Outcome Of The Mega Merger And Its Impact On Security Systems With the Oil and Natural Gas Corporation (ONGC) keen on acquiring Hindustan Petroleum Corporation (HPCL), the Centre will have every reason to be pleased. Reliance Infrastructure-led Mumbai Metro One announces the launch of the country’s first Mobile Ticketing System “OnGo” which will turn into a reality in mid-August, 2017. The system is at an advance stage of testing and almost ready to go. Apart from the Mumbai Metro One app, the tickets can also be bought through the payment partners’ apps. With the help of Mumbai Metro app, the commuters will now be able to buy their token or pass and can generate a QR code which will be used to get access through automated fare collection (AFC) gates.

Net profit attributable to shareholders of listed companies reached RMB 983,001,211.23 (USD 145.73 million), increasing 38.50% year on year. Exotel announced their partnership with Zendesk to provide end to end multichannel support to Zendesk’s customers in India. With this new partnership, Zendesk will include Exotel’s Voice Platform as a part of its customer support offerings in the region. Exotel will provide these solutions with an aim to extend comprehensive customer friendly solutions that are more meaningful, personal and effective in the Indian market. Exotel will be integrated through the Zendesk API to facilitate phone support from the same Zendesk family of products businesses currently use to manage all other channels. With full customer history, automatic ticket creation and call recording, this integration will allow agents to focus on conversations rather than workflow.

When an emergency vehicle needs to navigate an intersection, the Opticom Emergency Vehicle Preemption (EVP) system onboard the emergency vehicle sends a request to the intersection’s controller ahead of its arrival. If the request is granted, the light turns green and the vehicle gets a clear path through the intersection. In Lévis, the city has equipped 28 intersections and 19 emergency vehicles with the latest EVP technology. The system will allow those emergency vehicles to get to the scene of incidents faster, and to avoid the danger of navigating an intersection against the flow of traffic. The result will be faster overall response times and increased safety for residents and emergency services personnel.

Jakson commences 200 KW solar rooftop plant

Union Minister of State, Ministry of Law & Justice and Electronics & IT, Shri P.P. Chaudhary, inaugurated a 200 KW solar rooftop PV power plant at Electronics Niketan Building in New Delhi, installed and commissioned by Jakson Group, a leading energy and engineering solutions company. This rooftop solar plant will help generate up to 300,000 units of electricity every year, reduce emissions by 216,000 kilograms per year and help achieve cost savings between Rs 8 to 10 lakhs per year. As part of the project, Jakson installed 669 solar modules of 310 watt manufactured at its state-of-the-art solar module manufacturing plant in Greater Noida. In addition to turnkey engineering, procurement and construction services for the project. Jakson will also provide annual operations and maintenance service to the plant for 25 years.

The project was executed under Solar Energy Corporation of India’s (SECI) RESCO scheme. Under the Renewable Energy Service Company (RESCO) model, the consumer can install a solar power plant and not pay anything upfront. A power purchase agreement is signed between the installer and the consumer at a mutual tariff.

A merger of Hindustan Petroleum Corp. Ltd (HPCL) with Oil and Natural Gas Corp. Ltd (ONGC) would have been a neat structure, combining both businesses with the full benefits of integration available to claim. There would be no cash to be paid or debt to be raised. Instead, ONGC plans to acquire the government’s 51% stake in HPCL. For integrated oil companies, a lot depends on oil price levels and how best companies are able to hedge against price movements. Budget constraints: The risk mitigation would require an investment in terms of people, technology, equipment which comes with a cost. Also, these resources are virtually acting as support functions and adding no value to the bottom-line of the organization. To add to it allocating the same budget for all the locations becomes a challenge. Preparedness: Mock drills and simulation exercises are good ways to practice crisis management. However, in real life situation it could be quite tricky. Transportation may be affected, communication may be at fault or emergency supplies might be unavailable. It requires assistance and hand-holding from experienced experts, who have handled and managed different kinds of situations world over. Disaster response infrastructure and processes: Business owners always prepare for specific incidents, for instance they prepare for incidents like fire, terrorist attack, bomb threat or flood in isolation. Israeli Army is replacing Taut Wire System with Vibration Sensor system for its Border Surveillance. It has been installed all over the world in high security sites such as prisons, embassies, industrial and utility sites and alike.


BENEFITS AND ADVANTAGES

(i) The system requires a field processor (SVSHub) every 1500M in oppose to other fence mounted systems that require a dual zone processor every 200-400M. (ii) For sites up to about 1.5 Km the SVSFence does not require a processor at all and can be plugged in directly into the control hub. (iii) Control hubs can be networked and communicate with a main server via a standard Ethernet network. (iv) The hubs and sever can be remotely setup, diagnosed and upgraded via wired or wireless internet.

This eliminates the need for special magnetic gate and tamper switches and their interface. (vii) There is no orientation requirement for the sensor unlike other systems where the sensor has to be levelled and adjusted. (viii) The sensor can be installed on multiple types of surface including concrete and steel walls. (ix) The installation of the system is as easy as connecting it to the fence every three meters.

The main features of the system are:(i) The sensors are over-moulded on a standard outdoor rated cable, which is used to provide operating power as well as communication with the control centre. (ii) The sensors exchange information with the control unit (SVS Hub) via RS-485 communication line.

(iii) Each sensor includes a micro-processor doing the local calculations to filter solid or false alarm events. (iv) Each sensor has a unique address so the information being sent back to the command centre knows to pinpoint the actual alarm location. (v) Each sensor can be adjusted from the control centre to fine tune the sensitivity and functionality.

SUMMARY

The challenges of assessing security risk stems from uncertainties inherent in specifying each of the factors that determine risk; i.e. threat, vulnerability, and consequences. The most uncertain factor surrounding terrorism risk relates to threat when, where and how will terrorists choose to attack next. It is difficult to anticipate changes in terrorists’ intentions and capabilities, yet the intelligence community directs significant effort to providing answers to exactly these types of questions. The challenge in this poses for risk analysis is how to link efforts of intelligence analysis with efforts to estimate and manage terrorism risks.

MARKET INSIGHTS According to the latest industry figures, the thermal imaging market is estimated to grow from USD 7.71 Billion in 2016 to USD 10.27 Billion by 2021, at a Compound Annual Growth Rate (CAGR) of 5.9%. The price of thermal cameras is dropping every year and is no longer a luxury surveillance product, but has become a core part of the technology. MISSION AECI’s Chemserve Systems Ltd provides chemical products to a diverse range of industries. Their site at Chloorkop, a small industrial town just outside of Johannesburg, was being monitored by four different analog camera systems, making effective security surveillance extremely difficult. A decision was taken to consolidate and upgrade the existing solution. SOLUTION Seasoned IP CCTV and systems integration provider, SLA Group, designed and installed a cohesive solution, using Axis network cameras, which offers complete perimeter coverage and extensive internal monitoring capabilities. The main entrance control room maintains centralised control of the entire system, while the IT server room records & acts as a main buffer for the whole system, thereby reducing the risk of an incident or intrusion failing detection by security personnel. The Institute’s data centre dedicates about 640 nodes and 7,000 cores to the computational analysis, and at each step in the process more and more data is generated. A typical project generates 30TB to 40TB. Multiple projects are carried out each year, requiring the addition of over 100TB of storage capacity per year.

The team placed a premium on performance, including InfiniBand support for applications sensitive to network bandwidth. ADOPTION OF HIGH-PERFORMANCE STORAGE PLATFORM To meet the I/O and throughput demands of the Institute’s large-scale parallel computing environment, and to support the new InfiniBand network architecture,

INTRODUCTION hah Abdul Latif is an esteemed university and one of the most recognised bodies providing higher education in the field of arts, commerce, science and technology. It is located in Khairpur - a former state that joined Pakistan in 1955, right at the heartland of Upper Sindh. The main campus located at Khairpur - just 3 kilometres away from the town, spanning an area of 340 acres of land plush with greenery and demarcated playgrounds.

The university houses over 8000 students and staff across its campus, and the management wanted to make sure that the premise was safe and secure for all. The existing security was limited to the premise being manned by a few security personnel, which was, by far, insufficient from the security point of view. The management required an intelligent surveillance system to be designed that would not only ensure the safety of students and staff, but also help with maintaining discipline within the university.

SOLUTION The management of Shah Abdul Latif University wanted to monitor the entire expanse, especially the entrance and exits and boundary walls. The expectation from the system was real –time recording and crystal clear display. The university’s vast premises required careful screening so as to determine the best locations and angles where cameras could be installed to monitor the maximum area without compromising on the footage quality. The choice of cameras, cabling, and related equipment/peripherals, also required careful evaluation. It was important to ensure that the installation was tamper proof. The choicest of high definition CP PLUS cameras were selected along with one of the best recorders and a VMS so as to ensure high definition images, 24 hour recording and hassle-free operation. A central control room was set up where footage could be monitored and recorded.

IMPACT Shah Abdul Latif University has greatly benefited from the installation of this surveillance system. The control room for recording and storage of data has distributed monitoring units connected by underground optical fibre cabling. The conceptualisation of this project has ensured easy identification and immediate action. The installed surveillance system has been able to efficiently monitor the campus round-the-clock, zoom-in where needed and provide real-time images to authorities to enable authorities to tackle emergency situations and take corrective actions.

BACKGROUND Looking to provide a more secure environment and enhance education management both inside the college campuses and within classrooms, DTE enlisted the help of Progility Technologies Pvt. Working closely with the client, Progility team undertook site surveys at 43 campuses across Gujarat and in respect of DTE’s management and system performance

What are the prevailing challenges and opportunities in India’s Oil & Gas Security and Safety market? The Oil and Gas sector is one of the most critical non-renewable energy sources for most nations, including India. In India, the oil and gas sector has both government and private players operating in upstream, midstream and downstream areas. As the petroleum products have become the primary source of energy, the associated installations are considered as critical infrastructure of national importance. Keeping the challenges in mind, Oil and Gas sector throws up many opportunities for the Indian safety and security market. The foremost will be to provide solutions for an integrated and comprehensive risk management framework that will include proper risk assessments, design and implementation of a cost effective mitigation solution encompassing physical and cyber security, networking of far-flung assets under one umbrella, coordinating of responses to an incident and sustenance of a robust security posture by periodic reviews and specialised training.The guidelines like OSIPP have to be made more stringent with liabilities and not be left open to individual interpretation as far as possible. World over, these assets have been targeted by terrorists, criminals, hackers as well as by insider threats. In India too, the threats manifest themselves against these assets in the form of cyber threats wherever there is vulnerability in the system and physical threats including natural ones. Employee radicalisation is another threat, which is gaining prominence now which may lead to lone wolf scenarios, espionage and sabotage. With IS and other

radical organisations gaining foothold in the country, the threat of terrorist attacks also increases against these installations. Theft from oil pipelines remains a threat as well as leaks from pipeline. Offshore installations are also a lucrative target for siege/hostage situations as well as piracy. From a safety perspective, they are also vulnerable to loss of stability or station, structural failures and individual safety aspects.

Keeping in mind the current threat levels and understanding the situation, private companies in the sector have better standards in security and safety management systems. The PSUs/government organisations are hindered by their legacy systems and processes, however, there has been a paradigm shift in the outlook and the same can be seen in upcoming locations as well as within the organisations trying to upgrade their security and safety systems. How Oil & Gas sector can upgrade their legacy security and safety systems? Organisations need to carry out a need analysis and design a best fit solution through their internal teams or external help from domain experts. An effort should be made to use or at-least integrate as far as possible the existing systems to the planned solution. The upgrade can be done in one time effort or in a phased manner based on criticality that can be measured from the risk assessment and available budget.

What are the suggestions for implementing Oil & Gas sector’s security and safety solutions project? The cycle for such projects is ‘Analyse’, ‘Design’, ‘Implement’ and ‘Review’. The first step is to analyse the need by doing a comprehensive risk assessment and map it to the “As is” state to define the “To be” state. This should also take into account the systems deployed, balance life and efficiency as well as support for that system so that they can be integrated and used. Decision for one time or phasing should be taken based on pre-decided parameters. The new solution should be bundled for best fit for the organisation at that location and not just what is the best available. The equipment specifications should take into account the weather and environment at the installation. As far as possible, the systems should be open in nature. Implementation should be carried out by competent system integrators and the contract should have elements of maintenance in that. AMC contracts also ensure that better grade equipment is provided. The personnel being deployed should be adequately trained and enabled. Regular reviews, both internal and external should be carried out periodically. Outside help can be solicited by the organisations from domain experts to ensure that they receive a comprehensive solution catering to all identified risks.
