Volume 52 - No. 27
By Friedrich Gomez
In the closing days of the Second World War, the United States would soon experience a state of shock at discovering just how advanced the Third Reich’s German scientists were.
Their achievements in warfare science were leaps and bounds ahead of us. As one U. S. Intelligence source puts it: “Hitler’s incredible capaThe Paper - 760.747.7119

bility to successfully launch V-2 missile attacks on British soil in the mid-1940s clearly reveals just how much more advanced they were than our Allies.”
The V-2 missiles would eventually prove to be the precursors to intercontinental ballistic missiles (ICBM) of modern American, Russian, and Chinese armaments today, as well as their respective (and successful) space exploration programmes.
How close Hitler’s elite top secret scientists came to, potentially, creating the world’s first atomic bomb, as well as history’s revolutionary stealth technology for their jet/bombers, is all worthy of study – simply because the realisation of these two projects would, unquestionably, have altered human history as we know it today.
In transmission order (first, the atomic bomb, then stealth technology), let’s see what today’s worldwide authorities have to say, as well

as shared declassified U. S. Intelligence reports. The following released U. S. Intelligence data may prove disturbing and unsettling for the reader.
(1) “HOW CLOSE WAS HITLER’S GERMANY IN CREATING THE WORLD’S FIRST ATOMIC BOMB?” This is a most terrifying and uncomfortable question for the layperson (the general public) to want to even contemplate, but, it remains a most sober and serious question which scien-

tists and historians today still discuss, debate, and grapple over. At the outset of World War II, Germany far outpaced other countries in atomic research. In 1938, German scientists were the first to discover nuclear fission. In 1938, German physicists, Otto Hahn and Fritz Strassmann, became the first scientists in the world to successfully split the uranium atom.
(Note: The first scientists to split an atom was John Cockcroft and Ernest Walton in the U. K. in 1932. But they split the lithium atom, not the uranium atom.) DECLASSIFIED U. S. INTELLIGENCE AT THE TIME REPORTS:
“Just months after German scientists Otto Hahn and Fritz Strassmann had (accidentally) discovered nuclear fission, Germany quickly began a project called “Uranverein” (translation: Uranium Club).”
In April 1939, only months after German scientists discovered nuclear fission, and successfully split the uranium atom, they quickly organised a special scientific unit led by brilliant quantum physicist Werner Karl Heisenberg to develop an atomic weapon, resulting in Germany amassing stockpiles of

uranium for the effort.
It is most startling how the early German physicists almost immediately (and correctly) suspected that uranium was the quintessential “core element” in necessitating an atomic bomb explosion. Germany was now gathering as much uranium as possible, to the extent that they officially stopped the sale of uranium from Czechoslovakian mines, which the Third Reich quickly, and mysteriously, had taken over.
In contrast, the United States at the time was virtually clueless in recognising uranium’s key role in sustaining a chain reaction that would release the unimaginable energy created in an atomic bomb explosion. Our very own U. S. declassified Top Secret files give a very bleak, possible “Dooms Day” scenario for the Allied nations back then:
“That Nazi Germany had already discovered nuclear fission, split the atom, and was already stockpiling uranium, created a palpable fear which incessantly drove the U. S. scientists at the Top Secret ‘Manhattan Project’ to eventual success back in 1945.”

BACK TO THE 1930s & WHAT REALLY HAPPENED WHICH SHAPED HUMAN DESTINY. It is now 1933 Germany, and young 35-year-old Hungarian-born theoretical physicist, Dr. Leo Szilard, is now beginning to panic. He had to act.
And he had to act fast.
He had recently penned urgent letters to his family members back in Hungary, stating: “Hitler and his Nazis are going to take over! Leave Europe before it’s too late!” Sadly, those who read his letters thought he was overreacting. Even critiquing him for, “Trying to be prophetic.”
Even Szilard’s closest friends told him over and over: “Civilised Germans would never stand for anything really rough happening!”

Szilard sat down hard on his bed and contemplated how his many relatives and friends always thought of him that way: Eccentric. And always trying to be prophetic.
He had become used to people not believing him. A most dangerous miscalculation that even his scientific colleagues shared about him, then later on – agreeing that he was right all along! Szilard knew he was eccentric, he had always been so.
Sitting alone on the edge of his bed, he reflected on his fears of Hitler, who had just become Germany’s new chancellor, and then he whispered to himself, a common refrain: “All I have to do is just turn the key to my luggage, if things get really bad.” Only two months into Adolf Hitler’s chancellorship, Nazi thugs routinely organised boycotts against all Jewish businesses, and regularly gathered Jews in the streets to physically beat them senselessly, and often fatally. With his life savings hidden in his shoes, Szilard turned the keys to his luggage, locking them, and then fled to Vienna on an empty train without incident.

The very next day, crowds of people wanting to flee Germany were also on the same train, but, this time -- it was stopped by the Nazis who forced all non-Aryans to turn back. “It just goes to show,” Szilard would recall, “that if you want to succeed in this world you don’t have to be much cleverer than other people . . . you just have to be one day earlier!”
The trepidation and narrow escape he experienced in Nazi Germany left a lasting and eccentric mark on Szilard: for the rest of his life, wherever he was – even when in America as a U. S. citizen -- he would always keep two suitcases packed and ready.
LEO SZILARD BRINGS URGENT NEWS TO AMERICA: “THE FATE OF THE ENTIRE WORLD IS NOW AT STAKE!” Once again, this time because he fears that another war in Europe is inevitable, Leo Szilard turns the keys on both his luggage, locks them, and emigrates to the United States. On 2 January 1938, he reaches New York onboard the ocean liner RMS Franconia.
In the ensuing weeks and months, Szilard moves about, here and there, urgently speaking to colleagues and warning them that a rumour has leaked out from Europe that Nazi Germany had created a weapons programme with the intent

entire harbours (a necessity for all warships), as well as expunging huge surrounding areas, and even entire towns and cities, instantly!
The young physicist, Leo Szilard, knew well of what he spoke and thought. It was Szilard who had conceived the “nuclear chain reaction” back in 1933.
Leo Szilard suddenly felt the same terror as when he resided in Germany!
At the time, both Niels Bohr and Enrico Fermi remain unconvinced about uranium as the key or core element for such a super bomb. Albert Einstein would also be among the disbelievers.
It was also Szilard who patented the idea for a “nuclear fission (reactor)” in 1934.
And it was Leo Szilard who patented a far more advanced “nuclear fission reactor” than his previous one – in essence, outperforming and surpassing himself. An yet, his pleas regarding the danger of uranium being exploited for such a nuclear weapon falls on deaf ears. In 1938, even America’s top scientists did not believe the atomic bomb was even possible.
Szilard would end up describing such a devastating nuclear bomb as so powerful as to be able to erase
In a world, 84 years ago, such an unimaginable super weapon was considered to be impossible.
Such a description of a huge, cataclysmic event of Biblical Armageddon proportions was thought to be – once again -- eccentric thinking of Szilard trying to be prophetic and again overreacting.
History would record that even theoretical physicists thought that Szilard’s often profound thoughts to be “not of this world,” to the point where even celebrated science scholar and historian, Gyorgy Marx (1927-2022) records that many referred to Szilard as one of the scientists known as “The Martians.”

SAN DIEGO DEPUTY DISTRICT ATTORNEYS ASSOCIATION & SAN DIEGANS AGAINST CRIME ENDORSE COUNTY SUPERVISOR JIM DESMOND FOR RE-ELECTION
The San Diego Deputy District Attorneys Association and San Diegans Against Crime have endorsed Jim Desmond for Re-election to the San Diego County Board of Supervisors in 2022.
“Jim Desmond has been a leader on the Board of Supervisors in ensuring that the San Diego District Attorney’s office has the highly skilled and experienced attorneys necessary to maintain a top-flight prosecutor’s office,” said Ben Barlow, the President of the San Diego County Deputy District Attorneys Association. “Importantly,” “Supervisor continued, Barlow Desmond was a partner with our office in establishing the vital Family Justice Center, that serves victims, including children, suffering from domestic violence.”
“San Diegans Against Crime is proud to endorse Jim Desmond for re-election, because we know that protecting the public has always been Supervisor Desmond’s most important priority,” said Jim Koerber, the President of SDAC. “Critically, Desmond is an important partner with the DA’s office in fighting the spread of fentanyl, a deadly illegal substance, and working with us to ensure that dangerous sexual predators are not placed in vulnerable communities.” Koerber said. “I’m honored to receive the endorsement of the San Diego Deputy District
Attorneys Association and San Diegans Against Crime,” said Supervisor Desmond. “They are outstanding organizations that represent the men and women who keep our community safe.” Desmond continued, “Protecting North County will always be my most important work. Stopping the placement of sexually violent predators, assisting the victims of domestic violence and fighting the spread of fentanyl are always critical objectives for me.” Voters Defeat Measure C in June so Carlsbad will Continue to Elect City Clerk
A ballot measure that would have switched Carlsbad’s city clerk position from an elected position to an appointed one has been defeated, according to certified election results released Thursday. Final results for the June 7 primary election show Measure C received 16,586 no votes, or 51 percent of the total, compared to 15,701 yes votes, or 49 percent. The measure needed a simple majority to pass.
Only three of the 18 cities in San Diego County — Carlsbad, Oceanside and National City — elect their city clerks. Oceanside voters defeated a similar measure in 2020 that would have made both its city clerk and city treasurer positions appointed. About 80 percent of cities in the state appoint the position.
The Carlsbad City Council decided in March to put the measure on the ballot after former City Clerk Barbara Engleson stepped down to move out-

But in spite of his problems with the economy, with the US/Mexico border crisis and related immigration issues, with homelessness, with failing political problems both at home and abroad, President Biden has seen fit to make a phone call to Griner’s wife and to send a letter to Griner.
Man About Town
Just Talking to Myself: Why is the US Governement, including President Joe Biden spending so much time on Brittney Griner, the WNBA basketball star, now imprisoned by Russia, for alleged smuggling of marijuana, and to which she had pleaded guilty?
She was a powerful, talented, and wealthy force within the WNBA. She is openly gay, lived with her “wife,” is bedecked with tattoos, and chose to got to Russia to “Make money.” She acknowledges she carried the marijuana within her luggage. While she certainlyt should have representation by the US Embassy in Moscow, why is it she is getting so much attention by our government and our president? These problems were largely brought on by her own flawed judgment and
Meanwhile, another American, Paul Whelan, now 52, worked in corporate security for about 10 years before his normal life disintegrated at the hands of the Russian government. His job involved him traveling to corporate locations to test the physical security of facilities his company worked with. Paul, a U.S. Marine Corps veteran from Michigan, was in Russia to attend a wedding in December 2018 when he was arrested in Moscow. He was accused of espionage and convicted in June 2020, when a Russian court sentenced him to 16 years in prison.
In hindsight, probably every American going to Russia in the last two or three years should have been worried about their personal security. Paul Whelan is not getting the same attention that Brittney Griner is getting. President Biden has not called or written Mr. Whelan. Why the double standard? Why do we seemingly reward
side the city. Since then, the duties have been filled by Faviola Medina, city clerk services manager and formerly the senior deputy clerk. Engleson’s four-year term was set to expire at the end of this year. The city clerk position is required by state law. The person with the job is responsible for publishing public notices of meetings, taking minutes, responding to requests for public records and a number of ceremonial and election-related duties.
State law requires elected city clerks to be at least 18 years old, a city resident and a registered voter in the city. Carlsbad also requires its city clerk to be certified by the International Institute of Municipal Clerks or a bachelor’s degree from an accredited college or university and two years of fulltime, salaried work in business administration or public administration. Proponents of the Carlsbad measure said having the city manager appoint someone to the position would allow the selection of someone with more experience and professional training. Opponents said an election provides more checks and balances and a higher level of public accountability. Vista to allow 3 cannabis growing businesses through lottery

Council members voted 3-2 to direct the city manager to create a lottery system that would allow cannabis cultivation facilities up to 22,000 square feet in the Vista Business Park. Mayor Judy Ritter voted against the item, saying it was not the type of business she wanted in the city. City Councilmember John Franklin voted against it because he wanted more discussion on a proposed social equity component in the lottery system. In speaking in support of the proposal, Green recalled that four years ago the City Council did not support a motion to allow three cannabis dispensaries in the city. As a result, Vista voters in 2018 passed Measure Z, which allowed 11 dispensaries.
“In the event we don’t come up with a policy that protects our community, we could possibly get stuck with a lot more than three cannabis cultivation facilities within the city of Vista,” he said. The city also could be missing out on extra money. The recommendation before the council was to charge $15.31 a square foot for the businesses, with a maximum of 22,000 square feet for each businesses, potentially generating about $1 million in taxes. The city’s dispensaries are projected to generate $7 million in the new fiscal year.

The Government is out of control and arrogant. They are trampling on our constitutional rights and trying to take us down the road to socialism.
The people are sick and tired of the federal government trying to have its way with us and covering up management errors at so many levels. They are rising up in communities nationwide, giving vent to their emotions.People are fed up. And getting more and more so.
I would suggest our President and his administration get their act together and listen to the people and follow the Constitution, follow our immigration laws, enforce them, protect our borders, enact Immigration Reform if needed, and get this nation back on its feet! I do not want to see a Revolution happen . . . but I fear that is the direction we are headed. And, quite possibly, in my lifetime. Rebellion is the first signs of a growing Revolution. Rebellion has begun. Will Revolution be far behind? There is still time to stop it. But the government needs to bring it about. If not, the people will.
The Paper
WWII Top Secret Cont. from Page 3
In November of 1938, Szilard moves to New York City, taking a room at the King’s Crown Hotel, near Columbia University.
In late December of 1938, Enrico Fermi brings back news from Stockholm to New York that German scientists Otto Hahn, Lise Meitner, and Fritz Strassman, discovered nuclear fission and also that uranium was a “core element” in German nuclear research. (A fact which U. S. Top Secret Intelligence had already gathered.) A few weeks later, on 26 January 1939, physicist Niels Bohr brings the momentous news to the United States announcing that German scientists have succeeded in splitting the uranium atom! Now, both Enrico Fermi and Niels Bohr are in stunned agreement with what Leo Szilard had long touted.
In less than six months, in July of 1939, three outstanding Hungarian physicists set out in a second hand car owned by Edward Teller (later to be known as the “Father of the Hydrogen Bomb” in 1952) on their way to a cabin on Long Island Sound, near New York City. In that cabin, the illustrious world renowned Albert Einstein is spending the summer.
With physics calculations, equations, and figures ranged in columns before them, Szilard spoke to a disbelieving Einstein on the feasibility of uranium being the core element in the detonation of a huge nuclear/atomic bomb that would assure the invincibility of Hitler’s Third Reich plans for world domination. In fluent German, both Szilard and Einstein spoke, part of which is presented here (translated from the original German):
SZILARD: “If I figured it out, then my colleagues back in Germany can do the same. If that happens, the world will be lost to Hitler.” EINSTEIN: “How do you know this to be true?” SZILARD: “I used your formula (E=mc2) to figure it out.”
Einstein was thunderstruck. Of course Einstein knew of his own brainchild, his celebrated 1905 E=mc2 equation, which many have called the greatest, single, human thought in science history.
Then, Einstein slowly shook his head and finally understood, as he turned to face a delighted, muchrelieved, 41-year-old Leo Szilard – at long last – heard the words he had longed to hear. EINSTEIN: “Daran habe ich gar

nicht gedacht” (I never even thought about this.) Although both Leo Szilard and Albert Einstein were staunch pacifists, the dilemma was simple to decide: Either America gets the atomic first or Nazi Germany. Szilard drafted a confidential letter to U. S. President, Franklin D. Roosevelt, explaining the danger of Nazi Germany discovering an atomic bomb, and both men signed it on 2 August 1939.
Nearly six years later, America’s Manhattan Project would eventually prevail in producing the world’s first atomic bomb test on 16 July 1945.
“WE ARE NOW ALL SONS OF BITCHES!” It was a terrifying, ungodly sight as the world’s first atomic bomb test exploded in New Mexico, the height of the bomb mushrooming over 7 ½ miles high into the atmosphere, and the wicked earth vibrated and shook for a full, unbelievable 40 seconds! The Director of the Manhattan Project, J. Robert Oppenheimer, turned to a disbelieving physicist, Kenneth Bainbridge and uttered his immortal words: “We are now all sons of bitches.”
U. S. TOP SECRET FILES AT THE TIME: AMERICA’S UPPER ECHELON WAS TERRIFIED! Unknown to the U. S. population at the time, America’s upper echelon was “terrified” that the Germans were ahead of us in the race to the atomic bomb! Top Secret Manhattan Project physicist, Leona Marshall Libby, in declassified files later recalls:
“I think everyone was terrified that we were wrong, and the Germans were ahead of us . . . . Germany led the civilized world of physics in every aspect, at the time war set in, when Hitler lowered the boom. It was a very frightening time!” Unable to speak at the time due to the Ultra Top Secret status imposed by the Manhattan Project, General Leslie Richard Groves, Jr. later confessed:
“The United States government remained terrified. Unless and until we had positive knowledge to the contrary, we had to assume that the most competent German scientists and engineers were working on an atomic program with the full support of their government and with the full capacity of German industry at their disposal. Any other assumption would have been unsound and dangerous.”
Due to his pacifist views, Leo Szilard became known as the “Reluctant Father of the Atomic Bomb,” and eventually became a North San Diego County resident.
Leo Szilard died of a heart attack on 30 May 1964 at age 66.
In his La Jolla home were found two fully packed suitcases, which he always prepared in case he had to suddenly leave. “All I have to do is just turn the keys to my luggage and I’m gone,” he often said.
to be “stealth.” Either way, their ensuing nicknames would include: “Nazi UFO” and “Bat Wing” or “Bat Wing Ship” to give just a few examples.
EPILOGUE: Germany never did come close to creating the atomic bomb. They remained baffled on the use of uranium after the atom was split. Also, through Hitler’s many blunders, many of the scientists were drafted into the Wehrmacht (German armed forces). Hitler eventually gave up on the creation of the atomic bomb project. But it was necessary for us to believe he could do it. As Gen. Leslie Groves stated: “Any other assumption would have been unsound and dangerous.”
BROTHERS, REIMAR & WALTER HORTEN, DESIGN THE HORTON HO 229. In 1940, during the Battle of Britain, the German Luftwaffe (Air Force) was suffering heavy losses in the skies over Britain. German pilots had to fly across the English Channel or the North Sea to fulfill their missions, escorting German bombers and engaging British Royal Air Force (RAF) pilots (many of whom were Americans).
He finally did go away, but this time without his two precious suitcases, fully-packed, and left unlocked . . . beside his luggage keys.
GERMANY’S STEALTH JET/BOMBER “IDEA” WAS 52 YEARS BEFORE AMERICA’S FIRST STEALTH FIGHER! In April of 1945, when George Patton’s Third Army discovered these strange-looking, top secret stealth aircraft, he wasn’t sure what he was seeing. How could he?
The world of warfare had never seen anything like this. The unusual and wicked revolutionary design would “baffle and intrigue aviation enthusiasts for the next 80 years, up to the present.”
For the next 80 years, aviation engineers and aerodynamic scientists continue to analyse and debate what Patton had found. “Truth is Stranger Than Fiction With Horton’s All-Wing Aircraft Design” was one headline in America’s most prestigious museum at our nation’s capitol in Washington, D. C. (Smithsonian Museum Institute Magazine, October 21, 2020, by David Kindy.)
Standing nonplussed, in Friedrichroda, Germany, native Californian, 59-year-old Patton (born just 100 miles north of Escondido) didn’t realise that he had found four different Horten prototypes. The four prototypes were Nazi Germany’s early hopes for stealth fighter/bombers: the Horten Ho 229 prototypes V3 through V6. All still in their rudimentary, evolutionary stages. The Horten Ho V3 was nearest to completion and was shipped back to the United States, where it was placed into the eager hands of the U. S. Army Air Force for further study and examination.
According to historian today, the prototypes would prove to be the world’s first-ever, (all wing), jetpowered aircraft. Yes, they were intended for aerial combat, but, the contention comes in when discussing if they were truly intended
Unknown to General George S. Patton, Jr., these prototype (designs) would be the forerunner of today’s modern stealth fighter/bombers in America, Russia, and China.
When inevitable “dogfights” did ensue, Luftwaffe pilots (low on precious fuel) could not maneuver strategically and adequately with necessary full-throttle and, therefore, often had to break away or fall as vulnerable prey, or crash on their own, into the icy waters below.
According to U. S. war scholars: “There was little difference in piloting skill between the Luftwaffe and the Royal Air Force, but in 1940 during the Battle of Britain, the RAF usually fought over friendly territory. The propeller-driven German Messerschmitt Bf 109’s limited fuel capacity reduced fighting time over Britain to about twenty minutes. Many Luftwaffe 109 pilots exhausted their fuel and crashed into the icy waters of the English Channel.”
In 1943 the all-wing and jet-propelled Horten Ho 229 promised spectacular performance, and the head of the German Luftwaffe, Reichsmarschall Hermann Göring, allocated half-a-million Reich Marks to the brothers Reimar and Walter Horten to build and test fly several prototypes. The plan was for them to be “fuel conserving” all-wing jet-powered fighter/bombers. Unfortunate for Hitler, his new stealth-intended aircraft was still in its beginning stages and still evolving when the war ended. Therefore, the Horten Ho 229 V3 never had a chance to fly in combat. And while it remains a matter of debate if the Ho 229 was intended to be a stealth aircraft or not, there’s little doubt that its pioneering design-features continue to be used in “low-observable aircraft today.” As such, the flying wing lends itself to “reduced radar cross-section, which is ideal for a stealth plane.”
The Horten Ho V3 prototype, eventually, ended up at the ultra-Top Secret U. S. Government facility in Nevada, colloquially known as Area 51, where Northrop Grumman engineers and scientists studied,
WWII Top Secret Cont. on Page 6

examined, then rebuilt a full replica of the Horten Ho 229 V3 at a cost of $250,000. Half a century later, emerging out of a top secret Area 51 hangar, Northrop Grumman unveiled to the world its first B-2 Spirit Stealth Bomber, in April of 1997. The new B-2 Spirit Stealth Bomber bears a most remarkable resemblance to Hitler’s first (alleged) stealth fighter/bomber which Patton had discovered during WWII.
Hitler’s revolutionary “flying wing” design also eerily resembles the world’s first stealth aircraft, the ultra-modern F-117 stealth fighter (first produced in America by engineers at Lockheed in 1981). Also resembling the Lockheed-Martin F-22 stealth Raptor fighter. And the F-35 stealth Lightning II. Jack Northrop’s anger and hostility towards the Horten Brothers flying jet-powered wing was apparent when his own engineers, allegedly, asked Northrop to bring the Horten Brothers over after the war to consult and tap into their expertise. Northrop’s angry reply was instant: “No! They’re nothing but glider engineers!”
Nothing more was said as it was apparent that, privately speaking, the Horten’s newly-discovered stealth attempts were the latest rage in speculation. A limelight which Northrop did not wish to be taken away from his own corporation’s eventual brainchild: the B-2 Spirit Stealth Bomber.
In 1950, Reimar Horton, who had moved to Argentina, wrote an article in the Revista Nacional de Aeronautica (National Aeronautics Magazine), wherein he clearly states that he and his brother (Walter) had intended for their “Flying Wing” to be a stealth fighter/bomber. Although modern aerodynamic tests confirm that the Horton Ho 229 did not achieve stealth technology, it appears by its rudimentary design to be headed in that direction. As with the atomic bomb, Hitler’s Third Reich regime fell short in its stealth technology.
To reiterate, the Horton Ho 229 might have been a formidable adversary over the skies of World War II, but in truth the plane was far from ready for mass production by the war’s end. As war historians point out: “The plane was innovative, but it was too little, too late.” Note: It bears mentioning that neither Northrop-Grumman Corporation or the Horten brothers invented the flying wing concept. Both the concept and actual flying wings have been around since the
Page 6
1910s. By the 1920s there was plenty documentation, viz with glider prototypes. However, it still remains that the Horton brothers (succeeded) in actually building the world’s first “flying wing to be powered by jet engines.” (The early Horton experiments were done with gliders, then preceded to the jet-propelled Ho 229 V2 and V3 flying wing at the Oranienburg, Germany test site.) The only surviving Horton Ho 229 airframe, the V3 – and the only surviving WWII-era German jet prototype still in existence – has been on public display at the Smithsonian National Air and Space Museum’s Paul E. Garber Restoration Facitlity, in Suitland, Maryland, U.

Budget Bright Spots
Last week, the Governor and his Supermajority allies in the Legislature agreed on final budget trailer bills for the new Fiscal Year. Spending will reach a record $307 billion. While I have concerns about many of the budget’s priorities, there is some good news.
Bright spots include increased funding for education. There will be a historic increase in the Local Control Funding Formula base grant for public schools. There will be more money for home-to-school transportation, for school facilities, special education and instructional materials. Higher Education gets a boost too, including expansion of the Cal Grant program. Cal Grant eligibility will expand, with gains for adult learners and student-parents. Grants to students attending independent, non-profit California colleges will increase, along with support for foster youth. The housing shortage and homelessness crisis also receive attention. Assistance for low-and-moderate-income first-time buyers increases, giving more working families the opportunity to own their homes. Homeless Encampment Resolution Grants will provide local governments funding and greater discretion over spending state funds to help clean up the camps.
relief for taxpayers --- the rebates that were approved are inadequate, won’t arrive for months, and many people will be ineligible to receive them. While the excise tax on diesel fuel was suspended, the gas tax remains, and even increased by 3 cents per gallon July 1st. And we’re still going to be spending billions on the bullet train to nowhere, continuing that wasteful hemorrhage of taxpayer money.
In many ways this budget, with its huge, temporary surplus, is a missed opportunity. California’s hard-pressed taxpayers deserve better. Assemblymember Marie Waldron, R – Valley Center, represents the 75th Assembly District in the California Legislature, which includes the communities of Bonsall, Escondido, Fallbrook, Hidden Meadows, Pala, Palomar Mountain, Pauma Valley, Rainbow, San Marcos, Temecula, Valley Center and Vista.
But there’s also a downside. We have the largest budget in history and a record $97.5 billion surplus, but the opportunity to address high priority concerns like wildfire prevention and increased water storage were largely missed. There is no real

Fentanyl Town Hall
On Wednesday, June 9th, I held a Virtual Town Hall, with District Attorney Summer Stephan titled, "What Every Parent Should Know About Fentanyl." It was illuminating and I encourage every parent to watch/listen to the meeting and share it with their friends, neighbors, and co-workers. If you go to my website, SupervisorJimDesmond.com you’ll be able to watch the entire town hall and look at some of the tips for parents.
As summer approaches and teens have more free time, it’s imperative that parents have the facts and knowledge to talk to their kids about the dangers of fentanyl. I wanted to highlight some of the most pertinent information I learned during the meeting for parents and kids when it comes to fentanyl. Last year, the leading cause of death in the United States for 18-45-yearolds was fentanyl. Fentanyl overdose deaths in 2021 exceeded 800 in San Diego County and will continue to grow in 2022 unless there is greater awareness and stronger policies in place.
Last year, I led the effort to direct the County to work with the educational community, and other stakeholders to develop a substance use preven-
tion campaign, that focuses on fentanyl awareness. This effort is ongoing and is just the start. It's going to take the entire community coming together and letting our youth know that one pill, can kill. Another thing to know, there is a new kind of drug dealer and it's on the phone. Kids are getting drugs through social media channels like Snapchat, Telegram, and other platforms, in a manner of minutes.
During the presentation we had Laura Binker-White & Matt White speak about their son Connor. Connor White was a stand-out athlete and a 4.0 GPA student. Last year, during finals week, Connor took a Percocet he got from a "friend" which ended up being laced with fentanyl, and tragically passed away. These tragedies are preventable, but it starts with talking to our kids (and adults) about the deadly effects of fentanyl. Please share this message with everyone! To contact

Travel Troubleshooter
Q: I recently had to cancel a flight on Allegiant Airlines after having an accident. The airline sent me a voucher for $117. Shortly after that, Allegiant announced that it was discontinuing service to our home airport, Cleveland Hopkins International Airport. I'm certain I will not be able to use this voucher.
I've sent Allegiant three polite emails asking for a refund, but it isn't responding. Could you help me get a refund? -- Bruce Sidaway, Independence, Ohio
A: You canceled your flight, so Allegiant did what it was required to do -- it offered you a voucher for the amount of your ticket. But in late 2021, Allegiant said it would end its operations at Cleveland Hopkins International Airport, citing higher costs of serving that market.
When an airline pulls out of a market, you're in a gray area when it comes to the consumer protection rules. There's no requirement under the Department of Transportation regulations to refund your ticket. But as a practical matter, airlines will often offer a refund when they no longer serve a destination. Your case was a little unusual because Allegiant didn't respond to your emails. I wondered why. They were brief and polite -- and they were addressed directly to the vice president of operations. Maybe Allegiant's customer service team thought you might be able to drive to Cincinnati, a city it still serves. Many travelers looking for a deal on an airfare would spend a little extra time in a car, but you indicated that a four-hour drive to the airport just isn't worth it. And besides, Allegiant sold you a ticket from Cleveland, not Cincinnati.
If an airline no longer serves your home airport, you should get a full refund for your ticket -- or your ticket credit. It's common sense. I contacted Allegiant on your behalf. "Your inquiry must have prompted the airline to finally respond," you said. "I received an unsigned email acknowledging their decision to refund the full amount of the voucher. The credit was applied to our credit card the next day." Christopher Elliott's latest book is “How To Be The World’s Smartest Traveler” (National Geographic). Q: In 2020, I paid $637 to Ticket Liquidator for Rolling Stones concert tickets at the Dallas Cotton Bowl. The show was postponed because of COVID. Since it was
Page 7
not canceled, I could not get a refund. Finally, a year and a half later, the Rolling Stones rescheduled the show. My tickets were encrypted on a computer and made available to me a day before the performance. When I tried to access the tickets, I couldn't. My son came to my condo to help, but he couldn't access the tickets either. I called customer service, but a representative told me I had a "corrupted" link. She promised to expedite my request to tech support to get our tickets by the next day.
But tech support never came through. I had no tickets and I missed the Rolling Stones. Ticket Liquidator would not refund the tickets. I tried to file a chargeback with my credit card, but that didn't work either. They took my money. Can you help me get it back? -Sandra McLean, Rockwall, Tex. A: I see your problem, and despite all of your efforts, you can't get no satisfaction from Ticket Liquidator. Of course, the company should have given you access to a ticket that you could use.
But the pandemic complicated your case. Ticket Liquidator transferred the tickets to you online back in 2020 when you ordered them. At that point, if you had clicked on the link, you could have accessed them. Instead, it looks like you waited until you needed to use them, which was almost a year and a half later, a day before the concert. By then, the link had expired, and neither wild horses nor Ticket Liquidator's tech support team could bring them back. It's a real shame you missed the show. It was one of the last Charlie Watts performances.
You should have had the option of a refund after the first Rolling Stones show cancellation, and you probably did, but you wanted to see the band. And I can't blame you -- I'm also a fan. But you can't always get what you want. (How many Stones references have you counted already?) According to Ticket Liquidator, it tried to reissue the tickets through Ticketmaster but ran into some problems with Ticketmaster's restrictive system.
"Had they been issued in a format that allows for consumer-friendly transferability without restriction from the original vendor, there would have been no issue to speak of," says Sean Burns, a spokesman for Ticket Liquidator.
But you could have also prevented this by opening the link when you received the tickets. If you'd done that, then you wouldn't have run out of time and missed the concert. Links to tickets often expire online for security reasons. Of course,

Historically Speaking by Tom Morrow
A Short Definition of ‘Recession’
Generally speaking, a “recession” is caused by a number of factors, not the least of which is a dramatic rise in the cost of living (inflation) … food, fuel, cost of money (high interest rates), coupled with labor force layoff due to businesses experiencing a dramatic slowdown in commerce. In other words, a pullback of everything involving money. Here locally most noticeable is the price of fuel. Gasoline has risen more than $3 per gallon to nearly $6.50 per. Earlier this year, gas was selling for an average of $3.75 per gallon. Food stuffs in grocery stores have taken a sharp rise in prices, especially beef and other meat products. At one so-called low-price store, last month packets of four sticks of butter sold for $3.50, but as of last week the price has risen to more than $7 a packet. Menu items at restaurants have risen more than a dollar per plate, but, of course, you’ve no doubt noticed that as well.
For the past year predictions of a recession have been made by a number of financial gurus. They pointed to a cooling in the stock market, an explosion in the cost of housing, a shortage of construction workers and the cost of everything increasing. A rise in the Federal interest rate is affecting everything from housing, car sales to credit cards A recession is a pullback generally occurring when people and businesses cut back on their everyday spending due to a dramatic rise in the cost of living and a shortage of available money. Discretionary spending becomes more prevalent in family budgets, but tighter retail spending usually begins in the corporate boardrooms. The bursting of an economic bubble, or a large-scale natural disaster caused by a pandemic such as we recently experienced can result in a recession. Here in the U.S. a recession is defined as a significant decline in economic activity spread across the marketplace lasting more than a few months. That slowdown will be visible in the nation’s “Gross Domestic Product,” real income, employment, industrial production, and wholesale-retail sales. In the United Kingdom a recession is defined as a negative economic growth for two consecutive quarters. The U.K. measurement has been suggested as a rule of thumb for defining a recession here in the U.S., and it can last up to two years or longer. A recession has many attributes occurring simultaneously. They can include declines in consumption, investment, government spending, and net export activity. These summary measures reflect underlying drivers such as employment levels and skills, everyday household expenditures, corporate investment decisions, along with rising interest rates.
Recessions have psychological and confidence aspects. For example, if companies expect economic activity to slow, they may reduce worker levels,
saving money rather than continuing to invest. Such expectations can create a self-reinforcing downward cycle, thus bringing about a worsening a recession. Consumer confidence is one measure used to evaluate economic sentiment. Consumers reduce spending and businesses hesitate making new capital expenditures, such as hiring people and investing. Popular belief is today’s (2022) problem stems from the recent Covid pandemic. Just when things were getting back to normal, a growing number of workers quit their jobs and/ didn’t want to return to or take available positions. This created a significant shortage of workers available for existing jobs. Today, there’s a large number of jobs waiting for anyone willing to work. A survey taken in July 2012 reported consumer demand and employment were affected by household leverage levels. Both durable and non-durable goods consumption declined as households moved from low to high leverage with the decline in property values experienced during the previous year’s sub-prime mortgage crisis. Further, reduced consumption due to higher household leverage can account for a significant decline in employment levels.
A “liquidity trap” is a financial situation causing interest rates to reach near-zero but won’t stimulate the economy. If too many individuals or corporations focus on saving or paying down debt rather than spending, those lower interest rates have little effect on investment and consumer behavior. It’s described as "pushing on a string.” The 2009 recession here in the U.S. has been described as causing liquidity traps. One suggested remedy to correct such a condition is expand the money supply … printing more money to purchase assets, thereby creating inflationary expectations, thus causing people to begin spending again. That is a confusing way of saying if the government prints more money it will loosen everyone’s purse strings. The ultimate goal is to stimulate consumer demand. Financial experts estimated by March 2010 developed nations representing 70 percent of the world's Gross Domestic Product (GDP) had been caught in a liquidity trap before the global recession had ended. For the man-on-the-street, so to speak, there’s not much we can do except (ha, ha) increase our discretionary spending and hope things will get back to normal. But that seems highly unlikely. Few of us can afford to take that path. So, expect everything to get more expensive before prices return to normal … whatever that is.

National Federation of Republican Women: A Message from the President - Working Together, United as Republicans Working together with your local GOP or other Republican Women’s organizations is key to our success. Last week I spoke to about 100 county GOP chairmen at the Republican National Committee Bellwether County Chair Training in Washington DC. I shared the importance of our organizations working together.
Although we are separate organizations, we have mutual goals like electing Republicans. Many of us have dual roles with the Republican Women and GOP. The NFRW focuses on educating, empowering, and training as well as supporting and encouraging women to run for office. After I spoke, the county chairs lined up to share their praises of their local Republican women’s club and state leadership with comments such as, “We couldn’t do it without the help of the Republican Women working with us.” I wish you had been there to hear them express their admiration for your work!
I know firsthand that working with some fellow Republicans can be difficult, but it is vital that we work together for the sake of our country and the future of the next generation. That old saying, “United we stand, divided we fall,” always applies. How to keep and use those expiring pandemic travel credits
If you’re holding on to pandemic travel credits that are about to expire, you don’t have to lose your money. There are ways to use your credits before they become worthless — and there are even ways to get a full refund. Consider what happened to Cynthia Donahue and her husband in 2020. Amtrak canceled her Auto Train from Sanford, Fla., to Washington, D.C., and issued them a voucher for $834 that was set to expire this year.
Fast-forward to early 2022. The couple had no way to use the vouchers, and they were weeks away from losing their money. “We’re elderly with health concerns,” says Donahue, a retired secretary from Bedford, Mass. “A travel credit or voucher is of no help to us.” During the pandemic, travel companies parceled out vouchers like there was no tomorrow. This allowed them to keep their customers’ money — and they knew that, because with all vouchers, there was a good chance that many customers would never get around to using them. But some travel companies didn’t offer refunds, even when legally required to do so.
That seemed to be what had happened to the Donahues. According to the rail carrier, your fare is refundable if your train is canceled. I asked Amtrak about their expiring voucher. Amtrak spokesman Marc Magliari says the couple booked their trip through a tour operator. “Their accounting department mistakenly issued a travel credit,” he says. “Our policy — and theirs — is to issue a refund if a trip is canceled without substitute transportation.”
Page 10 • • July 14, 2022
Amtrak offered the couple a prompt refund. Their case is an important reminder to double-check with your tour operator or travel agent when you’re asking for a refund or credit. Sometimes, third parties such as travel advisers misunderstand the terms and conditions — and that’s easy to do, because they can be confusing. The No. 1 strategy for extending your voucher may be to turn it into a refund. If your airline, cruise line, hotel or tour operator canceled your trip during the pandemic, chances are it owes you a full refund. But there are other methods for holding on to your money.
Start by confirming your information: Log on to your travel site, and check the status of your voucher. That’s what Larry Borden did when he suspected that his United Airlines vouchers issued during the pandemic would soon expire. “United had extended my credit twice without me even asking,” says Borden, a retired computer system engineer from Glendale, Ariz. “That’s what I call customer service.” No such luck with American Airlines, where Borden and his wife also had vouchers. The airline informed him that his ticket credits would expire, so he had to book a last-minute flight to use them.
There are a few strategies travelers can use to keep their credits alive. Julien Brault, CEO of the personal finance management app Hardbacon, says using credits quickly — and effectively — means taking a holistic approach to spending. For example, you can combine different payment methods. “If you have points in a travel rewards program that offers general redemption options, use them for flights,” he recommends.
Suzanne Bucknam, CEO of the travel service Connecticut Explorer, has been using a variation of that strategy. She’ll book a flight using an expiring credit, then cancel it, which resets the credit by a year on some airlines. “This helps to elongate the timeline so that you can finally figure out an actual use of the credits,” she says. You can also look for extension loopholes. John Smith, a frequent traveler who edits the website Camper Guide, faced the imminent expiration of $800 in American Airlines travel vouchers. And American, as you already know, is strict about its expiration dates.
Then a friend told him about a hack: Use part of the credit for a less expensive flight, allowing the remaining credit to get extended by another year. “So that’s what I did,” he says. “I looked for the cheapest one-way flight I could find, which cost about $53, and booked that flight. Now I have around $747 worth of travel credits that will expire next year.” What about credit card charge-
backs? You can dispute your credit card charges under the Fair Credit Billing Act. But you only have 60 days from the time you receive their credit card bill to dispute a charge. Your bank may still accept the dispute after that, but it isn’t required to by law. That’s been a favorite strategy for travelers, according to Monica Eaton-Cardone, chief operating officer of Chargebacks911, a technology company that monitors credit card chargebacks. “The pandemic triggered a tsunami of payment disputes,” she says. “Almost immediately, credit card chargebacks jumped by 25 percent. Suddenly, it became far more commonplace for consumers to actively — and sometimes wrongfully — dispute their credit card payments and demand a full refund from their bank.”
Eaton-Cardone says the surge of chargebacks could push fares and rates higher as travel companies struggle to make up for their losses. But for now, the time limit means that using a chargeback as a way to recover your money or negotiate a credit extension is a less effective strategy. It’s also possible that your travel company did you a favor by issuing a voucher, says Eric Goldring, owner of Goldring Travel. In other words, this is a great time to book other types of travel. “With many cruise lines offering deals at prices

This cutie is Fred! He is a wonderful guinea pig looking for a family.
Fred enjoys snacks, a comfy house and play time with his favorite humans!
Guinea pigs need lots of daily timothy hay to munch on, extra space to run around in and toys to keep them active and enriched! Healthy greens and veggies are also an essential part of their diet, as well as a daily dose of vitamin C in the form of a supplement or a slice of orange! that are 30 to 50 percent lower than when the travel credits were issued, they pay for more of your vacation,” he says. “Add to that the reduced number of people on ships, tours and in the various cities, and the experiential value of using travel credits now is even greater.”
But this is a problem that shouldn’t exist. There is already a federal law that says gift cards can’t expire for five years, and some state laws have gone further and made it illegal for them to expire at all. A new federal law that does the same for travel vouchers would give consumers the time they need to use them. It would also be the right thing.

Irish Cabbie.........
One rainy spring night in Dublin, a taxi driver spotted an arm waving from the shadows of an alley. Even before he rolled to a stop at the curb, a figure leaped into the cab and slammed the door.
Checking his rear view mirror as he pulled away, he was startled to see a dripping wet, naked woman sitting in the back seat. "Where to?" he stammered. "Vale Road," answered woman.
the
"OK," he said, taking another long glance in the mirror. The woman caught him staring at her and asked, "just what the hell are you looking at?'"
"Well lady,” replied the driver, “I noticed that you're completely naked, and I was just wondering how you'll pay your fare." The woman spread her legs, put her feet up on the front seat, smiled at the driver and said, “Does this answer your question?" Still looking in the mirror, the cabbie asked, "Got anything smaller?"
As I write this, the 4th of July is still very fresh in my mind. Growing up in Greater Philadelphia, the Declaration of Independence and its meaning/purpose was discussed a lot in school. As we know, it was a legal argument for why the colonies should separate from England. In the context of the day, it was a pretty bold move. I think a lot of us take all the things that happened since for granted but we shouldn’t, the goodness of America was not automatic. I still read it on occasion. The arguments it makes for why the colonies should leave are very valid today. It is almost a value statement that you might see in a company. But one of the things that has always impressed me is that the signers didn’t agree on a lot of things, but were still able to work together. When I see and hear the tribalism in the media today, I sometimes wonder what would those signers think. Would they ask us to be more civil in our discourse, would they ask us to seek more common purpose. I think they would have. A lot of divisive issues were not worked out in the beginning. It was far from a perfect start, but somehow, they managed to keep the dialogue going with the intent of making a better country. I think that is still a good lesson for us today. •••• Back in the early 1960's, Coach John Vaught took his Ole Miss Rebels up to play Michigan State.
In the locker room before the game, Coach Vaught said: "Now men, I know that you know your history, but those folks in that other locker room are Yankees. The folks in the stands are Yankees. Not so long ago, Yankees came South. They burned our homes. They burned our crops. They raped our women. Some say that they even shot folks' hound dogs. Now, ever time you line up to hit somebody today, I want you to think about that!" When the teams took the field to line up for the kick off, Coach Vaught noticed one of his big tackles just staring across the field. He went over and said "You ready to go, Joe?"
"Yeah, Coach," says Joe. "But Coach, would you do me a favor?" "What's that?" says Coach Vaught. "Coach, point out that sumbitch what shot them dogs." MEDICINE IN THE SOUTH

of an aggrieved mob. This is not America, this is Nazi Germany. How we got to this point is an interesting journey, whether we can change the course of this destructive spiral is a yet unanswered question.
The Computer Factory 845 W. San Marcos Blvd 760-744-4315 thecomputerfactory.net "High Tech with High Touch “Nancy hates Donald” Part II of III
That Nancy hates Donald is symbolic of the animosity toward one another held by our nation’s politicians. Democrats hate Republicans and visaversa based primarily on political party affiliation. Once we were divided by our stands on political issues. Today “identity politics” causes us to hold one another in utter contempt simply because of a party or candidate affiliation. This is a new and terrifying phenomenon in America. Our Nations leaders ignore, tolerate or encourage illegal mob violence as long as it supports their political agenda. The massive property destruction along with civilian and police casualties are ignored as collateral damage caused by the justified and righteous indignation
John Van Zante’s Critter Corner
Through the first 150 years of its independence, America’s three branches of national government were basically an interlocking “good ole boys network” made up of the America’s “white male gentry.” Political movements and issues came and went but the collegial atmosphere promoted compromise, good will and gentlemanly conduct. The 19th amendment in 1920 giving women voting rights and was the beginning of a historic change in the make-up of our federal government. The impact of woman’s suffrage and civil rights legislation continued to erode the white male GOB network throughout the 20th century.
Other changes were in the wind. Southern Democrats from the mostly rural south were much more conservative than their big city brethren in the north-east. Conversely Republicans from the populous northeastern states tended to be more liberal than Western and Midwestern Republicans. As a result, in passing legislation the majority party could rarely rely on “block voting” from its members. Most successful legislation was passed by a coalition among members of each party resulting in a majority vote. By the end of the 20th century, Republicans had mostly replaced the once “Solid South” of conservative Democrats and the liberal North-eastern Republicans had given way to more party establishment Democrats. Both parties had become less diverse in politics and more monolithic in political direction and the stage was set us on our present perilous course.

What, exactly, is this “Sponsor a Fresh Start” program?
This program goes by different names from one animal shelter to another around the country. At your Rancho Coastal Humane Society in Encinitas it’s called “Fresh Start. The goal of Fresh Start is to find homes for pets who need a little extra boost. It encourages potential adopters to give them a second look then give them a fresh start. The Fresh Start program identifies cats and dogs waiting longer than expected to be adopted. When you sponsor a Fresh Start, you’re helping to create a package that includes treats, toys, and, in some cases, follow up classes with professional trainers. An adopter might be more likely to take home a pet when they know that it will leave the shelter with all the basics (collar, leash, harness, etc.) as well as continued train-

In recent years the professionals running the DNC (Democrat National Committee) have become far more skilful in utilizing technology to achieve their objectives than their counterparts in the RNC (Republican National Committee). Some of the factors that have helped them hone their skills are their decades of success in controlling politics in major cities and more populous states. The fact that Democrat politicians tend to enter politics in their early years, regarding politics as a life-long occupation rather than a civic duty. The Democrat’s strong influence within the academic community facilitates supportive research and early indoctrination of the young.
The main objectives of the DNC and the Democrat party are no longer issue oriented. The sole objective of the DNC today is to gain and maintain political power. Political power provides wealth, security and all the good

things in life. These are the reasons that we go to work, build businesses and save for a rainy day. It is a basic human need. Issues like climate change, diversity, social justice and others are simply metrics used by DNC analysts to determine winning strategies. As with any business, the ultimate success is the achievement of a monopoly position where bothersome competition is eliminated. As Americans we have learned that monopoly positions in business must be broken up or tightly regulated in order to insure that consumer’s needs are met. Governments are responsible for ensuring that monopolies do not become predatory, but when a governing party becomes a monopoly there is no mitigating power and the result is tyranny.
Next week we will conclude this series with a discussion on how to recognize and avoid tyranny.

GOOD SAMARITAN A Sunday school teacher was telling her class the story of the Good Samaritan. She asked the class, 'If you saw a person lying on the roadside, all wounded and bleeding, what would you do?' A thoughtful little girl broke the hushed silence, 'I think I'd throw up.' 'Well, Mom, our teacher told us how God sent Moses behind enemy lines on a rescue mission to lead the Israelites out of Egypt. When he got to the Red Sea, he had his army build a pontoon bridge and all the people walked across safely. Then he radioed headquarters for reinforcements. They sent bombers to blow up the bridge and all the Israelites were saved.' 'Now, Joey, is that really what your teacher taught you?' his Mother asked..
'Well, no, Mom. But, if I told it the way the teacher did, you'd never believe it!' THIS IS MY FAVORITE! Ever since I can remember I’ve had the burning desire to discover new places, new adventures. Because of this, I set out to discover a new country . . . and I was successful. I even ventured inland a great many miles where I discovered a place I called Minnesota. “This,” I thought, “would be a great place for Scandinavians.” So I headed back to Norway to recruit settlers. While I was gone, some clown named Columbus claimed he discovered America. Life ain’t fair. Except life also gives us The Paper. On the day that the kids were scheduled to recite Psalm 23 in front of the congregation, Ricky was so nervous. When it was his turn, he stepped up to the microphone and said proudly, 'The Lord is my Shepherd, and that's all I need to know.' UNANSWERED PRAYER The preacher's 5 year-old daughter noticed that her father always paused and bowed his head for a moment before starting his sermon. One day, she asked him why. 'Well, Honey,' he began, proud that his daughter was so observant of his messages. 'I'm asking the Lord to help me preach a good sermon.'
'How come He doesn't answer it?' she asked.
UNTIMELY ANSWERED PRAYER During the minister's prayer one Sunday, there was a loud whistle from one of the back pews. Tommy's mother was horrified. She pinched him into silence and, after church, asked, 'Tommy, whatever made you do such a thing?' Tommy answered soberly, 'I asked God to teach me to whistle, and He did!'

WHITE AND KENNETH WHITE Case No. 37-2022-00017109 PRLS-CTL SUPERIOR COURT OF CALIFORNIA, COUNTY OF SAN DIEGO 1100 Union Street San Diego, CA. 92101 Probate To all heirs, beneficiaries, creditors, contingent creditors, and persons who may otherwise be interested in the will or estate or both, of Kenneth Bernard White, aka Kenneth B. White and Kenneth White. A petition for probate has been filed by Darlene M. White in the Superior Court of California, County of San Diego, 1100 Union Street, San Diego, CA. 92101. Central Courthouse, Probate Division. The Petition for Probate requests that Darlene M. White be appointed as personal representative to administer the estate of the decedent. The petition requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed actions.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. A hearing on the petition will be held in this court as follows: Date: August 4, 2022 Time: 1:30 pm Dept: 503 Address of court: Same as noted above. If you object to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. If you are a creditor or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in Section 58(b) of the California Probate Code, or (2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law. You may examine the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. A Request for Special Notice form is available from the court clerk. Attorney for petitioner: Debra L. Leffler Streeter, Esq. Streeter Law Group, APC 217 Civic Center Drive, Suite 10, Vista, CA. 92084 760.945.9353 DOP: 6/30, 7/07 & 7/14/2022
