DRYING UP? the annual water problem; residents urged to save water
HUA HIN THAILAND As the relentless hot, dry weather continues, the likelihood of severe water shortages in the months ahead is worse than normal, according to concerned officials. At the end of last month, water levels in the Pran Buri Dam had fallen to their lowest in 30 years, according to Paiboon Yongpradit, director of the Pran Buri water supply project, who claims the dam, the main source of tap water to the province, had just 132m cubic meters of usable water, down from an average low point of 460m cubic meters. Hua Hin deputy mayor Athikhun Butying has urged residents to save water and prepare for shortages in March and April, expected to be the driest for several years. Already some areas have seen their water shut off periodically, and the fears are that when the public supplies are not sufficient, that even the trucked in water will not be enough, so conserving water now is thought to be essential in all areas. Work is being carried out on pipework to improve the situation, but this is long term work not expected to be completed for at least another year or possibly two, connecting to another reservoir in Petchaburi. The water infrastructure in Hua Hin has long been a problem, and has been exacerbated by the continuing growth of the town, leading to a situation where the supplies are diminishing as the demand rapidly increases. So think twice before watering your garden or washing your car, and try to conserve the valuable resources we have - every little helps.

HUA HIN THAILAND It has just come to the notice of AWOL that the Major Cineplex in Market Village is running some of their movies in English, apparently in a trial to test how popular they are. Already been and gone are ‘Meet The Parents 3” and “The Green Hornet” and unfortunately movie information for next week is not available at press time, but the trial is apparently continuing throughout February. While we would like to claim some small part in this happening with the petition and stories we ran on the issue in July to September 2009, we don’t believe this is connected, but it is a welcome step. One small criticism is that there has been little effort to publicise the trial, and as noted at the beginning of this article AWOL only stumbled on it by chance. However, we encourage anyone who enjoys watching films in a cinema to go along and show the ciema that there is indeed demand for English soundtrack films in Hua Hin. DEAR AWOL, I am writing to you to inform readers about a campaign for fairness, justice and equality for all British state pensioners. All people contribute towards the National Insurance scheme under exactly the same rules. All people qualify for their state pension under exactly the same rules, based on years of NI contributions. When it comes time to pay the state pension different rules are applied depending on where you happen to live. If you live in the UK and in 40 overseas countries, your state pension is uprated for inflation each year. If you live in mainly Commonwealth countries and others like Thailand

This means that over time the real purchasing power of the state pension in Commonwealth countries declines over the years, so that after, say, 25 years, it may be about a quarter of the current pension level. To rectify this problem it would cost less than 1% of the total state pension bill. Apparently there is an unwritten cross political party agreement not to fix this problem. Pensioners who have chosen to go overseas to be with their children and grand children in retirement in Commonwealth countries are penalised for doing so, or disouraged from seeing their children and
grandchildren again. Overseas pensioners have been fighting this discrimination, based on country of residence, for over 25 years. Kristine Casey offered to be a surrogate for her daughter Sara Connell after she found herself unable to have children of her own. The baby boy, who has been called Finnean, was born at a hospital in Chicago, Illnois. Finnean’s biological parents are Mr and Mrs Connell. However he was delivered by his grandmother, Mrs Casey. Do you wonder why we say certain things, or what they really mean? Each week we will examine a different word or phrase and tell you how it came about. This week it is.. Fell off the back of a lorry/truck A euphemism for ‘acquired illegally’. When anyone accounts for their possession of an article by saying it ‘fell off the back of a truck’ or ‘fell off the back of a lorry’, they may be assumed not to be its legal owner - i.e. it is stolen. ‘Lorry’ is the British version; in the USA and Australia things fall from trucks. This coy language, which feigns innocence but actually emphasizes illegality by using a phrase that is reserved for illegal dealing, is similar to The Godfather’s ‘an offer he can’t refuse’. Others that relate specifically to stolen goods are the ‘five finger discount’ and ‘I got it from a man in a pub’. Had ‘air quotes’ been in use at the time they might well have been called on when this phrase was first spoken. The earliest printed versions of ‘fell off the back of a lorry’ come surprisingly late - like this early example from The Times, 1968: “The suggestion of the finder, a casual motorist, that the records ‘must have fallen off the back of a lorry’.” There are many anecdotal reports of the phrase in the UK from much earlier than that, and it is likely to date back to at least WWII. It’s just the sort of language that the ‘wide-boys’ or ‘flash Harrys’ who peddled illegal goods during and after WWII would have used. These were exemplified in plays and films by the actors George Cole, Sid James, etc. I’m sure a thorough scan of the scripts of the post-war Ealing comedies would throw up a pre-1968 example. Versions of the ‘truck’ phrase from both Australia and the USA predate the English examples by many years. The earliest that can be found is from the official record of debates in the Australian House of Representatives Hansard, 1928:

“We heard, through something that had fallen off the back of a truck onto a reporter’s table.” In the USA the expression is found just a few years later - as in this example from The Tuscaloosa News, February 1937: Many transients in Manhattan are constantly being trimmed by suave ‘chauffeurs’ in light delivery trucks who whisper confidentially that there are some bolts of cloth in the rear seat which fell off the back of a truck. The meaning seems to have changed slightly since the phrase was coined. Almost all of the early references cite it as being used as patter in a scam to sell the unwary shoddy goods. The current usage is as a reference to a straightforward ‘nudge, nudge/I won’t tell if you won’t’ sale of stolen or smuggled goods.
A nostalgic word about lorries. Trucks are now travelling the world and, in the same way that the voracious American Grey Squirrel has overwhelmed the retiring European Red Squirrel, they are, on the road and in the dictionary, becoming dominant. The older generation in the UK is holding out and will have no truck with ‘truck’ but, as time goes by, lorries will turn into trucks, just as charabancs turned into coaches.

Thailand foreign tourist arrivals up 11.6% in Jan BANGKOK - THAILAND foreign tourist arrivals rose more than 11 per cent in January from a year earlier to 1.79 million, according to Thailand’s tourism ministry’s website. The country managed to lure foreign tourists after a slump in arrivals during political unrest in Bangkok in April and May last year. The Bank of Thailand said the industry, which accounts for about 6 per cent of the country’s GDP, had recovered since the second half of 2010, at a faster rate than was expected. In 2010, foreign arrivals to the ‘Land
of Smiles’ rose 12 per cent to 15.9 million. Of that 51 per cent are from East Asia, led by Malaysia, China and Japan, 27 per cent from Europe and 5 per cent from North and South America, it said. The idea of the ladder is to provide all levels of pool players the opportunity to play over a longer period of games than the team leagues allow, thus giving a better chance to both improve and enjoy a longer stint at the table. The ladder concept allows players to find their own level and after a short time means they will generally play against others of a similar standard, but with the chance to play better players to learn from and hopefully beat sometimes!
