Moira Friske won the charity award. Megan King won the fashion award. DeCarle won a $3,000 scholarship, which is her entry fee to the 2017 Miss Teenage Canada pageant. This summer Kathleen Barr, Miss Teenage Eastern Ontario 2016 (the former Miss Teen Ontario East 2015), will represent the region at the Miss Teenage Canada Pageant in July. The pageant raises funds and awareness for childhood cancer causes, including Candlelighters. In her outgoing remarks Barr reflected on her year and explained Candlelighters was one of the reasons she got involved in the pageant. Her sister Jill was diagnosed with ovarian cancer in 2009 and the organization provided the support and resources her family needed. “Jill is one of the childhood cancer survivors that comes on stage to lend support to the pageant and the Candlelighters number,” said Barr. “The pageant has always showcased these heroes in such an inspirational and moving way.” Earlier in the evening Miss Teen Talent 2015 Katie Harper sang ‘Fight Song’ by Rachel Platten as the delegates signed part of the song and danced behind her. At the end of the song the cancer champions - Jessica McCoy, Jill Barr, Paige Dillabough, Annie Underhill and Nathan Vandecamp - took the stage.

Great invention makes its way to Northcote What excitement! And in the middle of the week at that! The call from Aunt Bertha on the next farm came before we left for school. To even get a phone call that early in the morning was unusual in itself. But to be invited over that evening in the middle of the week was even more unusual. Visiting among neighbours was reserved for Saturday nights. Aunt Bertha had something she wanted us to see, and, yes, the whole family was invited to cross the 20acre field right after supper. Aunt Bertha said we would see something so new, that it was doubtful anyone in all of Northcote had ever seen one before. The Thoms children, who went to school with us, wouldn’t give us a hint as to what we were about to see at their home that night,

but you could tell they were pretty excited too. Supper was hurried, our faces washed, and off we went on the flat-bottomed wagon across the field to the next farm. Aunt Bertha and Uncle Alex and their eight children were waiting for us, and Ralph, who seemed to be in charge, led us through the kitchen, the summer kitchen and out to another room, which Aunt Bertha called the shed, although it was in much better shape than the little building we called a shed back home. There in the middle of

the floor was a brand new washing machine! Like us, the Thoms had no electricity, but this certainly looked like it would take more than elbow grease to run it. We circled the machine, and I wondered what was so special about it that Aunt Bertha would bring us all over from the next farm to see it. The tub was a pale green, certainly a step up from the square tin tub and scrub board Mother had to use. But I still couldn’t imagine what was so important about a washing machine,

that our whole family would be brought over in the middle of the week to look at it. “Stand well back,” Uncle Alex said, and as one we all moved a few feet away. Beside the machine was another apparatus that looked a lot like the motor Mr. Briscoe brought around in the fall to saw wood. “Better put your pipe away, Albert,” Uncle Alex ordered. “Don’t want anyone to get hurt.” This was getting scarier by the minute. We couldn’t see what Uncle Alex was doing, but he pressed a few buttons, and this black piece of machine made an ungodly sound, like the whole place was going to blow up, and a puff of blue smoke came out, just about blocking Uncle Alex from view. Then Aunt Bertha pushed something on the washing machine, and right before our eyes, the gyrator started

up, the few pieces of clothes began tumbling, suds rose from the depths, and Aunt Bertha stood back, crossed her arms over her chest and said, “Now, isn’t that something?” With laundry for eight Thom children, there would be no more scrub board. The magic wasn’t to end there. Another button was pushed, the machine came to a halt, and Aunt Bertha pulled out a set of long underwear from the soapy water, turned a little handle, fed the underwear into a ringer attached to the washing machine, and the long johns dropped into a basket on the floor, looking like they were almost dry enough to put on. Uncle Alex explained how the whole thing was run with a gas motor, and as far as he could figure out, it was the first gas washing machine in all of Northcote.

Nobody was going to argue with that. Fancy washing machines were nothing new to Mother, who had an electric one in New York, but she kept that to herself, instead praising Aunt Bertha for this new fangled gas machine that would lighten her load on wash days. The new gas washing machine over at the Thoms farm was all we could talk about when we got home. “By gar, that’s really something,” Father said. Ontario Works offers tax clinics for low income earners With the income tax filing deadline being this Saturday, April 30, time is running out for eligible filers to take advantage of several income tax clinics being offered across Renfrew County, including Arnprior. The clinics are part of a collaboration between the Canada Revenue Agency (CRA) and community organizations such as Ontario Works. The organizations host tax preparation clinics and arrange for CRA-trained volunteers to prepare and e-file income tax and benefit returns for eligible individuals. Trained volunteers assist low to modest income people, including social assistance recipients, to prepare their income tax returns for free. By participating in the clinics and working with the volunteers to file their returns, individuals are more easily able to receive certain benefits and tax credits that they may not otherwise obtain. Income tax returns from previous years can also be completed at these clinics. However, tax returns for 2015 should be filed on or before April 30. Filing after this date may result in a delayed payment. “We are pleased to be working with the CRA to help promote and deliver these clinics that benefit our clients and the residents

of Renfrew County,” said Ontario Works manager Laura LePine. “These free tax clinics are open to all County of Renfrew citizens who are in the low to modest income bracket. Ontario Works staff often refer clients to these clinics to have their income tax returns completed in order to maximize credits available to them, such as child and family credits. Ontario Works participants will need to bring the following information with them: T5007 statement, T4s statement from Canada Pension Plan, Interest T5s from financial institution(s), 2015 rent or property tax receipt, Medical expense receipts, proof of date of birth, 2015 income tax return, and 2015 Notice of Assessment. Line dancers share expertise with 4-H square dancers Line! Circles! Angles! Square! These geometric-sounding words apply to a special activity that took place on March 30, involving not mathematics but dancing with participants from several age groups at the Galetta Community Hall. Members of the West Carleton 4-H Square Dance Club invited the Arnpriorbased Hy-Liners Line Dance group to join them at one of their meetings. Hyacinth Chatterton, founder/leader of the Hy-Liners, reports being delighted to receive the invitation through 4-H leader Melody Rochon. Other club leaders include Carolyn Styles, Sylvia Stanton and Barry Paul. The president of this youth group of 34 participants, whose age-range is from 10 to 18 years, is Lauryn Rochon-Kaiser. Line dancers who participated in this unique occasion to present a ‘demo-teach’ to this vibrant youth group were Edileide Cathcart, Carol Lacroix, Moe Lacroix and Linda Michaud. Chatterton noted the very warm reception given the line dancers, along with positive feedback her group received from all who were in attendance. At 6:30 p.m. the president opened with a welcome to everyone, which was followed by a call for the minutes of the previous meeting. Then all attendees introduced themselves and mentioned their anticipated plans for the long-awaited upcoming spring/summer. Some of the areas represented at this gathering were Almonte, Arnprior, Carleton Place, Carp, Constance Bay, Galetta, Kanata, Kinburn, Pakenham, Renfrew, Stittsville and White Lake. After the opening remarks, it was time for action, and the line dancers joined with

The tunes used included some of the golden-oldies such as Shang-A-Lang and Rock-&-Roll-Waltz and, much to the

Howie RoAD RecYcle DePot – oPening on weDnesDAYs Howie Road Recycle Depot will be opening on Wednesdays from 3 p.m. to 7 p.m., starting April 27, 2016. The Landfill is also open on Saturdays from 9 a.m. to 1 p.m. Acceptable items at Howie Road Recycle Depot are; cardboard, yard waste, brush, scrap metal (Freon appliances $50 each) and tires ($7 a tire if still on the rim). Mississippi Mills residents may take garbage to the Beckwith Transfer Station at 9271 Cavanagh Road, Carleton Place. The Beckwith Transfer Station honors Mississippi Mills’ landfill passes from 2016. Hours of operation there are: Monday to Friday 7 a.m. to 5 p.m. and Saturday from 7 a.m. to 12 p.m.

This annual maintenance program is designed to remove the sediment that has accumulated in the water mains to maintain good water quality in the distribution system. This maintenance procedure is required under the Provincial Legislation and may result in temporary inconveniences to you such as reduced water pressure or red (discoloured) water.

Reduced water pressure should only be intermittent as the hydrants are being flushed. The pressure will return to normal once the flushing is completed.

If you detect discoloured (red) water, turn off your tap for 20 to 30 minutes; this should allow work crews enough time to complete the flushing. When work crews have left the area, turn on one COLD water tap for a few minutes to flush the system.

Discoloured water may occur in close proximity to the watermain flushing or many blocks, even kilometre’s away, depending on various factors such as their supply main size, location and demand flows. Unfortunately, it is impossible to predict the location and extent of the customers that may receive discoloured water.

Residents who live in the areas being flushed may want to collect containers of water for drinking and cooking, each day before the flushing program starts .

We recommend that you do not drink or wash laundry with red water.

Instead, the Municipality issued two (2) 250 kg waste passes for 2016 which were mailed to property owners in August 2015. These passes allow residents to dispose of large waste items at their convenience at any time of the year.

The Municipality of Mississippi Mills continues to participate with neighbouring municipalities in the Hazardous Waste Depot held in Carleton Place (128 Patterson Street). The depot is open from 8 am to noon on Saturdays only.

Waste passes are accepted at the Beckwith Transfer Station located at 9271 Cavanagh Road, in Beckwith Township from Monday – Friday 7:00 a.m. – 5:00 p.m. and Saturdays from 7:00 a.m. – 12:00 p.m.

Last Day to dispose of Hazardous Waste until 2017 – September 3, 2016
