The county will pay $360,300 for its 218-km portion of the rail bed, appraised to be worth in the millions. County officials noted the corridor has the potential to generate thousands of dollars of

Pizza Pizza balloon taken out A large Pizza Pizza air balloon was stolen from outside the business at the Arnprior Mall shortly after midnight Sunday. OPP report the owner exited the store at the Arnprior Shopping Centre at 12:20 a.m. Sunday and the balloon was gone. A quantity of fishing tackle and several rods and reels has been stolen from a boat in storage in Arnprior. Sometime between last October and April, someone entered a pontoon boat in storage at the Arnprior Fairgrounds. Stolen property includes two tackle boxes and five rod/reel sets.

Firefighters douse shed fire in Arnprior Tiffany Lepack

Twenty-two fire Arnprior firefighters responded to three sheds on fire on April 28. Arnprior Fire Chief John Okum said the department received the call at 6:13 p.m. for a shed on fire at 37 Tierney St. South. “It went unnoticed until heavy smoke and flames were noticed by the homeowner who was home at the time,” said Okum. “The owner called 911 and reported the fire.” While the volunteer firefighters were responding to the fire, it spread to a neighbouring shed on Tierney and to a wood fence. The fire also caused damage to a third shed on Hugh Street South. “It was a plastic model shed, so a lot of the damage was from the radiant heat,” said Okum. The firefighters had the fire under control very quickly according to Okum, but they stayed on scene until 9 p.m. to ensure it was out and to complete the investigation. “We are deeming it as accidental in nature,” said Okum. The estimated damage for the three sheds is just under $10,000. However, amounts may dif-

Rail line through centre of Arnprior, Renfrew to stay in public hands Continued from front
The agreement comes after four years of discussions. The partners will pay the $500,000 over three years, with Renfrew County coming up with its share from capital reserves. County officials say buying the corridor means it will benefit Valley residents for generations to come. Snowmobile clubs are already eyeing the line into Arnprior as a new link to services in town. “We are now entering a new era in community connectivity across the County,” said Warden Peter Emon. “While the rails are now gone, the CP corridor continues to connect us through delivery of communications via fibre optic networks and as a transportation corridor for all of us by a range of modes and vehicles.” The county has promised to consult with a variety of trail user group, clubs and associations from ATVers and snowmobilers to hikers and naturalists to determine how best the corridor should be used. Public consultations will be an “important component in shaping the development of the corridor following the purchase,” stressed the county. If past experience is a guide, some landowners along the route will lobby to have the land returned to them instead of becoming public property. Farmers in McNab-Braeside and Admaston-Bromley have been vocal in the past in
arguing that the fairest disposition of the land is to return it to families that used to own it. The line hasn’t been used as a railway since CP subsidiary RailAmerica discontinued operations in 2010. Since then, the tracks have been removed from the rail bed. legacy
“The acquisition of this discontinued rail corridor creates a lasting legacy for many communities in the region by linking Renfrew County to Southern and Northern Ontario by creating a backbone access to existing and future trails,” said Bob Sweet, chair of the CP Rail Corridor Advisory Committee, “The partners and CP are pleased with the outcome of this agreement that will benefit our communities for generations to come.” The noted the railway brought Canada together. Now the rail line can play a major role in connecting Renfrew County to the TransCanada Trail at North Bay and a variety of trails that go through the rest of Eastern Ontario and Quebec. CP Rail had favoured disposing of the line as a unit. “Canadian Pacific is pleased to have this almost 300-km right-of-way maintained as a continuous corridor and the transfer of it into public hands,” said Canadian Pacific’s Kevin Paul.
“The Partnership of County of Renfrew, County of Lanark and the Township of Papineau-Cameron is an excellent example of how a group with a common goal can make a positive decision for generations to come. We commend your vision and look forward to the transformation of this discontinued rail corridor.” Under terms of the deal, Renfrew County will spend $153,950 this year for 82 kilometres stretching from Arnprior to Meath Hill. In 2017, it will spend another $200,000 for 43 kilometres stretching north to Chalk River. In 2018, the county’s remaining portion of $6,350 will pay for the final 93 kilometres. Lanark County will pay $96,050 for its portion and Papineau-Cameron $43,650 for the most northerly section. The partners will lease the lands for $10 a year and waive municipal taxes while the transfers are proceeding. The deal received widespread support from even municipalities not directly affected by the route. Councillors noted they would likely benefit from secondary trails running off the line. The corridor to be bought by the three partners is made up of 2,447 acres in a corridor 296 kilometres in length and up to 90 feet wide, with 37 bridges and underpasses.
The Renfrew County portion makes up about 72 per cent of the line, with 1,788 acres in 218 kilometres with 29 bridges and underpasses. Renfrew County will own the section passing through the City of Pembroke and Lanark County the short section outside Arnprior running through the City of Ottawa. The three partners have committed to cooperate with each other “guided by the principles of good faith, mutual respect, understanding and harmony” when it comes to the corridor. They have all indicated it is their intent to “establish a trail that will be maintained and operated as a contiguous whole for present and future generations. Tourism
It is to be planned and operated with the expectation that it will promote recreation and tourism and stimulate economic development. “It is further acknowledged that the coowners will consider and promote land uses on properties adjacent to the trail that will foster and stimulate the local economy and be compatible with the proposed use of the trail.”

What’s even worse is, that our intentions of being nice, compassionate and loveable fly out the window the moment something goes not as planned and we feel out of control. There are two types of people…the ones that start loosing it in form of screaming and yelling or crying out of no reasons - well ladies…can relate to it? and the ones that just shove it all down, swallow it and become complacent about their life…and you know what that’s going to do to your sex drive! The majority of anxietyt and stress can be eliminated right from the get go, if we’d be learning to communicate differently with each other.The moment I start talking about communication with someone, at the clinic or even personally, 90% of the people say: “I don’t want to have a conflict!” And wow…I can instantly feel their anxiety and stress being fired up. That’s the stuff that kills people! This attitude will give you high blood pressure, besides many other things. And seeing that the NCC’s mandate includes protecting native habitats (primarily in remote regions of the country), along with minimally disrupting a forest’s current state, the trail closures are a logical next step It is also costly to maintain trails and possibly difficult for the preservation group to attract donations when people learn they own an urban forest where trees are sometimes cut down for the safety of users and neighbouring properties. “It’s difficult for a conservation group to raise money to cut down trees,” said spokesman Gary Bell. None of the dozen or so at the April 6 meeting, held at the Arnprior Public Library, verbally opposed the closures. The three-hour meeting covered numerous topics, including safety and security, invasive species, governance and finance, and more. NCC representatives said they work closely with the OPP, who they said want only the best for the forest. Snowmobiles and ATVs are not allowed. An expert told the group that it is unlikely fire would spread quickly throughout the forest. Security cameras might be an option to consider. Mayor David Reid, in attendance, offered to work co-operatively with the NCC and OPP to deal with disruptive behaviour. He also encouraged the group to co-ordinate its spring clean-up date with the town’s. Gillies mansion owner Alex Winter asked numerous questions related to his property, surrounded by Gillies Grove. His alarm over homophobia in town eight years ago drew media attention from Ottawa. It hasn’t lessened, he indicated. “The harassment continues on a regular basis,” he said. On invasive species, 22 have been identified; some are considered “worrisome.” Many are thought to have escaped from nearby gardens, primarily Mrs. Gillies’ some decades ago. The populations of invasive species could be decreasing because volunteers have been pulling them out, and with each pass-
ing year they pull fewer and fewer. Fewer hazardous trees are also being cut. The last few years the number is between one and five. However, last year, a particularly harsh winter, meant 17 had to come down. When the ancient white pines eventually die off, sugar maples will dominate. The recognition of Ontario’s tallest living tree, a 47-metrehigh (13-storey) white pine along the main trail, drew positive media attention. There were questions over who purchased the grove. A community group raised funds going back to 1990 when the Oblate Fathers at the nearby Galilee Retreat Centre first announced they were selling. They raised most, with the NCC adding to it, and the province chipping in. It was asked how much the Friends of the Gillies Grove have in the bank and where the money came from. NCC couldn’t speak to the independent organization’s financials. The NCC admits that this piece of property is unique among their holdings. It requires more maintenance, has more issues due to proximity to human populations, and is costly from a tax standpoint. So would they every consider selling? “Absolutely not,” said spokeswoman Brenda Van Sleeuwen. “We would never walk away. Out of the question.”

Arnprior town council is prepared to contribute tax dollars to two more downtown businesses, but each has a condition to fulfill. The town’s community improvement plan (CIP) is a pool of $45,000 used to help shops in the core beautify their exterior and, in some circumstances, improve “densification� – usually meaning upstairs apartments to draw more residents to a pedestrian lifestyle. Council is particularly keen to see improvements over the next two years while the core is already undergoing the disruptive $12-million downtown revitalization. A few weeks ago, Mayor David Reid sternly suggested certain unnamed properties need to improve on appearances. Council has also revisited its property standards bylaw to ensure, if the carrot doesn’t work, the hammer will be in good working order. Two property owners have taken up the offer of municipal dollars, according to presentations by economic development officer Lindsay Wilson at the April 25 regular council meeting. At both 83 John
St. North and 25 Elgin St. West there are plans to improve an external wall. The owners also pledged to due upgrades in phases; more work will follow. The John Street wall is next to the RBC parking lot. The owner wants to install uniform siding along the entire length of the building to hide fire-damaged brick. It should cost $11,000. The town could give a grant of up to $5,000, but Wilson recommended half that amount, $2,500, as per council’s past practice. She also said the owner is open to colour suggestions. Coun. Lynn Grinstead, who chairs the community development advisory committee, backed up the discussion to explore implications of both owners doing work in phases. She wants the town “to be careful� that owners are not getting funds for each phase that, added up, means they could get an exorbitant amount. Coun. Frank Dugal agreed. “One could drain us,� he said. Reid and CAO Michael Wildman assured council that the town keeps a tally and will know when any one property owner gets enough.
Reid was more concerned with the building’s façade. “The front is as bad as the side,â€? he said. Wilson said that is another phase of the project, which will happen with input from a perspective tenant. Reid and the rest of council agreed that superficial improvements can be made to the front – window cleaning, papering and other touch-ups – before the town commits funds to phase one.

The town doesn’t want to give money where insurance has paid for work to be done. Reid said he doubts insurance covered it, but agreed that the town should be certain before handing over the money. “This was a productive meeting, and MP Gallant acknowledged the County’s significant contributions to discussions with regards to expansion of the highway, and she thanked the delegation for keeping her informed on their efforts,” said Emon. “All parties see this as a nation-building opportunity.” Emon noted that the county has had several meetings recently with federal government officials in Ottawa to update them on the case for the proposed highway four-laning. “The federal officials expressed a genuine interest in seeking a partnership with the Province of Ontario to move the initiative forward,” said Emon. “These meetings have given us an enthusiastic outlook on the future of investment in the Trans-Canada Highway.” The most recent delegation to Ottawa included Emon, councillors Jennifer Murphy and Kim Love, and senior county staff. Last month, a separate delegation met with the Steven Del Duca, Ontario Minister of Transportation, for a similar discussion. The minister has indicated his ministry will follow up with the county with a plan in the near future regarding the next steps for the Highway 17 four-laning.

Renfrew County has continued its efforts to accelerate the four-laning of Highway 17 up the Valley by trying to persuade the federal government it could be part of a nation-building exercise. The county stressed the importance of the highway to the area’s economy at a recent meetings with federal officials and last week with Renfrew-NipissingPembroke MP Cheryl Gallant. The county has unsuccessfully tried to attract federal funding for the project for years, arguing it should be tied to upgrading of the Trans-Canada Highway. A delegation comprised of Warden Peter Emon, councillors Debbie Robinson and Terry Millar, and senior county staff met with Gallant April 29 to discuss the highway project. In a news release, the county reported the discussion centered on the importance of the highway extension providing safe travel to residents and visitors, as well as its role as a key transportation link to large employers in the county such as Canadian Nuclear Laboratories and Garrison Petawawa. Gallant expressed her support for the county’s efforts to have the highway expansion to four lanes move forward in a timely fashion.

Doctors ‘necessary’ for health of community, economy Arnprior marks Doctor’s Day Arnprior health care administrators, the area’s doctor recruitment committee and local municipalities have marked Happy Doctor’s Day Sunday by joining in a public message of appreciation for local doctors. May 1 was recognized by the provincial government in 2011 as the official day of appreciation for Ontario’s medical profession. The date was chosen to mark the birthday of one of Canada’s first female physicians, Dr. Emily Stowe. In a news release, the board and staff of Arnprior Regional Health and the Arnprior and Area Physician Recruitment Committee joined the Town of Arnprior and the Township of McNab Braeside “in giving our physicians a heartfelt thank-you for their commitment to the health and wellbeing of our community.”
“Arnprior Regional Health is proud to acknowledge the significant contributions of the physicians who have privileges at the hospital, nursing home and support our numerous community programs,” said ARH board chair Barb Darlow. “ARH’s vision is to be recognized for exemplary care and through the dedication of our physicians, along with their tremendous expertise in their fields of medicine, they make Arnprior Regional Health a leader in the provision of health care services.” From hospitals to longterm care homes, and from clinics to patient’s homes, Ontario’s doctors make a difference in the lives of their patients every day by providing high-quality care where and when it’s needed. Ontario’s 28,000 practicing physicians treat and care for 320,000 patients every day (OMA, 2016). “On behalf of the physician recruitment committee,
and the residents of Arnprior and the surrounding communities, I would like to express our gratitude for the hard work and dedicated care you give your patients,” added committee chair Mark Nibourg. “We know that you go above and beyond on a daily basis and we appreciate your ongoing contributions to the health of our community.” Physicians practicing in Arnprior make a significant contribution not only to the health of the community but also its economic well-being. he Liberal party made an election promise to change the way we vote, and the Trudeau government appears ready to keep that promise. Our current system – first-past-the-post – declares one winner per riding and ignores the other votes cast. It can leave supporters of the losing candidates wondering why they even bothered to vote. A new system will almost certainly incorporate some form of proportional representation and bring added meaning to a vote. It could mean votes for those who don’t come first are still reflected in the House of Commons seats. Or maybe a two-part ballot would allow voters to first, pick a local MP, and second, vote for a party that would get seats in Parliament based on a percentage of votes received across the country. In any case, voters would be more engaged, knowing a vote for someone other than a landslide winner could still have an effect on election results. A positive sign is the public engagement already underway. Many MPs have waded into the issue, sending out surveys to constituents and scheduling town hall meetings to promote free-wheeling discussions of the pros and cons of different voting systems and determine the values voters want to see upheld in any new process. Local MP Cheryl Gallant has waded into
the debate, arguing that any change should be put to a referendum. However, those pushing for a federal referendum should remember the Liberal party just passed a litmus test; the party formed a strong majority government while promising to change first-past-the-post voting. It’s fair that there would be concern that the governing party might create a new election system that would benefit it the most. But there is a clear pitfall for the Liberals if there is even a hint of that; voters would punish a party if there is even a whiff of fixing the system to keep the party in power. Referendum or no referendum, hopefully Gallant and all other MPS will help facilitate the discussion and input needed so people are armed with the proper information about each system. If our voting system is going to change, better that the grassroots – constituents from across the country – have their say, rather than a top down decision be put in place. Because the possibilities are so varied, every Canadian needs to do their own research about the voting systems in other countries, and the myriad hybrid systems that could be put in place in Canada for the federal election scheduled for the fall of 2019. Hopefully every MP – no matter party affiliation – taps their constituents to learn what they want in a new voting system.
Don’t fall for landowner group’s Bill 100 conspiracy theories To the Editor: I read with interest the various but convoluted positions the Ontario Landowners Association (OLA) have taken regarding Bill 100, Supporting Ontario Trails Act. In this circular dance, the OLA fails to disclose pertinent facts or has chosen to promote misinformation, while also throwing suspicion over mutually beneficial and voluntary agreements between property owners and trail associations. I do not mind stating the benefits that the OLA has either forgotten or ignored while espousing this circular conspiracy. Presently, property owners are limited to suing for no more than $1,000 in damages if their property is damaged by trespassers; this unfair limitation is removed with Bill

Presently, covenants on trail agreements are not legally enforceable; Bill 100 permits covenants (time of use, who can access, types of vehicles, etc.) to be enforced by the property owner; another benefit and protection of property rights. And, of course, the scariest fact of all voluntary easements and covenants can only be created or implemented by the property owners. No imposition, nothing arbitrary, no coercion or liability in Bill 100, However, it does allow choice - indeed scary stuff.

Trail associations and the businesses that benefit from trail use are extensive. Expanding the use of trails helps our small town and rural restaurants, motor sport dealers, motels and B&Bs along with our general stores, to name a few, as snowmobilers, hikers, ATV riders and others come to rural Ontario for recreation and tourism. The corollary is also clear, reducing access to trails will also reduce business, revenues and prosperity for rural Ontario. Certainty and security of tenure and use for both the property owners and the trails association is needed to permit and encourage greater investments and expansion in trail infrastructure such as highway and river overpasses and bridges. Rural Ontario would be largely empty and unpopulated without

To the Editor: Bill 100 - Ontario Trails Act passed its second reading in Queens Park Wednesday, April 13. It now goes to Committee. The Standing Committee consists of 5 Liberals, 3 PCs and 1 NDP. Anyone wishing to submit an oral presentation before Committee had to submit their names by Wednesday,
April 27 by 4 p.m. Those who do not wish to make an oral presentation can send their comments in by 6 p.m. Wednesday, May 11. The Committee sat Wednesday, May 4 and again on Wednesday, May 11. There are already over 65 Bills waiting for Committee, but this particular Bill was only just recently passed in the last week and it’s already sched-
uled. It’s almost as if this is an emergency to get this done quickly. Even the Minister of Agriculture would agree nine business days to allow for consultations across rural Ontario at this time of the year is unfair to those farming communities directly affected by this Bill. The OLA has submitted a report vetted by legal counsel and has respectfully requested that consultation meetings be set up in the evenings throughout rural Ontario over the next few months. They have submitted case law from the Supreme Court of Canada showing easements can be a verbal agreement between two parties and enforceable on these parties. Elizabeth Marshall, researcher for the Ontario Landowners Association,
has submitted her name for a five-minute oral presentation before Committee. The OLA have taken the liberty to re-write Bill 100 based on the failed construction and lack of interpretation. Some of the changes include the removal of the amendment to the Trespass to Property Act as this is of little benefit to the private property owner because it is government that receives the fines and has no application to trails or the operation of trails, recommending that amendments be done separately for clarity. Also removed is the amendment to the Public Lands Act, as it has nothing to do with trails traversing private property. They have laid out rules for easements
for the protection of the private property owner as well as the eligible body and nominee, including that easements be voluntary and non-transferable and shall only be allowed after full disclosure of the eligible body or nominee; and that the agreement must have at the top in the title the word ‘Easement’ in large bold font easily distinguishable to the reader. The Ontario Landowners Association is not against trails and never have been. MPP should help constituents save money on hydro bills To the Editor: As a long-standing member of the legislature, MPP John Yakabuski, whom I consider a friend, should know that sooner or later his bombastic rhetoric would come into contact with the facts – and the facts will win. In a recent news article (ChronicleGuide, April 21), you quoted him saying “since November the average bill has gone up $187.” This is an incorrect and an outlandish claim; as calculated by the Ontario Energy Board, the average household pays $150 per month using

dure another increase,” said Yakabuski in a news release. “Families and seniors shouldn’t have to struggle to afford their hydro bills.” The MPP was referring to a May 1 boost that will see annual energy costs rise an average of $37.56 for Ontario homeowners on top of increases of almost $200 since late 2015. Customers who use electricity at peak times (11 a.m. to 5 p.m. weekdays) will be particularly hard hit. Ontario’s energy rates are increasing at a faster rate than any other jurisdiction in North America, Yakabuski charged. According to the Ontario Energy Board, the latest rate increase is a result of lower than expected usage in the winter months. “Only in Ontario could this happen,” said Yakabuski. “If you use too much power, rates go up. If you conserve energy, rates still go up. “This is the same Liberal Government that wasted $1.1 billion on the gas plant scandal, and spent an alarming $9.2 billion more than necessary for green energy contracts. While the Liberals would rather blame this rate increase on the weather, it is clear it is the direct result of years of scandal, waste and mismanagement in the energy sector.” Since the rate increase was announced,
testimonials from families struggling to pay their hydro bills have poured in over Facebook to the Ontario PC Party. One individual living in Sault Ste. Marie has a cottage that is unoccupied in the winter months and uses no power – but it costs him more than his home in town that is lived in year round. Another individual was paying $98 a month two years ago, but now, with no changes to his usage, his bill has jumped up to $220 a month. “Across the province families are struggling to make ends meet,” said Yakabuski. “Excessive hydro rates are making people choose between buying groceries and paying their bill.” OEB EXPLANATION
The Ontario Energy Board (OEB) explained the May 1 increase reflects new time-of-use electricity prices for households and small businesses. In a news release April 29, OEB indicated the price is rising by about $3.13 per month on the ‘electricity’ line and about 2.5 per cent on the total bill for a household that consumes 750 kWh per month. The pricing “adjustment” coincides with the seasonal change of the timeof-use price periods for mid-peak and on-peak consumption during the sum-
mer months. There is no change to the off-peak consumption periods, which are available to customers throughout the year on weekends, statutory holidays and on weekdays from 7 p.m. to 7 a.m. The ratio between on and off-peak prices is more than 2:1 meaning that the off-peak price is less than half the cost of the on-peak. Customers using power between 11 a.m. and 5 p.m. weekdays pay more than twice for the privilege. Power usage from 7-11 a.m. and 5-7 p.m. is also more expensive than off hours but less so. Electricity rates in Ontario have almost doubled for residential users and more than doubled for small business customers since the time-of-use formula was implemented in 2006. Residential and small business customers who purchase their electricity from an energy retailer will continue to pay the prices and global adjustment charges as outlined under the terms and conditions of their respective contracts. Business customers, classified as greater than 50 kW demand, will continue to pay the hourly spot market electricity price. Ontario electricity prices are readjusted twice each year based on updated cost forecasts from the Independent Electricity System Operator and prices are designed to recover the actual cost of electricity over the forecast period.

‘Stunt’ drivers lose vehicles, licences Staff
Four drivers recently had their vehicles impounded for seven days and their driver’s licences suspended for seven days as a result of being stopped for stunt driving on Highway 17 between Arnprior and Renfrew. While Highway 17, part of which is currently in a construction zone, is a posted 90 km/hr. in this area, the drivers were stopped for speeding in excess of 50 km/hr. above the posted limit. OPP report that Sgt. Derek McLeod stopped the first driver Tuesday, April 12 at 8:35 a.m. on Highway 17 near Campbell Drive in McNab-Braeside. A 42-yearold female from Laurentian Valley Township was issued a summons to appear in court in Renfrew on May 20 charged with stunt driving. Sgt. McLeod stopped another speeder on Sunday, April 24 on Highway 17 near Gillan Road in Horton. A 39-year-old Pembroke man was issued a summons to appear in court in Renfrew May 20 charged with stunt driving. Sgt. Mcleod stopped the next driver on Wednesday, April 27 at 10:30 a.m. on Highway 17 near Bruce Street in Horton. A 21-yearold Ottawa woman was charged
with the same offence. She was issued a summons to appear in court in Renfrew on May 20. Later the same day, Sgt. McLeod stopped another driver going in excess of 50 km/hr. above the posted speed limit. This driver was stopped on Highway 17 near McCallum Drive in McNab-Braeside at 12:50 p.m. A 21-year-old Nepean man was issued a summons for the offence and will appear in court in Renfrew on May 20. OPP remind drivers that having a driver’s licence comes with the responsibility to obey the rules of the road and drive responsibly. Drivers who endanger others risk losing their licence on the roadside through automatic licence suspensions when they are charged with stunt driving. The OPP also notes that it is construction season and speeding fines are doubled in construction zones when workers are present. One worker was killed and another seriously injured while they were working on Highway 17 near Campbell Drive last week. “Driving is a privilege not a right. Everyone is encouraged to respect that privilege, or be prepared to explain yourself to a Justice of the Peace in traffic court,” stress police.

Those clever wildflowers are back When one thinks of clever animals, certain examples likely come to mind. “Sly as a fox” is a clue to one of them. While “wise as an owl” might infer nocturnal birds possess a certain degree of acumen, owls are actually inferior to crows and ravens when it comes to intelligence and problemsolving. Of course, cleverness is subjective, and assignment of that characteristic to any animal varies with the criteria used to assess it. While we might deem certain animals to be clever, rarely if ever is that term applied to plants. Yet, when one explores the world of plants, in particular the spring wildflowers, intelligence seems to come into play. For not only have spring wildflowers solved a problem that keeps most of their summer relatives confined to open, sundrenched habitats, they also have most cleverly prepared for the future. Currently, the floor of local hardwood forests is coming alive with spring wildflowers. Carpets of Bloodroot, Dutchman’s Breeches, White Trillium, Hepatica, Spring Beauty, Trout-lily, and others are springing up everywhere and painting our woods with various shades of white, pink, purple, and yellow. But if you want to enjoy this spectacular show, you better do so soon, for the flush of floral beauty will not

last long. In fact, soon after the leaves start opening on the trees under which these wildflowers - collectively known as the spring ephemerals - grow, their colourful blooms will vanish for another year. The reason for their disappearance is simple. As is the case for most wildflowers, sunlight drives the food manufacturing machinery. The food provides the energy required to produce showy blooms, fragrant (but sometimes unpleasant) scents, and sweet offerings. All of these serve to entice pollinators to visit wildflowers and facilitate pollination. But sunlight only reaches the forest floor in spring, fall, and winter. Of those seasons, spring and spring alone offers conditions suitable for growth, which is why wildflowers growing on the forest floor usually bloom as soon as the ground is warmed suf-
ficiently by sunlight not yet intercepted by tree leaves overhead. But there are serious risks for being an early bloomer. Late frosts can damage delicate floral parts and cold temperatures can deter pollinators from flying. Without pollinators, seeds cannot be produced. That is why those cunning spring ephemerals have developed insurance policies for seed production. Down below, sheltered under leaf litter, many spring wildflowers produce tiny flowers that never open. Like the above-ground blooms, these closed flowers contain stamens and pistils. However, they self-pollinate so that even during springs when it is too cold for pollinators to fly, seeds are produced. During the weeks between blooming and seed dispersal, spring ephemerals produce and store food that will be used to fuel next year’s emergence. That food is stored in underground tubers, which vary in size and shape. Squirrel-corn’s tubers are yellow and I bet you can guess what they look like! By mid-summer the seeds of spring ephemerals are ready for dispersal. And here again, the wildflowers of spring employ remarkable cleverness. However, that is a story for another column! Valley fiddlers invited to join in marking National Fiddling Day Fiddlers from across Canada and the world will be celebrating National Fiddling Day on Saturday, May 21. The third Saturday in May every year has been declared National Fiddling Day by an act of parliament. Last year renowned local fiddler Dennis Harrington held a two-hour Kitchen Party at the Valley Heritage Radio station to celebrate the day and many local fiddlers were involved. This year the station will continue the tradition. Billy McGinnis, Stompin’ Tom Connors’ fiddler for
many years, will open the two-hour performance this year starting at noon on the Cavanagh stage. McGinnis is a world class fiddler from PEI. Many young fiddlers from the area will also have a chance to show their stuff on live radio. They can sign up to provide some good old tunes accompanied by Keith Peever on keyboard. Away from the station, within the listening area, volunteers are setting up venues for fiddlers to gather and perform a tune or two. At this point fiddling will
take place at the Sands Restaurant in Golden Lake, the Douglas Tavern, and Naismith’s Pub in Almonte, all starting at 1 p.m. At 7 p.m., local fiddlers will gather at the Regal Beagle in Chichester, Quebec. The radio station is still looking for volunteers to set up other venues at this time. Fiddlers should feel free to join in on any of the venues or organize one of their own. Any time after 5 p.m. the station asks the hosts to call in with the total number of fiddlers who participated at their venue, as it wishes to establish a total number of fiddlers who performed that day, and then try to better the total next year. The Grand Masters group is on board, as well as the Richmond Fiddling contest, plus many local fiddle groups are prepared to call in their numbers. “Fiddlers, blow the dust off your fiddle and count yourself in.” Listen to Valley Heritage radio for updates.

Guys night out raises $6,800 for doctor recruitment John Carter

Thanks guys! Anyone who needs or will soon need a doctor in the Arnprior area should be thanking the organizers and participants in the inaugural Guys Night Out casino evening at the Nick Smith Centre. The fundraiser set up by the Arnprior and Area Physician Recruitment Committee (PRC) raised close to $7,000 in much-needed funds for the effort to attract more doctors to town. The event’s organizing committee – recruitment committee chairman Mark Nibourg, physician recruitment co-ordinator Laura Tromp and PRC member Lynn Grinstead were “very pleased with that amount for our first attempt.” “And the gentlemen who were in attendance had such a great time, many asked for us to do it again,” they said. “So we will be doing it again next year on April 21, 2017.” The attendance was slightly lower

Organizers learned at this year‘s first-time event how to make the next one “even better,” said Grinstead. She said that it is important to make Guys Night Out an annual fundraiser, as the need to recruit doctors “is not going away anytime soon.” When it comes to attracting doctors to Arnprior, “there are a lot of positive things coming down the pipe,” but the recruitment committee needs the resources to take advantage of them, she said. “We can make a difference.” Grinstead said the area has already been on the cusp of a doctor crisis and despite attracting new physicians to the area, there are still many local people without one. As Arnprior doesn’t offer direct financial incentives to new doctors, it needs to continue to mount a volunteer effort to help fund locum visits and sell the area to prospective recruits. The physician recruitment budget for 2016/17 is about $134,000, of which $71,600 comes from local government and Arnprior Regional Health. “People are under the impression the government is funding this, but it’s not,” said Grinstead. “If it doesn’t want to fall behind, the community has to rally behind the effort.” Of the about $6,800 raised at Guys Night Out April 8, more than $2,200 came from a silent auction, made possible by a “lot of generous business people in this town,” said Grinstead. The support was widespread from Brittle Printing doing the tickets and town hall dropping the rental fee to Prior Engagements providing the linen and all those who donated door prizes and auction items, she added. Grinstead praised the casino night volunteers as “a wonderful group of women who came out to support the cause and have some fun. Thanks to them, our evening was very enjoyable.” Among those helping out were Ren-
nie Hickey, Shannon Dupuis, Stephanie Mooney, Cathy Mitchell, Wanda Cruise, Marion Nicholas, Pauline Church, Sandra Jones Risto, Valerie Kohlsmith, Laura Duhn and Shelly Potter. ABMSH will be hosting its second Shred-It Day Arnprior on Saturday, July 23. The agency wants to help you plan ahead and get rid of any paper items that are taking up space and no longer required. How can ABMSH help? By offering a volunteer to assist you in the sorting and filing of your paper items. Over the years, we all collect and file away plenty of important papers, cards, magazines, etc. But now it is time to declutter and the staff and volunteers of ABMSH can help you, at no cost, to plan ahead, sort through these types of items, and decide which are outdated and which can be shredded.
The only cost will be the $8 per Banker-style box, which will be shredded by the professionals, Shred-It from Ottawa on July 23 at ABMSH’s office, 106 McGonigal St. West. If you would like our help, you are encouraged to contact Liz Wall, development co-ordinator, at 613623-7981, to make the necessary arrangements. All volunteers are registered with ABMSH and have obtained the necessary criminal check by the local police department. The event is open to local businesses as well. MAKE A PLAN Every Canadian household needs an emergency plan. It will help you and your family know what to do in case of an emergency. Your family may not be together when an emergency occurs. Plan how to meet or how to contact one another, and discuss what you would do in different situations. It only takes 20 minutes to complete a personalized plan online. You can then print it out. Most of this information can be filled out on your own. You may need to get some information from your municipality. To complete your emergency plan online, visit the ‘Make an emergency plan’ page from the GetPrepared.ca website. To fill out your home emergency plan, you will need to think about the following: Safe exits from home and neighbourhood

Keep this document in an easy-to-find, easy-to-remember place (for example, with your emergency kit). Photocopy your plan and keep it in your car and/or at work. In an emergency you will need some basic supplies. You may need to get by without power or tap water. Be prepared to be self-sufficient for at least 72 hours. Make sure your kit is easy to carry and everyone in the household knows where it is. Keep it in a backpack, duffle bag or suitcase with wheels, in an easy-to-reach, accessible place, such as your front-hall closet.

Dog show weekend in Arnprior Dog lovers from all over Ontario and beyond will descend on the Nick Smith Centre this weekend for the Arnprior Canine Association’s annual dog show. The popular dog shows have been held in Arnprior for the past 26 years and this year’s event will include the 85th through 88th annual all-breed championship shows. The shows featuring hundreds of dogs run Friday through Sunday (May 6-8). The show committee is again chaired by Thora Brown. The shows feature two perpetual trophies. The Pat Kearney Perpetual Best in Show Trophy is for best of show Saturday. Kearney was a founding member of the Arnprior Ca-
nine Association and long-time show chairman. The Best in All Breed Sweepstake winner receives the Mell Schlievert Memorial Trophy. Saturday is the show’s main day, with a Setter show among the special events this year. Sunday’s activities include shows for Terriers and French bulldogs. The two arenas at the Nick Smith Centre provide an ideal venue for the show, with Arena A being turned into the show rings and the second arena for grooming/setup. The public is welcome to attend.

Ready, set, get ready to roll. The Arnprior Family Preschool Resource Centre-Ontario Early Years (OEY) is excited to be hosting its second annual Family Fun Run and Stroll on Saturday, May 14. There will be a 3-km and 5-km option for participants leaving from the parking lot at the centre located at 16 Edward St. South Suite 130 (Kenwood building). Limited child care will be available. Registration forms are available at the Nick Smith Centre and the OEY centre for this stroller friendly, family event. Cost is $25
for an adult, $10 for a child or $50 for a family. Early registration deadline is Monday, May 9 or if you’d like to register on the day of the run, please be there by 8:30 a.m. (additional $5 fee). We would like to extend a heartfelt “thank you” to everyone involved in Mom’s last journey. Renfrew Hospice went above and beyond to meet Mom’s needs as well as ours. Your care and compassion allowed us to spend quality time with her. Words cannot express our gratitude to all of you. Friends that visited Mom both before and during her stay at Hospice-to every one of you “thank you”. These visits made Mom’s transition more bearable. She truly looked forward to and treasured every moment you spent with her. The grief we now bear is more tolerable because we know you walk beside us during this difficult time. Words cannot express our gratitude to Sue and Glen Guyea for opening your home to Mom and making our entire family always feel welcome. Sue, you have been Mom’s best friend and don’t ever under estimate her love for you! Sabrina Guyea, you moved mountains to make sure all of Mom’s requests were met. You and Sean opened your home to us and Sabrina, you are like a sister to both of us and we love you for it. The final and hardest part of Mom’s journey was letting her go but we were able to do this gracefully and with dignity because Mom chose her very dear friend, Sheila Sweet to look after the final details. She did this complete competence and class and the utmost respect in all aspects at all times. Matthew Brydes, you were attentive to all our needs. 1940-2016 Dan was born in Khartum, Ontario on Dec 5th, 1940. He passed away peacefully at the Ottawa Civic Hospital on April 25th, 2016 with family at his side. He was a loving father to Steve (Arlene) of Douglas, Timothy of Eganville, Carman of Ottawa, Norma Da Silva of Ottawa, Victoria (David) Silveria of Ottawa, Terri Lacourse (Dante Canil) of Victoria, BC. And also a loving grandfather to 5 grandchildren. Dan was survived by siblings Patricia (late Riel) Richard, Edmund (Andrea), Viola (late Serge) Potvin, Rosemary (Andrej) ReidBaca, Louise Guthrie and sister-in-law Linda Lacourse. He was predeceased by brothers Adrian and Raymond and his parents Narcisse and Violet (Delaire) Lacourse. Dan was active in the community with the Seniors Needs group and a proud and active member of the Cobden Pentecostal Church. He could often be spotted at local Euchre parties and will surely be missed there. Dan will be missed for his compassion for people and infectious laugh. His funeral will be held on May 10th 2016 at Cobden Pentecostal Church @ 11 am. In lieu of flowers, a donation to the Renfrew Victoria Hospital Foundation would be very much appreciated.

The Arnprior District High School Girls Rugby team could be playing for the Eastern Ontario championship on its home turf. Last week the ADHS team geared up for the A/AA EOSSAA tournament with an unbeaten day of competition at the uOttawa Gee Gees High School Girls Rugby tournament. It was a great EOSSAA tune-up for the powerhouse Arnprior squad. The tournament featured eight of the top teams from the National Capital and Eastern Ontario regions. ADHS defeated St. Peter 31-0, Immaculata 41-0 and St. Peter again 7-0. ADHS’ next game action will be A/AA EOSSAA. The first day of competition is scheduled for Wednesday, May 18 and will likely be happening at Dochart Park (pending seeding confirmation later this month).

Municipality of Mississippi Mills schedule ‘B’ class environmental Assessment Potable water supply and treatment systems interim Upgrades Since June 2015, the Municipality of Mississippi Mills (“Municipality”) has been undertaking a Study to assess the short-term rated capacity of the water supply system, building upon recommendations from the related Water and Wastewater Infrastructure Master Plan (Almonte Ward) completed in 2012. Through the Study, the Municipality is considering opportunities to gain additional short-term potable water supply using existing (or limited new) infrastructure in advance of major upgrades to the system to meet long-term servicing needs. As part of the process, background information was reviewed and alternative solutions were developed and evaluated based on several criteria, including impacts to the natural, social, cultural and economic environments. A hydrogeological evaluation was also completed to assist in determining the preferred alternative. This Study is currently in Phase 2 of the Class EA process and based on work completed to date, it has been proposed that increasing the rated capacity of Wells 7 and 8 by implementing limited infrastructure upgrades is preferred to address the Municipality’s short-term increase in water supply demands. Public consultation is a key component of this Study. The Consultation Plan provides for one Public Information Centre (PIC) during the Class EA Study to review the problem(s) and alternative solutions, as well as the proposed preferred solution. In addition, there will be an opportunity to review the Project File of the Study a few weeks following the PIC. A subsequent notice will be issued at that time. Young soccer players prepare to move outdoors next week Vinnie Jones
The Arnprior-McNab-Braeside United Soccer Club (AMBUSC) wrapped up its well attended indoor training clinics last weekend and is looking forward to moving outdoors next week to Dochart Park. More than 100 children ranging in ages from 6 to 12 attended at least one of the four free soccer clinics offered by AMBUSC on Saturdays through April at Arnprior District High School. “It was amazing to see the progress the players made over the indoor sessions we ran,” said head coach Dave Tate. “We focused on the fundamentals like helping participants get comfortable moving with the ball and I’m sure they will find this experience very helpful as they move to the outdoor program.” Coaches have been contacting their players in the mini-program, which consists of those registered in the Under-4-year-old to Under-10-year-old programs this week. Next week the club will be holding meet-the-coach nights at Dochart Park. Besides meeting the coach, players will be able to come out to the field to see where their team will be practicing each week and receive
their uniforms, which this year includes: a shirt, shorts, socks and their very own ball. AMBUSC sends special thanks to Tim Hortons for supplying this equipment. There will also be a coaches meeting and training session this Saturday, May 7 at Dochart Park starting at 9 a.m. Any coaches, assistant coaches or team helpers who would like to learn more are welcome. AMBUSC will also be offering week-long Academy training camps through the summer. There will be theme days celebrating the upcoming Olympics and the inaugural AMBUSC World Cup competition with a variety of skills training and games. Summer camps
Dates for the camps are: July 4-8, July 1115 and Aug. 8-12. Coaches for the camps include university all-star players, those playing at Canada’s highest levels for their age, as well as some travelling to play in Europe a couple of which started their playing careers right here in Arnprior. ADHS open soccer season with wins over RCI The Arnprior District High School senior girls’ soccer team picked up an impressive win and a tie against Renfrew opponents as the season begin last week. The Varsity Girls kicked off its soccer season April 28 in Renfrew against the defending champions from RCI. ADHS got off to a quick start with two goals from Jessie Bryson. Amanda Birmingham added two more and Shivani Patel scored another for a 5-0 win. ADHS followed up playing host to the St. Joe’s Jaguars Monday. The girls had several quality scoring op-
portunities but could not find the back of the net. Finally, ADHS caught a break with a hand ball in the box , sending Jessie Bryson to the penalty spot. The goalkeeper made the initial save, but Bryson was able to knock home the rebound to give her team the lead. However, the Jaguars scored late in the game to end the game in a 1-1 tie. Meanwhile, the ADHS senior boys’ team edged RCI 2-1 in Renfrew April 28. Bryce Walker and Ryan Massoud scored for the Redmen.

Students focus on mercy The Renfrew County Catholic District School Board is focusing on the themes of mercy and forgiveness as it celebrates Catholic Education Week this week (May 1-6). Special assemblies, displays, prayer celebrations and service activities in district schools, including St. Joseph’s and St. John XXIII, are highlighting the many ways they promote student learning in the light of Gospel values. “Catholic Education Week provides us with the opportunity to celebrate the precious gift of our distinctive education system, and to draw attention to the significant contributions our Catholic schools make to local communities,” said board chair Bob Michaud in a news release. Among the top rodeo performers coming to Arnprior to compete in the stampede June 11-12 is Luke Morgan, last year’s world champion saddle bronc rider. The 26-year-old Australian was also named rookie saddle bronc rider of the year in 2015. “My initial goal for the year was to win the rookie title,” said Morgan. “I got lucky and did even better than that and won the gold buckle.” He won the title despite suffering a broken arm last May and a fractured a disc in his lower back in August.
Arnprior Stampede to focus on entertaining and educating

Excitement is growing as the second edition of the Arnprior Stampede is just over a month away. On June 11-12, the Arnprior Agricultural Society will once again play host to close to 300 professional cowboys and cowgirls from the International Professional Rodeo Association. Competitors representing five different countries (including Canada, Mexico, the United States, Brazil and Australia) will compete for top prizes and the right to be declared champions. Organizer Glen Howard is confident the event is well on the way to becoming one of Arnprior’s premier attractions. As well as a weekend full of rodeo events, there will be live music, camping, concessions, vendors, rides and a beer garden. The competitions include bareback bronc riding, saddle bronc riding, steer wrestling, team roping, breakaway roping, tie-down roping, barrel racing, jr. steer riding, jr. barrel racing, and bull riding. There will also be clowns, bullfighters and more to entertain all weekend. Howard reports the Cowboy Kids Rodeo education day will return on Friday, June 10. It is a fun, educational program that celebrates the historic sport of rodeo and the spirit of the Canadian West. The popular program has been offered to Ontario area elementary schools since 1995 free of charge. Rodeo Education Day introduces Kindergarten to Grade 8 students to all aspects of rodeo while increasing their awareness of Western heritage and the working cowboy. The instructors use student participation to demonstrate actual rodeo equipment and
rodeo events. Important components of the education presentation are its positive and unique substance abuse and gang prevention messages. Students learn to “cowboy up” when faced with difficult choices. The students are also going to learn about the proper way to care and treat animals, either at the farm or at home with their domestic pets. The presentation is 45 minutes long and the students will be treated to their very own mini rodeo for about an hour. Cowboy Kids is a great way to cap off the school year with education and excitement, notes Howard. As a special addition, Ontario Power Generation will be also doing a presentation on water safety at the education day. “We at the Arnprior Agricultural Society feel that because of the many waterways regulated by OPG facilities it is important to educate our youth on the safe way to be around the waterways,” Howard said. The presentation will be a fun and interesting way for the students to learn about water safety from swimming to fishing and boating, he added. “We are looking for all our elementary area schools to participate in our Cowboy Kids Rodeo Education Day,” said Howard. “We would love to have each school send a bus of 40 students to the event. If a school wanted to send more, we can always accommodate. We suggest that the schools hold a competition for the students to participate in and earn a spot for the trip. “We are not charging for the event in order for our local children to have a fun educational day that they will remember for the rest of their lives.”

Father endured long days on farm Early in the morning, this time of year, I could hear Father stirring downstairs. He would try to be quiet so as not to rouse the rest of the house, but as soon as he lit the cook stove, scraping the lids to put in the kindling, I would waken. And then I would hear Mother in the kitchen getting breakfast ready. The sun would be just rising when Father would head to the barns for the chores, returning to the house to down his breakfast and head out again for the long day ahead in the fields. Likely the binder would already be in a far-off part of the farm, left there from the day before. Our fields were long and narrow in the Northcote area, and it seemed to me, when I was so young, that when Father went beyond the West Hill, he was in another part of the country. He loved his land. Just like he loved every animal in the barns and fields. Grampa, when he came to visit from Ottawa, would say, “Albert is a true farmer.” On weekdays, Mother would pack a lunch for him to take to the back fields. But on Saturdays, I would be allowed to take the eleven quart basket, packed with sandwiches, a honey pail of tea with shards of ice in it, slab cake, and a peeled cucumber and a tomato. It was quite a feast, I thought back then. And Father and I would share the lunch together. During the days when we were at school, I knew without Mother telling me, that Father would be gone for most of the day with the binder, far back into the fields in the farthest reaches of our farm. My three brothers would be expected to hurry home from school this time of year, because they would be responsible for the evening chores. There was milking to be done, the barns to be cleaned out and made ready for the night, the calves and pigs to be fed, and fresh straw put in the stalls. My sister Audrey and I were expected to wash out the milk pails and the cream separator, put fresh cheesecloth under the lids of the milk cans, making sure everything was secure. Mother lived in constant dread that somehow a mouse would get into the milk can during the night, which Father said was an impossibility since the lids fit so tightly. But she wasn’t taking any chances, thus the cheesecloth was extra protection. We would have our supper without Father these nights. He would still be working in the fields. It didn’t seem right somehow, that he wasn’t sitting at the head of the table. But his plate would be there, just as if he could be expected any minute to come in the back door. My sister Audrey would have to say Grace, which was a much shorter version than that given by Father.

Although he wasn’t one to engage in idle chatter at meal time, nonetheless it seemed strange that he wasn’t part of our supper meal. Long after we had eaten, and redded up the kitchen, and the light of the day would have started to fade, I would go to the window and watch for Father. I would first see just a speck, and then I would see him coming over the West hill, walking behind the team, with the whippletree dragging behind them. I would watch his figure grow larger and I would feel the utmost relief that he would soon be home, safe and sound. “He’s home,” I would yell. Everett would get up and go out to the barn yard and take the team from Father, and feed them oats, and let them drink from the watering trough and then take them into the barn for the night.And Father would come into the kitchen, covered with dirt and chaff, looking like he had rolled in a dustbin. He would go to the bench at the back door where Mother would have put out a fresh basin of warm water. I would watch him splash the water over his face and rub it up his arms, and see the water turn black. He would reach up
to the huck towel and dry himself off, and it would look like he didn’t have another ounce of strength in his body. Mother would put a steaming supper before him, and I never knew whether I should sit at the table with him so that he wouldn’t be eating alone, or to leave him in peace. It never mattered how ample was the meal, it couldn’t erase the bone-tiredness from Father’s body. I used to think a long day in the fields made him look much older than he really was. At any other time of the year, Father would spend some time after supper reading the paper, with his feet resting on the oven door. But when he had been in back fields from daylight to dusk, it was all he could do to muster enough strength to plod to the bedroom, undress and fall into bed. I knew without fail, the next morning there would be a repeat of what had happened the day before, and would happen many days hence. Although I didn’t understand completely what the Depression really meant, I knew for us to survive it, Father would have to continue the back-breaking work of tilling the land, and harvesting the crops, with machinery that had seen better days. And in my prayers at night, I would offer up a special prayer for Father...that he would have the strength to do what had to be done to keep the farm going, and to keep the Depression from closing in around us.

Since established in 1980 over 16,000 trips have been completed locally as well as to Renfrew, Pembroke, Fitzroy harbour, Pakenham, Constance Bay, Dunrobin, Almonte, Ottawa, North Bay, Kingston, Cornwall and Brockville.
