It will be interesting to observe how Modi government achieves the 2019 target. It’s certainly a new dawn on India’s horizon. The irst half of 2014 is agog with mergers and acquisitions in the smart home sector. Nest bought dropcam two months after Google’s Acquisition. In June, Apple announced HomeKit. Microsoft is planning to put Kinect motion sensor at the centre of its connected home initiative, allowing users to turn lights and devices on and of with a simple hand gesture. The global etailer Amazon has jumped in to the fray with its kindle platform and new smartphone. The news for now is that four large tech ecosystem providers are currently vying for tech partners-and for the global smart home market. CIDCO is installing 500 CCTV Cameras to put Navi Mumbai on surveillance mode. This is certainly good news for citizens as well as security Industry. The other development is that Mumbai’s hundreds of Ganeshotsav Mandals are embracing CCTV for added security arrangements. This is a welcome initiative, which is a morale booster for security Industry. If social and public organizers have understood the importance of security technology then further adoption will be easy. The importance of Oil and Gas sector is growing in India with concerns about secure storage, pilferage and hazards. There is a crying need to secure the Oil & Gas sector. The recent coal block controversy has made Oil and Gas sector more critical for Indian economy. The recent GAIL pipeline blast in Andhra Pradesh is a grim reminder of security lapse and criminal negligence. City and Industrial Development Corporation (CIDCO) has prepared a code of practice for CCTV monitoring in Navi Mumbai to keep a tab on troublemakers at public places vulnerable to crime. With this, Navi Mumbai will become the first city in the country to have a code of practice for closed-circuit television (CCTV) surveillance system. Besides, in view of the city’s increasing population, about 500 surveillance cameras will be installed at railway stations, religious places, shops, malls, theatres, hotels, schools, hospitals, housing societies, industrial units, god owns, warehouses and other commercial as well as government buildings in CIDCO’s jurisdiction, the release said.

CIDCO also appointed a CCTV project steering committee, under the chairmanship of state Principal Secretary for Information Technology Rajesh Aggarwal, which met representatives of various public organisations and private enterprises and discussed the guidelines and finalised them.

Development Kit (HSDK). This adapter enables Pro-Watch and the BMS to efficiently share each other’s input and output signals. Also as part of the security system, intruder detection and video surveillance products were installed. OmniAssure™ MIFARE card readers from Honeywell are also installed to monitor when an access control card is presented at door entry and exit points. Using Honeywell PW6000 intelligent controllers, ProWatch sends signals to the BMS whenever an access control card is presented to one of the readers. The access control cards can be programmed with cardholder’s credentials including their personalised preferences for temperature and lighting settings. Due to the integration with the BMS, these settings are then applied based upon the person’s location within the building. The BMS also receives inputs from other security and safety related systems which are now displayed and recorded via Pro-Watch too. Such systems include; fire alarm (where the individual ‘fire zone’ is identified), emergency lighting, Uninterruptible

Power Supply (UPS), back-up power generator, water leakage alarm, IT infrastructure and voice alarm system. For example, when an emergency event such as a fire alarm is triggered, the system automatically records and displays video images of the specific zone. Equally, in the event of a failure with the UPS, an alarm is shown via the Pro-Watch interface. Video surveillance of the public areas is carried out with Honeywell IP PTZ mini dome and box cameras. The high definition images are captured

and managed by the Honeywell MAXPRO® VMS video management system which also integrates with Pro-Watch. MAXPRO VMS gives the security team at SmartCity Malta complete control over all video sources. This includes control of live video from the cameras and enabling them to view video captured before, during and after every alarm/event received from ProWatch. Intruder detection is also integrated via the Pro-Watch system. Sturdy and reliable DUAL TEC® motion sensors and door contacts from Honeywell are installed throughout the building. Alarm outputs triggered from these are managed by MAXPRO VMS and live video instantly shows the area in question on the video wall. At the same time, the BMS sounds a siren and increases the brightness of the lights in the area where the intruder is located.

he University Medical Center Groningen (UMCG) has officially taken delivery of its completely upgraded fire alarm system. With 7500 fire detectors, spread over more than 30 buildings throughout the university’s campus, it is the largest fire alarm system on one network in Europe. The system that was supplied by Siemens Building Technologies not only puts an end to the many false alarms raised in the past, but also protects the medical center’s employees and patients optimally, thanks to the use of intelligent smoke detectors.

The National Rehabilitation Center, located in Khalifa City, Abu Dhabi, is a prime example of this commitment. Not only does this facility hire medical specialists of all varieties from around the world, it spends - on average - over US$350,000 per patient on their treatment. This National Rehabilitation Center’s architectural makeup provides a revealing security example. The overall facility can be thought of as two

parallel entities, duly named Complex 1 and Complex 2, with the former being built earlier. Despite great financial input, Complex 1 suffered a series of security setbacks. These ranged from serious lighting / glare camera issues, to overall CCTV system instability. So, when opening Complex 2, administrators chose a different approach for their security needs.

In the case of the DS-2CD8255F-EI, it w ould fall under the main security office’s jurisdiction. However, in the bigger picture, both security offices’ performance greatly improved with Hikvision resolution. The DS-2CD8255F-EI provides HD1080p real-time video recording, as well as IR and True Day / Night functionality ... in the case of a power outage shutting down both the perimeter and innercourt lights. Our solution also provides a 10-hour camera power backup, making features such as night-time IR very important, if the lights do go out.”

One example Maarouf noted is that CPU usage has been reduced from Complex 1’s 90% load to Complex 2’s now miniscule 20%. For an added layer of security, Eurostar India has also implemented Door Interlocking which prevents two doors within the same area to be opened simultaneously, and Dual-Authentication which requires cardholders to provide both card credentials and either BIO or PIN confirmation to access critical office areas. To keep track of daily happenings, department managers were given their own monitoring stations, and assigned

specific system user privileges to only monitor zones and access data within the scope of their duties. OCAR Georgia Petroleum, (SGP) is Georgia’s sole importer of petrol and diesel. Today, it has 30 petroleum stations in the capital and 60 across the country as a whole. It is a fastgrowing company whose management plans to expand its network to 90 petroleum stations.

Background SGP’s surveillance system was formerly based on IP camera bundled software but when a new Georgian law came into effect, the whole system had to be overhauled. The new law obliges petroleum stations to provide realtime monitoring using 3 megapixel cameras with the data for each installed camera stored for at least 1 month. This regulation also requires continuous recording and 24-hour monitoring of the stations.

Solution To address these challenges, Georgia’s major importer of petrol and diesel decided to call on NUUO’s solutions. They use NUUO Mainconsole IP+ combined with Arecont Vision (AV3105DN) and Mobotix (M24-Sec) IP cameras. Presently, up to 310 IP cameras are installed in 30 of SGP’s petroleum stations and each site is equipped with one PC running NUUO Mainconsole recording server with approximately 10 IP cameras. Every site carries out local real-time recording with a local view enabling station managers to protect their businesses. ome dishonest manufacturers simply claim that they choose different materials to optimize the interoperability of different components. However, the ugly truth is that it is done to “lower” the total production cost. Material substitutions can occur in all components, from resistors and chips to single or layered circuit boards, wiring connectors, relay designs, voltage stabilizers, and many more. Likewise, the external casing material, paint selection, fans and jacks used are also possible places to make alterations. But as mentioned above, these alterations are done to lower costs in order to boost competitiveness, despite the serious impact it has on product performance.

THE PROBLEMS COMING FROM MATERIAL SELECTION Some problems surface quickly, while others only emerge due to the influences of certain environmental or operational factors. Nevertheless, any problem is a headache for users and integrators. Below are some common problems resulting from production cost reductions.

Lenses For lenses, cost reductions usually happen with the replacement of the metal molding components with plastic materials. As a result, two problems arise: A. The lens may or may not be tightly sealed with the rest of the camera due to its elasticity. Plastic molds may lose elasticity, shrink, curve in, or curl up with time, or even worse, change shape as temperatures change. This is almost impossible to avoid with plastic, which affects the accuracy of focal alignment. B. In addition, without a piece of metal that serves as adequate grounding, external electromagnetic signals can easily interfere with the auto-iris lens and damage the signal output, leaving interference lines on images.

Cameras The makeup of a camera involves complex circuit and structural designs, including optics, electric wirings, mechanical structures, network modules, and many more. Hence, cost reduction measures to substitute these components may create the following problems: A. Traditionally, security cameras use a sophisticated locking screw ring to

adjust the back focus through rotation. To cut down costs, some manufacturers use a metal strip or loosen/tighten the screws to stabilize the back focus. These substitutions do save on production costs, but over time cause cameras to easily become “out of focus” due to vibrations, requiring further manual adjustment by the installer. To save on costs related to circuit boards, some manufacturers combine the imaging sensor and the DSP/ ISP into a single double-layered and double-sided board. Because two individual boards have been shrunk down into one, three problems may occur: Crowded soldering on a circuit board could result in solder skipping or false soldering and could even lead to a short circuit. The simplified board design allows network cameras to become smaller as a whole; however, as the size gets smaller, the heat dissipation mechanism can be compromised. The overcrowding of the pieces of

components on the circuit board makes it difficult to maintain or repair. Therefore, instead of repairing a broken circuit board, the manufacturer would just replace it with a new one. It is a faster solution, but it can take a great toll on installers’ maintenance service. Unless the camera uses power over Ethernet (PoE), to lower the production cost, some manufacturers may simply change its AC/DC power supply to switching mode power supply (SMPS) and simplify the interior power module and voltage stabilizer at the same time. Three problems could surface as a result: Voltage and current flow could be very unstable and fluctuate wildly, thus overheating and damaging the camera. When the external power supply becomes too heavy, the surge protection device (SPD) can be easily penetrated; cameras designed with the substitution or elimination of SPDs or lightning arresters are at greater risk of such damage. In case of lightning strikes, the SMPS

The external casing material, paint selection, fans and jacks used are also possible places to make alterations. could become so sensitive that it would pick up the lightning-induced current and cause damage to the circuit board, which may be too vulnerable to handle strong currents. D. When downgrading electronic components, electrical connections and transmissions in the interior of a camera can be problematic, leading to impedance mismatching to 75Ω. As a consequence, the images shown can be overlapping, too bright, and full of jittery OSD or noise lines. E. Some manufacturers may eliminate the output of video (CVBS) signals or switch the BNC connector to the cheaper RCA jack, even in some network cameras without automatic focus. It may cause a short circuit or loose connection of the BNC connector. Because there is no CVBS output in the camera, installers may spend extra time adjusting the camera focus. F. To substitute the coding component in network cameras, there are two kinds of common selections: applicationspecific integrated circuit (ASIC) and

PDF Compressor Pro Special Feature field programmable gate array (FPGA). ASIC is advantageous in terms of achieving low power consumption, but it still has some shortcomings. Therefore, the cheaper FPGA chip is also favorable as it can contribute to a shorter product development period. But FPGA can take up high power consumption, as much as a 30mA current — that’s almost 1 or 2 scales higher than the common power consumption level. G. For PTZ cameras, it is common to see the gear wheel replaced with cheaper chains. As a result, both the horizontal and vertical tilting becomes less smooth and the chains may easily break or fall out of place. Furthermore, when the cradle head stops moving, the chains can exert a kickback force that could shift the camera’s pre-determined angles. H. Another component on a PTZ camera that is easily substituted is the capacitor. A lower-grade capacitor can cause inaccurate cradle head movements and can burn up due to inadequate rotations.

MOTHERBOARDS OF DVRS / NVRS A. DVR/NVR manufacturers usually utilize development boards and kits already on the market to save development and design costs of DVR motherboards. However, this could easily jeopardize a DVR/NVR’s stability and product longevity because of defective firmware and the materials used in the development boards, giving rise to potential risks and faulty performances. B. To reduce cost, some circuit boards would eliminate the CPU cooling fan, which causes the CPU to perform at a compromised level when the server is overheating. Images yielded would not be clear due to mosaic blurriness. C. Transmission wires can be minimized by simplifying the material of jumper

wires. However, this can cause impedance mismatching and the interference of thousands of vertical lines on the monitors. D. DVR/NVR transmission connectors, which have adopted substitute materials, could cause interference, too. The communications between the box, decoders, or control boards could be compromised. E. If the backend server of a DVR/NVR is not equipped with signal blocking materials, interference signals may show up on the display, including diagonal lines, jitters, power supply fluctuations, etc. The interference may not pose a big problem, but badly distorted images resulting from the interference would not be useful to anyone. F. If the DSP components were minimized, then the signals may not be magnified to the desired degree, rendering low-resolution images that may compromise details such as color, saturation, etc. These typically happen when signals greater than 3MHZ are lost. G. The casing of the DVR/NVR may be downgraded with the elimination of a fan. Once again, the overheating issue would cause the machine to breakdown.

CONCLUSION The above scenarios may be the result of common cost reduction measures by manufacturers for their own benefits or because they have no other choice but to. It is not an easy task for integrators and users to distinguish the interior design of equipment. Therefore, what can be and should be done when selecting a product is to evaluate the reactive measures that can solve the abovementioned problems.

This should improve with the new government at the center.” One thing worth noting about the counter-terrorism sector is the overwhelming consensus that neighboring Pakistan is perceived to be the biggest threat to India’s homeland security. In fact, 47 percent of all Indians see Pakistan in that light. The Islamic terrorist extremists Lashkar-e-Taiba follow at 20 percent, and the Maoist guerrilla groups, the Naxalites, round out the top three at 19 percent. This is especially brought to light because India is unfortunately in a region where instability and unrest have been ongoing for decades. Coupled with political instability, it’s not difficult to picture why homeland security is at the forefront of India’s security priorities.

LOOKING DOWN THE ROAD Modi’s planned initiatives and future plans seem focused on making speedy decisions with an emphasis on reviving economic growth and giving priority to infrastructure and manufacturing. Small airports, the infusion of the Diamond Quadrilateral high-speed trains project, and the Sagar Mala project to connect ports to the hinterland will be the focus areas of Modi’s government as part of the effort to upgrade the country’s much needed infrastructure. The budget further allows complete tax exemptions of real estate investment trusts and additional infrastructure trusts of a similar plan in the infrastructure sectors. This is a long-term positive for attracting cheaper, long-term financing for commercial real estate and infrastructure projects. The budget plan also relaxed the terms for issuance of debt funds used for infrastructure investments by banks and international finance corporations. Overall, the security sector will definitely see a huge boost from the aforementioned projects where a few are already under way and most are planned to commence soon. The entire security industry from consultants to OEMs to SIs will be part of this overhaul with prime focus on training and awareness to bridge the expectations and the chances of a successful plan. Only once these projects are streamlined can the IP infrastructure begin to become realized. All things considered, the new government is both ambitious and extremely focused. With clearer and more transparent plans compared to previous administrations, there really does exist a proverbial light at the end of the long tunnel. To right the ship, Modi has set sail an enormous plan to boost India into the realm of the economic superpowers, and carry a country of over a billion people into better economic stability and peace. With a little bit of luck, India’s manufacturing and heavy industries sector should become streamlined alongside the infrastructure and energy sector. With investment boosts in real estate and infrastructure funds and trusts, there will be better liquidity, transparency in the government, and overall growth which in turn will impact the security industry in a major way, from the people, processes, and technology perspective. The future looks bright, for a country that has been waiting a long time.

Putting the Emphasis on Technology According to one of Prime Minister Narendra Modi’s post-election talks in early June, he hopes putting emphasis on his “Skill, Scale, and Speed” approach will lead India to a better, more prosperous economy. During the talk, he highlighted, “The need of the hour is to think big. When cities start becoming more digitalized, we hope this will start to change.” Expanding more on Modi’s “Skill, Scale, and Speed” approach, a plan to promote and build India’s brand internationally has also been put forth by Modi by capitalizing on the five “Ts:” tradition, tourism, trade, talent, and technology. IP-based access control meets a variety of important needs for metro rail and other transit operations. For instance, public transport system operators must be able to prevent unauthorized entry and closely manage access to all stations and electrical substations, as well as the parking lots and major facilities at metro line sections. The same systems must also protect equipment and staff at key locations including fixed plants, offices, equipment areas, machine rooms, and automatic fare collection (AFC) system management offices, as well as the central station, communications equipment rooms and many other public areas. It may also be important to centrally monitor all passage areas and key locations where 80

IP access control provides an effective solution, by offering a centralized, top-tobottom, web-based access control system with which to monitor all stations and site equipment in real time. Readers can be installed where needed, and connected to a network controller for central access management and report generation. All central management functions can be performed at the metro line control center, which consists of a central server, an access authority management station, a central station, and all associated system software. With this solution, the central station administrator can track and manage door access in all metro stations, improving flexibility and speeding response to network failures. Meanwhile, controllers enable every

metro station office to monitor its own system’s real-time status, entry records and card access information. Both the control center and station offices are connected to the central server via TCP/IP for data transmission. Remote computers can be deployed at high security level zones, with the administrator can manually controlling access. A controller is used for station access management, and if communication with the host is lost, each station control center can independently operate using a reader interface. In this way, metro station offices can work independently when they are offline with the central station. Today’s IP-based, networked access control solutions fulfill the need for topto-bottom management capabilities at metropolitan transportation systems. Administrators can track door access in all metro stations, check event logs and remotely control access to entry points. This approach assures maximum flexibility and the fastest possible response to network failures, with all operations protected by multi-layered security and fail-over support.
