‘Make in India’ Creates Waves

The ‘Make in India’ should become a national movement if India wants to revive its manufacturing sector. Make in India is an initiative of the Government of India, to encourage companies to manufacture their products in India. It was launched by Prime Minister, Narendra Modi on 25 September 2014. Under the initiative, brochures on the 25 sectors and a web portal were released. Before the initiative was launched, foreign equity caps in various sectors had been relaxed or removed. The application for licences was made available online. The validity of licenses was increased to 3 years. Various other norms and procedures were also relaxed. In August 2014, the Cabinet of India allowed 49% foreign direct investment (FDI) in the defence and 100% in railways infrastructure. The defence sector previously allowed 26% FDI and FDI was not allowed in railways. This was in hope of bringing down the military imports of India. Earlier, one Indian company would have held the 51% stake; this was changed so that multiple companies could hold the 51%The government initiatives are helping the Indian manufacturer to change the mindset.’ Come, Make in India’! PM Modi’s aggressive push to revive an ailing manufacturing sector, has found resonance with India Inc. Single-window clearances, minimal procedures & cutting out of any red-tapism - PM Modi sees Make in India as a vital impetus for employment & growth. This idea needs to be promoted among all Indians and PIOs.

Over the past two years, India’s economy has been slow, mainly as a result of investments grinding to a halt due to the election. However, all this has changed since Narendra Modi was elected as the new prime minister last year. Since Modi came to power, foreign and local investments have been positive, with expectations for further economic growth in the next two years, and opportunities for the security industry in growing project demands. efore the election in 2014, foreign investments were slow due to investor hesitation and uncertainty in what the new government would bring. Now, Prime Minister Narendra Modi’s plans to build 100 smart cities and increase the speed of project clearances has resulted in positive foreign and local investments. Combined with the prospect of rate cuts, GDP growth is still likely to rise to 6.4 percent in 2015 from 5.6 percent in the previous year. The government’s reform agenda to revive economic growth in the country 42 66

includes increasing foreign direct investment in the insurance sector from 26 percent to 49 percent, which is predicted to result in US$6 to 8 billion in capital inflow, and to amend archaic labor laws to reduce regulatory interference while coaxing employees with more benefits, whilst also promoting the “Make in India” campaign. As having the largest private-public partnership (PPP) market in the world, 3P India will be implemented to introduce more PPPs into the mainstream of project execution, as well as plans to upgrade infrastructure in 500 urban areas. Along with this, land purchase rules will be changed to allow for easier acquisition of land for infrastructure and industrial projects. India’s GDP advanced to 5.3 percent in the third quarter of 2014, Barron’s Asia forecasted India’s economic performance in 2015 to continue optimistic growth as new Prime Minister Modi brings in higher private sector investment. To further boost GDP growth, the government also plans to introduce value-added tax (VAT) that can replace more than a dozen taxes that increase incentives for corruption, which will add another 1.7 percentage points to GDP growth if successful. With the implementation of all of Modi’s reform agenda, the next few years for India will be very promising.


“Today, India has an elected new government with a good majority in the upper house of parliament to help and take firm policy decisions. This will attract foreign investments and help the economy to pick up quickly. Signs of improvement have already started, I believe within a year, we can see a clear shift,” said Anil Dhawan, Chief Executive of DB Secure Solution. The South Asian Terrorism Portal has identified 179 terrorism groups operating in India, and the threat has worsened in recent years. In 2008, a series of attacks killed 172 people, and in 2011, three bomb explosions at different locations killed 26 people. Security awareness and security demand is therefore a major priority for both government and private sectors.

The government has been strongly promoting to the entire world that India is the go-to manufacturing hub, with Prime Minister Modi stressing that the goods manufactured in India should have zero effect on the environment, as well as zero defects. According to Ashutosh Fotedar, Assistant Sales Manager of Tamron India, the country has potential in finding opportunities in OEM businesses to work with camera manufacturers. Indian companies may provide the prototypes, and shift the manufacturing to other places after customer’s approval. The domestic industry will develop further in order to decrease the country’s dependency on foreign manufacturers. “In the past, India imported several products. The new government is encouraging locally manufactured products - MAKE IN INDIA,” explained Anil Dhawan, Chief Executive of DB Secure Solution. “This will also apply to the security industry. Hopefully, it should replace many security products

currently imported from China. Many of the Chinese products are lacking the standard a good customer in India is looking at. This way it will be advantageous to improve the economy and also bring high quality locally supported equipment,” he added. It is probable that some local companies will start to focus more on local manufacturing, though in the short term domestic demand is not high enough to sustain local manufacturing, as China’s manufacturing services provide many advantages to companies, Dhawan warns.

Another driver for the security market is the migration to IP, and demand from low-end IP cameras to quality IP cameras. According to an industry expert, at least 20 percent of his clients are turning towards IP, which can effectively create high revenue. “The IP market is


segmented, dividing between premium and low-end markets. A premium IP camera is reliable and has good quality, support service, and distribution, which has features such as VCA, facial recognition, and people counting,” said Sudhindra Holla, Country Manager of India at Axis Communications. With price as a key issue, people are always looking for good quality products at low prices. “The total cost of ownership (TCO) depends on how hardware and software are made to work together. Unless we get this right, we are only working to drop device prices that in turn creates sub-optimal solutions and increased TCO,” Santosh Pillai, Director and CTO of 2020 Imaging explained. With the thriving economy increasing funds for public and private sectors, the security market is expected to flourish with the growing economy. “As the new government settles the new budget, many projects in infrastructure can be seen, such as for smart city, and even

The security market in India grew from $882 million in 2013 to $953 million in 2014, and is forecasted to reach $1.1 billion in 2015, according to Gartner. “Performance in 2015 will pick up, especially in sectors such as smart city, transportation, infrastructure, government, banking, and education,” he added. Verticals like banking and financial services, that have had a strong focus on security, are now investing in technology approaches that can enable them to grow their business securely.

ConstruCting 100 smart Cities Investments of approximately $1.2 trillion will be required over the next 20 years across areas such as transportation, energy, and public security to build smart cities in India, according to PricewaterhouseCoopers. The government’s plan to build 100 new smart cities and develop modern satellite towns around existing cities will open up opportunities for the security industry, mainly for surveillance projects and green building solutions.

Establishing a partnership with Microsoft and its partners Iconics and SoftTech, the project will be implemented in five phases, which will deploy a network of 5,000 surveillance cameras across 500 locations, covering an area of 150 square kilometers in Gujarat’s second largest metropolis.

Indian Security Industry Turns to Solutions Currently, India’s security market is still quite product driven, where people are familiar with various products and is fast to accept them. However, the market competition over price has resulted in companies competing for market share by reducing product price. One major network camera vendor pointed out that their unit prices were forced to drop approximately 10 percent in 2014. Therefore, many security companies turn to solutions or try to enhance products for application use. “Although many vendors claim to be solution providers, very few take a problem-centric solution approach, therefore education and promotion are needed to bridge the gap," Santosh Pillai, Director and CTO of 2020 Imaging explained. With companies such as Autocop India (Facility Security Division) transitioning to become a solution provider, focusing on end to end solutions, systems integrator (SI) partners are able to

gain better margins from value added services. According to Maluik Shah, CEO of FSD at Autocop, “We provide central monitoring systems, command and control systems to SIs so they can provide central monitoring services to end users. For example, in events with banks that have more ATMs and branch offices, a central monitoring system can provide ATMs with better protection.” Tamron also has moved to targeting customers through an application based approach rather than just box selling their products, educating customers that their lenses give good quality results for instances in automatic number plate recognition and facial recognition. The company will penetrate deeper into the market, with their main focuses on city surveillance, petroleum, oil and gas, ITS, and industrial sectors, said Ashutosh Fotedar, Assistant Sales Manager for Tamron India.

The MarkeT aT a Glance In 2014, video surveillance accounted for approximately 53 percent of the total market share (US$13.5 billion) in terms of global physical security product sales, according to Memoori Business Intelligence. Double-digit growth has been the norm in the video surveillance market over the last decade, and analysts at IHS forecast similar growth in the new year, predicting more than 10 percent growth in 2015. Furthermore, Marketsandmarkets has predicted that the global video surveillance market will reach roughly $42.1 billion at a CAGR of 17 percent for the period 2014 to 2020, with the IP system market expected to grow at a CAGR of 23.5 percent during the same period. Rising crime rates, an increase in terror attacks, and growing security concerns all are contributing to this growth.

Who Reigns Supreme? IP vs. Analog The move to IP is no longer so much a trend as it is simple fact: New installations are going IP and many analog users are upgrading to network-based solutions. With that said, does that mean that IP has finally taken over analog in video surveillance? The answer is yes and no. In terms of revenue, IP sales have surpassed analog sales; however, in terms of quantity, analog shipments still outnumber those of IP. This is poised to change, with analysts believing that IP shipments will take over analog by the end of the decade. Evidence of this shift can be seen in markets like Latin America where the overall market — one that is heavily focused on


analog — is now leaning toward IP equipment for the first time (by supplier revenue), according to a report by IHS.

Asia Leads the Way In the world of security, Asia has had a tendency to be a step behind when it comes to the most up-to-date technologies. In the coming years, though, APAC is forecast to be the fasting growing region for IP video surveillance globally at a CAGR of 44.3 percent during the period 2013 to 2020, according to a report by Allied Market Research. The report also pointed out that North America is expected to experience the highest share in the IP video surveillance market by 2020, predicting that the continent would be the highest revenuegenerating segment with a value of about $19 billion in 2020. However, China is estimated to have been the largest 45


regional market for video surveillance equipment, accounting for a third of global revenues in 2013.

Finding Applications for 4K The entrance of 4K resolution into the security industry was met with both curiosity and excitement. Similar to how HD was expected to be the new standard for image resolution when it was first introduced into the industry (which it since has become), many believe that 4K ultra-high definition (UHD) will eventually replace HD as the standard, and the availability of H.265 in security will be a catalyst to this; however, this change will not happen overnight. “4K will certainly be a trend to watch, though broad adoption will be problematic for the security industry at this point due to limitations on current camera form factor/lens combination, bandwidth, and storage constraints and the cost of the equipment versus the benefits or necessity of the additional resolution gained with the technology,” Carney said. Despite the current limitations, many of the obstacles should soon be resolved. Aside from H.265 helping with data compression, the rapid rollout of 4G across the globe should assist in dealing with bandwidth problems, as well as better, improved accompanying hardware (e.g., lenses, monitors, etc.).

High Efficiency Video Coding (H.265)

One of the most important developments for 2015 will be that of high efficiency video coding (HVEC), also known as H.265, which directly relates to another trend: 4K resolution. HVEC will play a significant role in the feasibility of 4K in security applications. According to security experts, about 90 percent of surveillance products currently use HVEC’s predecessor H.264 for compression. However, that is set to change. “Our outlook is that most future advancements in the market will focus on compression, as the megapixel market has evolved extremely quickly and the compression will need to advance nearly as quickly to meet the growing demand for higher resolution images. H.265 may be the answer to this as there is a tremendous amount of computational power required for the compression and decompression of these images that the industry is currently grappling with,” said Stephen Carney, Director of Video Product Line Management at Tyco Security Products. Pervasive use of H.265 has many implications for the security industry. With the ability to double the data compression ratio compared to H.264 at the same level of video quality, H.265 will greatly improve the usability of 4K in security applications. In fact, both Hisilicon and Ambarella introduced IP camera SoCs based on H.265 at

Bigger, Better Image Sensors

The global video surveillance market will reach roughly US$42.1 billion at a CAGR of 17 percent for the period 2014 to 2020.

With the trend of 4K in 2015, along with the fact that HD has become the standard, bigger, better sensors are now needed to support such high-quality images. The trend toward increased value of total image quality will utilize large image sensors, the latest iris system, and high picture quality at near IR, said Koji Maunari, GM of the Industrial Optics Business Unit at Tamron. In fact, the image sensor market is expected to grow at a CAGR of 8 percent from 2014 to 2020, according to a recent report by Marketsandmarkets. Not only are manufacturers coming out with bigger sensors, they are also adding special technologies to further enhance image quality, specifically designed for video surveillance use. Well-known sensor makers such as Aptina, Omivision, and Pixelplus are now pushing out larger image sensors, while companies such as Sony have come out with new sensor


technology specifically addressing the needs of the video surveillance market. The new Starvis technology, a back-illuminated pixel technology used in CMOS sensors specifically designed for video surveillance, was released by Sony in mid-2014. The technology extends from the visible light range to include the near-infrared range to support filming at night, which is often a problem area for 24/7 outdoor surveillance in most CMOS cameras. The improved performance at night will help more extensive adoption of CMOS cameras in the near future. Additionally 4K sensors are also being developed. These new sensors can support up to 12 megapixels (4:3) and 4K (17:9), and even support 4K at up to 60 frames per second. Furthermore, with sensors now reaching 1/1.9 inches, even higher resolution and clearer images are possible.

limited to HD-SDI, which turned out to be not nearly as cost-effective as the security industry had initially hoped. Yet, like with any technologies a little time has yielded new-and-improved solutions, and 2014 saw just that with the introduction of new HD-over-coaxial solutions. One of the major proponents of HD-over-coax is Dahua Technology, who came out with their HDCVI technology in late 2012. However, it is not until more recently in the last year that the industry has really seen HD-over-coaxial solutions take off, with many other companies coming up with their own technologies and solutions as well, such as AHD, ccHDtv, and HDTVI. HD-SDI has also evolved: The new generation has upgraded in long-distance transmission, and more importantly, has become more cost-effective. Despite the fact that the overall market is going digital, many definitely still see plenty of room for HD-overcoaxial solutions, noting acceptance of the technologies particularly in developing regions such as Asia Pacific and Latin America.

Renewed Life in Intelligent Video Solutions Intelligent functions have been touted for a while in security, but it isn’t until more recently that they have been widely incorporated and desired in video surveillance. In fact, as of recent, a certain degree of analytics on the edge has become a standard feature for most IP cameras. From entry-level to high-end, cameras can now be differentiated by how “smart” they are. As part of this, video surveillance has proved capable of not just recording and reviewing, but preventing and analyzing. “The IP revolution has changed the surveillance cameras from a forensic tool aimed at solving problems after an incident has occurred to becoming a vital part of proactive intelligence chain. Network video cameras collect valuable data that can be analyzed and turned into actionable insights,” said Johan Paulsson, CTO of Axis Communications. The idea of actionable intelligence is one reason intelligent video solutions are seeing an up surge in demand. “We [Verint] believe that actionable intelligence presents an opportunity for customer to implement solutions that enhance security and safety, while reducing operating costs and increasing productivity and efficiency,” said Brian Matthews, VP of Global Marketing and Product Development for Video and Situation Intelligence Solutions at Verint Systems. Another reason demand is growing is due to more developed technology. “Advancements in analytics should also not be ignored, as this segment of the market has progressed to where analytics are accepted as reliable, accurate, and part of the day-to-day operations of a large percentage of users. Some analytics, such as facial recognition, will definitely benefit from the higher resolution images and increasing levels of clarity as camera technology continues to progress,” Carney said. 47


The many benefits that intelligence brings to video surveillance, especially now that the technology is more reliable, are being realized across verticals. Certain verticals like retail have found particular use for intelligent video, where the data is being used for business intelligence. “Especially video content analysis solutions like Bosch’s that do not only automatically trigger alarms on the basis of pre-defined alarm rules, but also enable the tracking of objects,” said Erika Gorge, Corporate Communications Manager at Bosch Security Systems. “This kind of intelligence can also be used to obtain information that goes beyond a pure security purpose such as marketing intelligence information on the scenes being under surveillance — for example number of people (people counting), movement of people, registering characteristics like color or crowd density information.” Furthermore, we will also see a higher adoption of big data for multiple applications, such as smart cities, in 2015, where a smart surveillance camera with advanced VCA could definitely play an important role. We will see how VCA changes a surveillance camera into a content provider for big data. There is a catch, though: Avigilon’s recent acquisition of ObjectVideo’s entire patent portfolio and licensing

program. In the future, Avigilon will replace ObjectVideo as the patent holder to lead the future development of VCA technology, once again reshuffling the intelligence market. The impact this move will have on the security industry as a whole will be massive, and not necessarily in a good way — Avigilon now holds 124 US and international patents and 202 US and international patent applications as a result.

Integrated Systems Become a Must In the past, integration of disparate systems has been a struggle for many users. With newer solutions, the ability to integrate is in high demand, and as such integration has become a focus for many security players. “Integration has been talked about a long time — but as a user experience it has been less than ideal. You will soon see systems that deliver on that promise of a seamless user experience,” said David Gottlieb, Director of Global Marketing Communications at Honeywell Security. William Ku, VP of the Brand Business Division at VIVOTEK echoed confidence in the integration trend: “The full integration of disparate security systems, including video surveillance, intrusion systems, perimeter detection, access control, and real-time intelligent analysis on data will be the trend in managing security in every vertical applications since the security could be secured seamlessly and enable staff to respond to intrusion or threats in a short time and solve the events on-site in an effective way.” The trend for more integrated systems is also what will help push IP growth forward, as the IP market has matured and entered into the late growth stage of its product life cycle. Yet, the low-end market still has significant potential for IP growth, as noted by Karl Erik Traberg, Head of Corporate Communications and Business Development at Milestone Systems. In the middle and high-end markets, however, the trend for more integrated systems will continue to drive IP growth. “In the market for advanced solutions with high camera counts there is a significant opportunity to offer more advanced integrations with access control and other security applications,” he added. “Verint believes in and has realized increased demand for innovative, integrated solutions that combine situation management, communications, and cyber intelligence, and facilitate collaboration across security and law enforcement agencies. We believe that today’s government organizations, institutions, and multinational corporations, in connection with safe city, border control, transportation security, critical infrastructure, and other large-scale security initiatives, are interested in and preparing to deploy unified security solutions that fuse data from a wide range of security systems and intelligence sources to enable efficient information correlation and analysis,” Matthews said.

A lot of major changes took place in 2014 that has in a way left a question mark hanging over the fate of the security industry — the Canon Europe acquisition of Milestone Systems, Anixter acquisition of Tri-Ed, and most recently the selling of Samsung Techwin to Hanwha Group. Yet, one thing is for certain: there will always be a need for security and video surveillance. This sentiment is what industry players are emphasizing when it comes to future growth of the security/surveillance market. WHAT IS AN INTRUDER ALARM? An intruder alarm system monitors and detects unauthorised entry to properties – homes and businesses alike - and alert the property owner or authorised third parties to an intrusion. For electrical installers, the ability to offer customers the opportunity to have a protection system installed in their properties at the same time that other electrical work is carried out, can generate a lucrative additional revenue stream.

WHY BOTHER WITH INTRUDER ALARMS? Although statistics* show that burglary rates have been dropping, there are still a high percentage of properties that do not have adequate security measures in place. The best deterrent for burglars is an intruder alarm and it needn’t cost the earth to install an effective intruder alarm. Ultimately, an alarm system gives property owners the peace of mind they desire to protect their homes, families, businesses and assets. Only around 10% of residential properties in the India are protected by an intruder alarm system, so by introducing intruder alarm installation to your services, you could significantly grow your business and profits.

Visible burglar alarms make intruders think twice. They not only act as a deterrent, but will also provide a warning that an intrusion is taking place.

WHAT ARE THE COMPONENTS OF A BURGLAR ALARM? The intruder system comprises detectors, control panels and communications devices. Detectors identify and react to specific occurrences including movement, shock, vibration, smoke, heat, and flood.


Different types of detectors are available, each protecting different aspects of the property. These include: • Passive infrared sensors (PIRs) detect people moving using infrared heat sensing. • Dual Technology sensors use combined infrared and microwave sensing technologies to help reduce false alarms. • Magnetic door contacts detect the opening and closing of doors and windows. • Glass break sensors listen for the specific noise of breaking glass. • Shock sensors detect attacks on doors and windows.

Smoke sensors can be connected to the intruder alarm system to detect fire.

ANALYSIS The control panel is the brains of the system to which detectors are connected. It analyses and actions signals from detectors and is operated by a keypad. Keypads are sometimes integrated into the control panel e.g. Optima Compact or these can be remote with LED or LCD displays. LED keypads communicate alarm system status using LED indicators. LCD keypads use text displays to give a fuller picture of the alarm status including event logs, entry and exit times of users, and ultimately enable speedy identification of alarm sources.

Step 1: Conduct a site survey with your customer To ensure that you get the correct intruder alarm system for your customer, you need to carefully plan and design the system. This is achieved by conducting a short site survey in consultation with your customer. The following questions will help you identify exactly what your customer wants to protect, and will enable you to map out the system plan and identify the most suitable components.

Control Panels POSITIONING • For control panels with onboard keyboards should be installed near the main access point in a convenient location for mains electricity supply and for user operation. • For control panels which are operated using remote keypads, the panel can be concealed inside a cupboard or loft space in a convenient location for mains electricity supply and it makes the cabling to the sounder much easier. BEST PRACTICE It is best to install the control panel first HINTS AND TIPS • Check the panel voltage to ensure that the control panel has power. REMEMBER to disconnect power before proceeding with the installation of peripherals • Remember to link out any zones that you are not using, you need to use a wire link across the Unused zones

HINTS AND TIPS • Remember to check that the tamper spring on the keypads is closed • It is recommended to use the tamper spring whenever the keypad is mounted against a wall so that it is triggered if an attempt is made to remove it.

PIR Motion Sensors POSITIONING • Install the sensor at a height of 2.3m-2.7m. • Avoid direct or reflected sunlight remembering that the sun moves around during the year! • Position the sensor away from windows and heating/ cooling devices such as radiators and fans. • The sensor must have a clear line of sight to the protection area.

How to avoid the common mistakes with installing PIRs • Where the PIR has a look down or “sneak” zone, ensure that this is not obstructed • Pay attention to avoid blind spots when positioning sensors • Always adjust the sensitivity of each sensor once it is mounted, taking into consideration the lighting, the proximity to radiators, windows, mirrors and other external influences. • Tamper switches often cause problems. If you are using the tamper switch ensure that the tamper switch is closed. If you are not installing the tamper circuit (not advised) you need to ensure that the tamper circuit is linked out at the control panel.

4. Pet Tolerant Detectors POSITIONING • Follow the instructions for positioning PIR motion sensors • Select correct pet tolerant setting using the black jumper

HINTS AND TIPS • If wall is not square you may need to alter the state of the plastic to make sure when mounting that you hear the tamper spring “click”, closing the circuit • Using the black jumper, you can easily set the red LED light to ON or OFF as indicated below. This is particularly useful in living rooms where the LED flashing on and off could be distracting • Allow up to one minute for the PIR to calibrate itself

POSITIONING • Mount the main part (part with connectors) on the fixed part of the door or window frame. Do not mount them further than 3” from the opening side of the door. • Mount the magnet on the mobile part of the door or window so that it is adjacent to the main part. • Ensure that the two parts are opposite each other and a small gap has been left.

The casino also features the state’s largest smoke-free gaming area. “We aim to offer our guests a resort destination for the whole family,” says Edewaa Ti Foster, the Commissioner and Vice Chair of the Tuolumne Me-Wuk Tribal Gaming Agency. 66

Providing an environment where there are activities for all age levels, protecting the physical safety of its patrons, employees and others in the gaming facility as well safeguarding assets that are associated with the facility is not an easy task. Therefore the type of surveillance security employed at the Black Oak Casino Resort becomes a top priority. “With a property as large as the Black Oak Casino Resort and with so many various activities, keeping an eye on assets and balancing that with creating a safe environment is definitely a challenge,” said Todd Flowers, President of Surveillance Systems Integration (SSI), based out of Roseville, California, the company selected to manage the project. The Black Oak Casino Resort, operating in Tuolumne since 2001, recently decided that it was time to upgrade its existing surveillance system to keep up with the changing needs of its

The primary goals for Black Oak Casino Resort were to switch to high definition cameras, enhance the virtual matrix capability, provide a migration strategy and the equipment to upgrade to a full internet protocol (IP)-based system, and transition in a way that would be easy for the security staff to adopt. The initial project was to be done in phases over a period of 15 months. “We started with replacing the existing standard definition analog cameras with over 400 new high definition (HD) fixed cameras, along with HD, 1080P PTZ dome cameras,” said Flowers. High definition cameras offer security surveillance employees and law enforcement officers superior access and use of video surveillance, with more detail and wider coverage, especially helpful for video review and identification purposes. Although HD images are larger and would


In addition to the new cameras, SSI also removed the existing legacy analog video matrix that provided live video and control of the existing analog pan/tilt/zoom (PTZ) cameras and replaced it with the latest Pelco Endura 2.0 Video Management System (VMS). The change was made to allow full virtual matrix capabilities suitable for live surveillance applications (one of the property’s primary goals) as well as leverage the existing analog cameras, wiring, and control in a complete network environment. This upgrade provided a seamless migration to the new system while allowing the security staff to maintain full control on the existing legacy analog cameras; more importantly, it created an expandable platform that would allow the addition of any number of new high definition IP cameras and operator stations without losing the responsive control and reliability of the virtual matrix.

As part of the upgrade, the Black Oak Casino Resort also had to consider how the new IP-based HD video would impact their storage of the surveillance footage. In the phased migration, new Pelco 36 TB network storage managers were installed to replace the legacy network video recorders (NVR). “By replacing the existing storage with a new NSM5200-36 network storage manager, we allowed existing MPEG4 encoded video streams from analog cameras in the system to be recorded on the same platform as the new high definition cameras that stream using the more efficient H.264 protocol. In addition, the inherent distributed architecture of the Endura IP VMS system allowed us to eliminate the potential of

single points of failure so that the system could operate without interruption. “The NSM5200’s multicast recording capability further streamlined the impact of HD cameras on the IT network,” and allow the recording of multicast data streams,” said Flowers. The surveillance room was upgraded with a new video wall that included 20 46” class LED monitors, three 24” LED monitors and a 70” class LED monitor. The video wall monitors are driven by Pelco NET5402RHD video decoders. Seven operators have a VCD5202 video console display and KBD5000 series keyboard to view live and recorded video at each operator desk. SSI also provided additional video console displays, Endura Workstations and monitors for various personnel outside of the main surveillance room thanks to the upgrade to a full virtual matrix. SSI chose Avaya’s Fabric Connect technology and Virtual Services Platform. Avaya Fabric Connect combines the best of Ethernet and the best of IP technology, which enables the deployment of layer 2 and layer 3 virtualized services with optimized routing and multicast. The solution included a fully redundant 10-gigabit mesh network

connecting the virtual services platforms. This simple-todeploy network provides full system capability and easy future expansion opportunities. “Despite the challenges that we knew the upgrades would present, we were extremely pleased with the advanced awareness of retrofit needs and knowledge of new technologies, not to mention the professional way that SSI exceeded our expectations in their service,” Foster commented. In concluding the current project, Foster had one last thing to say: “We are proud of all the work our surveillance and security staff members do, and we know that technology plays a big part in it. While security surveillance is usually recognized as the dome cameras you see in businesses, these systems go well beyond the walls of the facility and are critical in helping us provide our guests with a safe and consistent experience while they are at our property. Hikvision Provides a Safe and Secure Harbour for Dun Laoghaire Lying 12 kilometres south of Dublin City Centre, Dún Laoghaire (pronounced Dunleary) is widely recognised as having one of the finest man-made harbours in the world. The harbour itself consists of two huge granite piers. The East Pier is one mile long, the West Pier even longer, and together they enclose more than 100 hectares of terminal buildings, car and lorry parks, commercial piers, and leisure craft marinas. Having been the major gateway to England for goods and people for 200 years, it is also now on track to becoming Ireland’s major marine, leisure and tourism destination having received significant investment to extend its recreational and amenity value. Keeping this huge area safe for all visitors is a major undertaking and Hikvision cameras and hybrid recorders have recently been added to make sure this happens. SUBMITTED BY TYCO SECURITY

Overcoming the challenge of existing infrastructure and low visibility

The harbour complex is managed by the Dún Laoghaire Harbour Company (DLHC) and it has been a user of CCTV for many years. The coax-cable analogue system betrays its age by concentrating heavily on the ferry terminal and the immediate surroundings – the harbour’s raison d’etre throughout the twentieth century. However, even a once busy ferry operation takes up just a relatively small part of the massive harbour. With the East and West Piers separated by more than a kilometre at their mainland ends and extending far out into the Irish Sea, there is a large area contained by the two piers

that has become a bustling hub of activity. It is now home to many marine activitybased businesses ranging from a Powerboat School to Yacht clubs and a Scuba Diving centre and a very large and still growing Marina complex for private leisure craft of all sizes. And, around the older ferry terminal, the new activities have given rise to a new generation of restaurants, car parks and other leisure businesses. DLHC became increasingly concerned that the existing analogue CCTV infrastructure was only giving them a good overview of an increasingly marginal resource – the ferry terminal – and not providing an adequate level of surveillance of the new activities. What was clear was that

“Providing effective surveillance throughout Dun Laoghaire Harbour was a challenging prospect,” says Kevin O’Connell, System Designer at Mercury SD. “The landside of the harbour is an increasingly busy and crowded area, the older ferry terminal now surrounded by a large number of newer tourist hotspots and commercial areas, and then we also had to consider the explosion of water moorings and activities that the old system was never designed to accommodate. The whole focus of the CCTV surveillance system had to change into one that encompassed the whole harbour complex. “The harbour is also highly prone to extremely variable weather conditions, including frequent occurrences of high winds, severe rain and fog. Visibility can go from clear to poor in minutes and this means any new CCTV system that has a remit to concentrate its surveillance on the exposed harbour walls and marina complex should be capable of coping with the worst of these environmental extremes while continuing to deliver clear images. “Finally, DLHC were keen to retain the existing analogue system if possible whilst extending the reach of the CCTV system to the entire 100 hectare site.”


A modernised coastal surveillance solution

Kevin O’Connell and other members of the design and installation team at Mercury SD made three site visits to the harbour before proposing their detailed scheme for a hybrid solution. The new plan retained all the existing coax cable that was laid within the harbour and concentrated the existing analogue cameras to cover the ferry terminal and its immediate surroundings. Some of the new Hikvision IP cameras were then added to the coax cabling using IP over Coax transceivers while the IP cameras intended to greatly extend the reach and scope of the surveillance to the more far-flung reaches of the harbour were linked in using Ubiquiti wireless links. All the cameras link back to the pair of Hikvision hybrid recorders located in the harbour office near the ferry terminal, from where a PTZ camera in the lighthouse is controlled.

Whatever the weather

“All the new cameras offer Hikvision’s SMART imaging and detection, most prominently the Smart Defog and Smart IR features,” explains Kevin. “These technologies in particular were a huge selling point for the new solution, overcoming the problems that burdened the old CCTV system when the harbour was beset by the unpredictable weather, even though most of the analogue cameras were indoors.” The Smart Defog and Smart IR features help improve the clarity of images. Smart Defog modifies the image correction algorithm to improve the whole image’s visibility and clarity in poor weather conditions, such as rain or severe fog. Smart IR addresses the common problem of overexposure of IR LEDs at the centre of images, automatically adjusting the IR strength to improve visibility. All except one of the new Hikvision cameras were enclosed in a marine grade housing; being DS-2CD4012F 1.3 megapixel SMART IPC units along with DS-2CD4032F-A

3 megapixel pieces. The Hikvision DS2DF7284-A Network IR Speed Dome Camera was installed at the lighthouse as part of the new upgrade. Regularly used in busy areas such as stations, airports, railways and commercial centres, it oversees some of the busiest parts of the harbour and is a core CCTV feed for the harbour team. This PTZ camera provides 360° surveillance through its endless high-speed panning capability, offers a large 20x optical zoom capability to detect the smallest details and combines this with an IR range of up to 120 metres. The camera can also be shared by the emergency sea rescue services in the event of an incident in close proximity. “At the centre of the new surveillance solution are Hikvision DS-9016HFI-ST 16/16 Hybrid Recorders, which enabled us to retain the majority of the older analogue cameras while adding in the Hikvision IP units,” adds Kevin. “The DS-9016HFI-ST features H.264 video compression, a recording resolution of up to 5 megapixels, 16 channel synchronous playback, and also HDMI and VGA output at

up to 1080p, alongside a storage capacity of up to 12TB.”

Exceeding Expectations

The installation of the new surveillance solution has proved an immediate success. Tim Ryan, Harbour Manager at Dun Laoghaire says, “The Hikvision system specified has exceeded our initial expectations. We use the system 24 hours a day to monitor the inner harbour area, consisting of car parks, walkways, buildings, busy junctions and ship berthing areas. We have been able to provide An Garda Siochana (the police force) with evidence for a number of incidents that have occurred since the installation. In each case the coverage and quality of footage was of a high standard. The DS-2DF7284-A PTZ camera installed at our East Pier Lighthouse has proven beneficial in assisting with Search and Rescue and has the capability to be utilised by the local Coast Guard unit to monitor and record an incident on land or sea. Our recording equipment allows us to archive footage for approximately sixty days, which is also hugely beneficial to us.” 71

A city can be defined as smart, once all the eight key aspects that make the foundation of a city are identified as smart: governance, energy, building, infrastructures, mobility, technology, healthcare and safety. Indeed, all nations in the world are now racing to create smart cities within their territories to ensure that all aspects of life are critically improved and made smart so to guarantee citizens’ wellbeing. From Stockholm, to Berlin, Paris and Barcelona, national governments, local municipalities are focused on implementing smart technologies across all major domains. The new power players of the world, the likes of India, Nigeria, Brazil, Turkey, China, are now learning this lesson and running with this vision in their elected governments.

DIGITAL FOOTPRINT Digital footprint refers to the data that we leave behind when we use digital services like websites, social media platforms, smart phone applications and other Internet services which we interact with.

Passive footprint - Many websites collect user data like browsing history, IP addresses, geographical location and login information in the form of “cookies”. Cookies help in creating a string of usage data or digital footprint that pertains to a specific user. The data is automatically recorded without the user giving out information. Most users do not realise this, but by default, web browsers contain thousands of cookies, created and placed by every website visited by the user. These must be deleted from time to time. Active footprint - This is created through the personal data released deliberately by a user. This data often contains specific information pertaining to a person’s identity and habits. For example, posting a status updates on a social media platform can allow other users to infer your current geographical location, the activity you are involved in and with whom. The digital trail left behind on social media platforms includes not only posts, but also “likes” and “shares” performed by a user.

Other benefit for our partners is from a qualification point of view - Before WD Purple and surveillance HDD’s, they would need to get a generic hard drive qualified through a lot of engineering resources. But, by having a surveillance specific product like WD Purple they can focus on that product, get it qualified and use that as the recommended hard drive in their surveillance system Martin Jefferson: The response to our purple launch has been beyond our expectations.

Recording Servers Recording Servers are connected with video surveillance devices such as cameras, NVRs and HVRs and collect video streams for recording and streaming for live view. Usually, one or multiple recording servers are installed at every site depending on number of cameras used at the site. This edgerecording architecture avoids the need for transporting video streams over expensive bandwidth. In case of sites with few cameras, it is possible to use one recording server for multiple such sites. Devices and Cameras SATATYA SAMAS offers flexibility of using any combination of IP cameras, Matrix Network Video Recorders (NVR) and Hybrid Video Recorders (HVR). SATATYA SAMAS interworks with many popular IP camera brands supporting ONVIF 2.0. Further, an IP camera can be connected directly or through an NVR/ HVR.
