Security 50 Rankings Shows the Leaders I had received a&s India’s the latest December issue. The Security 50 Rakings featured in the issue shows the recent upheaval in the security industry. It highlights the winners, who are leading through innovation by decoding market realities. This year’s Security 50 rankings again proved the year 2013 was another fruitful year. The top 50 companies grew 8.2 percent on average. Even without very dramatic growth, it symbolizes that 2013 indeed was a turning point for the whole industry. The result proves that the top 50 companies grew quite steadily in 2013. However, the figure also shows a slight slowdown, compared to the average 12 percent growth in Security 50 reports, per year, after 2010.Multinationals among the top 50, which mostly develop multiple security systems, ranging from video surveillance, access control, and alarm, grew exponentially and have become much more profitable compared to our findings in 2012 and 2011. In 2013, they grew 15.6 percent, compared to 9.5 percent in 2012. Their profit growth is 15.7 percent on average, double compared to 7.1 percent in 2012

Time to Focus on Education Security The ghastly terror attack in Peshawar’s Army Public School has brought the focus on issue of education security. Figures released by the Indian government in 2011 show that there were 5,816,673 elementary 18

school teachers in India. As of March 2012 there were 2,127,000 secondary school teachers in India. Education has also been made free for children for 6 to 14 years of age or up to class VIII under the Right of Children to Free and Compulsory Education Act 2009. These figures show the scope for security solution providers to offer their services. The education security should be given top priority to secure the future of students.

Peshawar Army School Killings Show Real Face of Terrorism This year has ended with a horrific, senseless attack on schoolchildren in Peshawar. The images of terrified, bloodied children fleeing in their little green school sweaters will continue to haunt our collective consciousness. The whole world is mourning for the killings of 132 children and nine staff members. Only prayers and condolences won’t help. The demons of terrorism need to be eradicated by stern resolve to fight terrorism by all means necessary. I sincerely hope that India adopts a zero tolerance policy for the cases involving terrorism. Fire Safety Audits for Mumbai Buildings The Mumbai fire brigade received around 7,500 calls for blazes, both major and minor, in the past two years. By contrast, BMC records show the fire brigade has inspected just 6,838 of the 2.9 lakh buildings in the city since October 2012. Of these, 4,453 have been sent notices for violations of fire safety rules. What is alarming is that only seven buildings have faced prosecution. Most recently, an inspection report into the December 15 blaze at Mumbai Central found several inadequacies in its fire prevention preparedness. Keeping this in mind, the department is now working towards setting up a new inspection cell that comprises 99 officials whose only duty would be to inspect buildings and slap notices if norms are flouted and prosecute those responsible.

Hikvision Hosts Trip to China for Key European Customers

L&T Construction and L&T Infotech, both subsidiaries of Larsen & Toubro, India’s largest engineering and construction major, have been selected for City surveillance project in Mumbai city. The companies, which quoted Rs.950 crore, were the lowest bidders for the project. They will install about 6,000 closed circuit television (CCTV) cameras across the metro.

In 2014 a&s Security 50 ranking 6th place, Dahua Technology moves three spots forward from the previous ranking. According to a&s Security 50 report, Dahua sustained double-digit revenue growth 53.2% growth in 2013 which is the highest among the top 10.

Hikvision, the world’s leading supplier of video surveillance equipment and solutions, recently hosted a diverse group of European customers at the company’s headquarters in Hangzhou, China.

The Maharashtra government had decided to strengthen surveillance in the metro by installing CCTVs following the terrorist attacks in 2008. This was the fourth effort, following three failed attempts, by the State government to seek bids for the project. Conceptualized after the 26/11 terror strikes, the project envisages a state-of-the-art video surveillance network across city roads on the lines of the Ring of Steel in London. The tender process for the project has got mired in controversies. After the terror attack on the metropolis on November 26, 2008, the state government set up a highlevel committee headed by former chief secretary Ram Pradhan to probe security loopholes and recommend measures to improve the performance of the police. One of the major recommendations of the Pradhan committee was that the government should install a comprehensive network of CCTVs not only in Mumbai, but also in Pune, Nagpur, Nashik and Aurangabad. 20

The government may be inviting the Americans, Chinese and Japanese to invest in India, but just one person is ready to put in Rs 1 lakh crore over the next five years. Enthused with the new government’s spirited approach towards new investment, a prince of Qatar, Hamad Bin Nasser A A Al-Thani, member of the ruling family, is looking at investing the sum in at least 10 smart cities.

According to a person working for Hamad, the two recently registered a company, NRS Enterprise, in India through which the investment would be routed. “Prime Minister Narendra Modi’s ambitious ‘smart cities’ project has caught the attention of the prince. The investment will be made over the next five years,” said the person. The investment announcement came after the two partners met Uttar Pradesh chief minister Akhilesh Yadav on November 20 and his Andhra Pradesh counterpart, Chandrababu Naidu, on November 22. 22

The Union government has decided to support the development of 100 smart cities in the country. According to the high power expert committee (HPEC) on investment estimates in urban infrastructure has assessed a per capita investment cost of Rs 43,386 for a 20-year period. Their estimates cover water supply, sewerage, sanitation and transportation.

Samsung Electronics announced that it has entered into an agreement to sell its shares of Samsung Techwin to Hanwha Group. With the stock purchase, Hanwha Group will become Samsung Techwin’s largest shareholder. The transaction will strengthen Hanwha Group’s position in the defense and security industry. The news of the agreement comes on the heels of another record sales year for Samsung Techwin, as the company continues to deliver innovative video surveillance solutions with the highest levels of performance and value.

The Indian Space Research Organisation (ISRO) recently made the headlines with the success of the “Mangalyaan” Mars Orbit Spacecraft, the first space agency to do so on its first attempt. ISS CVS provides transportation, vaulting and security related to cash and valuables. The firm has 6,000 employees and in 2013, it reported revenues of Rs 180 crore. The divestment is part of ISS’ continuing strategic focus on core activities and it will use the funding to further deleverage its balance sheet, it said. ISS separately operates facility management services in the country. The cash management services business includes replenishment of ATMs, doorstep banking, transportation of bullion, cash in transit and cash processing services to banks, public utilities and retailers. The university also has several smaller satellite campuses. Like any city, WKU has a vast infrastructure, which includes a heating plant, health services, road system and police force.

arely is the integration of law enforcement and education facilities as seamless as when a university or school system deploys its own police force. While many campuses and schools are too small to merit their own security staff, the larger deployments can be instructive for smaller institutions where communication with local law enforcement is the primary line of defense. Longtime Milestone Systems customer Western Kentucky University has been an innovation leader in the use of open platform video management software to bring added services to the campus in innovative ways and aid in the protection of its student body and employees. between the university’s IT Division and its police department, based on a foundation of the Milestone open platform VMS, has been central to the university’s successful video surveillance services. Moreover, according to Jeppie Sumpter, Director of Communication Technologies at Western Kentucky University, the university’s decision to institute an open platform system that is easily scalable has allowed them to integrate new technologies and address new requirements as needed. “The world has changed considerably since we first implemented our system,” Sumpter noted. “Since 2011, the community we protect — and indeed those we protect against — have become better connected.

Each of its many departments has a unique set of requirements for a video surveillance solution. Meanwhile, a small team in the IT division must be able to plan, deploy and manage all these different surveillance solutions. A key objective of Sumpter’s WKU strategy has been to bring all constituents of the life safety team onto one extensible, scalable domain that is as reliable and stable as it is progressive. Constituents have varying needs and levels of technology sophistication, but the Milestone open platform enables Sumpter and his team to serve as consultant, integrator and central system management and offer software-as-a-service for multiple campus departments and initiatives. The IT division’s network team at Western Kentucky University started

out using Milestone’s open platform video management software XProtect Enterprise, but upgraded to XProtect Corporate, which allows them to deploy custom solutions for different departments throughout the university. Over time, they have installed cameras as needed among nearly 30 departments, each with different requirements. They now have roughly 500 IP video cameras around the campus. The team uses various XProtect add-ons, such as XProtect Smart Wall, for additional advanced features and leverages Microsoft Active Directory for managing user permissions. The central management application allows the team to perform most management tasks from one piece of software, making it possible for a small team with limited resources to maintain such a large deployment with ease. IT handles the video surveillance projects end-to-end in-house. The backend pieces in use are common-offthe-shelf (COTS) hardware leveraging direct attached storage arrays for each recording server. This methodology has been cost effective while still retaining critical qualities of performance and scalability. If one of the main recording servers fails, the backup server

automatically takes over. This is a native function of the software.

As is common with the porting of new technologies to diverse nontechnology departments, ease-of-use was a critical consideration from the start. “We shouldn’t expect officers and non-technical staff to gravitate to a technology and actively embrace it unless it’s intuitive and easy to use,” Sumpter adds. “These individuals have so much new information they have to absorb each day that cumbersome or unreliable technology simply will not fly. With each deployment project, the Western Kentucky University team sets aside time to train new users working with the XProtect Smart Client software. They found that anyone who has used a computer is comfortable right away. Sumpter notes that many new users get started without any training needed but we want to help ensure they are using it as efficiently as possible to meet their needs. The software allows WKU to easily organize users and departments into different groups and profiles, each with potentially unique permissions. This is an environment where many separate clients with diverse needs run off the same, “unified” backend. A user can be assigned access to a very specific set of cameras, and they do not have to be aware of the other users and cameras on the XProtect deployment. The software leverages Microsoft Active Directory, allowing the roles to rely on user credentials that have already been created in Active Directory. “It’s extremely easy to create and organize these roles,” says Sumpter. “We don’t have to create and maintain users because they are already in our Active Directory implementation and it all ties www.asindia.in 6565 www.asindia.in

together very efficiently.” Each internal university “client” typically has two or three people assigned to operate XProtect for their group. In this environment, many of those clients have limited need or resources for live monitoring Instead, video data is stored in case there is an incident that requires the department to go back and review the recording. According to Sumpter, confidence in the performance and reliability of the system has benefitted his relationships with his “clients” in other departments, allowed for a culture of collaboration and cooperation, and enabled his team to look to the future and take pre-emptive design steps to make the system stronger. “The software is stable and reliable,” says Sumpter. “XProtect Corporate allows us to focus on the design work and fieldwork, which is especially important given our limited personnel resources. We can focus on our services and support our clients without worrying about having to babysit the software.” Sumpter cites the central management application as a key feature that allows such a small team

to manage a large video surveillance deployment, in addition to performing all their other roles on campus. They can handle nearly all management functions from a single application, he explains, and credits the Milestone Federated Architecture as especially helpful for managing remote campus situations. “We don’t need to move around to different boxes, bounce between different apps and RDP into servers. Milestone provides a nice management tool for a system that is designed to scale flexibly,” says Sumpter. As the network team rolls out more IP surveillance solutions around WKU, they continue to see people discovering different ways to leverage the system. The campus police department is one example. Going beyond basic surveillance, Sumpter’s team has added a range of automated features that vastly improve usability to aid in their mission to provide campus safety. For instance, XProtect has been integrated with the campus emergency phones. Pan-tilt-zoom (PTZ) cameras are placed in strategic locations, with presets defined for the areas surrounding the “e-phones.” When someone activates an emergency

phone, XProtect automatically displays the location’s live camera feeds on the monitor wall, leveraging the XProtect® Smart Wall add-on. As the police operator takes the call, he or she can monitor the situation while officers are dispatched. At a remote campus that relies on the local city’s police force, activating the emergency phones also triggers instant notifications to key contacts within the city’s police department, alerting local police via emails with image snapshots and text messages. In another example of the system’s versatility, the university and local city planners had expressed a need to gather data for traffic planning purposes. They wanted one week of video covering specific locations around campus so they could evaluate the use of certain crosswalks and intersections. The network team used temporary mounts and spare cameras to quickly set up the solution, essentially at no out-ofpocket cost. After a week of recording, they simply exported those video feeds so the planners could analyze the video and decide whether certain areas should or should not have crosswalks, stoplights, etc. The team has also set up similar solutions to monitor construction projects. In addition, the university is exploring mobile video surveillance on campus buses, and the addition of interactive maps to allow operators an easy way to navigate instinctively across the campus. “Even though we’ve come so far and accomplished amazing things since my team and I first looked at the VMS marketplace for a solution to our IT-based security needs, sometimes I feel like we are just beginning,” says Sumpter. “That’s a good thing though; we are always asking… what else can we do? It’s an exciting time because there are so many things we have on our list to tie multiple systems, solutions, and groups together leveraging Milestone as the glue.”

Uka Tarsadia University is located in India’s northwestern coastal state of Gujarat. Due to the location, historical footnotes, and other environmental factors, Gujarat is one of India’s primary economic hubs. Since Uka Tarsadia University is considered one of this state’s elite centers of learning, it was vital for this facility to be safe. Ketan Patel, owner of Master’s Mind Technologies noted, “This solution was unique in the sense that the Maliba Campus was a blank slate - the campus did not have any existing CCTV solution when we began.” Patel explained that generally in large-scale projects such as this, it is often a case of upgrading an existing solution - not building one from scratch. “This presented both opportunities in the caliber of solution we could offer, as well as potential drawbacks. Namely, the costs associated with building a solution from the ground-up and cost of

While fiber-optics are expensive, multiple PoE switches helped reduce the costs associated with installation. Importantly, this setup allows state-of-the-art video transmission, as well as providing an easy platform for any future upgrades that the university may request. However, the lynchpin of the solution is a pair of Hikvision camera models: the DS-2CD2112-I 1.3MP IP66 Network Mini Dome Camera and the DS-2CD2012-I 1.3MP IR Mini Bullet Camera. The DS-2CD2112-I IP66 Network Mini Dome Camera was primarily tasked with the interior of the campus. Patel stated, “This camera’s 720p realtime video is much better than analog, which obviously serves the school’s security goals to a higher degree. Patel was referring to Hikvision’s ability to help modify the camera’s lens. Out-of-the-box, the DS-2CD2112-I is equipped with a 4mm standard lens. This 4mm lens provides 75° of coverage. However, due to the specific dynamics of many of the school’s classrooms, a wider field of coverage was needed. In conjunction with Hikvision engineers, Mr. Patel instead placed a 2.8 lens on the DS-2CD2112 to provide 90° of coverage - enough for the entire classroom. Furthermore, while some indoor facilities are lighted overnight, the majority of classrooms are not. In this instance, “the up-to 30m of IR visibility is invaluable for proper surveillance in off-hours,” added Patel. Ironically, outdoors, the vast majority of the environment is lighted, thus reducing the need for the DS2CD2012-I 1.3MP IR Mini Bullet Camera’s identical 30m IR range. However, the unit’s 1.3 megapixel high resolution is vital for university IT personnel to quickly identify a possible threat, regardless of time of day. Additionally, the DS-2CD2012I’s IP66 rating is critical to withstand

Whether security personnel are monitoring from their desktops or from their smart phones and tablets using ACC Mobile, they can quickly locate and assess certain incidents. “The Avigilon Control Center software is a tool that enables our security and management team to be more efficient in their jobs,” said Rochon. “Our staff can view video, both live or recorded, and immediately address situations.” Rochon attributes the software’s ease-ofuse and advanced playback and search functionality as the ACC software’s key benefits. “We used to literally spend hours searching individual camera footage on local DVRs to hopefully find anything useful,” Rochon said. “Now, it takes less than a minute to achieve significantly greater evidence. Minimize Theft

With over two million annual skiers and snowboarders, as well as 1500 fulltime and 3500 seasonal employees, minimizing theft was a challenging task for Whistler Blackcomb. Since deploying the Avigilon HD solution, the security team at Whistler Blackcomb has been able to effectively protect the resort’s retail and rental stores, inventory locations, public loading areas, financial vaults, employee service areas, and numerous doors and gates. The resort has also been able to use the high-definition footage to identify and prosecute individuals who commit theft. “With each camera installation, it gives us greater evidence to apprehend the culprits as well as deter those that may be contemplating such actions,” said Rochon. “Our local

RCMP (Royal Canadian Mounted Police) detachment doesn’t hesitate to request video evidence anymore since we have installed our Avigilon cameras.” Almost immediately after deploying the Avigilon solution in the ski rental shop at the resort, the security team was able to catch two individuals stealing expensive snowboards and equipment. “Because of the clarity of the image captured, we were immediately able to clearly identify our suspects and push that picture out to all our managers in the area,” said Rochon. “The perpetrators tried to flee Whistler quickly and it didn’t work for them.” The Avigilon solution also positively impacts the resort’s ability to affect the costs associated with vandalism and theft. Once the resort completes its Avigilon camera expansion, Rochon estimates Avigilon’s end-to-end solution will help Whistler Blackcomb recover $250,000 worth of product per year. “All in all, we probably have half a million dollars worth of theft or damage to property that shouldn’t occur,” said Rochon. “Avigilon will not only help us cut that cost in half, but it will also lower our liability insurance cost.”

Crooks –Always A Step Ahead The crooks that have matured and got sophisticated over period of time look out for such tiny loophole to get into the system and exploit it to their benefits. As the saying goes, “The good guys need to be right all the time. The bad guys need to be right just once.” Organizations tend to protect themselves from high level security breaches but often small security glitches at the site goes missed; and that is exactly the gap the crooks look out for to use it to their advantage. Let us explore some common security loopholes in the Data centre

industry and ways in which it can be prevented. Yes, when we say the ways in which it can be prevented, we talk about our product. No point in beating around the bush, right? Mechanical Cylinder in Swing Handles – Basis of Security Threat In case of individually locked Server Racks at the Data Centre, each rack enclosure has a Swing Handle its own Mechanical Lock in-built into it. As in any mechanical lock, the cylinder of the lock can be picked or tampered giving unauthorized access; and to add pain to the injury there is no tamper evidence of unauthorized access with mechanical locks. The problem is not only with the mechanical locks; but equally with its partner in crime - the mechanical keys. Keys can be duplicated; and the problem gets compounded with lost keys or keys left with former employees. The only painful solution is to change the server enclosure lock to protect any data security loss or any other security vulnerability. A lot of biometric systems are now being installed on the server enclosures but they come with their own set of problems; the most important being ensuring UPS backed power supply to the biometric reader. And such systems can be installed only in new installations as such systems cannot be retro-fitted into existing data centers enclosures. Easy Access into the Access List Data is sensitive and immensely precious but the lower level staffs do not always value or rather understand the importance of it. The physical guards do not do a lot of thinking


before putting someone on the access list. A lot of sub-contractors enter the premises for various reasons and they unnecessarily become part of the access list. E.g. A HVAC service contractor shows up and says, “I need to get inside to service the Air Conditioner”, and the guard without second though adds him to the access list; as the sub-contractor has equipment installed in the data center which the guard assumes needs to be serviced. The servicing may or may not be required but the contractor finds his way into the Access List. Same applies to the cleaning staff and other service engineers. Thus we see that such a system is compromised as the sub-contractors may gain access the server by picking the lock; or with the help of a duplicate key he might have

obtained through his own deceitful means. If an unauthorized person gains access to the server, it could mean loss of sensitive data worth millions along with loss of reputation and customer confidence.This will be a real nightmare. Is this something you would want that to happen? Of course not. Hence; The Proposed Solution: Sellox B.V. A video coding format is a content representation format for storage or transmission of digital video content (such as in a data file or bitstream). Examples of video coding formats include MPEG-2 Part 2, MPEG-4 Part 2, H.264 (MPEG-4 Part 10), HEVC, etc. The existing standard H.264 offers 40%50% bitrate reduction over MPEG-2, yet it has limitation of delivering HD content for broadcast and online. H.264 standard was overdue. H.265 meets the Ultra HD rendering requisite over even lesser bandwidth. Alternatively, it can provide substantially improved video quality at the same bitrate. It can support 8K Ultra HD or resolutions up to 8192x4320. Mishra further set the context for the panel discussion and said that Smart Cities use infrastructure more efficiently and its four main pillars should be mobility, safety, cleanliness and being green. In the course of the discussion,Nilesh Purey shared his views on the skill sets that will enable city planners drive a Smart City project. He said, “We need to develop good skills sets and learn from the West, especially in the areas of administration and municipality. This is something that we have successfully implemented at GIFT. Every employee at GIFT has visited at least two countries to understand and learn best practices in this area.” Shivendra Nath, who will be the first overseer of India’s first Smart City, said, “We need to keep consumer happiness at the core while ensuring that whatever we do

is economically viable and gives the best output.” On the importance of PPP model in determining the success of Smart Cities, Manish Agarwal said, “PPP model is imperative for Smart City development and it should not be viewed just as a financing option. PPP brings in certain level of service commitment and offers immense scope for innovation.” Dr. Navanil Baruah gave a very interesting perspective stating that it is important for people to be healthy to realise the dream of Smart City. Healthcare should be offered at affordable rates without compromising on quality. North East has a lot to offer towards Smart City development as it is rich in mineral resource and hydropower.”

He said that Smart City means 10% more longevity of life compared to the benchmark, 20% more efficiency and 30% more sustainability. This will automatically result in 40% more economic activity.
