Students returned to school this week and motorists should be on the lookout for school buses and students. The Ontario Provincial Police (OPP) would like to remind everyone that school buses are back in service. Every driver meeting or approaching a stopped schoolbus with lights flashing from the rear must stop before reaching the bus and must not proceed until the bus moves or the overhead red signallights have stopped flashing, say OPP. Many children walk and bike to school and motorists should also be aware of the increased pedestrian traffic, as well, say police.

Mayor David Reid wants to finally put to rest any suggestion that a recently reopened intersection in downtown Arnprior is unsafe. When scheduled topics were finished at the Aug. 28 council meeting, Reid addressed fears that the larger sidewalks and wider pedestrian crossings will mean less space at the intersection of John and Elgin streets for fire trucks to turn safely. He said professional engineers “closely looked at” the design plans. Sophisticated software technology showed that all trucks, even the very largest, can get through the intersection safely.
Former fire chief John Okum signed off on the project, he said. It was elsewhere confirmed to Metroland Media that Okum’s sudden departure had nothing to do with the intersection. “The former fire chief reviewed it and had no issues,” Reid said. He admitted that a right hand turn onto Elgin – which won’t happen very often – will be “a little more difficult.” Those who believe the large aerial truck comes out of the fire department at John Street are wrong. It comes out at Tierney or Hugh streets. The rest of the fleet exits out onto John. “I would like to put an end once and for all to this false narrative,” Reid said. “It has been confirmed by the fire department and council. We have the assurance of the fire chief (Jeff Crawford) they will get there in a timely manner.”

Residents along a major road that have experienced repeated watermain breaks over the years will see work done if a government grant comes through. The provincial government has $100 million left over in infrastructure funding for municipalities that received less than $2 million this year. The deadline to apply is Sept. 27. Arnprior staff asked council at the Aug. 28 meeting for approval to apply for just over $1 million, about 48 per cent of the total cost to do William Street West. The design and engineering work is already done. In June, staff asked council for a list of roads
to be repaved. William, which runs from Daniel Street past the LCBO and Kenwood Corporate Centre to Baskin Drive, was at the top. It also has more traffic than others. Council voted in favour. The watermain along William has burst at least three times since 2014. Some homeowners have complained to town hall about property damage, including mould and destroyed lawns. The road has gotten some work done, but at the west end it remains bumpy at best. “William Street is going to be a first-class street for a change,” Coun. Dan Lynch said. The municipality finds out in January if it is successful in its grant application. The work would take place next construction season.

“I have a problem with businesses within the home not paying their fair share of taxes,” Coun. Dan Lynch said during the Aug. 28 regular meeting of council. It isn’t fair that a computer repair shop or haircutter with a storefront in the commercial core, following all the rules and paying taxes, must compete with another working in their basement for cash, he said. It was to solve that issue and others related to the “home occupation” bylaws that a sizable report was submitted to council by the municipality’s lawyer Paul Webber and planner Robin Paquette. The advice in most areas was disappointing. Maintain the status quo. “Is it perfect? No,” Webber said. “But is it generally working? Yes. From my point of view you can be confident in the bylaw.” The main roadblock putting more teeth in the bylaw is getting onto premises. If a municipality has a bylaw that says no more than 25 per cent of the property can be used for business purposes, the bylaw officer has to gain entry in order to do the measurements. If the owner refuses, there is little recourse. Webber said even if an “open” sign is flashing in the window, only MPAC (Municipal Property Assessment Corporation) can get inside.
The issue of percentage of business versus residence came up during the recent highly controversial case of Antiques, Treasures & Treats. Owners Mike and Judy Wilson clearly used too much space for the business, having built (with a permit) a large barn in the backyard to fill with saleable items. But they were never told otherwise. They also paid the appropriate taxes. Many people – members of council and neighbours alike – enjoyed shopping at the store: it is clean, the owners friendly and helpful. But there was a complaint. And that set a ball in motion that had bylaw investigate. The owners (who both work at the store) feared having to shut down. A compromise was reached that allows a temporary exemption for the store. It was this case more than anything else that prompted the report. Reeve Walter Stack said it is unfair that the store must apply for a new exemption every few years. They should have more security than that. What if the next council decides otherwise? “We are playing with people’s lives here,” Stack said. “Arnprior isn’t the city. We are not about busting into homes. But we need to avoid what happened here.” Webber suggested leaving it a complaint-driven bylaw. There is only about one complaint per term of council. Mayor David Reid talked about adding reminders of the home occupation bylaw when taxes are delivered. Webber agreed that if a case goes to court, if notice was given say five times to a defendant, that is good for the plaintiff’s cause. On the issue of creating a registry, the group discussed a voluntary or mandatory. It was agreed that a mandatory is next to impossible. A voluntary would see the fair-minded
business made the list. Webber appeared less concerned about the topic than those on council. He said small towns like Arnprior tend to have residents who want to follow the rules. Make it easy for them to find out the rules (not by scouring a website, but by receiving letters in the mail) and the vast majority will follow along, he said. Big cities like Ottawa are different, he indicated. Connected to your community
Coverage fair, despite opposition When tragedy strikes, everyone has a job to do. We have the utmost respect for emergency officials and frequently see firsthand how critical their measured, valiant and often-heroic service is to the community. This newspaper faced considerable criticism for its online coverage of a recent fatal crash on White Lake Road. Readers were concerned our description of the scene, which included the colour and make of the vehicle, would identify the victim to her family before police could deliver the awful news. Ethics is top of mind when we are called out to cover such incidents. In this case, the photo we chose to run was taken from a distance and neither the vehicle nor the licence plate were in sharp focus. The details describing the collision were provided by the Ontario Provincial Police (OPP). The photograph and story appeared online at least four hours from the time of the incident. The way we covered this tragedy and posted the news to our website was no different than what we’ve done in the past. Motor vehicle collisions, especially those involving fatalities, are the assignments reporters dread most. Critics pointed to a recent OPP memo that asked “drivers” to refrain from posting collision
photographs from the scene. This was a directive to the public and not trained, professional journalists. And while learning the make and model of the car via an online news post would certainly be frightening for those knowing someone driving that particular type and colour of car in that specific area – there is a much larger percentage of the public whose fears were perhaps allayed learning it was not their loved one involved. We appreciate that not all decisions we make will sit well with our readers but in the end, we are in the news business and our job is to inform the public of the good and the bad, in as timely a manner as possible. Photographing motor vehicle collisions are part of a journalist’s job and top of mind for us is the balance between respecting an individual’s privacy and the public’s right to know. These photos can be a valuable information tool – alerting readers to a particularly dangerous spot, reminding them of the dangers of speeding, impaired or distracted driving and/or highlighting the difficult job of emergency personnel. The debate whether or not to post these stories and when is a constant in our newsrooms and not taken lightly, especially in this new age of social media. That debate continues to evolve.
Still work to be done in the fight against childhood cancer
To the editor: September is Childhood Cancer Awareness Month. Every year, almost 950 children under 15 are diagnosed with cancer in Canada. At the Canadian Cancer Society, we believe that one child with cancer is one too many. In addition to raising awareness, we are investing heavily in Canada’s best childhood cancer research and providing families with vital support programs so they do not have to face cancer alone. We are the largest national chari-
table funder of childhood cancer research in Canada and have invested over $50 million in childhood cancer research over the last 15 years, supporting more than 170 research projects, thanks to our donors. And we have seen progress coming from these investments. In the late 1980s, the fiveyear survival rate for childhood cancers was 71 per cent. Today this has risen to 83 per cent. Investments in research mean childhood cancer can often be detected earlier and better treatments can be offered.
Each year, we also help hundreds of families with kids with cancer get to their cancer-related appointments through our transportation programs. The Arnprior community deserves tremendous credit for their generous support of our fundraising events such as the residential canvass, Daffodil Month and Relay For Life, which finance this important work. While real progress has been made, there is still more work to be done because childhood cancer is still the number-one cause of disease-related
death in Canadian children. And two out of three childhood cancer survivors suffer long-term side effects from their treatment. This September, we ask Arnprior and area residents to help us continue our work, so that fewer children will have to face cancer. 2017 FALL HYDRANT FLUSH VALVE MAINTENANCE PROGRAM The Public Works Department in conjunction with the Town’s Fall Hydrant Flush program is conducting a Valve Maintenance Program. The hydrant flush will clean the distribution system by flushing any standing red water. The valve maintenance program is designed to clean and exercise the valves and by doing so will extend their life as well as determine whether the valves are operable. The work is planned for September 11 – November 3rd, 2017 and will be completed in the shortest period of time possible. This procedure is routine but it may result in some temporary inconveniences such as poor water pressure or “red” water. Do not be alarmed.

Kyla Ubbink to the rescue! She will be presenting at the Sept. 25 meeting of the Arnprior Family History Group (AFHG). Ubbink will share how to stop the deterioration of your family’s historic documents, letters, photographs, albums, clippings, books, memorabilia and scrapbooks through the practice of archival preservation. She will discuss how the damage caused by pollutants, poor climate, light, pests, and mould can be avoided through proper boxing, housing and storage. You will also acquire safe handling techniques, explore digitization options, and gain knowledge in regular maintenance and basic treatments that you can apply at home. She is the owner of Ubbink Book and Paper Conservation based in Ottawa. After an internship at Library and Archives Canada she established her own business in 1992. Ubbink has worked with the collections at the Canadian War Museum, Canadian Museum of Natural History, Bank of Canada Archives as well as the collections of several universities and art galleries. New public art gallery opens in Calabogie
There is a new public art gallery at the Greater Madawaska township building at 19 Parnell St. in Calabogie. Work includes this piece by Hayden Forrest, age 10, of McNab Public School. The building is open for the public Monday to Friday 8:30 a.m. to 4 p.m. The second show is of students’ art from classes offered through Burnstown Arts and will be up until Sept. 29. Saturday night, Aug. 26, was a big success for Needham’s Market Garden as they hosted their first wine tasting event for their Highway 29 Wine. Glenn Needham began making wine more than 10 years ago and was approved last summer to sell at farmers markets throughout Ottawa and the Valley. They are now expanding and hosted their first event, which drew a crowd of more than 200 people, who tested out five types of wine (bottom right). People enjoyed music by Tara Hope and the Rapids, featuring Danah-Lee, as well as food that was provided by The Great British Pasty & Pie Co. (top right). This is the first of many events to be held. September means one thing for local rink rats. Hockey is back. The Arnprior Packers of the Central Canada Tier 2 Hockey League set their roster on Sept. 3. “The team looks very strong offensively,” said head coach Hamish Fraser. “Our defence will be young as we don’t have an elite defenceman but I am happy with the core. I hope the young kids will develop a little quicker because we will need them.” The Packers fell to the Ottawa West Golden Knights in their first exhibition game on Aug. 24 by a score of 5-3. Getting on the score sheet for the Packers were: Colin Baggio with a goal and an assist; Franco Gagnon and Chad Cherry also getting an assist was Clayton Carter in Ottawa. On Aug. 27 in Arnprior the Packers easily dominated the Knights 7-1. Scoring for the Packers were: Franco Gagnon, Alex Caparelli, Brandon English, Chad Cherry (two goals), Ryan Rivard and Payton Jardine. The Packers have two more exhibition games on Sept. 1 at 7 p.m. and Sept. 3 at 2 p.m. both on the road against the Carleton Place Jr. Canadians. On Aug. 30 the Packers announced they traded forward Brad Richardson to the Golden Knights for Ty Power. Last season Richardson had 15 goals and 27 assists with the Packers. “Ty didn’t want to play with Ottawa West, he wanted to play with us so we had to give up a
good player,” said Fraser. “What we gave up in size with Brad we gain more speed with Ty.” Fraser praises Power’s on-ice ability. “Ty is an elite offensively gifted player,” said Fraser. “He should be one of the top scorers this year. He is fast and dynamic.” In other trade news the Packers acquired Renfrew native Linden Fraser from the Westport Rideaus in exchange for a player development fee. They also sent goalie Tom Meyerhands to the Casselman Vikings to complete a trade from last season. The Packers open the regular season at the annual showcase weekend at the Richcraft Sensplex in East Ottawa. The first game goes Saturday, Sept. 9 at 2:15 p.m. against the Embrun Panthers. “I expect Embrun to be a good, hard-working, disciplined team,” said Fraser. “It will definitely be a good team.” On Sunday, Sept. 10 at 5:15 p.m. they play the Richmond Royals, Fraser’s former team. Four former Royals players are now playing for the Packers. “Richmond is rebuilding and it will be interesting,” said Fraser. “Every game with them is competitive. (The Showcase) will be good for fans to see game after game.” With the addition of the Whitewater Kings and the rebuilding of the Renfrew Timberwolves, Fraser says it will be interesting to see what happens in the valley this season. The Packers travel to Ottawa on Sept. 14 to play the Golden Knights at 7:15 p.m. and their first home game is Friday, Sept. 15 when they host the Renfrew Timberwolves at the Nick Smith Centre.

Over a 10-day period, the Madawaska Golf Club will learn who their women’s, junior, and men’s club champions will be. The action has already started as the Women’s Club championship was held Aug. 26 and 27 under ideal conditions. The course is rounding in to terrific shape following six days of sun after a summer of rain. Maureen Dunnigan was named A Flight champ after scoring an 81 on day one and a 76 on day two for a two-day total of 157. This is the 17th time Dunnigan has been named club champion. Mary-Jo Kelly won the B Flight with a twoday total of 179. Ruth Sawdon was the C champion with a total score of 193, and Mary-Ann Williams was the D Flight champion with a score of 208. On Friday Sept. 1 and Saturday Sept. 2, the juniors were up.

They already proved they were the best in the Valley after winning the intersectional championship a couple of weeks ago. Now, it’s time to see who’s the best at the club. Junior coach Daniel Guay expected 12 junior members to tee off in the tournament starting at 1 p.m. “They are so excited,” he said. “This will not be easy for reigning junior champion Nicolas Langford to repeat because this year’s competition is so strong. The guys have better experience after playing in match play and the intersectional tournament.” Guay was also expected to host a mini-championship on Madawaska’s executive course Sumac Grove for the young juniors who weren’t quite ready for Twisted Pines. The juniors will also compete in a skills competition including putting, longest drive, and closest to the pin. The Men’s Club Championship was scheduled for Sunday and Monday of the Labour Day long weekend.

Reporting to the Manager of Child Care Services the Early Years Supervisor will be responsible to the Manager of Child Care Services for the development and implementation of the Ontario Early Years Child and Family Centres (OEYCFC) in Renfrew County. The Early Years Supervisor will also provide supervision and leadership for Integration Services and will demonstrate thorough knowledge of the Child Care and Early Years Act and how it supports the service delivery requirements.
Qualifications: Registered Early Childhood Education diploma preferred or a post secondary degree in human services or a related field, such as social sciences, business/public administration, with at least five years job related experience or an equivalent combination of education and experience. Highly-developed communication skills, both oral and written; proven ability to present to and facilitate discussions with various audiences both internal and external. Strong foundation in research, analytical, program planning and policy development and implementation and strategic and project planning. Strong understanding of best practices associated with integrating children into licensed child care and Ontario Early Years settings. Knowledge of the Child Care and Early Years Act and funding programs, as well as related provincial legislation and policies would be an asset. Demonstrate sound judgment and political acuity in communications and recommendations.
Compensation: $64,247—$73,317 per annum, plus comprehensive benefits package.

Back to school time was yet another reminder of the Depression Getting ready to go back to school after the summer was over, was no big deal. Smart’s Drug Store put out long tables of the school books we would need, and what couldn’t be traded or handed down from an older brother or sister, had to be bought. That meant more chickens, eggs and whatever else could bring in a few dollars would have to be peddled door to door by Mother to pay for what we would need in school supplies. For me, unlike bad Marguirite, there would be no new clothes. What I had worn before would be washed and starched if needed, and any missing buttons sewn on. If I was lucky, I might get a new pair of store-bought bloomers to wear in place of my flour bag ones I wore every day. But I would be allowed to wear them only for the first day back to
my mind, and thought, just maybe Mother would listen. “Do you think I could have a new pair of storebought shoes this MARY COOK year?” I paused for a moment and school. I even had to go into the sugar bowl to take out some of my egg money today.” She was almost whispering, and I could hardly hear her. Her voice sounded so far away. I never mentioned new shoes again and the night before the first day of school, I saw Mother try to shine the
ugly brogues. She was using goose grease and a piece of flannelette, and I saw her rubbing the shoes as if she hated them as much as I did. She took out the laces, and put in a brand new pair she got at Briscoe’s General Store on the way home from Renfrew. “Put them on my bill please,” she said. She didn’t have the nine cents to pay for them. When I went to bed, the brogues were sitting beside the chair with the school clothes I would be wearing. The beaks of birds are the most modified structures in the animal kingdom. These multi-functioned tools act as pincers, drills, crushers, filters, daggers, rippers and slicers. They serve as grooming tools and fishnets. They hack open trees and deliver food to helpless young. Of all the bills owned by local birds, one stands out as being most unusual. When you first see it, you would be forgiven for thinking that its owner flew into a brick wall or had a genetic deformity. That is because, unlike the bills of most birds, the tips of its beak don’t meet. Instead, they cross over and independently project into the air. That bill belongs to the crossbill. There are two species of crossbills and both occur sporadically in our area. Red crossbills have black wings,
but only the males are red; the females are green. The sexes of white-winged crossbills also bear different colours (males are pink, females are green). Both sexes bear bold, name-giving white bars on their black wings. Both crossbill species eat the seeds of conifers, which they extract with the use of their unusual bills. The first step to successful dining for a crossbill is to find the cones of a preferred tree (white pine for red crossbills and black spruce or white spruce for white-winged crossbills). Cones are often plucked from the branch and clenched tightly in one foot. A crossbill then inserts its crossed tips under the adjoining scales of a cone. It opens its bill sideways, the curved tips prying apart the scales. When the seed hidden beneath the scales is exposed, the bird’s long tongue extends in and plucks out the seed. Seeds are tough and hard to physi-
cally break down, even for the crossbill’s tough gizzard — a muscular organ lined with a tough cuticle containing sharp projections. To help the gizzard do its job, crossbills swallow small stones and grit. When the gizzard’s muscular walls contract, those items help it function like a gristmill. Grit is often picked up from gravel roads where, sadly, crossbills and other finches, like pins struck by a bowling ball, fall victim to speeding cars. Red crossbills, like their close relatives, are nomadic and move widely to find huge seed crops, delaying nesting until they find one. Their courtship songs are strange things, sounding to me like tiny mechanical toys being wound up. Because of their dependency on large seed crops, crossbills delay nesting until one is found and thus are known to nest in almost every month of the year. While resident red crossbills eat pine seeds, a smaller-billed

Recently, this race appears to have moved into our area and can be seen dining on spruce seeds. The approaching seasons should be alive with both species of crossbills, because most species of conifers are currently laden with cones. In Algonquin Park, pine branches are bending
