This condition of l a c k i n g t h e r e q u i r e d two yearst sea service of capt a i n s has now besn Overcome, and it is n o t t h e intention t o chinge commanding officers, p a r t i c u l c r l y those commanding dreadnaught b a t t l e s h i p s , as has been necessary d u r i n g t h e p a s t two y e a r s while g i v i n g o f f i c o r s opp o r t u n i t i e s t o complete t h e r t q u i r o d amount of a e i s e r v i c e i n t%ir grade. It i s t h e i n t e n t i o n of the &w+nu t o g i v e captains, p r i o r t o t h e i r becoming high enough on the l i s t t o reasonably expect s e l e c t i o n , cmmxnd of n dreadnaught t h a t they m y appear i n the best l i g h t b e f o r e the Select i o n Board. It w i l l be conceded by a l l hands that it is d e s i r a b l e t o a v o i d f r e q u e n t changes i n t h e oommands of s h i p s ; and it is believed t h a t a c o n d i t i o n has now been a r r i v e d a t by :vhich changes will be less frequent than i n the p a s t .

By allowing c a p t a i n s t o remain two y e a r s a t se.:, it w i l l be necessary f o r t h o s e on shore t o remain n e a r l y t h r e e years. This c o n d i t i o n comes about through a c b b i n a t i o r , of circumstances. shore s t a t i o n s r e p r e s e n t t h l t the p r e s e n t number of' c a p t a i n s assigned is i n s u f f i c i e n t . There are a t sen fewer c a p t a i n s #an the Bureau's plans contemplate. For i n s t a n c e , it is the i n t e n t i o n t o p l a c e a c a p t a i n in command of' every d i v i s i o n of dest r o y e r s . Some of t h e a u x i l i a r y v e s s e l s now comnanded by commanders w i l l b e commanded by c a p t a i n s . These changes, however, m a s t be made slowly, as c a p t a i n s become due for sea. The q u e s t i o n will s o w confront the Bureau a s t o whether a c s p t a i n i t t h e t o p of t h e l i s t , who has a l r e a d y c o m m d e d a dreadnaught, shall a g a i n command a v e s s e l . Obviously he would compand no less t h a n a dreacnaught. This might p r e v e n t captains f a r t h e r down the l i s t from being a s s i g n e d t o commands commensurate with t h e i r rank. tTp t o t h e p r e s e n t tirre o f I i c e r s above t h e class of 1895 have been a s s i g n e d to Srecidmughts. Due to t h e changes i n t h e law and i n order t o c o n s o l i d a t e t o b e t t e r advintage all t r a c a p o r t a t i o n a c t i v i t i e s in t h e Bureau, the a d m i n i s t r a t i o n of t h i s a c t i v i t y was, on 1 & ~ l y1922, c o n c e n t r a t e i i n t h e S e c t i o n *4Recruitingani! Transportation". The o f f i c e r s on duty i n t h e Detail Section of Ofiicer Personnel Division r e c e i v i n g communic-itions from o f f i c e r s i n t h e s e r v i c e refer them t o "Rec r u i t i n g and T r a n s p o r h t i o n " f or a c t i o n .

For some time, the Bureau has been aware of last minute changes of e n l i s t e d men ab t o t h e i r wishes i n t h i s respect a t considerable c o s t t o the Bureau's t r a n s p o r t a t i o n approp r i a t i o n . Cases have occurred where men with hornus near t h e East C a s t , who e n l i s t e d o n the Viest Coast, have t a k e n advantage of t h e s i t u a t i o n i n order t o get maxinum mileage from the Government. 4.

There is a t present before Congress l e g i s l a t i o n which provides f o r t h e payment of 'ransportation t o place of e n l i s t n u n t only. This l e g i s l a t i o n , i f passed, would>f course c o r r e c t this condition. 5. New Books. 6. Avoidable losses O Y Discharge. Tho Bureau has issued a l e t t e r t o the Recruiting S t a t i o n showin8 that t h e underage and medical discharges of r e c r u i t s a t one t r a i n i n g s t a t i o n in two weeks represanted a c o s t o f $12,950 from which the Navy secured no r e s u l t i n g benefits.

The Bursau has decided t h a t underage discharges of recruits will be acted on by the Bureau i n the future. 1. Examination t'p Promotion. Eue to t h e readjmtment of ranks i n the several corps, t h e Bureau has, within the past eighteen months, issued many orders for examinations for promotion. Practically all offiaers due for promotion have now been ordered and it is hoped that a l l pending c&ses will be oltdared up bg 1 Novcmber, 1922. 2. The Bureau constantly receives requests t o delqy these examinations for various reaaons. The principal reason given i s lack of t i m e for the officers t o prepare for them. The Bureau has complied with these requests as far 8 s practicabh, but the time has now arrived when further delays w i l l serve no usef'ul purpose. It is believed that offioera should be able t o prediot within mrrow l i m i t s when they may expeoC t o be promoted.
