ARTIST BRIEF INSIDE OUT: Enhancing Boroondara’s Cultural Asset
Inside Out: Enhancing Boroondara’s Cultural Asset project aims to improve local community cohesion by providing a safe and engaging area for community access and participation.
The City of Boroondara is seeking to commission an artist/group to develop a public mural (paint only) at the Hawthorn Arts Centre. The work site is at the rear of the building and measures approximately 2m (h) x 42m (w). The mural will form a lasting positive impact with the current and future users of the cultural venue and increase the degree of community engagement the Centre has with the community.
INSIDE OUT: Enhancing Boroondara’ s Cultural Asset Project is supported by the Australian Federal Government through the Department of Infrastructure and Regional Development. Funding also includes the provision of new lighting and signage at the rear of the Hawthorn Arts Centre.
The City of Boroondara is inviting expressions of interest from experienced professional artists who wish to be considered for this exciting public mural project.
Budget Council has a budget of $10,000 (ex GST) allocated for the successful applicant to deliver the artwork. The intended life of this work is a minimum of five years. A defects liability period will extend for a period of three months from the date of completion of the artwork. After this date all maintenance of the artwork will be carried out by Council. The successful applicant is responsible for all costs associated with the delivery of the artwork, including all materials and equipment required to deliver the artwork, preparation of the site, and anti‐graffiti coating. Purpose of the artwork and key characteristics Reflecting the visions for the Boroondara Arts Program and the Hawthorn Arts Centre, the purpose of the artwork is to contribute towards Council’s objective of fostering strong and engaged communities by creating a welcoming and safe entrance to The Basement, the performance space located at the rear of the Centre. The artwork should also respond to the heritage and culture of the Hawthorn Arts Centre site.
Boroondara Program Vision: Boroondara is the home of vibrant and engaging arts experiences for all residents in order to enrich the lives of the Boroondara community
Hawthorn Arts Centre Vision: The Hawthorn Arts Centre will be the flagship of arts, cultural and civic celebration for Boroondara

The concepts proposed by artists should respond to the above purpose and reference at least one of the following characteristics: Heritage of Boroondara, such as its o Built/urban landscape o Natural environment o Community make‐up History of the arts in Boroondara Future vision of Boroondara
Please note that there is a requirement to have the name of the venue, “The Basement”, integrated into the design. Designs that incorporate subtle wayfinding elements towards the entrance of The Basement are strongly encouraged.
The successful artist will be required to: 1. Submit a preliminary sketch of the proposed work 2. Commit to mutually agreeable cross‐marketing opportunities with Council 3. Attend up to two community assessment panel meetings 4. Submit a final sketch of the proposed work incorporating feedback from the community assessment panel meetings 5. Deliver the creative outcome (mural) on site 6. Agree to images being taken by Council for publicity purposes while the creative outcome is being delivered on site

To be considered for this project artists should submit the following: A full CV covering demonstrated experience in designing and delivering art projects, and in particular murals Images of previous works A brief concept outline illustrating the creative idea and themes for a proposed work that responds to the project purpose and includes at least one of the key characteristics 2
Outline of methodology and timeline for project delivery Evidence of public liability insurance for $20M
Assessment Criteria: Expressions of interest will be assessed against the following criteria: Demonstrated experience in designing and delivering art projects, and in particular murals Response to the project purpose and key characteristics Demonstrated ability to deliver the project according to the submitted timeline Artistic merit of the proposed concept outline
Selection Panel: A selection panel comprising representatives of the City of Boroondara’s Arts and Culture Department, including representatives from the Programming and Town Hall Gallery teams, will conduct the assessment and selection of the preferred artist/group. Council will respond in writing to all expressions of interest received within six weeks of the closing date.

Accompanying this Artist Brief is the draft contract. The successful artist will be required to sign this contract with Council prior to works commencing.
