Be GST Ready to Stay Ahead The Goods and Service Tax (GST) got implemented from 1st July with lot of fanfare. It has put most of the security and fire safety products between 12% to 28% GST slab. This decision has come as a rude shock to the industry stalwarts, stakeholders and end-users. Now it is critical for the industry to understand the broad contours and framework of the proposed GST law. The likely impact of the new levy on the business needs to be assessed carefully. One must take appropriate steps to implement necessary changes in business processes. It is important to assess financial impact on your business due to GST. Be it a manufacturer, trader (Dealer –Distributor), system integrators, one must frame pricing strategy. Everyone needs to align internal organization and IT systems. GST Rates Disappoint Security industry Government’s decision to club the 28% GST Slab to CCTV, Fire & Burglar Alarms, Access Control Systems and Fire Extinguishers etc. which are life safety equipments on the same level as Luxury and Sin Goods (like tobacco and cigarettes) and 18% applicable on Guarding and Cash Transportation Services has created shock waves in the security and fire industry. In fact, in Australia a GST of 10% is charged on fire & security systems and there is no/nominal import duties/tax. In Malaysia the GST is just 6%. India’s security and fire professional community is expecting lower GST rates. As most of these systems are not currently made in India, they have to be imported. Since the tax concessions that the handful of manufacturers enjoy at present are also proposed to be withdrawn, thereby discouraging local manufacturing, a lower GST rate will also help such manufacturers. The security industry employs large number of people as security guards (employees), who mainly belong to families presently below poverty level and which are significant in number i e. exceeding 50 lacs, thereby providing means of livelihood to them.

Tiruchi goes for Special Purpose Vehicle (SVP) The Tiruchi City Corporation has begun

the process of forming a Special Purpose Vehicle (SPV) for executing the Smart City project.As per the policy documents of Smart Cities Mission of the Ministry of Urban Development, it is mandatory to float a SPV for implementing the project from planning to execution. It will plan, appraise, approve, release funds, implement, manage, operate, monitor and evaluate the smart city development projects. The SPV will have a full time Chief Executive Officer with the nominees of State and Central governments, and it has to be registered with the Companies Act. Besides using the government grants for infrastructure building, the SPV will have powers to raise private equity and funds for the projects. These could be executed through joint ventures, subsidiaries and public-private partnership.

Google Maps is one of the most popular mobile apps used by the public to get information on route and transportation options while travelling. As part of Mumbai Metro One’s endeavor to bring convenience and benefit to the the citizens of Mumbai, it has collaborated with Google Maps to publish authentic timetable information and associated geographic information of the Metro One stations in the Google Maps app. Through the application the trip timings of each service operated by Mumbai Metro One is available now in the Google Maps app. Mumbai Metro One commuters can get information of the train services which operate at a frequency of 4 minutes in peak hours and 8 minutes in non – peak. Trip timings correspond to services that are run on weekdays and weekends. The information will help commuters plan their journeys accordingly and reach their destinations faster and more comfortably by utilizing Mumbai Metro One services.

McAfee today released findings from a recent global study, “New Family Dynamics in a Connected World,” that aims to better comprehend how families’ attitudes and habits are evolving as their homes and lifestyles become increasingly connected. This study underscores the need for simple ways for parents to manage internet connectivity in their homes – from blocking inappropriate sites to controlling the amount of time users spend on their devices. The growing integration of connected devices in the lives of children is paving way for unique and hackable gateways for cybercriminals into the smart home network of consumers. Gartner forecasts that “there will be more than 10.5 billion ‘things’ in homes by 2020,” which, we believe, would further create a larger potential risk that the devices and personal data, that flow from them, can be compromised. Utilities, including electricity, gas, nuclear power and water treatment, are the most critical industries in the world according to a new ranking from Vertiv, formerly Emerson Network Power. Vertiv convened a panel of global critical infrastructure experts to systematically quantify and rank the criticality of multiple industries based on 15 criteria. Mass transit—specifically rail and air transportation—ranked second on the list, followed by telecommunications, upstream oil and gas activity and cloud and colocation.

If there is a common theme at the top of this list, it is the interconnectedness of these industries. These sectors are important to the foundation of today’s society, and downtime in any of these areas can reverberate across industries and around the globe. This will only continue as our world becomes more mobile and more connected and as the Internet of Things expands.

The panel set criteria encompassing the range of potential impacts from the loss of availability of critical systems and weighted them based on the severity of the impact. These criteria then were used to create a criticality rubric the panel used to score the industries, which then were ranked by their average scores. Clean power and water are fundamental needs in a developed society and underpin most other industries and services, making utilities a clear choice as the most critical industry. Mass transit ranked second, with panelists citing not just the safety of travelers, but the massive impact delays and disruptions can have across multiple businesses, markets and the world. The No. 3 ranking for telecommunications reflects the importance of communications and connectivity in personal and business activities and emergency situations. Financial services topped the list of industries ranking highest in terms of financial impact of unplanned downtime. E-commerce was second, followed by cloud and colocation. Cloud and colocation also ranked fifth overall in the list of most critical industries due to the increased dependence on those platforms across multiple businesses. The panel also identified cloud and colocation as one of several rapidly emerging industries that are becoming increasingly critical. “Cloud and colocation growth continues to accelerate,” said panelist Tony Gaunt, senior director for colocation, cloud and banking, financial services and insurance for Vertiv in Asia. “We are right at the beginning of the up curve for core industries’ cloud adoption, and it’s likely that future critical services—the IoT networks that support smart cities and manufacturing, for example—will develop in the cloud.”

FIREBALL – The Chinese Malware 250 Million Infected Computers

Check Point Threat Intelligence and research teams recently discovered a high volume Chinese threat operation, which has infected over 250 million computers worldwide. The installed malware, Fireball, takes over target browsers and turns them into zombies. Fireball has two main functionalities: the ability of running any code on victim computers–downloading any file or malware, and hijacking and manipulating infected users’ webtraffic to generate ad-revenue. Currently, Fireball installs plug-ins and additional configurations to boost its advertisements, but just as easily it can turn into a prominent distributor for any additional malware. This operation is run by Rafotech, a large digital marketing agency based in Beijing. Rafotech uses Fireball to manipulate the victims’ browsers and turn their default search engines and home-pages into fake search engines. This redirects the queries to either yahoo. com or Google.com. The fake search engines include tracking pixels used to collect the users’ private information. Fireball has the ability to spy on victims, perform efficient malware dropping, and execute any malicious code in the infected machines, this creates a massive security flaw in targeted machines and networks. KEY FINDINGS • Check Point analysts uncovered a high volume Chinese threat operation which has infected over 250 million computers worldwide, and 20% of corporate networks. • The malware, called Fireball, acts as a browser-hijacker but and can be turned into a full-functioning malware downloader. Fireball is capable of executing any code on the victim machines, resulting in a wide range of actions from stealing credentials to dropping additional malware. • Fireball is spread mostly via bundling i.e. installed on victim machines alongside a wanted program, often without the user’s consent. • The operation is run by Chinese digital marketing agency. • Top infected countries are India (10.1%) and Brazil (9.6%) 250 Millions Machines And 20% Of Corporate Networks Worldwide Infected The scope of the malware distribution is alarming. According to our analysis, over 250 million computers worldwide have been infected: specifically, 25.3 million infections in India (10.1%), 24.1 million in Brazil (9.6%), 16.1 million in Mexico (6.4%), and 13.1 million in Indonesia (5.2%). The United States has witnessed 5.5 million infections (2.2%).

High-rise Buildings Fire Systems : Challenges Ahead for India Grenfell Tower Fire incident has brought back the focus on High-rise fire systems, compliance and certification process. According to media reports, dozens of exposed gas pipes in Grenfell Tower that caused residents to fear for their safety were left bare despite a council safety expert ordering them to be protected by fire-retardant boxing.The National Grid agreed to protect the pipes serving individual flats, which had been installed over the winter, but had only added a third of the boxing by the time the deadly blaze killed at least 79 people. he Grenfell Tower fire in London last week was one of horrific incidence in the history of fire. With a loss of 79 lives thus so far, it was one of the most tragic and unpredictable fire disaster in recent decades in the UK. Our thoughts and prayers are with the families of the victims during this difficult moment.

First investigations are talking about the flammability of exterior cladding, the lack of fire sprinklers and so on. All we can say that this is an eye opener for building owners to retrospect themselves and put their shoes in this situation and rise to the occasions. In India we have had high-rise fire incidences happening almost every month, which results into some human loss or injuries coupled with property damage, business interruption etc. There was a fire incident reported at a high-rise building in Powai, Mumbai on 7th June 2015. This fire hazard killed 7 residents and 28 were injured with woefully inadequate fire protection systems in the high-rise building.

In another horrific fire incident on 18th July 2014, a fireman was killed and at least 20 people suffered injuries in a blaze at 22 storied Business Park at Andheri, prompting questions about

pre-planning, high rise building in the metros, fire service ability to respond to an event of this magnitude and public awareness around this growing threat. These fire cases raised questions about appropriate permitting for high-rise building’s use, code enforcement, lack of fire Prevention-detection-protection and the role of occupants in understanding the impact of their surroundings on their own personal safety. Each of these incidents is an individual tragedy. Taken together, they depict a larger global problem warranting action. Looked at in their entirety, they are a collective example of how, either intentionally or accidentally, the fire prevention and protection system has

been broken. A system that the citizen believes exists and counts on for their safety. Where are we going wrong? In each of these scenarios as well as many more not mentioned we can point to one or more factors: • Lack of awareness or ignorance of the dangers of fire • The usage of outdated codes and standards by designers • Acceptance of reduced safety requirements to save money • Lack of education around the application of the fire codes and standards • Reduced or compromised enforcement When government and AHJ (Authority having jurisdiction) don’t adopt or

designers don’t use the latest versions of codes and standards, they lose the benefit of the latest technology, research and collective wisdom related to fire, electrical and life safety. When users fail to review and follow standards that are referenced in the codes, they aren’t ensuring the right

practices and products are used in the right situations, increasing vulnerability to such fire emergencies. When the professionals involved in design, installation, enforcement and maintenance have not kept up to date on the latest requirements they can end up applying products improperly leading to such disasters.

When fire officers/AHJ, under fiscal pressures or lack of understanding of the importance, reduce enforcement efforts, they place their society at risk as buildings deteriorate, change ownership or type of use. And when the public takes life safety for granted and is uneducated about fire risks, their improper or uneducated actions can place them in peril. The system on which the public relies for managing fire safety is broken and a single solution isn’t the answer. It will take a systems approach to fix it. IBM AND NORTH STAR BLUESCOPE STEEL North Star Bluescope Steel, a steel producer for global building and construction industries for Australia, New Zealand and North American markets, is working with IBM to develop a cognitive platform that taps into IBM Watson Internet of. Things technology for wearable safety technology to help employees stay safer in dangerous environments. By gathering and analyzing sensor data collected from sensors embedded in helmets and wrist bands, the technology, IBM Employee Wellness and Safety Solution, provides real-time alerts to employees and their managers, enabling preventive measures if physical well-being is compromised or safety procedures are not being followed. Although certain wearable sensors such as fitness bracelets exist to provide individual solutions, the IBM research project offers


a platform that can be customized and extends the power of cognitive computing to collect and analyze information from a group of many sensors. By bringing this information together and analyzing what’s really going on around the employee, the solution can detect even hazardous combinations that individually may be overlooked. For example, a combination of skin temperature, raised heart rate, and no movement patterns for several minutes could mean a person is suffering from heat stress. Each of these signs individually would not be a cause for alert, but together they indicate a serious situation that warrants intervention. The majorities of workplace injuries are easily preventable through monitoring worker status. Injuries can be prevented, whether by ensuring that protective equipment is used correctly, or that time or location limitations for hazardous situations are monitored. Integrating and presenting contextual information to field workers from a wide variety of sensors creates more aware and well informed workers. It’s a method that is non-intrusive, hands-free, always-on, environment-aware, and offers the direct delivery of critical information to those who need it, when they need it.

“Through the use of the IBM Employee Wellness and Safety Solution, we have observed an increased awareness of heat stress and exertion in our trial users,” said Malcolm Edge, I.T. A part of India's National Security Annual Review 2010, which was officially released by foreign minister SM Krishna on April 19, the NSI 2010 placed India fifth in the hierarchy of top 50 nations identified on the basis of their GDP.According to Satish Kumar, Director of ‘Foundation for National Security Research’, who edited the National Security Review, the National Security Index (NSI) is based on an assessment of defence capability, economic strength, effective population, technological capability and energy security of the top 50 countries. The US is at the top of the list on the basis of these criteria followed by China, Japan and Russia. CHALLENGES: As the global economy surges ahead into the 21st century, few challenges rank as highly as that of critical infrastructure protection. Threats to critical assets in a wide range of sectors continue to emerge and evolve, as does the complexity and interdependency of seemingly independent systems. The ability to protect infrastructure against these threats - both intentional and accidental - will have a significant impact not only on the nation’s ability to produce goods and services in a global economy, but also on the reputation of India as a home for economic investment and opportunity. The challenge of protecting critical assets is

complicated by a number of factors, not the least of which is how to define what is critical. If criticality is defined by the consequence of failure, then many categories of assets may qualify as critical. The approach must start as a strategic analysis - an examination of interdependencies of various industries, large-scale single points of failure, population and industrial demands for resources, and methods to protect critical assets and nodes and ensure the resiliency of systems, should an incident - intentional or accidental occur. This strategic analysis should guide the identification of individual assets for assessment against a range of threats, with mitigation strategies appropriate to the level of risk and the consequence of loss. Building a risk-based system for asset classification presents not only the opportunity to distinguish India’s infrastructure assets as safe and secure for investment, it also presents a number of opportunities for significant long-term cost savings. As nations around the world struggle to retrofit facilities with costly and often obstructive security measures, India and other emerging economies have the opportunity to design and build these measures into facilities from the beginning phases of projects. With intelligent design based on proper risk factors, facilities can save significant amounts while building scalable approaches into facilities that have minimal impacts on business operations. Planned investments in port facilities, airports, and other projects present a window of opportunity to create a long-term competitive advantage.

A risk-based system of asset classification and definition, however, is only effective if it is enforced by a sound policy and regulatory structure. A well-coordinated structure would address not only the requirements upon various industries to ensure protection of designated industries and assets, but would also serve as a conduit for effective communication between government actors as well as between the private and public sectors. This communication conduit could not only serve as a means for stakeholder input, but could also serve to balance policy and regulatory approaches

with economic competitiveness. POLICY AND REGULATORY APPROACHES Responsibilities for policy and regulatory approaches will reside at a number of levels. Some facilities, by their nature and the consequence of their loss, will be regulated by national authorities and agencies. At the local level, however, planning authorities offer one of the most effective means of ensuring that assets are properly classified, assessed, planned, and designed to address relevant threats. By building security reviews into the development review process, planning authorities have the greatest opportunity to institutionalize the risk-based approach to critical asset protection. These authorities are also often the most local of any potential risk-regulating institutions, and provide the most accessible nodes of access for stakeholders concerned about policies and regulations and their impact on the economic viability of a project. SECURITY STRATAGEM The existing passive model of risk management, normally utilised by the industry to mitigate safety, criminal, or environmental risks through weighing probability and impact is of little use in predicting wicked risks to Critical Infrastructures, whose probability cannot be assessed (not quantifiable for insufficient statistical data) and whose impact can be catastrophic and far reaching both economically and socially. Typically, these risks have the characteristics of being unexpected and did not feature on risk assessments and planning; they were different than anticipated; were unpredictable in location, scope and impact; and can overwhelm the capacity to respond and deal with it immediately. The only effective counter is through a joint approach, incorporating whole-of-government and the Critical Infrastructure Operating Companies. With the threat of terrorism looming, Critical Infrastructure Operators in the industrialized world have taken action to prevent terrorism from harming their infrastructures with steps that include: • Increasing system redundancy, • Deploying state-of-the-art surveillance equipment, • Deploying aerial and ground patrols, and • Fortifying pipeline systems against cybersecurity breaches. Conducting periodic risk assessments to measure the level of risk and threat exposure to business operations; • Addressing porous border issues to

prevent terrorist movements across borders – especially in volatile regions; • Expanding and securing the perimeters of critical sites to allow a multi-layered early detection, warning, deterrence and delay based solution to identify and deal with threats and adopting the use of advanced technology (sensors – manned and unmanned, etc) for early detection of threats, securing pipelines, etc; • Companies also need to address the security gaps that evolve due to convergence of cyber physical threats – by adopting advanced cyber physical unified threat management solutions; • Creating a dedicated critical infrastructure security force to deter and counter such attacks against critical infrastructure in volatile regions and countries. Lessons learned from accidents and safety incidents have been regrettable but they are critical contributions to instil safety in the DNA and operating culture of any prudent Critical Infrastructure Operator.’ In other words, it could be said that in order to implement and exercise best security practices for the security of Critical Infrastructures, lessons learned from previous incidents should be well understood. PROGNOSIS The challenges and opportunities associated with critical infrastructure security are varied and wide-ranging, and will evolve over time, given differing threats. A thorough approach to the issue should be based on a set of guiding principles - the foundation for how the nation will design its efforts and address dynamic threats and conditions. By focusing on a risk-based approach and a sound system of stakeholder communications, India and its varied critical industries can build a sound foundation for asset prioritization, resource allocation, and policy and regulatory development. Building on this foundation, India can build a comprehensive infrastructure protection approach that not only ensures the security of its existing industries, but also enhances its position as a stable environment.Jonathan Mead in his book titled “Indian National Security: Misguided Men and Guided Missiles” says that, “Man's struggle for survival is the most enduring aspect of a nation's security equation.” It is an obligation of a ‘security professional’ to paint an inclusive picture of India's security construct - one that encapsulates individual, societal, political, economic, military, internal and external dimensions.

UP100 - A Citizen Centric Police System The Uttar Pradesh Police has launched the organization’s largest, and one of the most ambitious projects in its history, the ‘UP100’. This project is integrated and implemented by Mahindra Defence . Submitted by up police & Mahindra Defence

UP 100’ is the official name of the Uttar Pradesh Police Emergency Management System, also previously called the Uttar Pradesh State-wide Dial 100 Project.

UP 100 has been established to provide integrated emergency services relating to public safety across the State of Uttar Pradesh on 24x7 basis. A centralized contact centre has been established at Lucknow for receiving all emergency calls directly from across the State, including remote rural areas.

The centre receives not only the mobile or phone calls, but also responds to all other modes of communication like email, social media etc. All dialects of Hindi, major Indian and even some foreign languages are supported. Persons with special needs are able to connect through video calls where interpreters of sign language transcript their issues

and actions are taken. The UP 100 centre at Lucknow directly controls police response vehicles. A fleet of 3200 cars has been deployed in 75 districts of the State in the first phase. An additional 1600 motorcycles are to be deployed in the second phase. Upon receiving any information where field assistance is required, nearest police response vehicle is dispatched to assist citizens. It is targeted to reach the caller within 15 minutes in the city areas and 20 minutes in the rural areas most of the times. The personnel manning these vehicles are under the direct operational control of the UP 100 centre. Fire Services are also being added to the field services, where automatically fire services shall be provided in cases where they are needed. Integration with already functional medical emergency ambulance service operating on a State-wide number 108 is being done

to also include ambulance services with UP 100. Once a call lands at Lucknow centre, it is received by professional women communication officers, who are not police officers. The entire conversation is recorded, and then the call is transferred to Police Dispatch section to send required police assistance at the ground level and also inform the local police station. The police response vehicle reaches the victim, isolates the scene of crime, and hands over the scene to the local police station for further legal actions. Detailed Standard Operating Procedures have been laid out for different situations, aimed at standardization of services across geographical areas. A call from a person in distress reaching straight at the Lucknow centre, eliminates the need for the person to visit the local police station.


The infrastructure is designed to make the system available round the clock in a reliable manner. So, when a call is made on 100, it is positively answered. Non-police women officers record the grievance with empathy, who are absolutely neutral to the issue. Then the police directly under the control of the State centre is sent to the victim, who also have no interest in minimizing any issue. The resources provided ensure that help reaches the victim within 20 minutes, anywhere in the State. The local police are also informed of the issue simultaneously to initiate actions. As the local police reach the scene, the UP 100 hands over the case to the local police for further legal actions. This process ensures that the resource constraints of local police station or discretion at that level are eliminated. All voice calls are recorded for any future reference. All issues are documented electronically without police intervention.

It also has an Emergency Operations Centre (EOC) to be activated in large scale emergencies or planned events for multi-department coordinated response. We did not have this ready-made, and we decided to do this massive exercise as well. We collected digital map boundaries of all villages, approx. 1.07 lakhs, from NIC. Then mapped each village onto the correct police station jurisdiction. The boundaries of urban police stations were mapped with the help of GIS application. As can be understood, this was a tedious, painstaking exercise. However, it was completed in time for ComputerAided-Dispatch System to use. And now our system has the capability of identifying

CITIZEN PORTAL The UP100 portal up100.uppolice.gov.in is a portal for citizens to easily interact with UP100 system. It provides functionalities for registration of citizens for easy access to emergency services, tracking emergency calls, uploading documents, images and

videos relating to their actionable calls. Citizens may access emergency services through webchat on this portal. The portal also acts as the Public Information Centre and disseminates information useful for public security. It also provides links to all social media presence of UP100. POLICE APP Mobile Police App has been designed for all field supervisory police officers to use the application to monitor events and vehicles in their jurisdiction. With a secured login id and password, field officers can view actions taken on particular event type, digitally view vehicles and monitor them on either available or dispatch mode. The introduction of supervisory module helps in management of emergency service at district level. This also gives a sense of ownership to field officers who are required to take cognizance of events recorded in their jurisdiction and evaluate performance of the PRVs. UP100 IS FUNDAMENTALLY DIFFERENT FROM DIAL 100 STATE LEVEL VS DISTRICT LEVEL: UP100 is a State Level Contact Centre for receiving distress calls relating to public safety. Dial 100 refers to a district level police control room, catering to one district.

SUPERVISION: UP100 has a dedicated organization to supervise operations and ensure quality of service. Dial 100 systems are supervised by local officers overburdened with other work. UNIFORM LEVEL OF SERVICE: UP100 provides uniform level of service to citizens residing in different areas of the State. Dial 100 systems differ in level of service provided to citizens depending on its local leadership, commitment, ownership, supervision and work processes. DIGITAL RECORD-KEEPING: UP100 keeps a detailed digital trail of all activities and responses at different levels, thus ensuring accountability across all levels. Dial 100 systems usually do not have such detailed audit trails. INDEPENDENCE FROM LOCAL POLICE: UP100 personnel responding to emergencies are directly under its operational control, thus free of local influences. Dial 100 systems are operated by district level police, usually drawing personnel from the jurisdictional police stations. SMART POLICE ORGANISATION In November 2014, Prime Minister of India Shri Narendra Modi exhorted all police organizations to become 'SMART'. He


emphasized that Police should be Strict and Sensitive, Modern and Mobile, Alert and Accountable, Reliable and Responsive, and Trained and Techno-savvy. GST is purported to bring in the ‘one nation one tax one rate’ system. Its effect on various industries will be slightly different. There would be multiple statues whereby there could be one for Centre and one for State similar to the present VAT laws which are enacted in each state. Actualy GST is a single tax on the supply of goods and services, right from the manufacturer to the consumer. Credits of input taxes paid at each stage will be available in the subsequent stage of value addition, which makes GST essentially a tax only on value addition at each stage. The final consumer will thus bear only the GST charged by the last dealer in the supply chain, with set-off benefits at all the previous stages.

A senior industry player emphatically asked, “How can you ask the consumer to pay Rs.28000 as GST on a sale of Rs. 1 Lakh? It’s just too much! Keeping in mind the federal structure of India, there will be two components of GST – Central GST (CGST) and State GST (SGST). Both Centre and States will simultaneously levy GST across the value chain.

Tax will be levied on every supply of goods and services. Centre would levy and collect Central Goods and Services Tax (CGST), and States would levy and collect the State Goods and Services Tax (SGST) on all transactions within a State. The input

GST rates for goods at nil rate, 5%, 12%, 18% and 28% to be levied on certain goods. Products like CCTV Cameras and Recorders, Burglar and Fire Alarm systems and other related security gadgets falling under Chapter 85 of the Harmonised System of Nomenclature (HSN), which are considered as life safety goods have been placed in the highest bracket of 28% in the GST!

What is shocking is that the government has clubbed these in the same bracket as entertainment electronics and other white goods. Significantly the government in its quest for developing its Smart City Projects’ will need an active assistance of private players in security industry for installation of CCTV cameras, alarm systems and other life safety systems and if these are bracketed with other luxury products with a slab of 28% taxation, the price of these will automatically skyrocket. This say experts will almost certainly result in people shying away in installing these products, leading to more insecurity. GST rates revised for 66 items when the GST Council met on


11th June 2017 (Sunday). There have been countless recommendations from states and industries to reduce the rates on certain items. Finance Minister Arun Jaitley said that the rates were revised because the main idea behind GST rates was to maintain the rates as close to the original taxes. In some cases, this was not occurring. In some items, the reduction was required because of the changing nature of the economy and changes in consumer preference. These items were earlier placed under high rates of GST (18-28%). On studying the list, it can be found that these items are necessities and not luxuries and so the GST council has reduced the tax rate on these essential items. For example, items like spectacles, exercise books and note books are a part of everyday life and cannot be placed in the highest tax bracket of 28% along with cars and cigarettes. In special economic zones (SEZs) will lose some inherent advantages because there is no provision for upfront tax exemptions in the GST bill but “GST” could also generate business for large and small IT companies as organizations across the country reconfigure their IT systems to adhere to the new tax regime. Till now the accounting software were restricted to just the Chartered Accountants, other than them everybody was either manually

doing the invoicing or were bound to the traditional ways of invoicing. So, with GST thing everybody has to come down to an invoicing platform. So idea is to make it as simple as possible, yet compliant. So, everybody can use it from a layman and being compliant as well to the GST norms. All services such as registrations, returns and payments will be available to the taxpayers online, which would make compliance easy and transparent. GST will help India improve its ranking in the ease of doing business. The major features of the proposed payments procedures under GST are as follows:

In light of recent horrific events, there is a critical need for people to feel secure – whether at work or at play, at home or when travelling. Hence the CCTV market has enjoyed a healthy growth for many years due to the many threats we continue to face both in our personal lives and our business activities. Governments and critical infra structure facilities too need to feel secure. This has led to escalating business at both ends of the spectrum: from mega surveillance systems to small-scale surveillance installations. Cities have now installed thousands of surveillance cameras within their limits, and retailers have installed hundreds of cameras in their stores and this trend will only continue to grow. Governments and research companies

are spending time, money and effort to provide security measures to mitigate terror and crime threats. According to a research report by ASIS (American Society for Industrial Security), USA spends nearly $300 billion a year on security, or two percent of its GDP. The vast majority of those funds however, till date, are earmarked for human resources such as is security guards, police and others. Only a very small fraction is spent on cameras and other security equipment. That should change with new technologies entering into the post video analysis market. Despite tremendous leaps since the birth of the CCTV camera 21 years ago, video intelligence has not yet reached fruition. The rather slow growth in this vertical thus far has stemmed from the general immaturity of the technology in post surveillance video analytics. This however should make giant strides within the next few years, in fact, quite immediately within a year or so, with an innovative new thought process and a consequent breakthrough advancement in real time as well as post analysis of CCTV camera feeds. When surveillance cameras first entered the market, their job was to simply provide an extra pair of eyes. But now we harness their processing power as well, giving them both brains and a memory, but under the watchful supervision of actual human eyes. In a contest between man and machine, it quickly becomes evident that intelligent network video alone will not work; from visual perception to attention span, from memory capacity to situational analysis, surveillance technology supervised and superseded by the human brain will continue to help raise the bar for the CCTV industry as a whole. Living in an increasingly explosive and dangerous world, the key to prevention and solving terror and crime will largely depend on what the cameras are ‘seeing’, and how

the data unleashed thereby is ‘seen’, and ‘interpreted’, a key thought process which until now has been completely overlooked, despite great strides in cameras themselves and some amount of artificial intelligence trying to find its place in video analytics. A PRESSING NEED FOR CHANGE This leads us to think as to why is the rate of crime increasing proportionally with the increase in number of cameras when in fact inverse should be the case. The trouble lies in the fact that despite research taking great strides in the quality of the cameras, and large funds being invested in artificial intelligence for post video surveillance, there are plenty of BASIC pain points that are being completely overlooked. The current pain points of the CCTV videosurveillance industry: • CCTV is ‘fit and forget’ • Actual footage from the CCTV is NEVER audited daily • Humongous data storage and band width requirements • False alerts, video blindness, poor situational awareness • No easy way to search through hours of video • No standardised reporting system of the same • Diverse, expensive, and complicated software, especially for small establishments and home users • No back up of video footage and easy retrieval thereof • No global standard of auditing of the data accumulated • No ease of sharing of such data What should be the outcomes or pay offs from CCTV? • Crime, loss, and fraud prevention • Solving crime faster • Enhancement of compliance, processes, and safety • Gaining better situational awareness • Obtaining actionable intelligence • Improvement of operational efficiency


• Improvement of staff performance, customer satisfaction, and salesWe continue to see acts of terrorism, violence, abuse of children, theft, other crimes, and process violations. WHY? This is because we FAIL to ‘SEE’ what the cameras ‘SAW’. So we now realise that despite huge research, a BASIC AND MAJOR FLAW has been overlooked. The last and the biggest missing piece of the post-video analysis is DAILY AUDITING. Hence, there is a PRESSING NEED for a Smart Back-Up, Daily Auditing, And Standardized Reporting System for CCTV cameras. Such a system should be created which can eventually benefit the user, viz., governments, law enforcement agencies, etc. in many ways: • Preventing and resolving crimes fast • Remote storage that will NOT require additional bandwidth (savings) • Effective disaster recovery • Data would NOT be overwritten, only relevant data storage • Ease of sharing footage data with law enforcement agencies • Audited data should be in a globally acceptable and standardized format • Due to only relevant storage, huge benefits should accrue to the user • Analysis of video content should provide actionable intelligence • Post facto video analysis should lead to better situational awareness • Fraud, loss, crime should be averted • Safety processes should be complied within the institution • Safety of the people, brand, assets should

be assured • Crimes should be solved faster, with ease of sharing of footage data with law enforcement agencies • Daily audit reports should deliver patterns that lead to business intelligence • Undisputed visual evidence • Investigation / forensics made easy • Lesser wastage Such a system eventually leads a commercial establishment to: • Customer and employee satisfaction • Insights into employee performance Thereby leading to an efficient workplace and increased productivity. THE INDIAN SCENARIO India has emerged as one of the most promising markets for electronic security systems in last six years. Amongst all electronic security systems, video surveillance systems have captured key share of the market pie. campuses and schools, infrastructure companies. About 87% of surveillance needs are for commercial purpose, whereas 13% are for residential. At times, Special Olympics may be hard work, but we still have fun.” Serving this event for some stemmed from serving their country. For example, Brian Miniter, is both a veteran volunteer and a U.S. Army veteran who champions that importance of paying it forward. “I have survived both Vietnam and Iraq, so I feel strongly that I should give of myself. I have been doing Special ¬Olympics for 39 years and it has made me a better person.”

1 llGoVision sponsored City Next 2017, a National Symposium from ISA Bangalore on Automation and ICT in Smart Cities organized on 26th – 27th May 2017 at Hotel Sheraton Grand, Bangalore. The Symposium saw many Companies come forth and showcase innovative and outof-the-box solutions useful for the Smart Cities of the future. AllGoVision showcased its Facial Recognition Solution along with Live Age and Gender Detection, and also showcased some of the Traffic Management Features like Speed Detection, Illegal Parking Detection. Live Crowd Detection and License Plate Recognition was novel and innovative for the audience. AllGoVision’s CTO, Mr. Raghavan Subramaniyan, was a panel member on the discussion, ‘IT in Smart Cities’ and talked about the Video Analytics Technology and its applications in Smart Cities. CEO, Mr. Ashwin Amarapur, took a speaking session which highlighted the various uses of Video Analytics for Smart Cities, Smart Buildings, Smart Traffic and Smart Retail.
