THE FUTURE IS BRIGHTER YOUTH PLATFORM/GDN Scaling model: Capacity building and affiliation Develop an international webpage managed by GDN in Turkey and in parallel identify local partners in Italy and Greece who are interested to use specific parts of the services offered using a language-based categorization and who have or could gain access to students, teachers and companies. Support local partners to adapt content and acquire know-how and skills to make best use of the tools.
Barriers to scaling •! Difficulty to mobilise the necessary (human, management, financial, political etc.) resources for successfully driving the overall scaling process and the local adaptation and transfer projects. •! Despite interest from several potential partners, without dedicated funding, local organisations have difficulty in prioritizing such a project and following up on a concrete action plan.
Policy recommendations •! The European Commission and other public and private investors should seize the potential of investing in the scale-up of proven innovative solutions and should provide seed financing to help them build internal capacity to scale and then transfer know-how. For example, a European call for proposals should be launched aiming at scaling impactful youth employment solutions in countries which need them. Governments and management authorities could also earmark specific ESF budget to launch innovation competitions to attract the best model in their countries. •! Tech companies should provide more pro-bono support for software development and e-learning platforms, in particular when trying to scale and adapt a service to a new country. •! The European Commission should create thematic meetings and exchanges aimed at connecting organisations working on youth employment and empowerment so that they can start collaborations and scale up proven solutions in order to avoid repetitions and build on experience and lessons learnt.
