The rate of urbanization has moved cities to adopt and implement ‘Smart City’ programmes. Innovative solutions and technologies are much sought after to ensure that security risks in cities are minimised. The lack of understanding of such innovations will lead to improper implementation and execution making it difficult to ensure that a smart city is safe. In developing Smart Cities, the local government may partner both with big service and technology providers, as well as with small and medium-sized local firms or start-ups. Smart PPPs may involve comprehensive reforms of the legislation and procurement procedures. The suspect, who allegedly drove along a Manhattan cycle path killing eight people, told police he “felt good” about Tuesday’s Halloween attack. The victims were five Argentines who had travelled to New York to celebrate 30 years since their high school graduation, a young mother from Belgium and two Americans. Mr.Saipov, 29, an Uzbek immigrant, was shot at the scene by police, according to officials. Mr. Saipov was known to US authorities after his name was associated with the subjects of FBI counter-terrorism investigations in 2015. The source says the suspect had some contact with individuals who were considered radicalised extremists, at least one of whom was Uzbek. It is unclear whether those being investigated were in the US or overseas. New York officials said security would be enhanced in the days ahead after what they said was a lone-wolf terror attack in Lower Manhattan. But they said the motivation was vigilance — not out of concern about more attacks looming. “There are also heavy-weapons teams being deployed throughout the city at key iconic locations.”

22 people were killed and dozens were scalded as a boiler exploded Wednesday afternoon in the newest power generating unit at a state-run NTPC plant in Raebareli in Uttar Pradesh. The number of dead and injured may rise as many are believed to be trapped inside the unit. Many of the injured have suffered severe burns. The boiler pipe burst in the 500 MW power generating unit that started operating in March at the plant in Unchahar, which is nearly 30 years old. A massive fire broke out and a huge ball of dust rose after the explosion, making rescue difficult.

The accident occurred in the ash-handling section of the plant and ash gushed out at high-temperature, burying several workers, said Lalmani Verma, an engineer at NTPC. These incidents have become a recurrent and should definitely be a warning bell for all the industrial plants across India to be vigilant and keep close check on the equipment and boilers. It is vital for the Fire Departments to enforce strict ordinance and regular inspection visits. The fire equipment manufacturers have the state of the art products that need to reach these setups.

z Draft Regulation of CAR on Civil Use of Drones Announced
The Directorate General of Civil Aviation (DGCA) has come up with draft regulations on civil use of drones which will also enable commercial use of drones for tasks like photography, doorstep delivery and even passenger transport, Civil Aviation Minister Ashok Gajapathi Raju announced on 1 November. Under the draft rules, the drones are classified into five categories based on their maximum take-off weight: nano (up to 250 gm), micro (251 gm to two kg), mini (2 kg to 25 kg), small (25 kg to 150 kg) and large (greater than 150 kg).
Except for nano category and those operated by government security agencies, all other commercial categories of drones will be registered by DGCA which will issue it a Unique Identification Number R.N. Choubey

The Civil Aviation Ministry said that mini and above categories will require Unmanned Aircraft Operator Permit while model aircraft up to 2 kg flown below 200 feet inside educational institution premises will not require the permit. The draft rules also imposed some restrictions on use of drones in terms of no-fly zones which include area within 5 km from an airport, within 50 km from international border, beyond 500 metres into the sea along the coastline, within 5 km radius from Vijay Chowk in Delhi and from mobile platform such as a moving vehicle, ship or aircraft. They would also not be permitted to fly over densely populated areas without prior approval and over areas affecting public safety or where emergency operations are underway, the statement added.
North Korea nuclear tunnel COLLAPSES ‘killing at least 200 people, triggers fear of a massive radioactive leak
The collapse happened at the Punggye-ri nuclear test site in the country’s north-east on October 10 2017. The disaster has prompted fears of a massive radioactive leak which could spark a Chernobyl- or Fukushima-style disaster. A North Korean official said the collapse happened during the construction of an underground tunnel. Some 100 people are said to have been trapped by the initial tunnel collapse, with a further 100 lost in a second collapse during a rescue operation.

he Indian economy has shown remarkable resilience in the face of severe global financial crisis. In spite of global slowdowns, the growth of the economy has been quite decent and modest over the last couple of years. However, in order to maintain this robust economic growth, we need a secured environment, free from major risks such as occupational health hazards, social disharmony, public malfeasance, natural calamity etc. Indian security industry is today at an interesting juncture especially with the Government focusing on development of ‘Smart Cities’ across India. The proposed cities are to have infrastructure and buildings fitted with modern amenities aimed at making the place a ‘safer place to live in’. This promises an opportunist future for the Indian security industry with a lot of potential to tap the latent demand of the future security markets. The design and construction of secure and safe buildings continues to be the primary goal for developers, owners, architects, engineers, project managers, fire officers, product manufacturers and every other stakeholder associated with the building.

Risk assessment is the activity that estimates potential threats to the safety and security of the building infrastructure from fires, theft, earthquakes, tsunami and coastal floods, and other hazards. Realizing this goal is often a challenge due to cost factors, resistance from the occupants, environmental policies and non-availability of safety equipment. Understanding the impact that site security has on the overall security of the building is an important aspect of risk assessment. A balance between the security and safety goals and other design objectives can be attained through an integrated design process where all of the stakeholders understand each other's goals.
Regulations, codes, standards, and best practices will guide the design of buildings to resist natural hazards. For new buildings, code requirements serve to define the minimum mitigation requirements, but compliance with regulations in building design is not always sufficient to guarantee that a facility will perform adequately when impacted by the forces for which it was designed. Consider the case of recent fire at Jeevan Sudha building, a high-rise in Kolkata where three floors were gutted because the fire fighting system was defunct and there was no accessibility in the surrounding area to use a sky lift for controlling the fire in time, however it being a holiday any loss of life was averted. This is just one such example. Individual evaluation of the costs and benefits of specific hazard mitigation alternatives is essential as it can lead to effective strategies that will exceed the minimum requirements. Such individual evaluation would have been useful in the case of recent four-storey building collapse in Damodar Park in Mumbai in which 17 people were killed and 11 injured, where the reason of the collapse was found to be extensive renovations on the ground floor. Additionally, special mitigation requirements may be imposed on projects in response to locale-specific hazards. For instance in India construction and earthquake safety requirements of a building are based on where out of the five seismic zones in the country, the building is constructed. When a change in use or occupancy occurs, the designer must determine whether this change triggers other mitigation requirements and must understand how to evaluate alternatives for meeting those requirements. The Indian security market is in an interesting growth phase on the back of renewed interest on existing security and surveillance measures in the country mainly due to terror threats in recent times. Today the security is moving from closed spaces to security and surveillance of public places. So spending is foreseen on this industry both from the government and private sector. The sector has not only seen interest from domestic players, but also foreign companies looking to enter the market. The market is also evolving presently and one can witness various shifting trends. Areas like sensor based detection, biometrics, in line baggage scanners are expected to gain popularity and increased spending will happen in these areas in the coming years. Investments especially in video surveillance systems and other related security measures are expected to increase. Artificial Intelligence systems are being developed that will classify people based on more than a hundred characteristics including what a person is wearing, what they are carrying, how they are walking etc. The AI systems will be capable of following a person in a crowd to monitor suspicious behaviour. Such systems will have broad applications at airports, railway stations, malls, smart cities and integrated townships. A police robot capable of walking, recognising people, taking complaints as well as diffusing bombs is currently being developed by a Hyderabad based company. rivate Security in India is poised for an exponential jump in importance, both as a revenue earner and as a necessity in everyday life. Today, close to 33% of India’s population lives ‘cheek by jowl’ in urban areas and this figure is expected to rise to 40.76% by 2030. Significantly, the overall crime rate in urban areas stands at nearly 2.5 times that of rural areas. Cybercrime rate in India has gone up 20 times over the past 10 years, ranking India third, only after the US and China and Economic Offences doubled between 2006 and 2015 as per NCRB data. The US State Dept. ranks India third after Iraq and Afghanistan in the highest number of terrorist incidences in 2016. The silver lining here is that though the number of incidences have gone up by 16%, the fatalities have decreased by 17%, indicating increased effectiveness of India’s security apparatus. In such a dynamic and fertile security scenario, the police forces are finding it difficult to keep pace with the multi-dimensional threat landscape due to lack of manpower, coupled with inadequate training and equipment. The widely prevalent threat perception levels have prompted a situation wherein Indians have to make do with one policeman for every 663 ordinary citizen, as compared to an average of 3 policemen for every one of the 20,828 VIPs across the country. With the pressures on police forces increasing dramatically due to low intensity asymmetric warfare by terrorist forces, increasingly, the soft-targets like Malls, Socio-religious gatherings, Leisure spots, Schools, Hospitals, Residential areas etc, all find themselves on the potential hotlist of terrorism. The unspoken understanding is that ‘self-help is the best help.’ Consequently, we have been witnessing a mushrooming of the private security sector in India. into ‘Security Services’ segment and ‘Security Systems’ segment, with a net share aggregate of 75% and 25% respectively. However, given the spread patterns in Cybercrime, Economic Offences and Terrorism as compared to conventional criminal activities, it is only a matter of time before this ratio is reversed. According to the Grant Thornton Report – 2015, on Private Security Services in India, the Indian security sector was worth INR 40,000 crore in 2014, and is growing at the compound annual growth rate (CAGR) of 20%. That is a huge sustained growth projection by any standards. Another significant development in the Indian security scenario that is slowly but surely driving the growth towards a more pervasive ‘Systems’ based private security apparatus, is the entry of MNCs into India in a big way. This has highlighted the gap between the sophisticated cyber based security protocols demanded by their internal security code and the ‘security services’ and ‘systems’ currently available in the private security sector in India. Deterrence has been the watch word for the private security sector in India, due to the lack of police powers and restrictions in carrying firearms. The cheapest and most visible source till date has been the ‘manned security’ sector, which today employs close to 80 Lakh personnel. Growing urbanization will further push up this workforce substantially, as the government increases its thrust towards ‘smart cities’ and development of Tier II & III cities. Public Private Partnership (PPP) is inevitably the way forward, as police forces seek to include Private Security Services as a viable economic option to share the burden of their load of ever increasing emergent requirements. On the flip side however, is the poor educational and training quality, high turnover rate and difficulties related to background checks of the workforce of the ‘security services’ segment. This is perhaps the most telling reason why, on the security front, organizations, both private and public, will increasingly put their faith in ‘systems’ rather than ‘people’. As any security professional will tell you, “Security is neither Cheap nor Convenient,” therefore, the inevitable shift will gather pace in tandem with the sophistication and cost of ownership of future security systems. Unobtrusive, predictive surveillance systems, networked with Access Controls and Quick Reaction Security Teams provided by niche security contractors, will rule the roost at the upper end of the private security spectrum. The aim here would be to provide effective, fool-proof, convenient and failsafe security, covering the entire security cycle of Observe – Detect – Analyze – Act (ODAA). These proactive systems will be essentially real-time, due to the embedding of self-learning Artificial Intelligence. At the entry level, due to India’s burgeoning population, the efficacy of ‘manned security’ will continue, albeit with increasing systems support in terms of forcemultipliers like remotely operated physical barriers; RFID operated access controls; biometrics for both, identification and access control; movement monitoring and alerting sensors; walk-through body scanners etc. All these will be designed for high-speed activation, compressing time taken from Incident to Effective Reaction. These systems will be more reactive in nature due to their target environment and cost of deployment and ownership. Specialist Security Training is poised to become another major spin-off from the Security Sector. India lacks recognized world class private security training institutions that provide effective modern training to personnel, which are in tune with Indian Law Enforcement Regulations. Introduction: Security has become the buzz word in today’s world, be it for the governments, businesses, citizens or general environment. There are multiple factors, often intertwined, which contribute to this phenomenon. World over the dynamics of governance, of doing business, and of the politico-economic-socioreligious set up is seeing a churn like never before. The world has moved from being a comity of individual nations, to being a “global village” to being islands of inward looking nationhood and segregated beliefs, a la BREXIT, Catalonia, et al. World over, the security paradigm has been changing and constantly evolving with newer and more sophisticated threat perceptions, new vectors and more complex risk scenarios. India has its own set of peculiarities in this regard. Per se, the country is on a cusp of unprecedented and sustained growth trajectory; business activity is not only picking up, but continuously evolving, diversifying and integrating across verticals.

In the recent years, specifically the last decade, numerous studies and sample-based research work have been undertaken on the security industry in India to gauge the size, spread, diversity and dynamics; to evaluate the potential it holds for stakeholders, especially the private security players; and the likely challenges in the years ahead. For example, the private security industry in India, which started

in 1960s with a handful of players and hardly any investment worth a mention, is today a Rs. 40,000 crore+ industry, with just about 35% market share for the organized sector, and a whopping 65% still in the unorganized format. The industry’s most notable growth has been in the past decade, with a Compound annual growth rate (CAGR) of 23 to 25 %; some more aggressive estimates suggest a YoY growth rate of 40 % in more recent years. Approximately 15000 companies/security agencies are operating across the length and breadth of the country. As compared to the demand for strong police force being roughly 8 mn, only 3.2 million police personnel are in service, with over 5 mn (and growing) gap left for private security service providers to fill. Add to this the perceived changes and qualitative shift in the modern day security needs for the government, businesses and society - the future is indeed bright, and the bottom of the jar probably fathomless. Peculiarities that Make Indian Landscape Ideal for Business Opportunity & Growth:1. Internal Security Situation and Business Continuity Imperatives. India has been a victim of some or the other form of internal disturbance ever since it is Independence. In the recent years, naxalism, religious intolerance and social activism have added a new dimension to the internal security environment. Add to it the virtual dimension, the cybercrime and online frauds, and completely new security paradigm is under evolution. 2. Qualitative Shift. This is where the gap in demand and supply is fast widening - while the client expectations get constantly tweaked upwards, the available supply side surplus continues to languish qualitatively. There are various constraining factors on one hand, and competitive, wafer thin operating margins on the other. 3. Regulatory Reforms. The need is for a holistic and reformative regulatory intervention, stricter compliance norms and phased implementation thereof, to not only cover wide range of security services under a common minimum protocol, but also deter qualitative compromise caused by competitive undercutting between the organised (compliant) and unorganised (non-compliant) players. Once done, expect a steady, sustained, long term growth in the domestic security industry. 4. Entrepreneurial Push. Corruption and bureaucratic hurdles often encountered by smaller, lesser influential entities in obtaining government licences, certifications, etc. are factors which have largely served as deterrence to several skilled security professionals from turning into entrepreneurs. There is a vast pool of untapped talent at entrepreneurial and managerial levels for driving growth and penetration in the security industry, but it largely prefers to remain aloof - often discouraged by the bureaucratic and ethical hurdles. A reformatory and reconciliatory approach should provide the right stimulus. 5. Structural & Macro Economic Reforms. Given India’s overall economic growth potential and the vast, untapped market, security service industry is expected to be among the biggest beneficiaries of the government’s ongoing structural and macro-economic reforms. Ease of doing business is the present day government’s stated priority and an important area of focus. It should eventually enable a steady rise in entrepreneurism and all-round stimulus to business activity. Since security tends to touch practically every form of business activity, especially in its growth stage, the unstated is obvious. The Way Ahead In recent years, ‘Security and Loss Prevention’ has evolved as an integrated function. It not only caters to the standard physical and information security requirements, but also provides for safety & security audits and a bunch of business continuity essentials. The Indian government has launched various initiatives to turn the country into a fast paced digital economy, right from UPI, BHIM- Mobile App developed by National Payments Corporation of India, based on the Unified Payment Interface, BBPS- Bharat Bill Payment System from NPCI- National Payments Corporation of India to Digital Locker from GoI to Aadhaar from UIDAI, thus spurring the use of technology systems and digital payments across the country to fuel economic growth. This however brings along its own set of challenges, that of cyber security with the increase in digital storage and online transactions thus making India a big target for hackers. Technology has advanced significantly in past decade with the launch of virtual currency, Cloud Techonologies, Internet of Things (IoT), Smart Cities, etc. thus increasing the possibilities of cybercrimes. Likewise, cyber threats have evolved from known viruses and worm attacks which were more of a nuisance to users

and organizations to ransom-ware, distributed denial of service (DDoS), zero-day and advanced persistent threat (APT) attacks which add to the ever growing concerns for cyber security landscape. The Dark Web offers for sale various weapons, drugs, and exploits, etc. It is known fact how hackers can remotely hack a car and paralyze it on the highway. Imagine the possibilities where technology created to benefit mankind can be exploited for all the wrong reasons to harm them. One of the biggest cyber-attacks observed in India was in 2016 where as many as 32 lakh debit cards belonging to various Indian banks were compromised resulting in the loss of Rs. 1.3 crore in fraudulent transactions as per news headlines. Recently even India was not spared by WannaCry and Petya ransom-ware attacks considering even today a majority of the desktops, laptops and ATMs in the country still run on Microsoft Windows XP, support for which was ended by Microsoft in 2014. To tackle such cyber threats, as a nation, some significant changes are needed in country cyber security policies and regulations. The National Cyber Security Policy 2013 is in need of an immediate review considering these dynamic threat scenarios and must be approved by the Parliament. A National Body or Structure on Cyber Security should be formed focusing on public-private partnership

Today, there are only few sectors such as BFSI and Telecom which are considering cyber security threats and enforcing guidelines and mandates for organisations operating in these sectors to acknowledge the risks and put in adequate measures to mitigate the risks to

However, at a country level, India needs to have cyber intelligence and data analytics centers which collect attack and indicators of compromise (IoC) data from organizations across multiple sectors, correlate the big data to analyze patterns for sectorial and country wide threats for timely incident response, remediation and recovery. Another very important challenge is poor awareness and education about cyber security threats and the need to follow best practices, across different levels – ranging from school children to uneducated sector to elderly people who find it very difficult to understand the importance of data privacy and online security thus making them easy targets for social engineering & phishing attacks, spurious scam email communications, etc. Many such cyber threats can be easily mitigated if individuals are aware and vigilant.
With regard to the present situation in India, commendable technology and digitization advances have taken place. However, security still requires. Unfortunately, this development has also led to the near-simultaneous growth of the cyber attacks. India as a country needs to create a partnership model with public and private corporations to make our Indian cyber-space more robust and resilient to cyber attacks.

The momentum of initiatives launched to curb corruption and build on the social security is likely to continue and therefore promises a huge potential for global security industry. The growing drive for digitization provides both opportunities and challenges for the industry. As per the Pinkerton Risk survey report 2017 the top 3 risks to the business are Information and Cyber insecurity, Insurgency and Terrorism and Corruption and Corporate frauds. According to the report, ‘Information & Cyber Insecurity’ in India, has become more pronounced due to the shift that the nation is undergoing towards digitisation of various assets; and the ever-present loopholes that hackers breach upon. The recent demonetisation saw a spike in the number of people resorting to online platforms for financial transactions. This poses greater risks for users, including businesses, while engaging in e-commerce. There has also been an increase in subscribers to the Unique Identification Number (UIN) in which personal information is stored as data. The proposals for linking the UIN to banking details are therefore rightly being debated. The need for security industry to reform to cater for new challenges has long been talked and is now becoming critical. Industry needs to gear up as risk mitigation agency providing a holistic solution to the organisations. The overall risk coverage could look into physical protection of assets and employees, business continuity, crisis response/management, cyber security, information and data protection, internal investigations, countering fraud and money laundering, counter espionage, brand protection, anticounterfeiting/piracy and sexual harassment. Integration of efforts to mitigate these risks, in addition to providing much needed cost cutting would also provide more effective coverage. One important dimension that has been lacking in the corporate security is an inherent vigilance/intelligence system which would be a force multiplier in providing inputs to centrally mitigate these risks. Another aspect that continuously needs to be developed in India is adoption of latest technology on regular basis. The present day fraudster in India is young, tech-savvy and largely well placed in an organisation. The security apparatus has to match up. The start-up companies in India have been shining and drawing global attention and investment. Hope is to see more and more investment in Indian companies more so as India is also galvanizing its position in ease of doing business. As Indian companies transform to process oriented operations and customer friendly interface, the manpower intrinsic security system has to start depending more on technology and bring in the best established global practices with due financial support. With the promising economy, huge vibrant market and young population India holds, the security industry in India could well be a trendsetter if structured growth of the industry is ensured.

Whatever system an organisation adopts, at the bare-bone level, there are three major constituents or touch-points of the Visitor Management process as depicted here. But, there are various stakeholders to this process. And, these key stakeholders have varying priorities vis-à-vis the visitor management process as can be seen in the table below. For example, at one end, the organization, the host and the visitor demand a friendly and quick process. And at the other end, the Chief Security Officer (CSO), demands optimum security by fool proof authentication of the visitor. CSO will also want to analyze the data for reporting, process improvement and investigations. Striking right balance between the

level of security and user’s experience has been the prime challenge. The balancing of these priorities (conflicting at times) is core to any design improvement in the VMS process. A standard VMS process can be depicted as in the illustration here. Project background Wanting to provide an effective solution to the frequent problem of theft of stock at many Orange sites, and the requirement to help better manage remote access to some key sensitive areas, along with confirming the locations and status of its employees, Orange Cameroon enlisted the help of Servitel. Based in Douala

(the seaport and economic hub of Cameroon), Servitel is a leading specialist systems integrator. To address the issues raised by Orange Cameroon, Servitel, who are adept in the supply of integrated security equipment, communications and network management solutions, worked with the head of security for Orange, to deliver an effective solution that would provide an answer to the security and management issues being faced. Using information derived from a study of the initial proposed eleven Orange sites by the Orange Group security team, and utilising staff feedback, after much consideration, the first phase of the new surveillance system specification was developed and approved. The eleven Orange locations to be covered by the networked solution would include the company’s HQ in Douala, its technical HQ, commercial HQ, and Orange retail and technical sites in 10 cities throughout Cameroon. At the majority of locations covered by the new surveillance system, a mix of entrances and exits, fence line perimeters, tops of buildings, and internal areas were all chosen to be monitored.

At each remote site, the Hikvision cameras are integrated with the access control system, to allow remote verification of entry and access doors, with some access points used to trigger camera snapshots of users. Local remote site continuous recording is facilitated by Hikvision DS-9600NI-H8 Series NVRs, with built-in network protocol for connectivity with Hikvision and other leading camera manufacturer IP products. Local recording plays an essential role within the multi-site system, primarily because the data connection between the remote sites and the control room can sometimes be lost for relatively long periods, interrupting live monitoring. But with highcapacity local storage, events and local recordings are maintained safely, and available for retrieval when the connection with the control room is resumed. The mix of internal and external IP cameras specified was installed across three phases, and devised to address the varying range of surveillance scene conditions encountered across each of the eleven Orange sites. The mix of technology specified directly addressed issues such as bright-backlit scene lighting, total darkness and the need for wide-area coverage. Comprehensive control At the central control room in Douala, supporting 24/7 live monitoring and reporting of incidents to the Orange security department, Hikvision DS-96128NI-E24/H Embedded NVRs were specified to provide up to 8 Megapixel resolution recording and playback of the multi-site networked surveillance system. Hikvision’s Blazer Pro (256-channel) all-in-one server was also deployed to provide a comprehensive and powerful surveillance video management solution, along with Hikvision DS-6408HDI-T Series decoders, used to provide video stream decoding for a highresolution 20 x 32” monitor screen video wall. Networked multi-site surveillance Linking the multi-site networked surveillance system internally via Cat6a cable and microwave video transmission to the central control room located at Orange’s HQ, a mix of over 300 Hikvision HD cameras were installed by Servitel. “Even for a highly experienced Mobile Telecom Provider, building a remote IP CCTV network to link to a remote central Control Room is a real challenge in Africa, as there is no existing interurban optical fibre network to utilise,” explained Gregory Ancelin, Director at Servitel. “So for this multi-site system, we installed microwave links. We then needed to consider how we would maximise the limited broadband bandwidth available, this is where the Hikvision solution really came in to its own. The Hikvision cameras’ use of the very efficient H.264+ encoding technology enabled the transmission of 1080P HD quality images, but using only half the bandwidth of cameras using standard H.264. The efficient H.264+ algorithm also reduced the amount and cost of storage hardware needed by requiring only half as much disk storage space, and the cameras themselves are very competitively priced considering their high-spec and high quality.” Providing the comprehensive high-quality video surveillance coverage and facilities management Orange required, the mix of Hikvision camera models installed included, DS-2CD4212F-IS 1.3MP Low-light IR Bullet, DS-2CD2722FWD 2MP WDR Vari-focal
Utilising the powerful Hikvision surveillance capability, if and when an event occurs, depending on its severity, control room operators notify the Orange security department with the precise nature and level of the event taking place, furnishing them with detailed information and enabling them to take the appropriate course of action. Post event investigation is also catered for by the system, where search and playback of specific events enables control room operators to provide the Orange security team with snapshots or video footage whenever requested. System benefits Since the system went live, it has contributed a positive impact on the business, with a number of acknowledged security benefits across the Orange estate. Looking to the future, the Hikvision based scheme has been deemed a great success, and as such, a complimentary phase two installation has been specified and works begun to extend the coverage to further Orange sites across Cameroon.

The scheme is available for both new projects and expansion projects. The scheme provides capital subsidy of 20% in SEZ (25% in non-SEZ) for units engaged in electronics manufacturing. It also provides for reimbursements of CVD/ excise for capital equipment for the non-SEZ units. For some of the high capital investment projects, it provides reimbursement of Central Taxes and Duties. The incentives are available for 29 electronic verticals. Units all across the manufacturing value chain are covered under the scheme. For each of the product category, an investment threshold is prescribed which an applicant has to incur for getting eligible for incentives. The investment threshold varies from Rs 1 crore to Rs 5000 crores depending upon a type of project. The incentives are available for 10 years from the date of approval. The Taranis can fly to a preselected area on a programmed flight path, identify a threat, target that threat, and alert a human operator that it has identified a target. The human operator reviews the information, approves the attack and the drone fires a missile and destroys the target before flying itself back home.
Of course, not everyone is thrilled with the idea of autonomous machines capable of killing and destroying. Big Data Management Let’s see the positive side of it. While this all sounds vaguely apocalyptic and terrifying, there’s also a bright side to all this data and technology. Organisations including the U.S. Defense Department, the United Nations, Russian Defence, Chinese Intelligence Agencies and many other global defenses including India have all launched big data initiatives in the past few years, the goals of which are to predict and anticipate “political crises, disease outbreaks, economic instability, resource shortages, and natural disasters." The programs use the vast quantities of unstructured data from media reports, blog posts, social media posts, and more to try to anticipate events, plan interventions, and assess what worked and what didn’t. Using this data to prevent problems and promote peace may still be a long way off, but because these are learning algorithms, every bit of data they receive and every prediction they make brings them closer to their goals. Just as the CDC and Google are hoping to predict the spread of flu season via analysis of unstructured social data, so these agencies are hoping to predict — and prevent — the spread of unrest and violence. It seems a noble and worthy goal, trying to use the technologies to predict the way to peace rather than fight more terrible wars.

Now imagine that it also disrupts your electricity, your water, the traffic lights, the emergency services — because all of those systems rely on data and networks. The scenario quickly becomes a nightmare. We’ve already seen examples of governments hacking other governments, like the allegations that a foreign government was behind a massive data security breach of the Democratic Party earlier this year. And security analysts say that our governments are woefully ill equipped to meet sophisticated hackers on this battlefield. It’s not hard to imagine that wars in the future could be won by hackers and that the soldiers or fighter pilots of today will be data scientists and autonomous machine learning algorithms tomorrow.

Efficiency – Attributes affecting efficiency of security program like budget compliance (plan Vs actual expense), staff turnover, manpower deficiency, manpower optimization, training man hours, skills & capacity building, security equipments & systems uptime, technology driven projects, etc. 3. Quality – What makes security stand out in the organisation like security education (security awareness programs, security orientation workshops, campaigns, online training etc.), security staff absenteeism & overtime, discipline cases, emergency response time, cycle time in material movement, speed of processing visitor passes/entry permits, surprise checks, night rounds, penetration test results (red hat audits), Mock drills & exercises conducted, Security risk assessments recommendations, security audits observations, security reviews outcomes, etc. 4. Customer Satisfaction – Conduct an annual survey to get the pulse of customers. Ask questions on emergency handling, night escorting service, visitor handling, complaint/query resolution, behaviour of security staff, security concerns, level of security etc. 5. The event, coined as Converge’2017 saw key partners across South Asia converging for this august event. Representing Tyco Security Products were Mr. Kenneth May – Vice President Sales, APAC along with Mr. Rajeev Samanta – Regional Sales Director, South Asia with his entire sales force including presales and technical support division.
