CHAMPIONSHIP REGULATIONS
FORMAT
The Atlantic 10 Conference Men’s Basketball Championship is a single elimination championship involving 15 conference members. Seeds are determined by regular-season conference standings according to the teams’ final overall conference record and the tie-breaking formula, if necessary.
For 2023, the format will include a practice/press conference day following the quarterfinals. The championship will begin on Tuesday, March 7 (with a three-game opening session) and will conclude on Sunday, March 12. The practice/press conference day will be Friday, March 10.
PRE-CHAMPIONSHIP CONFERENCE CALL
Each institution participating in the Men’s Basketball Championship must have the required representation on all conference calls and at all meetings in which they are involved. A conference call will be conducted on Tuesday, February 28, 2023 at 11:00 am ET to review championship procedures. There will be a separate call for band and cheer on Wednesday, February 22 at 11:00 am ET.
All schools must be represented by the following:
PLAYING RULES
NCAA Basketball Rules shall govern championship play.
SEEDING (Reconfirmed for the 2023 Championship at Athletic Director briefing call on Dec. 12, 2022)
The Atlantic 10 will use a hybrid seeding procedure for seeding the 2023 Men’s Basketball Championship.
• The league will use straight winning percentage as the overall procedure unless the average number of games completed by all teams falls to or below 14 games for men’s basketball (which is just over 75% of an 18-game schedule).
• If the average number of games completed by each team falls to or below 14, the league automatically shifts to the KenPom adjusted winning percentage overall procedure. Projected decision date for the shift would be on or about Mar. 1.
• Existing tiebreakers will be utilized, regardingless of which model is used.
• In both methods, there will be a threshold of four games below the average number of games completed to qualify for the double-bye (top four seed) AND win the regular season championship. If a team does not play enough games, the highest it could be seeded would be fifth.
• The chart below dictates how many games are needed to be eligible for a regular season title and a double bye/top four seed.
CHAMPIONSHIP REGULATIONS
TIE-BREAKING FORMULA
The following tie-breaker format is utilized for determining the seeding of the Atlantic 10 Men’s Basketball Championship:
Two-Team Tie
1. Head-to-head competition.
2. Conference record of the tied teams based on winning percentage versus the highest common opponent and proceeding down to the lowest common opponent, if necessary, until one team gains an advantage.
a. All ties are broken in descending order.
b When arriving at another pair of tied teams, use each team’s record against the tied teams as a group. When comparing records against a group of teams, the higher winning percentage will prevail. In case of tied percentages vs. the team or group of 1.000 or .000, the following shall apply: 2-0 is better than 1-0; 0-1 is better than 0-2.
3. Coin toss.
Three or More-Team Tie
1. Head-to-head competition
Use each team’s record against the tied teams as a group rather than performance against individual teams. When comparing records against a group of teams, the higher winning percentage will prevail. In case of tied percentages vs. the team or group of 1.000 or .000, the following shall apply: 2-0 is better than 1-0; 0-1 is better than 0-2.
2. If the above results in two teams remaining, the two-team tiebreaker is used.
3. If more than two teams still remain, use the conference record of the tied teams based on winning percentage vs. the highest common opponent and proceeding down to the lowest common opponent, if necessary, until one team gains an advantage.
a. All ties are broken in descending order.
b. When arriving at another pair of tied teams, use each team’s record against the tied teams as a group. When comparing records against a group of teams, the higher winning percentage will prevail. In case of tied percentages vs. the team or group of 1.000 or .000, the following shall apply: 2-0 is better than 1-0; 0-1 is better than 0-2.
4. Draw lots.
NOTE: All ties will be broken in descending order. When arriving at another pair of tied teams while comparing records, use each team’s record against the tied teams as a group rather than the performance against individual tied teams. Once ties are broken, they remain broken throughout the tie-breaker process.
Seeding of teams will be formally announced on Saturday, March 4, 2023 after the conclusion of the last regular-season game. If a coin flip or draw is necessary, it will take place in the Atlantic 10 Conference office after the conclusion of the last regular-season game and will be administered by the Commissioner or designee. The procedure will be open to the media and designated representatives from the tied teams.
OFFICIALS
All games will be officiated by three (3) Atlantic 10 Conference/NCAA Division I officials with one (1) alternate official. The coordinator of officials will select and assign the officials to work each game with the approval of Sean Kearney, championship director. All officiating assignments will be released to the participating teams one (1) hour prior to game time.

TEAM POLICIES
SPORTS WAGERING
Sports wagering includes placing, accepting or soliciting a wager (on a staff member’s or student-athlete’s own behalf or on the behalf of others) of any type with any individual or organization on any intercollegiate, amateur or professional team or contest. Examples of sports wagering include, but are not limited to, the use of a bookmaker or parlay card; internet sports wagering; mobile betting; auctions in which bids are placed on teams, individuals or contests; and pools or fantasy leagues in which an entry fee is required and there is an opportunity to win a prize.
The current NCAA legislation against sports wagering prohibits NCAA student-athletes, member institutions’ athletics staff and non-athletics staff with athletics responsibilities, and conference office staff from participating in sports wagering activities or providing information to individuals involved in or associated with any type of sports wagering activities concerning intercollegiate, amateur or professional athletics practice or competition in a sport in which the NCAA conducts championship competition, in bowl subdivision football and in emerging sports for women.
A wager is any agreement in which an individual or entity agrees to give up an item of value (e.g., cash, shirt, dinner, etc.) in exchange for the possibility of gaining another item of value.
Postseason: In championships in which a bracket format is used, student-athletes, coaches and administrators may not participate in bracket competitions where there is both a required entry fee and an opportunity to win a prize. Student-athletes and administrators may participate under current NCAA rules in bracket contests where there is no entry fee but a possibility of winning a prize. Some NCAA member schools, however, have chosen to ban studentathletes from participating in these types of bracket contests.
Student-Athletes: A student-athlete found in violation of the prohibition against knowingly participating in any sports wagering activities or providing information to individuals involved in or associated with any type of sports wagering activity that involves intercollegiate, amateur or professional athletics competition shall be ineligible for further intercollegiate competition, subject to appeal to the Committee on Student-Athlete Reinstatement for restoration of eligibility.
UNIFORMS & LAUNDRY
Teams are required to bring both white/light and dark uniforms. The higher seeded team in each game will always be designated as the home team and will wear its light colored uniforms. Matt Horton is the contact for laundry arrangements during the Championship. His contact information is: 201-615-8548 | matthorton3@gmail.com. If a team advances and Barclays staff is handling that team’s uniforms, that team MUST leave the uniforms at the arena just prior to departure after a team’s contest. This will assist in obtaining clean uniforms in a timely manner.
UNIFORM POLICIES
Per NCAA Bylaws 12.5.4, 31.1.7 and 31.1.8 , a student-athlete may use athletics equipment or wear athletics apparel that bears the trademark or logo of an athletics equipment or apparel manufacturer or distributor in athletics competition and pre- and postgame activities (e.g., celebrations on the court, pre- or postgame press conferences), provided the following criteria are met:
1. Athletics equipment shall bear only the manufacturer’s normal label or trademark, as it is used on all such items for sale to the general public; and
2. The student-athlete’s institution’s official uniform and all other items of apparel (e.g., socks, head bands, T-shirts, wrist bands) shall bear only a single manufacturer’s or distributor’s normal label or trademark (regardless of the visibility of the label or trademark), not to exceed 2-1/4 square inches in area (rectangle, square, parallelogram) including any additional material (e.g., patch) surrounding the normal trademark or logo. The student-athlete’s institution’s official uniform and all other items of apparel shall not bear a design element similar to the manufacturer’s.
It is impermissible under NCAA Interim Policy/Rules to allow student-athletes to promote their NIL activity while on call for required athletically related activities (e.g. practice, pre- and postgame activities, celebrations on the court, press conferences). (Per NCAA Division I NIL memorandum, Oct. 26, 2022).

Bands should be ready to play by the 45:00 mark on the pre-game countdown clock. Bands should enter as a group with band director/leader accompanying them. Bands playing in the second game of a session must remain in their designated pregame area (this will be communicated to the director by the band liaison). At the conclusion of the previous game, bands will be escorted to their designated band section in the appropriate end zone once the area has been cleared by the band playing in the previous game. An Atlantic 10 representative will indicate when it is appropriate for the bands to enter the floor. Bands must remain in their designated section. Bags/boxes are subject to security check.
The designated home team’s band in the first game of each session (Games 1, 4, 6, 8, 10, 12 and 14) will play the National Anthem unless an alternate performer is secured by the Atlantic 10. The second half rotation will be the same as the first with the designated home team band and cheerleaders taking the first timeout.
Bands are not permitted to play while the game is in progress. Bands may play only during “dead ball” situations, pregame, halftime and postgame. Use of artificial noisemakers and air horns are prohibited. Bands are not permitted to play recorded music.
