BOUTIQUE DE GESTION Scaling model: Capacity building and piggybacking To scale the impact of Boutique de Gestion in other countries which face high unemployment and low entrepreneurship rates, we identify forward-looking and committed partners who have the necessary infrastructure and access to would-be entrepreneurs or who can develop it. We provide in-depth training, support in adapting the tools and methodology to their own national and organisational context and would like to develop a European network of organisations that are interested in sharing and innovating new ways and tools to foster entrepreneurship.
Barriers to scaling •! Entrepreneurship is still not much valued in many countries in Southern Europe. In the media it is either reflected through subsistence micro-entrepreneurs or through serial entrepreneurs, with no space in between. Not enough people think of themselves as potential entrepreneurs and the schooling system does not offer guidance. •! Policy-makers sometimes see entrepreneurship just as a tool to address unemployment, which implies lack of strategic vision and systemic policies to support it. •! Scarce culture of evaluation which leads to the termination of impactful programs such as the “Dedicated Loan for Business Creation” in France •! There is a significant reduction in public funding to support would-be entrepreneurs and there is still not consideration or the return on investment of such funding. •! Regional services for employment often provide generalist support and training and might not reflect the needs of the job market •! Many unemployed people in Southern Europe are not eligible for unemployment benefits and do not register with employment agencies, which leaves them with no concrete support or tools to prepare for the demands of the labor market.
Policy recommendations •! National governments should create a specific legal and fiscal form that allows prospective entrepreneurs to test their business idea without the need to initially request a VAT number, but using the VAT number of an incubator (“Couveuse” – following the French BGE model), which can be used by different economic activities. Moreover, they should also spread the Student Entrepreneur Status in Southern Europe and beyond to enable students to test and run their enterprise while continuing their studies. •! Public funders should promote among accredited employment agencies the inclusion of selfemployment and entrepreneurship services and support them financially in particular in Southern Europe. •! National and regional governments and local authorities should ensure that all publicly funded co-working spaces also provided tailored and professional support services to would-be entrepreneurs.
