Together, we are ARTS WESTCHESTER.

Dear Friends of ArtsWestchester,
It has been my privilege to serve as ArtsWestchester’s CEO for the past 33 years. Since February 1991, I have appreciated the fellowship and dynamic leadership of the board and staff as we have worked hand in hand to make ArtsWestchester a model arts agency in the state of New York.
We have made enormous strides in 2023, which positions us to be a strategic partner to the reimagining of White Plains in the coming years with the tremendous development and capital investment going on in the downtown. With more than 3,833 dwelling units currently in the pipeline over the next few years, there will be new opportunities to touch more residents, to create more arts consumers and to partner with more businesses and restaurants.
We have raised considerable dollars for capital improvements in our historic building in order to ensure the integrity of the building for the next 30 or 50 years, to improve its accessibility, making it handicap accessible and to create more spaces for education and art programs for the public. This investment will allow ArtsWestchester to keep up with the growth of White Plains and Westchester County, provide more avenues for sponsorships and boost income for the increased services the population will require.
In 2023, we produced many important programs throughout the county like JazzFest White Plains and our Westchester Roots cultural programs. We also continued to advocate for public art. Studies show that more and more artists are migrating to the Hudson Valley and other New York State locations, both for cheaper rents and increased opportunity. We have always made it a point to feature a broad range of Hudson Valley artists in our programs and we look forward to expanding our relationship there, helping Westchester to shine as brightly as our counterpart of New York City.
Thank you for your partnership,
Janet T. Langsam CEO, ArtsWestchester
Dear Friends of ArtsWestchester,
There are so many world-class arts events and cultural happenings to discover in Westchester County. In fact, more residents and visitors are taking advantage of our cultural destinations and signature arts events than ever before. In total, Westchester’s arts and cultural sector generates more than $182 million in economic activity throughout the County annually.
According to Americans for the Arts, arts attendees spend an average of $27.08 per person, per event, beyond the cost of admission on items such as meals, parking and lodging—vital income for local businesses. Cultural tourism and local arts attendance strengthen the economy and improve the image of downtowns throughout New York State, boosting arts and business partnerships in cities and towns. Cafes, restaurants, retailers and more benefit from arts attendance at theaters, arts centers, film houses and museums.
Thank you for your ongoing support of ArtsWestchester and our entire cultural community. Together, we are ArtsWestchester — inspired by the artists and arts groups working to keep the arts vibrant in Westchester and Rockland Counties.
Marie Smith President, ArtsWestchester
ArtsWestchester’s mission is to create an equitable, vibrant and sustainable Westchester County in which the arts are integral to, and integrated into, every facet of life.
The arts are for everyone, amplifying the multi-ethnic and culturally diverse voices within our community. The arts offer opportunities for advancement and personal growth. The arts are a catalyst for systemic change, economic development and community empowerment. The arts create life-affirming experiences, celebrating differences and finding shared values.
As ArtsWestchester looks to the future, and in recognition of the current needs of the communities we serve, we reaffirm and further commit to advancing social justice through our policies and practices. We acknowledge that this work is ongoing and commit to enacting a strategic vision that is proactive and responsive in shaping a just, fair and equitable Westchester.
ArtsWestchester supports a cultural community that generates more than $182 million in economic impact for Westchester County. Among our services, we:
• award more than $2.3 million in grants annually to artists and arts groups.
• support more than 150 arts organizations
• bring artists into Westchester schools and community centers.
• build arts audiences and market the arts throughout Westchester and beyond.
• showcase artists through exhibitions and performances.
• transform communities through public art.

ArtsWestchester’s nine-story historic landmark building plays a central role for the organization and the greater arts community by providing arts programming for the general public and affordable work spaces for artists and small creative businesses. In 2023, we welcomed a new group of tenants to our growing artist community, and recovered to a 90% occupancy rate for the first time since the pandemic.
With the building’s centennial only five years away, this was a year for planning head for the property’s next century. ArtsWestchester undertook a full audit of its building and developed a comprehensive capital plan to address infrastructure, accessibility and resiliency. Core projects include: refurbishment of the building’s boiler plant, electrical distribution modernization, elevator modernization, and the replacement of the building’s 200+ non-monumental windows.
ArtsWestchester was proud to receive a major capital equipment grant of $342,000 from the New York State Council on the Arts to invest in a new lighting system and acoustic system enhancements for the gallery. These new systems will improve the environment of the gallery for artists, artworks and audience members alike. In addition, ArtsWestchester received major support from the NYS Senate and Assembly delegation. Special thanks to NY Assembly Members Chris Burdick, Dana Levenberg, Amy Paulin and Steve Otis for their leadership on the window restoration project. These grants from our legislators will help ArtsWestchester address its antiquated infrastructure and move forward with its improvement plan.
In spring of 2023, work began in earnest to address our building needs and to relocate and upgrade the boilers to a new energy efficient system. Funding for this upgrade was made possible through a major Dormitory Authority grant, sponsored by New York State Senate Majority Leader Andrea Stewart-Cousins.
30 Artists
ArtsWestchester provides more than 30 artists with affordable work space.
$1M
A $1 million New York State Dormitory Authority grant funded heating system upgrades in the building.
$600K NYS Senate and Assembly invested in our historic window renovation project.
ArtsWestchester’s Grants Program awarded significant support to the field in 2023, with the continuation of landmark funding from the New York State Legislature to support grassroots organizations and artists in Westchester and Rockland Counties, as well as continued funding from the National Endowment for the Arts to support artist-driven initiatives. Following the success of the 2021-22 “ReStart the Arts” funding program, ArtsWestchester secured a renewed allocation of $1 million in 2023, which included over $500,000 earmarked specifically for regrants through our Arts Alive regrant program. Through the 2023 Arts Alive grant cycle, ArtsWestchester awarded funding to 104 community-based programs, 15 education residencies, and 45 individual artist commissions.
In total in 2023, ArtsWestchester awarded more than $2 million in funding to organizations and individual artists, including Arts Alive, five county-supported programs, and two equity-focused initiatives—Advancing Equity and Voices for Change. Grants are designed to increase organizational capacity, enhance cultural and educational programming, support individual artists in the creation of new work, and make arts and culture programming accessible to all communities. Also included in the 2023 awards was a renewed initiative that funded Juneteenth Heritage celebrations across Westchester and Rockland, elevating the federal holiday to a countywide community event.
In fall 2023, 150 arts organizations were eligible to participate in the Art$WChallenge matching grant program, which leveraged County funding to raise a record-breaking $819,759 in new, private donations that were matched by $463,325 in County support.
ArtsWestchester awarded more than $2 million in funding to organizations and individual artists.
In total, 193 organizations & 47 individual artists were supported through competitive grants in 2023.
The NYS Legislature continued to support grassroots organizations and artists in Westchester & Rockland Counties.
The ArtsWestchester Gallery Program includes community-based exhibitions as well as thematic ones. In 2023, we provided space for group exhibitions to both Puerto Rican Cultural Committee and Westchester photography collective The Ground Glass. With support from the Office of Mental Health, the annual Visions exhibition showcased artists who receive services from off-site programs. ArtsWestchester continues to support photography in the county by providing the Larry Salley Photography Award, which highlights both emerging and established artists with a cash prize and exhibition opportunities.
ArtsWestchester received a federal grant from the National Endowment for The Arts to produce Crossing Borders: Revisited, featuring artists who create works that explore ideas of migration, memory and placemaking. The gallery also serves as a venue for performances and events.
In 2023, 164 artists exhibited in our gallery across six exhibitions.
In 2023, over 3,000 guests visited our gallery.
ArtsWestchester received support from the National Endowment for The Arts to present an exhibition.
With major multi-year support from the Westchester County Board of Legislators and White Plains Hospital, ArtsWestchester’s ArtsMobile program offered 110 free in-person art workshops in 2023, serving 4,218 Westchester residents. Through creative activities, ArtsWestchester’s community education program served more than 250 individuals who receive mental health services, and also presented an annual art exhibition by the same population. These programs are made possible with the support of the Westchester County Department of Community Mental Health.
Twice monthly, ArtsWestchester’s Teen Tuesdays & Thursdays after-school program offered 24 free artmaking workshops to more than 200 youth aged 11-16. Chief support for Teen Tuesdays & Thursdays includes the following: Con Edison, M&T Bank, Citizens Bank, Carvel, Sills Family Foundation, and NYS Parks & Recreation.
ArtsWestchester provided artist residency programs to 500 school-age students across two school districts in Westchester: Greenburgh Central School District and the Yonkers City School District, along with other public and private schools. It also served 540 youth and adults through artist residency programs at 36 community and social service agencies based in Westchester. Additionally, over 100 families and adults participated in Creative University and The Learning Lab, programs that offered beginner art workshops and free drop-in activities, allowing guests to explore a variety of artistic mediums.
110 Trips
Provided 110 ArtsMobile trips to schools, community centers and social service agencies.
1,040
Served 1,040 youth and adults through ongoing arts education programs.
4,218
Served 4,218 residents with ArtsMobile visits in Westchester.
ArtsWestchester has been committed to advocating for public art since our founding in 1965. We believe the arts should be accessible to all people and that artwork enriches any environment, be it a classroom, conference room, public park, downtown or private development. Since completing ten major public art commissions in partnership with the New York Thruway Authority for the Mario M. Cuomo Bridge in 2020, ArtsWestchester has become the region’s leader in advocating for and managing significant works of public art.
Public art presents art outside of museum walls, helping to build community pride, enlivening the landscape and establishing a sense of place. In the hands of artists, dull building exteriors become vibrant destinations, sidewalks become inviting places and ordinary streetscapes become extraordinary.
In 2023, ArtsWestchester partnered with the development team behind Mount Vernon’s 42 Broad property – a joint venture of Alexander Development Group, The Bluestone Organization and institutional investors advised by J.P. Morgan Global Alternatives – to unveil a monumental sculpture by Brooklyn-based artist Eto Otitigbe entitled "Peaceful Journey." The sculpture was inspired by rapper Heavy D. The artist explained: “I wanted to pay homage to the Mount Vernon community that had such an important place in hip-hop with this work of art."
Otitigbe worked with the architect Michael DiCarlo to design "Peaceful Journey." The archway offers an invitation for people to pass through its portal, which serves as a waymarker for a peaceful journey — whether for those leaving the building or community, or for those returning home.
ArtsWestchester’s Performance & Folk Arts Program presents, promotes and preserves the artistic expressions of Westchester’s cultural communities through collaborative community programming, education, research and documentation. In 2023, with major support from Montefiore Einstein, our programs supported a wide range of tradition-bearers that represented the cultural heritage of our region’s Black/African American, Ecuadorian, LGBTQIA+, Dominican, Irish, Korean, Japanese, Chinese and Vietnamese communities, among others. Additionally, JazzFest White Plains presented 15+ music events over the course of five days and featured jazz greats John Scofield, Joe Lovano, Cecile McLorin Salvant, Helen Sung and more.
During the summer and fall, ArtsWestchester presented Westchester Roots, a series of ten outdoor music and dance programs held in parks and city streets across the County. Highlights from the 2023 series included included a pan-Asian Mid-Autumn Mooncake festival, Dia De La Cultura Ecuatoriana (Day of Ecuadorian Culture) and the Countywide Juneteenth Kick-Off celebration.
In 2023, ArtsWestchester was the recipient of a prestigious $195K grant from the Institute for Museum and Library Services to support our Westchester Heritage Ambassador Program, a new community-driven, collaborative initiative designed for and by emerging leaders from three Westchester immigrant communities – Paraguayan, Ecuadorian and Ghanaian. Through this program, selected Heritage Ambassadors will develop and expand their skills in ethnographic fieldwork, audio/visual documentation and community archiving, as well as program planning and production.

2023 was a memorable year for ArtsWestchester as we stepped up our countywide public information programs and marketing campaigns for ArtsWestchester’s cultural programs post-COVID in order to inspire people to return to the arts.
With a goal of bringing audiences back to the arts as well as attracting new arts consumers, the Communications team worked to grow our community of social media followers and newsletter subscribers by more than 20% and increased web traffic by more than 47% over 2022. We published more than 100 articles on our news site, ArtsNews, featuring the latest news on major cultural events, arts organizations and fun things to do in the arts throughout Westchester and Rockland Counties. Weekly arts e-newsletters kept arts-interested subscribers up-to-date on events happening each month and helped build arts audiences for events by affiliate arts groups throughout the County.
Major sponsor support by Montefiore Einstein enabled ArtsWestchester to expand promotions of our Westchester Roots series of 10 community arts events, our five-day JazzFest and our Juneteenth Kick-Off event throughout the greater Westchester market area.
The staff made improvements to the organization’s website and continued to build ArtsWestchester’s brand while successfully marketing ArtsWestchester’s annual fundraising events, including the Arts Award Luncheon, the 2023 Golf Outing and The Arts Rock Gala event at The Capitol Theatre.

With fundraising as our focus, the development department concentrates on engaging supporters through events, membership and outreach. Every year is a challenge, and 2023 was no different.
The development team took a leap of faith and shifted our traditional annual gala to a benefit concert at The Capitol Theatre in Port Chester featuring a lively review of music and songs from the '60s and '70s. Guests at the Arts Rock Gala enjoyed a pre-concert reception and sumptuous buffet. By the time the evening ended, guests were dancing in the aisles and ArtsWestchester had raised $193K to benefit our work in the communities we serve.
Our popular annual golf outing, made possible with major support from Wells Fargo, moved to Brae Burn Country Club in Purchase. To accommodate the demand for more foursomes, we offered both morning and afternoon sessions. The early morning tee-off attracted 10 foursomes before 21 more foursomes came for the afternoon, with most players coming together for cocktails, dinner and awards in the evening.
We are also pleased to report that our membership has increased by 74% from 2022 due to more focus on renewals and larger gifts. In addition, our artist membership has grown exponentially because of exhibition opportunities available only to artist members. Growing ArtsWestchester’s membership continues to be a priority for the organization.
