Scaling model: Partnership and capacity building Develop a pan-European network of organisations who adapt and implement (parts of) Lanzaderas model autonomously. Foundation Santa María la Real will provide network support such as: communication, knowledge transfer, training, local adaptation, co-creation opportunities and peer exchange. Partners need an appropriate and committed team with expertise in the areas of employability, entrepreneurship and experience in collaborating with public and private bodies.

Barriers to scaling •! Identify local partner with charismatic entrepreneur who can attract resources •! Funding for adaptation and transfer costs, local pilot and experimental projects •! Language challenges

Policy recommendations •! Public and private bodies at local, regional, national and European level should collaborate more closely in order to support impactful solutions.

•! The European Commission and National Governments should develop new funding mechanisms that are easily accessible and of variable amounts to support specific scaling costs such as translation, knowledge transfer, training, as well as small pilots.

•! Public and private funders and investors should develop more effective and less bureaucratic monitoring and reporting criteria and rules that do not hinder innovative approaches to foster employment. For examples, indicators such as attendance to training courses or vocational guidance is not an indicator that Lanzaderas can excel in. Yet the impact can be measured in number of people who find a job.
