While the Arnprior Chronicle-Guide office in town will be closing for the last time next Wednesday, June 22, the historic weekly newspaper, which has been serving the community since 1879, will continue as strong as ever. The local paper, which has operated out of 8 McGonigal Street West since 2009, will close that office at the end of Wednesday and relocate staff to the Metroland office at 35 Opeongo Rd. in Renfrew. Peter Bishop, Vice President and Regional Publisher with Metroland East, assures readers and advertisers that everything else will remain the same with regards to the newspaper. “These are challenging times for the newspaper industry as a whole. “This decision was not taken lightly but will help ensure that the future of the Chronicle-Guide remains very much intact,” he said. “The newspaper will continue to feature the community-focused news, photos and features that readers have come to expect over the years.” Instead of at the office, local papers will now be available at the Peebles Lotto Centre in the Arnprior Shopping Centre at 375 Daniel St. South. Arnprior Chronicle-Guide carrier distribution will continue as normal. The general office phone number will now be 613432-3655 or toll-free 1-800-884-9195.

Climate plan anti-democratic, bad for economy: Yakabuski Derek Dunn

derek.dunn@metroland.com

The Ontario Liberal government’s “top down” climate plan is anti-democratic, according to local MPP John Yakabuski. Ontario’s new Climate Change Action Plan released last week aims to continue to reduce greenhouse gas pollution by accelerating the use of clean technology. Yakabuski and the PC Party now agree climate change is real and is man-made, but they don’t like Premier Kathleen Wynne’s strategy of forcing changes on people and business. “We are completely on board and recognize this challenge is real. But you can’t dictate to people,” Yakabuski said, adding that industries were not consulted. “Just because you want something to happen doesn’t mean you can make it hap-

pen in the time you want it. That is not democratic. “The people need to be part of the process.” He also takes issue with the Liberals’ way of framing climate talk as an us-versusthem situation. Anyone who disagrees with them is labelled a climate change denier, Yakabuski said. “Nothing could be further from the truth,” he said. “Everybody agrees we have to reduce the amount of carbon in the atmosphere, but without having to devastate our economy.” The Climate Change Action Plan and cap and trade program, according to a government press release, form the backbone of Ontario’s strategy to cut greenhouse gas pollution to 15 per cent below 1990 levels by 2020, 37 per cent by 2030 and 80 per cent by 2050. The government will report on the plan’s implementation annu-

ally and renew the plan every five years. “The plan outlines the key actions the government will take to combat climate change, create good jobs in clean tech and construction, increase consumer choice and generate opportunities for investment in Ontario,” reads the press release. The actions include: * Establishing a green bank that would help homeowners and businesses access and finance energy-efficient technologies to reduce greenhouse gas pollution from buildings. * Creating a cleaner transportation system by addressing greenhouse gas pollution from cars on the road today, increasing the availability of zero-emission vehicles on the road tomorrow, deploying cleaner trucks and making transit more available. * Halting the ongoing rise in building-related emissions

JOHN YAKABUSKI by giving Ontarians more choices, incentives and tools to make the right energy choice for their homes and businesses, by providing better information about energy use by buildings and homes, and making new buildings increasingly energy efficient over time. * Making Ontario one of the easiest and most affordable jurisdictions in North America for homeowners and businesses to install or retrofit clean-energy systems such as solar, battery storage, advanced insulation and heat pumps, while helping to protect and support lowincome households, vulnerable communities and many renters from the cost impacts of carbon pricing. * Supporting a carbon market that drives the lowest-cost greenhouse gas emission reductions. Actions in this plan, supported by cap and trade proceeds, will help business and industry make investments that reduce greenhouse gas pollution.

This will help save energy costs, improve productivity and global competitiveness, and protect and create jobs. * Working in partnership with First Nations and Métis communities to address climate change, with actions guided by Traditional Ecological Knowledge, and helping to build capacity in these communities to participate in the economic opportunities that may arise from these actions. * Building on progress, leading by example and acting on opportunities to make government operations carbon neutral. Ontario will achieve this by reducing greenhouse gas pollution across our facilities, operations and procurement. * Ensuring that natural, agricultural and forested lands are used in ways that are efficient, sustainable and enhance the removal and storage of carbon from the atmosphere while working with Ontario’s waste sector to leverage different practices and technologies to capture greenhouse gas pollution that would otherwise be released into the air. “Ontario is a world leader in the fight against climate change. We are committed to creating a low-carbon economy that will drive innovation, create more opportunities for business and industry, and generate high-

value jobs,” Wynne said. “Our government’s climate change action plan is laying the foundation for cleaner air, a healthier environment, a stronger economy and a better future for our children and grandchildren.” Yakabuski said the $8 billion plan is made to look like “all carrots and no sticks,” but that the revenue to pay for the new incentives must come from business and taxpayers. The Progressive Conservative energy critic also doubts the viability of converting natural gas usage to electricity. The additional wiring and other hard infrastructure costs, the existing maxed-out electrical grid, and the prospect of $150,000 added to new homes for the conversation, all make the plan untenable, he said. “It’s a shell game. They need to raise the money from somewhere,” said the Renfrew-Nipissing-Pembroke MPP. “People are at the brick now with regard to energy costs.” Asked if the forestry and agricultural industries will face restrictions, Yakabuski indicated that input costs could skyrocket. “If costs go up, that affects demand,” he said. “The bottom line is we can accomplish what is necessary without destroying our economy.”

Town expands weed control program beginning in late June Derek Dunn

derek.dunn@metroland.com

It will be difficult for weeds to grow on any sidewalk in Arnprior this summer. The municipality’s pilot project, started two years ago along main roads in town, will spread to all sidewalks starting later this month. “It was very successful,” said Deanna St-

reifel, the town’s environmental engineering officer. She said staff was asked to study the viability of expanding the program because it worked so well the first time around. Even last year – rain and hot – wasn’t a bad year for weeds on the controlled sidewalks. All sidewalks and curbs will be sprayed in late June or early July with an eco-friendly product, Streifel said.

With fewer weeds to deal with, staff should be freed up to do more grass-cutting and other maintenance work. Although council was not prompted by complaints, the program started with a desire to clean up the gateways into town. And the cost increase is considered “manageable.” The pilot program cost $22,000 for two rounds of weed control and fertilizing in parks and three rounds of weed control on WHAT'S ON INSIDEOTTAWAVALLEY.COM • • • • • • • •

sidewalks. An additional $2,900 was needed for wild parsnip and poison ivy. The plan this year was to more than double the treated areas, 169,000 sq. ft. to about 351,000. The budget was $23,300, with Sparton Gardens winning the contract for just over $19,000. However, the new plan is to spend about $29,000 to cover the entire town, over 1.3 million sq. ft.

Students honour long-time principal Continued from front

And with his fine sense of humour, the odd jokes about his stature made it into speeches by both student Nic Edge and teacher/counsellor Phil Moore. But they also included moments of sincerity and admiration. “His door was always open and he would never say no,” Edge said. Then, together with student Kirsten Trafford, Edge presented a token of appreciation to Farmer. Moore described him as a hard worker who, during a conflict, tried to find a solution for all. He was quick to compliment, supported all extracurricular activities, and helped many students behind the scenes.

“However, the biggest thing that Neil did was fight tooth and nail in many creative ways to help keep valuable young staff here who were constantly being affected and losing their jobs due to declining enrollment,” Moore said. “Finally, Mr. Farmer has always been extremely supportive of staff and proud of all that ADHS staff and students accomplished year after year and will always continue to be an ADHS’er at heart, no matter where his job takes him.” Moore presented Farmer with a special Big A award. Opeongo High School principal Tom Havey takes Farmer’s place next school year. He, too, is a graduate of ADHS.

Arnprior welcoming two new doctors, says goodbye to another Staff

Arrnprior is getting two more doctors to practice in the area. The “exciting news” was announced Tuesday by the Arnprior and Area Physician Recruitment Committee in a news release. In

conjunction with the Arnprior and District Family Health Team and Arnprior Regional Health (ARH), the committee reports the two new family physicians will set up practice in Arnprior later this summer. With several local doctors on the verge of retirement and many residents on a waiting

I would like to express my gratitude to Dr Petryk, and to his clients that in my first month here in Arnprior, have given me the opportunity to treat their dental needs. I aim to exceed your expectations in fulfilling any and all of your oral health care requirements. list for a family doctor, the infusion of physicians is greatly needed. Dr. Michael Fishman, a recently graduated family physician, will join the Arnprior and District Family Health Team on Aug. 1. Dr. Fishman will have hospital privileges at Arnprior Regional Health, in addition to being the primary care physician for the majority of Dr. Mark Robson’s family medicine practice, upon his retirement. Dr. Fishman will not be taking on any new patients at this time as his focus during his first year will be on becoming familiar with existing patients, and continuing to provide excellent primary care. Dr. Hang Shi is another recently graduated family physician, with additional training in anesthesia. He will also be joining the Arnprior and District Family Health Team as of Sept. 1. Dr. Shi will also have hospital privileges at ARH where he will be providing inpatient care and anesthesia coverage. He will be the primary care physician for the minority of Dr. Robson’s practice, and hopes to expand his family practice starting in December. The Arnprior and Area Physician Recruitment Committee thanks the physician group for their efforts in recruiting the two new doctors. Furthermore, a big thank you to the Town of Arnprior, Township of McNabBraeside, and community businesses for their financial support. The committee also acknowledges the “significant investment” made by ARH in renovating a large space in

the Primary Health Care Centre to create a family practice clinic space large enough to house six physicians. With these new additions, Arnprior will now have 15 family physicians including doctors Gordon, Schriver, Vilis, Kiskis, Morrison, Boersma, Rivington, Suzuki, Becker, Kurian, Nejad, Fitzsimon, and McCarthy. Their collective experience is 334 years, with the majority of those years in service to the primary care needs of the community. “We are indeed thankful for their many years of dedicated service,” says the committee. “Finally, we would like to take this opportunity to say a special thank you to Dr. Robson, who retires this summer,” adds the committee. Dr. Robson has been practicing medicine in Arnprior since 1981, operating a large family practice as well as working as a GP anesthetist, ER physician, and hospitalist at Arnprior Regional Health; and as a coroner for the Renfrew County. His “tremendous commitment, experience, patient centered approach, professionalism and excellent sense of humour will be greatly missed by his patients and colleagues,” notes the committee. “We wish him all the best in his retirement, and thank him for his many years of service to our community.” Residents in need of a local family doctor are asked to register with Health Care Connect at 1-800-445-1822, or after Oct, 1 they can also visit the Arnprior and District Family Health Team website at www.arnpriorfht. ca to submit a name and contact info online.

Scottish Festival: Pipe bands, Celtic games, boat rides and much more Staff

At least four pipe bands, a black musket squad, boat rides, archery demonstrations and Celtic minigames will be among the attractions at the annual Scottish Festival Sunday, June 26 in McNab-Braeside. The event is a key attraction of McNab Days, a celebration of the township’s heritage and community. It will run from noon to 5 p.m. at scenic Waba Cottage Museum and Gardens in While Lake. The other main McNab Days event, Riverfest at Red Pine Bay in Braeside, is set for Saturday, June 25 from 11 a.m. to 3 p.m. McNab Days wraps up with the traditional Canada Day celebration July 1 in Braeside. HIGHLIGHTS

As for the Scottish Festival, one of the main highlights will be the performance of the massed bands as they march onto the grounds at 1 p.m. (The bands will also entertain at closing). Scheduled to attend are the Arnprior MacNab Pipes & Drums, Renfrew Highland Pipes & Drums, Kemptville Legion Pipes & Drums and the 78th Fraser Highlanders of the Fort Glengarry Garrison (Ottawa) Pipes and Drums. The 78th Fraser Highlanders will also bring Black Powder Musket Squad. Students of the Campbell School of Highland Dance and the Caps Lock Quartet, one of the top five quartets in Ontario with a repertoire of newer and classic Barbershop harmonies will also entertain and Renfrew-Nipissing-Pembroke MPP John Yakabuski might be persuaded to sing a song or two. The festival will also include children’s Celtic minigames and activities, boat rides courtesy White Lake Marina, a McNab archery program demonstration and food and craft vendors. And all this for just an admission of a goodwill donation.

Organizers suggest festival-goers consider bringing hats, shade umbrellas, lawn chairs, sunscreen and a camera. A free shuttle will be available from a secondary parking lot to help with traffic control. For updated information on the festival, visit http://hamish7300.wix.com/scotfest2016. RIVERFEST

Riverfest on June 25 will pay homage to the area’s history, particularly the major role local rivers played. With the Ottawa River appearing to finally be about to get much-anticipated heritage designation, the festival will provide a timely reminder of the importance it played in the area’s logging industry and other economic development. The festival will include heritage and recreational displays, including an antique boat show by Manotick Boats with crafts from as far back as the 1930s and ‘40s. There will also be a car show and the king of rock and roll will drop by to entertain and be available for people to ‘take a selvie with Elvis’. There will be a paddle starting at 9:30 a.m. from Sand Point to the festival site at Red Pine Bay.

ake no mistake about it, Royal Canadian Legion branches make major contributions to their communities. Despite declining numbers of veterans, the Legions continue to defy the odds by surviving, providing a friendly place for people to socialize. But they do much more than serving up some of the best food in town. They offer important sponsorships for youth groups such as cadets and scouts. The Legions keep the fine old art of oratory alive by holding speech contests and encourage young students with scholarships and bursaries. And most of all, they play an integral role in ensuring the public, including the next generation, doesn’t forget that we owe our freedom to veterans who willingly sacrificed to protect our rights from the iron hand of tyranny. Legions hold Remembrance Day ceremonies each Nov. 11, host veterans dinners and sponsor annual student Remembrance poster and writing contests. And they raise money to help veterans and their families in the annual poppy campaign. The money raised locally stays in Arnprior and Renfrew and area to give an important boost to organizations and facilities that serve veterans and seniors, such as hospitals

and para-transit. So it is disturbing to hear that the Legion’s Dominion Command is rebuffing concerns expressed by the organization’s grassroots about its administrators’ salaries and travel expense claims. If the rumours about extravagant use of Legion money at the top isn’t true, then the Dominion Command should be welcoming calls by members asking for an accounting at this summer’s national convention. The Legion’s 300,000 members need to have confidence that the Dominion Command’s $10-million budget is being spent properly and efficiently. After all, the Legion members across the country rely on community support to keep going. They and their communities need to know that senior administration is transparent and wise in its spending. There has been enough controversy about how government spends when it comes to assisting veterans. Part of the problem is that the ivory towers in Ottawa have become divorced from the veterans’ real needs. Front-line Legion members know best how the organization can assist veterans. The brass at Dominion Command should be embracing their input, not rejecting calls for more accountability when it comes to spending Legion funds..

Lack of town grant may cause stampede to ‘mosey on’ To the Editor: As the president of the Arnprior Agricultural Society, I would like to address the (Arnprior Chronicle-Guide) article of June 2, page 2 concerning the Arnprior Stampede grant request.

I feel that there will be some misconceptions circulating recently with respect to the stampede and the fair that with this article they should be set straight. First, the Arnprior Fairgrounds are not owned by the town. It is not a dog park, and it is not main-

The fairgrounds is an 18.5-acre parcel of private property owned by the Province of Ontario, which the board of directors of the Agricultural Society retain custodial rites and operate the parcel under the Horticultural and Agricultural Act of the Province of Ontario. Your article mentions a quote from our Mayor: “it is a for-profit organization.” Apparently the mayor was not informed properly, as we are a “non-profit organization” since 1851. I found that statement somewhat alarming as currently there are two council members who have been on our board of directors and

could have offered the correct information. On the issue of the grants, “Grants are not intended to be ongoing.” I have been on the Agricultural Society Board since 1976 both locally and provincially. All 200 plus fairs in Ontario receive provincial grants under various programs and nearly all receive municipal monetary funding from their respective towns and cities based on the attendance and capital improvements. If 50 consecutive years of grants is not ongoing …

Dairy lobby on Parliament Hill clamours for big bureaucracy To the Editor: On Thursday, June 3, an estimated 2,500 dairy farmers stormed Parliament Hill to protest the increasing tariff-free imports of diafiltered milk ingredients of recent years, and the inaction of governments to date to close the loophole under the laws by which the ingredients are tariff-free. What is curious in the fact of these protests is not that an interest group powerful enough to speak loudly for its own self-inter-

est chooses to do so – that kind of behaviour is as predictable as the trajectory of the sun. Rather, what is interesting is how these farmers are unconsciously protesting the insanity of the same dairy monopoly that they forever lobby for. These tariff-free imports threaten the bottom line of Canadian dairy farmers because their own production is unable to match the low cost of these imports. But Canadian farmers lack competitiveness with such imports not for reasons of lack of innovation – why would Canadian

Stampede attracts visitors to Arnprior Continued from page 8

Being that our town is marketing itself to outside areas, to have people to come see our town as tourists, maybe to stay as residents or business owners, last year’s stampede attracted approximately 7,000 people over the two days of which less than 12 per cent came from the town; so attracting visitors is what we did. The funding requested from the town was tagged to our marketing budget of over $25,000. In radio, print, signage, TV. The whole intent of the stampede was to

farmers in particular lack such skill - but instead for reasons that such low-cost production in Canada is, well, made illegal by the dairy monopoly. POWDERED MILK SMUGGLING?

Since prospective Canadian producers by law cannot produce without quota, they cannot produce without the costs of buying into the government-manufactured quota system. Of course the government could try enacting or enforcing laws against the import of diafiltered milk ingredients into Canada. But try to imagine veteran border services agents, dusting off their boots to seize and inspect mini-vans and compact cars from seat to seat, lest they dare to smuggle traces

If Canadians do not laugh at the kind of big bureaucracy that the dairy lobby is demanding here, a bureaucracy big enough to enforce what looks so unenforceable, they will face more of the same ridiculous producer-oriented laws like the kind that made three-litre milk jugs illegal in Ontarian grocery stores before 2014. The solution to deranged big bureaucracy schemes is not more of the same, but rather more actual freedom for consumers, please. Stefan Klietsch Renfrew

ahead of others in a colony was by no means an altruistic one. The “scout” was actually an adult male that returned early to keep other mature males away from his house. Only females and young males were allowed to join the colony. Although the mature male had his own mate, he also “visited” the females of the younger males so that his genes were well represented through the colony! Thus, the reason single males arrived back early was, genetically speaking, a purely selfish one. The other myth concerned the martins’ diet. Martins feed in the daytime and typically forage high up, as much as 50 metres above the ground, catching dragonflies, beetles and other flying insects. But Martins seldom if ever eat mosquitoes. So how did the “fact” of 2,000 mosquitoes per day come into existence? It seems that a martin house manufacturer hired an advertising agency to promote its product. The agency had a brilliant idea: declare that martins eat thousands of mosquitoes per day. As a result, martin house sales soared and Purple Martins spread through North America. Yet, de-

Next year, he will be joined by ADHS student, Nic Edge, who has been selected as the second student trustee for the board. ADHS students and staff are certainly aware of Nic’s enthusiasm and ability to get things done as a member of the school’s very active student council. He is described as a confident student leader who is inclusive of all. I congratulate Nic and look forward to working with him in the upcoming school year. SCHOOL CLOSURES

A modified Pupil Accommodation Review process has been completed for two schools within our board, Westmeath Public and Madawaska Public. After gathering feedback from each community - first at a public meeting April 14 and then at the board meeting May 16 - the Trustees voted to support the staff recommendation for the closure of both schools. In making this very difficult decision, the Trustees not only considered the concerns of the community residents, but also looked at current and projected future enrolments, as well as an external Ministry assessment of the condition of the facilities. Westmeath is currently sitting at 26 per cent utilization with Madawaska at 25 per cent, creating a situation where the cost of maintaining the school is not supported by the Ministry funding through per pupil grants. Students from Madawaska Public School will be relocated to Barry’s Bay (where the high school is being rebuilt to accommodate Sherwood Public School’s students) and the Westmeath students will relocate to Beachburg Public School for the 2016/17 school year. STUDENTS EXCEL: RCDSB students excelled at the recent Options 2016 skilled trades fair held in Pembroke on May 11. Our students earned 35 out of 45 medals handed out for the 15 skilled competitions. Terry Hoelke, our Ontario Youth Appren-

ticeship program co-ordinator, has provided much leadership in this area. He has officially retired from the Board but has left a lasting legacy of excellence in the skilled trades. INCLUSION FORUM: The Renfrew County Youth and Educators’ Forum on Inclusion was held June 1 at Algonquin College in Pembroke. It was an opportunity for students and staff to come together, learn and share their thoughts on how to make schools a safer place by examining the history of anti-bullying work in the region and attending workshops exploring the topics of diversity, and understanding of LGBTQ and inter-sectional communities. BUDGET PREPARATIONS: Board staff is currently immersed in budget preparations after receiving details from the Ministry of Education regarding Grants for Students Needs 2016-2017. Some difficult decisions will need to be made in order to arrive at a budget that is fiscally responsible but still maintains the excellent programming and supports for our students. GRADUATION RATES

Graduation rates in the province of Ontario over the past decade have increase by 17 per cent to a rate of 85 per cent for students completing their Ontario Secondary School Diploma in either four or five years from the commencement of secondary school. RCDSB is pleased to report that our graduation rate is right in line with the province at 85 per cent and that if we include the numbers for those students in our Board who have reached their goal of achieving an Ontario Secondary School Certificate or a Certificate of Achievement, our rate increases to 92 per cent. RCDSB is proud of our Student Success, Special Education and Alternative/Continuing Education programs that support students with needs to realize success in their educational pathways And on that note, congratulations to all of our ADHS, Walter Zadow, AJ Charbonneau, and McNab Public School students, as well as the continuing education students who are celebrating a graduation this month. We are proud of your accomplishments!

Municipalities cry foul over OPP costing formula ‘discrepancies’ In a meeting with the OPP and other municipal representatives, the Rural Mayors’ Forum of Eastern Ontario (RMFEO) has raised concerns that an unfair formula is a major factor in why rural taxpayers are facing an increasing burden for policing costs. The mayors presented an OPP costing analysis pointing out discrepancies in a meeting May 30 in Calabogie. At the session were representatives of the OPP Municipal Policing Bureau, Municipal Property Assessment Corporation (MPAC) and the Rural Ontario Municipal Association (ROMA). In a news release last week, RMFEO members maintain they have found a discrepancy between the growth in property counts provided by MPAC to the OPP and the new growth they could identify in their municipalities. They say the discrepancy equates to about $232,000 in OPP billings that had to be recovered from the existing tax base, above and beyond the phased-in increases already experienced this year. While higher overall property counts mean a lower base cost per property for OPP service, charging that base service cost to additional units/properties that do not repre-

sent real growth “is not a realistic or achievable billing model for all parties involved,” says the RMFEO. As RMFEO members are just four per cent of the 323 municipalities to which the OPP provides services, the discrepancy could equate to $5 million across the province. At the meeting, ROMA officials raised concern about units such as trailers with low assessed values being included in the count. At the meeting, MPAC provided details on how it calculates property counts based on provincial regulation. In summary, the property count provided to the OPP is the sum of residential units identified on a property plus the total number of commercial and industrial properties identified on the tax roll. “Units” are defined as a self contained residence intended for seasonal or year round use. This means there can be more than one unit on a property besides the main residence such as a basement apartment, granny suite, permanent camping or house trailer or a cabin. In apartment buildings, condominiums and townhouses, all the “units” within the main building are counted. A residence with

commercial space for a homebased business counts as both a residential unit plus a business. As well, a residence plus a cell tower is classed as one residence plus one industrial. On the other hand, commercial properties are counted by their roll numbers regardless of how many separate commercial units they contain. Cell towers, solar farms, pipelines, wind turbines and billboards that fall into the industrial or commercial category are all counted as individual properties for the OPP. The OPP provided an explanation of their billings. In summary the OPP invoice municipalities as per the current government regulations and use data provided by MPAC. The OPP Municipal Policing Bureau makes recommendations on the types of properties to include in the billing model to the Minister of Community Safety and Correctional Services. The final decision to include or exclude property types in the billing model rests with the minister. As a result of this meeting, the RMFEO identified that one key issue for municipalities is the property counts MPAC provides to the

OPP are neither transparent nor easily auditable by municipal staff. While the OPP are billing municipalities based on property counts, municipalities must recoup the cost of police services through taxation based on assessment. Changes to residential properties that increase the number of units counted for OPP billing may not up that property’s assessment enough to pay additional OPP charges that result, says the RMFEO. For example, says the RMFEO, if Mr. and Mrs. X make a separate living space in their basement for an elderly parent, their residence is classed as two units and the municipality is billed by the OPP for two property counts. If they have a recognized home-based business on the same property, the municipality is billed for two residential units and one commercial property. If they had a commercial billboard on the property, they now have two residential units and two commercial. If they also have wind turbines on the roll number property they now have one industrial, which now totals five units. These different uses of the same property by the OPP may not result in a direct assessment increase that would raise the $193 demand-

ed by the OPP for each additional “property” counted in 2016. In this example, the OPP bill is $193 x 5 = $965, yet municipalities recover $193 as one property for a difference of $772 in unrecoverable municipal costs. The second key issue identified during the meeting is the need for some correlation between the units/ properties being counted and the tax dollars raised from their assessments. MPAC informed RMFEO members that charging policing costs directly to the units/properties identified in the OPP property counts would require changes to the Municipal Act. ROMA is suggesting a minimum assessed value benchmark that must be met if specific properties are to be included under the OPP billing formula. The RMFEO maintains that some yardstick of eligibility or means of directly passing on OPP charges, is “urgently needed” to relieve some of the additional burden the current system is placing on existing taxpayers. The Calabogie meeting concluded with all parties agreeing to work on some of the issues identified to see if consensus can be reached on a billing model that works for all.

Monday, June 27, 2016 • 6:00pm to 8:00pm Almonte Old Town Hall • 14 Bridge Street, Almonte The Municipality of Mississippi Mills has initiated the Infrastructure Renewals – Almonte Downtown Core Environmental Assessment (EA) Study. The study is addressing the advance planning needs for renewal of underground servicing (water, sewer, drainage, utilities) in the downtown core. It also involves working with the community to develop road and streetscape designs that are complementary to local business and enable safe, convenient and comfortable access for users of all ages and abilities regardless of their mode of transportation. The streetscape design under development shall work to enhance the unique cultural and heritage features of the core that are key to the Municipality’s continued success in local business, tourism, community events and festivals. The study process involves developing, assessing and evaluating alternatives, which will result in a Recommended Plan to be presented to Council for approval. The study area is as shown in the key map. An Open House will be held in June to review and discuss a draft Recommended Plan with residents and to solicit feedback. This drop-in style event will help continue the discussion as we work towards a plan for downtown Almonte. The study will be conducted in accordance with Ontario’s EA Act, fulfilling the requirements of the Municipal Class EA process that may apply. Interested persons can provide comments throughout the study process. Any comments received will be collected under the EA Act and, with the exception of personal information, will become part of the public record. Information about the study is also available on the Town’s website and Facebook page. For further information or to provide comments, please contact:

tall yellow flowering plants. In the first year of growth, low-growing nonflowering rosettes of leaves form with a cluster of spindly, compound leaves that resemble celery leaves. Second and third year plants have tall, branched flowering stalks that usually bloom in early June to late July. Seeds are flat and round. It is a biennial plant, repro-

WATER RESTRICTIONS The Watering Restrictions By-law 04-14 is designed to regulate and control the usage of water, within the Almonte Ward, in the hot summer months. Between May 1st and September 30th each year there are limitations on who can water and at what time. Odd number houses may water on odd calendar days and even numbered houses may water on even numbered days. Watering may occur between the hours of 5:00 a.m. and 9:00 a.m. and 7:00 p.m. and 11:00 p.m. each day and from only one connection. Midday is the hottest time of the day and the water is more likely to be wasted through evaporation when watering at this time. Watering from more than one connection simply uses too much water at once. A significant amount of new grass or sod is exempted from these provisions for one week. Any other violations of the by-law may result in a fine. Municipal staff will be enforcing the Watering Restrictions.

Arnprior Redmen boys soccer team excels at EOSSA Arnprior District High School’s senior boys soccer team, the Upper Ottawa Valley title-holders, acquitted themselves well in the Eastern Ontario championships. The team traveled to Carleton Place and put in an excellent showing at EOSSA. ADHS started on a great note, as the boys notched a huge win against defending champions KCVI from Kingston. The Redmen went up 1-0 early when Cameron Russell scored his first goal of the year on a great effort. Kingston replied quickly to tie the score. The game remained knotted through the rest of the first half and well into the second. ADHS keeper Geordie Sumner provided the turning point of the game, making an incredible stop against a Kingston penalty kick. The Redmen built on momentum from the stop and Ryan Massoud scored the go-ahead goal on a penalty kick with 10 minutes remaining. Kingston pushed back late, but Arnprior buckled down defensively and gutted out a tough 2-1 win. In the second game, the boys

needed a win against St. Joe’s Cornwall to advance to the tournament final. The boys showed tremendous grit, facing the physical and athletic opposition in sweltering heat. The first half ended scoreless, as teams traded chances back and forth. The Redmen took over the game to start the second half and swarmed St. Joe’s with pressure and dangerous chances until they broke through and claimed a 1-0 lead as Ryan Massoud finished a beautiful corner kick from Spencer King with eight minutes left in the game. St. Joe’s pressed hard to tie the game, and despite the Arnprior boys’ best efforts, scored the tying goal in added injury time. Despite going unbeaten in the day, ADHS did not advance to the tournament finals. “Congratulations on a great season, team,” said school officials. “You went undefeated through regular season, county playoffs, and EOSSA, battled through injuries and adversity, played beautiful soccer, and represented our school with composure, class and pride every step of the way.”

Arnprior Bluefish swimmers excel in regional meet Officials of the Arnprior Bluefish Swim Club report members outdid themselves at the Long Course Regional qualifiers, posting 42 personal best long course times out of 48 individual swims. There were some “amazing results,” as for most of the local qualifiers, this was only their second time competing in a long course meet, where the pool is 50-metres long. The championships were held June 3-5 at the Nepean

Sportsplex, with the Bluefish club sending eight swimmers. It is the largest group that the club has sent to Regionals in the last 10 years and the largest attending Long Course Regionals in recent memory. Bluefish qualifiers included Anna McMaster (10), Alex Wroe (12), Anastacia Gorbenko (13), Lauren Herter (13), Lily McIntyre (14), Zach Wroe (14), Cameron Shepherd (15), and Rylee Moffatt (17). Anna McMaster, com-

peting in her first Regionals Championship, finished with three top-eight finishes in the girls 10 & under 50 Breast, 100 Breast and 200 Back. Alex Wroe had six topeight finishes in the boys 12 & under category, with his best a fourth-place finish in the grueling 800-metre Freestyle. Swimmers in the 13 & over categories must swim each event in a preliminary swim with the top 16 swimmers then completing one more time in the finals.

Cameron Shepherd, competing for the first time in the 15 & over age group at regionals, qualified for and swam finals in the 100 Back and 50 Fly. Zach Wroe, who only just qualified to compete at regionals in the last qualification meet of the season, qualified and swam finals in the 50 Breast and 50 Free. Eastern Ontario Regional Championships are held twice each season. Short Course Regionals, swum in

a 25-metre pool, are held in the winter and Long Course Regionals, swum in the 50-metre pool, are held in the spring. Regionals is a qualification meet where swimmers must meet qualifying times in at least three events in order to attend. As a competitive swimmer it is quite an achievement to qualify and compete against the fastest swimmers in eastern Ontario. Given a very late start to their season, as a result of

pool construction in Arnprior, it was an amazing effort and result for the Bluefish swimmers to achieve their qualifying times. “I continue to be amazed at how hard all of our competitive swimmers work, day in and day,” said Bluefish head coach, Shawn Moffatt. “The result of this dedication and hard work is reflected in their results as all of our swimmers continue to improve their times at every meet.”

Investing in new and better ways for all Ontarians to get the care they need means:

Funding to our health care system will increase by over $1 billion this year.

• 700 new doctors and specialists • 35 hospitals currently being renewed, modernized or expanded • $250 million invested in home and community care • $345 million invested to improve wait times and access to care These investments ensure a strong health care system for both today and tomorrow.

Mountain Creek Golf Course

Spring is in full swing at Mountain Creek Golf course and, as wide-receiver Antonio Brown likes to say, it is boomin’! Public and member men’s and ladies’ nights saw drives boomin’ down the fairways with much gusto and enthusiasm after a winter of pent-up golf energy. Luckily the course was spared much winter kill, which is a challenge every spring to all Canadian greenskeepers, and the greens are as fast as ever. Mothers Day, while still a little chilly but sunny, saw golfers sign up to enjoy treating their mothers to a free full breakfast and golf game. Now that’s the way to spoil your mother so put that one on the calendar for next year! Who says golf isn’t for kids too? Mountain Creek is a kid-friendly place offering free golf if they’re under 16 and the child or grandchild of a member. For the public, the course offers very affordable memberships for kids and students, as it believes in the importance to grow and share this sport with the next generation. June 1, Mountain Creek began offering a ladies’ beginner golf course; $45 includes the clinic, golf, supper and a beverage. The

course starts at 5:30 p.m. with a drink on the deck. Be sure to join in and give this wonderful lifelong sport a try. Walking, talking, and swinging suits many to a tee. Running May 2 to Sept. 26 is the public Seniors’ League with tee-times starting at 3:30 p.m. Participants are welcome to sign up to play 9, 12 or 18 holes and enjoy nightly Pro Shop draws, skill prizes and a monthly prize night. Speaking of seniors, newcomer Ted Burton sure knows how to throw a party! With his trusty 8-iron, Ted achieved a hole-in-one on Mountain Creek’s 125-yard hole #14 May 25. To celebrate, Ted treated the entire Mountain Creek Seniors group to a drink at the bar following their round. After a very warm day of golf, it was gratefully appreciated. Some 44 golfers participated in the Florida Scramble format and the winning teams consisted of Rick Sulpher, Chris McLaughlin, Ziggy Bauer and Lenora Homulos (net 63) and George Freda, Bev Cliffen, Ray Turmaine and Helene Lanoue (net 69). It was a fun afternoon and all seemed to enjoy the format (which changes weekly) and a free one on Ted didn’t hurt either. Congratulations, Ted!

Mud and grass drags comes to Valley this weekend Tiffany Lepack

tlepack@metroland.com

The mud is going to fly and the trucks are going to roar. Start your engines for the Full Boar 4x4 event at Ma-Te-Way Park in Renfrew this weekend (June 18-19). Jay Wilson, with the Ontario Mud Racing Organization and one of the organizers of the event, encourages everyone to come and

check it out. “The noise, the flying mud, the different machines,” said Wilson. “It’s something everyone should see once.” The event starts Friday night with test runs, but the official registration starts Saturday at 8 a.m. with racing begining at 11 a.m. The cost to watch is $10 per person per day with 10 years old and under free. “It’s a blast, a lot of fun,” said Wilson. “You get to experience full on electronic

timed drag racing just like at Luskville or any other drag strip.” There is also camping on site for only $10 per night as well as food/drink vendors. Mud drag racing is for 4x4 trucks and ATVs in a shallow mud track also known as speed pits. This year they will have three tracks, two shallow and one deep mud. Wilson explains the difference between the two tracks.

“The shallow track is to test the horse power and driver skill against the clock,” said Wilson. “The deep mud track, we call it the Hill N’Hole, which is for the guys who want to get down and dirty.” “We have created a class for every vehicle that could show up right from four cylinder to full blown race machines,” he said. New to the event this year is the addition of snowmobile grass drags hosted by the North American Snowmobile Drag Racing Association. For more information search FULL BOAR 4x4 on Facebook.

The event, hosted by the Arnprior Agricultural Society, featured professional rodeo shows, team penning, stage entertainment, kids activities, vendors and food booths. To our boys and their wives and families, it was a job well done. To Erin, Quinn, Jayden, Landon, Gwen, and Tate, another job well done. We will be talking about it for years to come. Thanks to the wedding party that could be there, for their support 50 years ago and now. Thank you for all the cards and gifts, and good wishes, we will look back at them for many years. ROBERT (BOB) MORELAND We little knew that day, That God was going to call your name. In life we loved you dearly, In death we do the same. It broke our hearts to lose you, You did not go alone. For part of us went with you, The day God called you home. You left us beautiful memories, Your love is still our guide, And although we cannot see you, You are always by our side. Our family chain is broken, And nothing seems the same. But as God calls us one by one, The chain will link again. Love your family Joan, Jim, Debbie, Janice & families

For more than 40 years our community has benefited from the care and medical expertise at CHEO. We want it to be here for our kids, our kids’ kids and beyond that. That is what Forever CHEO is all about!

By making a planned gift to CHEO you not only help future generations of children, but you also provide some tax relief to your estate, while still providing for your family members. Here are some ways you can create your Forever CHEO legacy: make a bequest in your Will; create an endowment fund; name CHEO as the beneficiary of your RRSPs or RRIFs; or take out a life insurance policy with CHEO as the beneficiary.

Fighting was a bit of a sport for the boys of the family “I’m not interested!” Mother almost yelled in Earl’s direction, as he framed the kitchen door crying his eyes out. His nose was spouting blood like a fountain, and covered his shirt, and I could see he had also scraped his knees. He yelled louder, this time adding that Emerson had almost killed him. Again, Mother said, “I’m not interested. And go out and sit on the back stoop. You’re getting blood all over the floor that Audrey just scrubbed.” That’s how Mother dealt with fighting among the boys. Come to her for sympathy or to have her intervene, and they were sent packing. I was more interested in the fights than was Mother. The three brothers were all different sizes, and it had nothing to do with their ages. Emerson, the middle brother, was a whopper. At 12 years of age, stood just under 6-feet tall. Everett was somewhere in the middle, even though he was the oldest of the three. Earl was the youngest, but growing fast, and it looked like he would soon be taller than Everett. So they were a mixed lot. But when it came to fighting, Emerson usually came out on top.

Mary Cook’s Memories MARY COOK

I found out that a fight could start over the simplest disagreement. It often had to do with barn chores. Whose turn it was to milk Ethel, the cow who wouldn’t stand still, and who you could count on kicking over the milk pail at least once every milking. Or whose turn it was to shovel the manure out the back door of the barn. A simple argument would spill over into a dragged out fight at the drop of a hat. The boys also fought over slingshots. Slingshots were everywhere. They sat on the rail at the back door, and hung from the post at the gate. Always at the ready. There was always a squirrel or mouse to get rid of, or empty tin cans to knock off the back fence. Who owned what sling shot was the cause of many a scrap. Finally, Everett started scratching his initials on the ones

he had made. But that didn’t work, because the three brothers had the same initials … and so the fight was on when it came to ownership. The boys never went to Father to settle a fight. His response was completely different from Mother’s. While Mother sent the injured packing, Father would simply find jobs for the three boys to do, and they were never jobs they particularly enjoyed. Raking up the smoke house ashes was a hateful job, and the three brothers knew perfectly well if Father was asked to settle a fight, he almost always sent the complainer to the smoke house. It would take days to get the smell of smoldering hickory off the offender’s body. Even several dips in the Bonnechere failed to do the job. So going to Father to settle a fight was a last resort. Although I often argued with Emerson, he knew better than to make body contact. Back then boys simply did not hit girls. My sister Audrey and I never fought. I was too in awe of my much older sister, who I thought was just about the smartest girl in all of Renfrew County. But I was always amazed at Mother, who

could be most sympathetic to our woes and concerns, but could simply turn her back on my brothers fighting. Audrey said it was because she never liked to take sides. Audrey said she could be defending the very person who started the fight in the first place. And Audrey said, that in itself, could start an-

other donny-brook. Interested in an electronic version of Mary’s books? Go to https://www. smashwords.com and type MaryRCook for e-book purchase details, or if you would like a hard copy, please contact Mary at wick2@sympatico. ca.

This week’s puzzle answers in next week’s issue

Here’s How It Works: Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!

ARIES – Mar 21/Apr 20 You are motivated to explore new relationships this week, Aries. Do so without jeopardizing existing relationships. Speak about your plans with others as you work things through. TAURUS – Apr 21/May 21 Taurus, it’s best to address an uncomfortable topic or situation directly, even if you would rather sweep it under the rug. Choose your words wisely and you will get by. GEMINI – May 22/Jun 21 You may be sitting on edge as you try to manage a sticky situation, Gemini, but rest assured that things will work out in your favor. Do not worry about things for too long. CANCER – Jun 22/Jul 22 Cancer, while you may want to steer clear of large groups this week, in some instances, it just may be unavoidable. Look for friends at large gatherings and enjoy the time together. LEO – Jul 23/Aug 23 Leo, push past your hesitation and try something that scares you. You may be surprised at how much you actually enjoy it when you give new things a chance. VIRGO – Aug 24/Sept 22 Do not waste too much time over-analyzing your feelings, Virgo. Trust your gut instincts because you are on the right path and you will soon realize it.

LIBRA – Sept 23/Oct 23 Libra, take some time to smell the roses this week. No matter how hectic your schedule, a little time to relax and appreciate the little things is just what the doctor ordered. SCORPIO – Oct 24/Nov 22 Scorpio, spend some time on your own this week without the noises of the outside world creating any interference. It is good to recharge once in a while and clear your head. SAGITTARIUS – Nov 23/Dec 21 Focus your attention on those actions that will help you be most successful, Sagittarius. This means not getting swept up with trivial things in your path. CAPRICORN – Dec 22/Jan 20 Capricorn, progress is hard to come by lately. Find a system that works for you and you will soon start to gain some momentum. Allow events to unfold at their own pace. AQUARIUS – Jan 21/Feb 18 Straightforward actions will help others see your motives more clearly, Aquarius. Make time to share your intentions with friends or coworkers if you desire their support. PISCES – Feb 19/Mar 20 Pisces, long-term planning becomes a priority in the week ahead. Put future goals that involve finances at the top of your list.
