VIDEO SURVEILLANCE SOLUTIONS

FOR A SECURE AND RESILIENT CITY Under a city surveillance project a government would install security cameras, equip police vehicles with modern surveillance equipment and set up a command and control centre in the city. The most advanced and comprehensive technology solutions are being deployed in major cities in India. It provides a nerve-center to the city administration and police department. The escalation matrix of the command-and-control center can be programmed to detect traffic violations, unattended baggage, or for automatic number plate recognition. The pan–tilt–zoom cameras provide massive range, and vehicle mounted cameras provide wider access. We are happy to introduce the special issue of Intersec apprises you on the latest security and safety products and solutions from across the globe. We interviewed the Jt. Commissioner of Police –Traffic of Mumbai and note his views on the situation of Traffic in Mumbai and how City Surveillance equipment have been a boon. To address the changing surveillance data needs all over the world, a robust portfolio of surveillance solutions built on a data lake architecture offering an open platform, best-of-breed distributed, centralised and cloud storage technologies, and an extensive partner ecosystem is the need of the hour. The Special Feature section of this issue of a&sINDIA focuses on ‘Facial Recognition Solutions’. Face recognition system, retailers, stadiums, transportation centers, law enforcement agencies and other organisations can detect and deter threats in real time, while also leveraging historical criminal intelligence to identify crime patterns and prevent violence. It is a security system typically used to identify or verify a person from a digital image or a set of facial features stored in a database. The dangers of biometric authentication such as facial recognition is that it is not entirely immune to potential attack and therefore should not be relied on as the sole means of verifying a user. Venture Capitalists in India are an essential part of the start-up ecosystem. Many start-ups find it difficult to approach venture capitalists and quite a few times the investment structure of the investor is inadequate for the start-up. We have tried to bridge this gap. Data Security and other security risks in the Retail Industry The last issue of a&sINDIA focused on the Security in the Retail sector. It was an interesting issue as India is definitely a market that draws many retailers from across the globe. It is a market that is neither easy to conquer nor easy to ignore. The market has a huge potential but the sheer variety of consumers and the legal environment is intimidating to some global retailers. In addition to shoplifting, data breaches the biggest threat facing the retail sector is financially motivated cybercrime. The retailers take advantage of mobile, cloud, social and other technical trends to connect with customers and this leads to different security issues. All of us are closely associated with the retail sector. I liked reading about how the biometrics gets captured, stored and matched and found the topics of NFC and

RFID solutions informative too. -Amit Sharma, Valsad. Demand for security equipment and security personnel It is very true that the Indian Security Market is truly poised to take off in a grand way. We are living in exciting times and witnessing the progress of ever-increasing globalization and innovation in the security industry. This is bringing in sophistication and thus the need for the general user to be better informed and get familiar to use and manage them. With the growth of Indian economy, the need for security arrangements has grown manifold. The large scale infrastructure projects, industrial set ups and the development of airports, metro stations, shopping malls and other public utilities have created a direct demand for security equipment and security personnel.

employees. Festivals, sales and brand promotion activities draw huge crowds at the malls and other shopping venues, managing large crowds is critical for the success of retail stores and shopping centres. Natural disasters and human-caused hazards can strike without warning. Being equipped with the fire safety and security equipment help them to properly plan and respond during emergency situations and disasters. At the retail outlets regular and carefully considered risk assessments are needed to identify the risks and allow owners to put the necessary measures in place to eliminate them or mitigate them as far as possible. -Karan Rao, Mangaluru.

a&s India has since years covered the security, fire and safety solutions in the important verticals making it one of the best magazines in India. -Rohini Mane, Nagpur. Organised retail crime is a serious issue a&sINDIA is well written both quantitatively and qualitatively with the right goals and objectives. In addition to the editorials, the show reports and products showcase are also really interesting making it a ready reckoner. With reference to the Security in the retail sector issue, I would like to mention that organised retail crime is a serious issue that costs retailers huge amounts each year. Nearly all retailers have been victims of organised retail crime, and one in five theft apprehensions involve violence toward store

z Kamala Mills fire tragedy is a warning for urban India Of the minimum 8,559 fire stations needed in the country, only 2,087 are in place, a shortage of 65% shows ministry of home affairs-sponsored study. Urban areas alone require an additional 4,200 fire stations just to meet the minimum standard for response time.

Android banking Trojan may target Indian banks’ mobile apps: Quick Heal

The Kamala Mills fire tragedy in Mumbai, which claimed the lives of 14 people last week, has spurred the civic administration into action, leading to inspections, demolitions and even the arrest of two people. There is a close correlation between urbanization, with its associated density and deaths due to fire-related accidents, according to National Crime Records Bureau figures. As many as 17,700 Indians died—48 people every day—due to fire accidents in 2015, of which 10,925 (62%) were women. Most of them were in the highly urbanized states of Maharashtra and Gujarat.

According to the researchers, the malware known as “Android. banker.A2f8a” is being distributed through a fake Flash Player app on third-party stores. Global IT security firm Quick Heal’s Security Labs on Thursday announced it has spotted an AndroidBanking Trojan that imitates more than 232 mobile apps, including those offered by Indian banks like SBI, HDFC, ICICI, IDBI and Axis, among others. According to the researchers, the malware known as “Android. banker.A2f8a” is being distributed through a fake Flash Player app on third-party stores.

“We are grossly under-prepared,” said Uday Vijayan, founder of Beyond Carlton, who lost his son in the 2010 Carlton Towers fire accident in Bengaluru. “Cities are growing so rapidly without any basic infrastructure like fire stations and almost every accident has the same set of gross violations,” he said. “There is also little point in waiting for the government to step up”, Vijayan said. “As cities grow more vertical, fighting a fire from outside is quite a task, given the traffic conditions in most Indian cities. Buildings need in-built fire-fighting equipment like sprinklers and alarms that work. But there is hardly any attention.” Regular inspections are supposed to ensure the presence of basic fire-fighting equipment as well as compliance with building norms. But there are enough loopholes, such as norms not applying for establishments with a seating capacity of less than 50 people. JANUARY 2018

www.asindia.in

“People also view inspections as a form of license raj. There is a lot of resistance,” says Delhi Fire Brigade chief G.C. Mishra. In the aftermath of the Mumbai accident, a series of inspections were launched in Delhi. However, only about 400 eateries in the national capital have fire safety licenses, which means only those can be inspected. “Our first fire safety law came into place in 1983. By then, much of Delhi had already been built,” said Mishra. “In many Western cities, the fire safety law is almost 150 years old. We are going through the same struggle that they went through,” he said. Source: Livemint

After downloading the app, it keeps checking for the installed apps on the victim’s device and particularly looks for the 232 banking and crypto currency apps. Once any of the targeted apps is found on the device, the app shows fake notifications disguised as they’re coming from the targeted app and asks users to log in with their credentials and ultimately tricks them by stealing their login ID and password.

Users are advised to avoid downloading apps from third party app stores or links provided in SMSs and emails to keep their credentials safe. Sanjay Katkar

Joint Managing Director and Chief Technology Officer, Quick Heal Technologies Limited

“It is also strongly advised to keep device OS and mobile security app up-to-date,” he added. In the background, the app carries out malicious tasks; it keeps checking the installed app on the victim’s device and particularly looks for 232 apps (banking and some cryptocurrency apps). “Install a reliable mobile security app that can detect and block fake and malicious apps before they can infect your device,” Quick Heal said. Railways’ fog-safety devices make Northern Railways trains safe

The robot can learn to perform these tasks without any help from humans or prior knowledge about physics, its environment or what the objects are, researchers said.

As North India continues to reel under dense fog, the Indian Railways has installed a fog-safety device in the trains to prevent their long delays in winters.

That is because the visual imagination is learned entirely from scratch from unattended and unsupervised exploration, where the robot plays with objects on a table.

“We have used the GPS technology in the device with a map of tracks, signals, stations and level crossing of the Northern Railway in it. It alerts loco pilot about level crossing/signal. When drivers know there are no hurdles, they can increase the speed”, said Northern Railway Chief Public Relations Officer (CPRO) Nitin Chowdha.

After this play phase, the robot builds a predictive model of the world, and can use this model to manipulate new objects that it has not seen before.

The fog-safety device is placed in the driver’s cabin. It alerts the driver of the approaching signal on the track in the fog. The foggy weather affects the visibility of signals. Moreover, hundreds of passengers at several railway stations in north India have been left stranded after multiple trains have been cancelled, delayed and rescheduled for the last few days. Source: Economics Times

Robots that can see into their future developed Using this technology, called visual foresight, the robots can predict what their cameras will see if they perform a particular sequence of movements. Scientists have developed a novel learning technology that enables robots to imagine the future of their actions so that they can figure out how to manipulate objects they have never encountered before. The technology developed by researchers at University of California, Berkeley in the US may help self-driving cars anticipate future events on the road and produce more intelligent robotic assistants in homes. However, the initial prototype focuses on learning simple manual skills entirely from autonomous play. Using this technology, called visual foresight, the robots can predict what their cameras will see if they perform a particular sequence of movements. These robotic imaginations are still relatively simple for now predictions made only several seconds into the future - but they are enough for the robot to figure out how to move objects around on a table without disturbing obstacles.

“In the same way that we can imagine how our actions will move the objects in our environment, this method can enable a robot to visualise how different behaviours will affect the world around it,” said Sergey Levine, assistant professor at Berkeley, whose lab developed the technology. “This can enable intelligent planning of highly flexible skills in complex real-world situations,” Levine said. At the core of this system is a deep learning technology based on convolutional recurrent video prediction, or dynamic neural advection (DNA). DNA-based models predict how pixels in an image will move from one frame to the next based on the robot’s actions. Recent improvements to this class of models, as well as greatly improved planning capabilities, have enabled robotic control based on video prediction to perform increasingly complex tasks, such as sliding toys around obstacles and repositioning multiple objects. “In that past, robots have learned skills with a human supervisor helping and providing feedback. What makes this work exciting is that the robots can learn a range of visual object manipulation skills entirely on their own,” said Chelsea Finn, a doctoral student in Levine’s lab and inventor of the original DNA model. With the new technology, a robot pushes objects on a table, and then uses the learned prediction model to choose motions that will move an object to a desired location. Robots use the learned model from raw camera observations to teach themselves how to avoid obstacles and push objects around obstructions. Source: Economic Times

T

he key considerations for effective disaster management plans and mechanism: The key considerations are making disaster risk reduction a priority, improving risk information and early warning; building a culture of safety and resilience, reducing the risks in key sectors, effective prevention, complete preparedness, optimised response, sustained recovery, community preparedness, volunteer management, standby deployment, material management, asset management, learning and training, victim management, grant management and procurement and contract management. The main objective is to optimise prevention, preparation, response and recovery from any emergency regardless of cause, size, location or complexity. The goal is to reduce loss of life, damage to property, and harm to the environment. The stages involved in disaster management: Generally, there are four stages involved in disaster management. They are:  Mitigation - Dealing with pre-disaster mitigation efforts  Preparedness – Education, Training, Mock Drills & Demonstration, Business Continuity and Contingency and Emergency Planning  Response – Prompt and Immediate Response. Establishing Business Recovery or Resumption Center for normal or near normal functioning of business  Recovery – Post disaster loss or damage or economic recovery plan.

The main objective is to optimise prevention, preparation, response and recovery from any emergency regardless of cause, size, location or complexity. By Balasubramanian Jayam, Head of Marketing, India & SAARC Region, Dahua Technology India Pvt Ltd.

If one plans these four stages in disaster management well then one can prevent or contain losses of life, property and information. The way PPP model can help the cause of disaster management: The PPP model can help in exchange of knowledge, experience and core competency among public and private organisations. They will also be useful in sharing the responsibilities across different needs in times of emergency. Public-Private Partnerships (PPP) have become a popular way for governments to engage private actors in the delivery of government infrastructure and services with the aim of increasing quality and providing better value for money. Public-Private Partnerships (PPP) can be used as a strategic approach to overcome or at least to minimise the negative impacts of disasters.

Balasubramanian Jayam Head of Marketing, India & SAARC Region, Dahua Technology India Pvt Ltd.

He believes in focusing on the following points and acquiring information on each of the aspects below to help in mitigating the scenario that succeeds a disaster: Step 1: Know the risk and know your region:  The consequences of emergencies can be similar, but knowing the risks in your region can help you better prepare.  Identify risk and vulnerability.  Think of different scenarios of emergency.

Karnataka State Fire & Emergency Services lives up to the expectation of the dictum “We Serve to Save” both during peace as well as war times. By N.R.Markandeya, Deputy Director (Fire Protection)-Karnataka State Fire & Emergency Services

F

ire & Emergency Services in Karnataka was first established in the year 1942 in Bangalore South & North under the administrative control of the Police department. Later, during the reorganisation of the state more fire stations were added to the Karnataka State. N.R.Markandeya, Deputy Director (Fire Protection)- Karnataka State Fire & Emergency Services mentioned that in his opinion, a disaster is any catastrophic event in which the day- to-day life suddenly gets disrupted; people become helpless and suffer a lot for a long period. It is a sudden & massive happening which requires prompt & huge actions. He went ahead to quote the renowned psychologist, Dr. Abraham Maslow that he firmly relies on, “The second most important need after food and shelter is the need for protection and security. That comes even before the need for love, social esteem and self-growth. Believe it or not, ask yourself and you’ll know it’s true.”

Step 2: You aren’t prepared until you make a plan  Protect lives and property during emergencies/ Disasters.  Device emergency response and evacuation plans for different scenarios which are relevant to you.  Communicate and practice the plan. Ensure safety drills are conducted.  Ensure: • Emergency risk assessments are conducted and documented • Emergency evacuation and rescue program is maintained • All facilities have accessible exit routes that are noticeably marked and have emergency lighting as required • Local emergency response plans are in place • Workers are trained in fire prevention, emergency evacuation and rescue • An emergency coordinator is appointed among the existing Security personnel.  Designate a Safe Assembly point. Ensure help for people with disabilities  Update contact information and designate contact persons. Step 3: Resource Mapping  Make an emergency kit  Have detailed Resource mapping. Have a list of Resources for different scenarios.  Have regular meetings with different response agencies for better coordination. Designate coordinators for different agencies.  Best Practices: • Periodically update Emergency /Disaster Plans. • Periodically revalidate emergency contacts and resource list.

The stages involved in disaster management: To manage disasters in an organised manner, it is essential to know and believe that disasters are inevitable. However, it is always better to plan beforehand. Disasters can be accidental or intentional, and there will be an impact on people’s lives. Environmental damage and economical downfall might also result from any form of disaster. Preparedness for disaster management starts with implementing Community Emergency Response Teams. These are formed by training volunteers from a neighborhood or workplaces who want to be better prepared for the hazards and emergencies which threaten their communities. An emergency response should comprise of the characteristics listed below:  Preparing for an Emergency  Learn about community alerts, warnings, and evacuation routes.  Take training.  Know local hazards, alerts, warning systems, evacuation routes, and sheltering plans.  Establish a family disaster plan:  Address specific needs for yourself and people you know.  Practice skills and disaster plans.  Network and help others.  Give feedback to community.  Volunteer

Workplace? School? Place of worship?  What route (and several alternates) will you use to evacuate your neighborhood?  Do you have transportation?  Did you practice your plan? Emergency Response:  Protect family and personal safety first.  Respond in period immediately after a disaster.  Assist emergency response personnel when requested.  Respond after a disaster.  Locate and turn off utilities, if safe.  Extinguish small fires.  Treat injuries.  Conduct light search and rescue.  Help to relieve survivor stress. Best Practices: He believes in conducting evacuation drills, personally update the Emergency /Disaster Plans, periodically revalidate emergency contacts and resource list, invite various primary responders to visit the sight and incorporate their suggestions and advise the team to just use their common sense and be alert.

Preparedness for disaster management starts with implementing Community Emergency Response Teams. These are formed by training volunteers from a neighborhood or workplaces who want to be better prepared for the hazards and emergencies which threaten their communities. N.R.Markandeya Deputy Director (Fire Protection)Karnataka State Fire & Emergency Services

Developing and Emergency Plan: Key Questions to Consider:  Where will you meet family members?  Who is your out-of-state “check-in” contact?  Will you have an extended stay? Shelter in place?  How will you escape your home?

In modern automated systems, Smart Sensor measures exact pressure in the line and feed information to the PLC or controller. There is no need to have multiple pressure switches e.g. one for Jockey another for Sprinkler Pump etc. But how about the existing systems? There are millions of existing Hydrant and Sprinkler systems installed which use simple pressure switches to automate the system. Wireless sensors could be installed on each pressure switch and flow switch. Similarly, sensors like level sensor for Water Reservoir, Fire Alarm Output and Sensors for various parameters of Gas Suppression system can form Mesh type wireless network. Such network shall be fault tolerant because if one of the sensors becomes faulty other sensor will be able to relay data to the Gateway. Each sensor will have multiple paths to send data to the cloud. Wireless Smoke & Gas Detectors are reality now. These detectors have long battery life of 5 years and can transmit data to the Fire Alarms using mesh network. Standards have also been put in place by leading standards bodies. Sensor networks shall be established to gather environmental data from various places in cities, forests which can be used for fire risk profiling and preparing action plan for fire fighting. Equipment used in fire fighting like Fire Tenders, Ladders, Hoses and even fire fighting personnel will be fitted with various wireless sensors to track their locations, presence of hazardous gases, temperature. How Internet & Cloud Computing shall transform Fire Protection? Data received sensors shall be used by cloud computing servers to perform analytics. Data storage at different servers can collaborate to provide holistic picture about preparedness for Fire Emergency & Disaster Management. High speed internet connectivity will be able to send instant notifications and guidelines to Fire Fighters, Maintenance staff, Facility managers etc. This will help in improving the reliability of systems. eGovernance processes like risk assessment, NOCs, Fire Audits etc. can be simplified with the help of devices like Smartphones, Tablets etc. Workflows could be defined for various applications. Just to give an example, physical fire audits could be things of the past or at least can be reduced to bare minimum requirement. How? Data received from various systems like Fire Hydrant, Sprinklers, Alarms etc. shall be processed and organised to establish functioning of the system to avoid physical audit. Mobile phones could be used to complete the physical verification of the equipment and send records to the cloud. This data can be used to issue Form B (required in the state of Maharashtra) to certify the functioning of the system. Blockchain & FP4.0 Now let’s see how Blockchain will revolutionise Fire Protection Industry. Let’s say TrueSafe Corp has obtained AMC from a Shopping Mall Chain. Each Mall has its own Fire Protection Equipment. Another company called FireTweet is collecting data from this equipment and storing on its servers. How will it revolutionise AMC Contracts? Consider a situation that there is some leakage in Sprinkler System. Repetitive loss of pressure is starting the Jockey pump every 1 hour or so. Now this is immediately informed by sensors to servers and ticket is generated at FireTweet Monitoring Centre which is promptly conveyed to AMC Service Provider’s Field Staff, his supervisor and Facility Maintenance Manager of the Mall on their respective mobile APP. AMC Contractor fixes the problem and system sends data that the problem has been resolved in prescribed time. Data collected throughout this chain of events is bundled together and forms a data block. This data block feeds the information to the contractual data block between AMC Service Provider, Mall and their respective Bankers. As soon as this information is received, Mall’s Banker will automatically pay the AMC Service Provider’s Bank Account. Today this may sound farfetched but IT and IoT shall make it possible.

How will it revolutionise Insurance Industry? ABC Insurance has insured the shopping Mall. Now, each agency has certain contract to adhere to. TrueSafe Corp is doing its job by promptly maintaining the equipment. They are doing periodic maintenance of Hydrant & Sprinklers and Fire Detection System. FireTweet is providing all the required data, received from the sensor network, about health of the equipment. Shopping Mall chain is paying insurance premium timely. In short, all respective contracts are being adhered too. Unfortunately, there a is short circuit in one of the shops in the same building and fire spreads. There is severe damage done and insurance needs to be claimed. Today, in absence of FP4.0, there is a tedious process of filing insurance claim, site inspection, audit. After all the verification is done, Shopping Chain will receive its claim money. This may take several days or months. In FP4.0 era, this will be done online. Fire shall be recorded on TrueSafe’s intelligent Fire Equipment and data shall be passed to FireTweet. ABC Insurance shall receive these records and they will settle the claim instantly. Shopping chain will have insurance claim money in their account on the same day!!! This may sound stretched but it is already happening. One reputed insurance company in India has already started using Blockchain for instantly settling Travel Insurance Claims for flight delays. Their servers get information from different Airlines about flight delays and affected traveller’s insurance claims are being automatically settled. How will it revolutionise Government Fire Departments? Fire Departments of various states are regulators for upkeep of Fire Protection Assets. They issue NOCs for new installation and supervise audit process of auditors (which includes AMCs, Fire Drills etc.). Compliance by Users of regulatory requirements of Fire Safety is always a matter of concern for Fire Authorities. Fire Departments have limited staff and limited budget. IoT Combined with Blockchain will bring better compliance by effective e-Governance. The legal requirement will be placed in the Legal Block. This block shall get attached to the Blockchain as a Compliance Block. Any deviations found can automatically issue Show Cause Notice to enforce the compliance. Artificial Intelligence (AI) Advanced Smoke Detectors have already started using AI. They provide faster detection, reduced false alarms by using intelligent algorithms and locally stored data. Smoke+Heat Detection cameras are using video analytics. Aspiration Smoke Detectors, Flame detectors, Gas Leak detectors can use data analysis for faster and reliable detection. Hydrant & Sprinkler Systems will also start using AI. The data shall be collected from various components like Motors, Pumps, Diesel Engines, Water Reservoirs, Pressure Switches etc. to determine health of the system. Leakages and Unauthorised use of water for other purpose can also be detected. AI shall transform Fire Fighting. In case of fire, nearest fire station and fire tender will be alerted without time delay. Route map to reach the spot shall be prepared by intelligent software to avoid congested routes. Data about Temperature, Humidity, Wind direction & velocity at the affected area shall be used to work out most effective firefighting plan.

Emerging IoT Technology consisting of Sensor Networks, Cloud Computing, Blockchain and Artificial Intelligence shall transform the Fire Protection, Fire Prevention and Fire Fighting. Technology shall be used to effectively monitor fire hotspots in the cities and forests alike. Effective eGovernance framework can be setup by Fire Departments for preventive maintenance of fire equipment and firefighting preparedness. Fire Fighting could be made highly efficient.

AI can also be used to predict Bush Fires and Forest Fires. Satellite images of the landscape and environmental data will be processed and warnings shall be provided to fire departments. They can take preventive measures well in advance. Attempts are being made to design robots with advanced multi-modal sensor technology for navigation that will allow it to maneuver well in the narrow passages and ladderways unique to ships and a sensor suite that includes a camera, gas sensor, and stereo IR camera for better visibility in smoky or low light conditions. In addition to its maneuverability, the robots upper body will be capable of manipulating fire suppressors and throwing PEAT grenades for up to 30 minutes of firefighting through stored battery power.

We have started e-chalan system which is a very comprehensive system where the data of all the traffic violation are digitised. We have also started the CCTV surveillance where we have more than 5000 cameras in the city. We are also going for e-chalan through CCTV surveillance. We have also started the automated speed recognition system and the number pate recognition with the help of CCTV. We are trying to evolve technology as much as possible. Q: What are the specific spots in the city that you feel are the most problematic and take up a lot of your resources? A: Places like western express highway, link road and the junction were Western Express Highway and link road meet, face huge traffic problems. The main reason behind traffic is the increasing population and the mega projects which are going on. Q: More than 5,000 people are caught in the city by traffic policemen for violation of traffic regulations. What do you have to say about this? A: It could be more than 5000 people. Moreover we are not here to enforce fine. We are here so that people start following traffic rules and regulations. Moreover people should themselves voluntarily start implementing traffic rules. So we are not here to increase the number of enforcement but the ideal situation would be that we don’t have to enforce any enforcements. Q:What, in your opinion, can be done to deter people from indulging in drink- driving? A: People should understand that if they are caught drink driving than they would have to pay a huge penalty. We have anti drink and drive campaign running throughout the city. Moreover people should also be aware that if they are drinking and driving than they are not only risking their own life but also of the other innocent people. We have also asked all the bar owners as well as liquor license holding owners to have alcohol booths, so that the people consuming alcohol can check whether he or she has drank above the limits or not. And if they have drunk above their limits then they should use public transport. The best part is that amount of drink and drive cases have reduced and so have the accidents caused due to drink and drive have also reduced. Q: Do you think the traffic will be better controlled once all the Metro Rail projects are completed? A: Yes for sure. It will ease the traffic in major areas. For in the long run it is going to be a boon for the city. Q: What is the way ahead with the City Surveillance being set up now? Share with us a couple of important cases where the CCTV cameras have helped traffic to be controlled? A: It has come up very well. All the CCTV cameras are monitored by the law and order and traffic control team. There are more than 5000 CCTV cameras in the city are effectively able to manage traffic. For example: on the 29th August 2017, in Mumbai the heavy monsoon rains paralyzed Mumbai, flooding streets and disrupting land, air and road traffic, we watched the roads sitting at our office and suggested divergence. All the CCTV cameras were controlled from the control room itself. During festivals, various morchas etc CCTV are very useful to monitor the events. Q: What are the other Security products and solutions that you would like to equip the city with in the near future to make the city better equipped to handle crises? A: We make sure that we use the latest technology, so that the city is well equipped. We try to make sure that best things are used to make our department powerful. And we are also open to all the suggestions to function more smoothly.

Our Central Government has taken proactive steps for city surveillance projects. In recent years, urban public security has become more important. Numerous cities have started to put forth efforts in construction of a centralised surveillance management system. In other words, integrated approach is adopted for urban planning and design with the hope that city surveillance system works more efficiently and reliably in a wider range and helps to enhance comprehensive safe management of public security, improve response capacity and the ability for handling emergency in a scientific way, simultaneously providing response solution for public emergency management system like accidents and natural disaster. Further, rise in anti-social elements, terrorist activities, threat perceptions, growing crime rates, data thefts, remote monitoring, growth of public infrastructure, increase in IT spending, and government initiatives are the main reasons for the unprecedented boom in the spurt of City Surveillance projects. The global push for city surveillance, particularly by Governments and law enforcement agencies has boosted the setup of Surveillance infrastructure called the Centralised Monitoring System. With the rising vigilance in the country since the 2011 Mumbai serial blast, the Indian government has allotted huge budgets for the installation of electronic security equipment as part of its homeland security strategy. The Indian security market is experiencing unprecedented boom and there is a lot of demand because of various reasons like growth of public infrastructure, growing new technology. JANUARY 2018

Moreover, the Smart Cities drive by the Indian Government combined with the tangible threat to sovereign security has accelerated the city surveillance story in India. Cities today have realized that being a safe city is not only the first step to being a smart city, but it also brings about an outcome that can be easily demonstrated. The socio-economic pressure at the policy level is providing further impetus to overcome the ground level challenges. However, implementing them is not easy and there are challenges. According to Aditya Khemka, Managing Director, CP Plus, “Challenges in City Surveillance are mostly operational and implementation hurdles owing to the lack of training, awareness and process standardisation. Lack of established regulatory frameworks and policies also make the process of product selection tricky and cumbersome. That said, the need for reliable and stateof-the-art security solutions is on an all-time high with the rapid infrastructural developments, booming economy, rising security concerns and government-led initiatives such as Make in India, Smart City, etc., which implies there are immense opportunities for solution providers.” A. The Opportunities and Challenges in City Surveillance: According to Robbin Shen, Managing Director, Dahua Technology India Pvt. Ltd, “The rising crime rate, terrorism, militancy and political unrest have necessitated constant vigil in every metro to combat anti-social and anti-national elements and prevent loss of precious lives of people and properties. Indian metros have woken up to forestall any untoward incidents in their cities and the city surveillance initiatives have gathered momentum of late.”

be implemented in a time bound manner. The authorities can start with small projects and gradually increase the scale in a phased manner so that budget constraints, resource planning can be taken care of gradually." He further added, "The projects pertaining to CCTV camera installations go under tedious process related to connectivity, storage and approvals from local bodies of implementation. Steps for implementation are long and need to follow several processes of approvals and require all stakeholders to work towards easing out the overall process." "All the stakeholders from the government as well as private parties should work closely and constructively so that there is no delay from the SI / OEM side due to constant queries. Realising

He continued, “ The ‘Smart City ’ Initiative has opened up enormous opportunities for the city surveillance market as all major sectors in this huge project such as aviation, BFSI, education, energy, health, hospitality , housing, infrastructure, port, real estate, retail, road, telecom, transport need 24x7 surveillance for safety and security. Video surveillance will have an important role to play in India’s ‘Smart City’ initiative and its development. Hence, one can see an uptrend in India’s surveillance market in the coming years.” He further continued to state, “Video surveillance equipment has been sold for a number of city surveillance projects in recent years to major cities in India. A large city surveillance project in Mumbai has installed 6,000 CCTV cameras in the city to make it security tight. Video surveillance revenues for Indian airports have grown by almost quadruple between 2011 and 2016. Urbanisation in India is occurring at a breakneck pace.”

the benefits of city surveillance and implementing the same are two different things altogether. There are many bottlenecks in the fast track implementation of such projects. Lack of proper planning and strategy, network bandwidth requirements, lack of technological awareness, multi-departmental collaboration for project funding and complicated government policies are some of the major road blocks in the way of quick implementation,” informed A. L. Narasimhan. He mentioned the Opportunities, ”The security market offers ample opportunities for OEMs, System Integrators at various levels, including transition, upgrades, customization, and other value added services. The increased focus of the Central and State Governments on security and surveillance projects is poised to create bigger safe city project opportunities for OEMs, System Integrators and technology partners.” According to Avinash J Trivedi, VP – Business Development, Videonetics, “Safe city projects are growing in popularity across the globe with an increasing urban population and rapid expansion of areas. Now, stakeholders are looking at smarter ways to manage complexities, increase efficiencies and improve quality of life. This has created need for cities that monitor and integrate infrastructure to better optimize resources while maximizing services to its citizens.”

He went ahead to say, “Under the Smart & Safe city projects, there are various components such as CCTV Surveillance, Traffic Management, Solid Waste Management, Smart Energy, Citywide Wifi Network, other Area Based Development, Smart Mobility & Transport and Integrated Command & Control Center (ICCC) to name a few. In most of the cases, the Smart City SPV floats single tender to appoint Master System Integrator (MSI) to design, develop and implement all of these components together. It is a well-known fact that it is very difficult to find an MSI with such wide & diverse experience implementing the plan. This brings complexities in bidding leading to delay in MSI appointment process, consortium of small domain specific System Integrators

30

aligning with large MSI who may or may not have technical skills however financially sound." "To overcome this challenge, the SPVs may consider floating domain specific project tenders to which focused system integrators who are specialized in their own domain can apply. With this approach, the projects will gets rolled out faster and in a cost-effective manner. To address the challenge of inter-operability and integrated command & control, large MSIs may be invited to integrated individual sub systems and provide Integrated Command & Control Center Capabilities. Some of the Smart City SPVs have adopted this model with great degree of success,” said Avinash J Trivedi. Kunal Dadia, Founder, AutoTranz as an expert in IoT and smart city implementation said, ”There are major challenges in implementing surveillance measures especially in India. While it is easier to deploy such systems abroad, India is more diverse as different geographies have different needs. Safe and a secure city is a place where people find it safe to live, work and thrive. It is a place where people are free to move about even in darkest corners at wee hours. City surveillance system must be able to provide such confident mind-set in people."

There are four major areas for surveillance concern and major growth opportunities: a) Infrastructure surveillance that include CCTV/IP cams, Energy monitoring, ATM and on-premises monitoring like presence detection, Intrusion detections, Traffic monitoring. b) Asset monitoring that includes tracking of whereabouts of different, distributed assets like vehicles, city key assets, raw-material/ construction supply monitoring. c) Data / Internet and Cyber security: People are sharing and surfing more on internet. The mobile carries a lot of personal data. Health and diagnostics data is also digitised so crime-free cyber space is a must for keeping city safe/ secure. d) People Safety/ Security includes tracking people especially children, women and elderly, safety of workers in difficult terrains, health monitoring of people in need of constant medical care. "While these opportunities are evident, it is difficult to implement as regulations around it need to be evolved. In addition, initiatives to make the data protection transparent would foster trust in people to share personal data like aadhar/ PAN easily when required. Many times solutions are very expensive for government to implement as well as in some cases technology needs to be adapted to suit ever growing need for safeguarding,” said Kunal Dadia. Key Considerations for City Surveillance Projects: According to Robbin Shen, “Well, the key considerations for City Surveillance Projects are Adequate Infrastructure, Network Security, Power Load Calculations, Video Surveillance Storage , Integration of Command & Control Center with various applications, Bandwidth with sufficient buffer, Vandal & Weather proof requirements, Scalable Hardware and Software, Cyber Security, Environmental factors and Regulatory Compliances.”

Videonetics is proud to secure over 100 cities, 80 airports and many other high security establishments throughout India and other countries in South East Asia, Africa and Middles East. Avinash J Trivedi VP – Business Development, Videonetics

Stating the key considerations Aditya Khemka said, “City surveillance would be effective only when it is considered in combination with smart city. Deploying only cameras does not make security effective and efficient. Rather, when cameras are combined with analytical capabilities such as face recognition, people counting, trip wire, etc. do they become active security systems that are effective. Also, together with these cameras, the system needs to be augmented with a command center that does more

than just monitor the systems simultaneously (eg. health monitoring system) for smooth functioning. This Master System should be scalable to meet the growing and changing environments and conditions.”

31

According to A. L. Narasimhan, “The smart city model operates on information gathering, its storage and distribution. Information, Communication and Technology (ICT) will be used for communicating between surveillance systems, transportation sectors, control centres and service providers for providing traffic management, building management, security services etc." He continued, "Since every city is unique, and has its own set of challenges and opportunities, the one-size-fits-all model will not work. The Government on its part has made it mandatory to install surveillance cameras in educational institutions, pubs and malls, places of historical importance, transport and transport hubs, including railway stations, bus stands, airports, hospitals and restaurants. This is a positive step, especially as we witness increasing crime rate, terrorist attacks and security breaches in schools and educational institutions regularly.”

According to A. L. Narasimhan, “Hikvision, has brought in many new technologies to the forefront, which may reduce the total cost of ownership. Some of the high-end solutions or benefits brought-in by Hikvision are: High definition cameras, Long range PTZ cameras, Analytics, Thermal and Vandal Proof cameras for specialised applications. The VMS available is open, scalable and can be easily integrated with 3rd party applications like ANPR and RLVDS."

Innovative Solutions and Products Offered: Responding to the products and solutions Robbin Shen said, “The solutions

He continued "The end-to-end solutions offer reliable cameras; an integrated platform and intelligent technologies to ensure cities are well guarded and efficiently run. Armed with the cuttingedge face recognition algorithm from the latest LFW (Labeled Faces in the Wild) results, Dahua face recognition can effectively

He further added, "By integrating various components like Camera based Surveillance, Mobile Surveillance Vehicles, Access Control System, License Plate Recognition etc., for building an integrated Common Operating platform to provide users with enhanced actionable situational awareness allowing greater management of the safety and security environment." •

uilding automation (BA) has been around for decades. In the building automation world, we see energy management play a vital role in pushing the adoption of building automation systems (BAS) to reduce operational cost and adhere to government regulations. Looking at the mergers and acquisitions (M&A) in the recent years, such as the mergers between Johnson Controls and Tyco International and Delta Electronic’s recent offer to acquire stakes in VIVOTEK, it appears that security and safety are the next key drivers of the BA industry. However, it’s not just about physical security; cybersecurity has also become an issue of increasing concern. Since the introduction of the Internet of Things (IoT), it has become a megatrend for BAS to be more intelligent and adaptive, meeting the needs of both the building owners and occupants.

Market Drivers Energy management, government initiatives and IoT deployments are three major drivers boosting market growth. A report from ABI Research forecasts that global smart building facility services revenue will grow from US$625 million in 2015 to more than $8 billion in 2021. The report cited that large buildings primarily in North America and Western Europe implement cloud-based smart building platforms or integrate existing building management systems to smart building platforms. According to a recent report from Technavio, commercial buildings were the largest adopters of BA and control systems in 2016, and are expected to hold onto their lead through 2021. The APAC region — where new construction is ongoing and smart city projects are being pushed in countries like Japan, South Korea, Singapore, India and China — is expected to be a key revenue contributor to this market segment. Konkana Khaund, Director of Consulting at Frost & Sullivan, said, “We’ve seen tremendous growth in Asia in the last two to three years from the perspective of demand for BAS in new buildings. End users in regions like Africa, the Middle East and Latin America are somewhat slow to adopt the latest innovative

solutions; however, these regions present good future growth opportunities. She added the most advanced technologies first get deployed in Europe and North America and takes a while before the technology actually hits the Asian market. Although, the emergence of state-ofthe-art buildings in these destinations are offering vendors ways to implement their advanced solutions on a pilot basis. Willy Wu, Business Development Manager at Advantech, sees demand from existing buildings in Europe and the U.S. for energy-saving solutions as well. In east and southeast Asia, there are new construction projects in industrial parks and residential districts that may drive growth in the BA market. He added that the trend is to install BAS as the buildings are getting bigger and require a central control system. When it comes to BA, energy management as well as security and safety are major concerns for building owners. Wu, whose BA applications are primarily applied in commercial, medical and factory buildings, said, “80 percent of our customers are asking for security and energy management solutions. Khaund indicated that government initiatives are mostly around energy efficiency improvements and carbon neutrality. “For instance, in the U.S., all buildings by 2030 will be required to achieve zero net energy status. There are similar government mandates in Canada. These requirements are definitely driving better adoption of automation, controls and sensors in a bid to save energy and reduce operating costs. The building operators need to justify capital budgets for investment in smart technologies. “The energy savings can help them prove the business case.

Industry Consolidation Continues By means of M&A activities, companies can strengthen their capabilities and differentiate themselves from competitors. Khaund said that the BA industry was traditionally a very homogeneous industry with hardly any differentiated offerings. Consolidation efforts of large companies to create more robust product and solution portfolios have resulted in several notable acquisitions and strategic partnerships, particularly in the area of adding capabilities like visualization, data analytics and service-based offerings. “IoT has opened up new business opportunities for traditional players who can now create innovative services wrapped around their traditional hardware and software portfolios, as well differentiated value-added services. Acquisitions and partnerships will continue to be a strong

characteristic of this industry, allowing companies to create unique and differentiated solutions, Khaund said. Security and video surveillance are becoming critical elements in the BA sector. To strengthen its building automation offerings, Delta Electronics has announced an offer to acquire a 55-percent stake in VIVOTEK, which specializes in video surveillance solutions and IoT-based smart imaging analytics. Robert Luor, GM of the Building Automation Solutions Business Unit at Delta Electronics, indicated that IP cameras can be considered the “eyes of a building as well as extended sensors for other building systems. “We need to enhance the interoperability among traditionally independently operated systems such as HVAC, lighting, access control and security, so that systems can work smarter. The line between all of the systems mentioned above is blurring more and more, said Luor. Johnson Controls has seen more customers wanting to combine security and energy saving functions, and realize the benefits of tight integration. R ick Fock e, Senior Pro d u c t M a n a g e r fo r B u i l d i n g Technologies & Solutions at Johnson Controls, indicated that the Johnson Controls-Tyco merger enables deep,

Global revenue for commercial building automation systems expected to grow at a CAGR of 4.8 percent from US$67.1 billion in 2016 to $102 billion in 2025. Image Source: Navigant Research

The industry has been dominated by proprietary systems for years. Open-standard platforms are believed to have the potential to accelerate market adoption and enable better data acquisition and device control. Wu said that standardization is essential to enable easy integration and operation for systems integrators (SIs) and building managers. “We provide an open and scalable platform like our solutionready package (SRP) and standard web service to adapt to different scenarios, allowing our customers to develop their customized solutions. It provides advantages for SIs to shorten the learning curve, for building managers to reduce operational complexity, and for solutions providers, of course, to increase sales at scale. However, one system does not fit all. Wu said that it still requires customizable solutions to fit industry demands for a variety of requirements in different vertical markets. Khaund thinks proprietary systems will still continue to have a share in the market. “There has been tremendous technology changes in the last few years such that proprietary systems can now intercommunicate with other systems in the building. However, industry participants are certainly pushing more toward advocating open systems. Focke thinks it’s important for the systems to communicate in a common language. He sees BACnet as a popular standard for sharing information between HVAC control systems and other systems such as lighting, access control and fire systems. He said, “BACnet/IP is most common. SNMP is gaining traction, especially among the IT community. Modbus is also popular, bridging the gap between industrial automation and third-party systems. Greg Turner, VP of Honeywell Building Solutions, said,

“Proprietary building systems and building management systems have gone by the wayside as communication network protocols such as BACnet, LonWorks and more recent solutions like OPC have come in to play. We’ve seen the move to open protocols across all regions. Currently, LonWorks is more popular in the European regions, while BACnet is popular in Asia and the United States. The Pacific areas seem to lead the way in terms of large, open, integrated systems. We’re hoping the same thing transfers into the security and fire space, which currently still has many proprietary areas. System convergence is the future in the BAS by integrating disparate systems into one platform supporting open architecture and interoperable operation. To enable smarter BA, it is a trend to mix and match different BAS which has been siloed. Benjamin Freas, Principal Research Analyst at Navigant Research, said that the advantage of integrated systems like reducing redundant sensors or communications networks in combining disparate automation systems. Luor has witnessed a trend happening across industries involving the convergence of operational technology (OT) and IT. “Over the years, open protocols or a high convergence level with IT has become a norm in the BA industry as well. We already see more and more partnership and cooperation opportunities between BA and IT companies and we are looking forward to it.

Optimization From IoT Industry players try to differentiate themselves by providing value-added services like data analytics and predictive maintenance. Collected and analyzed data is beneficial for better building management to create value to customers. Freas said, “In IoT, the real opportunity is data. A connected, integrated building provides data on operations and enables solutions that go beyond optimizing building systems. Turner said, “We see customers taking steps to drive more value out of their buildings, like moving to predictive maintenance instead of relying on a less effective, traditional scheduled maintenance, or using connected equipment to make activity-based or occupancy-

based decisions around tasks like cleaning services and security staffing.” He thinks the improvement of building connectivity enables users to have a much better understanding of a building’s usage patterns and apply these insights to safety and security. “Up until now, we’ve seen analytics play a major role in energy, but going forward, we will see this make a bigger impact when applied to security as well,” added Turner. Focke touched upon access control as an example to illustrate these benefits like energy savings and operational efficiency. “Access control data on known occupancy can help reduce a building’s energy usage in three major areas — heating and cooling, fresh air ventilation and lighting,” said Focke. With regard to operational efficiency, access control trend data on a building’s occupancy can be used when planning future real estate needs. Focke explained, “If more people are traveling or working at home, the occupancy data will show it, and that can be used to justify reducing a company’s real estate footprint. This data can be combined with the practice of ‘hoteling’ or ‘hot desk management’ to greatly reduce a company’s fixed real estate expenses.” This data is also useful for other future planning and development purposes. Focke said, “Occupancy info can be used for long-term space planning, and it can also be used for both short-term and long-term food and resource planning.

Occupancy and traffic flow info can be used to optimize security guard deployment.” Ryan Martin, Principal Analyst at ABI Research, said, “The ability to capture, bifurcate and analyze data from disparate sources is a key capability that companies need to accommodate to fully realize the potential of a comprehensive IoT investment strategy.” With regards to the benefits, Martin said, “We can talk about things like cost savings, ROI and total cost of ownership (TCO)/lifetime value-type considerations, but I think things really get interesting when we look at the ways in which facility, building and infrastructure automation impact people and process.” Lour sees a growing trend toward decentralization of control and management in the IoT-enabled world. Lour detailed, “Nowadays, in a room control system, multiple devices can interoperate based on the same information feedback from the field, and better control decision can be made this way.” Khaund indicated that the BA industry is a very homogeneous industry and hard to differentiate. She found that large companies show interest in innovative companies that can provide data analytics or differentiated solutions. “In the IoT world, it’s not just about the hardware anymore. You need to have other abilities to offer more value-added features,” remarked Khaund.

IoT is helping to enable the integration of multiple systems in a building. However, there are some challenges that still need to be tackled — the lack of cost-effective solutions and vulnerability to cyberattacks. Of course, as users increasingly interact with the system, more thought should be given to optimizing the user experience. Freas talked about rethinking the way occupants interact with a building. He explained, “Part of this will be driven by better sensing and automation, enabling a building to know what you want without telling it. But, it will also include better smartphone integration and, perhaps, a complete rethink of the physical points of interaction to the built environment: light switches, thermostats, badge readers, etc.” There is also an increase in the adoption of mobile apps to further enhance the user experience as access control systems are a critical element to BAS. Focke attributes this growing popularity in mobile apps for cardholders to their ability to provide GPS-based mobile alerts, remote door unlocking and two-factor authentication for higher security areas. “Historically, access control mobile apps were geared toward the system operator, and provided more of an admin function,” said Focke. “We will see tighter integration in the mobile app area, getting cardholders more involved in their building and being able to provide instant feedback and notifications.” Honeywell has a similar approach. The Honeywell Vector Occupant app provides digital identification and integrates with core building functions, including access and comfort control, to enhance the building occupant experience with a touch of the screen. It provides great convenience in access control for users by eliminating the need for physical cards or fobs, and allows for easy and real-time temperature adjustments instead of the more time-consuming process of seeking out a facility manager. On the other hand, cybersecurity remains a difficult issue to deal with. Turner indicated that addressing and maintaining cybersecurity are significant challenges — especially as users make more and more use of networks and tap into IoT connectivity. “It’s not easy to take systems from four or five different

vendors and securely connect them together,” Freas said. “As buildings get more connected, cybersecurity is an increasing concern. There is a growing awareness of the threat of cybersecurity across multiple stakeholders. Yet, the market has yet to codify a robust response.” What can we expect in this marketspace? The entrance of new lower-cost solutions and players. “IoT can help our customers to solve problems that they’ve had for years, but maybe haven’t been able to tackle until now due to the absence of a cost-effective solution. They are asking how to use the existing network and data to solve the problems. If their network isn’t fully equipped to take advantage of IoT concepts, they’re starting to look at adding the necessary components — like sensors — to fully use the existing network and infrastructure to solve a particular business problem,” said Turner. New players may pose a threat or provide an opportunity to traditional BAS vendors. Khaund indicated that the market is very consolidated and rely on some of the big players for their solutions. She also sees there is a tendency of smaller players entering the market bringing innovative controllers and IoT-based offerings to help the solutions go much further than they have today. Freas said, “More and more startups are introducing hardware, software and services that are much lower cost, with alternative implementation approaches and services that can threaten BAS. An increasing number of partnerships are also emerging to enhance BAS with IoT and expand relationships with traditional customers. From a competition standpoint, we have seen multiple new entrants in the market in the past several years — from startups to IT giants. This will continue.”

Efficient and Secure BASs on the Horizon Modern buildings have been evolving into more intelligent and integrated ones, addressing the need to enhance energy efficiency and security. Building owners are benefiting from improved operational efficiency and productivity along with cost reductions; while occupants benefit from more optimized comfort and convenience along with personalization enablement. Thanks to advancements in data analytics and connectivity technologies, different systems in a building can interoperate with one another, make decisions and take adaptive actions immediately. As what Turner has said, “We’re moving to a world where building systems are self-monitoring and self-diagnosing. The system is taking the work on itself and sending important information directly to individuals where and when they need to take an action.” The BA industry is expected to provide more value and optimization with a more flexible, integrated, intelligent self-operating platform.

ize of India’s Storage Solutions market related to the security and surveillance segment: According to Basha Iqbal Khan, Assistant Manager Projects, Genius Vision Digital Inc., ”Increased economic activities, higher urbanisation rates, residential and commercial infrastructure modernisation are factors driving the need for video surveillance in India. A shift from analog to IP technologies, Higher Megapixel Cameras, rise in number of channels now demand storage solutions that are in Terabytes and are easily deployable and scalable, which has increased the need for storage solutions tremendously. In small scale & multi-site verticals, 6 to 8 TB is the new norm for storage as compared to 1-2 TB in 2015.Enterprise applications demand more space due to more number of channels and cameras of higher megapixel. This demand can be met by using RAID storage solutions, Direct Attached storages & NAS/SAN technology. GVD’s mid enterprise & enterprise NVR support RAID 5 & 6 and can provide up to 800 TB of recording space with the DAS (Direct Attached Storage)."

In the Indian video surveillance storage market, Network Attached Storage (NAS) segment gained the maximum revenue share in 2016, followed by Direct Attached Storage (DAS) and Storage Area Network (SAN) segments. Additionally, Government & Transportation became the key driving verticals for the Indian Video Surveillance Storage market followed by Commercial offices IT/ITeS and BFSI.

The use of edge storage in an IP camera enables video surveillance solution developers more flexibility and cost benefits in system design. By leveraging local microSD card-based storage, system integrators can optimise the design for IP network load/capacity availability, recording redundancy and mobile access. Robbin Shen Managing Director, Dahua Technology India Pvt Ltd.

According to Raj Chinnappan Babyson, Product Head-Storage, Prama Hikvision India Pvt. Ltd., ”According to IHS Markit forecasts over 130 million video surveillance cameras will be shipped globally in 2018. The increase in demand for video surveillance cameras has subsequently caused growth in associated storage requirements. The video surveillance storage market is estimated to grow considerably in the coming years, due to the increasing adoption of video surveillance systems and declining prices of the storage devices.”

Latest innovations in the Storage Solutions: According to Basha Iqbal Khan, ”The amount of data stored in the world's computer systems is doubling every two years, and is likely to continue increasing at that rate into the next decade. In order to deal with that data volume, manufacturers are looking for ways to increase storage density, or to store more information in less space.” He continued, ”The video processing & recording in CCTV is getting more CPU intensive due to higher FPS and Megapixel, but storage have not yet evolved to meet the processing requirement, an HDD is the slowest part of a system. However recent development in SSDs (Solid State Drives) tech will make sure that high capacity SSDs are available at cheaper costs as SSD tech becomes more common. 3D NAND technology will make it possible to get a 10TB SSD in future. Hybrid Cloud Storage is also a way forward. In it the NVR will keep recording the data locally and when the connection is stable or if a transfer is scheduled the Video data can be transferred to the cloud.” According to Robbin Shen, ”Direct Attached Storage( DAS), Network Attached Storage e ( NAS) and Storage Area Networks ( SAN) , Hyper Converged Infrastructure (HCI), NVR Surveillance Systems with multiple hard drives and HD Cameras, Body Worn Video Camera Storage and QNAP surveillance applications that integrate Dahua Technology’s Network Cameras and thereby providing storage expandability and storage space management functions for surveillance users are some of latest innovations in storage solutions. With H.265 compression technology, Dahua’s network cameras ensure video recording with lower bandwidth and great security efficiency. Edge storage technology - the recording of video and storing it at the camera or on a directly attached storage device instead of in a centralised recording facility across the network - is quickly gaining acceptance and is being more broadly adopted into IP video surveillance applications. The use of edge storage in an IP camera

probability and risk of data loss of single point failure. Provide multi-node concurrent high-speed download extraction service. According to Polad Garda, Country Manager (Storage Devices), Toshiba India Pvt. Ltd, ”In our constant pursuit of excellence, understanding & fulfilling the customer requirements, we have launched the 6TB, 8TB & 10TB Surveillance HDD which operate at 7200 rpm, accompanied with a 256MB Cache & RV Sensors which probably is the first of its kind offering in the Surveillance HDD space. High Endurance HDD coupled with higher transfer speeds & higher MTBF have now become the norm.” The Challenges and Opportunities Existing in the Storage Segment: “With emerging Enterprise/Smart city trend in India storage segment is getting more demanding. Gone are the days when CCTV systems could go up to 2 TB only. With technologies like RAID, DAS, NAS etc there is the possibility of a lot of data storage. Nowadays, clients are more informed & aware about the storage techniques and want longer duration of recording in optimal costs. These technologies ensure that these demands are met with optimisation cost & efficiency,” said Basha Iqbal Khan “The challenges include Cyber Security, Systems Maintenance, Data R e c o v e r y , Inadequate Internet

Infrastructure,Complex Procedural & Regulatory Compliances. The other challenges being: Search and retrieval of archived footage, impact on network bandwidth, difficulty in managing growing volume of data and network security,” observed Robbin Shen. According to Raj Chinnappan Babyson, “Video Surveillance storage managers and storage professionals across companies of all sizes face the following mission critical challenges." The Challenges are as follows Managing storage growth  Designing, deploying and managing storage in a virtualised server environment  Designing, deploying and managing backup, recovery and archive solutions  Storage consolidation  Making informed strategic/big – Picture decisions  Designing, deploying and managing disaster recovery solutions  Lack of skilled storage professionals  Designing, deploying and managing

storage in a cloud computing environment  Convincing higher management to adopt cloud  Managing external cloud service providers "Explosive growth in storage requirements and a widening knowledge gap of storage technology across the industry, are making the above mission even more challenging. Despite these challenges the opportunities are huge for those who can offer customised storage solutions,” informed Raj Chinnappan Babyson. The key parameters to ensure quality, service and standards in Storage Solutions: According to Basha Iqbal Khan, “In enterprise RAID environments it is generally recommended to use Enterprise HDDs because they have less Rotational Vibrations than standard HDDs. These HDDs are made for the said environment & produce less vibration (enterprise HDDs comes with RV reducing technologies) which result in low failure rate & a higher performance throughput.” According to Robbin Shen, “Abundant storage capacity, archival period, latency or response time, throughput that is the capability of a storage system to transfer a fixed amount of data in a measured time, IOPS which is input output operations per second and most importantly purpose built surveillance are the key parameters in storage solutions. IP video surveillance management software makes it possible to centrally manage an unlimited number of networked cameras and store captured video digitally for easy retrieval and export for evidence. Achieving greater reliability through dual stage archiving.” He continued, ”A unique capability of IP video surveillance management software is its ability through scheduling to enable a SAN to do dual-stage archiving. This is an important capability from a performance, reliability and cost

point of view. Historically, dual-stage archiving enables you to record primary “day one” storage on faster, more reliable (and generally more expensive) hard drives and schedule daily transfers of the recorded video onto less expensive hard drives for long-term storage. Configuring a SAN storage system for optimal performance requires a systems approach. The DVRs/NVRs, the network, and the iSCSI SAN scalable storage array all need to be optimally configured for making the best use of the entire system." According to Raj Chinnappan Babyson, “Hikvision’s Storage Management Service provides a suite of services that helps one plan, implement and manage storage services and achieving financial goals without compromising security."  Storage planning and design: Understand the various user and application storage needs and develop an effective storage infrastructure design  Storage solution implementation: Install and configure storage devices, CVR, and CVS “storage clouds” that best meet the needs of your end-users and business applications  Storage monitoring & management: Proactive monitoring of storage service levels and identify critical conditions before end-users notice performance degradation  Storage optimisation: Analyze existing storage implementation, develop and implement optimization techniques to ensure best price-to-performance ratio  Backup and Archiving: Develop backup plans and implement backup solution to backup/archive missioncritical enterprise data for compliance and disaster-recovery scenarios According to Polad Garda, “Surveillance is a critical & sensitive application where the customer cannot afford any downtime; the company needs to ensure the best in class quality products & have their service centers spread across the country to ensure prompt service to their clients or give a solution within the least possible period. Partners do acknowledge the robust & prompt system implemented by

Toshiba & its service centers for after sales.” In your opinion, what will redefine the future of Storage Technologies? According to Basha Iqbal Khan, ”Cloudbased computing has touched just about every industry and it will continue to reshape the security and surveillance sector as well." He continued, "Cloud storage is another important aspect of how systems are becoming more efficient in this model. Much larger volumes of data can be stored, cost-effectively and securely, at dedicated server facilities, allowing users to archive video and associated data for longer periods of time and improve its accessibility as well.” “I consider fast, efficient, copious and classified cloud storage with speedy retrieval in-built mechanism which is durable, scalable and reliable will redefine the future of storage technology. I foresee a future where a large volume of video surveillance data can be stored in a pen drive or a smaller device. Miniaturization of video surveillance storage capacity will become the major driving force in future. More in less space, time and cost will become the norm. Technology is capable of achieving such marvels,” opined Robbin Shen. According to Raj Chinnappan Babyson, “If someone from the future–two decades or two centuries from now–traveled back in time to today, they’d probably chuckle at our use of hard drives and USB sticks, the way we now wonder how we ever survived with floppy disks and Zip drives. Want a peek at the kinds of storage devices we’ll be using in the future? From helium hard drives to DNA digital storage, here’s what the future of data storage technology might look like.” He continued, ”Inventors and researchers continue to push the envelope when it comes to capacity, performance, and the physical size of our

storage media. Today, Backblaze stores 150 petabytes of customer data, in its data centers, but in the future, they’ll likely be able to store an almost incomprehensible amount data– zettabytes if not domegemegrottebyte. A petabyte is equivalent to one million gigabytes, a Zettabyte equals one million petabytes, and a domegemegrottebyte equals 1,000 zettabytes. With the human race creating and saving an exponential amount of data, this is a great thing and the future of data storage is pretty exciting. Here are a few of the emerging storage technologies that may be signs of what’s on the horizon”. Polad Garda, “With rapid advancement & the shift to the HD & UHD recording formats, the need for storage multiplies, coping up with these requirements with higher capacity storage devices & simultaneously ensuring reduction in TCO & OPEX shall be one of the key features. Today it’s not just supporting & storing multiple video streams, your storage also needs 24x7 support for Real-time & Video management applications for a smart security environment.”

Surveillance is a critical & sensitive application where the customer cannot afford any downtime; the company needs to ensure the best in class quality products & have their service centers spread across the country to ensure prompt service. VIDEO SURVEILLANCE: THE TIME IS NOW In Asia, this market has been steadily growing, estimated to be worth USD $ 4.5 billion in 2018 (Asia-Pacific, excluding China), and will expand into a market worth USD $ 5.1 billion in 2019. In Europe, Middle East and Africa, it will be worth USD $ 4.6 billion in 2018, growing at a similar rate.

By Khwaja Saifuddin, Senior Sales Director for South Asia, Middle East and Africa, Western Digital Corporation & Ziv Paz, Director, Product Marketing, Embedded and Integrated Solutions, Western Digital Corporation estern Digital is an industryleading provider of storage technologies and solutions that enable people to create, leverage, experience and preserve data. The company addresses ever-changing market needs by providing a full portfolio of compelling, high-quality storage solutions with customerfocused innovation, high efficiency, flexibility and speed. Day by day, an increasing number of IoT devices are getting connected to the network. This number will only grow and with this come demands for robust infrastructure that can support large streams of data. Naturally, significant investments in establishing this infrastructure are essential; existing infrastructure cannot support the connected devices’ data requirements and the access patterns involved. This is especially relevant for the growing video surveillance market.

For video surveillance, storage of HD videos is critical to system functioning and market growth. This storage can be localised, network-based, and/or centralised. With cameras capturing 1080p or 4k quality footage, the resulting data stream is large, and this opens up a range of potential problems. With the right infrastructure, this data can be moved to a centralised location, but this process is expensive. The transfer could also encounter a network snag, compromising the security of the data. Further, lack of

44

data from the captured footage –archival would still require cloud or on-premises solutions. Instead, flash storage would provide local storage in certain scenarios.

connectivity could degrade the quality of service. Flash is not for archive The flash storage does not archive the

First, if offline for some reason, a camera enabled with flash storage can still record event data or a constant stream. The capacity of this storage depends on estimated network downtime. For example, assuming that there is half an hour of lost connectivity, 30 minutes of 4k footage requires around 5GB of flash storage capacity. Next, a ‘ring-buffer storage’ approach is possible. Here, data is stored locally and only sent to the server/cloud during nonpeak hours of the network traffic. Finally, ‘pre-processing storage’ allows the camera to send a reduced-quality stream or differential data only. In case there is a request for specific footage, the camera’s local storage is then accessed for the original high-quality video surveillance data. Flash storage is relatively new in the video surveillance market despite being a mature technology. Flash devices in this market, engineered and optimised for industrial applications, would thus work as solutions with high endurance, reliability and performance.

FACIAL RECOGNITION IS HERE! EXPERTS SAY IT IS JUST THE BEGINNING.

With infrared and 3D sensors within the front-facing camera, the face scan unlocks almost instantaneously and require no buttons to be pressed, being always “on” and ready to read the face. Users will soon use face recognition to check their email, send a text, or make a call; it will be quick, easy to use. It is fast and accurate but poses serious privacy risks.

JULY 2017 2018 JANUARY

Face recognition is already used around the world to examine, investigate, and monitor. In China, police use face recognition to identify and publicly shame people for the crime of jaywalking. In Russia, face recognition has been used to identify anti-corruption protesters, exposing them to intimidation or worse. In the UK, face recognition was used at an annual West Indian cultural festival to identify revelers in real-time. In the United States, more than half of the adults are in a face recognition database that can be used for criminal investigations, simply because they have a driver’s license.

Evolution of the Facial Recognition Solutions Market in India: According to Yogesh B.Dutta, COO, CP Plus, ”Facial recognition is redefining surveillance technology. Hence, solution providers investing in face recognition today will undoubtedly lead the way. The human face has become a new way of authentication and recognition, and has presented immense potential in both nonlaw and law enforcements applications. While biometric authentication systems (fingerprint and iris) have been around for a while, facial recognition offers a distinct advantage because it requires no contact. Face recognition has evolved significantly and is now being used in a range of technologies such as CCTV Cameras, Smartphones, T&A Systems, Laptops, etc. for authentication, monitoring management, automation and security.”

The human face has become a new way of authentication and recognition, and has presented immense potential in both non-law and law enforcements applications. Yogesh B.Dutta COO, CP Plus

According to Nilmani Kumar, Product Manager, Prama Hikvision India Pvt. Ltd., ”After the huge success of fingerprint technology for user authentication, facial recognition is the latest technology of authentication. If we talk about corporate sector, then finger print authentication technology is serving its purpose, but it faces some challenges in extreme weather condition ie; mines, factories where worker’s finger patterns are not recognizable. Hence facial recognition

technology helps to identify the authorized people. Indian market is also adapting to this new technology gradually. The facial recognition technology is now a first preference in the segments where the work conditions are very rough.” According to Advocate Puneet Bhasin, Cyber Law Expert, Cyberjure Legal Consulting, ”Facial recognition is growing at very fast pace with product and service providers introducing offers but the market in India is still nascent as users have still not adopted it on a large scale. Also, there are certain issues that exist from a law enforcement perspective in cell phones or other devices having access through facial recognition. For example, if a person is a victim of a crime and loses his life as a consequence of it, the Police normally would use the cell phone for identification and investigation, but if there is access to phone controlled by facial recognition, then the police would face difficulty in evidence collection.” According to Arun Khazanchi, CEO, Videonetics, ”Facial Recognition Software has gone from being a mere namesake to software now extensively used in the Security and Surveillance markets in India. It is being developed proactively to suit its application in government, retail and hospitality, medical, commercial and banking sectors. Facial Recognition Software is being used to collect data for product surveys and visitor patterns in various malls, showrooms and retail shops. It is being used to refine search engine results and in photo-tagging applications including face count and facial interaction (face presence and frequency) with messages. Applications like emotion recognition and detection that remain unaffected by changes in facial features (moustache, beard and hairline) and expressions are being developed. Open platform makes the solutions easily feasible with existing surveillance systems.” According to Jatin Desai, Product Manager- Access Control and TimeAttendance, Matrix Comsec Pvt. Ltd,” Innovations in electronic security are improving reliability and speed of identification. New technologies like palm vein readers, fingerprint and face recognition are widely used and are increasingly improving.

Hikvision is coming up with very unique Facial Recognition devices, which will have 4 layer authentication and one of the best security features. Nilmani Kumar Product Manager, Prama Hikvision India Pvt Ltd.

In this era, where all aspects of life are technology enabled and technology driven, security and safety are the most fundamental motivators and therefore of prime importance. Face Recognition solutions in India is in its nascent stage of development. Facial Recognition requires no physical interaction. It allows high enrollment and gives accurate verification. The facial recognition market is expected to gain from several new trends, including the shift from 2D to 3D recognition, facial analytics, advancements such as cloud-based services, application in mobile security, and integration of facial recognition with smart cards.” According to Ashwin Amarapur, Director & CEO, AllGoVision Technologies Pvt Ltd,”India, with the second largest population in the world has attracted the investment from many global companies. The infrastructure in India has also grown significantly and the latest technology is being utilized to enhance the infrastructure. Enhancement of the security and access control is a major concern for both the private and the government sector and Facial Recognition plays a major role for that. With the use of Biometric based security solutions, an effective facial recognition solution can provide a centralised method to track blacklisted/whitelisted people across the

different states of India and can hunt down the major problems like terrorism, human - kidnapping, searching missing people, theft, etc.” Latest Facial Recognition Solutions Available in India: Yogesh B.Dutta, COO, CP Plus said, “Over the past few years, the development of face recognition solutions has largely been within the framework of biometrics security systems. However, it is now finding application in a host of other technologies as well. Facial recognition technology can be implemented as a functionally independent application, or can be seamlessly integrated into existing or new biometrics security solutions by solution providers and system integrators.” JULY 2017 2018 JANUARY

“Earlier Face Recognition Solutions had a lot of drawbacks, but it has improved considerably in recent times. Now a lot of organisations are using this technology for physical security as well as for marking attendance of their employees. Earlier devices were not convenient to use, user has to adjust their face as per camera, but now some products have motorised camera so devices adjust their own camera as per users’ height and face. “Facial recognition technology in itself is a solution to the modern security concerns. Every face has at least eighty distinguishable parts called nodal points. These are considered by measuring distance between two facial parts. The facial recognition concept has been derived from convolutional neural network. 3D Facial recognition is the latest trend in facial recognition solutions. It goes through series of steps to verify the identity of the user and provides more accurate results,” explained Jatin Desai. According to Ashwin Amarapur, “With the emergence of Video Analytics in the past few years, Video based Facial Recognition that utilises Artificial Intelligence in the form of Deep Learning algorithms is a highly efficient solution that offers enhanced accuracy in Facial Detection and Recognition. The use of Deep Learning for Facial Recognition brings it much closer to human perception. Layered filters take into account the minutest details of faces and thus the parameters considered for matching faces are greatly increased in number, thereby increasing the level of accuracy. Camouflaged faces, fugitives, criminals, etc. can be easily identified and the limitations in the earlier technologies can be removed to have a much-advanced technology.” Applications of the Current Face Recognition Technology: “The scope of applications for facial recognition is immense. For instance, it is being used in retail to prevent workplace violence and organized crime; in law enforcements for instant identity verification; in banking and financial institutions for better security; in airports; in the military to safeguard sensitive areas, troop and bases; locate missing people; secure stadiums, hospitals, casinos, jails and correction centers,” mentioned Yogesh B.Dutta. According to Nilmani Kumar, “Facial Recognition technology is mainly used for authentication of a user. Lately we have experienced this technology in a lot of mobile phones for unlocking the mobiles

and applications. The facial recognition devices are very useful for identifying people whose fingerprints are not device readable. The Facial recognition technology used for entrance and exit control – both externally and internally – ensures that only authorised individuals are granted access to the facility.” Adv Bhasin addressed on the legal issues in usage of applications of the current face recognition technology, “Facial recognition technology comes with its set of legal issues especially in scenarios of authorised people failing to access the devices due to failure in facial recognition softwares along with cyber security issues of such softwares being susceptible to hacking and unauthorised access. Also, iris recognition technology would be more accurate as compared to general facial recognition due to accidents or incidents that can cause deformation and render the owners of devices unable to access their own devices.” She continued, ”Privacy issues are of great concern.Recognising a person’s face requires building a faceprint to compare it to, akin to collecting a person’s fingerprint for future reference. This counts as collecting biometric information, which requires notice and consent for every usage of the same. In India the Intermediary Guidelines regulate usage of Biometric information and under the Information Technology Act if the Service provider or Company fails to protect the biometric information/sensitive personal data or as in this case the faceprint then they are liable under Section 43A to pay compensation upto Rs.5 Crores per instance of such lapse.” Arun Khazanchi said, “With the increasing number of instances of terrorist attacks and every day violence, it has become crucial to effectively implement Facial Recognition Software. It is designed to support the biometric identification, comparison and verification of any person, thus recognizing enlisted criminals, repeated offenders and prevent crimes by helping the authorities efficiently remove the threats. Crimes related to impersonation that frequently occur in banking, commercial and hospitality sectors can be duly averted. Features like Emotion recognition can help in conducting surveys about product response, movement tracking through

aisles. Blacklisted criminals can be detected, marked and tracked in crowded places (eg. marketplace, malls, roads, event, and gatherings) and removed to prevent potential threats.” According to Jatin Desai, “Facial Recognition systems are commonly used for security purposes, but are increasingly being used for a variety of other applications. Facial Recognition is used at ATMs, online payments, law enforcement, social media and more. Facial Recognition has started to make its mark in the wireless world of mobility. It is being successfully used on Smartphones to unlock specific mobile software applications.” According to Ashwin Amarapur, “The Facial Recognition can be used for the detection and capture of Human Faces(for record keeping), appearing in restricted areas, which can further be utilized for post-event analysis. The Facial Recognition solutions can also be used for the generation of Black List Alarms – which assist in the identification of miscreants appearing in the surveillance cameras. Similarly, White List Identification is another application of Facial Recognition

Face Forensic Search can also be done for detecting closest matches for suspect images.” Facial Recognition Technology and Solutions Provided and the Verticals Benefitted: Yogesh Dutta explained, ”CP Plus provides facial recognition technology in CCTV cameras, Time & Attendance Machines and also as a standalone software solution. Facial Recognition as a technology can benefit almost any vertical because of its unique advantage of detecting without requiring physical contact. Most benefitted verticals are the police department for identifying and nabbing criminals; schools for monitoring and tracking students and staff, and highly sensitive areas such as airports and corporate houses, and malls. However, it can be used in various other applications as well.” According to Nilmani Kumar “Hikvision has recently launched its Deep Learning technology, which will be the key milestone for the industry in coming years. Also, in Access Control, Hikvision is coming up with very unique Facial Recognition devices, which will have 4 layer authentication and one of the best security features.”

HALLENGE In a growing city, police officers need to be able to adapt to constant change. As the Bhavnagar City grew, so did its traffic congestion and crime rates. The city also faced challenges protecting the hundreds of thousands of people who partook in an annual festival called Jagannath Rath Yatra. While over 4,000 on-foot officers secured the event, spotting incidents in the crowded streets was difficult. Dipankar Trivedi, Superintendent of Police in Bhavnagar, knew his police force could become more efficient with the right tools. That’s when the search began for video surveillance technology. SOLUTION "There has been a 20-25 percent drop in the number of crimes in our city," said Dipankar Trivedi. That’s because officers now monitor 155 cameras from a central control room using Genetec™ Security Center. Working with eSec Security Consultants Pvt. Ltd., the Bhavnagar City chose Security Center because it allows them to adapt and grow their system over time. The solution provides a birds-eye-view of the city’s roadways, attractions, entry points, transportation hubs, and other important sites. With this visibility, police officers can spot incidents, pull up video from a city map, and respond much quicker than they could before.

BHAVNAGAR CITY ENHANCES URBAN LIVING AND SAFETY WITH SECURITY CENTER Funding a new surveillance system can be challenging for any city. For Bhavnagar City, the flexible implementation of Security Center made things easier. The police department gradually built its command and control center known as ‘Netra’ (Eye), and added cameras in multiple phases. This gave them time to secure funding from private and public organizations, and eventually expand coverage across the entire city.

JANUARY 2018

www.asindia.in

Operators monitor 155 cameras with ease using Plan Manager, the map interface of Security Center. At any time, they can input a street name or go to an area on the map to pull up or playback video. This cuts response time down to seconds and simplifies the search for evidence when local precincts need help during investigations. “With the implementation of Security Center, we can now effectively monitor traffic and assist in police investigations. The technology and the cameras used are of very good quality and are not only reliable, but also provide high-definition image quality making surveillance easier,” said Dipankar Trivedi. GROWING CONFIDENCE IN CITY SECURITY With better visibility, officers can keep everyone safe. At the last annual Jagannath Rath Yatra, officers in the control room, Netra, collaborated closely with those

Bhavnagar City: How a Growing City in India Reduced Its Crime Rate by 25% No matter a city’s size, residents want their every day to go smoothly. The same is true for visitors who move about communities for business or pleasure. That’s why the police force in Bhavnagar, India use intelligent surveillance to keep an eye on happenings in the city. From petty theft to more serious offenses, officers can quickly respond and handle any situation. That way regardless if it’s a big religious celebration that draws thousands of visitors or just another bustling day, they ensure everything proceeds smoothly.

By Genetec on ground. They worked as a team, sharing information to address crowd congestion or rowdiness before it escalated. On-foot officers could use tablets to record video in the field when camera views were unable to fully capture the situation. The video streamed back to the command center via the Security Center Mobile App, where it could be viewed and archived.“With this implementation, people are experiencing a greater sense of security and feeling more confident than before. The number of small crimes, like chain or bag snatching and small thefts, has gone down to zero. The surveillance system has proven to be a strong deterrence to criminal offenders and miscreants,” said Dipankar Trivedi. KEEPING AN EYE ON ROADWAY SAFETY In Bhavnagar City, Security Center is being used for more than security. Officers can identify safety concerns or accidents on roadways too. For instance, if an officer spots someone in the vehicle using their cellphone or not wearing a seatbelt, they can take a video snapshot from Security Center. Then, they are able to send the vehicle owner an infraction along with the evidence. THE OUTLOOK ON MORE CITYWIDE SECURITY As more funding becomes available, the Superintendent of Police in Bhavnagar would like to continue expanding the citywide surveillance system by adding cameras. They also want to integrate drones into Security Center. The city would like to install distress call stations in public

areas as well. These stations will be connected to Security Center via the Sipelia™ Communications Management module, which enables two-way communication between operators and intercom devices. With one press of the button, a victim or witness can speak directly with officers at Netra who can then dispatch local police to respond.

“eSec has delivered a very reliable and intuitive citywide surveillance solution, and we are thrilled with the outcome. The Security Center platform has been critical in our efforts to reduce crime. More than that, it has made our team more responsive and efficient in keeping our people, businesses, and visitors safe,” concluded Dipankar Trivedi.

T h a t ’ s because officers now monitor 155 cameras from a central control room using Genetec™ Security Center. Working with eSec Security Consultants Pvt. By Prama Hikvision Pvt Ltd. elping to identify the location of erroneous odours permeating around areas of the metropolitan city of Deagu in South Korea, Hikvision, the world’s leading supplier in innovative video surveillance products and solutions, has supplied its PanoVu series 180 degree Panoramic + PTZ cameras to form part of an integrated atmospheric information system. Seo-gu (Seo District) in western Daegu, is a major transportation nexus, which went through urban street development in the 1960s and massive industrialization in 1970s. Today, the bustling city has a population of 230,000. Airborne Bad Odour Problem: In response to a mass of complaints raised by the city’s residents about frequent airborne bad odours emanating from the dyeing industry complex in the western region of Deagu, in July 2016, a meeting was held with the Daegu Metropolitan City’s economic, environmental and industrial dyeing stakeholders. From that meeting, it was decided that the Seo-gu Office would go-ahead with the construction of an atmospheric information project, to establish a bad odour monitoring and tracking system that would help to provide an effective and welcome solution to the issue.

System Specification: Looking to secure a high-performance imaging solution for the project that would enable the capture of highquality panoramic, and separate PTZ imaging over the entire city, Seo-gu Office turned to Hikvision. After a consultation exercise, Hikvision proposed that their PanoVu DS-2DP0818Z-D Series 180 degree Panoramic camera with its combined 4 fixed 2MP cameras and 36x optical zoom PTZ camera, could deliver the right solution. To provide a practical demonstration of the camera’s suitability, a test installation was conducted within South Korea's largest industrial area, in Busan Metropolitan City,

62

the country’s second largest city next to Seoul. Along with also being shown at the ‘Korean new Government Ver 3.0’ exhibition, a government devised initiative to deliver customised public services and generate new jobs, the Hikvision PanoVu camera demonstration was not only deemed a success, but also regarded as ‘a perfect fit’ for the monitoring system’s requirement. The new atmospheric information system is capable of measuring in realtime, complex odors composed of hydrogen sulfide, ammonia and volatile organic compounds in and around the surrounding industrial area. The main control point, located at the Lifelong Learning Hall in Seo-gu, monitors system equipment consisting of 2 sets of 4 PanoVu DS-2DP0818Z-D cameras, 11 malodor measuring instruments (serving as a neural network in the monitoring complex), and two weather measurement instruments, which collect weather data such as wind speed, humidity and temperature. Monitoring the entire city area, the Hikvision cameras are integrated into the system’s atmospheric pollution sensors and capable of visually pinpointing the source of any atmospheric bad odour release. The Result: “The Seo-gu Office Atmosphere Monitoring Centre is extremely pleased with the high-resolution picture quality they can now display on their large format video wall, and in combination with the PanoVu cameras’ Panoramic Mode + PTZ tracking function, are able to display wide-area coverage and close-up visual tracking via integration with the system’s atmosphere sensors,” says Joey Kim, SI Team, Hikvision Korea. “The atmospheric information system’s pollution monitoring sensors and integrated PanoVu cameras can define the precise location of each sensor’s triggered event and with the PanoVu PTZ camera, automatically track and target the precise location of the event actuation.” Looking to the future, the integrated atmospheric information system is set to become a blueprint solution for use within other atmospheric monitoring projects in other regional districts and by the Korean Ministry of the Environment. The director of Seo-gu Office said, "In addition to the construction of the high-speed Korea Train Express and the environmental improvement project linking the reclamation projects of the Seo Daegu general industrial and dyeing complexes, the operation of the new atmospheric information system has created a cleaner and more comfortable living environment.”

At L&T, we feel each city can be made smart with respect to its current condition. Any solution implemented to improve quality of life, provide digital connectivity, increase efficiency of urban operation & services can make the city smart. Business Talk with R. Srinivasan, EVP & Head,(SW&C) - Larsen & Toubro Limited. : What is a smart city surveillance aiming at? A: Any surveillance project aims at improving the security scenario of people living in an urban agglomeration. The surveillance system provides better law and order management with 24x7 surveillance and quick intervention/ response time due to real time tracking. It also serves to monitor the region for disturbances such as crowds, traffic incidents and incursions. The smart analytics portfolio of the system determines the effectiveness & efficiency and facilitates the administration in making better and proactive decisions, thereby helping in preventing issues beforehand. The integrated smart tool provides real time updates and analysis. These projects have already proved to have made a huge impact on citizens, in the following forms: i. Increased deterrent against crime

ii. Incident detection and actionable intelligence iii. Verification & elimination of fraudulent insurance claims iv. Effective and orderly management of huge crowds during festivals Q: Why cannot all cities in India be made smart? What are the Challenges and Solutions? A: At L&T, we feel each city can be made smart with respect to its current condition. Any solution implemented to improve quality of life, provide digital connectivity, increase efficiency of urban operation & services can make the city smart. Each city being unique, the smart solutions envisaged should aim at providing what the city lacks without diluting the city’s characteristics. For instance, the smart solutions aimed at Jaipur centres around the tourism theme enhancing the experience at its heritage sites and every city irrespective of their size can become smart with the right combination of solutions addressing its pain points to enhance liveability. The challenges are similar to any infrastructure projects, right from financial closure, right of way, implementation challenges and integration issues. Few of the major challenges specifically being faced by any smart city are:1. Creating the Right Master Plan to suit the city needs. 2. Choosing the Right Implementation Partner with requisite competence. 3. Integrating citizen with Smart Infrastructure 4. Multiple coordination points, involvement of numerous Local agencies for Permits & approvals The cities should have a long term perspective and invite partners who are capable of maintaining and upgradation of the system mitigating the obsolescence risk. The smart city project plan should be solution centric and not product centric. Use of open source and vendor agnostic systems would ensure better functionality and customisation.

Q: What are the urban security planning mistakes normally faced across the globe? A: The planning flaws would include i. Lack of citizen involvement: Citizens’ inclusion and buy in is very essential for a smart city as they are the end user of the smart city initiative. ii. Preparatory errors: Precisely one needs to have a very clear data of the existing scenario, be it traffic, utility ducts, water distribution, or power system. We need to take clear stock on what is the current situation and develop the plan accordingly. iii. Scalability challenges: In the scenario of technology advancement scalability with provision for addition of elements/solutions is critical for sustainability of smart city. Many smart cities are facing challenges in performance due to non-availability of this option. iv. Implementation on silo based approach: Generally the citywide perspective is lost if solutions are deployed individually ending up in lack of or no integration resulting in sub-standard performance Q: Which Smart Cities in India have the Intelligent Traffic Management Systems? And how far have they been effective? A: Cities of Ahmedabad, Vadodara and Gandhinagar in Gujarat, Mumbai and Hyderabad have operationalised Intelligent Traffic Management Systems. Mumbai City has also implemented major component of the traffic management system. The cities have already started reaping benefits of the Traffic Management System implemented. Mumbai City Surveillance project has resulted in drop in crime reported in 2016 over the previous year by 7.7%. Chain snatching fell by over 50%. Likewise Intelligent Traffic Monitoring System for three major cities of Gujarat covering 98 Junctions has aided in reduction of traffic violations and improvement in citywide traffic compliances by means of e-Challan issued to traffic violators. The Security arrangements with real time feeds from CCTV camera deployed at junctions and Mobile Van Surveillance helped during rallies, events and festivals (Ganesh Utsav / Visarjan / Dahi handi), aided in Disaster Management during Mumbai flood by identifying affected / flooded / trapped areas enabling rescue operations.

Q: What are the initiatives taken by L&T to make Mumbai Safe City project ‘India’s largest surveillance and the transformation focus’? A: Mumbai City Surveillance project, the largest in India both in terms of technical scope and commercial value has Innovative Characteristics such as • Mobile Command Control Centre Surveillance for obtaining a comprehensive view of inaccessible areas and quick mobilization of resources to locations as and when required. • Collaborative Monitoring with other public/private surveillance systems provides a comprehensive surveillance network throughout Mumbai

• Another, unique initiative is the integration of Emergency response system (Dial 100) with the CCTV surveillance system. The syncing of the distress caller location with the surveillance network provides a better, quick and efficient management of response by the police. As elaborated earlier, the direct impact of the project is in improving the security scenario of over 20 million people, living in the urban agglomeration of Mumbai. Q: What are the State-of-the-art IT solutions incorporated in the Nagpur Smart City project? A: Starting with laying of 1200 km of optical fiber network backbone, Nagpur smart city project encompasses creating 136 city Wi-Fi hotspots at key locations, establishing 100 digital interactive kiosks and developing city surveillance systems with 3800 IP based cameras. Further, as an avant-garde endeavour, a strip of approximately 6 km (from Japanese Garden Square to Orange City Hospital Square) has been chosen as a ‘Smart Strip’ with smart ICT interventions & IOT solutions like smart lighting, smart transport, smart parking, smart bins, etc. which can be leveraged in a phased manner to ultimately cover the entire city integrating all these smart elements with the Command Control & City Operation Centre for analytics and creation of use cases.

VENTURE CAPITAL BOOSTS STARTUPS IN INDIA There is so much demand for quality security products that companies engage in security business with products of superior quality, robust R&D and innovative team attract Venture Capitalists for they symbolise future cash cows for the VCs. By Robbin Shen, Managing Director, Dahua Technology India Pvt Ltd. easons for Venture Capitalists to support Security Firms: Security is of prime importance and security firms have potential to make it big. There is so much demand for quality security products that companies engage in security business with products of superior quality, robust R&D and innovative team attract Venture Capitalists for they symbolise future cash cows for the VCs. Venture Capitalists pour funds into security and cyber security because they see the huge opportunities they have. The worldwide cyber security market that was $77 billion in 2015 is expected to surge to $170 billion by 2020. Venture-backed cyber security companies raised more than $2 billion and the number is growing.

JANUARY 2018

Evaluation of Security Firms: Venture Capitalists do due diligence and ask founders of startups and fund seekers some hard questions on critical aspects like Market Demand , Growth Prospects, Uniqueness of Products , Solid Management Team, Marketing Strategy, Concrete Future Plans and Better Utilization of Money. They should be convinced on all these fronts. They also expect passion and commitment of the company seeking VC fund.

Present Scenario of the Startup Ecosystem in India: Like in the IT field, India has made a name for itself in the global startup ecosystem. India is said to be third largest host for startup-ecosystems globally. Although the startup ecosystem in India experienced a slow growth in the initial phase, with the implementation of GST and increased focus on technology and innovation this scenario has been changing.

66

Indian startups had witnessed many crucial developments in the second quarter of 2017. From being selected in the Google’s accelerator program, to raising funds from the Chinese investors, the startup ecosystem has been quite promising. Google selected six Indian startups for the accelerator program that had kicked off in July 2017. Startups using latest technologies such as machine learning and artificial intelligence have been chosen for the same. Recently, Venture Capitalists based out of Silicon Valley have shared their interest to invest in 12 Indian startups. Moreover, investments from industry veterans such as Ratan Tata are likely to boost the overall scenario of the startup ecosystem in India. Recent reports from NASSCOM indicate that the start-ups and entrepreneurs are multiplying. It is estimated that India houses around 4200 start-ups,

creating more than 85000 employment opportunities. It is projected that the number of startups in India will increase to more than 11,500 by 2020, with job creation from these entrepreneurs reaching 250,000-300,000 by 2020. The number of Investors also has grown multi-fold in the past few years.

were considered to be hot sectors in 2017.The Goods and Service Tax is said to be the most helpful Government initiative. Moreover, the statistics on the demography of the ecosystem says that 72% of the founders are less than 35 years old making India home to the youngest of entrepreneurs in the world.

Government initiatives are expected to play a vital role in the startup ecosystem’s bright future. Artificial Intelligence and Digital Payments

Various difficulties/hurdles in doing business from the ground level:

Venture Capitalists based out of Silicon Valley have shared their interest to invest in 12 Indian startups. Moreover, investments from industry veterans such as Ratan Tata are likely to boost the overall scenario of the startup ecosystem in India.

There are many hurdles along the way for the startups. The challenge lies in tactfully overcoming them in least time frame. Some of the difficulties are: Clear Vision, Raising Capital/Funds, Financing, Managing Cash Flow, Team Building, Decision Making, Dealing with the Unknowns, Rule Making, Gaining Initial Acceptance, Growing Revenue, Hiring Right Kind of Employees, Increasing Profits, Adaptability and Compliance are the major hurdles. If a startup survives for the first two years deftly tackling all these issues, then it has enormous opportunities to grow big.

VENTURE CAPITALISTS ARE INTERESTED IN BUSINESSES THAT SCALE EXPONENTIALLY Many growth VCs have raised larger funds in the last 12 months and thus there is capital availability. By Satish Mugulavalli, Director – Technology, YourNest Capital Advisors

JANUARY 2018

a&sINDIA had interviewed Satish Mugulavalli, Director of Technology of YourNest Capital Advisors Private Limited and a Co-Founder and Chief Architect of Verismo Networks Inc., to understand the perspective of venture capitalists and their approach towards security startups in India. He directs the architecture and vision behind Verismo's Research and Development. He has held leadership roles in several startups such as Teneoris Networks and Ishoni. He is involved in architecting and building large embedded software products in the space of media routers, Broadband gateways, Remote Access servers and IP routers. His experience and expertise has been in the networking technology with careers at MultiTech, Ishoni.

www.asindia.in

The reason Venture Capitalists go for Security Firms: Security products are what we call "pull products". Once market credibility is established, it becomes easier to sell security products and thus scale well. VCs are interested in businesses that scale exponentially.

68

How do VCs evaluate these firms? We look at several parameters while evaluating such startups. Typically security startups require deep technical expertise. Prior experience of the founding team in this area is extremely critical. The security sector focus YourNest takes as a Venture Capital Firm: Within YourNest's investment thesis we follow two broad threads under security. 1 - Security of data as it relates to cloud services. Most enterprises keep their data on the cloud on multiple platforms and they provide access to multiple types of users - employees, consultants, partners etc etc. Managing access control and security of enterprise data is critical for their operations. 2 - Security of IOT devices and services. With billions of devices now expected to connect to the Internet and amongst themselves, security is a primary concern especially when these devices are managed remotely. Tampering of data and control information can be catastrophic. VCs look at security firms since it is a barrier for widespread adoption of these technologies. Unless these networks and services are secure, enterprises will not adopt them thereby unable to unlock the larger benefits of these technologies.

Good news is that many young fearless engineers have taken the plunge into entrepreneurship and in general the stigma attached to failures is reducing rapidly.

The Present Scenario of the Start-Up Ecosystem in India: We have a fairly vibrant start eco-system in India. Many family offices have jumped into startup investing at an early stage in addition to angel networks and seed funds. Many growth VCs have raised larger funds in the last 12 months and thus there is capital availability. Many incubators and accelerators have mushroomed providing early stage assistance for first time entrepreneurs.

Unfortunately, the number of exits have been far and few in between. Many exits in the recent past have been business consolidations rather than value based acquisitions. The eco-system is still at an early stage as far as deep technology companies are concerned. Most of the early successes have been built primarily on the India consumption story. There are also too many ideas Satish Mugulavalli borrowed from the other geographies without Director – Technology, YourNest Capital appropriate and sustainable differentiation. Good Advisors news is that many young fearless engineers have taken the plunge into entrepreneurship and in general the stigma attached to failures is reducing rapidly. The various difficulties/hurdles in doing business from the ground level: • It continues to be hard to build a great team for an unfunded early stage startup. • On the regulatory front, tax laws need to be amended to remove "angel tax". Early stage capital is absolutely essential to kick start any startup eco-system and angel tax is the biggest issue in India today.

Tranquility during turmoil is the best action plan. Protecting the devotees and their faith gets imperative. Once when the video surveillance system gets integrated with other systems present at the place of worship then it is possible to have proactive security of people and the property. IoT is an evolving field and has effective and varied impacts; there are lots of areas where it can be used to deploy safety measures at the places of worship. Surveillance systems in places of worship are becoming more and more necessary. Although the places of worship hold much in common with any public place, they present several unique security risks. These days any place of worship needs to have a significant investment in Surveillance, Fire Safety and audio/visual equipment. The large amount of cash and jewellery that is present tempts both amateur and professional thieves. The potential risk of crimes due to the huge crowds also makes safety and security equipment mandatory.

he Threats and Risks at the Places of Worship: According to Yogesh B Dutta, COO, CP Plus, “Places of Worship see huge gatherings throughout the year, and therefore are vulnerable to threats such as terrorist attacks, stampede, pickpocketing, robbery. The security risk levels in such areas are on an all-time high owing to the rising security concerns world over.”

JANUARY 2018

74

According to Balasubramanian Jayam, Head of Marketing, India & SAARC Region,Dahua Technology India Pvt. Ltd, ”Places of worship are increasingly getting targeted by terrorists, militants, religious fanatics, hate groups, street criminals, ideology groups and fundamentalists to create fear and panic among worshippers and common public. The other threats that are faced by them include burglary, theft, arson, vandalism, mechanical or utility failure, fire, short circuits, natural disasters and inclement weather.”

among various societies, spiritual settings possess the highest risk of being the spot for expressing antipathy. In such a scenario, protecting the devotees and their faith gets imperative. Moreover, during festivals and dedicated occasions, the demonstration of religious belief attracts life threatening attacks. Thus, the major threat to a place of worship is the conflict of faith among people, which results in acts of vandalism, riots and terrorist attacks. Furthermore, poor crowd management during peak seasons and threats carries the possibility of chaos that leads to loss of property and sometimes lives.”

According to Kaushal Kadakia ,Marketing Manager, IPVS, Matrix Comsec, “With terrorist attacks on rise, security threats are imminent and real. Places of worship are crowded most of the times. Due to increasing difference in ideology and dogmas

According to Kunal Dadia, Founder, AutoTranz, ”India is a religious country. Places of worship are not just temples or mosques or churches in cities but there are places like

Kedarnath, Badrinath, Kailash to mosques in remote areas too. In recent past, dangers in the form of natural calamities like floods, landslides, earthquakes, fire, etc and terrorism as well as sheer assembling of large number of people in a single location leads to risks.

The difficult travel, bad road conditions, health risks due to the large accumulation of people, kids and elderly getting lost are some of the risks at the places of worship. Also most of the places have a lot of gold and other valuables being donated so it leads to possibilities of theft.” Assessing the Safety and Security of the Places of Worship: According to Yogesh B Dutta, ”Security in places of Worship does not just imply installing cameras, but ensuring they are equipped with analytical capabilities, along with a combination of intrusion alarm and access control systems that make security active rather than reactive.”

Security in places of Worship dont just imply installing cameras, but ensuring they are equipped with analytical capabilities, along with a combination of intrusion alarm and access control systems that make security active rather than reactive. Yogesh B Dutta COO, CP Plus

According to Balasubramanian Jayam, ”Assessment of the safety and security of places of worship is done after taking into consideration various parameters critical to the shrines such as person, place, asset, process or program, to evaluate the current condition of safety, security and the overall preparedness for an emergency. It considers risks, sources and nature of threats and criticality of harm. Factors that would enable prevention, deterrence, protection, detection, resistance and response are given due importance while assessing the places.” He continued, ”A thorough security assessment will include reviewing and inspecting the following:  Safety (accidents, illness, injuries, potential harm to people or the organisation)  Security (crimes, violence, loss or damage from any cause)  Emergency preparedness (response and recovery related to any harmful event or situation of any kind—including plans to be a resource for assistance if an emergency occurs in the community.  Continuity planning (Preparedness to continue services and programs without significant interruption.) “The overall status of each component of a safe and secure place of worship and matters related to the place of worship or its assets and activities are inspected, reviewed, inventoried or evaluated as required by that shrine to ensure tight security.Security assessment should be an ongoing process and not just when required.”

C r i t i c a l functions like direction, control and coordination; Information collection, analysis, and dissemination; communications, population warning, emergency public information, public protection , mass care and emergency assistance , health and medical services and resource management need special attention as they require specific actions during emergency response operations. Balasubramanian Jayam Head of Marketing, India & SAARC Region,Dahua Technology India Pvt Ltd.

According to Kaushal Kadakia, ”First and foremost, the crowd should always be kept under check. Most of the accidents happen due to disorganisation of a large number of people at one place. Matrix Video Management Software, SATATYA SAMAS, is equipped with Crowd Management solution which is a bundle of a couple of Intelligent Video Analytics. These Analytics help in keeping track of people entering or leaving an area, notifies when someone enters a restricted area and detects unusual strings of motion. Further, the Video Surveillance system should be capable of getting integrated with other systems present at

a place to provide proactive security. The Matrix systems are designed to accord parallel and coherent functionality with all other security systems simultaneously.” According to Kunal Dadia,“Places of mass worships need to be assessed with regards to below key points: a) Human health and safety: Once pilgrims are accounted for, lot of major risks can be averted. This will provide a much larger accountability to government as well as the pilgrims who are visiting the locations. There will be more awareness among people traveling the in these areas for the first time. b) Asset-Security of valuables in worship places: If tight measures and monitoring of valuables at places of worship are enforced, then theft risks can be reduced. c) Ensuring Rules and regulations.

d) Ready availability of medical help, food and basic amenities: This will help prevent spread of diseases as well as life is saved especially when journey is grim. d) Security: By thwarting anti-social elements and activities. People will feel safe if antisocial elements are immediately identified and discarded.”

Balasubramanian Jayam said, “First and foremost there should be proper and effective coordination among various units. Each unit should be in combat readiness to manage the specific needs in a crisis situation.

To reduce the scale of damage during a mishap, it is of utmost importance to get notified about the accident in time. Slightest of delay or negligence can turn the situation catastrophic. Plans and Procedures needed to protect people and assets and help people respond quickly if threatened or harmed: According to Yogesh B Dutta, “We can implement an integrated solution that comprises of CCTV systems, Access Control Systems, and Intrusion Alarm Systems. CCTV systems to monitor premises for any kind of suspicious behavior, access control systems to limit access to restricted areas, and intrusion alarm systems to raise an alarm in the event of an untoward incident.”

They should have well designed plans for operation, preparedness, prevention, protection included in their SOP (Standard Operating Procedures) or SOG (Standard Operating Guidelines). Also they must keep complete reference documents that provide the purpose, authorities, duration, and details of the preferred method for performing a single function or a number of interrelated functions in a uniform manner.”

There are fire alarm systems that can work wirelessly over standard protocols and can be easily deployed in difficult to reach terrains. Remote monitoring and surveillance systems that help detect presence of people at unwanted locations. Trackers with panic button that allow people to reach out to security staff during distress. Kunal Dadia Founder, AutoTranz

He continued, ”Critical functions like direction, control and coordination; Information collection, analysis, and dissemination; communications, population warning, emergency public information, public protection , mass care and emergency assistance , health and medical services and resource management need special attention as they require specific actions during emergency response operations.

Kaushal Kadakia mentioned ,“To reduce the scale of damage during a mishap, it is of utmost importance to get notified about the accident in time. Slightest of delay or negligence can turn the situation catastrophic. Being cognizant to the value of instant notifications, Matrix endeavors to bridge the time gap between the mishap and the actions taken to combat it. As a result, Matrix Video Management solutions are efficient at providing prompt notifications through the means of SMS, Email, Calling from Mobile application, Snapshots and Video Pop-ups. Through expeditious notifications, the security team can take quick actions to protect the people by making them aware of the safest escape route. Furthermore, if the security systems are well integrated, the outflow of crowd during chaos can be managed well. All said, it is equally vital to maintain tranquility during turmoil to come up with the best action plan that fetches the least damage.” Kunal Dadia gave the following pointers,”  Start with better weather forecasting and readiness to address any calamity.  Better prediction of mass flow. This is best achieved by tracking people and asset.  Screening of people going in and out of premises.  Training at local places with respect to behavior during panic situation.  Availability of communication that work at designated frequencies and un-hampered during calamities.  Worship place assets can be easily tagged by asset monitoring tags.  Monitor the temple premises by surveillance systems.  Disaster management teams must be available at different key locations.”

The Fire Safety and Security Products and Solutions that would make the place of worship well equipped to handle crises: “A combination of fire detectors, fire alarm panels, sprinklers, fire extinguishers, etc. along with Edge-based analytics cameras with HD resolution, recorders, CMS/ health monitoring software should be deployed to ensure that security is maintained at such places and worshippers can safely offers their rituals and miscreants are kept at bay.” mentioned Yogesh B Dutta. Balasubramanian Jayam stated,“Fire Alarms, Fire Extinguishers, CCTV Cameras, Access Control Systems, Intrusion Alarms, Video Surveillance, Video Recorders, Video Analytics, Face Recognition Analytics, Baggage Scanners, Metal Detectors, Entry & Exit Control, People Counting and Command & Control Central are some of the fire safety and security products that make the places of worship well equipped to handle crises. But these systems have to be constantly monitored and maintained in operational condition so that they can preempt and prevent any untoward incidents in the places of worship.” “There are fire alarm systems that can work wirelessly over standard protocols and can be easily deployed in difficult to reach terrains. Remote monitoring and surveillance systems that help detect presence of people at unwanted locations. Trackers with panic button that allow people to reach out to security staff during distress. These trackers can have indicators to alarm distress to pilgrims. Asset monitoring systems to allow traceability of expensive temple assets.” opined Kunal Dadia.

Assessment and control of the hazard • Identification of unique prevention and Critical Infrastructure and Key Resources(CIKR) protection activities to be undertaken to address the hazard or threat, as appropriate • Selection of protective actions • Conduct of public warning • Implementation of protective actions • Implementation of shortterm stabilization actions • Implementation of recovery actions.”

laces of worship are essentially places that the general population frequents to on a day-to-day basis. Hence, ensuring safety of the civilian population and the infrastructure becomes the paramount concern of planners. Despite measures taken before, there have been incidents in these places such as the Chamunda Devi temple stampede in Jodhpur, Rajasthan where 200 people lost their lives. In another incident in Kollam, Kerala, 100 people lost their lives because of a fire, which was caused by improperly stored fireworks. Hence, every place of worship must provide a safe and secure environment for its devotees. Places of worship are a target for terrorists and miscreants because of the vulnerability of these places and the attention they attract from attacking them. Therefore, to prevent such incidents, some control measures need to be put in place. While some incidents require general preparedness, others require specific actions to be taken.

particular, CCTVs must be placed at entry and exit points. Places of worship often experience heavy footfall of devotees every day. Therefore, crowd management comes in handy as an effective tool for safety. Effective crowd management plans must be formulated and implemented. A properly designed fence with verified access control will prevent entry of unwanted elements and provide a sense of security to devotees. From a security perspective, places of worship must be well fenced and bordered to 1. Secure all entry and exit points 2. Enable security and surveillance by relevant authorities 3. Restricting entry and exit to few monitored areas in the premises. Fire suppression systems are invaluable. It is necessary that extinguishers be placed at important vantage points at a place of worship and emergency responders instructed on how to use one in case of a fire. Alarms too, are an integral part in providing safety and security at places of worship. They are essential in the sense that they not only deter intrusion, but also alert the authorities in case of an incident has taken place, or sound an alert in case of a stampede or fire or an earthquake.
