‘Make in India’ Creates Waves
The ‘Make in India’ should become a national movement if India wants to revive its manufacturing sector. Make in India is an initiative of the Government of India, to encourage companies to manufacture their products in India. It was launched by Prime Minister, Narendra Modi on 25 September 2014. Under the initiative, brochures on the 25 sectors and a web portal were released. Before the initiative was launched, foreign equity caps in various sectors had been relaxed or removed. The application for licences was made available online. The validity of licenses was increased to 3 years. Various other norms and procedures were also relaxed. In August 2014, the Cabinet of India allowed 49% foreign direct investment (FDI) in the defence and 100% in railways infrastructure. The defence sector previously allowed 26% FDI and FDI was not allowed in railways. This was in hope of bringing down the military imports of India. Earlier, one Indian company would have held the 51% stake; this was changed so that multiple companies could hold the 51%The government initiatives are helping the Indian manufacturer to change the mindset.’ Come, Make in India’! PM Modi’s aggressive push to revive an ailing manufacturing sector, has found resonance with India Inc. Single-window clearances, minimal procedures & cutting out of any red-tapism - PM Modi sees Make in India as a vital impetus for employment & growth. This idea needs to be promoted among all Indians and PIOs.

India too is a witness to Smart City trend, over the past several years, and with the economy expected to grow significantly in the years to come, this trend will only get accelerated further. And given the fact that India is today far less urbanized than several other developed nations with almost similar economic growth, it could only become more pronounced. According to a McKinsey Global Institute (MGI) report, India’s urban population is projected to increase from 340 million in 2008 to 590 million by 2030.However, this urbanization trend, is creating tremendous pressure on infrastructure of the existing cities, which in the first place, were never planned initiatives themselves. The reasons for this relate to tensions that exist between traditional ways of delivering infrastructure and newer approaches. Traditionally enterprises acquired their hardware from traditional vendors (Oracle ORCL -0.16%, EMC EMC +0.42%, IBM IBM +0.67% etc). These vendors had a tendency towards selling proprietary solutions which coupled hardware alongside software – customers had no option, and had no real awareness of where hardware stopped and software started. Then something happened. The rise of open source software, alongside visibility for the approach towards infrastructure that web-scale companies like Google GOOGL +0.61% takes made enterprises think about their options. Google is, of course, the exemplar for mixing commodity hardware (generally sourced directly from Eastern manufacturing companies and hence not attracting the margin that a “known” technology brand carries) with open source software. They developed ways to deliver huge efficiencies, massive redundancy and greater flexibility. 20

ndia is the second largest country in the world after China in terms of cities. There are 1,700 cities and towns in India. About 300 cities have population over 1,00,000. There are Seven Mega cities, which has population more than 3 million. Mumbai still is the most populated city in its 603 sq. Km. area followed by Delhi, Kolkata, Bangalore and Chennai. These statistics show the potential for City surveillance projects in India. According to a PWC report on City surveillance, “India’s vibrant democracy and healthy amalgamation of the socio- economic and cultural diversity is reflected in its diverse cities. An integrated surveillance system provides a safe and secure environment for the development and growth of these aspects. Schools, colleges, educational institutions, technical and infrastructural resources such as the airports, railway stations, power plants, refineries (including heritage and cultural buildings), and most importantly, its citizens are the source of a city’s energy. There is a growing recognition of the interconnectedness and the interaction between factors that spark and drive crises and the ecosystem of security management that handles these factors. Furthermore, there is greater focus on the high economic and social costs because of the lack of a robust security management methodology. There are four entities namely Detection and Integration, Analysis, Decision and Action. These four pillars form the robust model for a smart public safety and security in a city surveillance network.”

There are a few other cities that have tried to implement too, with Mumbai being the latest addition, however, there is a lot of apprehension and frustration surrounding any city surveillance project, and this leads to indefinite delays and subsequent incomplete deployment. Biometric instead of RFID: In the past few years, there has been a huge improvement in technologies related to the biometric due to highend security and ease of use it offers compared to traditional RFID. Today fingerprint technology is more popular among others but slowly organizations have started accepting palm vein, facial, retina due to its ease of use and being contactless. Integration is the Key: Today customers are using various devises like access control, time-attendance, video surveillance, fire alarm etc. in their premises. Maintaining all these devices separately is a herculean task for the admin/security people. The total investment in infrastructure in the plan is estimated to have been Rs. 55.7 lakh crore (or about $USD 1 trillion). Furthermore, investment in datacenters and multinational expansion is expected to increase. Apart from routine maintenance schedules, it’s prudent to monitor the key parameters like emissions -a regulatory issue and grave concern for environment, temperatures, discharge of waste, etc. Besides this, protection of the perimeter of the plant against any illegal intrusion is key to the safety. In large and environment critical installations as large as thermal plants, strict adherence to the process and regulations is a mandatory requirement to ensure smooth operations. All critical monitoring was carried out largely with physical and conventional security. This left security vulnerable to manipulations and potential sabotages. So, a complete and fool-proof security, independent of complete human intervention was required.

The Challenge: As the Metro Network Expands, Surveillance Needs Become More Demanding
Tehran Metro’s development of new lines involves a vast working area. In order to ensure the safety of this line’s future commuters, as well as the safety of its current workers, Tehran Metro required a surveillance system to cover the tunnels, platforms, and workshop areas of this rapidly expanding network. The Superintendent of Police (SP) of district of Junagadh was looking for a video surveillance solution for the city for two primary reasons – first to keep a watch on terrorist and anti-social activities in the city and secondly to assist the police departments as a proactive tool to detect and deter criminal elements.

The first phase of the project was

implemented to help monitor all major entry and exit points as well as other critical areas of the city of Junagadh. The solution consisted of AXIS P1343 and AXIS 215 PTZ-E Network Cameras, chosen for their high quality images and ease of installation. These were installed at eight different locations spread all over the city of Junagadh. The solution also included the implementation of a complete wireless
monitoring and storage facility at the Superintendent of Police headquarters in Junagadh.
Result
The Axis surveillance solution deployed across the city of Junagadh has helped the law enforcement authorities to monitor remote locations, including the city entry/ exit points and bypass roads, directly from the Superintendent of Police headquarters.
Junagadh Police Department’s efforts to use state of the art technology integration was recognized by the Director General of Police of State of Gujarat and further fund allocation has been sanctioned to be utilized in further upgrades of this initiative. Located in the Indian state of Gujarat, Junagadh attracts a large number of tourists and pilgrims who visit various historical locations as well as places of religious importance in the city. While there are more than 2000 police personnel deployed in Junagadh district, the city law enforcement authorities wanted to install a surveillance solution as an additional monitoring tool to assist police teams. The solution was intended to help monitor and keep a track of suspicious vehicular movement at the entry/exit points of the city as well as other critical locations. In the first phase, the team installed a total of 8 cameras, namely six AXIS P1343 Network Cameras and two AXIS 215 PTZ-E Network Cameras mainly chosen for their high image quality and ease of installation. While the installation posed a number of challenges due to the city’s hilly terrain and remote installation locations, the implementation has been successful and has brought about a number of benefits.

Further, the control room set up at the SP office enables round-the-clock, centralized and remote monitoring of all these locations instead of relying only on conventional methods of patrolling and local intelligence.
Deterrence of crime
All the cameras are installed outdoors and are intentionally not discreet, thus creating and achieving some level of deterrence as well, in addition to capturing suspicious activity. Therefore, the cameras automatically instill some discipline among the citizens and inhibit criminal activities.
Scalability
The solution is designed to allow easy scalability in the future, thus complying with Junagadh police’s requirement for scaling up the first phase of installation. The department foresees deployment of a minimum of 20-25 cameras in the next two phases. These will cover exit lanes, communally sensitive areas as well as important religious and tourist locations. The department is also looking at integrating other functions of city surveillance such as the possibility of integrating Automatic Number Plate Recognition System (ANPRS) systems and video analytics during upgradation in the future.

had a video surveillance system in place (with signals transmitted to a remote station) the security management was looking to upgrade its installed security infrastructure. The project’s goal was to add a redundant ring topology with high-speed connectivity for IP-video and data transmission over single mode fiber to the network. Furthermore, the communications solution needed to be able to cope with an extended operating temperature. After consulting different manufacturers, UTC Fire & Security and their fiber equipment was chosen as they best met the stringent requirements of Udine’s security management.

switches are industrially hardened, meaning that they are able to cope with extreme outdoor weather conditions, ranging from -40°C to +75°C. Furthermore, the PoE managed industrial ethernet switches are equipped with multiple redundant ring technologies and are designed to operate reliably in electrically harsh and climatically demanding environments. The fiber optic cabling now connects all installed devices and allows video footage to be transferred over distances of up to 120 kilometers per fiber link. As fiber is the optimal choice for highspeed, noise-free signal transmission over long distances, this medium was the preferred solution for the city of Udine. According to Mohan, “This first collaboration between the Al Fitaihi Group, Okaz International and Hikvision has been a great success. A large factor in this is the very high quality of the Hikvision products and it is fitting that some of the Kingdom’s most valuable jewellery is being watched over and protected by some of the world’s most advanced technology. “Having secured Al Fitaihi’s most prominent store in Saudi Arabia, we are already evaluating other opportunities to place more and more Hikvision products in their branch stores as well.”
Okaz International chose the Hikvision DS-2CD754F-E(I)(Z) network dome camera throughout the store, installing all 75 of them into the ceiling using the DS-1227ZJ mounting, which allows the lens within its glass dome to show below the ceiling but hides the body of the camera completely. Already a small and neat camera, in this configuration the DS-2CD754F-E(I)(Z) projects just 50 mm.
Naturally, Al Fitaihi’s brief specified a copious amount of storage but, just as the camera had to fit in with the décor, ease-of-use for the security staff was a major consideration for the NVRs. Therefore, we installed six Hikvision DS-9632NI–RT NVRs, each of which offers video recording of up to 32 channels of 5 megapixel video and partners perfectly with the 3 megapixel DS-2CD754F-E(I)(Z) cameras deployed throughout the store. Playback ease-of-use is equally impressive, with HDMI or VGA output of up to 16 synchronous channels at full HD 1080p resolution. Network connectivity is not an issue either, with each NVR offering dual gigabit network interfaces and storage capacity and security will not present a problem with support in each unit for up to 8 SATA drives of up to 4 terabytes each and RAID 0, RAID 1, RAID 5 and RAID 10 disk array support.

aldosta State University, a large, open, university campus in southern Georgia, with more than 11,500 students spread across nearly 50 buildings, wanted to upgrade and expand their existing analog video surveillance system. Campus management needed to cover new building additions to their facility, as well as begin the migration toward a substantial IPbased, integrated camera system. Located equal distance from Atlanta and Orlando, the Valdosta State University campus boasts beautiful Spanish Mission architecture nestled among pines and palms. Its campus lies at the heart of metropolitan Valdosta, a city with true southern charm. A long time proponent of video security, Valdosta State University began their deployment in 2005 with 76 Pelco analog cameras and several DX Series digital video recorders (DVRs), with the purpose of increasing the safety and security of the university’s students, employees and visitors. A few years later, the university’s video system became the

responsibility of VSU’s Information Security Department, where the system has grown almost 700%. In late 2008, VSU began using Digital Sentry DVR systems to cover the university’s two parking decks with more than 125 cameras. Last year, VSU began the transition to a Pelco Endura IP VMS platform of camera deployment across geographical and network locations, and missioncritical reliability and stability. Additionally, university management wanted to take advantage of the Endura system’s advanced video analytics for future facility planning. According to Brian Haugabrook, Chief Information O Valdosta State University, the 2013 deployment of the Endura system replaced 67% of the DVR and Digital Sentry-based video surveillance systems, and increased the overall number of cameras by 70%. The number of cameras and the scope of video coverage have grown at an outstanding pace since the
transition to the Endura platform and its ease of deployment. “A few of our initiatives include using video analytics to provide strategic data which will allow administrators to make better decisions in meeting campus needs,” said Haugabrook. “T used by University Police to better ensure the safety of our students, employees and visitors. After verifying that the Endura system could store video on separate NSMs based on separate data classifications, officials began deploying Pelco cameras along with other recording equipment within the mock nursing clinical areas of VSU’s 140,000-square-foot Health Sciences and Business Administration building.

They have been a great partner in the overall transition and have been a key element for our pilot Nursing clinical cameras for instructional use,” added Haugabrook. “David Kolodkin with our Pelco distributor, SpecPoint, has been great to work with as we transitioned from analog to IP cameras.” VSU has sent a technician to Pelco Endura training and will be sending a second employee this year. Haugabrook explained that the Endura training provided an excellent corner stone for many of their designs and management processes for the Endura system, which has saved the university a good deal of time and money.

Command: The city’s Operation Room should have an integrated view of cameras, traffic, emergency resources, rescue vehicles, incidents and events. In addition, critical supplies such as electricity, water, telecommunications and food should be easily accessible and tracked real-time. Mapping should not just be a static phenomenon to identify a location, but should enable geospatial referencing of all connected devices, resources and citizens. Control: The Control function from the Operations Room should not be a mere wireless radio activity, but should evolve into deployment control and response management procedure. The Operations team should have complete visibility and control into the detection and resolution of an event. Collaboration: There are numerous collaboration agencies when it comes to city management. From critical supplies to emergency resources such as Police, Ambulance, Traffic and Fire, the response value chain should be collaborative, in its true sense. These resources should be available with just a simple click, or a touch, as would the modern-day technology of smart phones demand. Traffic challans should be issued based on owner’s past history, vehicle authentication and kind of violation through real-time access to the database
of transport authorities. One important piece of collaboration that is most often ignored is the citizen involvement. Citizens should be an active part of any city administration. With latest cellular technologies, the Operations Room can have multiple eyes and ears through video, audio, image and text inputs from citizens, real-time. Communication: The Operations team should have the complete disposal of telephony, mobiles, wireless radio and PA devices. The resource vehicles should be tracked real-time for location, speed and coverage. Intelligence: Video technologies these days are quite advanced that a camera is no longer a static video recording device but is as an intelligent image processing system, thanks to sophisticated backend software. From Abandoned Baggage Detection to Sterile Zone Monitoring, from Crowd Gathering Detection to Facial Recognition, from Parked Vehicle Detection to Wrong Direction Identification, video analytics has indeed been revolutionized over the last decade. But that is only one part of the intelligence story. Imagine a citizen clicking an image of a gathering crowd and it reaching the Operations Room with live feed from the nearest street camera. Now imagine the crowd gathering phenomenon being triangulated against social media by analysing SMSes, Facebook and Twitter feeds. ccording to research firm IHS the worldwide IP video surveillance market now exceeds analog video system sales in North America. The long-predicted trend that has been discussed since the first IP video camera was demonstrated in 1996, is here. What are the implications of this for the access control market? Physical security as we have known it is being redefined. Unfortunately the days of leaving your house door unlocked have all but disappeared. Today uncertainty and unrest have changed the views on security to include not just a locked door, but in critical environments, multiple layers of security. Not only are we locking the door, but we want to see who is at the door or moving anywhere nearby outside the door. In essence customers want to “video enable” the door. According to BSRIA’s 2011 World Security Report, 80% of access control installations now include video. Control Centre. The MSI selected for implementing the Smart City Project could be the Systems Integrator for some areas and appoint and monitor other Systems Integrators for the remaining areas. However the entire responsibility for delivering the project will be with the MSI. Allied Digital is a recognised Master Systems Integrator for ICT and Physical Safety and Security systems having successfully commissioned several such projects across the country. Allied Digital is presently executing the Pune City Surveillance Project that spread across 500 Sq Km area where around 1400 IP Cameras will be installed. The system also includes Automatic Number Plate Recognition System (ANPR) for recording vehicle number plate and Video Analytics for detecting, alerting and recording traffic violations such as wrong lane driving, No Entry violations. Recorded Video clips of traffic accidents can be used as evidence during investigation. The infrastructure for the video surveillance in Pune is scalable and can be shared for deploying the Smart City Project. For instance the network devices (switches) at various junctions in the city can be used for integration with the air quality detection sensors that will record
the concentration level of gases such as Carbon Monoxide and Sulphur Dioxide at the location that causes health hazard. These sensors will provide real time data on air pollution across the city that can be analysed and used for warning and for adopting appropriate air pollution control measures. Similarly other sensors that monitor temperature, Humidity, and traffic Volume can be connected to the junction network devices for acquiring real time data from the site. The acquired data from various agencies in the city will be used for Big data analysis that yields valuable information for making informed decision by the relevant authority. This will enormously benefit the Citizens with improved quality of life and efficient administration. Prime Minister Narendra Modi’s directive for setting up 100 Smart Cities in India is a step in the right direction that will accelerate the development of cities leveraging on the resource optimisation and efficient operation of various agencies delivered by this technology. Smart City projects will certainly form a crucial foundation for economic development of the country and its early adoption will accelerate this process.

dvances in access control have been a bit slower to happen when compared with other sectors in the security industry, such as video, where the advent of IP technology has caused dramatic and transformational change. Spurred by that momentum, the migration to IP technology is also making definitive waves in the access control market, where integration has become essential, costs have come down and new technologies have become available. A product’s ability to integrate, its capacity for saving large amounts of data and accessibility to new technologies has become important to integrators and end users, as has ease of installation and use.

So when it comes to access control, what are some of the top trends to pay attention to? One change within access control and video is a shift from integration to unification. With integrated platforms, the access control and video systems work together, but may still have multiple user interfaces, some operational incompatibilities and/or use multiple servers. A unified access control/video platform can allow for a single server system, provide richer features and lower the overall cost of ownership. Among these increased capabilities is access to deeper sets of analytics and reporting, 82
Another significant evolution has been the adoption of wireless locks. As prices have gone down enough to become accessible to all sizes of businesses, they provide the same security as traditional key-based solutions with the added benefits of accountability and auditing. With a wireless lock, specialized access for each employee can be created, such as in a hospital pharmacy for a low cost. The cloud is making waves in access control, as it is in most industries. Concerns remain however, regarding data privacy, bandwidth usage and local accessibility of data in a disaster scenario. In a new report by research house IHS, data shows that adoption of cloud storage for access control systems will remain slow until these specific areas are adequately addressed. Despite these concerns, hosted and managed solutions
are growing in popularity, due to their ability to access the power of the cloud. Enterprise access control is another developing trend. Customers want a single source for information, and there are very few brands in the field today that can offer that. Really, any business with a WAN system can benefit from using Enterprise access control. Without an Enterprise approach, customers are at the mercy of WAN communications, which can be slow, especially when generating reports and using analytics features. There is no question that biometrics has been the “it” technology for some time. So far, high costs and reliability issues have kept its scope relatively small, but in recent years technology and adoption have increased. Even as the International Women’s Day approached on 8th of March, a series of horrific incidents of crime against women continue to be reported from different parts of India including the commercial centres of Mumbai, Delhi, Bengaluru and Kolkata. India has recently been ranked as the 4th most dangerous place in the world for women, by India Today. very single day single women, young girls, mothers and women from all walks of life are being assaulted, molested, and violated. Both government and corporations have acknowledged the gravity of the situation. India has taken a number of steps, including toughening its laws, in an effort to rein in sexual violence, but attacks continue. Activists argue that legal system is slow to prosecute rape cases, but officials say the number of rape cases have increased because of the awareness on the part of the victims, who come forward to lodge complaints. However, only 15 percent of rape victims actually report the crime to the police. Implications for organisations: Securing the workplace Office premises: Installation of cameras at vulnerable spots like elevators, lobbies, parking areas etc. for vigilance and deterrence. In transit: Companies operating during the day-hours should encourage their employees, particularly women, to leave premises before dark. They could be told to work from home, if required. Organisations that operate 24*7 e.g. ITeS, call centres, hospitals etc. should provide company transport to their employees. They must be accompanied by a female escort even in company-provided transport.
Outstation: Organisations must have a list of hotels available at the travel desk. These hotels must be vetted by the organization and rated as per safety and security standards. The hotels must be identified in every budget category entitled to the staff and the staff must mandatorily be accommodated in the hotels preidentified as ‘safe’ by the organisation. To ensure safe transit, local transport should be arranged by companies local travel desk or through the hotel where the employees require staying. Internal policy: The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013: The Act is enacted by the Indian Parliament to provide protection against sexual harassment of women at workplace and prevention and redressal of complaints of sexual harassment and for matters connected therewith or incidental thereto. Internal Complaints Committee: The Act makes it mandatory for every employer to constitute an internal complaints committee (“ICC”), which accepts the complaints made by any aggrieved women. The members of the ICC are to be nominated by the employer and ICC should consist of i. A Presiding Officer, ii. Not less than two members from amongst employees preferably committed to the cause or women or who have had experience in social work or have legal knowledge and iii. One member from amongst non-governmental organizations or associations committed to the cause of women or a person familiar with the issues relating to sexual harassment. In order to ensure participation of women employees in the ICC proceedings, the Act requires that at least one-half of the members of ICC nominated by employer are women. Local Complaints Committee: Provisions are provided under the Act
to form Local Complaints Committee (LCC) for every district for receiving complaints of sexual harassment from establishments where the ICC has not been formed due to having less than 10 workers or if the complaint is against the employer himself. Complaint procedure: The Act stipulates that aggrieved woman can make written complaint of sexual harassment at workplace to the ICC or to the LCC (in case a complaint is against the employer), within a period of three months from the date of incident and in case of a series of incidents, within a period of three months from the date of last incident. If the aggrieved woman is unable to make complaint in writing, reasonable assistance shall be rendered by the presiding officer or any member of the ICC (or in case the aggrieved woman is unable to make complaint in writing to the LCC, the reasonable assistance shall be rendered by the Chairperson or any member of the LCC) for making the complaint in writing. Beyond the workplace Training: Women employees should be formally trained in safety awareness and self-defence since other safety measures may not carry beyond the eco-space controlled by the company. Sensitization sessions should also be conducted to create awareness about the legal rights available to them. Conclusion While complete eradication of crime against women might not be a realistic expectation given the deep entrenched societal flaws, lack of reporting, distrust in judiciary, efficacy of law enforcement agencies or the lack of it and other challenges; organizations can institute mechanisms and practices that will go a long way in safeguarding their women employees.

We are driving ‘mission safe India’ through the Fire Officers Association of India and Secutech is a launching platform to propagate and drive this cause amongst the security industry. I could see a lot of improvements as compared to the past shows, my suggestion for future will be to involve more stakeholders and bring forth different tracks on specialized subjects so that all experts and panelists come together to create some recommendations, that can be submitted to the government and can act as the way forward.

e are proud to share here at Secutech India that L&T is executing one of the largest city surveillance projects in India, may be in the world, I’m not sure. It’s setting up about 6000+ CCTV cameras in 1500 locations in Mumbai and have successfully completed Gandhi Nagar and Baroda and Sabarmati jail putting up 500 cameras and there is this ready case study which tells the operations in our control centers, so as to effectively monitor the cameras that we have installed. We did the Mumbai, Delhi, and Bangalore Hyderabad Airports along with Dubai seashore wherein complete surveillance has been done by L&T. Smart city concept is the expansion of what we have been doing already and it’s like an IT park that is probably transferred into a city that we may call a smart city. A smart city has important ingredients like security solutions, traffic management, fiber optic cable laying, in-terminal equipment, renewable energy, smart grid all that are used in Airports, Metros and IT parks and this is to inform you that L&T is extremely well positioned to carry out smart city projects.

Overall concept is how we will integrate it with various stakeholders in the process. The Indian economy is growing at much faster rate. India is going to overtake China in about three or four years down the line and because of this there is rapid administration is happening in all the cities at much faster rate. There is increased security threat due to various topographic reasons from different terrorist groups. This is the driving force in enabling the smart cities.
