NEW DEVELOPMENTS IMPACTING ON SCHOOL FACILITIES MANAGEMENT Here we are with 2022 fast approaching! After a turbulent 2 years we are delighted to look forward to back to School in 2022. As we try to put the anguish, disruption and wellbeing challenges from COVID behind us we are excited about what 2022 will bring.

Air Quality – not new, but certainly now in focus. Technology has also supercharged this aspect of Building Wellness and Comfort. Indoor Air Quality (IAQ) Sensors measuring CO2, TVOC (Total Volatile Organic Compounds), Relative Humidity and Dust
The coming 12 months will be a decisive period of transformation in the Australian Energy Market. The culmination of new and emerging technologies and manufacturing cost reductions has intersected with demands for action on Climate, Carbon Emissions, Sustainability and our Renewable Energy Transition. The next 5-10 years will see radical change on how we approach the Environment, and in turn how we manage our Buildings and the people who use them. What does this mean for our Education Facilities and Operations? Here are 3 key developments to keep an eye on:
Particulates provide alert driven dashboards which enable Reporting for Governance and Community communications. Measuring via IAQ Sensors also helps manage how Schools tackle Air Quality - informed, data driven investment decisions means any spend targets trouble spots or high use/high contact spaces. When coupled with disinfection and airtreatment systems like UV-C Lighting or UV-C Disinfection Units microorganisms can be reduced in excess of 99% without risks related to (HEPA) filter changeovers. Finally, one other major trend we have seen emerging is the establishment of Targets that bind an Organisation on how they will achieve their Carbon (CO2), Sustainability or Renewable Energy aspirations.
1. The Rise of Renewables: Battery Energy Storage Systems (BESS) have been steadily maturing over the last few years. Costs have come down, performance/efficiency has improved and grid/network connection is clearer. Batteries will play a major role in the Renewable Energy Transition, fuelling expanded solar capacity on Schools (which have historically limited solar to self-consumption). When combined, Solar and Batteries will accelerate Energy Sharing mechanisms like Community Energy and Virtual Power Plants. As Energy Sharing becomes more accessible we will be able to share Solar Energy with our Families, Local Businesses and sister or feeder Schools 2. Intelligent Air-Conditioning with Internet of Things (IoT) – 2021 was a pivotal year for Air-Conditioning Control. As the largest energy load in Schools we have been trying to tackle AirConditioning for years. The cost of control devices and improved data communication and management means Air-Conditioning can be controlled from your phone, device or PC – regardless of Manufacturer, Model or System Type. Importantly this technology can deliver Energy (kWh), Demand (kVA) and Emissions (CO2) benefits without impacting building comfort or Teacher/Staff control. These intelligent management systems can be extended to other major infrastructure too (Gas and Water Management Assets, Pool/Boilers and other Plant) and will revolutionise how we control and manage critical Building Systems3.

Research conducted by UNSW Professor Mat Santamouris found improving indoor thermal and environmental quality was “as important as improving the teaching material in the classroom.”
Long before the COVID-19 pandemic, many students across Australia were learning in classrooms with poor air quality. A study by UNSW into air quality in schools found concentrations of carbon dioxide (CO2) in classrooms, on average, peaked significantly higher than the 850-ppm threshold, prescribed by the National Construction Code, due to a lack of proper ventilation. With Australian students spending at least 25 hours in classrooms per week, this issue is critical. Without remedial steps, poor air quality will continue to affect school children and that’s dangerous for several reasons.
UNSW Associate Lecturer Dr Shamila Haddad, who conducted the school air quality study, says the research supports a growing case for developing specific health guidelines that consider the indoor-based ventilation and thermal comfort needed specifically for schools. A recently comprised coalition of health and architecture experts, backed by the Federal Opposition, agree, and are calling for a national plan to improve ventilation in classrooms. Currently, Australian school design must comply only with the National Construction Code, which requires spaces to be naturally or mechanically ventilated with outdoor air to maintain air quality. A clear requirement or directive on indoor ventilation is critical not just for students, but also for the many millions of teachers, administrators, care workers, volunteers and parents who spend time in and around schools.
A lesson for everyone
Fortunately, we now have a vital opportunity to fix this problem. In NSW alone, the Government this year announced a record additional $2.1 billion spend on upgrading school buildings across the state. A portion of that could be used for critical facility upgrades that improve indoor air quality by renovating HVAC systems and replacing and upgrading filters. The Victorian Government has also made steps to remedy the issue, with Premier Dan Andrews recently announcing school classrooms across the state would have their ventilation tested ahead of students returning to campuses in term four. But is this enough? It doesn’t address the critical infrastructure issues that may prevent the adequate flow of air and ventilation across many classrooms.
Firstly, diseases can spread faster when air quality is compromised. During the pandemic, many schools have switched to remote learning, due to the unknowns related to the virus, and because many found it hard to provide well-ventilated spaces that were safe for students and teachers. With schools buildings shut down, teachers are finding it difficult to connect with some students, children are missing out on the social and emotional development fostered by peer interaction, and parents are struggling to manage the work/home schooling juggle. Second, poor air quality can affect students’ health and their ability to learn. Poor indoor air quality can contribute to building occupants experiencing symptoms related to asthma, fatigue,

As the NSW Government states in its guidance ‘Ventilation: a guide to reducing the risk of COVID-19’: “open or well-ventilated spaces reduce the risk of transmission because infectious particles are more quickly diffused in the open air, than in spaces with less ventilation. This is the reason ventilation – the deliberate introduction of fresh air and removal of stale air from a space – is so important in preventing the transmission of COVID-19.” Similarly, Dan Andrews has also noted “the way [airflow] works in school spaces is incredibly important in terms of containing, and hopefully limiting, the number of infections in any schoolbased environment.” Conducting a school air quality audit, like one conducted by leading publisher The Conversation, could also reveal if more extensive upgrades need to be performed, which can be done less invasively over the coming months, while deploying techniques like outdoor learning environments (as

SOLVING YOUR EVERYDAY ACCESS AND SECURITY PROBLEMS

Education facilities need intelligent security systems to ensure the safety and security of people, buildings and property. Many visitors, students, staff and service providers come and go on a daily basis. Restricted doors must be monitored while others need to be freely accessible, keys need to be restricted while instant access rights are needed, rooms for afterhours teaching and private hire need to be easily accessible, the premises needs to be monitored day and night and confidential documents need to be securely stored. Access control Imagine being able to lock specific doors in your school from your computer or create timed access to certain doors throughout the day from one system. Imagine never worrying about keys falling into the wrong hands again or the dilemma of granting afterhours access. Access control allows you to control who can enter a room or building at specific times from a central system, allows you to instantly grant or revoke access to doors using pin codes, fobs, cards and smartphones for individual access rights. Access control gives you the ability to control visitor flow within a building in the event of an emergency and allows you to receive notifications when a door has been unlocked. Access control can enhance your school security system and give you peace of mind that your building can only be accessed by students and staff with granted permission. There’s a range of access control products available today from wireless and hardwired to smart door locks. CCTV Schools have a responsibility to ensure the safety of students and teachers while on school premises. CCTV systems are used to deter and prevent incidents happening on school grounds whether it’s bullying, vandalism or unauthorised access. CCTV creates an auditable trail of footage and gives staff peace of mind that the only people on site are the people that should be there. Knowing where to place your cameras in the school grounds requires careful planning to account for security, safety and privacy. If you are restricted to a certain number of CCTV cameras, you’ll need to consider what type of camera to install. Cameras need to be placed at the optimal height to allow a broad scope of viewing and need to be programmed to record and store the data. CCTV can be used in conjunction with access control to create an integrated security system for your school.
