Arnprior Town council will donate to Fort McMurray relief, and possibly directly to two Arnprior families returned home from the fire that engulfed the Alberta city. At the May 9 regularREGION council meeting, REGION staff suggested donating $1,000 to the Red Cross, as per past practice when it comes to international crisis. Council appreciated the gesture, but indicated people in Arnprior are giving many more thousands of dollars at various fundraisers around town. .CA .COM Residents want to give to suffering “neighbours,” as Reeve Walter Stack referred to them. “We are in (fiscal) good shape here,” Stack said. “I think we can do better.” Coun. Lynn Grinstead agreed, as did Coun. Tom Burnette, a former fire chief, who said he was lucky to only have ever faced one forest fire. He said he can’t imagine fighting the inferno near the oil sands in Northern Alberta. Mayor David Reid also agreed, saying the loss tops $9 billion and two families from Arnprior are among those suffering. “We are very fortunate here,” Reid said. “If there is a way we can get (the two local families) some money without naming them or they asking for it, I think we should.” He said it is important to be respectful of taxpayers’ money, but the response in town is apparent. Council settled on about one dollar per resident, totaling $7,500. It isn’t known how much will help the two Arnprior families, but at least $5,000 will go to the Red Cross. Coun. Dan Lynch would have liked to see more go toward the cause.

The Town of Arnprior will not charge cash-in-lieu of parking to the Lumbertown Ale House owners. Council at the May 9 meeting agreed with a staff recommendation - in defiance of the bylaw - to exempt the new restaurant at 123 John St., currently under con-

struction, despite forcing a neighbouring pub to pay thousands of dollars a few years ago for not having enough spaces. “This is a complicated issue and a difficult decision,” Mayor David Reid said. “I don’t agree with the current bylaw regulations as they apply to the downtown core.” The issue reached a controversial height when the neighbouring pub, John

Street Pub, informed council that it paid $8,000 in 2010 to open with no parking spaces. Now a competitor next door can open without paying anything. “As a small business owner, I implore council to apply downtown business regulations equally, without special treatment or exemptions granted in an arbitrary fashion,” wrote Dennis Xidous. Meanwhile, Arnprior’s volunteer firefighters were at various locations Saturday morning with a fire boot in one hand and a sign reading ‘Help Us Help Fort McMurray’ in the other. They accepted donations from those who could spare some change to help fill the boots. More than $6,500 was raised during the morning fundraising effort. Boots remained at the Antrim Truck Stop restaurant and Valley Roots in Arnprior until the end of the weekend.

The final tally for the fire departments boot drive was $7,325.15 added to that was a very generous offering of $1,300 by Gail Cameron owner of Antrim Truck Stop and Hangar Restaurant to match all donations collected at the Truck Stop, bringing the boot drive grand total to $8,625.15. All funds collected by the firefighters will be handed over to the Red Cross specifically for the Fort McMurray Fire Relief Fund,

while the federal government will match all individual donations dollar for dollar. The volunteer firefighters thank everyone for their overwhelming support and the especially the proprietors of the local businesses for allowing the use of their properties for “this amazing fundraiser.” Giant Tiger is also collecting for the fire victims. As of Monday night it had gathered $4,000.

Road, bridge work begins in earnest The County of Renfrew is gearing up for a number of construction projects now that the sunny weather is here. The Claybank Bridge on County Road 2 (White Lake Road) in McNab-Braeside is under going a rehabilitation starting in June. To prepare for work, hydro lines are being repositioned. The project will involve staged construction and lane closures; the bridge will remain open to a single lane of traffic controlled by traffic signals. Speed reductions leading up to the bridge are now in place (60 km/h instead of 80 km/hr). The county, mindful of a worker killed on Hwy. 17 recently, advises motorists to obey all construction signage, as the new speed will be enforced.

Mayor opposes parking bylaw Continued from front

And actually sides with the one before that, which treated parking spaces in the downtown core as a “global” issue. Having individual property owners responsible for providing parking spaces (a physical impossibility) or the cash sum, does not make good sense, he indicated. Reid said historic buildings that change use but don’t increase square footage shouldn’t be charged for additional parking. One way to address the situation on a global level is for the town to buy more properties and turn them into parking lots. Council decide just that an hour after the Lumbertown controversy was settled. The town will raze the former Ken’s Kitchen at the corner of John and McGonigal streets for additional parking spots. A new comprehensive parking bylaw will be put in place, as well, after the official plan is completed later this year. For now, council has asked staff to look into creating temporary provisions to guide the town and prospective business owners. Future restaurants in the downtown core, a piano bar linked to Krave Bistro and a place under construction by the former TOSH owners, could see their parking bill waived too, thanks to this decision. Reeve Walter Stack said the town is doing all it can to attract business to the downtown core. Forcing them to pay because no additional parking spaces are available is counterproductive, he indicated. Stack also pointed to the history of various property owners paying a wide range of prices. Xidous paid $400 per space. The owner of Giant Tiger paid $50 two years before that. (Though Giant Tiger built 50 per cent

of the required parking; many spots are used by surrounding businesses.) Stack suggested the current situation is not fair to owners, staff, or taxpayers. No one from either Lumbertown or John Street Pub would speak about council’s decision with media. However, in his letter to council when the issue was first discussed last month, Xidous used a few legal terms that typically arise in lawsuits. “Please ensure that all downtown Arnprior establishments are indeed treated with equal rights and respects,” he wrote. Reid said Xidous can try to sue the town if it chooses; he can also appeal council’s decision to the Ontario Municipal Board. But Reid is satisfied with his decision. “I understand and respect the comment,” Reid said. “But we can’t revisit every decision made by a previous council. I can’t let (the threat of a lawsuit) influence what I think is right.” He noted that both businesses were given three options when it comes to parking. Only one involved paying cash in lieu. The others were to apply for a rezoning or ask for a minor variance.

Greater Arnprior Seniors Council The Town of Arnprior participated in the development of an Age Friendly Community (AFC) Plan in March of 2016. More trade translates into more jobs and a higher standard of living for Canadians.” She noted that Canada is a largely exporting nation, so a deal that will reduce import barriers in other countries will allow this nation’s companies to compete on a more even playing field. “While our imports are strongly concentrated in intellectual propertybased and skill-intensive industries and products ... the very industries with the greatest potential for growth in the 21st-century economy,” Wolfe wrote. So if Wolfe’s analysis of past practice holds true, local companies in the pharmaceutical or water filtration businesses will be subordinate to the county’s forestry industry when it comes to TPP. Baird has heard concerns from few business leaders in the county, with one notable exception. Beef producers, the single largest sector in agriculture, made a presentation to county council. Their industry, like eggs, dairy and others would move from a supply management model to an open market model. Because of Canada’s cold winters, production costs are much higher than, say, Brazil’s. It is possible that beef from South America could be sold for less at grocery stores than beef produced in Canada. Even when accounting for transportation costs. It is already true for lamb; most stores carry lamb from New Zealand, not Ontario. When anxiety over impacts to the agricultural sector emerged last fall, the government announced compensation over a 15-year span to cope. The details remain cloudy. There are numerous other concerns with TPP. NAFTA hurt textiles. Few companies produce

clothes in Canada because of it. A larger deal will only make that situation worse as companies shift to low wage countries like Vietnam for manufacturing. NAFTA didn’t solve Canada’s softwood lumber disputes with the United States, either. No matter how many rules are put in place, the U.S. is so powerful that it will almost always come out ahead, say many observers. Groups such as Canadian Journalists For Free Expression call TPP “public enemy number one,” in part for the secrecy that continues to surround negotiations. No public consultations have taken place. “When unpacked, it reveals itself to be less of a positive force for social and economic growth and more of a direct and unprecedented assault on democracy and free expression,” A.T. Kingsmith wrote on cjfe.org. “It is time for concerned citizens to put serious pressure on our elected leaders to repudiate or at least redraft this partnership before its anti-democratic policies become normalized and thus practically irreversible.” Kingsmith pointed to a country’s intellectual property laws falling subject to “corporate sovereignty provisions.” That means legislation introduced by elected representatives to improve citizen access to fundamental goods and services can be struck down if it takes away from a company’s expected profits.

He cited a multinational pharmaceutical company using NAFTA provisions to force the Government of Canada to pay $500 million in reparations after it rejected two of the company’s patent applications. (Health Canada scientists determined the drugs Eli Lilly was trying to patent didn’t deliver the benefits they claimed.) Similarly, tobacco giant Philip Morris is suing Uruguay for creating anti-smoking laws. The claim is that trade deals create a parallel legal system and undermine national sovereignty. There is also worry that TPP includes a surveillance-friendly clause granting governments backdoor access to public telecommunications channels, Kingsmith wrote. “This means that Internet service providers can openly and actively record our online habits, make our browsing activities and histories available to government agencies

without a warrant, censor online content deemed to be unfavourable, and allow governments to remotely terminate access to the Internet for ‘suspicious’ individuals,” he wrote. As for workers, it remains a debatable point whether or not NAFTA helped or worsened conditions. Mexico has gained many jobs at the expense of Canada and the U.S., but remains unclear if their wages and working conditions have improved. Baird is confident that standards for both workers and the environment will improve under TPP. Other countries will be forced to adopt Canada’s progressive measures when it comes to human rights and natural resource extraction. “It should be good for the environment and employment standards,” he said. “Certification in forestry for example. They won’t be allowed to clear-cut. That’s just one

of the upsides.” However, the whole issue may be scuttled anyway, depending on the outcome of the U.S. presidential election. TPP pretty well hinges on whether or not the U.S. signs on.

Donald Trump, who will likely represent the Republican party on the ballot, is an outspoken protectionist. He vows to do whatever it takes to bring jobs back to America. Less trade is a way to accomplish that.

Valley residents rally to ‘Support the Fort’, donations welcomed Staff

Upper Ottawa Valley residents have joined their counterparts all across Canada in rallying to the aid of the victims of the massive forest fire that forced the evacuation of Fort McMurray, Alberta. Various organizations, businesses, unions, banks, restaurants, pet stores, the LCBO and Royal Canadian Legion are involved in fundraisers or making direct donations to the ‘Support the Fort’ campaign. In Arnprior Saturday, the town’s firefighters held a hastily-organized boot drive to raise funds for the fire victims. Firefighters were at both Arnprior Tim Hortons, Canadian Tire and the Antrim Truck Stop Saturday morning and had the collection

boots at the Hanger Restaurant and Valley Roots all weekend. Signs of support have sprung up all over this area. In Arnprior, Giant Tiger is collecting for fire victims and in Renfrew, Milano’s Pizza and Subs has started an ‘Alberta Strong’ campaign in support the residents of Fort McMurray. Authorities are suggesting that one of the best ways to donate is through the Canadian Red Cross. That maximizes contributions as the federal and Alberta governments are matching all private donations made to the relief agency. In a statement on the weekend, Prime Minister, Justin Trudeau encouraged everyone to make a donation to www.redcross.ca. “Today, I speak for all Canadians when I say that our hearts go

out to the families affected by this terrible fire,” he said. “We are thinking of – and praying for – the people of Fort McMurray. Though Alberta’s loss is profound, we will get through this tragedy together: as friends, as neighbours, as Canadians.” He explained that the federal government matching of private donations will be backdated to May 3 and will continue until May 31 without a financial cap. Donations of materials from clothing to toothpaste has poured into relief centres in Alberta set up to accommodate the 80,000 evacuees. A variety of offerings of places to stay and use of vehicles have been made through social media. What is needed now are financial donations, says the Red Cross. The

Red Cross has set up a special online form to make donations simpler at www.redcross.ca. People can also make a $5 donation by texting REDCROSS to 30333.

The Salvation Army is also accepting donations for those who have lost their homes in Fort McMurray. See SALLY ANN, Page 11

Learn from Fort McMurray B

e prepared. That was the message shared by the area OPP detachments and fire departments last week during Canadian Emergency Preparedness Week (May 1-7). That message couldn’t have been driven home any more dramatically when a raging forest fire suddenly turned on the city of Fort McMurray and drove about 88,000 people from their homes. Some only had minutes in which to flee for their lives. The ordeal that even the best prepared and resourceful Fort McMurray citizens found themselves facing shows the importance of being ready to react when emergencies hit. Now, it’s not likely, given our different mix of forest, that a similar fire would threaten the towns of Arnprior or Renfrew. But it could, particularly given the more extreme weather that Mother Nature has served us up recently, do plenty of damage in the backwoods of such municipalities as McNab-Braeside, Greater Madawaska, Mississippi Mills, Horton and upper Adamston-Bromley. After all, it has happened in the past. Local historian Terry Currie’s book, ‘The Ottawa Valley’s Great Fire of 1870’, tells the terrifying tale of the fire that started near Pakenham and ravaged a wide area, forcing people to jump into the Ottawa River or take refuge in their wells. That fire was fueled by a forest and grasslands made tinder dry by months of drought and driven by fierce winds. By the time it died out, it had wiped out more than 3,000 homes, most of them farms, between Arnprior and the western section of Ottawa. The fire was caused when workers burning

bush along the new rail line let it get away from them. It goes to show that when local fire departments impose burning bans they do so for good reason. And when they plead with people to be careful with campfires and cigarettes when out in the bush, it’s because the consequences of a momentary bout of carelessness can be devastating. The cause of the Fort McMurray fire may never be determined, but there is a good chance it was caused by human activity. So while we can all do our best to ensure man-made emergencies are kept to a minimum, there is always the chance that an act of negligence or an unavoidable disaster, such as an earthquake, tornado or flood, can trigger an emergency. And such catastrophes can occur out of the blue. That’s why it is vital the public take heed when firefighters and police officers urge them to be prepared to evacuate almost instantly and have enough emergency rations on hand to be able to survive on their own for at least 72 hours (and as Fort McMurray teaches us, keep your vehicles gassed up if you can). The rallying of people across the country in support of the Fort McMurray evacuees is indeed heart-warming. But for the first few hours of the emergency, many of that city’s residents had to rely on their own fortitude and foresight to ensure their survival. While hopefully Upper Ottawa Valley residents will never be tested in such a way, it is hoped we would show the same level of preparedness and survival smarts if disaster does strike.

What a difference a wind makes With spring now in full swing, birders (a.k.a. birdwatchers) are out in full force, eagerly searching for newly arrived migrants that have been absent from their areas for more than half a year. Usually by this time in May, most of the birds that nest locally have returned while those that live farther north are still passing through in healthy numbers. Thus, in May birds can usually be found actively flitting about and singing everywhere, which makes being outside an invigorating necessity for anyone who enjoys looking at these feathered treasures. Points of land jutting out into the Great Lakes are particularly good sites to see migrating birds in spring, so recently I visited Prince Edward Point, one of the best places for migration in eastern Ontario. Although I went there not a weekend but on a weekday, I was surprised to encounter quite a few

Michael Runtz Nature’s Way birders. But although there were some birds, they were certainly not present in the numbers everyone expected them to be. Just past the Prince Edward Point Observatory where volunteers place numbered bands on the legs of songbirds captured in mist nets, there was a reasonable amount of song, primarily from Yellow-rumped Warblers. However, instead of encountering warblers and other songbirds filling the trees all through the Point, there were often periods of time when not a single bird could be found.

So what was the reason for the relative lack of birds? Songbirds have certainly been declining in numbers over the past few decades, so was that the reason behind the relative paucity of birds? Actually, this time it was not. The main reason that there have been fewer birds at Prince Edward Point as well as at some of the other good birding sites in Ontario is the wind. Most songbirds migrate at night, usually flying between 300 and 500 kilometres by dawn, and the best nights for major movements are when south winds are blowing. South winds are tail winds that help the little birds conserve energy when they fly. Head winds cause birds to expend more energy and thus most nocturnal migrants generally wait until favourable winds arrive to help them on their northbound journey. For the past few weeks, winds from the north have prevailed, and as a result there has not been a major

Now it is obvious that some birds have migrated here because there certainly is a spattering of warblers and some larger birds such as Baltimore Orioles in our area. But overall, not that many have arrived, and

those mornings in May when flocks of birds fill the trees with song and movement have not yet arrived. But when the first south winds blow strong there will be a dramatic change in bird life, one that will keep birders happily occupied all day long. Nature’s flights to our

Jeanne (Blair) Simms and Wayne Simms passed away peacefully with family by their sides in London, Ontario. Wayne passed on October 4, 2014 in his 80th year and Jeanne on February 10, 2016 in her 84th year. Loving parents to Lee Anne Simms and Carolyn Derksen (Robert). Jeanne was born in Almonte, Ontario March 1, 1932 to parents Les Levi Blair and Claire Violet Steen. Jeanne had a beloved older sister Lois (July 2012) who she adored. Wayne was born December 8, 1934 in Brantford, Ontario. Parents Helen Christina McWhinnie and James Brown (captured as Captain at Dieppe, World War II, became a major after the war). Helen later married Raymond Simms, lawyer. Jeanne and Wayne met in 1955 at a dance in Kingston after a Queen’s football game and were married in Napanee in the summer of 1956. Wayne graduated Queen’s University as a Civil Engineer. He worked for the Ministry of Transportation for 35 years. Wayne loved antique cars and belonged to many car clubs over the years and even collected his own fleet of cars. Jeanne graduated University of Western Ontario with a Bachelor of Arts degree and was a teacher before and after she raised her daughters. Jeanne loved her hometown of Pakenham, home of the 5 arch stone bridge. Jeanne grew up tap dancing at various venues around Ontario. Jeanne completed many film projects throughout her life including a series of documentaries about Canadian authors. She received many video production awards and film awards from McLean Hunter TV and the National Film Board. Jeanne and Wayne both shared a wonderful sense of humour and a love of music. They will be greatly missed by all their family and their many friends. There will be a service/interment for Jeanne and Wayne Monday May 23 at Pakenham Union Cemetery at 11:30 a.m. All Blairs, Steens and Pakenham friends are welcome.

Malcolm Smith of Cox’s Cove NL and formerly of Arnprior ON passed away peacefully in hospital from heart failure on May 6th, 2016 at the age of 54. Loving partner of Betty Best, stepfather of Shelley and grandpa of James. Malcolm was the beloved son of Louise Blanchet-Smith (Ron Allen) and the late Jack Smith. He is lovingly remembered by his sister Jacklyn Billings (Preston) and brother Andrew Smith (Barb McNulty Smith) and by his niece Mackenzie Moreland (Robbie), nephews Justin and Carter Smith and great niece Madison Moreland. Vale, Glenda Anne (Nee Stubinsky) September 24th, 1948 – April 28th, 2016 We are saddened to announce the passing of Glenda Vale, after a lengthy battle with cancer on Thursday, April 28th, 2016. Survived by her mother, Jessie Stubinsky and predeceased by her father Frank Stubinsky. Lovingly remembered by her partner, soul mate and best friend, Norm Vale. Loving mother to Barbara McLaughlin (Chris Bilyk), Marcy Montpellier (Gates Montpellier) and Michael McLaughlin (Shelly Snow). Glenda was the very proud grandmother to Robbie Allard, Alex Allard, Josee Fauvelle, Jade Bouffard, Brayden Bilyk, Jared Bilyk, Sarah Snow and Shane Snow. She is remembered fondly by her sisters, Elaine Gorra (Bob), Dianne Moran (Brian) and Debbie Guthrie (Steve Meincke). Originally from the Ottawa Valley, Glenda enjoyed spending time outdoors, especially with Norm at camp (Bird Lake), tending to her flower gardens, feeding the chipmunks and ensuring the birds were always well fed. One of her favourite ‘getaways’ with Norm was Casino Rama. Glenda loved animals. At her request, donations to Pet Save, or the SPCA would be greatly appreciated. As per Glenda’s wishes, there will be no visitation or service. A private family service will be held at a later date.

NATHAN LECLAIRE November 21, 1981 to May 13, 2009 In Memory of our dear Son, Brother and Uncle. It is seven years now Nathan, nevertheless you remain as close and dear to our hearts the same as when you left us that day. For as long as we breathe, we will grieve and ache for you, because love does last forever. Because I have endured the depths of grief I find there were gifts that evolved from this journey. The best gift of all Nath was just being your “Mom”. I also feel joy when it comes our way much deeper than before. I am much more grateful beyond words for small blessings, take absolutely nothing for granted, spend little or no time on trivia and am truly thankful for any pleasures and happiness that comes our way. On a lighter note Nath, your Dad is doing okay, back to work for the summer. Ryan and Charlie are doing well. Charlie just made his First Communion recently. He was all dressed up and was so handsome, just wanted to hug him. Going to be eight this summer. Now for the “Ultimate”. We are going to be grandparents again! Devin and Hailey are pregnant!! We are ecstatic! We are just back to the Cottage and going to renovate the trailer into a sleep camp for when cousins and friends stay. Sherrill and Don are a great help to us. What a great family we have. Without them it just wouldn’t be the same up there. How you used to enjoy your Aunts, Uncles and Cousins. Heidi and Katie are still with us, however they are both twelve and showing their age. Looking forward to our many fish fries this year. Your favourite fishing spots on the lake are now landmarks. You were so caring and thoughtful in so many ways Nathan. I will cherish those moments forever. I know you are kept busy taking care of Gramps! Such a consolation knowing that you have each other. Wrap your arms around them Lord and let them know they are loved until we get to your land above. Love Mom, Dad, Ryan, Charlie and Devin.

August 28, 1950 – April 4, 2016 It is with great sadness that we announce the death of David William Jennings, unexpectedly on Salt Spring Island BC. David was predeceased by his son Michael. He is survived and greatly missed by his 3 children, Amanda, Lily (Damien) and Stephen (Jaymee) of Ontario. He adored his grandchild Riley and was always ready to show a picture of her. He will be sadly missed by his sister Joy Coupland (Alan), his niece Louise Faulkner (Tony), and nephew Andrew Coupland (Megan). David was born in Birkenhead England. He was a trained chef and once cooked for the Queen. He owned and operated an Inn in Wales before moving to Canada in 1976 to join his sister. He was an avid fan of motorcycles and racing. He spent many months at the Isle of Man racing and watching. It was common to find engines and car parts hidden under the kitchen table for David to work on in his spare time. During his time in Ottawa he worked as a chef and manager at several exclusive restaurants, and eventually for the government managing large food establishments. He was always greatly loved by his staff and co-workers, always ready to have a good laugh and help out. In 2006 he moved to Salt Spring to escape the winters of Ontario. He had several jobs and was fondly known as the British Pie Man to those who enjoyed his delicious cooking. He settled best at Mouats Home Hardware, and was always friendly and ready to help. He enjoyed going to work and his co-workers. David will be remembered by his family and friends as a positive, happy, friendly and kind person who touched the hearts of many people. There will be no service on Salt Spring by the family. There will be a Celebration of Life in Ontario at a later date.

Downtown construction paves way to improved access for O’Brien Theatre Downtown Arnprior is getting a facelift this summer and improved accessibility is top priority. John Street will see upgraded sidewalks and curbing that will enhance pedestrian access, says Lindsay Wilson, marketing and economic development officer for Arnprior. The revitalization project started May 3, and is slated to be completed by the fall of 2017. The two-year phased construction project is being called the largest self-funded investment ever made by the Town to rehabilitate aging infrastructure and provide an enhanced streetscape with improved accessibility in Arnprior’s downtown core. “This project includes the reconstruction of sanitary sewers, storm sewers, water mains, roads, curbs, sidewalks, streetlights, and the traffic signals at the intersection of John Street and Elgin Street, and will brighten Arnprior’s downtown streetscape with new trees, planters, and street furniture.” The 2016 phase of the project, construction on Madawaska Street and John Street North from Madawaska Street to William Street West is slated to be completed by fall. Many downtown businesses are turning the construction into an opportunity to improve customer access.

We extended the balcony of 1923, moved the bathrooms to the main floor (from basement), moved the concession area back to allow more room in the lobby, put in new seats and new projection gear.” The exterior renovations this year are part of an ongoing plan to upgrade and modernize the O’Brien Theatre, while paying homage to its unique history. “We hope to add one or two more screens, as well as a large awning and O’Brien sign similar to the 1930 model.” The O’Brien Theatre, at 147 John St., is open daily, with weekend matinee shows as well. “We run absolutely up-to-theminute movies with much lower prices than the city. A family of four can come to the movies and get drinks and popcorn for under $40,” says Kevin.

An impressive impact was made by over 50 volunteers as they scoured ditches and parkland for trash and recyclables. All told, close to 2 tons of garbage, metals and various recyclables were recovered and over 57 km of roadside ditches were cleaned. Event coordinator was Rec Committee member Teresa Bahm and she was pleased with the results and plans on making the event even better in 2017. A special thank you goes out to event sponsor Tim Horton’s Arnprior on Staye Court Drive for their provision of coffee and treats to our volunteers as well as support material such as garbage bags. We appreciate the efforts of participating groups such as members and families of the McNab/Braeside Recreation Committee, Valley Roof Truss, Boy Scouts, Cameron Woods Homeowners Association and McNab/Braeside Firefighters. Members of the Arnprior junior wrestling team recently travelled to Baltimore, Ontario for the Provincial Youth Festival. It was one of the largest turnouts of wrestlers and teams in the last couple of years. The teams came from Thunder Bay, Windsor and many towns in-between. This tournament has wrestlers from Ontario to Newfoundland competing for two days. This will be the last tournament of the season for the girls.

Godspell hits the St. Joe’s stage next week with five Arnprior students Tiffany Lepack

A special anniversary is bringing back a well-loved musical to a Valley school. St. Joseph’s Catholic High School is celebrating its 10th year putting on musicals and is going back to its first-ever production. Godspell will hit the stage on May 17, 18, 20 and 21 at 7 p.m. Tickets cost $10 and can be purchased at the school or at Aikenhead’s Drug Store.

Musical director Kevin McSheffrey thinks the school has a tradition of really good musicals. “Godspell was the first one we did and it was always our idea to revisit it,” he said. working so hard,” said MacDonald. “The first time I heard them singing I got goosebumps.” The show is based on the Gospel of Matthew following the disciples coming together with Jesus forming a community to the crucifixion. JP Cassanto, from the Braeside area, has been in four other shows at the school and this time he has the main role of Jesus. “It’s a 1970s musical, but we have modernized it, it’s not the same. We have adapted it to a more modern audience,” said Cassanto. Levi Huyer from the Burnstown area is playing Judas and John the Baptist, he encourages people to come out to the show. “The music is really quite beautiful,” said Huyer. “People should come out because it’s a chance to see people having fun on stage.” He admits it has been a lot of hard work but he is enjoying the experience. Eunice Cassanto is in the ensemble and has really liked the chance to make new friends and doing something she loves. “We have put a lot of effort into it,” said Eunice. “It’s a good to be able to show that to everyone.” The cast is made up of grade 8 to 12 students with five students hailing from the Arnprior area and 10 from Renfrew. They started rehearsals in February and have been practising twice a week, lunchtime and more.

Planting your own garden is a rewarding activity that will not only save you money but will also provide you with vegetables overflowing with goodness and flavour. Benefits of rainwater for gardens promoted in sale of rain barrels The Ottawa Valley Food Co-op has recently launched a rain barrel sale to raise funds to offset its operational costs. The fundraiser recognizes the need for and the value of rain barrels in maintaining the health of home gardens and the environment. There are a number of benefits to maximizing the use of rainwater in growing a garden. When captured before it hits the ground, rainwater is free of the pesticides, pollutants and chemicals it otherwise often gathers when running across streets, sidewalks and lawns. Rainwater also has the benefit of being a similar temperature as the air, and does not shock plants’ roots like tap water does. Overall, rainwater is a healthier option for plants. Making sure your plants are predominantly watered by rain can require some advance planning, especially with unpredictable weather. Rain barrels allow people to collect water through the rainy season for use during

dry summer months. Water from a rain barrel can be used to wash vehicles or water lawns, and the water can be used to clean floors and do laundry. As well, having a source of stored water can be beneficial if an emergency ever arises. Local residents can keep their gardens healthy and well-nourished by ordering a rain barrel in advance of the Sunday, May 29 pick-up date at the Rankin Culture and Community Centre. Orders can be placed at www.RainBarrel.ca/OVFC. Make a day of it. As well as picking up a rain barrel, take in other events at the community centre between 10 a.m. to 3 p.m., including gardening presentations, an East Indian cooking workshop, a pop-up farmers market and more. Spring the time for pet grooming Ian Stupp Pet Talk

With the winter behind us, attention turns to that awful smell coming from our pet. At this time of year we all go through the same ritual called spring cleaning and for your pet there’s nothing like a good professional grooming to start the spring off right. For some of us winter has been a time of enjoyment and with that comes a very thick undercoat probably blowing out all over your house, your clothes and the car. Ever wonder how a pet’s hair can be found in a freezer bag placed all the way in the back of your freezer. Now is the time to give your pet the once-over. For the long thick-coated dogs and cats, I would recommend having a professional groomer remove the undercoat followed by daily or weekly home grooming sessions (depending on the breed). This will keep the coat in a manageable state in-between grooming visit. As we get into the warmer months, many owners will opt perhaps for a shorter clip. As for the shorter coated dogs and cats, a good

bath and brush would probably do the trick. Having your pet’s coat in perfect shape not only leads to a healthier pet but a happier home owner. BE PREPARED

Regarding the wild fires in Alberta – are you prepared in the event of an emergency? In an emergency, the following items would be useful. A few flashlights with extra batteries and bulbs, three days of bottled water, three days of pet food, a pet medical kit, a bowl for water and a bowl for food, a pet carrier available, spare cat harnesses for cats and collars and leashes for dogs, extra medication for your pet, water proof matches, blankets and towels, emergency numbers, an escape route out of your home, a safe spot where the family will meet once outside the house, and extra cash. Practice leaving your home with your pets as fast as you can (a fire doubles in size every three minutes) and become familiar with the route, so in case an emergency occurs you will instinctively react and safely vacate your home with your pets.

Always have a back-up plan just in case the primary exit route is blocked. Keep a charged cell phone next to your bed just in case your home phone is down and you need to get help. Remember to always have a full tank of gas since you never know when you may have to make a quick exit. You should have batterypowered fire alarms on every floor of your home. Fire alarms should be tested and the batteries replaced at least once every year. You should have a fire extinguisher on all floors of your home and one in the kitchen. You can also purchase a fire blanket that can quickly and effectively extinguish small fires without the need of messy fire extinguishers (if interested, contact me for more info). Remember, in an emergency quick execution of your exit plan can mean the difference between life and death. Are you prepared! Bologna was special treat when visiting Briscoe’s General Store

B

riscoe’s General Store, to me, was just about the most exciting place in all of Renfrew County. If Father had to go to buy some nails, or coal oil, or maybe some leaf tobacco, I would beg to go with him. As soon as I went in the door, I could smell the maple cookies in the tilted box, and the smell of rubber boots hanging from a rafter, and then deeper inside, the scent of molasses in the wood barrel at the back of the store. Across the store, about half way down, was a glass counter where meats and perishables were kept. And inside was my very favourite food in all the world. It sat on a white enameled tray, and to me, it looked like it weighed at least 20 pounds.

MARY COOK Memories It was a big fat roll of bologna ... of course, we simply called it balony back then. I would rather have a slice of balony than a box of cracker jacks, or a bunch of butterscotch suckers which came bundled up with an elastic band. Mother knew how I loved balony. And if there were a few pennies left after she bought what was on her list, she would say to Mr. Briscoe, “I guess we’ll have a slice of balony, too.” He would take out the big roll, and with a butcher

knife that looked like it would do harm to an elephant, he would slice off a thin piece and hand it to me, without benefit of even a piece of waxed paper. It wouldn’t make it to the door and the buggy! I would roll it into one long piece, and devour it right on the spot. And then one day, after Mother had finished her list, she again said I could have a slice of balony. Well, was I in for a surprise. Mr. Briscoe went behind the counter, took out the big roll, and there was a brand new piece of ma-

chinery to cut the baloney slices. He put the roll on a tray attached to it, clamped the meat down with what looked like a fork, and turned a crank, and as neat as you please, off came a perfectly cut slice of balony. The only problem was, the machine cut the meat very thin, and I decided right then, I wished he had used the big butcher knife, but said nothing, so glad was I to get my favourite treat in the world. Mr. Briscoe had what Mother called ‘a soft spot’ for the children of Northcote. No child ever left the store without being handed a humbug. Now, I hated humbugs with a passion. They were light brown with stripes in them, and tasted like something you would take for a sore

throat, and the taste stayed in my mouth for ages. No, I had no use for humbugs, but good manners demanded I thank Mr. Briscoe as if I had been given a whole quarter. But as soon as I got out the door and into the buggy, I threw the humbug into the ditch on the way home ... without Mother seeing of course. Well, one day, just as we were about to leave the store, Mr. Briscoe reached into the candy jar that sat on the end of the counter, and pulled out the usual humbug. I decided then and there I would do something that demanded every ounce of courage I had in my body, but would settle the humbug issue once and for all. “Mr. Briscoe,” I said in my best Sunday school voice. “Would you mind very much if instead of the

humbug, I could have a slice of balony?” He dropped the candy back in the jar, went to the counter at the back of the store, took out the roll, and using the brand new machine, cut me a slice, and handed it to me. Ever after, whenever we went to the store, Mr. Briscoe, when we were ready to leave, would go to the meat counter and slice a piece of balony for me on his new machine. This year marks the start of the fourth annual ‘Keep the Wheels Turning Yellow Envelope Mail-out Dare to Care’ campaign in support of the Para Transit Care Coach. The Care Coach is the only specialized transportation service for persons of all ages and needs living in Arnprior and McNab-Braeside. Because the operation of the Para Transit Care Coach relies totally on fundraising, local financial support continues to be the main reason the Para Transit Care Coach will continue to provide for the residents of Arnprior, McNab-Braeside and certain areas of West Carleton that includes Fitzroy Harbour, Kinburn, Woodlawn and Dunrobin. While not within the coach’s main territory, the Care Coach has made trips to Pakenham, Almonte, Ottawa, Belleville, Lake Simcoe, Renfrew, Pembroke and North Bay. Since Feb. 4, 2008, 16,369 trips (which included 10.787 wheelchair and 5,582 ambulatory clients) have been provided to citizens, no matter the age, all who require specialized transportation service. The Care Coach provides a vital service while maintaining independence for those who may not be able to leave their homes in comfort or in a secure manner. Independence, a human right for all, is maintained. “Without the Care Coach Service, I would not be able to attend my job at Valley Heritage Radio in Renfrew or volunteer regularly at the Fountain in Arnprior. I am very thankful that the service is there for me and for the friendship developed with Colin (Borshevsky) and other drivers,” commented Leonard Laventure of Glasglow Station. The first donation made May 3 to kick off this year’s Care Coach campaign comes from Dana Visneskie, owner of the Ottawa Valley Thrift Store, ‘the little store that gives back to the community’ at 89 McLachlin St. in Arnprior. Accepting the $900 donation to the ‘Yellow Envelope Mail-Out Dare to Care’ campaign to Keep the Wheels Turning is Arnprior-Braeside-McNab Seniors at Home executive director Dennis Harrington. low Envelope Campaign is $30,000, which represents the amount required to cover the driver wages (non-funded amount). The total cost to operate the ABMSH Para Transit Care Coach is as follows: wages $30,000; fuel $4,300; insurance $1,284; license $82; communications $1,500; and maintenance $3,000 for a total of $40,166. The public’s continued generosity is imperative to make sure this essential service remains active and viable in the community. By the end of May, every household within the Arnprior, McNabBraeside, White Lake, Burnstown, and the West Carleton communities of Fitzroy Harbour, Woodlawn, Constance Bay, Dunrobin and Kinburn will have received a

letter in the bright yellow specially designed envelope requesting financial contributions. “As we launch our 2016 Yellow Envelope Mail-Out, I would like to thank everyone for the past donations received over the past eight years. Your continued generosity is a must to make sure this essential service remains active and viable in our community,” said Harrington. tHe pURpose AnD intent of the Official Plan Amendment is to amend the current surplus farm dwelling policy in the Community Official Plan regarding the severance of a farm dwelling deemed to be surplus to a farming operation. The intent of the amendment is to remove the limitation that only allows for the severing of a surplus farm dwelling for a dwelling built prior to 1978.

Since June 2015, the Municipality of Mississippi Mills (“Municipality”) has been undertaking a Study to assess the short-term rated capacity of the water supply system, building upon recommendations from the related Water and Wastewater Infrastructure Master Plan (Almonte Ward) completed in 2012. Through the Study, the Municipality is considering opportunities to gain additional short-term potable water supply using existing (or limited new) infrastructure in advance of major upgrades to the system to meet long-term servicing needs. As part of the process, background information was reviewed and alternative solutions were developed and evaluated based on several criteria, including impacts to the natural, social, cultural and economic environments. A hydrogeological evaluation was also completed to assist in determining the preferred alternative.

This Study is currently in Phase 2 of the Class EA process and based on work completed to date, it has been proposed that increasing the rated capacity of Wells 7 and 8 by implementing limited infrastructure upgrades is preferred to address the Municipality’s short-term increase in water supply demands. Public consultation is a key component of this Study. The Consultation Plan provides for one Public Information Centre (PIC) during the Class EA Study to review the problem(s) and alternative solutions, as well as the proposed preferred solution. In addition, there will be an opportunity to review the Project File of the Study a few weeks following the PIC. A subsequent notice will be issued at that time.
