THE PACE OF INCORPORATION OF INNOVATION IN THE FINANCIAL SECTOR CONTINUES TO ACCELERATE! Finance Minister Shri Arun Jaitley presented the general Budget 2018-19 in the Parliament. As per the Finance Ministry, India is a 2.5 trillion rupees economy. This is the first budget after big-ticket economic reforms, like the Goods and Services Tax, dynamic fuel pricing, mega PSU bank recapitalisation and more. There were no big bang announcements for the banking sector except that they were given the task to provide incremental loans. 2018 faced the biggest frauds in the history. PNB scam lead one to wonder: what is going on in the Indian banking? The Indian citizens had a bad shake and the insecurity behind their earnings in the banks seeped in. The elaborate web of deception has served to expose the biggest flaws in the Indian banking system – weak risk management practices and glaring over sight lapses. While international banks tightened supervision and corporate governance after the subprime credit crisis in 2008, most Indian banks appear to have remained laggards. Nostro accounts in banks nowadays are being reconciled real time. And all branches authorised to deal in foreign exchange would know the details of such accounts. Banks’ internal controls need to be strengthened. Fraud protection is essentially a duty of the bank. According to the Central Vigilance Commission rules, organisations and their chief vigilance officers are mandated to identify people working in sensitive positions and ensure that they get transferred every two/three years. Cybersecurity continues to be a primary risk focus for financial institutions of all sizes. In addition threat vectors such as ransomware have become more frequent and potent, posing a significant risk to financial institutions.

In recent years, the number of ODMs has increased and many are capable of producing products for multiple clients and in large volume. An ODM can be considered as a contract manufacturer that is capable of designing and manufacturing products. It is responsible for doing the research and development with respect to the products. OEMs benefit from employing such firms because of the low labour inputs, proximity to markets and reduced transport cost. They also use such firms in areas where direct ownership by foreign organisations is prohibited or is not easy to obtain. This setup allows an OEM to focus more on sales

and on the marketing of its products since the ODM is responsible for the design and manufacturing. In the manufacturing world, there are some potential benefits in hiring the services of ODMs. They can significantly reduce the development time for the products and can also make the needed market shifts and technology upgrades if necessary. They can also easily integrate different factors into the manufacturing process to upgrade and advance the products. This may be helpful to the OEM since, by the time it understands or recognizes the potential of a product or concept, the ODM may have already made the product available. In other words, this setup allows an OEM to focus more on its core business strength. This can result in higher profit margins for both parties. One disadvantage with using ODMs is that there is little or no control on product designs or specifications for the buying party. Across the coffee table, business cards are exchanged, elevator pitches are delivered but, in most cases, entrepreneurs leave with empty promises to stay in touch and no useful contacts. As of 10 February 2018, Hikvision can assign CVE identifiers to vulnerabilities found in its own products and firmware, regardless of whether the issues have been disclosed by Hikvision employees or third-party experts. This is the first step towards vulnerabilities disclosure, verification and solutions release, and the appointment will help speed up the problem-solving process for potential security risks. z Bank crackdown takes a toll on Bitcoin trading Trading on bitcoin exchanges in India has dropped as much as 90% in the last two months as regulatory concerns lead to uncertainty about the cryptocurrency that is not yet regarded as legal tender in the country. Even though the Reserve Bank of India (RBI) has not mandated the closure of any accounts, Indian banks are tightening the noose on two fronts: shutting bitcoin exchange accounts and restricting customers transacting in crypto currencies. This has led to reduced transactions on bitcoin exchanges, mirroring a global trend.

IndusInd Bank today entered into a partnership with Ripple, a blockchain solution enterprise, for facilitating payments into and outside the country.

“There is over a 90% drop in the volume of trade across all Indian exchanges,” said Mohit Kalra, chief executive of bitcoin exchange Coinsecure. “Our volumes are down from around 300-400 bitcoins a day (in December) to about 30-40 bitcoins a day now.”

In December, Income Tax authorities conducted on-premise searches of nine bitcoin exchanges seeking information on customers who transacted on their platforms. Following the searches, the IT department served notices to 100,000 people believed to have made high –volume transactions, the department said in January.

Letters of undertaking (LoUs) were issued by PNB employees on behalf of the bank, based on which other lenders–Allahabad Bank, Union Bank, State Bank, and Axis Bank—extended loans to Nirav Modi and Mehul Choksi. However, these loans were never repaid. In order to cover these dues, more such LoUs were issued. The whole operation remained undetected as SWIFT, the messaging service via which the LoUs were sent was not linked to PNB’s core banking system.

Security incidents like phishing, website intrusions and defacements, virus and ransomware targeted the rapidly growing Banking, Financial services and Insurance (BFSI) sector in India, warranting a robust infrastructure and planned roadmap for cybersecurity, said the report from content delivery network services Akamai Technologies.

Another case that came to light this year concerns a former Andhra Bank director, who was arrested by Enforcement Directorate, in connection to an alleged Rs 5 billion bank fraud case, involving a Gujarat-based pharma firm.

“A key motive of attackers has always been financial profit. In the past few years, we have seen adversaries move to more direct methods to achieve that goal such as ransomware,” noted Martin McKeay, Senior Security Advocate at Akamai.

2017: In 2017, Mallya’s debt - owing to defunct Kingfisher Airlines - rises to Rs 9.5 billion or Rs 9,500 crore to IDBI and other bank branches. In the same year, Winsome Diamonds - also known to be India’s second largest corporate defaulter - came under the scanner after CBI booked six cases against the group and the companies under it. A Kolkata business tycoon Nilesh Parekh, a promoter of Shree Ganesh Jewellery House, was arrested by CBI in 2017 for causing a loss of Rs.22.23 billion to at least 20 banks.

The report, titled “Akamai State of the Internet Security Q4 2017,” also stated that the Distributed Denial of Service (DDoS) attack frequency in the BFSI sector increased by 50 per cent in the fourth quarter of 2017 over the last quarter.

Another case that grabbed eyeballs in the same years involved Deccan Chronicle Holdings for causing a loss of Rs.11.61 billion; CBI registered FIR against five PSBs and six charge sheets were filed against the company. In another case, CBI filed a case against the former zonal head of the Bank of Maharashtra and a director of a private logistics company based in Surat, owing to an alleged scam involving Rs 8.36 billion.

Challenges in equipping entry in crucial locations: Extreme weather, false alarm issue, installing in multi- tenanted or multi floor building, proper designing, configuration hurdle and constraints related to integrating IDS are some of the major challenges. The IDS technology is still reactive rather than proactive. The IDS technology works on attack signatures. Attack signatures are attack patterns of previous attacks. The signature database needs to be updated whenever a different kind of attack is detected and the fix for the same is available. The frequency of signature update varies from vendor to vendor. It is important to take care of sensor to manager ratio. There is no thumb rule as such for calculating this ratio. To a large extent it depends upon how many different kinds of traffic is being monitored by each sensor and in what environment. Many organisations deploy a 10:1 ratio. ybersecurity has become a much-talked-about topic these days, affecting end users across different vertical markets. The banking sector, with valuable assets and data held by banks and financial institutes, is especially vulnerable, and end users should take proper precautions, particularly in the area of threat detection.

That was the point raised by CyberInt, which specializes in cyber threat intelligence solutions for various vertical markets, including banking and financial. Security threats facing banking institutions have reached new heights. In a recent report by Yonhap News Agency, a hacker group has threatened to launch a distributed denial-of-service attack against seven South Korean banks unless they pay about US$315,000 in the virtual currency bitcoin.


Against this backdrop, banks are urged to exercise security best practices to protect their assets and sensitive data from being hacked or held hostage by hostile actors. One of the most important things they should do, according to Elad Ben-Meir, VP of CyberInt, is to detect threats early before they spiral out of control. “Threat actors' techniques and motives are changing daily, and new tools that bypass standard security controls are released every day, making the older generation of signature-based, security controls irrelevant,” Ben-Meir said. “Proactive detection that includes targeted threat intelligence capabilities and monitoring of online assets help an organization know when a threat is headed their way. It is necessary to have technology that understands this new environment that can detect and respond to threats accordingly.” CyberInt has various solutions that can help end users in this regard. Its Argos online asset protection platform, for example, scans the user’s digital footprint to produce alerts and reports for malicious activities including defacements, spamming, malware drop-off, links to phishing sites and account takeover. The company’s Stiv cyber threat intelligence solution, meanwhile, can look beyond the perimeter, collect and analyze real-time, targeted cyber threat intelligence and track the threat actors, their current tools and capabilities.

Furthermore, these provide additional responses capabilities which is usually an issue with in-house resources.  Update the patches, secure the end-points and employ targeted threat intelligence. “Companies across the globe and specifically in the finance sector should look at their cybersecurity with a more holistic approach and with a focus on their digitalization process,” Ben-Meir said. “While there are no silver bullets in cybersecurity, companies should follow the guidelines mentioned above.”

For instance, account information and PINs are usually available in clear form in the ATMs when the card and PIN code is inserted; by attaching a skimmer or a pin hole camera into the ATM these credentials can be stolen and misused.” According to Gagan Lamba, AVP (Asst. Vice President) - Projects, Prama Hikvision India Pvt. Ltd., “The Bank's ATMs have brought convenience to the regular users, but at the same time it has also attracted

the attention of hard-core criminals. With more and more 24-hour unattended ATM used in the global financial community, it has brought us a lot of convenience, but at the same time, violence, robbery and illegal theft cases increased significantly. The ATM equipment and customer security issues are increasingly becoming the top priority for bank security managers and CSOs." He continued, "With space for thousands of bank notes at each machine, the potential gain is so high that some criminals are still trying to find loopholes in security management. The isolated ATMs are prone to skimmers, which captures the critical debit/credit card data through a fake panel display, PIN pads, card acceptance slots and hidden cameras.”

He added, “The security guards at ATMs are often not trained to monitor and manage the facility effectively by the agencies, sometimes they are present just physically. The security systems at ATMs are not checked and maintained regularly. In most cases the inferior security systems often fail to provide evidence, video or images of the criminals. There is a need to focus on quality and efficiency of ATM’s security systems in such a way that can deter crime and also be a cost-effective method so that they save on the expenses made and derive a direct return on investment.” According to Mehernosh Pithawalla, Vice President and Global Head – Marketing, Sales & Innovation, Godrej Security Solutions Division, Godrej & Boyce Mfg. banks. It provides thieves with the best opportunity to break into the bank premises without attracting attention. During holidays, since no bank personnel are around except perhaps the security guard, local burglar alarm systems which are of substandard quality may not be sufficient to prevent a burglary.” He continued, “If an employee connives with criminals to rob the bank, it is easy for him or her to gain access to the strong room using duplicate keys. Without a fool-proof locking mechanism that involves two to three layers of personnel identification, it is difficult to prevent rogue employees from misusing the system. In locations where space is a constraint, there is an absence of strong

rooms and the valuables are kept in an easily accessible space inside the bank premises, which renders it vulnerable to a burglary. Also, there are certain things which should be taken into account e.g. a tool resistant safe won’t withstand a torch attack. To ensure maximum protection against tool as well as torch attacks, one must go for a torch & tool resistant safe and not just a tool resistant safe when the threat perception is high.” According to Capt. Sanjeev Tiwari, Manager –Strategic Threat Advisory-PwC, “The biggest challenge to ATM security is lack of CPTED based approach. Any installation faces considerably less risk where natural surveillance forms the important part of security. A burglar’s risk assessment factors majorly two things: • What are the rewards (How much cash) • What are the risk (Probability of discovery) So designing any ATMs can factor points such as: Natural surveillance – It remains most important deterrent for ATM theft. An ATM in crowded place or window ATM has less chances of break in. Window ATMs vs Enclosed ATMs – Window ATMs have an advantage of not having enclosed space providing cover from being spotted. It also makes inaccessible major part of the ATM machine which is now inside the wall thus making the theft even more challenging. And less Opex exenditure on guards and overheads which can help you focus more on having technological controls.”

Measures being taken for the safety and security of ATMs, Safes & Locks in our country: According to Yogesh B. Dutta, “Various measures can be taken to secure ATMs in our country, including improving lighting systems, installing high resolution cameras with night vision for clear images even in low lighting conditions; there are also a host of other measures that can be taken to improve the security in ATMs. Personnel management is never enough. Also banks need to constantly keep updating their security systems so that they are equipped to dodge the moves of burglars who are always a step ahead.”

According to Mehernosh Pithawalla, “One measure adopted by banks is to get their safes and lockers certified by BIS (Bureau of Indian Standards), which is a government body that rates physical security products. The Indian Banks Association (IBA) has an exhaustive list of guidelines for secure handling of valuables and cash. Armed security guards on the bank premises can handle an intrusion, but an armed dacoity or robbery can prove to be a tough challenge to overcome. Most of the Banks and Offices keep Security officers who are mostly from the Defence background to guide the institutions for secure operations. SEBI also has an important role to play when it comes to fire compliant products.” According to Capt. Sanjeev Tiwari, “Post demonetisation and government initiative for digital payments, there have been instances of banks scaling down the number of branches. Whether this is a direct impact of demonetisation or due to any other reason, end result is that we are looking at a scenario where ATMs may not completely vanish but the numbers can come down considerably. Well this could be the ideal scenario for security of an ATM, but the remaining ATMs now can get more attention. Some of the measures that are being used by industry are installation of surveillance and intrusion sensors, central monitoring and response center, liaison with LEA, Mutual aid sharing of resource for patrolling and reporting among many more.”

ackground The Lingaraja temple is one of the oldest temples dedicated to Shiva. It represents the Kalinga architecture, a culmination of the medieval stages of architectural tradition in Bhubaneswar. At 55m tall and spread over an expansive 250000 sq. feet, it is the largest temple in Bhubaneswar. The temple complex has 50 shrines and is enclosed by a large compound wall. Maintained by the Temple Trust Board and the Archeological Survey of India (ASI), the temple sees about 2000 visitors per day, on an average. During festivals, such as Shivratri, one of the major festivals celebrated in India, this number can run into lakhs.

During festive times such as Rath Yatra, Shivratri, etc., when the footfalls increase manifold, manning the premise and managing the crowd was impossible. The security of the temple property and its visitors and their belongings was a pressing concern for the temple administration. They needed a solution that would help them manage the large footfall volume as well as ensure security. Heritage structures such as these are mostly centuries old, tampering with which can prove to be risky. Too much

After analyzing the requirements, the CP PLUS Solutions Team designed a solution comprising of some of the most advanced IP cameras to meet the client’s requirement. A combination of 2MP full HD bullet cameras (20mtrs) and 2MP PTZ cameras (100mtrs) were used to monitor the entry and exit corridors and the perimeter. While the 2MP HD bullet cameras allowed for monitoring queues and corridors, the long range 2MP PTZ camera was deployed to monitor perimeters. To monitor the inside of the temple a 2MP full HD was installed. Further, 16 channel and 32 channel HD (1080p) DVRs were used to record and store recordings and an additional 32 channel NVR was installed so that the live videos could be made accessible over the internet from anywhere. Impact High definition imagery with face detection helped the temple administration track and manage visitors effectively. Further, consequent to installing cameras, crowd behavior has also been impacted.

Some of the reasons for BFSI’s interest in blockchain technology include its advantages in securing any type of transaction or other financial information, as well as communications and identities: Blockchain technology ensures the authenticity of documents, enables a refined access control, and easy sharing of informations and transactions while maintaining the required confidentiality. As an example, SBI and a leading Indian stock exchange are looking at using blockchain technology for KYC management. Furthermore, blockchain technology is also used for automating processes which eliminates the risk of fraud and error related to manual intervention.

Q. Are cryptocurrencies a good investment? A. A year ago, we were at the beginning of a hype with not much to do wrong, today only a few of the new tokens can be recommended, with the criteria to apply being whether the company behind already had paying customers. IDENTIFYING CRITICAL SECURITY SKILLS AND DEVELOPING SKILL STAKEHOLDER SYNERGY FOR THE PRIVATE SECURITY INDUSTRY Skill is the ability to efficiently carry out tasks and related duties of the given work profile. ecurity dimensions all over the world changed after 9/11. Secure perimeters became porous. Insider threat became a priority. Post 9/11, violent attacks are increasingly perpetrated by informed insiders, be it vehicle borne, shooting or IED based. Security and order thus no longer remain confined as the sole responsibility of the State.

India, with its ratio of 1:729 police to citizen, including police personnel engaged in tackling Naxalism, insurgency and internal security threats, is far below the UN recommended figure of 1:545. Whereas, police to private security ratio stands at around 1: 2 and may soon touch 1:3, with industry growth pegged at an average of 15% per year. Added to this is the internal threat scenario and a mere policemen per 2 sq kms, thus a shift of greater responsibility towards private security is inevitable. The role private security personnel are performing, and will continue do so in maintaining security and societal order cannot be emphasized. Actions taken by the well-trained security staff at the Taj, Mumbai during 26/11 is a case in point. Growing internal threat has by default, thrust upon the private security the responsibility of supporting the State in protective duties. The regulatory framework for this desired support is still awaited. Therefore, the only option for the industry is to self-regulate and setup own standards of duty and care. However, only 60–65 percent of this is in the organised sector under approximately 16000 registered agencies.

The industry to fulfill its obligation has to become more professional and organised in the, selection, training and deployment of its most critical resource – manpower. However, security personnel today are perceived not as trained for emergency response or as protection professional but as an odd jobs man. This workforce lacks the requisite skills to shoulder the de facto responsibility of maintaining security and order. It is important, therefore, to clearly identify and lay down both the cognitive and non-cognitive skills associated with the security personnel.

This article attempts to identify essential skills needed and stakeholder support desired to develop and attain society expectations. As a first step, the article consolidates basic characteristics and responsibilities, with emphasis on skills required from the security work force in the Indian context. Next, it outlines the stakeholders’ role and responsibilities in skill development. Identified cognitive and non-cognitive skills and a skill-stakeholder matrix is developed and discussed with its implication on the industry. They include social skills, emotional maturity, grit and other skills not industry specific but have different levels of relevance to an industry. Noncognitive skills are difficult to define, quantify and assess. Therefore, their teaching is also difficult.

The Government, as the dominant stakeholder is responsible for providing legal framework and regulatory mechanism for private security industry. Internal security being a State subject, each State has to promulgate the PSAR Act, 2005 and supporting regulations to further the cause.

Cognitive skills require higher-level intellectual effort of thinking, reasoning and remembering. Their prominence increases for positions with higher responsibility. These are important because of their direct impact on job related success and stakeholder satisfaction. Security leadership and supervisory responsibility demands a higher proficiency level. Communication skills, man management and teamwork skills become important requirements when handling emergencies at the operational level. Technical skills that a security individual needs are job specific. Increasing incorporation of technology has heightened the importance of technical knowledge requirements. Industry expectations start with an authoritarian, physically fit and alert individual with requisite soft skills to handle people from a potential trouble maker to a differently abled individual and facilitate issue resolution. Private security, due to the sheer numbers and expanse of presence, is the first contact and responder to most unlawful transgressions or emergencies before arrival of the State machinery. This raises the expectations to include appraisal skills and to balance societal priority, security and convenience. This balance is dynamic requiring a contextual understanding of the regulations, situation and a proactive control at the incident site. DEVELOPING SKILL – STAKEHOLDER MATRIX Development of a secure society is a complex feature, is impossible to achieve by a single stakeholder. It requires a concerted effort on the part of all stakeholders. Each stakeholder has a distinct sphere of influence though, at

Society, the largest stakeholder has tacitly supported private security, as seen often where private–public areas merge. The public does follow instructions of the private security staff thus, the role of society in not discussed further in this article.

The individual remains at the center of the issue and has to perform a role traditionally expected from the State. He has to take on the onus of the heightened responsibility, develop himself and deliver to the expectations without the requisite regulatory infrastructure. The individual has to understand the fine line being tread. While the industry takes the responsibility for selection, training and developing skills, the employer has to take this process forward and ensure integration with the organisation’s culture. It is the starting point of development process and the base over which individual and principal employer work. The hiring industry supports with a well-defined job description, with clear cognitive and non-cognitive requirements. Once selected, a mentor to guide and clarify performance expectations help ensuring continued further improvement. The expectation of the State is to co-opt private security and delegate the mundane daily responsibilities to it, retaining issues more heinous or with greater repercussions. However, State expectations are far beyond what private security at present can support leading to disconnect. From the governance perspective, private security staff with no legal backing or powers and is constrained in its performance. Perhaps, granting limited powers such as, right to detain is essential. As with any other trade, security skills too require regular refreshment and upgradation. Skill refreshers also allow for introducing improvements and best practices. Security skills, as we know, undergo rapid metamorphosis with technological advancements and need support from stakeholders. CONCLUSION The rapid industrialisation and development over the past years has seen an expansion of security needs, most of which are far beyond the State’s core capabilities and resources. The Private security industry has filled in this vacuum. It performs an important role in supporting the State and society to address security and order needs. Reversion of this progression is presently not possible. Therefore, the work force with the requisite cognitive and noncognitive skills is important to take on this responsibility.
