HUA HIN THAILAND The plan mooted some time ago to merge the two coastal districts of Hua Hin and Cha-am into a special administrative zone is back on the government agenda as part of a pilot project for sustainable development to mark His Majesty’s 84th birthday this December. Interior Minister Chaovarat Chanweerakul was due to seek Cabinet approval this week to merge the two districts and put them under a special administration scheme. Hua Hin currently comes under the jurisdiction of Prachuap Khiri Khan province, while Cha-am is in Phetchaburi province. Upgrading the two districts would enhance the development of tourism and streamline the management of royally initiated projects in the area, the Interior Ministry believes. The special administrative zone would be placed under the direct supervision of the prime minister, with Deputy Lord Chamberlain Distorn Vajarodaya acting as adviser. The new Hua Hin-Cha-am special administrative zone would come into existence once the legislation on special local administrative organisations is enacted. Under this legislation, all office holders will be elected locally instead of being appointed by the central government. The establishment of the administrative zone will be done in two parts - the master plan will be drafted this year and the plan implemented between 2012 and 2017. It is thus not clear as yet what impact this change will have on residents and business, but it can only be hoped that it will help improve some aspects of the area, such as key infrastructure and in particular the water supply.

CONNETICUT, USA Man calls police to ask for advice on growing cannabis While most cannabis growers realise what they’re doing is wrong, one US man clearly didn’t know it was illegal to farm the plant, but he soon found out when he called the police. Twenty-one-year-old Robert Michelson from Conneticut innocently called 911 to find out how much trouble he’d get into for growing marijuana and was promptly arrested by officers. Michelson was reportedly told by the police dispatcher that growing pot was illegal and was warned he could be arrested. So he did what any polite citizen would do - he quickly said thank you for the advice and hung up the phone. Unfortunately for him, officers

already had his details and he’d rather stupidly told the controller there was ‘possibly’ a crime going on at his home, so they went to the property where they seized a small quantity of cannabis and drug paraphernalia. The hapless grower was released on $5,000 (150,000 baht) bail after being charged with marijuana possession and other crimes. He admitted he bought the seeds and equipment with the intention of growing the drug. CALIFORNIA, USA Man killed by knife-wielding cock A man in California was killed after being stabbed in the leg by a bird taking part in an illegal cockfight. Jose Luis Ochoa was knifed in the calf by a blade attached to the limb of the bird and was declared dead in

hospital on January 30th, two hours after the incident. The Kern County coroner said a post-mortem examination concluded Mr Ochoa had died of a ‘sharp force injury’ to his right leg. It is possible that a delay between him sustaining the injury and receiving medical treatment could have contributed to his death. Cockfighting is illegal in the US and, although no arrests have yet been made, officials are said to be looking into the incident. Police arriving at the scene reportedly found five dead roosters, among other evidence of the blood sport taking place. Last month, a man in India died after the rooster he entered into a cockfight attacked him, slashing his throat with razor blades attached to its legs.

Do you wonder why we say certain things, or what they really mean? Each week we will examine a different word or phrase and tell you how it came about. This week it is.. Brand spanking new Entirely new. To those of us of a certain age the word brand turns our thoughts to Hollywood B-features and images of cowboys branding cattle on the open range. That’s not the origin of this phrase, but it’s not a million miles away in terms of meaning. A hot burned wooden stake has been called a brand since at least 950 AD. To brand means to ‘make an indelible mark of ownership’, especially with a hot stake or iron. This verb usage has been known since the Middle Ages and is clearly derived from the earlier name (we might say brand name - but we’ll come to that later). The earliest citation of ‘brand new’ is in John Foxe’s Sermons, 1570: “New bodies, new minds and all thinges new, brande-newe.” Terms that are old often come to us with a variety of spellings. In this case there are many variants, notable ‘bran new’, for example: John Gay’s, The What d’ye call it? - a farce, 1714: “Wear these Breeches Tom; they’re quite bran-new.” The Times from 1788: “The liquor fpoiled a bran new pair of fattin breaches.” [Note that The Times persisted in printing the long form of ‘s’ characters (which resemble the letter ‘f’ with a short cross-bar) as late as 1788. This form had been commonplace in printed material until about 1780, when it went into a sudden decline. Other spelling include ‘brent’ and ‘brank’. Burns, Tam o’ Shanter, 1790: “Nae cotillon brent new frae France.” Scott, St. Ronan’s, 1824: “Yeomen with the brank new blues and buckskins.” These spellings, of course, aren’t different words but

just alternative pronunciations of ‘brand’. It is sometimes put about that ‘brand new’ comes from marketing jargon, where terms like ‘brand loyalty’ etc. are commonplace. That’s about a thousand years too late as the origin, but again, it does have the same meaning as the early form. A brand in marketing terms comes from the meaning of the word as ‘a particular class of goods, as indicated by a trade mark’. So, that’s ‘brand new’; what about the double form ‘brand spanking new’? Spanking is little more than an intensifier in this phrase. The word does have a distinct meaning; unrelated to ‘slapping with the hand’, i.e. ‘exceptionally large or fine’. For example, Fanshawe’s Love for Love’s sake, 1666: “What a spanking Labradora!” Like the variety of spellings there are variants of the intensified form - ‘brand span new’, ‘spick and span new’, etc. These citations pre-date any known version of ‘brand spanking new’: Henry Angelo’s Reminiscences, 1830: “His feet were thrust into a bran-span new pair of fashionable pumps.” The Whitby Glossary, 1855: “Brandnew, Brandspandernew, fresh from the maker’s hands, or ‘spic and span new’.” It appears that whoever coined ‘brand spanking new’ did so by appropriating the imagery of ‘spick and span’, the rhyme of ‘bran’ and ‘span’ and the meaning of ‘spanking’. That is, it is a pleasant-sounding phrase with some appropriate associations. Whatever the intent of the early users of the phrase, it is in Eric Partridge’s meaning of the term, a catchphrase, i.e. it has caught on. It appears to have been coined around the turn of the 20th century and is still in common use. The earliest printed citation we can find is in a story about a luckless sea captain, in Harper’s New Monthly Magazine, April, 1860, entitled Captain Tom: A Resurrection: He had a new vessel, he had a new crew, he had brand spanking new fish-gear; but he had his old luck.

CHA-AM MALL GETS GREEN LIGHT A new ‘green community’ mall project is due to begin in Cha-am in Phetchaburi province in April. Anek Hoontrakul, president of St James Hotel Co, said the company would spend 450-500 million baht to develop the project on an 86-rai plot next to Dusit Resort and Polo Club. About 200 million baht will be used to develop the 28-rai first phase - the Botaneo lifestyle mall and a 300room four-star hotel. Construction of the mall will start in the next two or three months and will deliver space to tenants for decoration in November. The mall

will cover 44,800 square metres, with about 20% devoted to restaurants, shops, a supermarket, banks and spas. The remaining space will be used for a garden, a lake, a maze, a children’s playground and a walkway leading down to the beach. The mall will be separated into six zones with 100 tenants and parking for 500 cars. Mr Anek said the development had been postponed for three years because he was not confident in the density of population and tourists “It is the right time to dust off the project because the tourism business in Cha-am, Hua Hin and Pran Buri is continuing to grow. The number of tourist arrivals to Hua Hin was about

two million last year, contributing about 9 billion baht,” he said. Botaneo will be a new destination for middle- to high-end customers to dine, chill out, shop or even have spa treatments in the same compound. Space reservations began last month. The company expects about 60% of space to be booked by May and 100% by early next year. It will then spend another 250-300 million baht to develop a 100-villa resort on a 75-rai plot behind its shopping mall in 2015. The project will be opened in 2016. Room rates for villas will be 10,000 baht per night. (Bangkok Post)

FUN AND GAMES An Italian lawyer and an Irishman are sitting next to each other on a long flight. The lawyer is thinking that Irishmen are so dumb that he could put something over on them easily...So the lawyer asks if the Irishman would like to play a fun game. This catches the Irishman’s attention and to keep the lawyer quiet, he agrees to play the game. The lawyer asks the first question. ’What’s the distance from The Earth to the Moon?’ The Irishman doesn’t say a word, reaches in his pocket pulls out a five-dollar bill, and hands it to the lawyer. Now, it’s the Irishman’s turn. He asks the lawyer, ’What goes up a hill with three legs, and comes down with four?’ The lawyer uses his laptop and searches all references he could find on the Net. He sends e-mails to all the smart friends he knows, all to no avail. After one hour of searching he finally gives up. He wakes up the Irishman and hands him $500. The Irishman pockets the $500 and goes right back to sleep. The lawyer is going nuts not knowing the answer. We think the sky blue half of the city will be celebrating at the final whistle. Arsenal v Wolverhampton, 22:00 Arsenal will still be hurting after throwing away a 4-0 lead last week, while Wolves will be keen to inflict further damage on a title contender as well as improve their chances of avoiding the drop. However we think Arsenal will rip into them and win this in style. Birmingham v Stoke, 22:00 The Blues grabbed a vital win last week but this will be a sterner test for them. Stoke must surely be looking up rather than down the table and we think this will be a draw. Blackburn v Newcastle, 22:00 Rovers seem to have got through their sticky patch and this is a battle for mid table supremacy. Newcastle showed fantastic spirit last week and will win this if they play the same way. Blackpool v Aston Villa, 22:00 Both these teams concede more goals than their managers would like and it is that which has both of them teetering on the edge of the relegation zone. We suspect that Villa willpull themselves away with a win here. Liverpool v Wigan, 22:00 Dlaglish seems to have restored Liverpool’s belief in themselves and we think this is going to be a torrid afternoon for a poor Wigan side. Comfortable home win. This is one of a series of must win games for both sides, and an area in which the away side have frequently failed, and we expect them to fail here too - home win. NEVILLE RETIRES TO GROW MOUSTACHE LEGENDARY DEFENDER TO PURSUE LIFELONG AMBITION

LONDON, ENGLAND GARY Neville has announced his retirement from his version of football to focus on growing a moustache. The Manchester United defender and reigning ‘Mancunianest Man Alive’ made the announcement outside Old Trafford while rubbing a mixture of goose fat and Deep Heat into his upper lip. Neville said: “I’ve won everything it’s possible to win in football except for a single tournament with England or the affection of anybody who doesn’t support United but I won’t feel complete until none of my filtrum skin is visible. “As a boy growing up I’d see the luxuriant lip furniture of players like Ian Rush and Graeme Souness and I’d dream of one day looking like I was constantly peering over

an unruly hedge. “I even used to play keepy-up in my back yard with my pet hamster strapped to my face.” The timing of the announcement has led many to believe Neville was about to join the Sky commentary team but he stressed that, as yet, he

Neville has called on environmental guru and celebrity walrus Dick Strawbridge to help him in his quest and the two will go on a factfinding mission to the Middle East to study the ancient art of moustachery. Footballologist Wayne Hayes said: “This is an almost spiritual quest for Gary, rather like Jesus’ 40 days in the wilderness. The difference being, of course, that Jesus has never walked around the Arndale Centre thinking he’s Gary Neville. However Neville was crucified in the last game he played for the club against West Bromwich Albion.”
