The real estate sector grapples with issues like lengthy procedures for project approvals, lack of clear land titles and prevalence of black money. The recently approved Real Estate Regulatory Act (RERA) is an important initiative by the government to address the concerns of real estate sector. The recent surgical strike by Indian Army has given a strong message to Pakistan- We are done with tolerance towards terrorism. Pakistan has been carrying out such attacks whenever they want it. They thought that India will tolerate this attack too. However, they forgot that “Tolerance has a limit of its own”. Pakistan prides itself on having an army that it says is one of the best in the world. Yet, the Indian Army strolled in, killed the terrorists and even 2 Pakistani Army men in an attack that proved how inferior they were and how supremely superior the Indians are. And this they did with Pakistan Army being on full ALERT in wake of Uri attack! The Indian Army chose to strike at a time and place of their choosing after intelligently refusing to react in a knee-jerk manner to the Uri terror attack. They picked their target well too and struck when the terrorists and Pakistan Army was caught virtually with their pants down. In one of the most humiliating revelations by the attack by Indian Army was the proof that Pakistan actually backs and supports terrorists. Pakistan has over the years denied that the Pakistani establishment and Pakistan Army supports terror, yet here was the Indian Army showing the entire world of Pakistan’s complicity in supporting terror. In fact, Pakistan has always maintained that no such terror camps exist and the Indian Army has exposed their lie for the world to see.

Amritsar Tops the List of 27 New Smart Cities Smart City mission is moving forward in swift speed. The Golden Temple city of Amritsar topped the list of 27 new smart cities announced by the Minister of Urban Development M.Venkaiah Naidu. Eight other cities of pilgrim and tourism importance that made to the third list of smart cities are; Ujjain, Tirupati, Agra, Nashik, Madurai, Thanjavur, Ajmer and Varanasi. With this the number of cities selected under Smart City Mission for financing implementation of smart city plans has gone up to 60. Announcing the cities that were selected in a competition among 63 cities, Naidu said “The willingness and enthusiasm among cities to participate in more than one round of competition is a clear evidence of the urban renaissance set in motion. Competition bases selection has made the cities rediscover themselves as they are undertaking a thorough assessment of gaps in the present levels of infrastructure and service delivery and come out with comprehensive, credible and actionable plans for area based development and technology based Pan-city solutions” The new 27 smart cities have proposed an investment of Rs.66,883 cr under smart city plans including Rs.42,524 cr under Area Based Development and another Rs.11,379 cr for technology based Pan-city solutions that benefits all the citizens of respective cities. With this, the total investment proposed by the 60 cities selected so far has gone up to Rs.1,44,742 cr,

4,717 CCTV cameras go live across Mumbai The Mumbai city will now be under CCTV surveillance. After much delay, chief minister Devendra Fadnavis on Sunday launched the second and final phase of the state government’s Rs949-crore CCTV surveillance network, with 4,717 cameras going live at 1,510 locations. With the project, the state government is hoping to make Mumbai more safe with the help of smart policing.The project will help the Mumbai police with surveillance of sensitive spots and enable faster response because of real time streaming 24x7. The project was undertaken after the Ram Pradhan committee, which was constituted in the aftermath of the 26/11 terror attacks, recommended a CCTV surveillance network.

80 percent of visitors responded that they were not aware of fire alarm procedures indicating a lack of visible signage and instructions. It is vital that an occupier ensures, its employees are trained for and understand what is required during an outbreak of fire. It was observed that lack of knowledge in the area of fire and inadequate training in emergency drills, delay the fire fighting operations. Probably adequate fire safety training and periodic emergency drills can make the emergency response more effective and many occupiers take fire training seriously and train a large number of their employees / occupants. Training the employees / occupants and fire drills are clearly related but are not synonymous and it is a common misconception that conducting periodic fire drills discharge an occupier’s training obligations. No doubt fire drills are very valuable exercise but taken in isolation, they are insufficient in educating employees / occupants in all the important matters. National Building Code (NBC) 2005 Part IV emphasis upon the aspect of training and Emergency response and proper periodic drill based on the Fire Plan for each building is mandatory. Training of employees / occupants in fire safety matters continues to be a controversial issue with many occupiers adopting the attitude that it is not reasonably practicable to provide training for all employees / occupants. This stance has probably never been fully tested legally. Most of the organisation practice the drill without a proper Fire Plan document and even doesn’t have an evacuation plan and hence the occupants are not clear of the role and expectations in case of actual eventuality. The drill needs to practice as close to an actual emergency and all the probabilities evolving during a fire emergency should be considered during the drill.

There are various other institutions like National Institute Of Fire Engineering & Safety Management (NIFS) and National Academy of Fire and Safety Engineering (NAFS) having its centre all over India. These institution offer courses like Diploma/Advance Diploma in Fire & Safety Engineering, Diploma/ Advance Diploma in Industrial Safety, Diploma in Sub Fire Officer (DSFO), Diploma/ Advance Diploma in Health & Safety Environment etc.

Preparedness

An effective fire prevention strategy is an essential feature of fire protection. However, it must be kept in mind that regardless of the efficiency of a fire prevention strategy, some fires inevitably occur and hence effective training and emergency response helps in minimising the impact of fire. According to a study conducted by Indian Market Research Bureau (IMRB) few years back, Nearly 40 percent of visitors to hospitals, airports, shopping malls and office buildings in major cities in India are unaware of the location of fire exits, and more than one in four do not follow appropriate fire evacuation procedures in the event of an alarm. The study also showed an overall lack of training or awareness for both workers and visitors in these facilities, with nearly 50 percent of workers saying they have not participated in a fire drill or other safety training exercise. Nearly

The drill should be properly documented with observations and lesson learnt.

Fire Safety Compliance

The Government of India had prepared a draft model Fire Bill and circulated to all the states way back in 1958 and only few states have enacted their own Fire act. The legislations, standards and codes have a vital role in forcing the occupiers to provide the required fire protection system, both active and passive. The National Building Code of India, 2005, is the basic model code in India on matters relating to building construction and fire safety. Many of the code provisions has been incorporated by various State Governments and Local Bodies in their own building regulations. The Maharashtra Fire Prevention and Life Safety Measures Rules 2009, framed under the Maharashtra Fire Prevention and Life Safety Measures Act 2006, is an example to this, and is aimed to improve the status of fire safety measures in Maharashtra. Often a question has been raised by many that who will be responsible for providing the required fire protection and prevention system in a building or in an occupancy.

The acts and rules enacted by the State of Maharashtra has well defined on these points. According to Section 3 of the Maharashtra Fire Prevention and Life Safety Measures Act, 2006, the developer, owner, occupier or whatever name called shall comply with all the fire and safety measures adhering to the National Building Code of India, 2005, and as amended from time to time, failing which it shall be treated as a violation of the Act. It means that the onus of maintaining the fire safety installations in a building or in an occupancy is the responsibility of the owner or occupier. In India, although there are many rules and regulations, codes and standards related to fire safety, these are seldom followed. Laxity in following fire safety measures caused major fires in many buildings. Though fire safety audit is found to be an effective tool for assessing fire safety standards of an occupancy, there is no clear cut provisions in any of the safety legislations in India, regarding the scope, objective, methodology and periodicity of a fire safety audit. Therefore, Fire Safety Audit should be made mandatory for all over India and the work should be entrusted to independent agencies, who have expertise in it. It is reasonable to have a fire safety audit in every year. Probably this was one of the reasons behind in incorporating a provision about ‘Licensed Agency’ in the Maharashtra Rules. As per the section 3(3)

of the Maharashtra Fire Prevention & Life Safety Measures Act, 2006 and Rule 4 (2) of Maharashtra Fire Prevention & Life Safety Measures Rule, 2009, a licensed agency is required to issue a Certificate regarding the work executed by them is in compliance in relation to Fire Prevention & Life Safety Measures in Form ‘A’ and Six monthly Certificate in Form ‘B’ in every January & July to the owner or the occupier for compliance of the Fire Prevention & Life Safety Measures duly installed by them in the buildings or premises are maintained in good repair and efficient condition at the time of issuing certificate. It is a good measure and other states too can follow this. However, entrusting the responsibility of conducting the fire safety audit to the “licensed agencies”, has created some confusions, because the same agency has also been entrusted with the work of “installations” and “maintenance” of firefighting systems. Perhaps this arrangement has resulted in diluting the scope and methodology of the audit. It is also doubtful whether the so called “licensed agencies” have the required calibre/expertise in conducting an effective fire safety audit. So in effect, it seems that the fire safety audit has become a ritual.

Events and Conferences organised by Organisation like FSAI and IFE (I) are also adding the awareness cause. The need is to target more on the schools for spreading fire safety and Emergency response as this is the area producing Future citizens and hence importance of fire safety should be embedded at very young age. Probably it can be also introduced as one of the subject/activity in the syllabus. Though building and safety codes have not been enforced strictly in the past, they will become stringent as awareness keep on rises across the country. Demand for Fire Safety Equipment and awareness training will continue to go up as local governments and insurance firms take steps to enforce safety regulations and educate end users on the need for safety compliance thus opening a huge market in the field of Fire Safety.

Issues with Balconies

BRE Global report explores implications of fire on Balconies.

Extent of Damage to Balcony RE Global carries out fire investigation activities on behalf of the Department for Communities and Local Government (DCLG), part of the UK government. Through the ‘Investigation of Real Fires’ contract BRE Global staff attend fires of special interest, investigate issues that may have implications for UK Building Regulations and supporting guidance in the Approved Documents.

Nevertheless, fires on balconies are being reported in the UK and overseas. BRE Global has reported on 24 fires which have started on balconies in the UK since 2005. The most common causes of those fires were arson, careless disposal of smoking material and misuse of barbeques. Indications are that fires on balconies are increasing with BRE Global reporting on six fire incidents in 2015 compared with one in 2005.

The findings of these investigations may not require any material change to existing regulations. However, they can provide indicative data of fire and construction material behaviour of importance to UK designers and also useful to the international fire engineering community.

Such fires can be quite severe and can spread to the balcony above, or spread to the flat above via windows, or, if the building’s cladding material is inappropriate, up the entire façade of the building. These conditions endanger the lives of residents on higher floors and may also cause burning material to fall to the ground, with potential spread downwards or to adjacent buildings.

Growing use of balconies in modern construction

Many dwellings, especially high-rise dwellings or blocks of flats, are now provided with a balcony. With high demand for housing and limited space, there is likely to be a continued increase in high-rise developments and growing use of balconies to harness outdoor space for enhanced quality of life.

In addition, the presence of a balcony can offer residents an alternative means of escape in a fire event if their main exits from the dwelling are inaccessible (see Approved Document B Paragraph 2.7 [31]). Even if not by design, a balcony can provide a refuge area for occupants to await rescue from Fire and Rescue Services for which there are numerous documented cases (see [2]).

Changes in building design and materials to meet energy performance criteria are changing the potential outcome of a fire on a balcony and the issues that now need to be considered by designers, managers, isk assessors, and firefighters.

Case studies

BRE Global is aware of cases where fire spread from a fire on a balcony to involve the building façade and in some cases spread from the floor of fire origin. Whilst only fires in blocks of flats are reported here, such incidents are not limited to


those types of buildings.

Case study 1 – Block of flats, July 2010

A deliberate fire was started on the balcony of a 12th floor flat of a 16-storey residential block of flats constructed in the 1960s. As can be seen from Figure 1, the fire spread from the balcony of origin to the 15th floor and the roof of the building. Several features of the building were attributed to the extent of fire spread including combustible insulating panels (which were clad onto the underside of all of the balconies), cladding panels (which had been installed onto the outer surface of the exterior wall and comprised a mineral fibre board face supported on timber battens, behind which there was a fibrous combustible insulation material) and plastic drain pipes (which were installed at each corner of the building and passed through the concrete floor slab on each floor). There was no evidence of any fire stopping, proprietary seal or sleeve where the pipe passed through the floor slab in the balcony which should have been provided to maintain the level of fire resistance afforded by the concrete floor slab.

Case study 2 – Block of flats, March 2011

A fire started on a balcony on the sixth floor of an eight and 16-storey purpose built block of flats constructed circa 2009 (Figure 2). The fire was caused by misuse of smoking materials; a plastic cup had been used as an ashtray and the lit cigarette had ignited the balcony components. The block was predominately of concrete construction with external surfaces covered in a variety of cladding systems, with cavities filled with a variety of rigid foam insulation. The construction detail of the balconies in the development seemed to vary; the balcony of fire origin appeared to be supported on an extension of the concrete floor slab of the main building structure but other balconies were timber built into the structure. The floor of the balcony was covered with timber decking on timber battens supported on polyethylene spacer rings. The spacer rings were, in turn, situated on a layer of foam insulation covered with a woven plastic sheet. It is this plastic sheet which is understood to have ignited and this, in turn, ignited the foam insulation under the decking. The fire spread under the decking consuming the foam insulation and also spread to involve insulation behind cladding systems on external walls. The fire also involved the ceiling of the balcony which had an expanded polystyrene insulation behind a render. The fire spread to the balcony of the neighbouring flat on the same level under the decking. There were no reported injuries as a result of the incident.

Case study 3 – Block of flats, June 2015

Fire and Rescue Services were called at around 06:30 to a fire at a block of flats after a passer-by spotted flames on the balcony. The fire started on a second floor balcony of the five-storey purpose built block of flats. The block of flats was constructed circa 2005 of concrete construction. The balconies appeared to be Juliet-type decorative features. The balconies were the width of the window/door set and comprised a metal frame mechanically fixed to the building clad with timber panelling on four sides. The fire spread upwards to involve timber cladding on the third floor balcony (the uppermost balcony) and burning material dropping down ignited the first floor balcony. It was reported that there was smoke damage to at least one flat. The fire damaged the wooden Juliet-type balconies and cladding on one side of the balcony and the floor of the balcony and shattered patio doors of three of the flats. The cause of the fire is unknown. There were no reported injuries.

Case study 4 – Block of flats, August 2015

A fire started on the third floor balcony of a 13-storey purpose built block of flats constructed circa 2008. The block was part of a larger development of five high-rise blocks of concrete frame construction. A carelessly discarded cigarette is understood to have ignited the decking of the balcony. The balconies ran the full length of the building on the east and west faces with flat boundaries separated with anodised aluminium and glass privacy screens. The decking of the balconies is understood to have been European redwood timber. The fire spread from the decking to involve the timber/veneer façade and is understood to have spread beyond the privacy screen to the decking and façade of the adjoining flat. However, the fire is understood to have started next to the privacy screen. The fire was contained within the balcony on the third floor localised to the area of fire origin. The construction details of the underside of the balconies is not known but did not become involved in the fire and as a result is thought to have been non-combustible. The fire damage was limited to the external balcony and facade on the third floor. A number of occupants evacuated the property and there were no reported injuries as a result of the fire.

Construction issues and fire safety

While private external spaces are desirable features for property owners; the provision of balconies can pose some issues for designers and developers. There are numerous ways of incorporating balconies to a structure; from metal frame Juliet balconies to means of escape balconies which are an extension of the floor slab. The way a balcony is incorporated will in part depend upon the structural frame of the building.

Whilst there are several drivers for balcony design, one key issue, related to fire safety, is that balconies can function as a cooling projection on the external surface of a building. Part L1 of the Building Regulations 2010 states “Reasonable provision shall be made for the conservation of fuel and power in buildings by …limiting heat gains and losses through thermal elements and other parts of the building fabric.”

Indicated by Arrow and Close-up View In other words, designers need to carefully consider, among other design issues, thermal bridging when considering the introduction of a balcony. The prevention of cold-bridging to a structure will, in part, dictate the construction layout of the balcony and the materials used in its construction. Materials used for the insulation of buildings have changed considerably over the years with new innovative solutions introduced more frequently. As such, designers and specifiers need to consider the impact the introduction of a product will have on all elements of the Building Regulations. It is clear from some of the incidents listed above that in meeting the requirements of Part L of the Building Regulations there was an adverse effect on meeting the requirements of Part B.

Part B4 of the Building Regulations 2010 [1] states:

1. The external walls of the building shall adequately resist the spread of fire over the walls and from one building to another, having regard to the height, use and position of the building. OCTOBER 2016

2. The roof of the building shall adequately resist the spread of fire over the roof and from one building to another, having regard to the use and position of the building.

There is currently no specific guidance for balconies in Approved Document B (AD B), other than where balconies are designed as a means of escape. As such, requirements for fire safety with regards to balconies come down to interpretation of the Building Regulations. Is a balcony part of the external wall and thereby subject to the same requirements of the Building Regulations or is it an external fixing? (N.B. fixings are only mentioned in AD B to the extent that they impact on means of escape). This is most likely to depend on how it is incorporated into the building structure. As such, there

are no specific statutory requirements in respect of external fire spread for the incorporation of balconies to a structure. Evidence would suggest that whilst fires on balconies appear to be increasing they have not impacted on life safety. This information would therefore suggest that there is no life safety basis to currently support changing the requirements.

Where are we now? What should we do next?

There have been no reported deaths in the UK (of which BRE is aware) caused by fire spread from a fire on a balcony. The case studies presented here indicate that fire spread can occur up the external face of a building from a fire on a balcony. Whilst none of these incidents resulted in any deaths or injuries, the potential remains for a fire on a balcony that does not consider all parts of the Building Regulations to pose a significant life safety issue. With high demand for housing and the desire for homeowners to have private outdoor space, it is likely that the presence of balconies in developments will become much more common. Since there is no specific fire design requirement for balconies in Part B of the Building Regulations (with the exception of means of escape balconies), property developers, designers, specifiers, managers and risk assessors all need to be mindful of the potential fire risks associated with fires on balconies. Importantly, this should include careful consideration of the impacts from materials used to meet other Building Regulations requirements such as thermal efficiency and energy conservation as in Part L.

Security is always a concern in the Realty Sector for workers, other valuable assets and machineries. In the recent era, security at most of the real estate sites is being limited to the security personnel, making it vulnerable to human errors.” According to Pramoud Rao, Founder & MD, Zicom Electronic Security Systems, “The current usage of security products in the realty sector is still limited to a bare minimum CCTV and in some cases where the perimeter securities like VDP. However the potential of providing different level of security for various needs of consumer is immense.” He further added, “The slowdown in the real estate segment as resulted in lesser and lesser installation of such products being given along with the apartments. So the key challenge for providing security solutions in reality sector is investment by the developers compounded by low awareness among the target users. The way Security is looked at in other countries as a key component is overlooked in most of the real estate projects in India

Nowadays with the increase in crime rates, safety and security has become the key factor for any customer while they are looking at buying a flat or a commercial property. People are constantly scared of trespassers or any untoward incidents that could disrupt normalcy, therefore a well-equipped surveillance system will ensure safety in such real estate properties.” He further added, “Though the Indian surveillance market promises a huge opportunity, there are a few challenges and issues that we face in the market. The principal challenge that we face is the awareness among the builders about security and surveillance on the whole. Poor connectivity and network is another major challenge for adopting IP surveillance solutions. In such scenario security is a prime concern with respect to keeping track of project development on day-to-day basis, resource management, and site security. Options like video surveillance installed during construction phase can ideally help developers to monitor the site, secure the assets, and keep a tab on all the activity.”

The level of awareness among builders and real estate developers belonging to the corporate sector is quite high compared to private builders and developers. This is due to affordability of the corporate sector in introducing latest security solutions and technologies to keep up with the trends prevailing globally.

Hence you will find the awareness level among realtors from corporate sector like Hiranandani, Tata Housing, Raheja, Godrej, DLF, HDIL, L&T and Oberoi is more than the other private realtors. Their sophistication level is also high vis-a-vis private entities.” “Realty sector has grown faster and bigger in the last five years than it did in the previous 15 years. The size of an organization’s campus and housing societies has grown multi-fold. Installing video surveillance system by placing cameras and monitoring them using a security person led to errors, as it was error prone. Therefore, the latest trend in realty sector is in terms of automating perimeter security with identifying intrusion and instant notifications,” suggested Jatin Desai. He further added, “The access control for confidential area with limited access for visitors and video door phone system for tenants can improve the level of security. Emerging Threats

“Real Estate is buffeted by many threats,” observed Ashish P. Dhakan. A few of them as follows: • Clearance required from so many agencies for those involved in real estate business. • Delay in implementation of real estate schemes particularly in state funded schemes results in cost escalation. • Payments to vendors • Financial crisis and economic slowdown severely impacts the real estate market with most of the projects are either postponed or half finished or stalled or shelved. • Changing demand for office space • Changing demand for retail space in view of growing online market • Skyscrapers and huge buildings become potential targets for terrorists. “The major threats emerging for the Realty Sector is from the unaudited movement of people inside and outside the premises. Vigilance by security guards is always vulnerable to human error. However, the moving vehicles within the premises also pose threat to the locality. At the same time, no proper linkage between individual security services enhances the level of theft or fraudulence,” informed Jatin Desai. “The Real estate sector is under constant threats in a variety of ways, depending on the location, size, what sort of asset is being protected and number of hours of operation. Protecting buildings from risks such as theft, trespassing, vandalism, and violence are some emerging threats and comes with a variety of unique challenges. The premises of the real estate/commercial building can only be protected if kept

Hence making them vulnerable to external threats. Security Strategy

The outermost layer being external to gated community security, which tracks any untoward incidents outside the perimeter of gated community,” suggested Pramoud Rao. He further added, “The second layer would be to guard and protect access points through vehicle surveillance and visitor management. The third layer would be common area surveillance. The fourth would be protection of individual apartment perimeters. The fifth layer would be security within the

Raheja Corp, pioneers of self-contained townships and commercial business districts in India, was looking for an effective security system to help provide a safe and secure business environment for more than 120 firms based in its 110 acres of Mindspace Industrial park, one of the largest Special Economic Zone (SEZ) in Hyderabad. The main objective when planning the video surveillance system was to monitor key zones inside the business center: driveways, entrances, etc., as well as the entire surrounding site. Traffic chaos during peak hours drove the customer towards identification and adoption of a surveillance system. Solution

As with any commercial business parks, the perimeter of the property presents a real risk in terms of unauthorized entry and misplacement of articles. The city’s economy is dependent on the religious importance of the temples to the extent of nearly 80%. After detailed trials and testing, Puri Police Commissionerate went ahead with the integrated smart city surveillance project. He further added, “If one is building/planning to build a new home and is planning to install smart home solutions, it is important to plan it in the early phase. Thinking of automation synchronously with construction plan means that the touch panels, keypads can easily be flush mounted into the walls. Wiring needed for automation systems, once installed can be used to add more devices like speakers,

television, security systems etc. at a later stage as well, if you are unsure of the exact device that you want should be automated,” suggested Manjul Trehan. “But it is imperative to have all the connections in place well in advance. Q What are the inherent challenges and opportunities India market has for HID Global?

A Wei Jin: With respect to GoID, the GoID Data stored in a mobile device is encrypted in a container. As such it cannot be transferred from the device to another. Obviously if the device is unlocked and not protected by the user (in the same way as any other data on the phone) then that information is exposed. The encryption around the software deployed prevents breach of security either by direct attack or

Vishwanath: In the areas of Physical Access Control and Mobile Access, in some sectors, CISOs understand the need for the technology but they don’t want to get out of their comfort zone (already existing infrastructure). Their existing system is running smoothly and meeting their requirement, so they don’t feel the need to invest more. That’s why we have tried to help them understand that this new technology is one of the strongest security applications, but many CISOs still have doubts, and that’s where I see a challenge. But the biggest challenge of all is, low cost products coming into the market from the unorganized segment. While they don’t have much presence across the enterprise segment, being at the low end, it is a challenge in the market.

Q How are the global security trends influencing Indian security market? A Vishwanath: Customers will increasingly aspire to a comprehensive secure identity experience for their users, which can provide the foundation for more flexible, adaptable solutions in a new era of interconnected digital identities and the Internet of Things (IoT). “Mobilizing” security will make it more pervasive and personalized. As we do more with our phones and the increasing demand for anywhere/anytime on-line access, there is

Over the past several years we’ve begun to turn phones into ID cards, keys and computer log-on tokens while plugging security holes that mobility had initially introduced. HID Global is focused on creating a comprehensive secure identity experience for our customers, where security becomes a “given.” Our Seos® technology is powering these customer-focused solutions to enable a new way of thinking about end-user experiences. Vishwanath: Industry education is often required in order to encourage adherence to best practices. Reliance on legacy infrastructure, technology and mindsets will make it hard for organizations to keep up with today’s technology advances that address a world of increasingly sophisticated threats. For instance, if the market continues to delay shoring up its best practices now against today’s threats to traditional cards and readers, it will be difficult for enterprise infrastructures to seamlessly move to digital credentials carried on smartphones in a BYOD deployment environment with new and different security threats.

Q What are the new R&D / Training initiatives undertaken by HID Global in India?

A Vishwanath: HID Global announced the opening of its design center in Chennai, India last year that enables the company to deliver more comprehensive product development for customers. The design center features 10,000 square feet of R&D facility space in the Tamarai Technology Park. The facility represents a significant investment in HID Global’s ongoing advancements in delivery performance and product quality. The center will accelerate the development of new features and capabilities for Genuine HID products and reduce time to market for new products. It also features validation and verification service for all electronic and software products and services. HID Global also enhanced its ActivID authentication offering for digital banking. Financial institutions using mobile banking channels have typically relied on simple passwords or out-of-band transaction verification based on one-time passwords (OTP) tokens sent via SMS to customers’ mobile devices. The new solution works for phone as a token outof-band verification solution uses transaction signing with private key cryptography over a trusted and secure electronic channel. The communication is encrypted with mutual authentication between the user’s mobile device and the financial institution’s

online banking application. We will continue to invest in India. HID has invested in R&D and we are looking into expanding our sales team, technical team, office space. We have our company policy so I can’t reveal more.

Q What are your views about the India security Market opportunity? A India is a big potential market for ZKTeco security products and solutions. There are new airports coming up in India along with many new cities. ZKTeco can offer IP Cameras, X-Ray Machines, Metal Detector Gates, Metal Scanners, Access Control Solutions to the new infrastructure. The Indian economy is growing very fast. PM Modi will lead Indian economy in next 10 years. I think Goods and Service Tax (GST) is a very good idea implemented by the government. It will attract more and more foreign investors to come and invest in India.

Q What are your observations about the latest developments in the Smart City Mission and Safe City Projects? A In my opinion Smart City is a good idea. It will give nice and peaceful environment for the future. The Smart City and Safe City projects will require IP based security products. These projects will bring lot of new business opportunities to ZKTeco. ZKTeco is one of largest security product manufacturing companies in China with a global presence. We have many partners in India. I am sure that Smart City and Safe City projects will give ZKTeco a new chance.

What are the challenges and opportunities faced by ZKTeco in India? Indian economy is growing fast but India continues to remain a price sensitive market. It is one of the major challenges for dealers and distributors. Everything is price driven in the Northern part of India. India’s Western and southern regions are the best markets for security products. In India and China SMB market has a very low budget for purchasing security products; it becomes a problem for suppliers.

How ZKTeco is planning to resolve the service and maintenance issues? Our local distributors have trained professionals to resolve the service and maintenance issues at local level. If the problem doesn’t get resolved locally then they can send it to our Mumbai centre.

What are the future plans of ZKTeco for India? ZKTeco has plans to grow three times bigger than right now in the next three to five years. All this will be driven by Security product sales and business development in India. ZKTeco will continue to invest in new product development and research. ZKTeco China will go for initial Public Offering (IPO) in next two years. We are ready to face any challenge. ZKTeco is coming with new products in every quarter. This is a good signal for any company. If we are able to introduce new products to add to our portfolio that means our company is active and its outlook is positive.

Project Update : Maharashtra Chief Minister Launches Mumbai’s City Surveillance Project

aharashtra Chief Minister Devendra Fadnavis on 2nd October launched Mumbai’s city-wide CCTV network, along with a host of other initiatives. The near Rs 1,000 crore city surveillance project is one of the most extensive security projects the city police has undertaken till date. The event was hosted at Shanmukhnanda Hall in Kings Circle, with prominent social activist Anna Hazare as Chief Guest. A total of 4,717 cameras have been installed at 1,510 spots. These include fixed box cameras, pan/tilt/zoom cameras, thermal cameras and five mobile video surveillance vans, and the feed from all the cameras will be beamed to the Mumbai Police control room and the Mumbai Traffic Police control room. The Mumbai City Surveillance Project is implemented by L&T. At the inauguration function at Shanmukhanand Hall in Sion, Chief Minister Devendra Fadnavis said use of modern technology is important keeping in mind the rapid development that the

city has undergone. “The cameras will take some load off the police machinery and will help maintain law and order, deal with crime, and regulate traffic. It will also help detect number plates of errant vehicles. We have also installed GPS trackers in 1,000 police vehicles, so that they can be tracked and the nearest one despatched to the scene of disturbance.” Another high-tech feature of the surveillance system is a facial recognition software linked to it, which can scan faces in the footage with the police database. Besides, the Mumbai Police have linked CCTV footage of several commercial and residential establishments to the control room. The police have set up two additional control rooms in Worli and Kalina to view the footage round the clock, and 120 additional viewing centres across the city. The Mumbai Police top brass will also have direct access to the feed. “All police stations in the State have been linked through the Crime and Criminal Tracking Network System, and Maharashtra is the first to do so. Further, Pune now has an option of registering an

Per the recommendations of the Ram Pradhan committee, the city police decided to install the cameras across 1,000 locations in the city to enhance security and safeguard citizens. While bids for the project were invited in 2012 and 2013, it could not be awarded to vendors due to technical reasons. Finally, in February 2015, the state government signed a deal with Larsen & Toubro for installation of 6,000 close circuit television (CCTV) cameras by September 2016. The project cost the Maharashtra government Rs 949 crore.

he increase in globalisation of business operations in the country has highlighted the need for better urban security with a technologically-advance and mechanically-complex security network. The situation has brought to the fore the need for private security personnel, in the light of low police-population ratio in the country. The private security industry has grown exponentially over the years, currently estimated to be INR 40,000 crore, with about 50 lakh security personnel who assist in securing assets and protecting lives across India. With the changing scenario and increase in risks, the demand for private security services has increased substantially. FICCI’s Private Security Industry Conclave (PSIC), is one-of-itskind programme that brings together industry, government, controlling authorities, user agencies and other stakeholders to highlight, discuss and debate various policy and regulatory issues concerning the industry. The fourth edition of the Conclave was organised on September 14, 2016 at FICCI and witnessed participation of senior officials from various ministries/departments of the central and state governments, think tanks, industry associations, security services providers, user agencies and others. The most important highlight of PSIC 2016 was the keynote addressed by Shri Bandaru Dattatreya, Minister of State (Independent Charge) of Labour and Employment, Government of India. Dattatreya indicated that the Ministry of Labour and Employment will soon announce categorisation of security guards as ‘skilled’ workers and armed security guards and security supervisors as ‘highly skilled’, entitling them to receive a minimum wage of Rs. 15,000 per month and Rs. 25,000 per

month, respectively. He further emphasised that the government is keen in pursuing labour reforms, which is part of the larger goal of the central government, by interlinking the key flagship programmes, like Skill India, Make in India and Start-up India, with the agenda of labour reforms. The much awaited move by the Modi Government will not only bring enhanced wages to over 50 lakh security personnel currently engaged in the private security space, but will provide social security cover to over 2.5 crore of their family members. The decision will also enable private security agencies to recruit, train and employ quality workforce for the sector, which has been an indispensable demand of the all stakeholders alike – security agencies, corporations, and the public. Dattatreya, highlighted that as part of the simplification exercise, the codification and amalgamation of 44 Central labour laws into four codes, viz., wages, industrial relations, social security and working conditions, and health and safety, will be referred for Cabinet approval shortly. A Bill to this effect will be introduced in the next session of Parliament. Manjari Jaruhar, Chair, FICCI Committee on Private Security Industry and Former Special DG, CISF, in her remarks, said that some of the key issues which FICCI has been flagging to various ministries and government bodies are effective enforcement of PSAR Act, 2005, armed security for cash logistics, and classification of security guard and armed security guard & security supervisors as skilled and highly skilled worker respectively. Speaking at the Conclave, Rituraj Sinha, Co-Chair, FICCI

Committee on Private Security Industry and Group COO, SIS India, emphasised that FICCI has been continuously striving to seek an enabling framework for the Private Security Industry. FICCI has sought a simplified ‘Wage Code’ and recategorisation of security personnel as skilled and highlyskilled worker from the Ministry of Labour and Employment, in order to ensure skilled category pay structure for trained security guards across India. The Conclave was also address by Sudha Pillai, Chair, FICCI Task Force on Labour Reforms and former Union Labour Secretary. She pointed out that a major responsibility of the government today was to find jobs for the growing number of young people who join the workforce every year. An environment of safety, she emphasised, was imperative for increasing investments in the country. “If the private security industry grows, people coming out of agriculture will have job opportunities and ultimately will lead to inclusive growth in the country,” she added. The Private Security Agencies (Regulation) Act, though introduced a regulatory framework into an otherwise unregulatory industry, the regulation itself has some serious gaps that act as impediments to the growth of the industry. Chairing the first session of the conference T. V. S. N. Prasad, Joint Secretary (Police Modernisation), Ministry of Home Affairs, Govt. of India listed few issues related to enforcement of Private Security Agencies (Regulation) (PSAR) Act, 2005 and mentioned that the Ministry of Home Affairs (MHA) has constituted four “Working Groups” concerning the private security industry. It is interesting to note that “Controlling Authorities” of various states participated in the conclave and they highlighted that the states did enact the legislation, but enforcement has been a challenge. Another important feature of the Conclave was to build a platform for Chief Security Officers (CSOs) of different industrial houses in order to understand users’ perspective. The session on CSOs discussed challenges faces by PSAs during the course of their operations and highlight resource expectations in overcoming the challenges.

Chairing the session on “Provisions of the draft Standard Operating Procedure (SOP) for secured cash handling & transportation”, O. P Mishra, Additional Secretary - Home, Govt. of NCT of Delhi highlighted that the cash logistics segment of PSI is important to the progress and development of the nation and the draft SOP for secured cash handling & transportation is an important step in this direction. Responding to the concerns with regard to the provisions of the draft SOP, Mishra clarified certain queries related to the requirement of guidelines for cash logistics companies in India. Rituraj Sinha, Co-Chair, FICCI Committee on Private Security Industry and Group COO, SIS India Ltd, said that the sector has been facing difficulty in inducting quality armed guards, which has resulted into shortage of armed security for ensuring smooth banking operations. he eighth edition of FICCI’s Homeland Security programme was organised in partnership with ‘India Foundation’ and was inaugurated by N. N. Vohra, Hon’ble Governor of Jammu & Kashmir, Govt. of India. The two day conference was held on September 6-7, 2016 at FICCI, New Delhi. The theme of this year’s program was Smart Border Management. The conference brought together experts from the Government, Central Armed Police Forces, Indian Navy, Coast Guard, State Marine Police, the Border Communities and the Industry to discuss and debate issues posed by various types of borders and to delineate strategies, systems and solutions to tackle such specific problems. The conference focused on: Challenges, threats and peculiarities of borders; Emerging technologies for perimeter security; Coastal & maritime security; Infrastructure for border communities; Significance & aspirations of public participation in border security; Economic benefits from border management; and, Role of UAVs and drones in border security. In his Inaugural Address, Governor Vohra said that it was incorrect to believe that the Central Government alone was responsible for the effective and efficient border security. Maintenance of security of the hinterland

was extremely important and because of threats such as infiltration, proxy wars and insurgency, it was crucial to see that welfare and needs of the people living along the borders were attended to. This approach, said Governor Vohra, would go a long way in providing strong support to the Border Security Force and the Army by way of information on border incursion and logistics support. Governor Vohra underlined the need to create dedicated forces trained specially for national security management. Such a force should comprise technologists, IIT, IIM-graduates, not just officers, to tackle and prevent illegal cross-overs, he said. Governor Vohra also called for much greater Centre-State understanding in border security management so that both the Central Government and the State Governments were on the same page insofar as issues such as the need, timing and magnitude of deployment of forces for border security was concerned. On the occasion, the Governor released the FICCI & PwC report titled ‘Smart Border Management-An Indian Perspective’. The conference witnessed the participation of over 350 delegates and

provided a platform for business discussions, engagement and interaction. Other than Inaugural and Valedictory sessions, the twoday conference had 7 thematic sessions on various aspects of Smart Border Management in which more than 40 eminent speakers including R. N. Ravi, Chairman, Joint Intelligence Committee, Govt. of India; Dr. G. Satheesh Reddy, Distinguished Scientist, DRDO & Scientific Advisor to Raksha Mantri, Govt. of India; Y.S.Sehrawat, Chairman, Land Port Authority of India; ADG V. S. R. Murthy, PTM,TM, Additional Director General, Indian Coast Guard; Rear Admiral Sanjay Singh, NM, Director General Naval Operations (DGNO), Indian Navy; Lt. Gen. S. A. Hasnain, PVSM, UYSM, AVSM, SM, VSM & Bar, (Retd.), Former General Officer Commanding 15 Corps; R. R. Bhatnagar, Director General, Narcotics Control Bureau; A. P. Maheshwari, Additional Director General, Border Security Force; S. S. Deswal, Additional Director General, Sashastra Seema Bal ; Anand Swaroop, IGProvisioning, Indo-Tibetan Border Police, amongst others deliberated and shared their perspective on Smart Border Management. Delivering the Keynote Address on day two of the conference, Kiren Rijiju, Hon’ble Minister of State for Home Affairs said that India’s security apparatus can be strengthened only by promoting trade and commerce on both sides of the border


which will enable the border communities to develop. This borne out of the fact that people living on the Atari border with Pakistan were quite well off as they were actively involved in physical trade of goods. Development and security go hand in hand and mere physical delineation of territories will not suffice, he said, adding that although India had fenced borders with Pakistan and Bangladesh and the Government was trying to make the security mechanism foolproof yet drug trafficking, illegal crossing and infiltration remains the order of the day. Referring to the pre-1998 era, Rijiju pointed out that India’s border policy was misplaced as development in terms of roads were ignored on the pretext that it was being done to prevent the enemy from using the roads to foment trouble. This, he said, was a defeatist approach as a developed border means a developed and secured country. Post his keynote, the Hon’ble Minister of State for Home Affairs also chaired the session ‘Significance & Aspirations of Public Participation in Border Security’ where the panellists, who were from border villages, apprised the delegates about some of the issues faced by border communities and how the community could serve as a force multiplier in border management.

While delivering the Keynote Address during the Valedictory session on September 7, 2016, Ram Madhav, National General Secretary, Bharatiya Janta Party, said that India needed to develop a national security doctrine and strategic culture for dealing with the issues related to its homeland security of which border management was a critical aspect. The country faced a great dilemma, he said, because to promote commerce there was a need for open borders but for ensuring security, a closed border was favored. Hence, there was need to find a way to reconcile the two situations. To strengthen the security of the country, Ram Madhav said that the Government was addressing the issues such as lack of infrastructure in the border areas, amending the laws, infusing more funds for acquiring modern weapons and arming the forces with required capabilities. However, there was still a need to provide civilians on the border with facilities such as well-constructed roads, telecommunication and houses to win their trust and support. Ram Madhav also touched upon the issue of coordination among the various security forces deployed along the borders and the ministries and departments in the

Government. He said that it was a gigantic task to build a consensus among the varied forces and departments, which at times resulted in unnecessary delays. Rajiv Mehrishi, Union Home Secretary, in his Special Address said that India’s vast land and maritime borders with six countries dictates the use of technology, infrastructure development, setting up of additional border out posts and use of interceptors boats for effectively guarding India’s border. At the same time, gainful economic opportunities needed to be provided to spur economic growth and promote internal security. Mehrishi said that there were many security challenges such as new and increasing number of crimes; threat of terrorism & insurgency; increasing law and order situations; and management of disasters. The Union Home Secretary said that there was a need for new and enhanced legal framework to deal with the challenges such as related to cyber security and to regulate unmanned aerial vehicles. Besides, constant reviews and updates to the legal framework were needed to deal with frequent changes in technology.
