Presidents Message

but one step more to think one vote will do no harm.” – Ralph Waldo Emerson November is election month, and we would like to remind and encourage all of our members to vote! ASCE focuses heavily on government relations, and it’s important to consider the impacts that these election results have on our community and profession. This election year, there are several important choices to make, such who will be the new Mayor of Reno and whether or not the Nevada Margin Tax will be implemented. Regardless of your decision, be sure to do your part on Tuesday, November 4.

Though election season will be over soon, the Nevada Section and Truckee Meadows Branch of ASCE will continue working on government relations. The Section will be updating the Nevada State Report Card in the coming months. It will be presented to our local officials and discussed at the Nevada State Fly-In, which will be held in Carson City the week of February 22. Shortly after, the national ASCE Fly-In will be held in Washington, DC and several delegates representing our local community will meet with national legislators to discuss important issues pertinent to Civil Engineering. If anyone is interested in helping with the report card or would like to attend the Fly-In, please let us know and we can help you get involved!

Important Discussion

Dear ASCE TMB Members and Friends,

In an effort to assist you in providing information relevant for this upcoming election, our board through the government affairs committee has approached both the Question 3 (aka Margins Tax/ Education Initiative) proponents and opponents for their take on the subject. Below is what they provided to us and who it came from: Pro for Question 3 (via Progressive Leadership Alliance -PLAN Action): The Education Initiative is a 2% tax only on the 13% of large businesses in Nevada that generate 1 million dollars per year. A business can choose from three generous deductions: The cost of goods sold, payroll, or 30 percent of their gross.

Let’s look at the effect on a $1 million business. It deducts 70% of the cost of goods sold, to get the margin of $300,000, on which it pays 2%, or $6,000 annually. This amounts to 60 cents per $100. Now let’s examine now a larger retailer, like a Wal Mart that brings in a billion dollars a year. It could deduct 75% of its cost of goods sold, to get to the margin of $250 million, for a tax of $5 million. But from this they can get credit from the amount they pay on the Modified Business Tax. With a $3 deduction on what it pays on MBT, the tax paid by a billion dollar corporation amounts to $2 million dollars per year.

Only three other states don’t tax business income or revenue. If taxes were the only factor in the equation, businesses would be fleeing other states to come here. They’re not. Con for Question 3 (http://stopthemargintax.com): Question 3 is a deeply-flawed tax increase measure that would do nothing to guarantee more funds for education. But it would hurt thousands of Nevada’s small business owners and major employers, damage our state’s economy, cause the loss of thousands of jobs, and increase the costs Nevada consumers pay for everything from food, housing and gas to utilities and healthcare. Promoters of Question 3 say the tax is 2%, but because it would be applied to a gross revenues, not profits, it’s the equivalent a 15% corporate income tax. That‘s nearly twice as high as the corporate income tax in California and would make Nevada one of the five highest taxed states in the country for businesses to operate in. Promoters also claim the tax proposal is for education. But that’s just an empty promise. Nothing in the measure guarantees education funding would be increased. The legislature could divert the money, just like they have in the past. That’s why a statewide coalition of small and large employers, business and labor organizations, taxpayer advocates, and healthcare providers urge a NO vote on 3.

For the month of November YMF will be hosting a tailgate November 22nd at the UNR vs Fresno football game. We have locked up four parking spaces and are planning on having an enclosed tent, basketball shoot out, your other basic tailgate games, and of course food! Tailgate officially starts 2 hours before the game (still TBA), but we will be there as early as 10am! It's going to be a blast!

Healthy Meals For On The Go Breakfast

Healthy Tidbits

OMELET IN A MUG It has been shown that folks that have eaten eggs for breakfast have lost 65% more weight than those that didn't. Here are some easy steps to make this quick on the go meal: Spray mug with cooking spray, beating one egg in it, stirring in a handful of chopped broccoli, carrots and shredded cheese. Microwave the mixture in the mug for 1 minute, stir and then microwave for 30 seconds or until egg is set. Add some salsa APPLE CINNAMON BREAKFAST BURRITO Since apples are full of fiber, its great to include them to meals to help promote weight loss. Top a whole wheat tortilla with 1 Tbsp. peanut butter, a thinly sliced apple and a sprinkle of cinnamon. Throw in microwave for 1 minute or less and roll up! The healthy fats in the peanut butter will help keep you satisfied longer too!

Lunch ITALIAN STYLE LOADED POTATO Believe it or not but even though potatoes contain starch, they still may encourage the burning and shrinking of fat cells. Try this tasty treat that is packed with nine essential vitamins and minerals and loaded with protein! Poke several holes into potato and microwave for about 4 minutes. Meanwhile stir together 1/2 cup of low-fat cottage cheese, 1 cup of baby spinach and 1/4 cup of marinara sauce. Slice the potato open, stuff with the mixture sprinkle with about a tbsp. of mozzarella cheese and a dash of an Italian herb blend. Then microwave for another minute. Enjoy! SALMON AND CHICKPEA LETTUCE WRAPS It has been found that women who ate oily fish at least 2-4 times per week had the lowest levels of body fat. And you don’t even have to cook to get this benefit! Drain one small can of wild salmon and toss with 1/2 cup chickpeas, 1Tbsp olive oil, 1Tbsp chopped sun dried tomatoes and a sprinkle of dried dill. Serve in lettuce leaves.

Dinner MEXICAN STYLE CHICKEN AND RICE People that can eat at least 34 grams of fiber per day, can absorb 6 percent less calories, so with the fiber in this meal with the beans and brown rice, you will have no problem meeting the requirements for the day. Microwave a pouch of brown rice. Mix 1/2 cup of rice with 1 cup of pulled rotisserie chicken, 1/4 cup black beans, 2Tbsp nonfat plain greek yogurt and 2Tbsp salsa. Microwave mixture 30 seconds or until warmed through. Serve with baby carrots and bell pepper strips. ROAST BEEF MELT When people typically think of beef, they think fat. But did you know that roast beef deli meat is as leans as chicken or turkey and is loaded with lean muscle building protein, iron and zinc! Top 2 slices of whole wheat bread with 3oz. Of roast beef, 1/3 cup of sliced mushrooms, 3 slices of red onion and one slice of reduced fat provolone cheese. Toast under the broiler until cheese melts. Generously sprinkle black pepper ( fat fighting power!) and finish by topping with arugula and mustard.

November Lunch Speaker Bio LtCol(ret) Warren "Bum" Rapp

LtCol(ret) Warren Rapp recently retired from the Nevada Air National Guard in May of this year after serving in military for 26 years. He started off his career as a Marine Pilot for ten years, then switched to the Nevada Air Guard for the last 16 years. He flew helicopters, fixed wing aircraft as an instructor in Navy Flight School, C-130's for then Nevada Air Guard, and finally flying unmanned aircraft at Creech AFB in Southern Nevada. Highlights in LtCol Rapp's career include being a flight instructor in Navy Flight SchoolCorpus Christi Texas, completion of C-130 Aircraft Commander's Flight School-Little Rock AK, Commander of Airport Security Troops at Reno Tahoe IAP (2001-2002), Director of Logistics for the NV Air National Guard, and finally served as the Commander of the 232nd Operations Squadron at Creech AFB from 2008-2014. LtCol Rapp also served on Governor Sandoval's committee for UAS economic development for Nevada, acting as a military technology advisor for Northern Nevada. Upon retirement, LtCol(ret) Rapp accepted a position with the Nevada Institute for Unmanned Systems(NIAS), and was tasked with setting up FAA UAV testing operations in Northern Nevada. In September, LtCol(ret) Rapp was selected as the new Business Director for the University of Nevada Reno’s Advanced Autonomous Systems Innovation Center(NAASIC). This center will seek to establish local, State, and International business collaborations in the exploitation of Advanced Autonomous Systems. Robotics, UAV’s, and Advanced Manufacturing will be the focus business development. Lieutenant Colonel Rapp was born in Clovis, New Mexico in 1967, but considers himself a local as he attended Roy Gomm Elementary School, Swope Middle School, and graduated from Reno High School in 1985. LtCol Rapp attended Brigham Young University on a Soccer Athletic Scholarship from 1985-1990. Rapp's family lineage dates back to the late 1940's in Nevada, and he proudly boasts his parents were married in Hawthorne in 1956. He is currently married to his wife Kim, along with their four children, Jared, Brandon, McKenzie and Alexis.

When it comes to outreach, the ASCE Truckee Meadows Branch is here to help. This was true of the most recent outreach that occurred at the Spanish Springs High School ‘Career Day’. The event took place on October 23, 3014 from 8 to 11 am and was full of young and engaged minds. The ASCE booth was managed by ASCE TMB board members: Amber Sosa of Atkins Global, Jon Lau and Lonnie Johnson of CFA, Kelly Doyle of UNR, and Randall Rice of Golder Associates. Amber and Lonnie took the morning shift and used a model earthquake simulator to attract aspiring engineers to come and visit with them. The demonstration turned out to be a huge hit as the ASCE booth had consistent visitors. The large bowl of Halloween candy may have helped attract an audience, but nonetheless the day was a success! Jon, Kelly, and Randall arrived on the scene around 9:30am as the mid-morning relief. The broad range of technical experience and background, between the board members, allowed the students to ask questions about the various types of engineering practices available. The morning ended with students testing their skills solving the Rubik’s Cube and competing to answer questions about the field of civil engineering. Many students stayed to ask individual questions of ASCE Board members. This allowed the members to interact with students on a more personal level and offer insight to what a career in civil engineering might entail. There were a few instances where teachers and volunteers came up and thanked the group for doing such a great job and having one of the best set-up booths at Career Day.
