President's Message

November has always been my favorite month of the year. There are beautiful fall colors blowing in the wind, we celebrate and remember our Veterans on November 11th, and of course spending time with family on Thanksgiving Day. November provides us many reminders of what the November flower, the chrysanthemum,symbolizes: honesty,joy,and optimism.

ASCE TMB sponsorship forms for 2020 have been e-mailed. In addition to Gold, Silver, Bronze, and individual sponsorships, there is an option to purchase a yearly luncheon package at a discounted rate of $25 per lunch.This prepaid lunch package can be shared amongst different employees from your office,so buy a couple. Don’t forget the Gold sponsorship includes a table at the Spring Banquet, which will be held March 12, 2020 at the Silver Legacy, so mark your calendars. YMF sponsorships are also available, which include participation in the Office Crawl,and twofree attendees at the YMF technical tours.

Also sent out with the sponsorship forms was registration information for the Inaugural ASCE Cup Challenge. To be the champion, you will need to conquer trivia, pinball, poker, escape room, mini golf, bike race, soccer golf, and a team challenge course. Presenter Summary

John Flansberg, PE City of Reno Director of Public Works

John’s hands-on experience in a number of positions in both the public and private industry, before becoming the Director of Public Works, have given him the skills and understanding to effectively lead a teamresponsiblefor thestewardshipoftheCity’sinfrastructure.

John came to the City of Reno in 2005 and has served as the Director of Public Works since 2009. John began his public service with Carson City on January 2, 1997, the New Year’s Flood and held numerous positions (Street Superintendent, Street Operations Manager, Transportation Manager, and Deputy City Engineer) prior to coming to Reno. John also worked for Granite Construction Company from 1989 through1996invariouspositionsincludingProject Engineer,Project Estimator andProject Manager.

John received his Bachelor of Science in Civil Engineering from Oregon State University. He is a State of Nevada Registered Professional Engineer (Civil) and is also a member of the American Public Works Association.

On weekends, you will find John attending Church meetings, working in the yard, mastering the barbecue and spending time with family. John volunteers as a member of the Church of Jesus Christ of Latter-Day SaintsandtheBoyScoutsofAmerica.

We are accepting money to help us make fresh meals (sandwiches, fruit, veggies, etc.) to deliver along with the supplies

The STEM community at the University of Nevada, Reno would like to ask you to join us in helping the less fortunate by donating new or used warm clothing, food, toiletries, and anything you think could help the cause. From October 28th to November 15th, we will be collecting donations. In Scrugham Engineering and Mines (SEM) room 119, there will be a box for fellow students or faculty to donate items. If you are a local business, we will bring a box to you on October 28th and pick it up November 15th . On November 16nd at 10 am, we will be meeting at the University Catholic Community-Our Lady of Wisdom Newman Center (1101 N. Virginia St, Reno NV 89503) to:
sort through donations,
make fresh food (sandwiches, fruit, veggies, etc.),
and deliver the supplies to the homeless shelter. You are welcome to join if you’d like!

Estimating Liquefaction-Induced Building Settlement

Significant settlement and damage may occur due to liquefaction of soils beneath shallow founded buildings. The primary mechanisms of liquefaction induced building settlement are shear induced, volumetric induced, and ejecta induced ground deformation. Volumetric induced free field ground deformation may be estimated with available empirical procedures. Although challenging to estimate, ground failure indices and experience can be used to estimate roughly ejecta induced building settlement. Nonlinear dynamic soil structure interaction (SSI) effective stress analyses are required to estimate shear-induced ground deformation. Results from over 1,300 analyses identified earthquake, site, and building characteristics that largely control liquefaction-induced building settlement during strong shaking. A simplified procedure was developed based on the results of these analyses to estimate the shear-induced component of liquefaction building settlement. The standardized cumulative absolute velocity and 5%-damped spectral acceleration at 1 s period capture the ground shaking. The liquefaction building settlement (LBS) index, which is based on the shear strain potential of the site, captures in situ ground conditions. Building contact pressure and width capture the building characteristics. Field case histories and centrifuge test results validate the proposed simplified procedure. Recommendations and an example for evaluating building performance at liquefiable sites are shared.
