Teachers report being kicked, grabbed by the throat, stabbed with scissors, restrained — by students
Shutterstock
TERESA LATCHFORD tlatchford@yrmg.com One local teacher still has nightmares two years after a violent incident in her special needs classroom.
The teacher, who we’ve agreed not to identify, won’t soon forget the day a student uttered death threats and then threw a piece of furniture at her head. She has been spit at, kicked, bitten, verbally abused and her life has been
threatened on more than one occasion. She has also been required to wear spit shields, bite guards and even Kevlar in the classroom. "The first thing my husband asks me when I get home every day is ’Are you OK?’" she said.
"Try going home and explaining bruises to your family when you are a teacher. They expect me to come home every day in one piece." l See BOARD, page 7

efore Stuart Parker heads into the literacy room to read with support worker Darlene Cooke, he shows off the room Community Living where he makes arts Central York is and crafts. launching $5-million Happy The Hearts campaign Sharon resident, a graduate of a cooking program at Humber College, then heads off to the kitchen to help support worker Lindsay Deeley prepare food and get items ready for the nearby bistro. Greeting friends as he goes, Parker chats about his singing classes, even sharing tales about his Elvis impression. At Community Living Central York, which supports about 400 people with developmental disabilities,
Steve Somerville/Metroland
(Left) Client Stuart Parker of the Community Living agency helps Support Worker Lindsay Deeley in the kitchen. The agency helps people with developmental delays. (Above) Parker reads in the Literacy Program with support worker Darlene Cooke.
Parker clearly has a sense of belonging. "I love it. I am happy," said Parker, well known as Studoggy, the water boy for the Aurora Tigers hockey team, a position he’s also held with the Newmarket Hurricanes. "I love to learn. And talking." But the centre, which serves clients from Newmarket, Aurora, East Gwillimbury, WhitchurchStouffville and King Town-
ship, is housed in a halfcentury-old building that is showing its age. The washrooms are inadequate and don’t provide privacy, the space is too small and doesn’t properly accommodate people using wheelchairs and other mobility devices, and the plumbing and electrical systems are antiquated. Community Living is now launching its Happy Hearts campaign, looking to raise $5 million to rede-
velop its Oak Street site near Bayview Avenue and Mulock Drive in Newmarket. "It’s about building the actual space so we that we have the proper accessibility. We’ve done Band-Aids for a long time," executive director Colleen Zakoor said. "We’re not looking at a Taj Mahal. We’re looking at a respectful, fresh and renewed space. We’ve been hidden for too many years
so we’re standing up and saying we’re here." The redevelopment will allow the not-for-profit agency to triple its day services program, triple the capacity of its employment strategies program and increase support to more than 1,000 adults a week. While there are services available for children, for many adults with developmental disabilities, turning 21 is like walking into
an "abyss," the agency said. There are 2,200 people in York Region on waiting lists for programs and the numbers are growing, Zakoor said. The redevelopment will reduce waiting lists in the region by 200. In the next five years, almost 1,400 students with developmental disabilities in York Region will graduate high school, many of whom will not find supportive services. The redevelopment will also allow for more partnerships with the community, such as community colleges providing programming for clients. For Parker, participating in Community Living programs plays a major role in giving his life direction, said his mother, Susan Parker. "Stuart has a purpose to his life. He knows the purpose to his life and he knows what’s going to help get to the purpose of his life. That would be one of the elements missing if he wasn’t coming here. He’d have what mom and dad might think (was right for him) but here he’s his own man, his own person. He has that sense of purpose," she said. "His community is here. This is his base for everything."

five- or six-year-old much of a threat," he said. "But once you’ve seen a classroom a student has ripped apart you think differently." While challenging for teachers, it also impacts the other students in the classroom, the teacher sharing her experiences said. Witnessing aggression, even if it isn’t directed at them, is difficult for children to process and teachers must follow up to explain so students aren’t fearful of returning to class. "Sometimes, the day after, I call in sick because I just can’t face my students," she said. "It has become much more than teaching, we also have to be mental health supports, which isn’t fair to us or the students because we aren’t experts." She also points out that teachers like herself who have specialized training to deal with escalating students are pulled from their own classrooms to help, which means her students’ learning is interrupted.

In 2013, 194 incidents of violence were reported by York Region elementary teachers; in the last school year there were 536, York Region Elementary Teachers’ Federation of Ontario president David Clegg said. Teachers are reporting trashed classrooms and broken windows; being grabbed by the throat, physically restrained and stabbed with scissors. "It’s the No. 1 topic and it’s a troubling issue that isn’t well understood," he added. "The public immediately jumps to student versus student or bullying when discussed." The teachers’ federation has been holding focus groups and polling to gain a better understanding of the situation. In the focus groups, participants don’t believe students committed the acts. "This is happening with relatively young children and most don’t perceive a

"This is happening with relatively young children and most don’t perceive a five- or six-year-old much of a threat. But once you’ve seen a classroom a student has ripped apart you think differently." - York Region Elementary Teachers’ Federation of Ontario president David Clegg The federation is beginning to further research the impacts these incidents have on the other children in the classroom, Clegg said. Witnessing these acts or being evacuated from their classroom due to an out of control student must have an impact on their learning. "Integration of identified children into mainstream classrooms has many positives but at what point do the negatives outweigh the positives," he said. "We have to be able to weigh the right of a child to be educated against the collective rights of others to learn in a safe environment." York Region isn’t alone as Peel is reporting in-
creased incidents as well and Durham teachers are calling for more protective gear to use in the mainstream classrooms, not just the special education and behavioural classrooms. While many are calling for more resources and protective gear, Clegg isn’t convinced it’s the solution. "There is this big elephant in the room and it’s difficult to talk about," he said. "No one is asking why this is happening. There has to be a systemic, underlying cause." The local is planning to host a symposium in February 2018 with representatives from across the region to discuss just that. Additional resources are
provided to teachers in specialized classrooms where students have been identified as special needs or having behavioural challenges, student services superintendent Kate Diakiw said. The majority of these incidents happen in specialized classrooms. Teachers in mainstream or ’typical’ classrooms have very little training in dealing with violence and aggression, however, those in special education or behavioural classrooms have received crisis prevention training including understanding behaviour, student escalation signs, responding to defensive behaviour, appropriate response to a student acting out and
how to perform control positions. "Physically intervening is the absolute last resort," she said. "We never want to put a hand on a child and will only do so if they are going to hurt themselves or others." Identified students have plans that spell out what actions should be taken to deal with that child’s behaviour, who will respond if needed and what to do should specific situations arise. "In many plans it is written to call the police but we rarely get to that point," she said. It is mainly these trained teachers who are using the protective gear. Specialized supports are brought in following an incident to reevaluate plans and support teachers. She admits the system isn’t perfect but says the board is doing well with what it has, adding it is always monitoring violent incidents and analyzing any increase.

ABOUT US
Roads construction shortfall must be addressed Residents may be in for a rough ride over the next decade or so as York Region grapples with a $1.5-billion shortfall in its forecasted 10-year roads construction budget. While characterized as a "worst case scenario," by director of transportation and infrastructure Brian Titherington, the lack of adequate funding for road work could lead to 56 projects being delayed beyond 2031. That’s not likely to be greeted as good news in a region whose residents list traffic as being one of their biggest concerns. Some parts of York are already congested to a standstill during the morning and afternoon rush hours (if not all day) and the problem will only intensify as the region’s population grows from its current 1.11 million to its projected 1.79 million by 2041. Now, the region is spending more on transportation than it ever has, according to Titherington. But, he stressed, the dollars just aren’t there to continue doing so at the usual pace. Instead, some relief will need to come via transit, carpooling, off-peak travel and emerging technologies. However, those options may not ever satisfy a significant number of residents, especially in a region that was predominantly built around the idea of commuting from one place to another by personal vehicle. For whatever reason, the region seems woefully unprepared for this shortfall. Yes, it is poised to collect $300 million less in development charges than it had anticipated. But this should be a surprise to no one, as there had been numerous warnings issued over the past few years about the potential for the pace of growth to slow. Similarly, the region only passed its transportation master plan last year, which included a list of projects needed to meet the demands presented by growth; so why are we only hearing now that the cost of the needed improvements is about twice the available budget? We agree that hiking taxes above reasonable levels isn’t the answer to the problem and borrowing more money on top of the region’s existing $2.9-billion debtload isn’t a viable option given the spectre of a credit downgrade that would result in higher borrowing costs. Asking the province for additional taxation powers could yield results, depending on what form they take, but the region should also look within for efficiencies and ensure that growth is in fact paying for growth. One thing’s for sure: the solution isn’t simply to shrug and kick 56 cans down the road. Residents deserve better. After all, no one plans to fail; they fail to plan.

I was dismayed to read John Cudmores article in Sept. 14 edition "Aurora Tigers kick off new season with math mystery." Correct or incorrect, throwing mud at our local Jr. A team was disappointing. Entrepreneurism a state of mind, character Re: EDITORIAL: Entrepreneurial skills vital for young people, Aug. 3. Your article would have been timely at least two decades ago and possibly even earlier than that. polar opposite direction. Careers as entrepreneurs, i.e. self employment, may well be the course for more people. Those traits include the deep desire and courage to "go it alone," while seeing many around head for the safety of large corporations and governments, with all of their perquisites, pensions and medical plans, etc., and the cool headed intuitive judgment necessary when those pesky, mission critical decision times arise, as they will, and invariably do so at the most inconvenient moments. True entrepreneurism is a state of mind and character which cannot be acquired. For those not so disposed, rewarding employment careers may be sought in the industries en-
gaged in the robotics technologies to which you refer. These will require a growing number of people skilled in the design, installation and running of them and their associated systems. The technical training colleges and universities already turn out graduates in those disciplines and perhaps a priority should be given to finding ways to ensure they are continually adequately funded. However, for those young people aspiring to an entrepreneurial life, their school curriculum should include an introduction to the fundamentals of the full cycle of business planning, starting with the articulation of the value proposition for an enterprise and culminating with investor preparation. eye." She doesn’t want to shame the police officers but she believed the officers should have at least taken witness statements and filed a report. She was informed she could file a report at the local YRP office. "We are trying to make our streets safe for women and children and this is what we get," she added. YRP spokesperson Laura Nicolle confirmed that two officers on bicycles attended the event and report the organizers were blocking the roadway without the proper permits or permission. The officers were instructed to ensure the participants and motorists were kept safe. "The officers determined no offence took place and the driver was simply unimpressed with the people on the street," Nicolle said. "The officers weren’t able to take a statement due to the safety concern of those walking and driving on the street." YRP will be following up with the organizers regarding the proper procedure for blocking traffic. Nicolle added that a statement can be filed with the district regarding the incident or the officer response.

Liora Sobel never expected to be harassed while raising awareness about violence against women. The 19th annual event, Take Back the Night, began with a group of supporters and their children gathering at Newmarket’s Riverwalk Commons for a rally to be followed by a march, celebration and a candlelight vigil to raise awareness about violence against women. The event is hosted by the Women’s Support Network, Yellow Brick House, Sandgate, Belinda’s Place, York Region Police Domestic Violence Unit and the York Region Community Centre for Safety and Girls Inc. As the participants, including Sobel, peacefully marched down Water Street a motorist approached them from behind. Sobel was pushing her two-yearold daughter in a stroller at the back of the pack. "The guy just started screaming out his window for us to move," she said. "Then he was laying on his horn." When a fellow participant approached the car to explain the purpose of the event and why so many peo-
ple were marching in the street, Sobel claims he yelled "go back to Saudi Arabia" and told another participant she was a "fat bitch" who needed to lose weight. Protesters documented the confrontation by recording it on their cellphones. "He just kept escalating and I feared for myself and especially my daughter," Sobel said. "He was driving less than a foot from the back of our legs." The commotion caught the attention of Main Street business owners and patrons who were joining the crowd in an attempt to diffuse the situation and encouraged the driver to turn around to find another route or pull over until the march ended. Finally, Sobel spotted two York Regional Police officers on bicycles. She believed the nightmare was over but she found herself enraged when the officers informed her they had been instructed not to interfere with the event. "This was harassment and verbal abuse but they made if very clear they weren’t going to do anything about it," she said. "There were children at risk and they turned a blind

VW Tiguan even more beautiful under the skin FIRST DRIVE

Metroland Media It’s often said you can’t judge a book by its cover. That saying kept popping into my head during a week in the all-new 2018 Volkswagen Tiguan. VW’s SUV is 10.7 inches longer than its predecessor but it still has that plain, underwhelming look about it. There is nothing flashy about the exterior of the Tiguan though I did like the Habanero Orange Metallic paint. But, open the door and the Tiguan takes on a whole new feeling. This is one very smart looking interior. My tester for the week came with the digital cockpit which reminded me a lot of the cockpit of the Audi R8 Spyder I had driven just a few weeks ago. But I’m jumping ahead of myself. The Tiguan comes in three trim levels, the Trendline, the Comfortline and the Highline. My tester was the Highline with the optional driver assistance package that includes adaptive cruise control, remote start and my new favourite option on new vehicles, the 360-degree view from above the car.
All three trim lines feature a 2.0 TSI engine producing 184 hp 9221 lb/ ft) mated to an eight-speed automatic transmission. The Comfortline and Highline get standard 4Motion, allwheel-drive while that is an option on
the Trendline. The AWD system allows you to choose from four settings depending on the driving conditions; on-road, snow, off road and customer off-road. You can also choose between nor-
mal, sport, eco and individual drive modes. I left the Tiguan on eco since most of my driving during the week was highway driving. The Tiguan handled the highway driving with ease, responding when

finger towards it. The panoramic sunroof is a nice styling option that sets the Tiguan apart from its competitors but I used it only once during the week, to see how it works. I find sunroofs make the interior of the vehicle too hot. Volkswagen has made a big deal about the optional third-row seating available on the Tiguan but I can’t imagine there would be much room for adults in that third row. Other nice features in the Tiguan are: interior ambient LED lighting, power tailgate and a great-sounding 400-watt digital sound system with eight speakers. When you go to take a look at the new Tiguan, don’t just walk away when you see the exterior. Give it a chance by opening the doors and seeing what it has to offer on the inside. You will like what you see.

needed for passing and offering a comfortable ride on long stretches. Any Volkswagen I have driven lately offered a sense of safety behind the wheel and the Tiguan was no different. It offered blind spot detection, front assist emergency braking and front and rear park distance control. It can take a while for a driver to get to know the feel of a new car so I find options like park distance control helpful. Also very helpful when parking the Tiguan, or getting out of tight spots, was the 360-view from above. Put the Tiguan in reverse and the rear-view camera comes on to fill most of the infotainment screen. To the left pops up a view of the vehicle from above, giving you a very clear view of anything that might be in your way. The 360 view stays on for a few seconds as you start to drive, which is a very nice effect. As I said earlier, the outstanding feature of the Tiguan is the interior, in particular the digital cockpit. The dashboard can be set up in various ways, but like the Audi Spyder, I liked having the map fill the entire dash with the speedometer and rpm gauges sitting at the side. It is stunning to look at. Like all VW’s the infotainment screen is a snap to use and features the proximity sensor which pulls up additional data as you bring your

In Formula E, the teams and manufacturers are allowed to develop the powertrain consisting of the motor, transmission, parts of the suspension and the respective software. The combination of the motor and transmission is the centerpiece of the Audi e-tron FE04. The engineers primarily focus on designing the motor-generator unit for evergreater efficiency. To transmit the power to the wheels, Team Audi Sport ABT Schaeffler will be using a high-efficiency transmission with only one gear in the 2017/2018 seasons. A progressive new livery featuring white, metallic green and black as the basic colours
visually distinguishes the Audi e-tron FE04 at first glance clearly from the car in which Lucas di Grassi won the Formula E championship title in July. For the first time in his career, the 33-yearold Brazilian is entering a new season in car number “1” of the title defender and on the occasion of the world premiere in Neuburg he did not let the opportunity pass by of driving the softly whirring new electric race car onto the stage. The new team principal and, as such, the face of Team Audi Sport ABT Schaeffler in Formula E is Allan McNish. The Scotsman had already accompanied and supported the team at the racetracks throughout the third season. Now the former Formula 1 campaigner, long-standing Audi factory driver and three-time Le Mans winner is also officially leading and representing the squad. The Audi e-tron FE04 will make its racing debut at the Formula E season opener in Hong Kong on December 2.

3 nights, 3 plays: Newmarket Festival of One-Act-Plays starts tonight Festival supports Rotary Club of Newmarket
yorkregion.com
LAURA FINNEY lfinney@yrmg.com The world premiere of Aurora Maissa Bessada’s play Ace Galaksi: Space Dick at Large will be Oct. 5. Her space comedy is one of three plays that are part of the Newmarket Festival of One-Act-Plays, a presentation of the Very Useful Theatre Company’s (VUTC) in partnership with the Rotary Club of Newmarket. Ace Galaksi will kick off the festival during the gala night. "It’s a great night for Maissa, because she wrote and directed it," said John Dowson, president of
VUTC. Dowson will be acting and directing in another of the festival’s featured plays, The Death of Me by Newmarket’s Norm Foster. The Death of Me is a comedy about a man who dies and then bargains with the Angel of Death to go back. Dowson plays a doctor. "The doctor is really a funny part," he said. "He has a lot of funny lines." The third play, A Little Something for the Ducks written by Jean Lennox Toddie, features a conversation between two seniors feeding ducks on a bench. Each play will be no longer than 40 minutes, meaning the audience can enjoy two plays for a reasonable price, said Dowson. "It is not a late night, it’s good for kids," he added. He said children might especially be interested in Ace Galaksi.
"The kids are going to get a kick out of that because they’ve got sound effects," he said describing one scene involving flatulence. "Kids love farts." This is the first year for the festival, but not a new concept for the company. Previously they ran a festival at Pickering College to raise money for local charities. This festival is in support of the Rotary Club of Newmarket. Ace Galaksi will open the gala night, which features special guests, a chance to meet the cast and canapes, Oct 5. Tickets are $20. A little Something for the Ducks and The Death of Me will run Oct. 6; and Ace Galaksi will run a second time with A Little Something for the Ducks on Oct. 7. Tickets are $10. All shows begin at 7 p.m. For more information, visit vutc.ca.

Making Peace photography exhibit opens

town. "The reason I wanted to bring it here was because I thought it was just a fantastic opportunity to showcase a world class outdoor art exhibit in our iconic town park," he explained. He added public art is part of the town’s master and culture plans. "I think it’s going to be a great celebration and I think Aurorans are going to be very proud of this world class outdoor exhibit in the town park," he said. "I think it’s going to be one of the best things that has happened to Aurora." The exhibit does have ties with the community. There are couple of panels here dedicated to Lester B. Pearson, Woods said,
adding Pearson is the only Canadian o have received the Nobel Peace Prize. "In international circles, Lester B. Pearson is actually known as the father of modern peace keeping." The exhibit can also inspire people to make change. "The last panel in the show is actually a mirror, on that mirror it says making peace is up to you," said Woods. "That’s exactly the message. If you are not part of the solution yourself . then you are part of the problem. You have to contribute. You can’t expect others to do it for you. You have to be part of that solution." The Making Peace exhibit is a public indoor/ outdoor art event that aims to teach people, especially children, the necessary key elements needed to create sustainable peace, while paying tribute to those who devote themselves to the cause of peace. It will be in Aurora until Nov. 19. The exhibit consists of 124 photographs from 110 photographers divided into five sections. Each represents an element of peace: disarmament and non-violence; conflict prevention and resolution; economic and social justice; human rights, law and democracy; and environment and sustainable development. According to the exhibit, all elements have to be present to create peace. Some of the photographs feature Nelson Mandela, Mahatma Gandhi and Malala Yousafzai. UREPORT
Volunteer contributes to community through love of baking Embarking on a new job can be daunting endeavour. If it is activity you enjoy doing in a place where you can make a difference, the experience can transform you. For Terence, baking muffins for the children at Goodfellow Public School in Innisfil, as part of the Eat Well Program, means he can contribute to his community. As a person who is deaf and blind, Terence’s interest in volunteering was matched with a program at a local school that makes it possible for children to have healthy snacks during the school day. Individuals who live with both vision and hearing loss experience barriers that affect their access to information, communication and mobility through the dual disability of deafblindness. Finding paid employment and volunteer opportunities can also be a challenge. "Terence has been a wonderful addition to our volunteer staff at Goodfellow. He always comes into school with a smile and willingness to help. I enjoy his love for tea and appreciate seeing his hard work in the kitchen being gobbled up by the kids," shared Jennifer Henderson, vice-principal at Goodfellow Public School. Terence participates in his volunteer placement independently, thanks to the support of intervenors from DeafBlind Ontario Services. Through this partnership, everyone gains: the local organization benefits by engaging a loyal and dependable volunteer, while reducing the time and cost of recruiting staff. Conversely, the person volunteering benefits by participating within a supportive environment that interests them and helps meet their individual goals. Founded in 1989, DeafBlind Ontario Services is a not-for-profit organization that helps individuals who are deafblind increase their independence and improve their quality of life through specialized services. THEY COME FROM ALL WALKS OF LIFE TO BRING THE WORLD TO YOUR DOORSTEP We thank our distributors and newspaper carriers for their service and dedication to our customers.
The Newmarket Food Pantry provides emergency food for residents of Newmarket. Our clients are allowed to come once a month and we provide them with three days worth of food. Our goal is to reach out to the community and raise awareness that the people who need to use our services could be your neighbours. One of our fundraisers that we get great support from our community is our Thanksgiving Turkey Drive. We are grateful that No-Frills in Newmarket orders and supplies us with all the turkeys for the drive. We started the turkey drive 3 years ago to help as many people as we could enjoy a turkey dinner with their families. Since then the drive has grown with the support of local businesses and the warm and kind residents of our great town and we expect to hand out over 200 turkeys before this Thanksgiving. We would like everyone to know that the Food Pantry will always be around for our residents and we feed around 1000 people every month. We are always looking for donations in order to keep our lights on and shelves full. Thank you Newmarket!
October 7 is International Carrier Appreciation Day. If you have the opportunity, please take a moment to recognize your carrier, either in person or with a note of thanks.
