Union Budget Raises Expectations The government has shown that it believes in the dividends of the market –based economy are far greater than that of the previous socialist model. This means the market economy will be accorded a more dominant role in the future. The good news is that the budget has a new blueprint for a digital India. The government has allocated Rs. 7,060 crore to develop 100 smart cities. From providing sops and promising money to develop smart cities, encourage local manufacturing of electronic goods and increasing broadband penetration, the National Democratic Alliance (NDA) government‘s budget proposals charted a sound road map for digital India. The new spirit and resolve is shown by the budget. The budget proposes to raise the foreign direct investment limit in defence sector manufacturing from 26% to 49%. All these proposals have raised the expectations of Security Industry. The India’s security market is slowly warming up to the growth story that is unfurling with a spirited union budget. a&s India discussed the Union Budget with Security Industry peers to provide the latest feedback and insightful views. We are presenting budget reactions on India’s Union Budget under the Budget Reaction segment. The recent ire incident in Mumbai’s Lotus Business Park building on July 18 exposed the reality about ire safety compliance and preparedness of Mumbai Fire Brigade. It claimed the life of a ireman and left 21 ireighters injured. It is time that some serious initiatives to be taken to implement ire safety compliance on priority basis.

Design, image quality, durability, maintenance and local support were key points for this wonderful solution to be chosen. I consider it a major milestone in the history of the Belo Horizonte and this project complements a great legacy of thousands of Hikvision cameras already installed in Brazil.
The i-wizard series uses ultra defogging features which renders better image quality and clarity through an image correction algorithm even in extreme foggy conditions. An enhanced Smart IR can help lighting adjustments with the surroundings and can handle a vast range of lighting conditions. Other features include smart Region of Interest (ROI), Electrical Image Stabilizer (EIS) and edge based video content analysis.

The i-Wizard supports triple streaming, each with its own codec, frame and bitrate. Two of the streams can support full HD Resolution and one stream for a mobile phone.
To keep up the digital spirit, a matching purple selfie booth was designed with purple coloured props such as purple caps, stylish purple sunglasses, and purple wigs provided to the visitors. The visitors were encouraged to click selfies with these props after which they were printed on a well-crafted WD Purple template. These images could also be shared on Facebook and Twitter simultaneously. Apart from the selfie booth, WD also organized a QR-code-enabled hunt activity. The visitors scanned QR codes for a treasure hunt in 60 seconds to win an exclusive WD Purple T-shirt. The QR Codes, in this activity, contained information about WD products and helped in engaging the audience better. All these activities managed to capture the avid attention of the audience at Secutech India 2014 due to their interactive approach and integration of the social media platforms.

Searchline Excel is controlled by microprocessors with integrated self-diagnostics and fault monitoring functions that assist with planned maintenance. Aspects include in-built communication between the receiver and the operator, facilitated by a portable interrogator that is suitable for use in hazardous areas and can be connected via the device’s builtin RS485 serial communication. The interrogator offers the operator a menu-driven interface, which permits commands for commissioning and aligning, calibration and configuration of the system itself, including the visualisation system. Thanks to the device’s self-checking diagnostics, it is always able to “see gas” and provide an early warning of a need for maintenance. This makes Searchline Excel fail-to-safety, meaning that there are no unseen modes of failure and it can advise of a beam block because the receiver is always able to analyse the IR light received from the transmitter. With other detection principles, there is the chance of compromising a device’s ability to detect gas; examples include accidental painting of devices or a hood covering a unit. Even a Point IR detector will not be able to alert 36

The major security challenges in this vertical are faced due to unorganized infrastructure development and lack of proper security arrangements. Transport in India is an important part of India’s economy. Transport sector accounts for a share of 6.4 per cent in India’s Gross Domestic Product (GDP). Road transport has emerged as the dominant segment in India’s transportation sector with a share of 5.4 per cent in India’s GDP. Since the economic liberalization of the 1990s, development of infrastructure within the country has progressed at a rapid pace, and today there is a wide variety of modes of transport by land, water and air. However, India’s relatively low GNP per capita has meant that access to these modes of transport has not been uniform. In the interim, public transport remains the primary mode of transport for most of the population, and India’s public transport systems are among the most heavily used in the world. Traffic in Indian cities generally moves slowly, where traffic jams and accidents are very common. India has very poor records on road safely—around 90,000 people die from road accidents every year. The private sector needs to contribute in sector-wide risk-reduction efforts, often of their own volition. State and local governments likewise also need to react swiftly to the attacks, enhancing first-response capabilities, increasing vigilance, and securing potential targets. This type of cooperation among the diverse sector stakeholders will be one of the strengths of the Transportation Systems Sector-Specific Plan. In this direction, the ‘Indian Infrastructure Security Policy’ (ISSP) needs to be framed to keep diverse security imperatives of different types and sectors which are defined 48

PLAN This IISP needs to direct concerned ministries and departments to have Sector Specific Security Plans (SSSP) which must have over riding philosophy and approach to provide secure and resilient transportation network, enabling legitimate travellers and goods to move without undue fear of harm or significant disruption of commercial and civil activities.The calamities and catastrophic events such as Mumbai 26/11 terrorist attack or tsunami in southern coastal areas can lead to the situation when the aviation system is shut down and the borders are closed, causing supply chain disruptions across multiple industries. Thus recognizing the importance of systems is Key when determining cost-effective countermeasures. Since resources available for protecting Critical Infrastructure /Key Resources are discretely limited, a robust decision making process that provides critical information to identify the highest priority systems and assets is very necessary. have been before transport planners and managers for many years, it is only recently that physical security has become an over-riding issue. Over this, an important nuance must be provided between criminal activities and terrorism. While both seek to exploit the security weaknesses of transportation, they do so for very different reasons. Following are the threat potentials • Terrorism is at start a symbolic activity seeking forms of destruction and disruption to coerce a political or religious agenda. In this context, transportation is mostly a target. • In the freight industry security concerns have been directed in two areas: worker safety and loss prevention. • Criminal activities are seeking an economic return from illegal transactions such as drugs, weapons, piracy and illegal immigration. In this context, transportation is mostly a vector for illegal transactions. • The issue of thefts has been one of the most severe problems confronting all types of freight terminals, especially where high value goods are being handled. Still, in spite of the qualitative benefits, the setting and implementation of security measures come at a cost that must be assumed by the shippers and eventually by the consumers. It has been estimated that an increase of 1% in the costs of trading internationally would cause a decrease in trade flows of in the range of 2 to 3%. Security based measures could increase total costs between 1% and 3%. Additionally, the impacts are not uniformly assumed as developing countries, particularly export-oriented economies, tend to have higher transport costs. Security measures can affect them in a greater fashion.

Mumbai Metro One Installed Advanced VTS for Safety of in-train Passengers: For the safety and security of commuters, Mumbai Metro One is installing world’s most advanced Video Transmission System - VTS Firetide 7010 inside its train. • Mumbai Metro One is the only Metro train in the country that will have such advanced technology to ensure safe ride for daily commuters. • This new system is connected with central control room (CCR) which will be continuously monitored by Metro officials. When the train is on move, Metro officials can track every suspicious movement that would be happening inside the train on real time basis and can record them for future purpose also. • The live video images are continuously transmitted to CCR at depot through the surveillance camera installed inside the train compartments. The images are seen live on big screens that will help in scrutinizing every minute details happening inside the moving train. • The surveillance camera and the radio sets inside the pilots cabin sends signals to CCR through the fiber optic cables. • This will help the operating teams to control illegal, anti-social, female passenger harassment or terrorist activities that might be

.265 is the next-generation video compression format that claims to be twice as efficient as H.264, the current industry standard. In Q4 2013, the first milestone in a continuous research effort to apply this new compression technology in broadcast was achieved. However, for the security and surveillance industry, H.265 is still a myth and not yet implemented on a wide scale. Since HD is the ultimate trend, H.265 will be crucial in getting 4K “Ultra HD” contents to our televisions, PCs and

Since H.265 is the future of television and video, will it become the mainstream for security and surveillance as well? Professional surveillance vendors are not sure either, since H.265 deployment in security and surveillance is not only subject to the challenges mentioned above but also dependent on its end-users. There are project-based professional users and general consumers for surveillance applications. Professional users are those who conduct city surveillance, traffic monitoring and bank monitoring and who demand solutions that are more stable and reliable. Most of them already have existing technologies and therefore would be hesitant to adopt H.265, which requires a longer verification period. On the other hand, SMB users and consumers such as home and shop users
are faced with less installation cost and are therefore more likely to adopt the new technology. For this reason, H.265 could have its early success in SMB applications and gain acceptance in the consumer market. With the wide adoption of IP surveillance, HD trends are everywhere. Yet at the same time, limitations of the H.264 standard have begun to emerge. 1080P video contents, for example, require 4 to 10Mbps bandwidth, creating huge cost pressure for service providers and SIs. Network bandwidth and storage equipment usually account for 40 to 50 percent of system investments in the surveillance ecosystem, and bandwidth cost and maturity of equipment technology are major issues facing operators offering Full HD. If H.265/HEVC standard matures
quickly, and its compression efficiency is improved by 50 percent over H.264, it can result in 20 percent investment savings, ensuring higher performance and lower network and system building cost in video surveillance.
CONCLUSION H.265 has more superior features than H.264, so it's just a matter of time before H.265 standard and components are ready for market. We are cautiously optimistic about the future of the H.265/HEVC standard, as HD 1080P TV broadcasting and 4K video streaming with H.265 are already possible. There is even the possibility that mobile devices will be required to support H.265, and manufacturers will try their best to accommodate.

That said, over the next few years we can view Full HD contents online with our mobile devices such as cell phones and tablets. H.265 supports 4K (4096×2160) and 8K (8192×4320) Ultra HD (UHD) contents as well. This makes H.265 an ideal technology for delivering high-quality IP videos and creates the possibility that H.265-supported IP cameras, DVRs, and NVRs will roll out over the next few months. The H.264 standard has dominated the market for the past five years. Now, with H.265 set to become the mainstream, we must understand what the advantages of H.265 and their best-fit applications are. The following article explains the H.265 codec and its future trends.
WHAT IS H.2 6 5 ? H.265 is a video compression standard, a successor to H.264, that was jointly developed by the ITU-T Video Coding Experts Group (VCEG) and related groups. On August 22, 2012, Ericsson announced the world's first H.265 encoder, the Ericsson SVP 5500. In only six months, H.265 (also known as High Efficiency Video Coding, HEVC) was approved as the official successor to H.264 as an ITU-T standard. H.265 is said to double the data compression ratio compared to H.264 at the same level of video quality. It can alternatively be used to provide substantially improved video quality at the same bit rate. It can support 8K UHD and resolutions up to 8192x4320. H.265 was designed to significantly increase coding efficiency compared to H.264 – that is, to reduce bit rate requirements by half with comparable image quality. Depending on the application requirements, H.265 encoders can mitigate computational complexity; improve compression rate, robustness and error correction; and reduce encoding latency. While H.264 can transfer SD contents in 1Mbps, H.265 is able to transfer

720p (1280x720) and HD content in 1-2 Mbps. Some leading IT pioneers like Qualcomm, Broadcom and Huawei have been showcasing related products enabled with H.265, which many believe is likely to replace H.264 as the global major compression standard.
WHY IS H.2 6 5 SUPERIOR THAN H.2 6 4 ? H.265/HEVC video coding uses the same approach as H.264/AVC, including inter-/ intra-picture prediction, transform coding, quantization, deblocking filter, and entropy coding. But H.265/HEVC comprises coding units (CUs), predict units (PUs) and transform units (TUs). Compared to H.264/AV, H.265/HEVC provides different methods to reduce the compression rate. Each marcoblock in H.264/AVC is 16x16 pixels, while in H.265/ HEVC the marcoblock provides different options, from 8x8, 16x16 to 64x64 pixels. What H.265 does is analyzing video contents and breaking them down into CUs of different sizes. For example, it would take much smaller blocks (down to 4x4 pixels) to encode detailed areas, like a vehicle in a parking lot, and much bigger blocks to encode the background, which contains less video data. H.265 employs 33 directional modes for intra-prediction, compared to the 8 directional modes for intra-prediction used by H.264. With the same image quality, H.265 delivers 39 to 44 percent less decoding bit streams than H.264. This result may vary with different quality assurance methods. Peak signal-to-noise ratio (PSNR) and subjective assessment of video quality are standard ways to measure the coding efficiency of a video coding mechanism. In a subjective assessment of video quality, H.265 delivers the same or better coding efficiency than H.264 with bit 53

This result is very important since subjective assessment of video quality is considered to be the most important way to measure a video coding standard, as humans perceive video quality subjectively. Like H.264, which uses the Main, Baseline and Simple profiles, the first approved version of the HEVC/H.265 standard includes Main, Main 10, and Main Still Picture profiles. The Main profile supports bit depth of 8 bits per sample, which allows for 256 shades per primary color, translating into a total of 16.8 million colors. The Main 10 profile supports bit depth of 10 bits per sample, which allows for 1024 shades per primary color or a total of 1.1 billion colors, making it ideal for UHDTV. They both use 4:2:0 chroma sampling. HEVC also contains provisions for additional profiles. Future extensions that are being discussed for HEVC include increased bit depth, 4:2:2 and 4:4:4 chroma sampling, multiview video coding (MVC), and scalable video coding (SVC). On January 8, 2013, Broadcom announced in CES the BCM7445, which is an Ultra HD decoding chip capable of decoding HEVC of up to 4096x2160p at 60 fps. The BCM7445 is a 28-nm ARM-architecture chip capable of 21,000 Dhrystone MIPS with volume production estimated for the middle of 2014.
FUTURE TRENDS OF H.2 6 5 CODING Security and surveillance vendors are more concerned about the time-tomarket of devices that support H.265/ HEVC coding. This will depend on many factors -- for example, how soon will graphics chips makers, such as AMD and NVIDIA, integrate H.265 into their products. The first generation of H.265 chipsets may be only suitable for initial video coding standards, and there are still 54

many H.265 image processing functions, extensions, and multiview video coding that need to be enhanced. In 2013 CPSE, Hisilicon and Grain Media did a demo on the initial results of their H.265 research. All of the invited visitors were impressed and agreed that H.265 had a huge potential. However, challenges still remain. These include H.265 coding complexity and an imbalance between cost and product features. Many manufacturers in the security and surveillance industry hope that with the eforts of chipset and IC technology vendors, HEVC will quickly replace H.264 as the dominant IP surveillance coding technology. While most cable TV and digital TV broadcasters are still using the MPEG-2 standard, the good news is that some TV broadcasting companies have replaced MPEG-2 with H.265 standard for HDTV applications, as H.265 reduces bandwidth consumption by 70 to 80 percent and can support full HD 1080P TV broadcasting with existing bandwidth conditions. Compared to cable TV companies, satellite TV providers may adopt the H.265 standard earlier. The H.265 codec will be the ultimate solution for 4K and 8K options that can
enable Ultra high definition television (UHDTV). But challenges on transmission, storage and playback still linger. Right now, only few native 4K video contents are available, and manufacturers are just planning to launch 4K IP cameras in Q3 2014. The introduction of H.265 coding standard means that the theory is ready, but a unified method to transmit such ultra HD signals is not. Therefore, such development is quite crucial. In addition, the storage of H.265 encoded videos would also be a problem. Even the Blu-ray Disc Association is working to find a solution to enable storage of 4K videos on Blu-ray discs. Theoretically, this should become possible with an extension of the H.264 format, but bit streams become an issue. Only discs with at least 100GB capacity will enable storage of Blu-ray 4K movies encoded with H.264. But where can you find 100GB re-writable discs? In other words, even though H.265 coding and chipset components are ready, it still lacks the storage and playback solutions that support 4K contents and that are compatible with the existing Blu-ray Disc standard. This is the major challenge for H.265 development.

8 years ago, on 5 September 1965, the Estádio Governador Magalhães Pinto was inaugurated with a match between Seleção Mineira and River Plate. Since then,the stadium, popularly known as Mineirão, has undergone several refurbishments and been listed by the Cultural Heritage Advisory Committee of the Belo Horizonte municipality. Now, in preparation to host matches during the 2014 FIFA World Cupand 2016 Summer Olympics, Mineirão has undergone large-scale redevelopment to make it a multi-event arena. Managed by Minas Arena, it isconsidered one of the country’s main stadiums and has now earned it its place as one of the keyvenues for the two biggest sporting events in the world.
Challenges The main challenge was to select a high-tech security solution for the arena, with technology that reached and exceeded the standards in force at major football stadiums abroad. This had to be done while complying with FIFA’s

Systems integrator Johnson Controls set the parameters for consideration and selected Sony cameras for the project. The selection process took several types of cameras into account, based on the individual requirements of each one. The chosen solution involved a total of 364 Sony security cameras, and was completed through Johnsons Controls. The solution consisted of 275 fixed HD high-resolution cameras, and 89 mobile HD high-resolution rapid dome cameras with optical and digital zoom. The Sony SNC-DH180 was used for the fixed camera requirements.Used to protect against vandalism it has an infrared illuminator that guarantees images even in darkness. They are high-resolution HD cameras, offering 30 frames per second and a PoE (Power Over Ethernet) system, meaning they can be powered using the data transfer cable - simplifying the infrastructure. Sony SNC-ER520rapid dome cameras were used for the mobile cameras, providing a 360º continuous pan quality image, with a wide visual field,PTZ 36x optical functions and 12x digital zoom. Their power system is
HPoE (High Power Over Ethernet). The cameras were installed in strategic locations to allow monitoring of internal areas, the stands and critical areas. They are located in areas which included internal corridors, the car park, turnstile access areas andby the pitch. All the images generated by the CCTV system are directed to Mineirão’s Operational Control Centre. These images are monitored in real time to assist with security. CCTV operation and management software is available, and all images are stored on a server for a fixed period of time.
Why Sony was selected Johnson Controls carried out a broad market analysis, to select the best partner for the project. Challenges As a key component to the success of Beijing’s public transport system, strict requirements are imposed on the access control system to safeguard the passengers and staff. The metro system features lengthy routes, numerous stations and lean management. Line sections and stations are the core management areas in the metro’s operating system, most of which are operated remotely. To ensure the metro is running safely, it is necessary to prevent unauthorized access and closely manage access to all stations, electrical substations, parking lots and 60

major facilities at metro line sections. The new access control system also had to safeguard the equipment and staff at key locations such as fixed plants, offices, equipment areas, the machine room, the automatic fare collection system management office and central station, communication equipment rooms and public areas. To improve the operation, the system was required to enable central monitoring for every passage area and location that housed equipment management facilities. The access control system needed to cover an extensive network and all cardholder information from different

The system manually controls the access of high-risk zones, creates access rights settings and performs database management. The administrator can also check the event logs and control the access to entry points remotely. With a substantial allocation for road and highways, new ports and harbors, police reforms, and woman safety, the budget emphasizes the need to improve and build infrastructure, manufacturing and safety in the country. We appreciate the vision and future roadmap envisioned in the first Union budget presented by Narendra Modi government. A lot of thrust on infrastructure and manufacturing will help create substantial job opportunities for the young generation. We believe that CCTV growth and infrastructure development go hand in hand. We, therefore, are confident that in the coming years, it will give a big boost from security Industry perspective. However, we request to rationalize the tariff structure across security sector. CCTV is no more a luxury item, yet manufacturers and distributors are paying hefty taxes on it. Lack of government support in this area has been encouraging unorganized players to evade taxes and dump inferior security products in India. Moreover, we expect the government to pull down import tariffs to a more feasible level, which will enable easy access to security products at an affordable cost. Since surveillance is not a luxury item, we expect the government authorities to treat the Surveillance industry as per with IT. These initiatives will also encourage the local manufacture of security product.
The first budget of the Narendra Modi government has taken the right step at an opportune time. The prudence and realism in an uncertain time is well appreciated. The budget is pro-growth in all sense as NDA government’s maiden budget retains the ambitious target of 4.1 percent GDP for fiscal deficit in financial year 2015. Although Big-ticket infrastructure projects including Rs 37,880 crore for National Highway Authority of India, Rs 14,000 crore for rural roads, Rs 7,060 crore for 100 smart cities and satellite towns with transport and infrastructure. Security Industry was expecting more substantial steps from government in terms of import duty on security products and solutions. We hope these issues will be addressed by the government in due course. There are many long pending issues, which are not addressed. We sincerely hope NDA government to take up the pro active measure to spur the growth of Indian Security Industry.

One positive aspect of the budget is that it stays away from short-term and popular sops. It makes a genuine attempt to get the economy back in order. Yes, many of the initiatives involve long term structural reforms and have long gestation periods. So the benefits will take some time to accrue to the security industry.
Rs.7060 core has been allocated for developing 100 smart cities. Such smart cities require the convergence of several technologies including video surveillance. CCTVs on the streets increase public safety through better surveillance and the security industry will surely benefit once these materialize. Investments in new airports in smaller towns, metro railway in Ahmedabad and Lucknow, 16 new port projects with investments of Rs. 11,000 crore are good for the security industry –but once again, such projects require years to be completed. The NDA government has also announced Rs. 37,887 crore investments for NHAI and state highways. The partial tax passthrough for Real Estate Investment Trusts and Infrastructure Investment Trusts with clarifications on the tax regime is good. Global Investors should now be encouraged to take part in real estate assets in India in the medium term. What will be more immediate in terms of results is the impact on the realty sector with several measures taken to make buying houses more affordable and attractive. One also hopes that the budget’s attempts to get FDI are also realized more quickly and consistently. There’s nothing much on FDI in retail given the Government’s well known stance on this topic. There’s some small and inadequate relief to encourage manufacturing and excise relief on LCD/LED panels of a certain size and PC components . Nothing for the electronic security market except talk about a small pilot scheme on the security of women. A lot more needs to be done and I hope that the budget is still ‘work-in- progress’ and that the more radical measures needed to boost growth will be taken over the next one year.

The Railway budget announced modernization of railway stations and use of CCTVs at stations for surveillance and also to monitor cleanliness activities. Sixteen new sea-port projects are proposed to develop port connectivity. Schemes for development of new airports in Tier I and Tier II cities are proposed. Development of additional 15,000 km of gas pipelines using appropriate PPP models has been announced. These are some large projects that will be of significant interest to the security industry. The new government also appears to be positive about GST implementation. It will give a boost to the logistics and distribution sectors in India which in turn would help the security industry in expanding its reach and serving a larger market. In conclusion, this year’s budget has infused a much needed sense of optimism in the Indian economy and the security industry is eagerly looking forward to successful and timely implementation of the projects announced in the budget.

The Government’s promise to resolve the existing deadlocks in coal sector and provide fuel to all projects coming up before March 2015 will be a massive thrust to get the flailing sector on course to meet the Government’s 12th Plan target of 88,000 MW. The Budget has adequately focused on the solar energy sector. Rs 500 crore allocation for ultra-modern solar power projects will give the deserving boost to solar companies to increase generation capacity which is currently a mere 1 % of India’s total energy production. Rs 100 crore for the development of 1 MW solar parks on the banks of canals and Rs 400 crore for setting up solar power driven pump sets are some unique measures introduced that will further drive utilization of solar energy and reduce our dependency on conventional energy resources. Implementation of the Green energy Corridor Project will be a great move to integrate channels for evacuation of solar power – a formidable challenge for generating companies at the moment. The removal of customs and excise duties on solar equipment on the other hand will incentivize indigenous companies to increase domestic manufacturing and reduce reliance on import. These are most welcoming moves.”

Through the use of time-synched video, security can bring up the various camera views that show the shooting and then help create a timeline to show what happened from there — where the shooter started from, where the event occurred, where he is now, and so on. Because video in these instances is so important for forensic purposes, being able to “vault” the video — extract it from the recording — means it is saved for future viewing and you don’t run the risk of recording over it or losing it.

ver the last few years, India has grown its road network and is currently the third-largest road network in the world spanning 4.69 million km, next in line only to the US and China. However, when it comes to the quality of roads, India lags far behind. Expressway projects have been a moderate success, and few new projects are under way. Given the importance of expressways, the Government of India had approved the construction of 1,000 km of expressways under the National Highways Development Project (NHDP) Phase VI. Besides, the ministry came up with a project report to formulate a master plan aiming to construct 15,600 km by 2022, marking the end of the 13th five year plan. Tolls are an inherent part of such 72

Presently at the toll points, we either have to stop and pay cash to gain access to expressways or encounter RFID based boom barriers which read tags on the windscreen of the vehicle, before opening the barriers. Either ways, the commuter have to slow down at the toll plazas for fare deposition. These toll plazas create bottlenecks on the expressway. However, with the advent of high speed long range readers, supported by RFID based cards and integrated with Automatic Number Plate Recognition (ANPR) systems, it becomes easy to charge commuters without them halting for deposition of payments. Traditionally, toll plazas in India have been designed in a fashion, be it a manual fare collection point or acontrolled automatic one. Lanes are marked with boom barriers and fare collection booths are placed on the lane. To remove this bottleneck, one will have to do away with the barriers and fare collection points. To achieve this, unobtrusive fare collection system consisting of long range high speed
readers will have to be placed on the freeways, allowing the commuters to zip through these lanes without stopping for tolls, as these systems would automatically deduct the fare from the RFID cards placed on the windshield of the vehicles. In case any unauthorized/ invalid vehicle tries to pass through the freeway, its number is noted and penalised accordingly. Initially, couple of freeways will have to be reserved for vehicles equipped with RFID cards. The rest of the vehicles can continue moving in their classical way. However, eventually, all the lanes have the potential to get converted into freeways, without leaving any sorts of bottle necks on the highway. On a high level, the system design of the same would be as given below. The advantages of such a system can be noted as given below: Faster Travel: These systems will enable the commuters to save at least 5-7minutes on every toll plaza. Unobtrusive Movement: Commuters will not feel the control on the expressways; however they would still be controlled at some levels. Interoperable Cards: As these cards would be RFID based smart cards, it would be possible to integrate these cards with other toll plazas too. Multi Applications: As the form factor of these cards can be of a

standard credit card type card, they may additionally be used at the food courts on these expressways for paying bills and accruing loyalty points too. Several other similar applications can be derived too. Cost Efective Systems: Although, this system is initially expensive and requires more capital expenditure, however in a long run, it has proven to be cheaper than the traditional fare collection system. This system also poses a lot of challenges before its effective implementation. Undisciplined Drivers: As the freeway would provide unobtrusive access to expressways, there may be constant instances of unauthorized/ invalid vehicles accessing these lanes in the initial phases of implementation. Effective tackling of this nuisance would determine the success of this system. Initially, processes will play a major role in maintaining discipline, before
technology takes over completely. Reactive System: This system does not disallow any unauthorized vehicle entry to the expressway. It only penalises the defaulter. Hence, this leaves little scope in error, as the state can end up penalising a wrong vehicle in case of a minor error at reader and ANPR end. Inconsistent Number Plates: As the number plates are not standardized in India, there may be marginal errors while reading the number plates for fast paced vehicles. This could prove one of the major road blocks while implementing the system. Efects of Environmental Factors: As these readers will be installed in open spaces, they may be affected by external environmental conditions. However, basic canopy will still have to be in place, minimizing the external effects. Prima facie, the challenges may look enormous. However, with the technological improvements by the day,
learning from many international case studies and customized design for Indian environment, these challenges can be effectively tackled. For example, the toll plaza at the Bandra-worli sea link has an innovative design where the RFID tag is read long before approaching the plaza and the barrier is opened by the time the vehicle reaches the barrier point. This gives the commuter a near unobtrusive experience while commuting in that lane.
Conclusion With the growing network of expressways, technological advancements on fare collection side are imperative. Although, Indian conditions pose considerable challenges to the adoption of automation in fare collection domain, we will have to eventually resort to it. Probably, everyone is waiting for the some early mover to experiment and evaluate this system, before investing in such large scale automation. And then, it will be just a matter of time before this system becomes a standard feature of all the toll plazas on expressways.

A We believe that there is still a big potential for growth when we think about the requirement of PIDS in India although our first mission is to spread the concepts of our systems so that people will know the options they have to solve their perimeter intrusion requirements. Secondly, it will be our endeavor for people using our system, especially for the first time, that they should get immaculate support from the stage of initial installation, successful commissioning and thereafter. For the time being we are relying on our network of systems integrator specialists and consultants to implement projects with Genetec unified IP security solutions. There is no immediate plan to set up office in India but we might consider it in the future.

The launch has been marked with the capacity building program for the selected 62 schools from 6 cities, Bangalore, Chennai, Hyderabad, Kolkata, Mumbai and Haryana, with more than 120 teachers deputed from the esteemed school campuses will undergo a training on two modules on energy saving- Conserve at Home and Campus from 17th July 2014 till 30th July 2014 in 6 cities of India.
