Management and Board The Chief Executive Officer will report directly to the board of The Total Care Foundation of Fiji. Under this persons leadership, four expatriate managers will be employed for a period of 3 to 5 years, at this time indigenous people from Fiji will move into these positions. In accordance with “world’s best practices” the project will also include the services of an international recruitment company who will assist in attracting the most suitable and qualified CEO to lead a team of professionals.

Funding Overview In consultation with the local indigenous people, Mirbat Limited and the Board of The Total Care Foundation of Fiji, funding for the Namosi Waters project would be used for immediate improvement to many communities as well as ongoing projects to assist in long term sustainability for education, health and employment. Health Funding would be used to set up a much needed Maternal Child Health Clinic and improve women’s and infants health. Education The total refurbishment of the Mau primary school to allow for the installation of computers and creating a model for village schools in the area, then replicating if to other primary schools in the province. Scholarships to further education primary, secondary and university level in both Fiji And Internationally, scholarships for both academic and sporting will be offered. Mentoring programs which will entail International Student Exchange Programs to help create the Fijian Leaders of tomorrow, rewarding students during their school years to allow them to grow. This program would far better recognition than the existing year 12 school report system and certainly lead to scholarships across many subjects. To improve the Mount Fort Boys Home located close to the project area, the initial injection of funding would bring it up to a world standard allowing it to become totally self sufficient. Initial funding of 1 million dollars (AUS) which is part of the budget will be required to set up the Mount Fort Boys Home. Infrastructure Improving transport in areas that have limited availability due to the isolation on where they are situated, this will create opportunities for the tribe members and locals to improve business dealings, access mentoring, education and engage with community groups more frequently. Improve the Sport and Recreation facilities for all ages that will also create employment opportunities and improve unity among the community. Improve the current water supply to maintain clean water, create dams that will improve cash crops as well as commercial fishing and aquaculture.

Housing Program The Housing Program would be established to improve existing dwellings , as well as creating affordable housing in the form of kit home, these kit homes will be set up in some 10 villages and will support widows and single parents. Priority would be given to those with young children and in remote locations. Storage facilities would be set up for easy access to building equipment, machinery and tools. The Housing Program will include the availability of qualified tradesman to support and train others. Some initial funding will be required to repair 6 houses on a 132 acre site as well as the development of an admin building to manage the project and house expatriates. Sustainability Programs Holder Farms Project The Holder Farm Project would be established to support those people not directly fortunate to work in the major projects. This project would enable local farmers to become self sustainable in all areas of their lives. Farming experts and business consultants would be available at anytime to assist and support local farmers. This project would also create small Holder Farms, some 200 who would grow pigs and chicken for the project, buying the day old and getting supplied feed and the returning when the animal is the correct age and weight, this project would be supported by experts of the project to have success through the entire process. A Small Bank or credit union would be set up to Micro Finance small loans along the lines of the Nobel prize winner from Bangladesh, will be offered to assist in the Holder Farm Project. Leadership Program The Leadership Program will create a model of village leaders in Mau that will lead to improvement in village living, this program can then be replicated to villages all over Fiji.

Sustainability

The project funding will

be provided to allow all projects to commence immediately, with the intention of the program for the community to be self sufficient and the initial projects completed over a five year period. The majority of the $59.20 million funds will be drawn to commence the many projects outlined that are ready to begin.

The Holder Farms Project is

vital for the ongoing success of the project and the future for many Fijians. The farming projects will require a 5 year planning stage that will lead to vital income and employment opportunities for the community, profits from the farming of chickens, pigs and aquaculture as well as producing other commodities such as water and Kenaf will provide the necessary income to support all programs after the 5 years of holding funds across all projects.

75%

of all profits from the projects will be reimbursed to the people of Fiji with 51% being allocated to the land owning people of Tribe Drekeniwai, 24% to the greater Fijian community and 25% to carious parties involved in the project. As outlined, the direction of the funds to the various projects will be overseen by a very experienced, respected and industry specific board.

The program will also include a Biodiesel Plant that removes emissions from the local concrete factory and uses these emissions to produce Algae, the Algae produced can be then used to produce fuel and high protein meal, this will greatly reduce the feed costs for the chicken and pig breeding programs.
