For more information, visit www.csusm.edu/temecat or call 951-676-9254. On The Cover: ROBERT VISCONTI As regional affairs manager for Southern California Gas Company, Robert Visconti is an advocate of environmental sensitivity and conserving natural resources. But it’s even more personal than that. “We have our children and grandchildren to think about,” he says. Intrigued by the Environmental Leadership Academy at California State University San Marcos at Temecula, Visconti joined the inaugural class in 2012. The ELA uses field demonstrations, walking and bus tours, interactive group discussions, expert panels and lecture presentations to create a greater awareness of long-term sustainability issues.

Visconti emerged from the academy with such enthusiasm that his entire staff of seven has graduated from the program, and he has invited employees from the environmental side of the company to attend. “The environment has to be a greater priority for all of us, including those of us in business,” he says, adding that SoCalGas is a long-term supporter of the academy program. The most important element of this program is the collaboration it fosters among local and regional business leaders, environmental advocates, subjectmatter experts and environmental scientists, Visconti says. “We want to take care of our environment and we support an industrialized nation,” he adds. “How do we do that responsibly? By bringing everyone to the table, educating each other, working together and coming out with a plan.”

Message from the Dean Welcome to Fall 2015 at California State University San Marcos at Temecula. We are excited to partner with the city of Temecula, area businesses and Mt. San Jacinto College (MSJC) as we develop a 21st century higher education center for Southwest Riverside County. We have several programs—including a bachelor’s degree in business—that feature a guaranteed four-year graduation timeline and a locked-in tuition rate, making them a convenient option for budgeting purposes. Our programs are designed to meet the workforce needs of the region, including upper-division nursing, business, kinesiology, and criminology and justice studies degrees as well as business and professional development courses, certificates and our Environmental Leadership Academy. If you have specific training or education needs, don’t hesitate to contact me directly at mschrode@csusm.edu. Robert Visconti (on the cover; see story on the inside front cover) is a graduate of our first Environmental Leadership Academy. As regional affairs manager for Southern California Gas Company, he was intrigued to collaborate with other environmental leaders in the region to learn more about sustainability issues. Robert was so pleased with the experience that his entire staff has since participated in the program. Innovative programs are what we’re known for at CSUSM at Temecula. This fall, we are launching professional certificate programs in The Business of Hospitality and Business Emergency Preparedness Planning, and we are establishing an Environmental Leadership Institute, which, in addition to coursework and certificates, will provide independent, unbiased, third-party expertise and analysis on issues related to environmental review, mediation and policy. Our program offerings fill a need for many highly motivated students and our CSUSM at Temecula students thrive in the workforce, reporting a strong employment rate in their respective fields. Our degree programs feature guaranteed classes, are eligible for financial aid, and have a 98 percent on-time graduation rate. In addition, we are proud to be an approved provider of tuition benefits for members of the military, veterans and military spouses, and we offer multiple online and classroom programs. On behalf of all of us here at CSUSM at Temecula, we welcome you to our campuses and look forward to helping you start your story! GO COUGARS! Environmental Leadership Institute Dedicated to providing environmental leadership in resolving issues related to land, water, waste, energy and air in the Southern California region.

The Environmental Leadership Institute (ELI) at California State University San Marcos at Temecula is a leading resource for environmental planners, policymakers and practitioners. We would like to thank Southern California Edison for providing the initial funding for the ELI.

Environmental Services The ELI provides independent, unbiased third-party expertise and analysis for environmental review, mediation and policy initiatives.

Review

The institute provides science-driven analysis and assessment of environmental issues, with an emphasis on support services for environmental planning and land use. The institute also provides a variety of independent review services for individual projects, governments and agencies, and nonprofits/NGOs, including feasibility and impact studies for large-scale infrastructure developments such as energy, water and waste. Additional support services are provided in the following areas: CEQA and NEPA documentation review, sustainability initiatives, community planning, city and regional planning, conservation, watershed planning and restoration, sustainable and green development practices, and renewable energy and infrastructure planning.

Mediation

One of the hallmark services of the ELI is the environmental mediation service. Designed to allow controversial project proponents and opponents to discuss their concerns and desires in an open and neutral forum, environmental mediation seeks to resolve issues that would otherwise languish in court for decades. If a mutually agreed-upon solution can be facilitated by a neutral third party, both proponents and opponents can save money and time by identifying a mutually agreeable path forward.

Certificate Environmental Leadership Academy Certificate Dedicated to providing visionary, spirited and thoughtful leadership toward a just and sustainable future.

Presented in Partnership with Southern California Edison and Southern California Gas Company The objective of the Environmental Leadership Academy is to heighten awareness and engage leaders in critical thinking around environmental issues affecting our quality of life, such as climate change, air and water quality, landuse change, endangered species, energy and waste. Southern California leaders need a balanced knowledge of critical environmental issues that supports sound decision-making and best practices. Gaining the necessary tools will enable leaders to manage valuable resources through collaborative, workable solutions. According to a report published by the Public Policy Institute of California in February 2015: “California has made progress on water management. But population growth and climate change are likely to intensify the challenges, and solutions will require difficult and sometimes costly tradeoffs.” Population growth, water and climate change are among the many important issues examined in the Environmental Leadership Academy. Join one or both offerings available in the Inland Empire in Fall 2015 or our new offering in the North San Diego region in Spring 2016. Learn to lead others in better understanding the complexities of serious environmental issues that touch on all areas of life. Upon completion, you will recognize the need for sensible and far-sighted policies to make the Southern California region a national model for balancing long-term sustainability with economic vitality and environmental stewardship.

Policy Initiatives

The ELI is a resource for environmental policy and regulation. As part of our services, the institute serves as a think tank, providing decision-makers, agencies and organizations with expert consultation and review for legislation, proposed regulations, policies, land management programs and local ordinances. Our analysis is designed to help bridge the complex gap between science and policy, providing a support service for better-informed decisions and discussions.

Course Watergy Water and energy issues have dominated California’s environmental concerns. We are faced with recurring droughts, flooding, energy shortages and demands for increased renewable energy. One of the most important issues that is often overlooked is the interface between water and energy (termed watergy). Energy is needed to move, process, heat and purify water and we use a tremendous amount of energy to simply move water from the source to a distant point of use. We also use energy to process and purify water, operate wastewater treatment plants and desalinate water for drinking purposes. It is imperative that we understand the water-energy nexus, and improve our management, efficiency and conservation of these resources. This workshop will focus on how watergy programs can meet our energy, water and financial needs into the future.
