Traffic disruptions move to Madawaska
Arnprior’s downtown revitalization construction expanded onto Madawaska Street between Bell Street and the bridge this week. There will be traffic disruptions for the next six weeks, with the work expected to finish around Aug. 26. The town is asking drivers to follow traffic control and detour signage throughout
the area. Westbound traffic on Madawaska Street will be reduced to one lane from the Madawaska Bridge to Bell Street and eastbound traffic will be detoured along Elgin to Daniel Street. The municipal parking lot, museum and library and all businesses will have access from Madawaska Street.

Most councillors will likely approve off road vehicles (OVRs) on the streets of Arnprior. At the July 11 regular Arnprior council meeting, local legislators received a report detailing options that will require a vote at a future meeting. Authored by town clerk Maureen Spratt, the report shows the provincial government and many municipalities surrounding Arnprior and elsewhere have voted in bylaws permitting ORVs on town roads. “Some municipalities simply permit the vehicles to use all municipal roads, while others have more complicated regulations detailing items such as which roads or parts of roads permit ORVs, hours and/or months of operation, and specific speed limits,” reads the report. “The ORV regulation changes and the creation of a linked trail system throughout the County of Renfrew have triggered a review of the rules and regulation regarding ORV use with the intent to bring forward options regarding future use to council.”

Lynn Grinstead was the lone opponent. “I was dead set against ORVs on our town streets, but maybe I could be smoozed,” she said. “Though out the downtown, I can’t see it. These are ‘off road’ vehicles for a reason.” Coun. Tom Burnette said ORVs work well in Calabogie. They shouldn’t appear on certain Arnprior roads such as John Street, but that they should be allowed all year around, he said. Coun. Ted Strike said if all other municipalities on the former CPR line approves the use, and drivers are forced to haul theirs by truck and trailer through Arnprior, “that is not fair.” He added that snowmobiles appear in parts of town to no complaints. Coun. Dan Lynch said ORVs should be allowed lest Arnprior miss another opportunity like the recent vote against an e-charging station for electric vehicles. Grinstead said snowmobiles on William Street drive her crazy, and that Calabogie is a rural municipality. She insisted no ORVs on downtown roads. See HEAR Page 13
Drug busts near Arnprior, Perth accelerate Fentanyl concern John Carter

Two recent drug busts involving Fentanyl have authorities concerned that misuse of the pain-killer is becoming a major problem in
the area. Two McNab-Braeside residents were charged after being stopped on Highway 17 near White Lake Road on July 4. The pair – Colin Campbell, 27, and Terry Ross, 35 - were arrested and charged with posses-

sion for the purpose of trafficking Fentanyl, as well as possession of the Schedule I substance. Ross was also charged with breaching probation. The traffic stop was made by members of the Organized Crime Enforcement Bureau - Drug Enforcement Unit (DEU) and Renfrew-Arnprior OPP officers. Police report they located six Fentanyl patches and a small amount of cocaine. Both men were held in custody for a bail hearing. On June 30, two Perth residents were charged with possession of Fentanyl after a traffic stop east of the town in Drummond North Elmsley. Members of the OPP Drug Enforcement Unit, OPP Regional Support Team and officers from the Lanark County OPP Detachment conducted the stop as they suspected the passenger was breaching previously imposed court release conditions. Police said that during the investigation they located and seized eight vials of suspected powdered Fentanyl, each containing a half a gram. The total weight of four grams would have a estimated street value of $800, add OPP. Chase Nagle, 31, is charged with possession of Fentanyl and failing to comply with bail conditions. He was held in custody for a bail hearing and will next appear in Perth court on July 18. Angel McNeely, 27, is charged with possession of Fentanyl and driving while under suspension. She was released from custody on a promise to appear in court on Aug. 22. Health authorities have issued alerts this year for ‘bootleg Fentanyl’, reporting it has been detected in the area. The illegal Fentanyl, which is usually ordered online from China, has been detected in the contraband drugs picked up by police forces in Ottawa, Smiths Falls, Brockville, Kingston and Gananoque. “They order it in powder form,” explained Lanark public health nurse Jessica Wigle following a presentation she gave June 22 to representatives from agencies that deal with

children. “We’re terrified, to be honest.” One of her biggest concerns is that the Fentanyl will be mixed with ‘party drugs’ this summer, with the 16- to 18-year-old group identified as seeing “snorting (as being) very popular. We are very worried about that.” Another concern is that “Fentanyl is being used … to cut cocaine.” The health unit first became aware that there was a problem very recently, she said. “We started noticing it about two weeks ago,” she said. “But our clients (with drug issues) have said it has been ongoing for a while. It is in this area.” While prescription-based Fentanyl is precisely dispensed at pharmacies in patch form and was originally intended for people with stage four cancer, the illegal powder Fentanyl has toxicity levels that vary, she said. “We are worried about our recreational users who have a low tolerance,” Wigle said. “It’s really scary. Authorities are also seeing the powdered Fentanyl in pressed pill form in various shades of green with the street name Faded ‘80s, she said. “You could take one pill and have a good high. You could take the next pill and have an overdose.” The use of Fentanyl has been in the news with the growing increase across the country in Fentanyl-related deaths and since it has been reported that music star Prince died of an accidental overdose of the drug in April. Fentanyl is 750 times stronger than 30 mg of Codeine (also known as Tylenol 3), while morphine is only 10 times stronger than Codeine (morphine administered via an intravenous tube is 40 times stronger). Area health units are asking that the public be on the alert for bootleg Fentanyl use. The signs include slow, erratic breathing; fingernails and/or lips turning blue; limp body; lack of consciousness; deep snoring or gurgling; pin point pupils; and vomiting. County seeks public input at meeting to unveil, discuss official plan changes Staff
The County of Renfrew is seeking public input on the updating of its official plan. The county has scheduled a number of open houses in August to inform the public on proposed changes and get opinions on how land use should be regulated. The proposed updated official plan affects all lands within the county. The meetings include sessions in Cobden Aug. 8, Eganville Aug. 10, McNab-Braeside Aug. 11 and Calabogie Aug. 15. The official plan is a policy document that guides the physical growth, use of land and development of a community. The county is mandated by the province to update its official plan every five years to ensure it meets the needs of the community, has regard to provincial interests (e.g., protecting ecological systems, conservation of mineral aggregate resources, appropriate locations of growth and development), and is consistent with the Provincial Policy Statement (PPS). Several firefighters suffered heat exhaustion fighting a fire in Arnprior last week. Fire Chief John Okum was still on scene during the early afternoon of July 6, getting started with the investigation. He didn’t have a cause for what started the house fire, or a head count of volunteer firefighters who participated, but he appreciated having Renfrew Paramedic Services on hand. “The call came in at about 9:45 a.m. When the volunteers arrived there were heavy flames coming from the front of the home,” Okum said. “A number of our firefighters battled heat exhaustion and were attended to by Renfrew paramedics.” There were no serious injuries. By the time emergency crews arrived the family of four, plus their dog and large bird, were already across the street from their 74 Vancourtland St. S. home, along with several
bystanders. Okum said the 9-1-1 call came from a passer-by. The building was “totally consumed” by the fire, he added, but that it remains structurally sound. The family’s insurance company will determine if a renovation or rebuild is in order. The family cannot stay in the home close to Elgin Street West. Social media is mobilizing to gather household items and more for the family. Words from the wise T
he death last week of entrepreneur and humanitarian Leonard Lee of Almonte brought back fond memories of his visits to address business people throughout the area. When Lee was the guest speaker at area chamber and business gatherings, he never disappointed. His no-nonsense, common sense approach, and his sense of humour, left his audiences both inspired and entertained. Although he was raised in rural Saskatchewan and spent a great deal of time in Ottawa, he fit in well with the hard-working folks of the Ottawa Valley. He was resourceful, practical, honest and generous. He was one of us. Lee survived a stint in the Canadian bureaucracy, where he was told he didn’t have what it took to be a successful manager. That says much more about the shortcomings of the bureaucracy than it does it does Lee’s abilities. He refused to allow routine, regulation and red tape stifle his creativity. Instead he escaped to form his own small company that grew into Lee Valley Tools, one of the country’s most popular purveyors of gadgets that intrigue and empower us. When Lee spoke to local business audiences, he had three main messages, which shone through in his own dealings. He practiced what he preached.
Rule number one: When it comes to working, have a passion for the services or products you provide. Lee was genuinely enthused about his products, many of which he invented or discovered, and delighted in sharing their many attributes with others. And who, especially rural people, doesn’t love Lee Valley’s many ingenious tools. Rule number two: Treat your customers right. Seem obvious, right. But too many businesses nowadays either don’t have sufficient staff or don’t property train staff to spend enough time with customers to really find out their needs. And too often, businesses try to nickel and dime customers rather than satisfy legitimate complaints. One of Lee’s favourite stories, was his company’s decision to send refunds to all buyers of a certain gadget when he found out it didn’t work exactly as advertised. Even though nobody had complained. Rule number three: Treat your employees right. Engage them, listen to them, give them a chance to unleash their creativity. It’s almost impossible to have contented customers if you don’t have motivated employees serving them. Lee may be gone, but his business and words live on as a useful guide to how business should be, but too often isn’t, conducted.
Referendum not the best way to guide electoral reform To the Editor: Our Member of Parliament Cheryl Gallant in a recent Report from Parliament has joined a chorus of Conservative partisans and pundits, not all of whom are unreasonable people, in demanding a referendum as a precondition for replacing our “first-pastthe-post� electoral system. Though referendums can be democratic, a referendum is not the best method of public
consultation on electoral reform. The problem with calling a referendum is not that the majority of Canadians cannot be trusted to support a reform that is in their self-interest, but it is rather that referendums measure public opinion at only one instance in time and then attempt to set the results in stone. The minority of citizens who are privileged by the status-quo better understand

The former can run down the clock on a referendum debate by piling on misinformation at the last minute that can only corrected after the ballots are already counted. A total of 74 per cent of the voters of Renfrew-Nipissing-Pembroker ejected a specific proposal for mixed-member proportional representation in Ontario’s 2007 referendum. undetermined changes to how you elect your federal representative.� The simple test then of whether the Liberals will be acting in good faith is not whether or not they call a referendum, but instead whether or not they receive cross-partisan support for their proposed reform. Any electoral reform will create new political winners and losers, so consensus on a new system will be impossible, but any sound reform should likely benefit multiple parties. Since New Democrats and Greens support proportional representation, it will be impossible for Liberals to deny that there are crosspartisan solutions, but they should also be given the chance to persuade another party of the potential merits of the ranked ballot.

Heat prostration can kill pets left in vehicles Heat prostration can often occur on moderately warm days, but the problem is always worst during late July and August. Cooler morning temperatures may prompt pet owners to take their animals with them on that morning trip to the grocery store and while they are inside, the thermometer is rapidly rising. Dogs and cats respond to heat differently than humans do. The time it takes to run just a few errands can mean the difference between life and death for the trapped animal. The most frustrating sight that one animal lover can witness is a dog or cat literally boiling to death while the owner is off in some store. Although the windows are opened slightly and the vehicle is parked in the shade, the interior of a vehicle on a summer’s day can reach well over 100 degrees Fahrenheit. For those of you who must travel with a pet in the spring and summer, please use some common sense. On a warm, sunny day, windows collect light, trapping heat inside the vehicle and pushing the temperature inside to dangerous levels. On an 85-degree day, for example, the temperature inside a car with the windows opened slightly can reach 102 degrees within 10 minutes. After 30 minutes, the temperature will reach 120 degrees. For most pets, temperatures above 100 degrees can quickly be fatal. The early signs of trouble

organ damage after just 15 minutes. Short-nosed breeds, like pugs and bulldogs, as well as young pets, seniors or pets with weight, respiratory, cardiovascular or other health problems are especially susceptible to heat-related stress.

Dogs are designed to conserve heat. Their sweat glands, which exist on their nose and the pads of their feet, are inadequate for cooling during hot days. Panting and drinking water helps cool them, but if they only have overheated air to breathe, dogs can suffer brain and

Make sure all their vaccinations are up-to-date before you leave and don’t forget their vaccination certificates. You don’t want to be turned away at the border because you forgot the required vaccinations and their documentation. Make sure that a correct nametag including your pet’s name and home address is attached to the collar and make sure that they have a microchip. Avalon Ranch host Canine Watersports competition The Avalon Ranch Dog Sports and Training Facility, which has just become an official Canine Watersports Canada (CW) affiliate, is hosting a Jump into Summer competition July 23-24. The dog training facility, known for its dock dog events, is offering free admission for spectators to the two-day event. The CWC competition will be televised by Cogeco Cable on Saturday. The training facility on Lochwinnoch Road in Horton, just outside Renfrew, has been retrofitted with all the latest equipment and rigs to train and prepare dogs for competition at all levels. The ideal solution is when native animals begin to eat foreign invaders. This has happened with Crown Vetch, a non-native plant used for stabilizing roadsides and hillsides. The caterpillar of the Wild Indigo Duskywing,
a native butterfly, added that plant to its menu and is now becoming common and expanding its range. Recently I watched a Black Swallowtail laying eggs on a Wild Parsnip. Black Swallowtail caterpillars safely eat members of the carrot family, so perhaps with an all-you-can-eat buffet available on local road-

Free provincial park day set for July 15 Ontario’s provincial parks will be open to the public free of charge this Friday, July 15 for all day-use visitors, as part of the worldwide Healthy Parks Healthy People movement. Started in Australia, Healthy Parks Healthy People reinforces and encourages the connections between a healthy environment and a healthy society. Many Ontario parks will be offering a number of fun activities on July 15, and throughout the year. Included is Fitzroy Provincial Park, which is open for camping May 13 to Oct. 11. Research shows access to nature and green space plays a vital role in physical and mental health, well-being and development. For example: • playing in natural environments is essential to children’s development of observation, problem-solving, reasoning, creativity and
imagination; • contact with nature has restorative properties, increasing energy and improving feelings of vitality and focus; • time outside lifts levels of Vitamin D, which is essential for calcium absorption and can help mitigate several diseases and mental health issues; • spending time outdoors is linked to increased work productivity and creativity, and decreased levels of stress and anxiety. In 2015, Ontario’s more than 330 provincial parks received more than 9.8 million visits from people around the world and brought in almost $90 million in revenue, which supports jobs and businesses across the province. “Yes, access to trails, but we can’t let a lot of our roads open to this,” said Grinstead. Reeve Walter Stack said he might be in favour due to the economic benefits of tourism. He wants to see consistency on the CPR trail, and ORV users should have access to hotels and gas stations in Arnprior, but that the downtown core should be off limits. He also favours a substantial fine of, say, $2,000 instead of $250, for breaking the bylaw. On noise, he said for 100 years people living near the former railway have survived freight trains at all hours shaking their home. ORVs will be less disruptive. Strike noted that the snowmobile association is professional and well run. He expects the same from ORV groups. Coun. Frank Dugal originally opposed the idea, but will now support it because of the economic development side. He is concerned that the benefits not be limited to the businesses near Daniel and Highway 417, but that those east of the Madawaska Bridge are helped too. Mayor David Reid is in favour, but
with some restrictions. He wants to hear from the public before a formal vote takes place, and that ORVs not be used in place of cars for picking up groceries and other chores around town. He wants those arriving in Arnprior to have access to amenities, but that speed and noise limits must be put in place. He opposes ORVs crossing Madawaska Bridge, pointing to trails that access that side of the river elsewhere. Reid said he has lived next to snowmobile trails all his life without any complaints. “With good rules in place, I’m for it,” Reid said. “It suits the lifestyle of an Ottawa Valley town.” Stack mentioned Renfrew’s bylaw allowing ORV on all roads except the main one, Raglan Street, and a handful of others has resulted in no complaints. Spratt said the town’s insurer is coming to do a tour and provide advice. She understood council to approve all parts of town except the downtown core and near parks and schools. Staff will provide a map plus highlevel criteria, along with a bylaw, for council to vote on at a future meeting.

(As an aside, an irony with the calls for a referendum based on majority votes is that the current system is criticized precisely for giving false majorities to minorities of voters. Amusingly, Mrs. Gallant continuously derides the “Toronto Liberals” as if she herself is consciously aware of the regional representation imbalances caused by the current system.) It would be history in the making if the Liberals were to keep their promise for 2015 to be the last Canadian federal election under first-past-the-post. Let us make a long-term decision on the future of Canada through a years-long public discussion, without the arbitrary deadline of a one-time public opinion poll. A two-week soccer camp has wrapped up at Dochart Park while another is in the works for later in August. Hosted by Arnprior McNab-Braeside United Soccer Club (AMBUSC), the 20 or so kids involved learned basics of the game from more experienced club players, including Brayden and Ryan Massoud, Sarah Couture, Amelia Veale, Sarah Symington, and Jordan Tate. Walker Smith was the special guest coach. A Toronto FC Academy player, Smith played for Ontario and trained at academies across England. He currently is a Canadian all-star
playing for Carleton University. AMBUSC president Bryan Terrell said having players who rose through the local club helping to develop younger players is a win-win for the community. “These kids are learning the fundamentals with fun,” Terrell said. “Having high school kids giving back now helps everybody.” AMBUSC has enjoyed a pivotal season, beginning with switching leagues. Local teams are no longer forced to travel to Pembroke and beyond for games. They are in a league with West Carleton. It has also welcomed Special Olympic soccer players for the first time for a training camp.

Melissa Bishop off to Rio Olympics Valley track star Melissa Bishop was officially named to the Canadian Olympic team on July 11. She won the 800-m Canadian Championship/ Rio Selection Trial in Edmonton on July 10 and was welcomed to the team during the Athletics Canada press conference on Monday. The Eganville runner also broke the meet record (1:59:46) with a new time of 1:59:32. She is now set to compete in Rio Aug. 17 and 18. The final for the 800-m is set for Aug. 20. Fundraiser on par with previous years for Special Olympics Derek Dunn

About as many teams signed up for an important fundraiser this summer as previous, according to an organizer. Catherine Jensen said 35 of a possible 36 teams signed up to play in the annual Special Olympics fundraiser, held at Madawaska Golf Course last Friday afternoon, July 8. “It’s been really good,” Jensen said. “This is about the same as other years. It’s a major fundraiser for us.”
After all expenses are paid, Jensen expects the local organization will take home about $16,000 at this 14th year of the event. The money yields results, too. Arnprior’s Special Olympics team recently returned from provincial championships in Guelph where the athletes claimed several medals, including gold in basketball. That’s a first for them. With several players bringing home multiple medals, the haul was among the better ones for Arnprior’s team.

WATER RESTRICTIONS The Watering Restrictions By-law 04-14 is designed to regulate and control the usage of water, within the Almonte Ward, in the hot summer months. Between May 1st and September 30th each year there are limitations on who can water and at what time. Odd number houses may water on odd calendar days and even numbered houses may water on even numbered days. Watering may occur between the hours of 5:00 a.m. and 9:00 a.m. and 7:00 p.m. and 11:00 p.m. each day and from only one connection. Midday is the hottest time of the day and the water is more likely to be wasted through evaporation when watering at this time. Watering from more than one connection simply uses too much water at once. A significant amount of new grass or sod is exempted from these provisions for one week. Any other violations of the bylaw may result in a fine. Municipal staff will be enforcing the Watering Restrictions.

Army cadets wrap up season with ceremonial review, awards Several awards were given out as the Arnprior Army Cadets held their annual ceremonial review at the Nick Smith Centre. It marked the 13th annual inspection for the 2360 squadron, which has been commanded by Capt. Rob Dufour for the past couple of year. A strong turn-out of family, friends and supporters of the Cadet movement attended the event on May 1. The Reviewing Officer was Brigadier General (Ret’d) Raymond R. Romses, who is the Colonel Commandant of the Army Cadet League of Canada. Romses himself entered the service as an army cadet in Lethbridge in 1967. Honours handed out to cadets at the annual ceremonial review included: • Fitness awards - WO Blaskavitch (male), Bdr Perez (female) and Bdr McIntyre; • Best Attendance – Sgt. The army cadets held a year end whitewater rafting trip June 5 and several cadets are off to summer camp. The cadets will hold a registration for a new season in September. Several area dancers earn honours standing Forty Arnprior School of Dance students participated in the Canadian Dance Teachers Association National dance exams June 4-6. Ann Romeril, past president of the association’s Ontario branch, came from Mississauga to administer the exams. All dancers were successful in passing. The following dancers received honours marks, the highest mark a dancer can attain: Thomas Cherney in both jazz and tap, Rainna Morgan in jazz, Kendra Dyer in jazz, Lauren Kopetoske in jazz, Layne Wilson in ballet, Brooklyn Ziebarth in ballet, Dayna Liebig in tap, and Anna MacHardy in tap. The Arnprior School of Dance will be having summer dance camps in July and August. From July 25 to 29 will be half-day camps for ages 3-5 and from Aug. 8 to 12 full day camp for ages 6 and above.

Before taking over and renaming the restaurant in the Kenwood Centre in Arnprior, Mosher worked for 19 years with senior citizens in retirement homes. So she knows first-hand the heartbreak of Alzheimer and the need for community supports. “I’m very passionate about it,” she said.

Vern’s passion was his love of driving nice cars and classic cars (excluding the little white Geo). He delighted in watching Barrett Jackson Auctions and we didn’t disturb him while they were on. He loved going to car shows – whether they were in Carlisle, PA or wherever they were held Vern was there. His love of sports, humour and politics kept him at his computer for many happy hours. His best buddy, Howard, in cabo San Lucas, Mexico will miss their many long phone calls. Cremation has taken place and we would like to thank the Zohr Funeral Home for their care and compassion. Latest fad in lawn care fascinates family Mother stood at the kitchen door looking out onto the yard. She refused to call it a lawn. A lawn had nicely mowed grass. This lawn had tufts of grass growing every which way, because the only means of cutting it was with the scythe, and that only happened when Father had a lull in the everyday chores around the farm. Which wasn’t very often. Everett was given the job until he cut off the toe of his gum rubbers one day, missing his foot by a mere inch, and that was the end of that. It would take every last cent out of her egg money in the sugar bowl, but Mother was determined she was going to buy one of those new lawn mowers she saw in Scott’s Hardware ad in the Renfrew Mercury. Three dollars was a princely sum, and it would take a long time to build it up again, but it would be worth it. Mother dumped out the sugar bowl on the kitchen table, and had a few coppers over the three dollars needed to buy the lawn mower. I was so excited, especially since

Royal Canadian Legion Branch 616 in Constance Bay has joined forces with PAW and the Anglican Parish of Fitzroy Harbour for an afternoon fundraising/awareness event called Taste of Syria on July 16. The afternoon at the Legion will include insights into the Syrian culture from presentations to treats and mideastern snacks. The day is all about information and awareness in support of Syrian refugee families. The event will run from 2 to 5 p.m. at 377 Allbirch Rd.
