The extra-ordinary deluge of data in the surveillance business is being triggered by a flood of new highdefinition (HD) video cameras entering the market, according to the new report entitled “Enterprise and IP Storage used for Video Surveillance” from IHS Inc. . With shipments of such cameras continuing to rise, the daily data dump is expected to more than double in just four years, expanding to 859 PB in 2017. The overwhelming quantity of information will promote the use of technologies that are designed to handle and process big data in the surveillance market, IHS predicts.

In a 2012 Data Center Knowledge report, 49 percent of enterprise data center respondents said they used colos in some capacity, 3 percent were testing the concept and 9 percent planned to adopt within 24 months. The remaining 38 percent had no plans to adopt colocation. To make colocation feasible for data center owners, the colo must be able to meet all the requirements of an in-house data center at lower cost and increased speed while delivering better reliability.

HD-compliant products are set to account for an increasing share of video surveillance camera shipments during the next four years. These cameras are gaining acceptance because the quality of their video can be superior to standardresolution products that formerly dominated the market. But because each HD camera produces far more data than each standarddefinition camera, the quantity of data generated by the surveillance market is growing to massive proportions.

For most businesses, running a data center is not a core competency. So, as data centers have grown in importance, complexity and cost, and many have outgrown capacity, colocation has become an increasingly attractive option. Organizations now may choose the colo business model – from boutique purposebuilt colos to Remote Managed IT services (RMIT) to colos that offer cloud services – that provides the level and type of services they need.

For one such recent incident of fire which broke down at Andheri in October 2013, where a massive fire incident took place which was the major destruction for the people residing in the premises. The fire incident caused harm to thousands of people in the locality. The cause of fire was all the basic household materials which are easily combustible material like wooden furniture, electric wiring and other household materials lead to the fire accident in the residential locality, it almost took three hours for the fire fighters to bring down the fire under control. Such fire hazard can be mainly due to the negligence of the fire precaution and safety measures by the people. According to M.V. More than one in four visitors ignore fire alarms, don’t know their sound or simply follow others when an alarm is heard. Study indicates extremely low awareness of procedures and alarm systems in these facilities Nearly 40 percent of visitors to hospitals, airports, shopping malls and office buildings in major cities in India are unaware of the location of fire exits, and more than one in four do not follow appropriate fire evacuation procedures in the event of

an alarm, according to a recent study by Honeywell , conducted by Indian Market Research Bureau (IMRB). The study, conducted to raise awareness of the important role that the public plays in fire safety, also showed an overall lack of training or awareness for both workers and visitors in these facilities, with nearly 50 percent of workers saying they have not participated in a fire drill or other safety training exercise. Nearly 80 percent of visitors responded that they were not aware of fire alarm procedures indicating a lack of visible signage and instructions. Fire safety awareness is a crucial factor in avoiding fire-related

incidents, and businesses, workers and visitors to their facilities need to equip themselves with basic safety knowledge, as well as ensure that the systems protecting them are appropriately designed for the risk they are protecting against. According to the National Crime Records Bureau, a total of 24,232 deaths in 2010-11, or 6.3% of total deaths in India, were due to fire accidents. “Most injury and fatalities from fire 2 incidents happen due to lack of awareness about what to do in case of a fire alarm as well as lack of preparedness by facility owners,” said D.K. The program started with FSAI introduction, followed by: an interactive session, where students and teachers and non teaching staff were educated on the concept of Fire safety, Security & Disaster Management i.e., •

Video surveillance equipment has been sold for a number of city surveillance projects in recent years, including Bangalore and Kolkata. Many more city surveillance projects are planned for the future. India has 28 states, most with a capital city and a number of other large cities, and video surveillance is being planned for many of them. Advanced plans for city surveillance are already in place for some, including Surat and Ahmedabad. A large project in Mumbai has been delayed many times, but is now expected to begin in late 2012. OPPORTUNITIES AND CHALLENGES According to Yogesh B. Dutta, Sr. Vice President, Aditya Infotech, “City Surveillance is a broader term, however, the key objective of City Surveillance is to put law & order in place with respect to not only observe people and vehicle movements but also to reduce the ill effects of burgeoning societies menace such as molestation, vandalism, criminal activities etc.” He further added, “Today, cities are rapidly growing and population is increasing day-by-day. He further added, “Opportunities however are this market only opened post 26/11, since Ram Pradhan committee recommended CCTV cover for Mumbai city in 2009. Since then cities like Surat, Raipur, Patna, Junagadh and many more are attempting to deploy. As this catches on cities which have deployed see value, this will keep growing.” There has to be one security regulatory body that will ensure the implementation of the city surveillance project as per the desired guidelines. The government faces many challenges at the department level while implementing the safe city project. According to Maharashtra government sources, Sai Infotech System was chosen among bidders for Mumbai City surveillance Project but the company could not take it forward. The Maharashtra Government is negotiating with the second bidder, AGC, which submitted an offer of around Rs 1,000 crore for the estimated Rs 864-crore CCTV surveillance cover for Mumbai. Sai InfoTech Systems “underquoted the bid at Rs 700 crore.” Chief minister Prithviraj Chavan had hinted in the ongoing Maharashtra assembly session that the CCTV project’s fate hangs in the balance. The government is now looking to explore an alternative model, preferably along the lines of the one being adopted in Delhi. The Maharashtra government has seized the security deposit of the contractor Sai InfoTech Systems. The company had submitted a false financial instrument for the CCTV surveillance network project in Mumbai. Sai InfoTech Systems had submitted a cheque of over Rs 2 crore as deposit for a bank guarantee after reaching an agreement with the state.


But the cheque bounced, prompting the government to contemplate, for a while, action under section 138 of the Negotiable Instruments Act.

According to Maharashtra Government sources, “At present, the case does not merit an FIR under the Negotiable Instruments Act, so we have seized the security deposit. We think it is better to channel our energies on negotiating with the second bidder, instead of going after this contractor,”

The videowall is driven by Delta’s Icon Pro controller and wall management software which will display the coverage of the CCTV cameras installed across the city. The display solution can handle data from various sources, including the display of city maps when required. This aims to provide reports on such matters as physical security, fire alarms, water levels and disaster recovery.

SAFE CITY PROJECT SURAT City-wide surveillance projects are becoming increasingly prevalent in large cities as law-enforcement agencies seek to ensure the safety of the public by monitoring each part of the city. Widely known as the Diamond City, and one of the major commercial hubs in India, Surat – in the north-western state of Gujarat – is to become the country’s first city to be covered under electronic surveillance. However, with its large population and concentration of key industries, such as diamonds, textiles, engineering, and oil and gas, providing comprehensive surveillance of traffic and public safety in the city is a major undertaking.

Eventually the project aim is to deploy a network of 5,000 surveillance cameras at 500 locations that will cover an area of 150sqkm. The project was inaugurated by the Chief Minister of Gujarat, Shri Narendra Modi. In his address, the CM praised the initiative taken by Surat City Police and highlighted the benefits of the technology for betterment of people’s lives.

As 2013 comes to a close, we look forward to a new year in 2014. In the face of market challenges and economic uncertainty, a&s interviewed several systems integrators and found the road to market share is through improving customer ROI. BY a&s INTERNATIONAL

he world security market is still growing quite healthily. In 2013, we found that growth was driven by Asia and other emerging countries. End users have become more aware of their security spending. Under the uncertain economy, security players are striving to improve ROI for customers.

ASIA TO LEAD BY END OF DECADE The global security market stayed strong during the recession, compared to other industries. The global

industry for physical security equipment and services was worth US$110 billion in 2012 with the Americas accounting for more than 40 percent of the overall market, according to research from IHS. “Now with the general improvement in the global economy, we expect total industry revenue to reach $170 billion a year by 2017, even though growth rates will probably peak before then,” wrote David Green, Senior Analyst for Video Surveillance and Security Services at IHS in a prepared statement. According to IHS’ forecast in Chart 1, the U.S. will grow approximately 43 percent from 2012 to 2017, while Asia’s growth is at 80 percent and EMEA around 42

Memoori also found “the developed markets of North America and Europe are losing market share to Asia and particularly China, which will be the largest single market by the end of this decade.”

2013 KEEPS HEALTHY GROWTH, BUT CLOUDED BY UNCERTAIN ECONOMY The global security industry in 2013 maintained healthy growth, compared to a sloppy 2012. Security product production around the world was valued at $23.4 billion in 2013, up from $20.6 billion in 2012, according to Memoori. The growth rate from 2012 to 2013 is about 13 percent. The state of the global security market in 2013 was similar to 2012 — flat growth in North America and Western Europe, but promising growth in emerging regions, especially Asia. The challenges of 2013, such as limited spending in the public sector and an uncertain world economy, will still affect the global security market in 2014. However, growth factors in the industry for 2013 will flourish in 2014, despite these challenges. We found more traditional security companies were able

2014: IMPROVING CUSTOMER ROI Even though security should not be compromised in every market sector, markets are all affected by the uncertain economy, especially in North America and Western Europe. The number of new projects in all market sectors is decreasing or getting postponed. This can also be observed in some emerging countries this year. Because of budget constraints, end users are aware of ROI from security systems. 2014 will show whether security can provide cost-effective solutions for end users and drive sales in retrofit projects.

Of this, video surveillance products at US$12.3 billion took a share of 52 percent; access control at $5.1 billion took a 22 percent share and intruder alarms at $6 billion had a 26 percent share. Comparing these figures with 2008, the world market has grown at a rate of around 4.5 percent over the last five years. This is very good, given the poor economic trading conditions that have prevailed for much of that time. The two major drivers have been a 12 percent aggregate growth in video surveillance and higher levels of demand in Asia, which has increased its share to more than 39 percent for all physical security systems. Growth has been much more modest in North America and Western Europe; currently the developed markets of Europe, Scandinavia, and North America take some 47 percent of the value of the business, 2 percent down from last year. Memoori is forecasting a growth rate of 8 percent over the next five-year period, with the market reaching $32.2 billion

Integrated Functions are the Key According to several interviews with systems integrators, they confirmed end users want integrated systems. When they purchase an access control or alarm system, they usually think of video surveillance integration to improve the ROI. Therefore, from the access control and alarm point of view, video has become a deciding factor for customers. For instance, bundling video surveillance functions with identity management has become a trend for many multinational

by 2017. This could be considered optimistic but there is an enormous latent demand waiting to be exploited in the emerging markets of the world. In Europe, public sector budgets will be trimmed to help pay off sovereign debt. This will result in an almost certain decline in demand in the public sector across several EU countries. However the fast growing markets of Asia and other BRIC countries will continue to expand. The security industry is in a much healthier state with a product portfolio that can deliver more attractive opportunities for clients to improve security and at the same time profit from it. The industry is wringing out more sales and investment dollars than could be expected given the poor trading conditions across the globe. Its robust performance is not the direct result of increased concern about crime and terrorism but is the fact that the industry is delivering products and services that meet customer value propositions such as increasing productivity, reducing operating costs while delivering an improving ROI. This is gradually changing the buyer culture from believing that physical security is a pure cost center to a profit center and elevating its importance in the fight for capital investment. Based on Memoori’s analysis, this renaissance is being led by a small band of companies that are relatively “new starts” in the business. They have taken the opportunity to use emerging technologies to produce products that can deliver on customer’s requirements.

Technologies for Retrofit Projects in Demand In 2014, another theme is retrofitting.

In video surveillance, more companies are providing open, easy-to-install, and pre-installed management software to access specific market sectors, especially SMBs to upgrade their analog systems to IP. Some market sectors expect HD-SDI growth for retrofit projects. However, growth varies by geographic region and specific market needs. For retrofit projects, wireless cameras, electronic locks, and alarm detectors are becoming popular options whenever cabling is a problem. However, integrators should make sure the technologies are stable and ready to deploy.


SPECIAL FEATURE SECURITY-AS-A-SERVICE TAKES OFF While more IP-based products are adopted by different sectors, end users are encountering difficulties in in-house operation and maintenance. Many integrators said their customers have started to rely more on technical support from them for IP-based security solutions. Therefore, they are willing to pay more monthly service fees to outsource their security headaches. Some major systems integrators have seen their recurring monthly revenue (RMR) increase each year. “End users are increasingly looking to us to provide security as a service,” said Johnson Controls. Diebold is also another example. As a well-known ATM solution and service provider, Diebold has changed itself from a product-focused company to a service-centric company. In its 2011 revenue breakdown, services accounted for 55 percent of revenue, while products made up 45 percent. Its business is also engaging in more outsourcing services for banking.

ADT, a leading provider of electronic security, interactive home and business automation, and monitoring services for residences and small businesses in the U.S. and Canada, also recently announced its recurring revenue was up 4.8 percent in 2013. Recurring revenue growth was also driven by an increase in ending average revenue per customer, which rose 3.7 percent to $40.3.

SECURITY INDUSTRY IS PROMISING BUT COMPETITIVE While end users maximize ROI in their purchasing, it has been challenging systems integrators to maintain profitability. The situation becomes much tougher when mature markets have

flat growth. Lines said, “We meet the challenge of how to maintain profits by providing better solutions and services for a lower end user cost.” Memoori's research showed that “the value of product passing through the distributor channel has fallen off drastically from over 50 percent in 2006 to around 30 percent in 2011. Their market share has been taken by direct sales to resellers, system integrators and solution providers which have increased share to approximately 50 percent in 2011.” IHS also found that the “top 15 companies together only just managed a market share of just above 20 percent, with the remainder of the market — more than 78 percent — is up for grabs among thousands of other companies.” The security industry outperforms other industries, but the market is competitive with many different players. The traditional box-moving distributors no longer exist, replaced by valuedadded resellers. That shows channel players are competing as well. It goes without saying that manufacturers face a crowded field. All players should be extra cautious, keeping in mind their customers regardless of the solution and service.

The Superintendent of Police (SP) of district of Junagadh was looking for a video surveillance solution for the city for two primary reasons – first to keep a watch on terrorist and antisocial activities in the city and secondly to assist the police departments as a proactive tool to detect and deter criminal elements.

SOLUTION

The first phase of the project was implemented to help monitor all major entry and exit points as well as other critical areas of the city of Junagadh. The solution consisted of AXIS P1343 and AXIS 215 PTZ-E Network Cameras, chosen for their high quality images and ease of installation. These were installed at eight different locations spread all over the city of Junagadh. The solution also included the implementation of a complete wireless monitoring and storage facility at the Superintendent of Police headquarters in Junagadh.

RESULT

The Axis surveillance solution deployed across the city of Junagadh has helped the law enforcement authorities to monitor remote locations, including the city entry/exit points and bypass roads, directly from the Superintendent of Police headquarters. The solution helps to monitor strategic places such as a dam and places

Junagadh Police Department’s efforts to use state of the art technology integration was recognized by the Director General of Police of State of Gujarat and further fund allocation has been sanctioned to be utilized in further upgrades of this initiative.

CASE STUDY Nanded Safe City – An Innovative Experiment Nanded Safe City project turned out to be an innovative experiment in terms of addressing local issues with state-of-the-art video surveillance and host of other integrated security systems and tecnologies. BY PRASAD PATIL, DIRECTOR AND SENIOR CONSULTANT, MIPL

(NWCMC) should be given the task of implementing the project and handing it over to the Nanded Police for continual use. Immediately, NWCMC engaged MIPL, a leading security consultant, to prepare a detailed project report. Ably guided in the process by Mr. D. Sivanandhan, (ex-DGP, Maharashtra), MIPL recommended that instead of a just a “city surveillance project”, a “Safe City Project” (SCP) should be implemented in Nanded. The elements of such a project would be:

sleepy town about 600 kilometers perfectly east from Mumbai, Nanded came into national prominence in the year 2008 with the holding of the Guruta-Gaddi, tercentennial celebrations to mark the consecration of Guru Granth Sahib, as the eternal guru of the Sikhs by Guru Gobind Singh. Of course, in Maharashtra, Nanded is also more politically known as the town or district, which has given two chief ministers to the state. To the enterprising Sikh community, Nanded has been an important place of worship for hundreds of years due to the presence of the Gurudwara. Guru-ta-gaddi brought several things to Nanded, its citizens and the governing agencies – a huge honour, a sense of responsibility and government funding. Most of the funding was utilized in upgrading the civic infrastructure – roads, drainage systems, electric lines, water supply pipes, river embankments. The national event also brought a sense

of awareness and aspiration in the citizenry, which forced the governing agencies and the politicians to respond to, by continuing to introduce and implement better programs of governance. For a few years now, Nanded has also been on the radar of intelligence agencies due to the perceived presence of, and in a few cases, the capture of a few extremist elements locally. A couple of terrorists captured recently hailed from Nanded and this was a concern that needed to be addressed. As a city, Nanded witnesses a huge influx of religious tourists several times in a year, which does put a considerable strain on the security establishment. The growing security concerns were recognized early by the proactive establishment and thus, it was decided that a city surveillance project should be introduced in the city, to complement the police machinery. Here are a few learnings from the project that can be applied to any other Safe City Project being conceptalised:

make a city safe. Thus a good SCP will use surveillance cameras intelligently but also in combination and wellcomplemented by other security technologies. Also, when using CCTV, do not just take PTZ cameras – their application and utility is grossly over appreciated.

START SMALL, BUT PLAN BIG

When a security project is planned, the scale can become unwieldy – and we have seen that in India, this has been a problem. Indian security companies do not currently have the ability to manage very large security projects – and that’s a fact. When governments plan on safe city projects, it is important not to go overboard – its better to undertake a phased implementation with each phase showing tangible and measurable benefits. However, that does mean that the project has to be designed appropriately, so that scalability it built into the design.

DISASTER “PREVENTION” ALONGWITH “INCIDENT RESPONSE”

The term “Disaster Management” is just not a good term – you cant “manage” disasters – you can only manage the response. Also, the true objective of any SCP should be to “prevent” disasters. Hence, any technology that helps in preemption of an impending security incident should be whole-heartedly internalized.

INTEGRATE. INTEGRATE. INTEGRATE.

SCP projects must have the capability to integrate with other civic or governance technologies. In Nanded, the control room software will eventually be integrated with intelligent traffic management system, RTO database for challan generation, flood level sensors and weather warnings. The system is capable to

The use of world class components – equipment, hardware and software – is key to ensuring that the project achieves its objectives. Hence, vendor selection and equipment selection are an important task and should be done by professionals with prior experience with such systems. An SCP project is a complicated project involving multiple technologies and physical sciences, which are best left to experts to handle. There are open source softwares – especially in the field of Emergency Response – which should be tapped, if their use is appropriate for the local needs.

COMMUNITY INVOLVEMENT

An SCP can get the local community worried – the political leadership can play an active role to assuage the concerns and in fact get the public actively involved in the project. Without the true involvement of the public at large an SCP can never become truly successful. In conclusion, the Nanded Safe City project is a unique and innovative experiment in making a city truly safe. Over time, the true success of the project will be measured, but the project is based on sound fundamentals, and is expected to generate a template on which SCPs in India can be based.

In the present day scenario, an SCP has to be thought of as a tool for efficient governance, and not only as a security tool, which is used by all governing agencies of a city or a district. Presented as such, reluctance to SCP projects can dissolve and the project can gain wider acceptance. In India, where the police force is understaffed and underfunded, it is a good idea to involve municipal corporations or the district administrations, who can provide leadership and the funds 57

bviously, Iraq has gone through a great deal of upheaval in its recent history. Where much of its infrastructure was damaged by the first Gulf War in the early 90s, 2003’s second Gulf War had a far more crippling effect. From 2003-2009 there was an unsettling rise of gunshot reports in the Roosevelt-Uniondale area of Nassau County, County Police were in search of a way to more efficiently monitor and respond to criminal activity and violence related to firearms.Along with the increase in these crimes, there was an equally disturbing trend: many of these incidents werenot being reported - either out of fear or because residents had become immune to the sounds, turning a deaf ear to events. In 2011, police and county officials began planning an intricate arrangement betweenthe already deployed cameras throughout the county, networked through the Milestone XProtect video management platform, and the soon-to-beinstalled ShotSpotter technology. New York-based EIA Inc. The software triangulates a gunshot location as a GPS coordinate and provides the nearest street address. HawkEye Effect translates this information and creates a series of polygons across the area where the shot was fired. The polygon graphics relate to either a camera preset position in Milestone XProtect or to an area that cannot be directly seen by the camera but maybe a point ofescape from the area where the gunshot was fired. If the coordinates of the shot fired are outside the camera view,it redirects to an area off a major avenuethat is approximately where the shot was fired, on the idea that it mightprovide a view of the incident as it happens or pick up someone fleeing the scene. CSS Tactical, a company that provides mobile security patrols, is breaking new ground with the delivery of security services in South Africa by integrating CCTV surveillance with its area patrols. CSS Tactical’s main requirement was for wireless video footage to be transmitted from strategically placed CCTV cameras back to a remote central control room. Scalability and bandwidth usage were other very important factors in the choice of a CCTV system. As the new initiative was likely to attract many new customers for CSS, the system had to be easily and quickly expandable, in order that they could maintain their high service levels. Low bandwidth requirement

was also important, as this is a limiting factor in South Africa. CSS partnered with a local IT company, Parallel Technologies, who recommended IndigoVision’s solution (distributed in Africa by Norbain), because of its superior video quality and excellent compression technology.

This ensures low bandwidth usage and provides the very best evidential quality video to assist in convictions. The installation of the first phase of the project, which covers the Dunkeld area, was so successful that CSS will soon be implementing the system in the Hyde Park, Greenside and Emmarentia suburbs.

It will be prudent to pause for a moment and think whether there are lessons for security professionals to learn from this gory incident? Admittedly there are few lessons we can learn. The Internet sites, the Blogs and the Communities are overflowing with ideas. Honestly few ideas are picked up from there. There are many lessons learnt from the whole incident and some of them are enumerated below.

INTELLIGENCE FAILURE

T

oday after five years of the Mumbai Mayhem, have things changed? Do we have better security? Have we learning the lessons? I we care to look deep and long enough, we will find that there is a lot to be desired so far as revamping security of cities, iconic buildings and public places is concerned. The US State Department has consistently listed India as the country with the second-highest number of terrorism casualties after Iraq. However Western media has given scant regard to the problem and this is sometimes resented in India. All that is likely to change with terror attacks in Mumbai. Mumbai unwittingly has become the epicentre of India’s terrorist problem but there have been many attacks in other key cities. 64

The Mumbai terrorists attacked on every level. They killed middle class workers when they shot up the railway station, they killed the elite in the luxury hotels, they killed tourists and kids as they ate in a café and while attacking hospital they killed the sick and dying or those trying hard not to. They shot people on the roads, in railway station, hotel or residential building. They killed Indians, Britons, Americans, Israelis and several other nationalities. They killed men, women, children, policemen, firemen, doctors and patients. This was systematic cold blooded slaughter. The saga of personal valour, dedication to duty, service to society and patriotism of common man will

It appears to have been a massive intelligence failure as Indian security agencies were caught napping; this despite reports that Indian Authorities had been aware for some time of rumours of an impending attack, including even mention of the Taj Mahal Hotel. Interrogation of at least one perpetrator reportedly confirmed to Indian Authorities suspicions of the Pakistan-related origin of the plot. Despite the repeated failure of the Intelligence the administration’s public response thus far appears to be curiously complacent. The Country’s Prime Minister Manmohan Singh and Intelligence officials pointed

fingers very cautiously at an ‘outside force’, an obvious reference to Pakistancentric terrorist groups. Manmohan Singh promised tough measures to take on the terrorists, including that of setting up a federal investigating agency. To the best of the knowledge of security professionals, this was the first terrorist attack in recent times that involved hostages and a direct attack on the police. The targeting of high-profile hotels, attacks on iconic buildings and foreigners suggests that at least part of the intention was to damage India’s image abroad as a country open for business. There are reports suggesting that ATS’ preoccupation with the Malegaon blast investigation may have resulted in intelligence failure about plans for this attack. Going by death toll, this is by far the worst single-city terrorist attack in India’s history - although the attacks last month in Assam come close (in terms of sheer numbers).

Soon arms, narcotics and hawala trading became lethal combination and small time smugglers no more operated independently. They were used by the big-timers to work for them. And soon corporate culture was emulated by the smugglers. The D - Company has run its business from far away land using its front men and small time operatives. Thus smuggling and mafia activities in India and elsewhere are run like a corporate business. The terrorism have also started undergoing the same changes and if early indications are to be believed, the LeT, JeM or many other terrorist outfit operating from Pakistan need not get its cadre directly involved as local ‘talent’ is easily available. So ‘terrorism’ is being out- sourced as any ‘Corporate’ will outsource house-keeping and maintenance services. Similarly terrorists are also more and more getting involved in real estate, hawala trading and smuggling as their business verticals so that loss of one business can be absorbed by other business activities or one business can be funded by the profits of other businesses – mostly the terror operations in theirs case!

NO 8 FIGURE GRID REFERENCE – IT IS INTELLIGENCE, SILLY! World over the autobiographies of sleuths have never even once mentioned the single instances when

they could generate cent-percent accurate intelligence. Those who did - had not lived enough to tell the tale! The business of intelligence collection, collation and dissemination is so full of ifs’ and buts that by the time it reaches the end-user it has been many times removed of it’s time and place value. It appears to have been a massive intelligence failure as a result of which Indian security agencies were caught napping; this despite reports that Indian Authorities had been aware for some time of rumours of an impending attack, including even mention of the Taj Mahal Hotel. But one has to remember that the operational intelligence leaves lot of scope for addition or deletion. In many case, the steady stream of intelligence will only help the expert to draw a pattern and make projection or intelligent guesses! It will be really very silly to expect that any agency in the world will generate the intelligence giving time in milliseconds and location in ‘eight figure grid reference’! Even if once, some intelligence is so gathered, by the time it reaches the end-user, the variables might change as terrorists can always change their locations, timings, numbers, weapons or modus-operandi! Remember, they too have Plan Bs! Out of all persons, Admiral Sunil Mehta (then Navy Chief who said there were no specific intelligence) should know this and also remember that if one wants to do things best, it is best to do oneself! However, “the fact that the boat used by the terrorist to enter Mumbai was undetected for 72 hours does not augur well for India’s security. Unmolested by any naval action to intercept, the terrorists sailed leisurely towards Mumbai. There were no signs of warships, conducting radar sweeps conjointly with the Navy and Coast Guard run Dornier surveillance sorties or more intensive searches seaward by the naval and coast guard vessels” writes Bharat Karnad, Professor of National Security Studies at the Centre for Policy Research. Internet of Everything (IoE) and M2M communications: The Internet of Things, and specifically increased automation in industrial systems and processes, coupled with big data, will bring tremendous advances in predictive diagnostics, with important applications in environments as diverse as retail and automotive safety. By 2022, M2M connections will account for 45 percent of total connections while person-to-machine (P2M) and personto-person (P2P) will account for the remaining 55 percent. M2M already represents a significant market which continues to grow. Some of the most common M2M applications are telemetry (e.g. utility meters), telematics (e.g. car navigation systems), sales and payment (e.g. vending machines), and fleet management (e.g. cargo tracking). Multi-vendor Clouds: Public, private and hybrid cloud environments based on static configurations will give way to dynamic and multi-vendor cloud environments. New technologies will allow Cloud service providers across multiple environments to adopt common Service Level Agreements (SLAs) to provide reliable and economical services. A tradeoff is a situation that involves losing one quality or aspect of something in return for gaining another quality or aspect. It often implies a decision to be made with full comprehension of both the upside and downside of a particular choice. It is an exchange of one thing in return for another, especially relinquishment of one benefit or advantage for another regarded as more desirable. It is a technique of reducing or forgoing one or more desirable outcomes in exchange for increasing or obtaining other desirable outcomes in order to maximize the total return or effectiveness under given circumstances.

Initial landscaping can help reduce both electronic and physical components lowering the total cost of ownership. It can assist in creating choke points or high visible areas deterring or displacing would be adversaries. Incorporating aspects of security in the landscape design often creates a conflict in terms of aesthetics as what may look beautiful may not necessarily be secure. For a hotel, the landscape consultant would prefer a wall based on the concept of the hotel, ensuring good visibility from the outside. However from the security perspective, a solid wall may be preferable to mitigate the risk of an explosive device being ignited beyond the boundaries of the facility.

We all visit malls. Which kind of mall

would you prefer to visit. One in which first your vehicle is checked and then you also undergo personal frisking before entering the mall or one in which there are no security checks. Most people would choose the convenient option. However heightened security is a acceptable reality today and so there is the need to optimize security and convenience for such public facilities.

PRIVACY

Surveillance is the most common form of security being put to effect nowadays. However, at all such locations there is a need to address issues of privacy. From the security perspective, it would be preferable to cover all public areas by CCTVs. However this reduces the privacy of individuals and needs to fine tuned to address both the concerns.

CONCLUSION

Apart from the major tradeoffs listed above, the issue of cost of security is also always paramount. In order to optimize the expenditure on security, it is essential to base the security controls on risk assessment and needs analysis to ensure that correct decisions are taken with respect to the major tradeoffs.
