Message from the Chief Administrative Officer A Year of Transition For AWEPA, 2015 proved a year of transition. Some programmes were closed. Other programmes were renewed. And new contracts for new programmes with new donors were signed for the coming years. Through the support of our donors, our political leadership and our committed staff, AWEPA continued its efforts to work in cooperation with African Parliaments to strengthen parliamentary democracy in Africa, keep Africa high on the agenda in Europe and facilitate African-European parliamentary dialogue. AWEPA restructured its organisational position in Africa in 2015 on the basis of foundations laid down in 2014. The two new Regional Offices in Kampala, Uganda, for Central, East and West Africa, and in Cape Town, South Africa, for Southern Africa became fully operational, while the AWEPA Office in Kigali, Rwanda, was closed. AWEPA’s Director Bilateral Programmes is stationed at the Regional Office in Kampala, and the organisation’s Deputy Director Bilateral Programmes & Partner Relations is stationed at the Regional Office in Cape Town. The AWEPA Headquarters in Amsterdam and in Brussels support the service processes in the fields of finance, human resources, ICT and communications in addition to providing guidance and support for the programmes in relation to our donors and their requirements.

The increase in basic project expenses is related to the AWEPA South Sudan Programme.
For the coming years, new programme proposals will be developed on the basis of close political analysis and sent to different donors. Throughout the year, internal control was strengthened. The AWEPA Protocols and its annexes, and the AWEPA Employment Regulations for Africa and Europe were reviewed and reintroduced to the AWEPA organisation in February 2016. AWEPA’s Executive Committee met three times in 2015. The Governing Council discussed the 2015 budget and approved the Financial Statement 2014. The Financial Committee met twice. Overheads came out at 12%. In the Financial Statement 2015 the Foundation AWEPAA is consolidated in the balance of the Association AWEPA. The Financial Statement 2015 fulfills the requirements of Guideline 640 for Non Profit Organisations. Its aim is to provide a greater level of clarity and financial transparency in this Financial Statement. The Financial Statement 2015 was audited by EY Auditors LLP. In 2015, AWEPA together with its consortium partner the Netherland Institute for Multiparty Democracy (NIMD) has commenced a Strategic Partnership with the Netherlands Ministry for Foreign Affairs (2016-2020) for the countries Benin, Mali, Kenya, Uganda, Mozambique and Zimbabwe. Burundi was put on hold due to the political situation in this country. Within this framework, the possibilities for a programme in Ethiopia will be explored. Financial support for the institution of AWEPA is vital to our continuity. Without funding to bring together our leadership bodies, employ support staff, carry out research, make needs assessments and adequately present AWEPA to current and potential donors and partners, we would be unable to implement our programmes. We are therefore extremely grateful to our donors and partners who support AWEPA’s basic institutional needs. On behalf of AWEPA, I would like to thank all our donors for the constant support they provide for our important work, as well as our partners and staff for their continued dedication to our mission.

The implementation of programmes in 2015 came out at around 95%. The political and civil war situation in South Sudan; problems relating to the leadership of the regional EALA Parliament; and the postponement to 2016 of the Joint Monitoring Teams for the Budget Oversight and Scrutiny Programme have led to a reduced implementation of programmes in 2015. New contracts were signed in 2015 with Belgium, Luxemburg (2015-2016), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the Netherlands Ministry for Foreign Affairs for the Strategic Partnership (2016- 2020) in consortium with NIMD, the Netherlands Ministry of Foreign Affairs for the Empowerment of Somali Women programme (2015- 2017), Irish Aid and UK AID (DFID) for Budget Oversight and Scrutiny (BOS) in the SADC PF Region (2015–2018). Subject: Financial Statement 2015, Association AWEPA Dear Governing Council Members, I, the undersigned Ms. Katharine Bulbulia, discussed the AWEPA Financial Statement 2015 and additional documents with Mr. Theo Kralt, CAO of AWEPA. The 2015 Financial Statement has been audited by Mr. Bouke Minks, Registered Accountant of Ernst & Young Global Limited. On 18 July 2016, the audit was discussed with AWEPA’s CAO; Mr. Henk Jan Ormel, Vice President of AWEPA and representative of the Executive Committee for finance; Mr. Martin Smeding, Senior Financial Officer; and Mr. Erick Hoekzema, Team Coordinator Finance Department and Senior Reporting Officer. The figures showed that the total income of 2015 amounted to € 6.643.252, a decrease of € 1.264.664 compared to 2014. Based on the financial information presented in consultation with Mr. Kralt on 18 July 2016, I, the undersigned, am fully satisfied that the 2015 financial figures are in order and advise the AWEPA Governing Council members to submit their approval With kind regards,

Management Report About AWEPA The Association of European Parliamentarians with Africa (AWEPA) has its registered office in Amsterdam, the Netherlands. For 30 years, AWEPA has served as a unique tool for complex democratisation processes, from South Sudan to South Africa, which strives to strengthen African parliaments and promote human dignity.
Mission AWEPA works in cooperation with African parliaments to strengthen parliamentary democracy in Africa, to keep Africa high on the political agenda in Europe and to facilitate African-European parliamentary dialogue. AWEPA concentrates on: • • • •
The key role of parliaments in facilitating democracy, human rights, peaceful conflict management, poverty reduction and sustainable development; The attainment of gender equality at all levels of political decision-making; The common interests of African-European parliamentarians; Building parliamentary networks and experience sharing at national, regional and inter-regional levels.
Executive Board AWEPA’s Executive Committee is the executive board of the organisation and meets four times a year. It is elected by the Governing Council for a period of five years to prepare and execute AWEPA’s policy. It is composed of the President, VicePresidents and Observers. Summary of activities Throughout 2015, AWEPA worked with some 30 parliaments across Africa, including national parliaments, continental and regional parliamentary institutions, and decentralised authorities. Together with members of these bodies, AWEPA undertook a number of institutional and thematic capacity-building programmes. AWEPA’s programmes endeavour to inform and mobilise parliamentarians, empowering them to take action on development issues in their country or region. To this end, AWEPA organised a number of capacity-building workshops, conferences, exchange visits, and Training of Trainers (ToT), as well as consultation missions and strategic meetings.
Good governance The Executive Committee (ExCom) of the AWEPA convened on 15- 16 February 2015, 20-21 June 2015 and 9 October 2015. The ExCom discussed the annual accounts 2014, implementation of the budget 2015 and the budget 2016, fundraising and donor relations, substantive themes (peace and security, fragile states and new programme countries) and organisational affairs during the meetings. The Governing Council convened on 9 October 2015 during the MDG Presidency Seminar in Brussels, Belgium. The theme of the Seminar was Peace, Security and Sustainable Development. Page 10

The Partnership Council convened on 9 October 2015 in Brussels, Belgium. The Management Team convened on a regular basis to discuss policy related matters. During regular meetings between the President and the CAO in 2015 matters of funding, organisation, HR and finance were discussed.
Organisation The AWEPA head office in Amsterdam became more focused on offering organisational support for programmes, support in submissions of programme proposals and support and consolidation of narrative reports. Internal control was further strengthened. In 2014, AWEPA engaged Ernst & Young Accountants LLP to audit AWEPA’s projects and annual accounts. AWEPA’s quality management is assessed on a bi-annual basis by the European Foundation for Quality Management (EFQM). In February 2015, AWEPA received the EFQM recognition “Committed to Excellence” for selected organisational improvement processes.
Decentralising to African offices During 2015, AWEPA’s internal decentralisation policy has been furthered in its Africa-based offices. Over the course of this year, AWEPA installed two regional offices to optimise programme development and implementation. These are located in Kampala, Uganda, for Central, East and West Africa, and in Cape Town, South Africa, for Southern Africa. Each office is headed by one of AWEPA’s (Deputy) Directors, members of the AWEPA Management Team. With the new regional offices, programme management is decentralised, closer to the countries of implementation and is expected to improve efficiency of (financial) administration and internal control. In addition, the equipment and staffing of these regional offices is expected to greatly contribute to the extension of AWEPA’s organisational culture into the African Offices
Methodology and Programme Development In 2015, AWEPA developed an organisation-wide Theory of Change, describing the intervention strategies, processes and assumptions that underpin its parliamentary support programmes. In addition, a new framework for Monitoring and Evaluation (M&E) was developed, including practical tools to measure, and make visible, results and impact achieved in programme countries.
Expected Developments 2016 For 2016, AWEPA strives for the continuity and renewal of its programmes with donors. AWEPA foresees a comparable budget in 2016 compared to 2015. Based on the Strategic Vision and the priorities of a multi-annual funding programme 2016-2020 AWEPA also aims to renew its programme and strategy in this period. AWEPA is in the process of renewing its strategy and programmes for the Sustainable Development Goals (SDGs).

Note A: Consolidated Accounting Principles The following summary of accounting principles is intended as a guide to the correct interpretation of the Financial Statement.
Balance Sheet General The consilidated financial statement AWEPA 2015 is prepared in accordance with the Guideline RJ640 for non-profit organisations. The accounts have been prepared under the historical cost convention. Assets and liabilities in foreign currencies are translated into euros at year-end exchange rates. Assets and liabilities are stated at nominal amount, unless otherwise mentioned. Foreign Currency The reporting currency is the Euro. Assets and liabilities denominated in foreign currencies are valued at the exchange rates prevailing at year end date. Transactions denominated in foreign currencies are translated at the exchange rates prevailing at the transaction date. The exchange results have been incorporated into the Financial Statements according to Guideline 122 of Dutch Accounting Standards. Financial instruments AWEPA does not apply nor trade in financial derivatives, such as interest rate swaps, forward exchange contracts or options to control its risks. Fixed Assets Fixed assets are stated at purchase price, less accumulated depreciation and impairment losses. Depreciation is calculated according to the straight-line method based on expected economic life. The cost consists of the price of acquisition, plus other costs that are necessary to get the assets to their location and condition for their intended use. Depreciation is recognised as an expense on a straight-line basis over the estimated useful lives of each item of the tangible fixed assets, taking into account the residual value of each asset. For tangible fixed assets under development depreciation starts the moment the assets are taken in use. The depreciation periods are specified in the notes to the balance sheet. The following depreciation percentages are applied: - Buildings: Non applicable - Renovations, inventory and vehicles: 20% - Equipment: 33,3% Grants and Sundry Receivables These amounts are shown at nominal value. The grants are short-term. Cash and Cash Equivalents Cash and cash equivalants include cash-in-hand and bank balances. Cash and cash equivalents are included in the balance sheet at nominal value. Equity Funds The additions to and the withdrawals from the reserves and funds take place from the destination of results. Reserves for Special purposes The reserves for special purposes are related to funds marked by the Executive Committee to be spent on a designated purpose. The earmarked reserves do not reflect an obligation towards any third party and the Executive Committee has the authority to reverse this reserve. Short-Term Liabilities Liabilities are initially recognised at fair value, net of transaction costs incurred.

Statement of Income and Expenditures General Income, grants and expenses are allocated to the period they relate to. Income and Grants Income, grants and expenses are allocated to the period they relate to. Grants received with a designated purpose and a pay-back obligation for AWEPA, in case of ineligibility of the related expenses, are accounted for as income in the same reporting period in which the subsidised eligible expenditure is recognised. Benefits in kind Benefits in kind concern free office rent. The amount stated in the Financial Statement is calculated against an estimated realistic value, based on the local conditions. Employee Benefits Obligations for contribution to defined contribution pension plans are recognised as an expense in the statement of income and expenditure. Loss recognition Losses and impairments are accounted for as soon as they are anticipated.
Consolidated Financial Statement Since 2014, the Financial Report includes the Foundation AWEPAA, which has its registered office in Amsterdam. AWEPA has control over AWEPAA. With the adoption of RJ 640 for Non-Profit Organisations, AWEPA needs to consolidate the financial statements of AWEPAA. The object of the Foundation is the administration of capital assets belonging to the Foundation and the use of said assets on behalf of the Association AWEPA. The funds of the Foundation may exclusively be made available to AWEPA in order to bridge a temporary financial deficit, unless unanimously decided otherwise by the Board. For the money made available, AWEPA pays a market conform compensation. The Foundation has two board members: Dr. Jan Nico Scholten – Chair Minister of State Ms. Miet Smet – Secretary Treasurer

AWEPA’s office space in Amsterdam is rented for € 55,786 per year in total. The office space is divided into sevaral rooms with contracts that start in 2012 and run for 5 years per cluster of rooms. The rental agreement for office space in Bujumbura, Burundi for BIF 726,000 per month has been terminated as per 31 December 2015. At the exchange rate of 31 December 2015 this amount corresponds to € 421 per month. AWEPA leases office space in Nairobi Kenya for an amount of KES 111.793 per month. Contract period ends by 31 January 2016 and will be renewed. The amount corresponds to € 1.026 per month. AWEPA leases office space in Maputo, Mozambique for an amount of USD 2.350 per month. This is concerning 2 contracts. Contract periods are ending 30 April 2016 and 31 December 2018. The amount correspondends to € 2.221 per month. AWEPA leases 2 offices and a house in Uganda. The agreements are ending 31 December 2015, 9 December 2016 and 1 August 2017 and amount respectively to UGX 1.100.000 (€ 308), USD 2.200 (€ 2.079) and USD 1.800 (€ 1.701) per month. AWEPA has a lease contract with Sharp for in total € 5.233 per year. The contract period ends 1 April 2019.
Commitments for financial closure of employment contracts of former employees of AWEPA in Africa are estimated to have a value in the range of € 15.000 to € 25.000.

The Dutch AWEPA Section hosted a debate in the Dutch Parliament on the topic of Women, Peace and Security in April 2015. The debate payed Page 21 attention to the importance of empowering African women parliamentarians and enhancing their role AWEPA Financial Report 2015 particular in post-conflict processes, www.awepa.org peacebuilding and reconciliation.
Other Information Post-balance-sheet events For the organisation AWEPA, the internal budgets for offices and staff in Africa and HQ were adjusted to the budget 2016. The AWEPA Protocols were revised on 23 February 2016.
Appropriation of Result and Policy concerning disposable equity The surplus of income over expenditure in 2015 will be added to the equity of AWEPA. The equity of AWEPA and the Foundation AWEPAA can only be utilised in accordance with the mission and goals of the AWEPA. The Executive Board of AWEPA has set aside Special Reserves with restricted use. The amount and designated use of the Reserves in question are noted in the Balance Sheet and in Explanatory Note D.
The second session of political training for young Beninese people held on 2-5 September 2015 in Ouidah, Benin. Independent auditor’s report To: The Executive Committee of Association of European Parliamentarians with Africa We have audited the accompanying financial statements 2015 of Association of European Parliamentarians with Africa, based in Amsterdam, which comprise the consolidated balance sheet as at December, 31 2015, the consolidated profit and loss account for the year then ended and the notes comprising a summary of the accounting policies and other explanatory information. Management’s responsibility Management is responsible for the preparation and fair presentation of the financial statements and for in accordance with the Guideline for annual reporting 640 “Not-for-profit organisations” of the Dutch Accounting Standards Board. Furthermore, management is responsible for such internal control as it determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error. Auditor’s responsibility Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with Dutch law, including the Dutch Standards on Auditing. This requires that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error.
