Commercial & Residential Buildings Scale: $15 billion township project The Employees Provident Fund's unit, Kwasa Land Sdn Bhd, will call for tenders in February for the development of its $15 billion township project in Sungai Buloh, Selangor. There has been huge response to the 932ha project. "We intend to work with the best," said Kwasa Land managing director Mohd Lotfy Mohd Noh, adding that the master plan for the township, to be called Kwasa Damansara, has been submitted to the Selangor state government for evaluation and approval. The 1st parcel of 25.6ha will be developed into a modern state-of-the-art town center and transport hub, in partnership with Tier 1 developers, with a paid-up capital or shareholders fund of at least $303 million. The town centre will comprise 70% commercial and 30% residential components. Besides the town center, residential developments of 4ha to 5ha each will be tendered out to Tier 2 and Tier 3 Bumiputera developers.
Manufacturing & Transportation The road to making Malaysia a regional automotive hub for energy efficient vehicles (EEV) will be kicked off by giving out manufacturing licenses for EEVs without any restrictions. International Trade and Industry Minister Datuk Seri Mustapa Mohamed said the government hopes to approve 3 to 4 manufacturing licenses for EEVs by 2018. Manufacturing licenses for vehicles with a capacity of 1.8 liters and below were previously frozen. Based on this vision, about 85% of vehicles produced in Malaysia in 2020 will be EEVs. The NAP 2014 will also provide customized incentives for both foreign direct investment and domestic direct investment such as pioneer status and investment tax allowance; grants for research and development and training; infrastructure facilitation; lower taxes and expatriates. The exemption will be extended until Dec 31, 2015 for hybrids and Dec 31, 2017 for EV.
Oil & Gas Scale: Upstream oil & gas engineering services, including front-end engineering design and detailed design works Petroliam Nasional Bhd's (Petronas) unit Petronas Carigali Sdn Bhd has awarded a 5-year umbrella contract to 4 local engineering services contractors to undertake the design and engineering services for its facilities in the oil and gas industry. The companies are Technip Consultant (M) Sdn Bhd, Perunding Ranhill Worley Sdn Bhd, RNZ Integrated (M) Sdn Bhd and MMC Oil & Gas Engineering Sdn Bhd. Petronas said the scope of the contract, which commenced last September, covers domestic upstream oil and gas engineering services, including front-end engineering design and detailed design works.
TAIWAN Airport Scale: $1.3B makeover program Scheduled Completion: 2020 The Department of Urban Development of the Taipei City Government (DUD) announced its plans to renovate and expand the Taipei Songshan Airport, in an attempt to raise the capital's commercial profile internationally. The project will be overseen by the DUD, along with the Taipei City Government and the Ministry of Transportation and Communications, and it is expected to attract an estimated $ 1.3 billion in investments. Preliminary plans indicate that the project has been segregated into 4 zones. Most notably, Zone B, the current site of the Civil Aeronautics Administration's (CAA) and Aviation Police Office's main buildings, will provide the setting for exhibition and conference venues, hotels, shopping malls and commercial space, said the DUD.

Infrastructure Scale: $1.5 billion investment Scheduled Completion: 2020 Korean government had put out a blue print to make Korea into a strong 5G network country by 2020. Ministry of Science, ICT and Future Planning (MSIFP) had announced “Creative 5G Mobile Strategy” to create more jobs and improve ICT industry and related businesses. MSIFP views that it will cost both the civilian and the government about $1.5 billion as the investment budget for the next 7 years till 2020. 5G technology is 1,000 times faster than 4G LTE. While it takes about 40 seconds to download 800MB size movie with LTE, it only takes a second for 5G. MSIFP will develop the 5 core services first and then move onto the commercializing stage. They are pursuing after future SNS, 3D mobile videos, intellectual services, ultra high speed services, UHD/Hologram technology developments for the core services.
Airport Scale: Conveyor belt length of around 42 km Scheduled Completion: Sep. 2017 Siemens, together with the Korean company Posco, has been awarded the contract for a baggage handling system in the new Terminal 2 of Incheon Airport. The contract covers the layout, engineering, assembly, commissioning, and integration of the system, as well as connecting it to the existing baggage handling system. Completion is planned in September 2017 in time for the 2018 Winter Olympics in Pyeongchang. Siemens will supply a complete baggage handling system for the new terminal. Included in the system to be supplied by Siemens is the installation of 14 make-up carousels as well as 18 laterals for final sortation, over 216 check-in counters for the departures area, and 10 baggage carousels in the arrivals area.
THE PHILIPPINES Commercial & Residential Buildings Scale: Over 1,000 hectares of land worth $1.6 billion Tender Deadline: End of 2014 THE BASES Conversion and Development Authority (BCDA) expects to bid out more than 1,000 hectares of land worth a total of $1.6 billion this year: • 1,300 hectares in Clark Green City, Pampanga, worth $581 million; • 33.5 hectares in Bonifacio South Pointe, Taguig City, worth $803 million; • 16 hectares in Poro Point, La Union, worth $44 million; • 7.2 hectares of former military camps in Metro Manila worth $77 million; and • 12 hectares of special economic zones worth $151 million. BCDA is the agency entrusted with the management and sale of former military lands.
Transportation Scale: Station near the Trinoma Mall in North Ave worth $1.5 billion Tender Deadline: 1st half of 2014 The Department of Transportation and Communications (DOTC) is set to bid out the contract for the construction of the common station near the Trinoma Mall in North Ave. to connect the Light Rail Transit (LRT) and the Metro Rail Transit (MRT) systems within the first half of the year. The DOTC is looking at completing the bidding and awarding of the contract for the project within the 1st half of the year so that construction would start in the 3rd quarter. It hopes to complete the proposed common station by Q3 2015. The project would involve a turn-back system between the SM North EDSA and Trinoma malls to serve as an area where trains would maneuver to change directions.

INDONESIA Infrastructure Scale: $39 billion Infrastructure spending in Indonesia may total $39 billion this year. The state budget would contribute $17 billion to the total spending, followed by contributions from regional governments, investment from state enterprises and the private sector with $8.6 billion, $7.5 billion and $5.6 billion, respectively. Indonesia has more than 106,000 units of heavy equipment, but more than 70,000 of them are located in the greater Jakarta area. From the total 117,000 contractors, more than 40% are based in Java. The small number of certified professionals in the sector adds to the ministry’s concerns with only 400,000 having any kind of certification out of a total workforce of some 6.9 million.
IT $16.8 billion International Data Corporation (IDC) predicts IT spending this year is expected to hit $16.8 billion, 12.5% this year (13% in 2013). Banking and financial services companies — typically one of the biggest spenders on IT — are not increasing their spending. However, new companies that spend on IT for the first time will support growth. The manufacturing and retail industries are among those with many new spenders. However, as cost efficiency is important amid an economic slowdown, most Indonesian companies will seek a way to obtain optimum results from their investments.
Manufacturing Scale: $1.1 billion Scheduled Completion: End of 2018 Korea’s Hankook Tire is making an additional investment of $358 million, into its Indonesian plant as it seeks to continue its expansion in Indonesia. The investment will be made throughout the course of the next 2 years, and will be used for facility improvement. Hankook Tire Indonesia inaugurated its factory in Cikarang, West Java, last September with an initial investment of $353 million. The plant was built on a 60-hectare area of land where the company plans to reach production capacity of 6 million tires a year. The company planned to invest up to $1.1 billion in Indonesia through 2018.
THAILAND Airport Scale: An 8h apron for large aircraft, expanding the international arrival hall and domestic departure hall, improving toilets Scheduled Completion: 2019 Chiang Mai airport is embarking on an upgrade to cope with surging traffic demand from China. The upgrade, estimated to cost over $3 million, includes adding an 8h apron for large aircraft, expanding the international arrival hall and domestic departure hall, improving toilets and creating an Otop center. The work is expected to be carried out this year as the airport plans to de-bottleneck its facility to deal with rising passenger and aircraft traffic, said Lukchai Chaleoyprach, the airport's GM.

us$878 Country BaCkground Indonesia has maintained a strong gross domestic product growth (GDP) that averaged at around 6% throughout the past three years, according to the World Bank. The main drivers for such growth include a strong domestic consumerdriven market contributing more than 55% of the country’s GDP, and the large amounts of foreign investment inflows across sectors. Indonesia has become one of world’s top choices of production-base for its abundant resources, young working population, and a relatively stable political environment. According to Indonesia’s Ministry of Economics, the investment in Indonesia grew 27% in 2013 to $ 33 billion, and approximately $ 22.5 billion was foreign investment while the rest domestic. Foreign investments are mostly found in sectors such as mining, transportation, and manufacturing. The government has also announced that there will be an increased level of approval for investments in airports, power plants, toll roads, and pharmaceutical industries. However, because of the heavy reliance on foreign capitals, Indonesia is categorized in the Fragile Five countries that can be thrown off the balance by the emigration of foreign funds back to the U.S. in search of higher returns due to the tapering of quantitative easing (QE). Hence, for the outlook of Indonesia in 2014, the World Bank holds a relatively conservative attitude and expects the growth rate at 5.3%. The Indonesian government on the other hand, expresses more optimism, and aims to achieve a 5.8 to 6.1% growth because of the good control of debt-to-GDP ratio and a growing middle class. Of the G-20 countries, Indonesia is the third fastest- growing member following China and India. It is predicted that Indonesia will move up to the second place by 2020. Indonesia is a market-based economy where both state-owned enterprises (SOE)

and private conglomerates play important roles. Through the government’s effort to quickly implement a “pro-growth, pro-poor, pro-employment” program since 2004, there has been increased level of investment and innovation to help development and employment in multiple sectors such as energy, palm oil, mining, expansion of broadband internet, infrastructures including toll motorways, and manufacturing factories— the expansions further attract substantial implementation of robust security solutions to safeguard the facilities. In the middle of difficulty lies opportunity— Indonesia faces all kinds of challenges from terrorist attacks, poor infrastructures, to QE tapering. These challenges are not necessary the push factors that drive foreign investments away; rather, they are pulling in investments to the country.

For instance, in some countries such as Taiwan, teachers and students do not like being watched in class, while in China and Thailand, it is quite common to see cameras installed in classrooms. Video surveillance in China is installed not only to enhance campus security but to prevent academic dishonesty as well. Surveillance cameras are installed in 60,000 test centers in China to prevent students from cheating on the national college entrance exam. Each test center is equipped with four surveillance cameras. Apart from this, how the camera is going to be powered with PoE and how it would connect to the management network should be given some thought. Installers should consider the entire scene when placing a camera — how much light will be visible and what in your scene is important to see for total situational awareness. When a 360-degree camera is installed under a bright environment which uses lamps with low frequency, flicker might occur. Low light sensitivity of 360-degree cameras should be put into agenda, and “the monitoring area better have sufficient lighting,” recommended Aaron Yeh, Director at Surveon Technology.
