INTRODUCTION FOOTSCRAY

Where is Footscray?

The inner-western suburb of Footscray, located 5km away from the Melbourne CBD, is home to a high degree of diversity of demographics coming from different ethnicities and culture. More than of its population are people born overseas and it has one of the largest concentration of Vietnamese population in Melbourne and a growing number of East African community at its centre. Known also as a working class area, many factories and warehouses are located in the suburb and in close proximity to the port and industrial centre of Melbourne.

At the present, the suburb is undergoing rapid change with many of its sites undergoing gentrification. Large residential and commercial developments bring in also an influx of new demographics to the multicultural suburb.

FOOTSCRAY STATION

How can we address these changes in Footscray’s spatial character?

STUDIO BRIEF In three interrelated parts, the studio is tasked to analyse, evaluate and critique the existing development of Footscray, in relation to its past identity, present issues and future demands, and to propose contextual spatial solutions that are sensitive to these.

Bits of Footscray

Part 1 consist of an analysis on four themes: (1) History, heritage and identity, (2) Accessibility, public transport and road safety (3) Future proposals, density and gentrification and (4) Local businesses, daily life and community facilities. Part 2 consists of the urban design strategy that addresses the issues identified in the analysis and provides proposal and visualization of the spatial solutions. Part 3 is a detailed design intervention aligned with the proposed urban design strategy.

VISION FOR FOOTSCRAY PROBLEM STATEMENT How can we manage change in the Footscray community and how can we direct how its identity evolves to ensure it remains diverse and accessible to people of various backgrounds and lifestyles?

GOALS 1. Allow for a breadth of choice in residential, commercial, and cultural space that caters to

the needs of different people, businesses, and community groups. 2. Foster community (and interaction) between new residents, as well as between new residents and existing residents. 3. Ensure areas within Footscray are diverse but well connected through a network of high quality streets and open spaces.

The creation of a series of distinct yet interconnected places within Footscray will encourage circulation: each place will have something different to offer. Provision for easy conversion of existing buildings by small and large landowners into highly-varied commercial, residential, or cultural spaces should increase both the amount and diversity of real-estate on offer: there will be space for everyone and everything. High quality, flexible, active open space in each precinct gives everyone somewhere to go and somewhere to relax outside, and communityrun events can be held with ease: more space

that will more easily be adapted for diverse community uses. Street improvements make Footscray’s largest public space more pleasant, safer, and easier to appropriate for recreational and social use: streets will not only connect different areas, but also become the heart of Footscray’s community and social infrastructure. Competitions and/or community involvement in the design of street furniture, signage, public art, and open space will add to a sense of ownership of the public realm: locals will be able to affect how Footscray looks, feels, and functions, even at the precinct level. DESCRIPTION The Portal Place serves as the entry way to the multi-cultural suburb of Footscray. The area is bounded by the Maribyrong Rriver on the east side and the rail tracks on the northwest. The area is in demand for new developments because of the Melbourne CBD view offered, riverside access, and proximity to the city.

BACKGROUND The foreseeable growth and emergence of residential and commercial developments in Footscray brings a new set of the demographics to the already multicultural diverse suburb.

The precinct has some of the key attractions of Footscray such as the scenic Melbourne CBD view and the river, however, it has very low accessibility and generally disconnected to Central Footscray with only the bridge along Hopkins Street as main connection.

SITE CONDITION ANALYSIS The future condition challenges the existing assets of the site’s surroundings such as its view of the Melbourne CBD and low-rise building character.

The site serves as a intermediary space of the urban to suburban, of Footscray’s central to the Maribyrnong River, and of old to new neighbourhoods.

It also provides a stark contrast in terms of physical character of the two neighbourhoods: one is suburban with one to two storey residential and the other, multi-storey residential towers.

As a urban platform, the intervention will be the space for the evolution of Footscray’s character. FOOTSCRAY

CONCLUSION The Urban Platform connects physically the precinct and neighbourhoods previously separated by the rail tracks and at the same time, each neighbourhood to the key assets of each other and to Footscray Central. The platform also provides immersible experience for the newcomers to the people of Footscray and vice versa

through the creation of a common community spaces that supports interactions, ranging from pop-up markets to local festivals,pocket library to local ethnic cafes and restaurants, attracting people from all walks of life to gather and build a new neighbourhood identity for Footscray. FOOTSCRAY 45
